It's also part of the US and is in a city of over 500,000 people. That should narrow it down a little.

Another reason is that it is seen as an old industrial city that has seen better days.

I know it mainly as the 'brewing city' and as the city from 'Happy Days'

Actually, the picture was almost certainly taken in Klode Park, in Whitefish Bay -- not exactly Milwaukee. (Atwater Park, in Shorewood, is only a few blocks from Milwaukee. But Klode Park is at least two miles from Milwaukee.)
