Pendon CITY Councilor Nielex C. Tupas intends to sponsor an amendment to the existing local revenue code of Iloilo City. Tupas said the amendment can be done by lowering the amusement tax on gross receipts from admission fees on pop, rock and other similar concerts from 30 percent to 10 percent. What's your take on the Mindanao crisis? Discuss views with other readers Tupas said his proposal will, in fact, revise the provision on amusement taxes. Regulation Ordinance 2007-016, enacted on December 19, 2007, amended Ordinance 399 Series of 1992 otherwise known as "The Local Revenue Code of Iloilo City and Providing Penalties thereof." The amended ordinance had set forth the provision on "the holding of operas, concerts, dramas, recitals, painting and art exhibitions, flower shows, musical programs, literary and oratorical presentation, except pop, rock or similar concerts from the payment of the tax imposed." Tupas admitted that promoters had shunned away from bringing world-class pop and rock entertainers to Iloilo City due to the 30 percent amusement tax. Bigger cities like Quezon City, Cebu and Bacolod levy a 10 percent amusement tax on pop and rock concerts so its people enjoy the world-class performances. It is high time the city of Iloilo lowers its amusement taxes so as pop artists are encouraged to come and perform here, Tupas said. The city councilor said other members of the City Council are amenable to the idea of lowering the amusement tax, including Mayor Jerry P. Treñas. Haay...makes me wonder if we can really call them honorable for being so blind in raising it to 30%. At least they'll lower it. Power and water are the siamese twins in the progress of Metro Iloilo, remove one and the local economy will stagnate. Today we will refresh our readers especially our government officials on the various articles this writer published with The Daily Guardian regarding the water crisis as a gentle reminder that “we always don’t know what we already knew”. 1. According to NEDA, Metro Iloilo has among the fastest water demand growth in the country. It will reach 300,000 cubic meters per day by year 2030. 2. Presently MIWD serves a measly 30% of the water requirements of Metro Iloilo of 140,000 cubic meters per day. The 70% balance comes from private and public water wells, of which there are 8,000 to 10,000 wells where 400 of these wells exceed depth of 100 ft. Without these wells the economy of Iloilo City will collapse due to lack of water supply. 3. The ONLY WAY that MIWD could increase its water supply and adequately answer this rapidly growing water demand is to source out its water supply 50% from surface waters of rivers and 50% from underground water source. Even during rainy season surface water supply from rivers is limited because of heavy dissolve loads (siltation) the river carries. This is due to the massive erosion in the mountains brought about by a non-existent watershed management. Even if the existing settling facilities at the MIWD Sta. Barbara reservoir are tripled, still it cannot handle the enormous silt carried by the river waters. Adding to MIWD woes is the clogging up with mud and silt of its transmission pipe from Maasin to Sta. Barbara reservoir during heavy rains. 4. Supply of surface waters from rivers is TOTALLY dependent on a scientific watershed management in Maasin of which there is NONE at present. The existing Tigum and Aganan Watershed Management Board is ineffective, toothless and devoid of technical knowledge on watershed management. It is also unwieldy because there are so many LGUs and government agencies, members with no specific responsibility and authority. Leadership is left to private individuals with hidden agenda of their own and whose watershed management concepts are foolish and stupid. One example: “Trees drinks a lot of water that it depletes the underground water reserve”. Proof of this ineffective idea is that, for the past 15 to 20 years of the same watershed management setup, the water level of Tigum and Aganan rivers during summer have never improved. In fact, it has even gone down further every year. 5. The existing Watershed Management Council should be abolished and terminated IMMEDIATELY. Let DENR and MIWD take over its functions and only the Municipality of Maasin among the LGUs should participate on a purely supportive basis only. Limiting the watershed management to only three agencies will make it more responsive and effective because authority and responsibility is pinpointed for accurate accountability. 