Potala Palace has 13 floors. In order to show respect to Potala Palace,no other structures in Lhasa are allowed to more than 12 floors. Otherwise, we would see another skyscraper city on the world roof.

^ Tokyo had a similar rule before. Buildings in the Marunouchi Area (near Imperial Palace) wouldn't be approved if it was tall enough to look down onto the Imperial Palace. Is that the same in Lhasa?
