Bavarian March 18th, 2010, 04:10 PM The higher floors in Bonaire have issues with the windows (incorrectly installed and many need replacement). Expect Orientation to take place in the first few weeks of April.
We have a High Floor in Bonaire, beside a broken window and damaged seals on the hinged windows, I didn't notice any major issues. The way frames are fitted on floor/ceiling or the way the glass fits on the frame are two other possibilities.
Would appreciate more details.

The entire process is like this:
1. First thing to do is to pay the service fees at EMAAR Ground floor, you can pay it by post dated cheques or by credit card. The amount as of today is approx 14.500 AED until Dec 31st, 2010 (in case of a mortgage your bank representative needs to be present).. The Certificate of Completion will be given to you
2.- The Land registration process starts then, you need to bring a manager's cheque together with a copy of your Certificate of Completion and copy of your passport (in case of a mortgage your bank's representative needs to be with you as well), the exact amount of the manager's cheque needs to be requested from EMAAR in advance.
3.- Once you have paid the lad registration then you can proceed to the handover section, they'll provide you with the keys, a free voucher for pest control, a free voucher for a cleaning service, a 300 AED voucher to be spent on any restaurant in the ADDRESS hotel in Duba Marina. The car parking has not being assigned yet, the DEWA number will be given to you, PO BOX number is given as well, electronic cards are not given yet.
4.- DEWA process is quite fast, I just went to the branch in SHeikh Zayed Road, behind Mazaya Centre and in less than 20 minutes I paid for the connection (1000 AED).
I went to my apartment and most of my snags were rectified, I'm extremely happy with it, the facilities are just amazing, gym, swimming pool, squash courts, aerobics area. Some other areas are currently closed like kid's playing room, spa, etc.
The area between the swimming pool and the marina (The walk) is still under construction but let me tell you that once this is ready and the restaurants/shops are in place this will be an excellent place.
All the services are currently working on my apartment, the A/C is quite powerful compared to my existing house (Al Majara), you have different A/C controllers across the rooms which gives you more flexibility.
I'm on a unit 04 in Sanibel and I can say that the size is quite OK (1052 sqft), huge balcony, and the best of it is that you can have 2 small bedrooms on it thanks to its internal distribution, the partial views are great as well (Beach, Marina).

Hei, are you working for Emaar? To me it sounds like propaganda. Why are they not giving dates to anyone else? Why should you pay for maintenance when common property and car space is not yet ready? So tell us, how much did they pay you?

Dodgy Dave March 20th, 2010, 07:30 PM I took the keys for a Blakley 16th floor, Thursday 18th. They have not issue the car space number, PO Box keys or any electronic access cards yet, but I am happy to have the keys.
I also noticed today that if you want to move any furniture in, you need to be quick with the elevator because the door shuts after about 1 minute and it is closes very agressively. I spoke to the 'Doorman' about locking it open but he was as useful as an ashtray on a motorbike.
Otherwise so far so good and I will have it furnished and decorated by resortsinternational.ae, then, into their renting pool within a couple of weeks to maximise the returns! :)

I did however, once hear that there was going to be a park on this plot. To support this theory (somewhat) I read a post on the below thread mentioning that the plot is named OS-4, which is believed to stand for Open Space 4.

lots of work going on in Bonaire where my apartment is and i have been told most handovers have now taken place except for Bonaire where only 3 people have moved in.
I went up in the lift to the front door of my apartment but unfortunately it was locked - was hoping somebody would be working on it as my orientation is supposed to be next week!

Does anyone know the 4 words in the contract that confirms this.

The percentage payable to the lands department depends on when you bought the property. If the contract is dated pre 2008 then it is only 1% otherwise its 2%. You will only have to pay 1%.

Did Emaar contact you for inspection after snagging, and then complete the handover process, or did you have to badger them.

Some badgering, yes, but some credit to the handover rep. who was trying to be as helpful as possible. I was told the unit was ready for handover. I plan to inspect first,,, regards.

What if you were not the original purchaser? - is the cut-off date based on the original sale contract from Emaar or from when you bought on the secondary market?

Its calculated on the date of when the property was transferred to you as per your sales contract. If you bought it on the secondary market before 2008 then you only have to pay 1%.
We bought our on the secondary market in 2009, so were thus slammed with the 2%.