6. The underground water resource is not so much affected by a non-existent watershed management. While it may take 20 to 30 years to heal our watershed (that is if we have the will and technical expertise) in order to have a steady and ample water supply from rivers, we can meanwhile depend on underground water which can supply as much as 150,000 cubic meters per day, equivalent to the entire water demand of METRO Iloilo up to year 2012. THE IMMEDIATE SOLUTION THEREFORE IS TO EMBARK INTO A MASSIVE WATER WELL EXPLORATION AND DRILLING. 7. Change the corporate orientation of MIWD to vigorously pursue exploration and drilling for water wells from Oton to Pavia up to Sta. Barbara. This will require investment of about P5 million per well installed and connected to existing MIWD lines. From the hydro-geology point of view, a gallery of 60 water wells up to 500 ft. deep can be drilled without depleting the underground water reserve and causing sea water intrusion. Drilling can be programmed at 8 new wells per year to stagger the investment thereby reducing the financial burden of MIWD. 8. Replace members of the MIWD Board especially the old ones who have outlived their usefulness and have become redundant. Invigorate the Board with new members who are young and successful businessmen/engineers who are willing to take the calculated risk of investing in water exploration work. 9. The recent two water wells in Pavia which this writer had encouraged MIWD to drill and had supervised as the hydro-geologist consultant of the Municipality of Pavia produces a very clean and potable water good for 800 and 1,400 households, respectively. At an average of seven per households, the two new wells can supply water to 15,000 persons! Capacity of these two wells could have increased had the LWUA/MIWD drilling outfit drilled deeper up to 120 meters instead of stopping at only 50-meter depth due to dilapidated drilling equipment, insufficient funding and a very conservative (“sigurista”) exploration attitude. The city jumped two notches higher after it only ranked fifth in the 2007 Top 10 Next Wave Cities. Iloilo City executive assistant for economic promotions and investments Ma. Gracia Chua received the recognition in a ceremony held in Manila Wednesday. Chua said the city got an over-all score of 88.35 percent, likewise obtaining the highest score in availability of talents at 89.20 percent. The cities of Laguna and Cavite grabbed the first and second ranks, respectively. Mayor Jerry P. Treas expressed optimism that the award together with several improvements going on in terms of infrastructure would surely bring in more investments. Treas admitted that Iloilo lacks infrastructure but there are already several buildings here working to secure an accreditation from the Philippine Economic Zone Authority (PEZA). At present, two movie houses of the Robinsons Place are already PEZA accredited and also the SM City. Gaisano City is also applying for the said accreditation. Pamonag Panay Electric Company (Peco) will be reducing its electricity rate starting December 15 this year. But Engr. Randy Pastolero of PECO, which supplies power to Iloilo City, declined to state how much the reduction will be, saying it would depend on how much power supplier Panay Power Corporation will bill them on December 10. At present, PPC's generation charge is at P9.23. But definitely, there will be a reduction, he stressed. Another reduction is set on January next year to reflect the downward trend in the global oil prices, he assured. "Our consumers will observe in their bill for December 2008 that there was a reduction in the generation charges," Pastolero said. PPC bills PECO every tenth day of the month for the power purchased the previous month. So by that time, we will already know how much to reduce from our charges, he added. At P13.80 for every kilowatt-hour, Peco's power rates are considered the highest in the country. However, PECO consumers will not be enjoying fully the drop in the prices of fuel. Earlier, Pastolero said that PECO still has to recover P1.30 for every kilowatt/hour. He explained that because oil prices rose sharply from August to September this year, PECO's bill with PPC was P1.30 per kilowatt/hour higher. But the increase was not immediately passed on to the consumers, Pastolero said. Likewise, PECO deferred payment on the excess amount. Councilor Erwin Plagata, who chairs the committee on transportation, said the traffic management’s Technical Working Group (TWG) requires such fund for signages, floor markings and printing of PUJ car passes to better regulate heavy traffic in the city’s main streets. “The PUJ car passes should be renewed after six months. This is