The scheme in Sillivan Way will comprise 50,000 sq ft (4,645 sq m) of offices, 5,000 sq ft (464 sq m) of retail and 405 flats. It is scheduled to be completed by autumn 2008. Exe/05/102 Southern Gateway : Central Spine Development Framework A report of the Chief Executive was considered seeking approval on proposals for a new Development Framework to guide development within the Central Spine area of the Southern Gateway. In April we considered a report about changes taking place in the City Centre Office Market and agreed that in order to delivery sustained economic growth and the investment required to enhance the City's competitiveness, the commercial accommodation offer needed to be enhanced. As part of a wider plan for co-ordinated mixed use initiatives, it was agreed to look at the promotion of commercial development across a small number of fringe City Centre locations. As a priority, action was taken to develop a broad regeneration framework for the Southern Gateway including the important Oxford Road Corridor and the western part of the area bounded by the Mancunian Way and Chester Road. This is now underway and will be reported in October. Work has already taken place, however, between Officers and private sector landlords to define the key elements of the framework for the central spine. The detailed development has been carried out by Ian Simpson Architects and all key landowners have been fully involved in the process, with work the following clear guiding principles including the need for high quality mixed use development to integrate the area with the rest of the City and other parts of the Southern Gateway. The mix of uses should comprise commercial, residential, retail, community and leisure uses and overall deliver a major contribution to the Manchester Knowledge Capital. Reconnecting the central spine with the rest of the City Centre, the Oxford Road Corridor and Hulme will offer significant economic and social benefits and deliver long term quality and change. The Development Framework will enable this central spine to establish its own unique identity whilst functioning still very much as part of the City Centre and strengthening the overall vibrancy and product offer. We have agreed the new Framework in principle and authorised the Chief Executive to undertake a public consultation exercise with local residents and businesses over the summer months. A further report will be brought back in October on the outcome of the consultation, key elements of the commercial plan and detailed delivery arrangements for implementation of the framework. This report will also include a detailed rationale for the proposed proportion of commercial to residential use and a review of the recreation and leisure opportunities, taking in account the need to balance the type of provision made available against the character of the area as part of a vibrant and exciting City Centre. Decision 1. To endorse in principle, a new Development Framework for the Central Spine area as detailed in Appendix A to the report. 2. To request the Chief Executive to undertake a public consultation exercise on the Development Framework with local residents and businesses. 3. To authorise the Chief Executive to bring forward a Commercial Plan and detailed delivery arrangements for the implementation of the Development Framework, and to report back in October with final detailed proposals, including a rationale of the proposed split between commercial and residential uses and an analysis of leisure/sport provision. I wonder if the ISA designed ATS site tower has been subsumed into this masterplan.