I bought a studio in 'Royal Oceanic' (developer is Select-private developer) in Nov 06 (and handed over to me in Sep 09) so should that mean that I pay 1% and the developer also 1% ?

I don't see why you should pay the developer anything. This is a Lands Department payment, so assumably the process is the same, and you should only have to pay 1%.

That's exactly what we paid at another Select owned property 16 months ago. 1% from us and 1% from the developer

Investors in projects by Emaar Properties will have to pay double to register their homes with the Dubai Land Department after the developer stopped contributing.
While 2 per cent of the property’s original price has been the standard fee to register a property with the Dubai Land Department, Emaar used to split the amount with its homeowners.
The company’s property transfer department was notified of the change on March 18, although the move came as a surprise to property owners.
“Everyone now has to pay a flat fee of 2 per cent,” said a customer services representative.
“Only those who have a specific clause contained in older contracts related to transfer of title deeds will be able to revert to the old system.”
The owner of a Dh3.3 million (US$898,473) home at The Lakes, a villa community in Dubai, who recently went to pay his registration fee was told he would now have to pay Dh56,000 instead of Dh33,000.
The homeowner, who asked not to be named, bought the property in 2008 but was unable to register it at the time because Emaar had not released the title deeds for homes at The Lakes.
“I received a letter from HSBC with whom I have my mortgage in October asking me to register the property, but there was no mention of an increase in fees,” he said.
“So when I went to Emaar with all the documents and cheques a couple of weeks ago, I was told it’s now 2 per cent.
“I can pay it, but I don’t like having to pay it.
“They changed the percentage without notification. The deal you sign when you buy your house is what should remain.”
The homeowner has tried to fight the increase but received an e-mail, seen by The National, from Emaar’s property transfer department on Wednesday.
It said: “The decision is final that the 2 per cent fee has to be paid towards the land registration of your property.
“Hence, I regret to inform that we will be unable to accommodate your request on this occasion and we strongly recommend that you submit your application at the earliest to avoid any further penalties that might be incurred by the Land Department.”
Emaar was unavailable for comment when contacted yesterday

This may not be entirely accurate, I think the only way to be sure is to take your contract along to the Emaar property transfer dept. and find out that way

I finaly managed to find the complete information which is as follows:
Based on the clause in your contracts and based on the date when the contract has been signed you will be requested to pay either 1, 1.5 or 2% for the Land Registration.
1. scenario
If Clause no.4 from your SPA is stating
...the Purchaser shall be responsible to pay all fees in connection with a transfer.
then you are not lucky and you have to pay 2%
2. Scenario (with magic 4 words)
If Clause no.4 from your SPA is stating
...the Purchaser shall be responsible to pay all fees payable by the Purchaser in connection with a transfer.
then you are to pay either 1, 1.5 or 2% based on the date of the contract
Contracts before 17 Dec 2006 - 1.5%
Contracts from 18 Dec 2006 to 17 Mar 2009 - 1%
Contracts after 18 mar 2009 - 2%
Percentage is applicable to the value mentioned in your contract (sometimes it's original price, sometimes it's purchase price - you have to check on that)
In addition if your property is mortgaged you have to pay 0.25% of mortgage value + 10AED\
There is also some administrative fee to Emaar of 500AED and some other fee of 315AED
Hope this will finaly clarify all the doubts

Some pointers to those that just walked-in to their units, using Emaar Fax forms and calling them can be a long and painful wait ;
1) No water supply - Call DCE Plumber Imran - 0558577563 (Very Cordial)
2) If you feel cold and attempt to raise the A/C temp to say 30. The Cooling will stop and the fan will keep running and you will reach 30 only when the outside temp is 30 :) (i.e No heaters in the units A/C's).
3) If the washing machine does not load, pull out the machine and turn the water supply on. The plumber will help.
4) If you have a place for glass shelves in the bathrooms with no glass shelves. Call the plumber, he will bring these into the unit and install them.
5) The exhaust fan above the stove can be trurned on by pulling on the chrome panal on the hood. It took me time to find the instructions. Before you do this be sure the fan is on one of the three positions.
6) Bathroom floor drain cover plates are with the plumber.
7) Change your door lock, the maintenance have the 3rd key, they will try to walk in to your unit (for reasons they only know :).
8) The cleaning voucher Emaar gives you may take you one week to book. So be preparred with alternatives.

