นายโภคิน พลกุล ประธานสภาผู้แทนราษฎร กล่าวถึงความคืบหน้าการจัดหาสถานที่ก่อสร้างอาคารรัฐสภาแห่งใหม่ เมื่อวันที่ 26 กรกฎาคม ว่า ได้ให้แนวคิดกับคณะกรรมาธิการ(กมธ.) กิจการสภาผู้แทนราษฎร ไปว่า อาคารรัฐสภาแห่งใหม่ต้องพร้อมทุกด้าน เพราะหากเริ่มต้นด้วยการไล่ที่ชาวบ้านหรือหาที่ทดแทนเพิ่มเติมถือว่าไม่เหมาะสม ต้องไม่สร้างความเดือดร้อนให้ประชาชนในละแวกข้างเคียง รวมถึงการคมนาคมสะดวกสำหรับสมาชิกและประชาชน โดย กมธ.กิจการสภาผู้แทนราษฎรไปศึกษาพร้อมกับเปรียบเทียบข้อดีและข้อเสียสถานที่แต่ละแห่ง ซึ่งต้องทำให้เสร็จในเดือนสิงหาคม เพื่อเข้าสู่คณะทำงานที่มีตนเป็นประธาน ในการกำหนดทีโออาร์และประกวดแบบต่อไป

นายโสภณ เพชรสว่าง ส.ส.บุรีรัมย์ พรรคไทยรักไทย ในฐานะประธาน กมธ.กิจการสภาผู้แทนราษฎร กล่าวถึงกรณีมีการเสนอให้ใช้พื้นที่เกียกกาย กทม. เป็นสถานที่ก่อสร้างอาคารรัฐสภาแห่งใหม่ว่า ที่เกียกกายไม่เหมาะสมสำหรับการก่อสร้าง เพราะมีเนื้อที่เพียง 119 ไร่ โดยต้องย้ายโรงเรียนโยธินบูรณะ กรมขนส่งทางบก และการจัดหาที่ให้กับสาธารณสุข กรุงเทพฯ ทดแทน ที่สำคัญคือยังมีประชาชนที่อาศัยอยู่ในบริเวณดังกล่าวกว่า 80 หลังคาเรือน อีกทั้งยังต้องจัดหาที่ทดแทนให้กับกรมขนส่งทางบก ส่วนที่ดินกฤษดานคร ที่เสนอให้ 400 ไร่ นั้น จากการสอบถามกรมที่ดิน จ.สมุทรปราการ พบว่าที่ดินทั้ง 2 แปลง ไม่ได้เป็นของบริษัท กฤษดานคร และมีชาวบ้านอาศัยอยู่ 10 กว่าราย ดังนั้น จึงมองว่าที่โรงงานไทเมล่อน รังสิต จ.ปทุมธานี เหมาะสมที่สุด

I think Thaimelon plot of land there is the worst place to build new paliament.
Even worser than Pakret area.
I also agree that Kiakkai is the best choice, since it is near to the river and be possible to build the paliament on the Chaopraya river bank. And the place there is not far from the historical site of thai politics such as the former paliament Anantasamakom, Dusit Palace.....

Sucha callous action of Ai Derachan Phokhin eventuall brings
his downfall sooner than he thought ...

You know, it never ceases to amaze me how greedy some people can be - and a Buddhist too! He alerady has more money than he can ever spend in one lifetime!!!!

Another important national civic project going by the wayside due to vested interests. The problem with greed is not matter how much money you have you want more. Also, such selfish traits transcend religion, race and nationality so the fact that he is Buddhist doesn't make it worse. All countries and cultures suffer from such but it has to be said that until ordinary thais start making their leaders accountable and rejected the culture of currupt self interest then it will keep flourishing....

No easy answers on this one but adherence to Rule of Law and establishing independent bodies helps. However, it certainly doesn't help to have independent anti-corruption commissioners convicted of self interest in voting their own payrises as happened recently!

Phokin's proposed land plot has lots of factories and messy shophouses surrounded. It's a dusty industrial road with almost none of street tree. I think it's the worst location to build a paliament. If to build there, new city of Nakhornnayok or Pasak Chonlasit Dam is way better.

Thank you, Pon. This map makes it much more clearer in my mind where everything is situated. From looking at it now, it is definitely too far to have the Parliment all the way out in Melon Land. BTW, what ever happen to a place call Chakri Maha Nakhorn? I remember hearing this name somewhere a long time ago. Sounded like they were planning a new capitol or something.

Again, I repeat, put it there! It'll get all the politicians out of our hair and in a place where no one else goes and the air smells bad - perfect!

Site of former Thai Melon factory among those making the committee’s short list

The House committee on parliamentary affairs yesterday approved three possible locations for the construction of the new Parliament building.

The three locations deemed most suitable out of five put forward are the site of the former Thai Melon Polyester Plc plant on Rangsit Road, a 400-rai plot belonging to Krissada Mahanakorn Plc in Samut Prakan and a former arms depot in Nonthaburi, said committee deputy spokesman Navin Boonseat.

Although the Krisadanakorn plot would be donated free of cost, the real-estate group would require the state to build the roads leading to the project from the motorway and Bang Na-Trat Road. The area needed to build the roads covers 200 rai and is also being offered free of charge.

Navin said the Krisadanakorn plot was swampland, as was the land used for Suvarnabhumi Airport.

The drawback of constructing the new Parliament building there would be the major expense of building a proper foundation, he said.

The committee estimates that it will cost at least Bt2 billion to build a six-kilometre long, 60-metre-wide road and a solid foundation to prevent land subsidence.

However, a Krisadanakorn spokeswoman said the cost of building the road would be slightly over Bt500 million and she did not think the foundation work would cost as much as Bt1.5 billion.

The committee will present the pros and cons of the three choices to a committee headed by House Speaker Bhokin Bhalakula, who will then choose the location.

The committee decided to drop two locations that had been put forward for consideration, including BankThai Plc’s plot in Pathum Thani’s Sam Khok district and land owned by the Treasury Department in the Kiakklai area of Bangkok’s Dusit district.

The BankThai plot was dropped from the running because it was deemed to be too small and its shape would have hindered future expansion.

The land at Kiakklai was deemed unsuitable because it would require large-scale land expropriation and the removal of various state agencies, including the Forest Industry Organisation. Yothinburana School, the Thai Military Transportation School and a residential community would also be affected.

The committee also said the Kiakklai plot, at 58 rai, was also too small for the construction of the new Parliament building, which would require at least 160 rai but might require up to 320 rai for future expansion.

Bhokin instructed the committee to choose the location without fearing its selection could lead to the government being criticised for favouring a particular business group, adding that the selection process must be carried out in a transparent manner.

Bhokin has been pushing for the site previously owned by the Thai Melon Group, which covers 600 rai and belongs to the Asset Management Corporation (AMC). That land would cost between Bt3 billion and Bt4 billion.

Navin said that although the Thai Melon plot was not free, it belonged to the AMC, a state agency.

Opponents of the Thai Melon site argue that the government could be criticised for favouring a particular group if that plot was chosen. The land around the site belongs to the influential Hengtrakul family and is also surrounded by numerous factories and communities.

Opponents also argue that the bankruptcy of Thai Melon at that location undermines the “dignity” of the land.
