Not sure if anyone on knows the answer to this...

When passenger numbers are counted for modes of transport, if a person makes 1 journey, but on 2 vechicles, does that count as one or 2 passengers in the figures that get reported.

For example, if you get on the tube at Cockfosters (Piccadilly Line) and then Change to the Northern line to get to Edgeware, is that counted as one or 2 passenger journeys?

Also, is it the same for all modes of transport? When a passenger lands at Heathrow, and only passes through in transit, is that counted as 1 passenger on the annual figures for Heathrow or 2.

I suspect both would be 1 passenger journey, since it is the inefficiency of the mode of transport that is causing the jounrey to be split, not there being additional passengers.

A definative answer would be gratefully recieved.

Not sure about the tube passenger, but if someone lands at Heathrow and then takes off again, that's counted as 2 passengers towards the statistics.
