Filipino invention goes to Indonesia

MANILA, Philippines—Seeing rice husk left on the fields in Iloilo where he taught as an agriculture professor, Alexis Belonio thought of putting them it to good use: he invented a stove powered by rice husk, whose leftover ashes he used either as a fertilizer or a raw material for fiber cement boards.

For providing a clean alternative to stoves powered by costly fuels like liquefied petroleum gas (LPG), the 49-year-old Belonio received the associate laureate citation of the Rolex Awards for Enterprise in 2008.

He is the first Filipino to get the citation from the luxurious wristwatch brand which annually honors outstanding projects for the poor around the world.

There are already a few cooking stoves fueled by rice husk, a common sight in countries like the Philippines where rice is the staple food. Belonio said the country generates about two million tons of rice husk every year.

But unlike the others which directly burn the husk, Belonio's invention first converts the husk into gas to emit a cleaner flame that does not leave soot.

His invention, which started at the agriculture college of the Central Philippine University, is now ready for mass production. It will be finally commercialized not in the Philippines, but in Indonesia.

He tried popularizing the technology in the country, even uploading a 156-page handout detailing how his rice husk stove can be replicated.

But high production costs and the lack of willing investors kept the invention idle until Belonio finally got a proposal from the Indonesian company Minang Jordanindo Approtech in 2006.

The company, which manufactures agricultural equipment using alternative fuels, was looking for some technology involving charcoal when it came across Belonio's rice husk stove online.

"The need for this technology is urgent in Indonesia," Belonio says. The price of LPG has been rising in Indonesia, as in the Philippines.

"The company is in full support of my research undertakings," Belonio adds. It did not only offer him a job, the company also brought his wife and seven children with him to Indonesia.

The stove is now being sold in Indonesia for 250,000 rupiah (P1,200).

"The distinct feature of this stove is that it employs gasification of rice husks to produce combustible gases," Belonio says. This allows easy cooking as if one is using conventional LPG-fueled stoves.

Belonio was familiar with gasifying rice husk because during his work at the International Rice Research Institute between 1983 and 1986, he used gasified rice husk to run a rice dryer.

In 2003, he attended a demonstration of a wood gas stove in Thailand. He came back to Iloilo with an idea: "I told myself I will design a stove that can use rice husks as fuel."

It took him six months to complete the stove, working with his son Daniel and four other students. The key component of the stove is its air moving device which supplies enough air to produce carbon monoxide and hydrogen, both combustible gases. The stove emits a bluish flame.

"If rice husks can be converted into energy and its by-product be processed further into valuable building materials, this would be an example of complete zero-waste management that we can practice here in the Philippines," Belonio says.

The invention does not only solve the problem of disposing rice husk but also saves users who would shift from using LPG up to P8,000 every year, Belonio said.

The stove consumes about 1.4 kilos of rice husk per hour, the website of the Indonesian company which is preparing to mass produce Belonio's stove said. It can boil 1.5 liters of water in eight minutes. It needs electricity to run the air moving device, however.

Belonio hopes more people will be interested in his stove which not only got him the Rolex Award and a $50,000 (P2.3 million) grant for his project, but also brought him from his P20,000-a-month teaching job to a well-paying position in Indonesia.

He does not mind if other investors would copy his technology, especially since the instruction manual is already online. "The more I share the technology with others, the more I can achieve my goal," Belonio says.

"I also discovered that as freely as I share it, freely I receive more ideas," he adds.

Belonio is now working with his company to develop his other inventions. But the projects of the Filipino inventor supported by an Indonesian company will be fully implemented in East Timor.

"It will be an agricultural project that will empower the poor," Belonio says. He says his company plans to convert 1,000 hectares of farm land into an "agri-biz metropolitan" area where farmers shall be taught how to develop Belonio's inventions, like the rice husk stove, which are mostly agriculture-based.

To improve his stove, Belonio and his son are also thinking of developing rice husk canisters that could just be inserted into the stove and taken out when the husk is consumed.

