How come everyone complains about the traffic in London,but then in pics it always looks quiet and peaceful ?

that would be the congestion charge that has done wonders :) They are hoping to extend it to the west, but all the Chelsea mums in their tractors won't be too happy about it.

There are many quiet sidestreets in London. It's only really the thoroughfares and some bottlenecks that are congested.
