Visit of Japanese Prime Minister
The Prime Minister of Japan, His Excellency Junichiro Koizumi visited the Central Secretariat Underground Metro Station on 29th April, 2005 (Friday). Central Secretariat Station is a part of Line-II of the Delhi Metro Project which is being opened in June this year. The Prime Minister of Japan described the Metro Project as a symbol of Indo- Japanese Cooperation and praised the safe construction techniques and practices adopted by the Delhi Metro Rail Project during construction of the Project. The Prime Minister also appreciated the quick progress achieved by the DMRC in implementation of Phase I of the Project and the good quality of the construction. Mr. E. Sreedharan, Managing Director/ DMRC welcomed the Prime Minister of Japan at the Central Secretariat Metro Station and explained the details of the Metro Project to the Prime Minister. He also explained that the Metro Project has become a reality with the help of the assistance provided by the Japan Bank for International Corporation (JBIC), which is funding 64% of the Project cost of Phase I. The total cost for Phase I of the Delhi Metro Project is Rs. 10,571/- Crores. He also said that all the preliminary studies required for Phase II of the Project have been completed and Government approval for the same is expected soon. The DMRC hopes to start actual work for Phase II by September this year and has made a request to the Japanese Government for financial assistance on the same pattern as provided by them for Phase I

Manufacture of 1st prototype train comprising of four cars has been completed and the first Metro Train for Delhi Metro rolled out from Changwon Factory, Korea. This train has been made four months ahead of schedule establishing a new World record in manufacture of Modern Rolling Stock. The train was taken delivery on behalf of Delhi Metro by Shri Satish Kumar, Director (RSE).
The Metro Trains are being manufactured by a Consortium of Mitsubishi Corporation (Japan), Rotem Company (Korea) & Mitsubishi Electric Corporation (Japan).

magestom April 23rd, 2006, 08:14 AM The Delhi metro is completed with phase 1. Since my last post two lines have been added. Also, Japan has agreed to fund two more metros in India. Bangalore and Mumbai(Bombay) metros. Also Japan will probably fund the Kochi metro. In addition, Japan is helping to fund a high speed freight corridor in India and a bullet train line! Japanese government will fund many infrastructure projects especially in energy, water, roads....more...
When I visited India, I went to Hitech City in Bangalore. The city had a whole area with only Japanese companies. About 50 of them in one area. Japan is close to becoming Indias largest foreign direct invester. India expects anyway to get double digit growth as it continues to be the second fastest growing country right behind China(10%).

New Delhi: Japan has become the front runner in the monorail race. Delhi government is seriously considering the hi-tech profit-making Tokyo model over others.
Hitachi, a major stakeholder in Japan’s monorail projects, has shown interest in Delhi’s monorail venture. According to sources, the company had presented its model before the government earlier this month and was able to clear doubts regarding carrying capacity, space requirement and maintenance costs.
Considered an eco-friendly transport mode, monorail is an elevated network which runs on a single track. Transport experts have been criticising the monorail as most of the countries have used it as a mode of transport in amusement parks.
There have been criticisms regarding its manoeuvrability since it is on a single track. A senior official said: ‘‘Japanese monorail has solved this problem as it has track switches, that is, it can switch from one track to another safely. It has tube tyres which reduce noise pollution. Japan has 11 monorail systems which are used as a mode of mass transit.’’
Monorail tracks are mounted on slim guideways that run aligned to the central verge of the road. According to sources, Delhi government is seriously considering Hitachi’s proposal since it has experience in manufacturing monorail coaches and profitably implementing the system.
Delhi transport minister Haroon Yusuf said:‘‘They had given a presentation. The technology being used is good and reliable. They have been in this business for almost 50 years and are making good profit. So we are considering them. There is another meeting on October 14 regarding this issue.’’
The government has identified different corridors in the city for implementation of the project.
The minister said: ‘‘We have already identified a 44-km corridor in Delhi. There are various areas covered under this. But we have not decided where will it be implemented first.’’ Delhi government is considering whether it could ask for funds or assistance from the Centre.