because only after two months from the issuance, we have apprehended several jeepney drivers who faked the car passes. We have recommended the filing of cases against 40 violators,” he said. The car passes are issued to provincial jeepneys to limit their entry into the city’s busy thoroughfares to lessen the volume of vehicular traffic. The City Council recently approved P100,000 fund for TWG included in the P73-million supplemental budget. Plagata said the amount is only good for 30 international traffic signs even as the city requires 600 to 700 traffic signs. “The traffic signs have advertisements as donated by the business sector and are not of international standard. Juan Cicero Aguilar, community process specialist of the Kapitbisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) national project management office, said recipients were chosen from among the 67 municipalities that also availed of projects under the Phase 1 and 2 of the KALAHI-CIDSS. “DSWD and the Department of Interior and Local Government (DILG) are now collaborating in an effort to essentially try to improve governance system on poverty reduction,” he explained. Aguilar added that they are pushing that the local development process of recipient LGUs will be more responsive to poverty situation. “LGUs are in the better position to program its own resources so that it addresses identified by the community in a more systematic way,” he added. Lena ILOILO CITY, Dec. 5 – Iloilo City promises an improved quality of life for its residents brought about by increased revenues and investments as it embraced a project that will make business processing faster and real property tax collection even more efficient. This was the message relayed by World Bank Portfolio Manager Maryse Gautier during the inauguration of the city computerization program that was assisted by the World Bank and the Department of Finance (DOF) Friday afternoon. The project has two components namely the Real Property Tax Administration System (RPTAS) that covers appraisal and assessment and land tax payment and collection and the Business Permit License Tax Administration System (BPLTAS) which includes business tax, regulatory fees, charges assessment, business permit application and payment and collection. Gautier said the project will bring in additional value to Iloilo City by giving it more sustainability in resources. “Thanks to this computerization you will be able to increase your taxes and cover the costs of this computerization in less than one year,” she said. “I think this is an excellent example that we would like other local government in the country to be aware of.” The project is worth P11.939 million but 50 percent was shouldered by the World Bank. A total of 30 computers were installed equipped with printers and nodes. The installation of the project and encoding of data took only about three and a half months to complete. To date under the BPLTAS, a total of 20,432 businesses operating in the city have been encoded; 3,587 are new businesses, 16,822 are renewed and 23 have already closed. Aside from its reputation as the commercial entrepot and cultural capital of the Visayas, Iloilo also pride itself at that time as the home of the most modern transportation facilities, both in land and water. But other than this is the fact that Iloilo was also claimed to be the cradle of modern air transportation in the Philippines. No doubt, the availability of comfortable and convenient means of transportation contributed much to Iloilo's prominence. The Ilonggos were among the first to become "air conscious" and to travel in style. This is due to the fact that Iloilo City was reputed to be the birthplace of Filipino enterprise in commercial transportation. The Philippines' first passenger air service between Iloilo and Bacolod was operated by Jose Tinsay, an Ilonggo, in 1925 (David 1937; Angayen 1985). Few years later, to serve the growing demand for fast and convenient means of travel by the affluent Ilonggos in both Panay and Negros Occidental for business and other purposes, the Iloilo-Negros Air Express Co., Inc. (INAEC) was founded in 1932. The INAEC, organized under the initiative of the Lopez brothers—Eugenio and Fernando—was considered as the boldest bid ever made in the Philippines for public support of regular commercial aviation (David 1937). Its initial routes were Iloilo to Bacolod and back. The inauguration of the company's Iloilo-Manila service in February 3, 1933 with a big Stinson tri-motored ten-passenger cabin airliner was a milestone in the country's modern transportation system. Other than the