Maybe there is an expert on this around here.

I would like to calculate the metropolitan area population of my city according to MSA rules, but I am a bit confused because there are quite a few percentages for commuting requirement out there. I have already seen 25 percent as well as 20 and 15. Which one is up to date?
Or are they somehow progressive (i.e. 25% for core MA, 15% for outer)

And there is another thing i am curious about.
Here is the situation:

Of the 37,627 people in the city, 17,194 are working - after commuting the number of working people in the city is 26,194.

I am 95% sure that the commuting percentage for MSA calculation in this situation is 16.04 percent (2,759 of 17,194). So dependent on the answer on my first question this city(county) could be in Viennas MSA, right?
Its quite obvious but I want to be 100% sure before I go through those dozens of countys. ;)

Thank you for any help!