NEW DELHI, APRIL 1: After Delhi Metro, Japan on Friday agreed to fund the Bangalore Metro project, clearing the first instalment of Rs 16.99 billion for the city rail transport estimated to cost Rs 53 bn.
The first tranche would cover 32 per cent of the total projects cost and if necessary it might give some more assistance to the project later.
Alongwith this, Japan decided to provide an additional Rs 5.66 bn to the phase-II of the Delhi Metro project.
"The Bangalore Metro Rail project aims to overcome the problems of traffic congestion and air pollution and promote economic activities by replicating the Delhi Metro model," senior Japanese Diplomat Hidenao Yanagi told reporters.
These two loans are part of about Rs 59.10 bn fund Japan agreed to provide under its Official Development Assistance (ODA) programme for India in 2005-06.
An agreement for this purpose was signed by Japanese Ambassador Yasukuni Enoki and Additional Secretary, Ministry of Finance, Ashok Chawla.
The Bangalore Metro Rail Project has a total length of 33 km and is expected to carry 1.07 million passengers a day.
The proceeds of the loan would be used for civil works in construction of a subway corridor, procurement of signalling and telecommunication facilities and consulting services.
The second phase of Delhi Metro Rail Project comprises five lines (three of which are extension of existing lines), covering a distance of 53 km.

IT’S Mumbai’s turn to press hard for securing Japanese soft loan for financing its ambitious metro rail project. Japan has already announced extending of loans to Bangalore Metro and the second phase of Delhi Metro. Maharashtra chief minister Vilasrao Deshmukh may likely to visit Tokyo in the end of April to find ways to secure Japanese assistance to the project, Japanese government sources told ET. Significantly, Mumbai Metro’s proposed implementing mechanism of build-operate-andtransfer (BOT) may turn out to be a handicap because Japanese soft loans are not extended to private parties. During his visit, Mr Deshmukh is likely to woo Japanese investment in Maharashtra. However, discussions on possible Japanese ODA to Maharashtra may figure out prominently.
Recently, MD of Delhi Metro Rail E Sreedharan presented details of the first phase of the project to Mr Deshmukh. Mumbai Metropolitan Region Development Authority (MMRDA), the implementing agency of the project, is proposing three metro lines — Colaba to Charkop, Versova to Ghatkopar and Bandra to Mankhurd — in the first phase of the project. The longest of the route, 38-km-long Colaba to Charkop may cost over Rs 8,500 cr.MMRDA, says that the sources of the funding are not clear. Mr Deshmukh may try to convince Japanese government to modify its rules and allow soft loans to the project, which may be partially financed by private participation.
Japanese soft loan is preferred due to its low interest rates in comparison to other funding agencies like the Asian Development Bank. The interest rate for Japanese loan is as low as 1.3% and the repayment period is 30 years, which at times are extendible. There is also a grace period of 10 years on repayment of infrastructure-related loans. Japan had announced that the loan assistance to Delhi Metro would be Rs 566 cr for the coming financial year whereas it’s Rs 1699 cr for Bangalore Metro.

