Aguascalientes plans US$49mn suburban train - Mexico

Transport officials in Mexico's Aguascalientes state are working on plans for a suburban train that will require an initial investment of some 529mn pesos (US$48.8mn), newspaper El Financiero reported.

The train could become a "pilot project" and lead to the development of such railway schemes as a suburban train in Guadalajara city, an interurban train in Guanajuato city, and the Guadalajara-Aguascalientes railway, according to state strategic project coordinator Alberto Lenz.


The state government and the Mexican transport institute (IMT) will provide consulting and supervision services for the project, according to the report.


The program has received a grant covering 50% of total project costs from government infrastructure fund Finfra, managed by development bank Banobras, Lenz said.


When completed, the train will have 11 stations, run some 47km, and be able to handle a minimum of 34,000 passengers daily.


The Aguascalientes project is the second suburban train proposed in the country. The other is the US$600mn Cuautitlán-Buenavista suburban train concession in Mexico state (Edomex). Officials there, hope to sign a contract at month-end to launch works.

Officials eye suburban train contract signing month-end - Mexico

Mexican transport officials plan to sign the US$600mn Cuautitlán-Buenavista suburban train concession contract at month-end, Mexico state (Edomex) transport infrastructure department official Ricardo Morán told BNamericas.

The two prequalified groups - led by Spain's CAF and France's Alstom - presented on Friday (June 10) their technical and economic bids. The event was presided over by transport minister (SCT) Pedro Cerisola, Edomex governor Arturo Montiel, and a representative from the federal district (DF) government, Morán said.


"On June 24 - if the companies are technically qualified - the economic proposals will be opened," he said, adding that the contract is scheduled to be awarded on June 27, with concessions title signing on June 30.


The winning company would obtain a 30-year concession to design the system, build cars and railway infrastructure, plus operate and maintain the 27km rail line from Buenavista to Cuautitlán, both in Mexico state.


The stretch will have nine bridges - currently in the process of being built - and seven stations. The trains are expected to travel an average of 68km/h to complete the 24-minute route, slashing the normal two-hour commuting time and transporting up to 100 million passengers a year.


To carry out the project Spain's Empresas CAF confirmed its partnership with compatriot companies BBVA (for financing) and rail company Renfe, while France's Alstom partnered with Mexican financer IXE and rail operator RATP, which operates the Paris metro.


Mexican development bank Banobras also expects to back partial financing of the project.

One consortium remains in running for AICM's light rail service - Mexico

Of the 14 companies that bought bidding rules to build the light rail shuttle to connect the first and second terminals at Mexico City's international airport (AICM), only one consortium presented a proposal on time.

The consortium is comprised of Austria's Doppelmayr together with Mexico's largest engineering and construction firm ICA (NYSE; BMV: ICA).


Another consortium led by Mexico's Ceco - which also included Dutch company Frog - was disqualified as the consortium's representatives arrived 20 minutes after the 5:00pm deadline to hand in proposals, a federal government airport operator ASA spokesperson told BNamericas.


"The law forbids accepting proposals after a deadline which is outlined in the bidding rules," he said.


If the Doppelmayr-ICA technical proposal meets specifications, its economic proposal will be considered on July 15, with the project award scheduled for July 20, he added.


The project, dubbed the people mover, is estimated at 800mn pesos (US$74.7mn) and is part of AICM's estimated 3bn-peso expansion project, which in addition to the light rail includes building the second terminal, a 350-room hotel, two parking lots and a hangar for the presidential plane.


Terminal construction is part of a multi-part project designed to expand annual capacity to 30 million passengers by 2006 and extend the AICM's life by another 30 years.


German company Siemens and Canada's Bombardier - two giants that had been named as interested in the project and that had bought bidding rules - decided to bow out of the people mover bidding process.

Alstom and CAF head-to-head over suburban train - Mexico

CAF and Alstom were the only groups registering in the second bidding process for the suburban train project between Mexico City and Cuautitlán in Mexico state (Edomex), a source from the Edomex general transport administration told BNamericas.

The deadline for registering interest in the US$600mn project was Monday and although the consortium headed by Spanish firm CAF had complained that the first process should not have been declared void, it still enlisted for the second time.


CAF and the group led by French company Alstom were the only two left competing in the first process, but the former was disqualified for errors in its technical proposals, while the latter was rejected for problems with its economic bid. As a result the transport and communications secretariat (SCT) declared the process void.


If there is any problem with the new bidding process, the federal government could feasibly take on the works itself before offering the completed train lines for operation by the private sector, said the Edomex general transport administration source, who asked to remain anonymous. The source added that this would depend on the opinions of the architects of the plans.


The technical bids in the new process will be opened August 11 and the economic proposals will be examined August 17. The SCT plans on awarding the concession contract no later than August 25.


Transparencia Mexicana will be responsible for ensuring that the process is free from corruption.

Esperemos que Alstom y CAF hallan hecho su chamba para no corregirles o descalificarlos nuevamente.

Ya saben lo que entregaron mal la vez pasada. Transparencia Mexicana a ponerse las pilas y vigilar que no hagan chanchullo...

15:31 La propuesta conjunta presentada por ICA y Doppelmayr Cable Car GMBH and Corporation (DCC) fue la ganadora en la licitación para construir el Transporte Interterminales que conectará a la Terminal 1 con la Nueva Terminal 2 del Aeropuerto Internacional de la Ciudad de México (AICM).


