It was completed a year behind schedule and its budget was overshot by about HK$1 billion. But when the Stonecutters Bridge was unofficially opened, there were hardly any complaints.
Instead, people yesterday admired the views from the bridge, which spans the Rambler Channel, and complimented the cool weather.
It was, after all, a day for charity as more than 30,000 good sports crossed the world's second-longest cable-stayed bridge as part of the Community Chest's Walk for Millions. The 6.5-kilometer walk, which organizers hope will bring in HK$10 million, started from the Ngong Shuen Chau viaduct, crossed the 1,018-meter-long bridge to the East Tsing Yi viaduct and ended at the Nam Wan tunnel's west portal.
The bridge will open to vehicular traffic next month.
Those who missed the walk but still want to cross the bridge by foot will have to do it the hard way - by joining the Standard Chartered Marathon in February.

The Shipping and Port Control (Amendment) Regulation 2008 and the Merchant Shipping (Local Vessels) (General) (Amendment) Regulation 2008 (the Regulations), made by the Chief Executive in Council and the Secretary for Transport and Housing respectively in May 2008, establish a vessel height restricted area near the new Stonecutters Bridge to prevent potential damage to the bridge and ensure the safe navigation of vessels in its vicinity. The Secretary for Transport and Housing has now appointed December 20, 2009, as the day on which the Regulations will come into operation.
The vessel height restricted area measures 41.9 hectares. Except with the permission of the Director of Marine, no vessels of a height exceeding 68.5 metres above sea level shall enter this area.
The Government will publish the commencement notices of the Regulations in the Gazette tomorrow (October 23) and table them in the Legislative Council on October 28 for negative vetting.
The above arrangements are to prepare for the commissioning of Stonecutters Bridge, targeted for December 20, 2009, as part of the Tsing Yi to Cheung Sha Wan section of Route 8. The Transport Department and other relevant departments will announce the detailed commissioning arrangements nearer the time.

The highway connecting Tsing Yi and Sha Tin is now fully open to traffic, after Stonecutters Bridge entered service yesterday.
The HK$3.7 billion bridge, an alternative route cutting journey times between the airport and the northeastern New Territories, was opened together with Nam Wan Tunnel at Tsing Yi. Both are toll-free.
The opening of the bridge and tunnel, forming the section that spans the Rambler Channel separating Tsing Yi and western Kowloon, completes the Tsing Sha Highway.
Another section of the highway, linking Sha Tin to Cheung Sha Wan in western Kowloon, was opened in March. That section comprises three tunnels and altogether charges drivers HK$8 for all types of vehicles.
The Tsing Sha Highway was built to provide more options for travelling around Sha Tin, western Kowloon and Lantau. With the bridge in service, the journey time between Sha Tin and the airport is expected to be reduced to 35 minutes.
Four Citybus airport routes, which start from Island South, Island East and Kowloon East, are expected to save five to 10 minutes by taking the bridge instead of another highway via Kwai Chung. The world's second-longest cable-stayed bridge, it ran HK$1 billion over budget.
Yiu Ka-chun, vice-chairman of Sha Tin District Council's traffic and transport committee, said there were only two bus routes now using the toll-charging tunnels of the highway.
"Few Sha Tin residents benefit from the new highway," Yiu said. "It seems private car and truck drivers are the main users. Bus companies should be encouraged to use the tunnels."
The new highway will also provide a more direct route between the airport and container terminals Nos8 and 9 at Stonecutters Island and Tsing Yi.
Philip Pearce, managing director for Greater China of industrial-property group Goodman Asia, said demand and rental rates for warehouse and distribution centres in Tsing Yi would rise significantly.
He said a new warehouse built there by his company had attracted two logistics operators to pre-lease half of the space.

The newly opened Stonecutters Bridge has been given a cold reception from drivers despite cutting travel time from Sha Tin to the airport to 25 minutes.
Traffic flowed for the first time yesterday on the 15-kilometer structure, which boasts the second-longest cable-stayed span in the world and was built at a cost of HK$3.7 billion.
Some motorists eager to be the first to use the bridge arrived way before the 7am opening.
A project which took four years to complete, it was built to divert some traffic from Tsing Ma Bridge.
However, some motorists insist they still prefer to use the old bridge, even if travel time to the airport is longer by five minutes.
The drivers said it is still more ``convenient'' to go to the airport via Tung Chung.
Stonecutters Bridge, with three lanes in each direction, is a major part of Route 8 connecting Sha Tin, Cheung Sha Wan, Tsing Yi Island, Ma Wan and Lantau Island.
The first part of Route 8 from Sha Tin to Cheung Sha Wan was opened in March this year with a HK$8 toll. There are no extra charges for the use of the new bridge.
Only four airport-bound buses _ A10, A11, A12 and A22 _ will divert to Stonecutters Bridge.

By only 5 minutes? If it was built to reduce congestion off alternative routes, this seems like a small gain for such a costly project both financially and environmentally. I guess time will tell..

