雙子星大樓 將現身台北

台北市也將有可以媲美美國、馬來西亞的雙子星大樓。台北市捷運局今天舉行中正機場捷運線台北段國際競圖評審，計有札哈哈帝、理察羅傑斯及楨文彥等三位來自英國、日本的國際著名的建築大師競逐。捷運局下午三選一決標後，立刻著手徵求投資人，興建二棟超過60層的現代化建築，估計台灣最快可於民國100年即可擁有一座雙子星大樓。

台北市捷運局長常岐德說，前幾天三位國際著名建築師將設計圖送進來時，三個設計案都有兩棟超高大樓，他即對這些「雙子星大樓」的設計驚艷不已，三個設計圖都很棒很炫，他並用「絕對有看頭」來形容。他保證，三個設計圖無論那一個勝出，都絕對可以改變台北車站整個景觀，為台灣創造新的門戶意象。

今天評審由專家學者、市府官員約十餘人共同審核，上午聽取三位大師的報告後，立刻進行評審，如果順利的話，下午5時30分即可決選出其中一個設計圖。常岐德說，他很想公開設計圖，讓大家都有機會一睹國際著名、大師級的設計，下午評審出爐後，他會立刻公開。

常岐德表示，三位大師設計的圖，都是興建二棟超過60層的大樓，這兩棟將成為台灣第二高大樓。他說，台灣目前最高的是101金融大樓，有508公尺、101層，再來是台北火車站對面的新光摩天大樓，但新光摩天大樓只有48層，所以待這兩棟大樓興建完成後，會立刻擠下新光摩天大樓，而且呈現出雙子星的規模，足以媲美美國、馬來西亞的雙子星大樓。

常岐德說，中正機場捷運台北段整個工程費，約需209億元，其中設計費即高達6億元，「這還不包括兩棟大樓的工程興建經費」，所以捷運局於今天評審出設計後，會著手徵求投資人投資興建大樓。他估計一棟大樓興建經費就要一百多億元，興建時間約需5年半，最快民國100年完工啟用。

捷運局官員表示，三位大師中，有兩位是英國人，分別是理查羅傑斯及札哈哈帝，第三位則是日本人楨文彥。其中，羅傑斯在英國與名建築師諾曼福斯特齊名，而札哈哈帝兩年前曾為台中市設計古根漢美術館，至於楨文彥最擅常將日本傳統意象，以抽象方式融入現代化建築，是日本最重要的現代主義派建築師。

台北市政府捷運工程局今天進行「中正機場捷運系統三重至台北段DA115設計標」細部設計顧問評選，參與評選的萬鼎與中鼎工程聯合承攬、亞新工程顧問公司、中華顧問工程司三組團隊中，由中華顧問工程司團隊得標。

捷運局表示，這次設計案涵蓋台北車站特定專用區概念設計，以及捷運工程與聯合開發大樓基本設計、細部設計，有別於一般捷運工程設計，為提昇設計品質，特別在招標文件中規定，投標廠商應聘請曾獲國際知名建築獎項的建築規劃專家參與設計，或與這類專家共同投標。

另外，由於這次設計案包括「市區捷運車站登機報到服務」和「雙圓型（DOT）潛盾工法設計」，捷運局也在招標文件中規定，投標團隊應聘請有機場聯外捷運規劃或設計經驗的團隊，或與這類團隊共同投標，且應聘請有雙圓型（DOT）潛盾工法設計及施工經驗的專家參與設計，或與這類專家共同投標。

捷運局指出，DA115標案內容分為「台北車站特定專用區」概念設計及聯合開發大樓、捷運工程設計兩部份，評選委員分為「都計建築組」和「捷運工程組」，分別針對台北車站特定專用區概念設計、聯合開發大樓設計徵圖說明書與模型，以及捷運工程設計技術服務建議書評分。

捷運局表示，三組團隊模型作品及簡報，除了對台北車站特定專用區提出前瞻性規劃設計概念，也以特定專用區為核心，整體串聯南北、東西兩個方向，配合聯合開發大樓創意設計，不僅重塑出首都面貌，也強化了國家門戶意象。

捷運局指出，經十一位都市計畫、建築、交通、土木等領域專家學者評選，由國際建築師Fumihiko Maki和建築師潘冀組成的中華顧問工程司團隊勝出；捷運局將依評選結果與得標團隊議約，隨後展開設計，設計時程預計二十個月。

CKS Airport Link MRT System Construction Project

This route starts from CKS International Airport Phase II Passenger Terminal, run eastward to reach the Taipei Main Station District, and run southward, via HSR TaoYuan Station, to the junction of Chung Feng Road and Huang Bei Road in Jhongli City. The total length is 51.5km along with a total of 21 stations .The total construction budget will be NT$93.6 billion (current currency value, excluding land price adjustment). By the result of cost effectiveness analysis, it will yield net present value of NT$52.4 billion; internal rate of return 18.22%; benefit cost ratio 1.45; and operation (revenue /expense) ratio estimated about 1.18 during operation period.

