Dhaka, Hanoi agree to expand cooperation

May 18: Bangladesh and Vietnam today agreed to further expand and strengthen bilateral cooperation in all areas including trade, investment, agriculture, banking, education and sports for the benefit of the two peoples. The agreement was reached during the official talks between the two countries at the ‘Government Office’ here. Prime Minister Begum Khaleda Zia led the Bangladesh delegation while Vietnamese Prime Minister Phan Van Khai headed the Vietnam side at the 70-minute talks that covered entire gamut of bilateral relation as well as regional and international issues of common interest.

The talks were followed by signing of an agreement between the two countries on promotion of investment. Vietnamese Foreign Minister Nguyen Dy Nien and Bangladesh State Minister for Agriculture Mirza Fakhrul Islam Alamgir signed the ‘Agreement on Promotion and Reciprocal Protection of Investment’ on behalf of their respective countries in the presence of the Prime Ministers of the two countries.

Briefing newsmen after the meeting, Foreign Secretary Hemayet Uddin expressed satisfaction over the outcome of the talks. He hoped the new agreement will contribute to build confidence among investors of the two countries.

"The meeting was held in a very friendly and cordial atmosphere, giving the message that the two countries entered into a new phase of cooperation for the welfare of their peoples," he added.

Immediately after the talks, Vietnamese Foreign Minister Nguyen Dy Nien said: "We had a very fruitful meeting. I believe her (Begum Zia’s) visit will surely strengthen bilateral cooperation in many fields."

During the talks, both Bangladesh and Vietnam reiterated their position in favour of regional and international peace. Bangladesh foreign secretary said in response to a request, the Vietnam side reiterated its support for Bangladesh to get membership of ASEAN Regional Forum (ARF) and become ASEAN dialogue partner.

The Bangladesh side also pledged to extend its cooperation to Vietnam to get WTO membership, he said and added that Vietnam’s request for Bangladesh’s support to secure non- permanent membership at the UN Security Council will be considered actively.

Vietnam, the second largest rice exporter in the global market, assured Bangladesh of exchanging expertise and extending cooperation in agriculture sector.

"What is critical now is to have working groups and a commission...to implement the two Prime Ministers’ agreements," Khai told reporters after the meeting.

"I believe that the visit by the Bangladesh Prime Minister will help strengthen our cooperation in many fields," he said.

Hemayetuddin said the official talks covered the entire range of bilateral relations and ways to promote cooperation in trade, commerce and investment.

Describing previous visit of Vietnamese President Tran Duc Luong to Dhaka and the return visit of Prime Minister Khaleda Zia to Hanoi as very significant, he said this would further advance the bilateral ties and cooperation.

The Foreign Secretary said the political and diplomatic relations between the two countries are excellent which should help uplift economy and bolster trade relations.

At the talks Prime Minister Khaleda Zia was assisted by State Minister for Agriculture Mirza Fakhrul Islam Alamgir, Foreign Affairs Adviser Reaz Rahman, Foreign Secretary Hemayetuddin while Vietnam Prime Minister Phan Van Khai was aided by his Foreign Minister Nguyen Dy Nien, other Ministers and high officials.

Khaleda Zia, who arrived in Vietnam Tuesday for a three-day visit, was scheduled to meet President Tran Duc Luong and Communist Party General Secretary Nong Duc Manh later in the day before returning home Thursday.