Iloilo-Manila route and vice-versa, INAEC also maintained regular service between Iloilo and Bacolod and added in its itinerary other places like Cebu, Del Monte and Davao. In the 1930s, INAEC's fare from Iloilo to Bacolod or Bacolod to Iloilo was P5.00. It must be noted, however, that P5.00 at that time could buy one sack of first class rice, or a terno of Manchester drill, or five pieces of polo shirts or kamisadentro (Angayen 1985). Tinsay, who was already airlifting passengers from Iloilo to Bacolod and back aboard his Curtiss Oriole biplane, became part of INAEC's pool of pilots. The purchase by the company of the amphibian airliner Sikorsky S-43 in February of 1937 had greatly enhanced travel in Western Visayas, affording speed and comfort. The Sikorsky S-43, considered to be the most modern and INAEC's mainliner, which had cost the company over P260,000 had a cruising speed of 170 mph and can fly 200 mph, if necessary. It offered both the DeLuxe Skylounge and the commodius 15 deep cushioned easy chairs in an 18-passenger type cabin plane. With the ability to depart or alight via land or water, it greatly reduced travel between Manila and Iloilo to 1 hour and 45 minutes. It was equipped with radio instruments, facilitating communication with the radio stations at the different airports. The Sikorsky S-43 was hailed as the "nation's largest, most powerful, most luxurious airplane" (Santos 1976). INAEC's central office was located at 20 Ortiz St., Iloilo City and its Manila office at 523 Dasmariñas, Cavite (David 1937). Aside from its reputation as the commercial entrepot and cultural capital of the Visayas, Iloilo also pride itself at that time as the home of the most modern transportation facilities, both in land and water. But other than this is the fact that Iloilo was also claimed to be the cradle of modern air transportation in the Philippines. No doubt, the availability of comfortable and convenient means of transportation contributed much to Iloilo's prominence. The Ilonggos were among the first to become "air conscious" and to travel in style. This is due to the fact that Iloilo City was reputed to be the birthplace of Filipino enterprise in commercial transportation. The Philippines' first passenger air service between Iloilo and Bacolod was operated by Jose Tinsay, an Ilonggo, in 1925 (David 1937; Angayen 1985). Few years later, to serve the growing demand for fast and convenient means of travel by the affluent Ilonggos in both Panay and Negros Occidental for business and other purposes, the Iloilo-Negros Air Express Co., Inc. (INAEC) was founded in 1932. The INAEC, organized under the initiative of the Lopez brothers—Eugenio and Fernando—was considered as the boldest bid ever made in the Philippines for public support of regular commercial aviation (David 1937). Its initial routes were Iloilo to Bacolod and back. The inauguration of the company's Iloilo-Manila service in February 3, 1933 with a big Stinson tri-motored ten-passenger cabin airliner was a milestone in the country's modern transportation system. Other than the Iloilo-Manila route and vice-versa, INAEC also maintained regular service between Iloilo and Bacolod and added in its itinerary other places like Cebu, Del Monte and Davao. In the 1930s, INAEC's fare from Iloilo to Bacolod or Bacolod to Iloilo was P5.00. It must be noted, however, that P5.00 at that time could buy one sack of first class rice, or a terno of Manchester drill, or five pieces of polo shirts or kamisadentro (Angayen 1985). Tinsay, who was already airlifting passengers from Iloilo to Bacolod and back aboard his Curtiss Oriole biplane, became part of INAEC's pool of pilots. The purchase by the company of the amphibian airliner Sikorsky S-43 in February of 1937 had greatly enhanced travel in Western Visayas, affording speed and comfort. The Sikorsky S-43, considered to be the most modern and INAEC's mainliner, which had cost the company over P260,000 had a cruising speed of 170 mph and can fly 200 mph, if necessary. It offered both the DeLuxe Skylounge and the commodius 15 deep cushioned easy chairs in an 18-passenger type cabin plane. With the ability to depart or alight via land or water, it greatly reduced travel between Manila and Iloilo to 1 hour and 45 minutes. It was equipped with radio instruments, facilitating communication with the radio stations at the different airports. The Sikorsky S-43 was hailed as the "nation's largest, most powerful, most luxurious airplane" (Santos 1976). INAEC's central office was located at 20 Ortiz St., Iloilo City and its Manila office at 523 Dasmariñas, Cavite (David 1937).