The outlined execution planning report has been examined and approved in principle by the Executive Yuan on March, 9, 2004. Furthermore, all relative payments are budgeted by the government annually, special budget with NT$0.13 billion has been assessed in 2004 and NT$3.75 billion is also under reviewed by the Executive Yuan. The succeeding works will be including fundamental design, detail design, urban planning modification, land acquisition, pipeline relocation etc.

We have negotiated several times with Taipei city government about the route entering Taipei Main station area. In addition to Taipei Government’s concerns, which include the indicators of convenience, traffic, urban landscape, and land development, BOHSR has completed the comprehensive analysis together with other indicators like passenger safety, operation impact, land acquisition, engineering risk, construction schedule/cost, and reported it to Taipei City Government on Jul,19,2004..
As to the preparation for the tender/bid of E＆M system buildup, BOHSR has finished all the drafts of bidding documents, which are open to all the owners and people both nationally and internationally from April 11 to 15, 2005. (Suggestions were accepted by 5:30 pm on April 20, 2005.).The public has a lot of response. Counted 192 persons, including worldwide factory owners, they came to read the documents. After collecting public opinions, BOHSR will reply these opinions one by one and revise relevant bidding documents. Moreover, base on the project schedule, the tender/bid will be in process.

交通部高鐵局辦理之「中正國際機場聯外捷運系統建設計畫」在經過4月11日至15日之公開閱覽及6月6日之公開說明會等作業程序後，業於6月9日公告招標。總金額約二百六十餘億元之機場捷運機電工程招標案，工作範圍主要包括電聯車、供電系統、號誌與列車控制系統、通訊系統、中央監控系統、月台門設備、機廠維修設備、軌道系統及機廠土建與其他機電設備等。至於外界關注之機電系統型式，高鐵局經綜合評估供應商之多寡、壽期成本、直達車與普通車混合運轉之營運實績、系統專利性、桃園捷運路網之銜接性、路線特性、台北至中正機場直達車行車時間35分鐘內及每小時110公里之設計速度等因素，決定採用傳統鋼軌鋼輪之系統型式，俾能依政府採購法在同一基準上，以最低價格標辦理公開招標。

全台灣首次公辦都市更新案今天舉行動工典禮

(中央社記者李文忠台北十七日電]全台灣第一個由政府公權力所主導的都市更新案件「台北縣板橋舊站台鐵宿舍區都市更新事業案」，今天舉行動土典禮，台北縣長林錫耀、昇陽建設董事長麥寬成主持動土儀式，並邀請來賓民進黨黨主席蘇貞昌、營建署陳光雄署長等共同參與，開創台灣都市更新歷史上嶄新的一頁。

台北縣長林錫耀致辭時表示，政府推動都市更新多年，第一次由政府主導公辦都市更新案總算成功，未來要改變台北縣老舊的縣貌，須透過更多有利的手段，其中最具成效當推都市更新，目前公辦都市更新已有 4件 (不含新莊博士的家 )已整合成功，年底還有 7 件公辦都市更新案共達新台幣 113 億元將動工，而全縣還有 45 萬戶老舊公寓可望進行都市更新。

營建署署長陳光雄指出，自政府推動都市更新計劃以來，全台有 106 件都市更新案，其中已開始動工達96 件，政府最近又通過 3 年 2000 億元融資金額給開發業者的政策，還有 20 億元協助各地縣市政府來主導公辦都市更新計劃。

民進黨主席蘇貞昌表示，經過縣府團隊的努力，板橋市的各項建設及生活機能已超過鄰近的北市萬華區，台北縣已不再是邊陲的都市，這次公辦都市更新案的成功，希望能全面促進老舊社區的改建。

位於台北縣縣民大道旁，年久失修的台鐵宿舍，透過政府公權力的執行、建設公司的妥善規劃以及居民的配合，經過 2 年的規劃以及多次會議討論修正，原老舊台鐵宿舍將蛻變為全新的居住環境，由昇陽建設得標興建，成為台灣歷史上第一件由政府主導成功的都市更新案例。