Aeropuertos y Servicios Auxiliares (ASA) informó que luego de la licitación, el próximo día 26 se firmará el contrato y las obras comenzarán en agosto próximo, con un costo estimado de 677 millones de pesos que serán pagados con recursos del Fideicomiso Nuevo Aeropuerto (Fina).


En este presupuesto se incluye la obra civil: vías, estructuras, estaciones T1 y T2, centro de control y una estación de mantenimiento; modelo conceptual; estudios de geotécnia; vehículos y equipos; implementación, así como las pruebas y puesta en marcha.

En un comunicado, ASA explicó que además del sistema de Transporte Interterminales, se aseguraron costos a precio actual en servicios opcionales de operación y mantenimiento que generará en períodos de 5, 10 y 20 años, conforme a la Licitación Pública Internacional.


Recordó que en este sistema para la conexión de pasajeros que se generen entre la T1 y la Nueva T2, se requiere de un sistema estándar probado, y tras la evaluación hecha por los expertos y el órgano de Control Interno se determinó que la propuesta de ICA y DCC cumple con las especificaciones técnicas y económicas necesarias en el proyecto.


En la decisión también se consideró el potencial de crecimiento modular del sistema, a partir de la infraestructura inicial, hasta en ciento por ciento en el manejo de pasajeros en tránsito o en conexión, sin necesidad de nuevas inversiones complementarias para la infraestructura base.


El pasado día 11 se recibió la propuesta conjunta de ICA y DCC, la única para construir el Transporte Interterminales; mientras que Siemens, Sumitomo Corporation of America, Bombardier Transportation México, y La Peninsular Compañía Constructora presentaron una carta en la que se excusaron de participar, por lo que el proceso continuó de manera normal.

Doppelmayer Cable Car GMBH and Corporation es una empresa de origen austriaco que ha construido sistemas similares en los aeropuertos de Birmingham y Toronto, así como en la ciudad de Las Vegas, mismos que se encuentran en operación.


El Transporte Interterminales forma parte del proyecto del Sistema Metropolitano de Aeropuertos que impulsa el Gobierno Federal, a través de la Secretaría de Comunicaciones y Transportes (SCT), ASA, y el Grupo Aeroportuario de la Ciudad de México (GACM).

NL authorities search for alternatives to finance Metrorrey extension - Mexico

Northern Mexico's Nuevo León (NL) state government is considering offering tax write-offs to help finance the extension of the Metrorrey subway system in NL capital Monterrey, finance department spokesman Eduardo González told BNamericas.

"A commission has been set up to study the various financing alternatives, because as the governor [José Natividad González Paras] said last Saturday, the extension of the metro is not just an improvement, it is essential," González said.


Authorities are considering different alternatives because bidders' proposals were higher than what Metrorrey planners had budgeted.


Of the four consortiums bidding for the works to extend Line 2 of the Metrorrey subway, the lowest was made by the group formed by Siemens, Bombardier Transportación México and Constructora Garza Ponce.


Although the Siemens-Bombardier-Garza Ponce proposal was penciled in as the winner, it was still "around 350mn pesos [US$33mn] above the budget," said the spokesman. The NL government had outlined a total of 2.1bn pesos for the works.


The commission formed to look at the project has 10 days to reach a decision on the financing of the project and who will be granted the contract to carry it out.


The final conclusion will be announced next July 26, added González. The works themselves are scheduled to begin July 27.


Although state finance secretary Rubén Martínez said writing off taxes has been used to help finance the works on the Monterrey subway in the past, this last took place under the state government of Jorge Treviño Martínez, between 1985 and 1991, González said.

Wow, vi en el Reforma los "renders" para el tren que comunicara las terminales del AICM y esta mucho mejor que las imagen previamente mostradas unque algo parecidas... se ve muchisimo mas modoerno e impresionante!!! :D :D :D

Que fantasticos todos los trenes que presentan aqui!! Si bien, el que tiene un diseño mas moderno y aerodinamico seria el Civia, esta muy bonito, yo apostaria por ese. En España hacen buenos trenes encuentro yo, pero tampoco es la idea que se venda siempre lo mas anticuado. El otro, se ve mas moderno, se podria decir que es un monoriel? Ademas los automotores del que va a ser el metro al Aeropuerto se ven super modernos, que suerte si se realizara el proyecto!

No importa los moños que le pongan al aeropuerto del DF...sigue siendo una mierda. El DF necesita un nuevo aeropuerto de talla internacional. Es y sigue siendo una verdadera verguenza.

Si la verdad es que nos estafaron con la remodelacion y la Terminal 2 que ademas se la dieron a su compadre Pancho Serrano, sin embargo no esta quedando nada mal, al menos para otros 10 años.

AMLO ha anunciado que el SI hara el aeropuerto nuevo de Tizayuca. :D


Por lo pronto me encantaria ver los renders del nuevo APM del aeropuerto :)

En realidad son dos proyectos, el que parece monorriel es interno del aeropuerto, para conectar las terminales 1 y 2 y ese se hace a la fuerza, si no no habría comunicación entre las dos terminales que estarán a 1300 metros una de la otra.

El otro es un tren suburbano, como los de cercanías y en ese podrían usar el modelo 447 o el Civia. Este es el que podría no hacerse aunque creo que hay 95% de probabilidades de que inicien este mismo año.
