it could work out ok, with Brussels being a city state that is the capital of the EU and remaining parts going to the Netherlands, France Germany etc as each part is more akin too. It makes little difference these days with the exception of tax hat with free trad and movement. A city that talks every language and is beholden to none could make for the best place for the UE capital.

The Rhine splits into: Waal, IJssel, Lek (translates as 'leak' :D ), the Maas becomes Bergse Maas (mountainous Maas :D ) and flows into 'Biesbosch' (wild chives grow there, yum ) and then only a few miles south of Dordrecht becomes 'Hollands Diep' and reaches the (former) shores of Zeeland.
