What are your favourite non-EU european cities?

I voted for Oslo, Geneve and Zurich. but my favourites are Basel (Switzerland) and Bergen (Norway), for sure.

For me Moscow, Istanbul and St. Petersburg are very impressive. Oslo is a cool town and I just have to vote for Geneva and Zurich - the first for it's intarnational importance and beautiful setting and the latter for the romantic old town and cultural/subcultural life ;)

I am not Turkish but I have to protest anyway :)
- The center and most of the population is on the European side
- As Byzanz it was the center of the Eastern Roman Empire, a really European "Nation"