This will make the stove useful even in urban centers like Metro Manila where there is not much rice husk. The canisters will also store the char which could be turned into either fertilizer or cement board.

Belonio is also using the technology behind his stove to develop other cooking equipment, like the one he recently completed which uses coal, which is abundant in Indonesia. "A big coal gasifier stove was also built for industry application, and is now being used in a bakeshop in Jakarta," Belonio says.

He also misses being in the Philippines, especially in Iloilo where his stove began. But he admitted that he and his family are better off in Indonesia "financially."

Belonio was formally awarded during a ceremony in Makati City on Wednesday. "To be honest, I did not exert any effort towards this end," Belonio says. "I simply filled out the application form sent to me by the Rolex coordinating office in the Philippines."

He was surprised when he was informed that his project was selected out of 1,500 entries from different countries.

One of the top five winners, included in the list of 2008 Laureates, is Tim Bauer, an American who won for introducing a pioneering technology to make tricycles using two-stroke engines cleaner and more cost-efficient in Vigan City, Ilocos Sur and and Puerto Princesa City, Palawan.

DPWH to speed up P2.5B infra projects in Western Visayas

Iloilo City (20 January) -- The regional office of the Department of Public Works and Highways (DPWH) based in this city will fast track the implementation of its 2009 infrastructure projects estimated to cost some P2.5 billion to spur economic growth and generate more jobs in the region.

DPWH 6 Director Rolando M. Asis said the strategy is part of the efforts of the department to comply with the Economic Resiliency Plan of the national government that aims to stimulate the economy in order to mitigate the impact of the global economic slow down.

"This means there will be more projects to implement in the region, more jobs and stable economy," said Asis.

Last year, Asis said, the DPWH 6 has started also to implement high impact projects in the region that support the ten-point agenda of President Gloria Macapagal Arroyo.

These projects include the concreting of 9.93 kilometer portion of Iloilo City Caticlan Highway worth P164 million, the widening of the Iloilo City – Sta. Barbara Road worth P70 million (with additional fund of P175 million), the construction of the Metro Radial Road worth P70 million (with additional fund of P355 million), the new Bacolod (Silay) Airport Access Road worth P972 million.

"With the possible impact of the global economic slowdown in our midst and the damages left by typhoon "Frank" in our infrastructure, we are doubling our efforts and we are really looking forward to doing even better this year, for the good of the people in Western Visayas," said Asis. (PIA)

I'm happy to note such improvement with our roads in terms of expansion. How I wish they'll finish the project on time and apt to the standard. Iloilo City and MIG area needs bigger and wider road for easy accessibility and networking. This is kind of project that needs to be encouraged with a vision of helping decongest Iloilo metro areas' traffic in the future. Also, this road will provide great alternative for our motorists in transporting goods from one area to other without passing traffic prone area of city proper and Jaro district.

Thanks for more info and I hope we have more bigger road projects and flyovers in the future. With flyovers, as long as it is located in proper place and will serve a right purpose, welcome gid. It looks like it is inevitable for Iloilo City and metrotowns to be spared with flyover constructions. The city is expanding quite drastically and maybe in five years time, we can see the real conglomeration happening with the metrotowns and the city, making it a huge metropilitan area.

I don't feel any sympathy for these people considering that they are blackailing the festival for their own personal reason. Might as well cut them off in performing this Sunday rather than them ruining the whole competition. If they want to join Dinagyang, they need to improve their performance and/or perform their very best. It's our way of showing the world our culture and these people will just be out there pulling us all down. Really, I would recommend they'll take them off the list as early as possible.

wala lugar ang lagdos nga tinig-ang if we want to serve the best for our visitors and tourists. If they're not performing, scrap them sa listahan. It's as simple as that. Mediocre performance for world-class festival is not welcome at all. They better stay in their respective houses and watch other tribes performing relatively via telly. Maybe they can think better way next year about their performance or consider rejoining if they are apt to it already.