The standard of finish is nowhere near other Emaar developments and in some respects is no better than the finish in my other property in Marina Diamond. I estimate that it will be another 2 months before the property is completed to a decent standard (if they can ever get the standard better).
The views are from a Bonaire 6 unit - the pool and Gym are even smaller than they looked in previous pictures and for some reason they were putting a fence around the kiddy pool, presumably to stop them getting out? :dunno:

Dodgy Dave April 7th, 2010, 06:14 PM I took the keys for a Blakley 16th floor, Thursday 18th. They have not issue the car space number, PO Box keys or any electronic access cards yet, but I am happy to have the keys.
I also noticed today that if you want to move any furniture in, you need to be quick with the elevator because the door shuts after about 1 minute and it is closes very agressively. I spoke to the 'Doorman' about locking it open but he was as useful as an ashtray on a motorbike.
Otherwise so far so good and I will have it furnished and decorated by resortsinternational.ae, then, into their renting pool within a couple of weeks to maximise the returns! :)

Agreed..you can get a fully furnished 2 bed in the marina for that price (maybe even less).
With the current market conditions..a more realistic price is 95-105K and definitely 110k at the most (if you are lucky).

I have dealt with Resorts before. I know what you are saying about the rent and it does look high, if you don't know how the Resorts set up works and I will not spill the beans on how they do it. They are not your regular 'breed' that you find in the UAE and they will likely smack me for mentioning them, BUT they honestly do a great job for me.
The example that I will give is that they have another 1BR in Diamond [we all know what these are like], facing SZR and getting 80K p.a. for it, now! I dont care what anyone says, I am happy with this result and that is the key [me happy]. Less fuss for me and I can check annual rates for similar units anytime I like and I am always getting more. Resorts' do like to do all or do nothing, so be prepared and choose the right 'pill'.

Service fees are pro-rata from the date of handover.
If you handover now then you are certainly paying for communal services that you cannot use for a while, but that is pretty common to all new developments in Dubai.

I am not happy with this news at all - I am seriously considering now just taking the unit as is and getting my own contractors in to finish it off. At least that way I would control the quality of the work and timescale.

Wait for Emaar to rectify it. I know it is a pain in the ass but let them do what you have paid for. Once they started it will be a matter of days. The big problem is that they did a bad job from the beginning so they need so many things to replace and those might be running out of stock...

The idiots changed chipped tiles with a different color beige tiles so now a have checkered floor throughout the apartment. How super retarded you have to be to do such a thing!!!??

This is pretty common in dubai. We are refurbishing a Fairfield at the moment and the owner took it over in no more than a diy finish.

It depends on material and laborer availability and of course the priority Emaar places on the unit. For my unit the type of work should have taken 2 working-days max, it took almost 90 days.

I Agree, also i think at times one has to do serious badgering to get things moving, attempts to "pull strings" with Emaar is a waste of time, so AppleMac I wouldn't recommend this approach. :okay:

I hear you, I did my snagging mid November 09 (!) and payment was required end of Nov. But then Emaar said that that once snagging was complete I had 10 days to pay. No news apart from Acccounts saying my payment was late. Suffice to say I gave up waiting and made my final payment a couple of weeks ago. they acknowledged receipt of money, let see what happens .
Bottom line is that the building is near to finished as it can be so I think there is a very limited risk things wont happen now. They will deliver but its a case now of when.
Lets face it I dont think this is paying out into a development that wont finish. I mean this is not like some other developments looking like concrete skeletons and who still demand payment just so they can finish.

Lets face it I dont think this is paying out into a development that wont finish. I mean this is not like some other developments looking like concrete skeletons and who still demand payment just so they can finish.
final payment is due when given handover date, we had our orientation back in January and have been told that the snags should be rectified in the next week - I only hope that they have the materials to do the job!
I am sure we will all be very happy when we move in

I have noticed that the plot of land that housed the labourers (next to Blakely and Bonaire) is being quickly tidied up. Seems they're making ready the land for something new. Any ideas?
In previous discussions it was said that it could potentially be a Park, which given the name of the development seems logical, but unfortunately we do not have any tangible evidence of this.
I truely hope this is the case, as this will significantly increase property value and resale prospects of the surrounding towers.
Appreciate any insight.