They breed them fast - and tough - in Kenya. Cyprian Kiogara Mwobi emerged from the "toughest race in his life" yesterday to become the first man to successfully defend his crown at the Standard Chartered Hong Kong Marathon.
It was not the course or the competition that put Mwobi through the ringer, but the sweltering conditions as the heat and humidity slowed the elite runners by minutes and the fun runners by miles.
Mwobi, feeling the heat afterwards, described it as "the toughest race I have ever run in my career".
With humidity levels at more than 90 per cent, the 52,000 participants in the three race categories - marathon, half-marathon and 10 kilometres - struggled to find their feet.
Mwobi won last year's 42.2 kilometre event in two hours 14 minutes and 57 seconds. His time of 2:20:12 yesterday - more than five minutes slower - backed his belief that the conditions presented him with his biggest dangers, and not the rest of the field.
"My biggest challenge was the weather and not the course or my opponents. I am used to this course now and I was very confident. But the heat and humidity almost got to me," Mwobi said. "It was the toughest race I have ever run in my career."
Mwobi became the ninth Kenyan to win - and the first athlete to successfully defend - the Hong Kong Marathon, now in its 14th year.
Only four "outsiders" have been able to wrest the title away from the Kenyans - Ethiopians Belay Wolashe (1998) and Dube Jilo (2001), Zimbabwean Tendai Chimusasa (2003) and Japan's Koichiro Fukuoka in 2008.
Yet natural order continued yesterday as Mwobi stormed to victory.
"It was harder than last year, but I felt very good right from the start and knew I would win. The only issue was in what time. I knew it would be difficult to better my time of last year, but it still feels good to come back and win," Mwobi said.
Organisers changed the marathon route this year to take in Stonecutters Bridge. Many runners complained it had made the route harder - owing to the bridge's slight incline - but as far as Mwobi was concerned, it made no difference.
The Kenyan led from the outset and never had reason to look back as he easily held off the rest of the field. Chasing him home was another Kenyan, John Chirchir, who was the bridesmaid last year, too.
Chirchir also had a slower time of 2:23:30, almost eight minutes adrift of his effort last year. "I began the race with the intention of improving on my performance last year. But the course was harder, especially the new bridge, and the weather proved the biggest problem. But I'm happy to finish second again," Chirchir said.
Mongolian Ser-od Bat-Ochir finished third in 2:26:02, well behind his personal best of 2:14:15.
The women's marathon was won by tiny Indonesian Trihaningsih in a time of 2:47, while China's Jin Lingling was second, a minute behind.
Mwobi is already making plans to make it a hat-trick. The organisers will need to be quicker on their feet, as the defending champion had to make the initial approach for an invitation back to Hong Kong.
"My manager got in touch with the organisers, and it was only after that did I receive an invitation [in December] to come and run here," Mwobi revealed.
It was lucky the Kenyan made the first move as he will leave Hong Kong US$18,000 richer.

Architecture Update
Stonecutters Bridge, a multi-disciplinary project by Arup is a high level cable-stayed bridge which spans the Rambler Channel in Hong Kong, connecting Nam Wan Kok, Tsing Yi Island and Stonecutters Island. The 1.6-km bridge was completed and opened to traffic in December 2009, making this the second longest cable-stayed span in the world.
Cutting an elegant figure with the world's tallest freestanding monopole towers, Stonecutters Bridge establishes itself as a landmark structure in Hong Kong's built environment.
At 1,018-m, the cable-stayed span is the second longest in the world. The towers are 298-m tall with 1,600-t of structural stainless steel in the cable-stay anchorage zone. A clearance of +73.5-m will allow future generations of container vessels to access the Kwai Chung\ Container terminals. Built at a cost of US$356 million, this grand engineering achievement at every stage is a testimony to the ingenuity, skill and perseverance of all those involved from conception to completion.
Field measurement tests were conducted in Hong Kong, and wind tunnel tests across the world to address aerodynamic issues involved with building a 1-km cable-stayed span in a typhoon prone region. In mitigation, a splitdeck was designed comprising two separate orthotropic steel box girders connected by transverse cross-girders at 18-m centres. Prefabricated Parallel Wire System stay cables are provided with internal hydraulic dampers as well as dimpling on the surface to minimise wind-induced movements.
As the bridge is in close proximity to one of the world's busiest container ports, a ship impact study was conducted including a world first dynamic ship impact centrifugal model test to ensure that the sea wall provides sufficient protection to the foundations under a direct hit from a 155,000- t vessel. Visually, the towers embody simplistic elegance. Constructed in concrete up to 175-m and in composite construction with an outer stainless steel skin to 293-m, each tower is topped with a light feature.
Arup's architectural lighting brings Stonecutters Bridge to life at night with a graceful neutral lighting scheme as well as the ability to programme exciting festive lighting arrangements for special occasions. Designing for operation was a key issue, with detailed durability assessments to ensure appropriate materials as well as provision of a comprehensive suite of inspection and maintenance facilities.