House invites SP dads to congressional hearing on Culasi townhood

Members of the 9th Iloilo Sanggunian Panlalawigan (SP) have been invited to be the next resource persons on next week’s congressional hearing on the Culasi townhood.

Introduced by Fifth District Representative Neil Tupas Jr., House Bill No. 3753 was pushed “inspired” by the proposal to create a new Iloilo town.

Presented as “Municipality of Culasi,” the proposed town will be composed of barangays Barrido, Bay-ang, Culasi, Luca, Malayu-an, Nasidman, Pedada, Pili and Sto. Rosario of Ajuy, Iloilo. Added to the list are barangays San Fernando and Santiago of the Municipality of Barotac Viejo, Iloilo.

The bill is pending before House Committee on Local Government chaired by Representative George Arnaiz.

Continued deliberations with the Iloilo SP body as invited guests are set on the January 28th hearing at the Ramon V. Mitra Building, House of Representatives in Quezon City.

“In this regard, we would like to invite you to the said meeting to share with the Committee your valuable insights on the bill,” the letter went.

Tupas Jr. in seeking the passage of the bill stated that “indicators” are out that said barangays have “potential for growth.”

As such, “….the conversion of said barangays into the Municipality of Culasi is warranted and long overdue.” The people here, Tupas Jr. added, “have displayed the ability for self-governance and their readiness to chart their direction as a people.”

“The profile of the barangays of the proposed Municipality of Culasi more than satisfies the requisites for the creation of a municipality as provided in The Local Government Code of 1991,” Tupas Jr. justified in the bill’s Explanatory Note.

I just find it stupid. We have over 40+ towns, with only one city in the province when in fact if they combined, they could've been a city (like the case of Pototan - it was supposed to be a city but Mina was made). It would help the province because if it would be converted to a city, then that means bigger allotment in IRA.
totally agree. I preferred some of the town to be merged and create a new city rather than creating more towns. Which means, I am not supporting this crusade of Jun Tupas for making Culasi another town of Iloilo.

^^ I totally agree with you... Tama na guid man kita kadamo sang LGU... another town would mean another mayor supporter...

On a different perspective... this baranggay has a potential to become a town... paglabay mo didto makita mo na ang elements sang isa ka town... they have their own plaza, market and church....plus tama ka layo sang distance nya to a next neighboring town proper... Ajuy is a very big town and so is Barotac Viejo... The distance travelling between them is almost 30 mins even on a highway.

City gears up for an array of local festivals

ILOILO City Government is expecting some 1.5 million visitors who will witness the three-day highlights of Dinagyang Festival 2009, slated January 23-25, and other local festivals.

City Mayor Jerry P. Treñas said everything is in place for the Dinagyang Festival, including security forces, sanitation, tribes' performances, contests, trade fairs and exhibits, food festival and entertainment galore.

Treñas said that aside from the yearly Dinagyang fest, the city is also preparing for the grand celebration of Chinese New Year slated on January 29.

On February 2, the city's Jaro district, home to some of the country's most affluent families, will be celebrating the feast of Our Lady of Candles. The Jaro Fiesta is famous for its multi-million peso cockfight derbies, with cockfighting enthusiasts coming from the different parts of the country.

On February 14-15, Iloilo City will play host to the Paraw Regatta Festival, the annual boat race among local outriggers along the Iloilo and Guimaras straits. (Lydia C. Pendon)

Second mega-flyover starts construction in Iloilo City soon

AFTER the completion of the controversial P400-million flyover at Gen. Luna-Infante intersection, Iloilo City will get a second multi-million flyover.

Mayor Jerry Treñas yesterday announced the Presidents’ Bridge Program Office (PBPO) of the Department of Public Works and Highways (DPWH) identified Gen. Luna-Jalandoni intersection at the City Proper as the project site.

But Treñas is proposing that the flyover will be instead constructed at Taft North-Diversion intersection in Mandurriao district considering the need to decongest heavy vehicular traffic in this busy area particularly during rush hours.

