Investment company Lilium, one of BSR's subsidiaries, announced plans to build a 257-meter-tall skyscraper (70 floors) in the Polish capital in a EUR 260 mln investment.on Al. Jerozolimskie in Warsaw, right beside the Marriot hotel.
"As long as the the Polish property market continues to grow and developers are enjoying favorable conditions, Israeli investors will come to Poland," said Avi Friedman, economic attaché at the Israeli Embassy. The top penthouses costs in around 2 million euros+ and the price is 15000-50 000 zl (4200 euros -14 000) per square metre according to hight the higher your apartment the more expensive apartments so its quite expensive. They have already got reservations for the top floors apparantly.

Warsaw has a lot of things going for it but an interesting and coherent skyline isn't one of them - the Polish capital is one of Europe's worst planned and most chaotic cities.
Michal Borowski, its former chief architect, put it succinctly during a recent debate about the future of the central area: "Warsaw's problem isn't the number of skyscrapers. It is that it is filthy, dirty, uneven and unplanned."

That might soon change as a raft of new building projects looks set to turn it into Europe's largest cluster of high-rises and investors respond to calls from Hanna Gronkiewicz-Waltz, Warsaw's mayor, for her city to "climb higher".

These projects are attracting some of the world's best-known architects, people such as Daniel Libeskind and Zaha Hadid, who are being given the rare chance to remake a European capital. Most other European cities are dense and low because of their age but Warsaw's crowded core was destroyed in the secondworld war and now prewar buildings still pockmarked by bullet holes stand next to parking lots and concrete monstrosities from the communist era. And while most of the towers that have been built in the recent past have been for hotels or for offices, many of the new projects are going to be very high-end apartments.

Libeskind's project is a fanciful glass building shaped like a sail that is supposed to recall the white eagle that is Poland's national symbol. The building is scheduled to be completed in 2009 but already more than 50 per cent of the 251 apartments have been sold for about €7,000 (L5,225) a sq metre, according to Jean-Claude Moustacakis, project director for Orco, the central European property group behind the Zlota 44 tower.

For Libeskind, the chance to build was more than just an interesting commission. He was born in the central Polish city of Lodz to Jewish parents who survived the Holocaust and remembers visiting Warsaw as a child when the city was little more than an immense field of rubble left after the German occupation.

It was then that he saw the construction of the Palace of Culture, a building that has become the icon of the skyline. The 230-metre-high Stalinist gothic behemoth is modelled on similar buildings in Moscow. It was a "gift" from the Soviet people to Poland and for many Poles symbolised the occupation of their country.

Libeskind had the palace in mind when he designed his 192m building, which will sit just across the street. He says that once it is built "the Palace of Culture will no longer be the only landmark on the skyline".

After the end of communist rule in 1989, some people wanted to tear down the palace as a symbol of Poland's restored independence, following in the footsteps of an earlier generation that in the 1920s ripped down the Alexander Nevsky Orthodox cathedral, another icon of Russian rule and in its time the tallest building in the city.

But no decision was taken and over the years the 3.3 hectare palace, which includes museums, theatres, offices and a swimming pool, has ended up becoming Warsaw's most distinctive landmark.

"I was against destroying the palace," says Tomasz Markiewicz, head of an association dedicated to preserving the city's heritage. "It's part of communist thinking to destroy something you don't like and I think we've had enough of that in Warsaw."

While the palace has survived, the area around it remains the black hole at the heart of the Polish capital - a hodgepodge of parking lots, billboards and shabby shops with corrugated iron roofs.

In 1992 architects Bartlomiej Bielyszew and Andrzej Skopinski won an international contest with a plan to remake the surrounding area with a ring of high-rises. They're still waiting to build, as mayor after mayor has dallied, delayed and tinkered with the plan.

"We want to create a composition that will be unique for Warsaw," says Bielyszew, a gaunt and bearded man in a blue blazer, waving his arms in anger at the frustration of being unable to build his project for 16 years. "We didn't want to cover up the palace, we wanted to build something more interesting than it."

He and Skopinski planned to fill most of the buildings with apartments, so that the area would not follow the pattern of many other large cities, which die at night when office workers head home to the suburbs.

Soviet Russia's gift is the point of reference for many of the new buildings being planned over the next few years. While it will still peek above Libeskind's tower, a 1bin zloty (L206m) project planned by Jan Kulczyk - one of Poland's richest men - will come in at 282m and will become Europe's tallest building.

The project, which looks like a stretched origami creation in glass and steel, will include 224 hotel rooms and 336 apartments and could be completed by 2011.

"The idea is to have a building for the 21st century, one that dethrones the Palace of Culture," says Jaroslaw Sroka, Kulczyk's spokesman.

There is no worry that appetites for luxury apartments will flag, he says. "We think there will be strong demand for apartments of this type. This is for a very specific group of clients and we think that the market is very deep here."

That is the same calculation being made by Israel's Lilium, the owner of the 170-metre Marriott tower, one of the area's first modern skyscrapers, built in 1989. Next to the hotel Lilium is planning a 240-metre building designed by Hadid in the shape of a transparent flower that will also cost about 1bn zloty and include both a luxury hotel and 280 high-end apartments.

"The client wanted 220 metres but we decided on 240 metres to exceed the Palace of Culture," says Markus Planteu, the project architect.

The plan is part of a wider building scheme that could see four similar skyscrapers put up next to each other, including two over the city's main train station.

About 20 high-rises are planned for Warsaw over the next five years. Others include a 207 metre tower planned by Warsaw's Jewish community to stand next to the city's only surviving synagogue. It will be metres from the 160-metre Shalom tower, another luxury apartment building.

While analysts feel that the area will be able to support the influx of opulent flats, pointing out that there is a dearth of such spaces in the capital, others are more sceptical. "I think it's a fairly risky strategy," says Emil Szweda, an analyst with Open Finance, a real estate consultancy. "I don't think Poles are getting rich fast enough to be able to afford apartments like this."

Polish salaries rose last year by 8.6 per cent but the overall real estate market in the city has cooled over the past half year as the average price of an apartment reached 10,000 zlotys a metre. The planned high-rise apartments will sell for three or more times that sum.

Not all of the buildings have been approved by the city but if most get the nod from bureaucrats Warsaw would look significantly different by the time it hosts the opening game of the 2012 European football championships.

Markiewicz cautions that the new buildings are coming in without an overall plan, which could replicate the city's ground-level anarchy hundreds of metres in the air: "I'm afraid the chaos will just expand."

But investors and planners feel this is the city's best chance to compensate for the harsh hand dealt by history.

It would mark the Polish capital's long-awaited resurrection from the damage wrought by the second world war, including two failed uprisings against the Germans, and by decades of often inept planning by socialist builders enamoured with the aesthetic properties of vast quantities of grey cement.
