Why the Red Bull "Flugtag"? Why?

Forza, the Red Bull Flugtag was some touring extreme game/stupid people stunt festival and it came to Cleveland last summer. Hence the signs :). The elliptical building is actually the new wing of the public library so I don't think it would work very well if it was 40 stories high.