Treñas said he has already consulted Councilor Erwin Plagata, chair of the committee on transportation of the City Council, and DPWH-6 regional director Rolando Asis relative for the transfer of flyover site.

PBPO executive director Emil Sadain said the flyover plan is included in the forthcoming “Mega Bridges for Urban and Rural Development Project” funded by the French Government and implemented by the DPWH-PBPO.

Treñas said he has no idea yet as to how much is the budget allotted for the flyover project here.

In a letter dated Jan. 16, Sadain wrote Treñas and City Engineering District Engr. Manuel Ticao Jr. that Woodfields Engineers Co., which is part of the design group, will soon carry out all engineering works including site surveys, soil/geotechnical investigation and environmental compliance certificate (ECC) relative to the flyover’s design and construction.

Sadain said Woodfields Engineers will undertake the geotechnical works as part of the soil investigation along the project area as required for the design of the substructure.

Thus, Sadain requested Treñas and Ticao for assistance during the pre-engineering works of the project consultant Woodfields Consultants Inc. together with their employed geothechnical and material testing company in conducting soil/geotechnical investigation as part of the design of the substructure for the flyover.

The city’s first flyover hogged the headlines last year following DPWH’s discovery on the use of substandard materials by UK-based construction firm Mabey and Johnson which was eventually blacklisted by the national government.

I'm happy to note such improvement with our roads in terms of expansion. How I wish they'll finish the project on time and apt to the standard. Iloilo City and MIG area needs bigger and wider road for easy accessibility and networking. This is kind of project that needs to be encouraged with a vision of helping decongest Iloilo metro areas' traffic in the future. Also, this road will provide great alternative for our motorists in transporting goods from one area to other without passing traffic prone area of city proper and Jaro district.

Thanks for more info and I hope we have more bigger road projects and flyovers in the future. With flyovers, as long as it is located in proper place and will serve a right purpose, welcome gid. It looks like it is inevitable for Iloilo City and metrotowns to be spared with flyover constructions. The city is expanding quite drastically and maybe in five years time, we can see the real conglomeration happening with the metrotowns and the city, making it a huge metropilitan area.

WHEN the Philippine Medical Association contingent came to Panay Island to offer assistance to Ilonggo, Antiqueño, Aklanon and Capiznon victims of typhoon Frank, very few knew about the bighearted name behind the generosity.

Now, even if Wanders, the world-renowned, dance and acrobatic extravaganza is booked to perform for free during the awarding ceremonies of the Dinagyang 2009, again, very few know about the bighearted name behind the generosity.

Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and Chief Executive Officer Efrain C. Genuino or “Kuya Efren,” to friends, has been with Panay, particularly Iloilo Province and Iloilo City in abundance and in need.

With his pronouncement in the Kalibo Ati-atihan Festival last week that he will help the Department of Tourism by bringing in investors, Genuino becomes more relevant to Iloilo City and Iloilo Province.

The Philippine economic sector has identified tourism as a strong enterprise for development. And Genuino is not only talking about tourism. He has actually been doing it!

On a different perspective... this baranggay has a potential to become a town... paglabay mo didto makita mo na ang elements sang isa ka town... they have their own plaza, market and church....plus tama ka layo sang distance nya to a next neighboring town proper... Ajuy is a very big town and so is Barotac Viejo... The distance travelling between them is almost 30 mins even on a highway.

I agree, my hometown used to be a part of Sta Barbara, Leon, Alimodian & Oton. (an amalgam of these towns give birth to San Miguel)

I do believe being a TOWN is far more better than a BARANGAY in terms of budget and services that could be given. Management wise, a MAYOR has more far reaching POWER to improve a town than a Barangay Captain improving a barangay.