If you look at page 9 of this forum, Imre Solt answered that question way back when things were booming. He figured that plot to the RH side would be Marina Diamond 8, but looking at the way the ground has been graded it would seem that it may stay like that or be planted with grass, I hope. It would be hard to imagine any developer starting a new project at this time considering the number of units already available at the Marina.

Is there anyone who is interested in renting a car parking space on a full time or part time basis? - in our present apartment we rent a space off a friend who has a holiday home and simply make sure it is available when he comes out to visit. So if anyone can help please PM me.

On the other hand, most developers balance sheets can do without more debt and operational expences. I think developers can leverage low construction costs when stronger liquidity is within sight. I agree that for at least the next two years, this area maybe used as material loading/labor zone. Who knows, we may still have a park in the interim.

Congratulations. Maintenance is about AED 18.57 P/SQF and LR is 1,1.5 or 2% based on your contract.

Depends on how soon someone wants to rent out. I know a few people who have recently got good rents with EMAAR properties in Dubai... Seems there is some movement... few of my friends have got above 150k for 2 beds in the Marina and I myself rented my 2 bed in Lofts for 165k and my 2 bed in Park Island for 150k... So all in all not bad...I have 2 one beds that are still to be delivered... I hope all can get good returns for their investments...

Asking anything even 2k above the market will simply result in your property sitting on the market until you realize the market isn't what you are dreaming of.. By then you have already lost the money you were hoping to gain in loss of rental income due to the property being vacant...

BTW, I have been getting 3-4 calls every week from various agents (I dont know how they got my number) asking me if I have the keys to my apartment as they have tenants lined up. Does this mean that there is more demand than supply or does it mean that brokers are being pro-active?

If what you say is true, then why werent they doing it before. In the past, I wasnt bombarded with calls from unknown agents trying to rent out my apartment. Why is it happening now?
The other theory is that due to the fact that EMAAR is handing over units in small numbers (10-15 units per week), there is in fact a bigger demand than thought before (when 1000 units would be handed over on one day). This is causing rents to go up (or not to go down further).
I know people who have rented out their 1 br unfurnished units in MP for 115K last month (down from 150K last year). Therefore, it is not unrealistic to assume that one can get 100K now. Anyway, lets see what happens.

But you are not comparing like with like, the quality of finish on MP is far superior to PI.
PI could have been one of the best developments but is totally let down by the poor quality of the build - if the finish had been as good as Marina Diamonds then you might have got returns close to MP.

I suggest you talk to agents about renting a 1 br unit in MP and the majority will tell you that the rents there are also 80-85K. So its not about comparing MP with PI; its just that these agents think that you simply cannot get 100K+ for a 1 bed unit in either MP or PI.
Either they are right and those that got over 100K were simply lucky, or they just dont want to work hard enough. In fact, since they dont get any commission from the landlord, they tend to side with the tenant and drive down prices.

I am sorry but your unit doesnt have any marina view. Hence, the low rental value. On top of that your unit is pretty small for a 1 bed and you probably paid less for it than others did.
Compare that with a 900+ sqft 1 bed with a balcony and amazing views of the Marina on a high floor. As many people have said before on this forum, its all about the views.

We have a 2 bed (01 Unit mid-floor) in Fairfield that is currently under refurbishment to rectify the snags that DCE cannot complete. Just earlier today I had an agent look at it and believes the price will be around AED 140k to AED 150k for the year depending on number of cheques. It has two balconys and a full marina view in both directions of the marina with an above averange finish for the development.
Regarding the comparison between the Downtown and Marina, I think they are roughly the same depending on size / build quality.
I think living near the beach is far better than being near the Dubai fountain and mall! :)

Well if you think you cant get more, then why are you waiting...accept the offer.
It all depends on the unit itself as not all 1 beds are the same. For example, if you have no view of the marina, you will get perhaps 75K, if you have partial view you should get 85K and if you have full view you should get 95K at least.
I havent got my keys yet, but even the brokers I have talked to for my 06 unit in Sanibel on a high floor with full marina view say I can get 90K. I am going to try 100K and see what happens.