民國 87 年行政院營建署開始推動都市更新條例，歷經台北縣長蘇貞昌的推動，到現任台北縣長林錫耀的落實；板橋台鐵舊宿舍區的更新改建，昇陽建設將於本月開始動工，預計民國 97 年落成，原來的台鐵宿舍，將變身為一棟 15 層集合住宅店鋪大樓，包含集合住宅126 戶，一樓店鋪 5 戶由台鐵接手經營，共計興建131 戶，總銷金額 7 億餘元，除了原住戶分配外，可售戶數約近 70 戶。此案除了重塑理想的生活空間，也重新帶來經濟活力；成功的過程，也將鼓舞建設公司，為營建產業注入動力。

昇陽建設總經理簡伯殷表示，全台灣第一個由政府公權力所主導的都市更新案件實在是得來不易，主要是感謝縣府團隊不辭辛勞，擺脫公務員心態來做民間業者都不願做的整合業務，由於整合地主的困難度重重，業務又十分複雜，因此不論是民間自辦或公辦都市更新，建設公司的毛利可以往上提升 5-10%，昇陽除了板橋舊站台鐵宿舍區都市更新案外，另外又標到縣政府對面的土地以及板橋南雅夜市旁近林家花園的公辦都市更新計劃，預計明年開始動工興建。。

Japanese architect Fumihiko Maki has been chosen by a Taiwan consortium to design the Taipei Twin Tower, a new landmark for the capital city scheduled to be launched in 2011, a city official said yesterday.

Maki, 77, has been named by the China Engineering Consultants Inc (CECI, 中華顧問工程司] to design the Taipei Twin Tower, part of the urban renewal plan involving expanding the Taipei Railway Station and developing surrounding areas, Lee Shang-jui (李尚叡], from the Taipei city government's Department of Rapid Transit System (DORTS), told reporters.

"The Taipei Railway Station will be rebuilt so that it can link up with the high-speed railway and the Mass Rapid Transit (MRT) line linking the Taipei Railway Station and the Chiang Kai-shek International Airport," Lee said.

"In 2011, foreigners arriving at the CKS airport will take the MRT line to the Taipei Railway Station, and see the Taipei Twin Tower when they come out of the Taipei Railway Station," he said.

The Taipei Twin Tower will be two matchbox-shaped commercial complexes -- one 350m tall with 86 stories, and the other 256m tall with 64 stories.

They will stand west of the new Taipei Railway Station which Maki will also design. Maki has called his design the "Gate of Taipei."

On completion, the Taipei Twin Tower will become Taiwan's third-tallest building after the 508m Taipei 101 and the 378m Tuntex Sky Tower in Kaohsiung.

Taipei 101 is the nickname for the Taipei International Financial Center because it has 101 stories. Currently, it is the world's tallest building.

Maki is the winner of the 1993 Pritzker Architecture Prize and has participated in designing the Free Tower which will replace the New York World Trade Center destroyed in the September 11, 2001 terrorist attack.

高鐵新市鎮 英商想砸200億

【本報台北訊】高鐵最快將在年底開通，下個階段的新市鎮開發成為國際競逐的商機，高鐵顧問薛昭信表示，已有英國企業團隊主動兩度探詢開發機會，9月底前將正式提案意在爭取桃園青埔高鐵新市鎮，投資金額約200億元。

富邦建設副董事長薛昭信身兼高鐵顧問，主導新市鎮開發，30日應北市代銷公會邀請發表高鐵新市鎮開發的演講，他表示，年底前將委託外資商仲籌畫新市鎮開發的招商，目前已有英商團隊、香港商、日商、新加坡團隊主動洽詢。

高鐵通車在即，五大新市鎮開發成為下階段區域開發重點，薛昭信表示，高鐵串聯西部走廊，交通便利將改變居住型態，未來20到30年不動產市場將以高鐵站區周邊的新市鎮開發為主戰場，其中，桃園、新竹將在5年內啟動開發，台中為第6到10年，嘉義、台南則為第11到15年開發。

依照規劃，高鐵新市鎮開發將涵蓋住宅區、購物中心、旅館、辦公室，薛昭信表示，住宅開發將尋求與區域建商合作，商業不動產則採向國際招商，引進外資投入，目前委外招商尚未定案，已經有英國企業團隊透過英國文化交流協會兩度實地訪查，並且釋出將於一個月內提案的訊息，讓高鐵新市鎮開發未演先轟動。

Basically post #10 reported that the Taipei Twin Tower will be shrunken from the original plan of 'one 350m tall with 86 stories, and the other 256m tall with 64 stories' to that of '72 stories and 52 stories' respectively.

It's a very complex project in terms of timing. Construction of the towers can not begin until the new bus hub on the other side of the expressway is completed. The new terminal will replace both the private and government stations that currently occupy the site.

Projected completion of the twin towers is now estimated to be in early 2013.
