I've noticed that new threads started after the outage have thread view counts that are 1 + the number of replies. I'm wondering whether that is intentional as the system comes back online or whether all these threads are coincidentally viewed 1 + the number of replies times.

This smells like a technological issue just like the assignments in my computer science course work. :)