My point was that Gulf News has ads placed by brokers for as high as 135K. I agree with you that this is too high considering the current market situation, but you have to take ads placed in newspapers (and dubizzle) with a grain of salt.
Its important to compare your unit with similar units on a floor above or below yours, rather than putting all 1 beds in one category.

Because dubai has left bad taste in our mouths wife was there last week and they never said they wanted land reg money then sent emails from home and they just wanted final payment so they said. wasted trip now i have to come over myself to sign 1 form and get keys Its a shame they do not treat business the same way as they treat holiday makers. Big let down dubai lets hope i can get this sorry state sorted 4 years late and they are still trying to nail us down. The gap in the wall units is too narrow for the machine! - DCE must have put the machine in the gap and then built the kitchen units around it :wtf:
So looks like I am spending next weekend dismantling the kitchen - ah well, at least I can then rebuild it to a better quality.

Also, what is the noise emanating from above the retail space at the front of Park Island? Is this where the A/C is generated for the building? The only reason I ask is that sometimes it is on for days and then off for days and when it's on it makes quite considerable noise.

Dave what you need to do is get your bank in england to send a bankers draft over or they will not deal with you thats the only option

Service fees don,t seem to be a problem to pay (credit card or cash) but how can we pay the Land Registry fees, Emaar rep says we can not pay cash, we are planning to come to Dubai 3rd week in June to complete everything, we do not have bank account in Dubai yet.
What are our options on how to pay the Land Registry fees, other UK buyers views greatly appreciated, thanks,

You can pay the land reg fee using a local draft from an exchange.
There are a number of money exchanges that can arrange this for you once you get to Dubai. They can do it instantly over the counter, if you give them cash in GBP. Banks won't do it as you have to have an account with them first.
Just make sure you are clear about the name that goes on the Draft - the land reg dept can tell you that. I recommend you get them to write it down for you, you will have to visit them anyway to find out exactly how much you owe (based on your contract).
I think the one i used was called Al-Ansar - they are in most shopping malls. You can call them from the UK to confirm.
Remember its an AED Draft you want. So they will first exchange your GBP cash to AED and then sell you the Draft. Rates are not bad too, costs just a few pounds.
Getting a local account is a nightmare, you have to show residency and Emaar are no longer providing this. You only get a 6 month permit now, directly from immigration dept.

I know how you feel. Currently in Dubai trying to sort out handover and with no Dubai bank account. Fortunately have my sister who lives here and has given me managers cheque .
Attempting to open up a bank account a bit of a nightmare where compared to last Nov when I was on a flying visit was supposed to be easy.
Anyway the rules are that you need your passport/uk drivers license/6m uk bank statements. worst thing you need a dubai PO box! again saving grace my sister. you need to deposit 5000aed before you can use. apparently tightening up because of overseas abusers. this is with emirates nbd. Mashrej wants residency visa. all emirates need is address in dubai (my PI sanibel apt).
crazy thing about Dubai is the shifting goalposts. if you can do something at the time, do it before someone changes the rules!
BTW ring up emaar and check the amount you need to pay for land registry. Mine was 1.5% OP. + 315 admin. they were helpful over the phone and make sure you have your contract in front of you as they will ask you to quote to work out whether its 1.5 or 2%