PM Will Inaugurate First Phase
Mumbai: Work on phase 1 of the Mumbai metro will commence by May-end or early June and Prime Minister Manmohan Singh will inaugurate it, chief minister Vilasrao Deshmukh informed the state legislative assembly on Wednesday.
Replying to a debate, Deshmukh said the metro’s first phase will link Versova-Andheri-Ghatkopar and the state government was negotiating with Reliance Energy which has bid for the project.
In his statement, Deshmukh tried to answer his critics from both the ruling and opposition benches and said the government was committed to the city’s development. The government was also keen on funds for projects under the National Urban Renewal Mission (NURM).
Stating that the government will implement Singh’s vision of turning Mumbai into a world-class city, Deshmukh said the state government could not prevent the influx of people into Mumbai from other states.
“But, encroachments will not be allowed and stringent action will be taken against erring ward officials,’’ he averred.
Earlier, the city MLAs hit out at the state g ove r n m e n t and the BMC for the crumbling infrastructure in Mumbai. They criticised the government on diverse issues like encroachments, transport problems, water shortage and non-payment of dues to mill workers.
Deshmukh assured the House that the state government will not allow development on mill lands until mill workers have received all their dues.
CM To Visit Japan For Funds
Mumbai: Chief minister Vilasrao Deshmukh is planning a trip to Japan to woo investors and seek funds for the Mumbai metro.
Officials say Deshmukh’s visit is likely to come off next month although they add that the schedule is yet to be finalised. But on his agenda is a meeting with the representatives of the Japan Bank for Inter national C o o p e r at i o n , which has evinced interest to finance mega-infrastructure projects in the state.
The World Bank has frozen its loans for the road component of the Mumbai Urban Transport Project and the state is exploring other options to finance infrastructure work, explain officials. JBIC’s India representative, Kikuo Nakagawa, met state officials and the chief minister this February to explain to them the bank’s funding norms. JBIC also held a meeting recently with state finance minister Jayant Patil, who suggested that the bank could finance the proposed highspeed railway links between Mumbai and other cities in the state. JBIC has funded the Delhi Metro.
The state cabinet recently cleared the Rs-9,000-crore Colaba-Charkop stretch of the metro. The government initially planned to execute the 34-kilometre second phase on a build-operate-transfer basis but now proposes to form a special project vehicle for the purpose. The SPV will have public and private equity. The Japanese bank, too, has refused to finance BOT or private projects. “Discussions are in a preliminary stage and we are still to receive a formal request from Maharashtra for a loan,’’ Nakagawa told TOI.

The Cabinet has cleared the proposal for metro rail in Hyderabad, Mumbai and Bangalore, Union Minister for Urban Development Minister Jaipal Reddy said on Friday.
Addressing a Federation of India Chamber of Commerce and Industry meet in Hyderabad, he said, "The cabinet has cleared the proposals for these three states on the basis of a group of ministers' recommendation that every state government can decide about the gauge to be adopted for the metro rail project".
"Hyderabad, Bangalore and Mumbai can start their metro rail projects right away," he added.
Amnebad, Kochi, Kolkata, Bangalore, Hyderabad, and Mumbai all plan to start metro projects this year. Many of them will be funded by Japan. All the cities are fighting each other for funding.

(In 1992, China had 58,000 route-km as compared to 62,000 route-km in India. Within a decade, China added about 24,000 km of new track and grew 24 per cent to reach 72,000 km as compared to India’s one per cent growth.)
Sources say that on the drawing board are not just plans to establish rail links with Bhutan, Burma and Bangladesh that can be extended to Southeast Asia and westwards up to Iran and beyond...
To further their global ambitions, two of the Indian Railways public sector units — IRCON and RITES — are considering the setting up of more joint ventures in their quest for investing in projects abroad. “India’s neighbours are our biggest market. We could become the manufacturing base for South Asia and Africa and India ought to nurture these markets,” says Railway Board chairman J.P. Batra.
During Prime Minister Manmohan Singh’s visit, the Indian railways will sign an MoU with its German counterpart. “It will [promote] mutually beneficial exchange... Germany has technology and India, a good market,” he observes. The Indian railways, Mr Batra told this correspondent, was expanding its infrastructure and needed to induct new technology for the proposed freight corridor. “Let us see how we can benefit from each other,” he says...
The Indian railways has proposed a rail link to Burma and also identified five possible rail routes to Bhutan. A team consisting of officials from the Railway Board recently visited Burma as a part of an initial recee...
Besides Burma, New Delhi is also exploring the possibilities of a rail link between Bhutan and India. The RITES has been asked to conduct a feasibility study of five routes, two of which link West Bengal with Bhutan and the rest start in Assam. Mr Batra says like the Bimstec, a proposal is under consideration for the ECOWAS (Economic Community of West African States) that will leverage India’s technical facilities and manufacturing capabilities.
He told this newspaper that a $250-million soft loan that will include a “transport component” was under consideration for the “Team 9” countries in West Africa that includes Chad, Ghana and Senegal

Japan and India have traditionally enjoyed cordial and friendly relations.
India is a first country to which Japan extended the first Yen Loan and India has been one of the largest recipients of Japan's ODA.

Not just the investment front, but the Indian and Japanese Navies are getting together too for naval exercises and joint patrolling.
Yes, it would be safe to say that most of our metro systems are funded by Japan.