detract June 2nd, 2010, 05:28 PM Well finally got my keys checked out my apt and now waiting for DEWA to show me the light (elec). Anyway my experiences in total took about 2.5 days.
First go to Emaar Business Park, queue up for payment completion. There was a 3000dhs charge for pre-registration which i either forgot about or emaar didnt contact me. Anyway 3000dhs, 500 Land Reg Admin fees, and confirmation of this years service charge plus all completion payments meant that they could issue me with a "Certicate of Completion"
Next Land Reg - this takes about 2 hours in the Emaar office - no need to go to Land Reg which I did (fun). They will with your AED Bankers draft of purchase price + 315aed (check with emaar over the phone to confirm the correct amount) and raise the submission/application.
Once both are done property handover in the same office, this was a lot quicker they confirm what the last person has just done (emaar are bureaucrats). And give you keys and DEWA form for change of account name (not new Landlord which was a mistake).
Anyway with the keys now, I then go to the DEWA office (Nr Grand Hyatt/ wafi). The forms Emaar give you are old and did raise some complaints with the DEWA but they were okay in the end. Anyway you are not the new landlord as Emaar are(!?) as you will need your title deeds which you obviosuly wont have. This is where you have to show the "certificate of completion" issued by emaar. Also have some change for the photocopier as you will be required to print your passport and the entry visa (I have no residency visa). Lots of frantic searching around for cash while official waited for me.
Anyway approved and paid 1000aed for deposit, plus 110 for connection. They say 4 hours for transfer and therefore supply being switched on.
In my apartment - water but no electricity. Looks like they did the snagging which on the whole was ok. still some scratches on the window sill. They give you 3 keys for the apt, 3 for the bedroom and 2 cards 1 - Master - Parking and Lobby, plus gym, swimming pool. and 1 which does not access the parking.
Anyway they will allocate a parking space check mine and seems fine. Just make sure you give your details of who you are to all the porters etc as it may help.
Facilities: Well pool nice but small and looks not bad. Gym is nice quite big and modern plus an aerobics dance floor. Changing rooms and Spa (door was locked) on the whole not bad. The lifts are a bit tempremental and the finish on each floor a little disapointing as they used the wallpaper which will stain.
Anyway good luck all and handover shouldnt be too bad.

From what I hear this is not so unusual with lots of people having to get their properties touched up after handover. A cafe and a mini mart will go down as a treat!

No - and I cant see there will be any for a while yet. Considering that they wont be finished with the apartments until the end of the year (my date for rectification is the end of September) I cant see them being in a position to finish the retail units.
The apartment at the end of my corridor is being completely gutted and refitted by DCE - if they have to do this level of work on a lot of properties who knows when they will finish this project. :ohno:

Yes, you can. You just need 1000 AED deposit (cash), the DEWA number associated to your unit (Emaar will give it to you or you can find it near your door), the first 2-3 pages of the SPA (those with your name and the value of the property) and a letter from Emaar saying that you are the owner, the apartment is completed and you need to connect to DEWA. This was the procedure 2 years ago, maybe now it's changed and you don't need the letter anymore... but you have to go first to Emaar in any case and they will give you all you need to make the connection. The process takes max 1 hour once you are in DEWA.

You cant do DEWA until you have done handover as they need to see the completion statement. Once you have done handover you then do DEWA and then fax/email a copy of the contract back to Emaar.

Handover at Emaar takes about an hour - DEWA takes about 30 minutes.
DEWA is behind the Mazaya Center on Sheikh Zayed Road - any taxi driver should know where it is.

Wouldnt worry about the visa. I just had the normal tourist visa as was able to get my keys in Sanibel

I took possession of a mid Floor Bonair late June, first visit July 2nd, had number of minor and not so minor issues with the developer, most of the snagging details had been addressed. However I had further problems cause by condensation after the last person in the apartment had left a balcony door open, and although the apartment's air conditioning was not turned on the cool spots created by cooling from adjacent spaces and the common hallway had caused a lot of condensation on the floors and marble work surfaces, I run the apartments AC for one week which dried up the condensation, I now have black mould spots on the hallways and kitchen ceilings duly reported and still awaiting remedy. I did note one area of concern which appears to be common to all of the Bonair 02 apartments, the glass surrounds on each balcony have not been installed correctly, the caulking ( Black RTV compound )at the slot where the glass is slotted into the balcony ledge has only been done on the balcony side, the outside slot has no caulking, and the glass is secured only by the wooden blocks and wedges used to locate it initially. Not only does it look unprofessional but if and when it rains the water will flow down this slot and onto to the balcony below which will probably leave a stain as well as a mess to be cleaned up. It might be in the interests of all residents on this forum to have a look at this area and report it while the one years warranty is still in place.
If anyone is interested in forming a residents association, I will gladly participate, however I am stationed in Oman at the moment and need a bit of forward planning to visit the UAE. I intend to register my interest for this with Emaar, I will report the developments on this site.