Pagcor is always at the forefront of countless medical missions i attended to... Dr. mike Aragon, the person mentioned above is an ilonggo physician, whose family origins came from the iloilo's city proper itself. he is a good person, flamboyant and really an ilonggo by heart. i met him last time in a medical mission (also sponsored by pagcor) at bilibid prison.

Cut in business name registration fee lauded

Iloilo City (21 January) -- The Iloilo Business Club(IBC)and the regional office of the Department of Trade and Industry (DTI) lauded the recent move of Trade and Industry Secretary Peter Favila to temporarily cut the business name registration fees by half.

Favila through Department Administrative Order No. 09-01 series of 2009 which he signed on January 12, 2009 has ordered the temporary reduction of business name registration fee by 50 percent for the next six months starting January 15, 2009.

Under DAO 09-01 series of 2009, all those applying for a new business name or renewing an existing business name will be charged a registration fee of P150.00 an amount 50 percent lower than the original fee of P300.

"This is good news, this is a come-on for would be entrepreneurs, even those who have been investing their money in the banks to engage even in small business for a start," said Leah Lara, IBC Executive Director.

Lara added that the reduction will be a big boost in the on-going campaign to promote entrepreneurship.

On the other hand, DTI 6 Director Dominic Abad cited this recent move of Secretary Peter Favila as significant in the on-going efforts of the government to create jobs, protect the poorest of the poor and the displaced overseas and domestic Filipino workers and enhance competitiveness to soften the possible impact of the global financial crisis.

"This will lead to more business activities that would generate income and employment in the region which are now the top priorities of the government in preparation for the global rebound," said Abad in a DTI press release.

He added that the move will further entice the very enterprising sector of the region who would like to venture into a business. (PIA) [top]

WV rice sufficiency improves

NEG. OCC. SEEN AS RP’s 10th TOP PRODUCER

The rice sufficiency level of Western Visayas improved last year after its production reached more than two million metric tons in 2008.

Agriculture Regional Executive Director Larry Nacionales said that the overall production has exceeded the regional target of 2.08 million metric tons.

The increase can be attributed to good climate and wider rice areas. The support of local government units is also vital, he said.

In 2008, Iloilo posted the highest rice production increase of more than 100,000 metric tons.

Nacionales said there is a good chance that Iloilo will now rank as second highest palay-producing province in the country, from number three in 2007.

Iloilo produced of 900,000 metric tons in 2008, from only 823,000 MTs in 2007.
Negros Occidental could also be among the top 10 , Nacionales said.

Gov. Isidro Zayco had earlier the rice production of Negros Occidental grew by five percent in 2008, increasing the province’s rice sufficiency level to 95 percent.

With a production of 435,000 MTs in 2007, Negros Occidental had a sufficiency level of 90 percent, and then ranked 11th in rice production.

Zayco had also said majority of Negrense farmers have taken advantage of the rains and have started planting rice this month to could help boost rice production for the province.*NLG

Another dismal shopping center in Iloilo is Payless Plaza. It would be nice if the management of Payless embarked in mall business rather than a stand alone department store. Because I don't think they have their own goods nga puwede nila ibaligya. The only way for Payless Plaza to be more successful is to build a mall and have a bigger area for shopping and improve their supermarket area times 10. Though I'm wondering how come they survive for a decade now? Damo man ayhan gabakal sa Payless Plaza?

here's hoping that more baranggays will look like a town. Buot hambalon lang sina they have the capacity of becoming a town pero kung tagsa ka baranggay sa ulihi mangin amo sini, then we will be looking for thousands of towns in Iloilo. It's good to see baranggay progressing but converting it to town is another issue. I would rather have several baranggays of every town developing progressively and still remain as part of original municipality than creating more towns. Imagine, wala pa gani nag-improve ang class classification sang town balik naman kita sa fifth class tungod sa tunga-tunga sang mga kabanwahanan? This same thing applies when they're pushing of dividing Iloilo province into 2 - the North and South. I don't think that by converting this baranggay into town will make it more progressive. On the other hand, the issue of Iloilo City having 2 districts - iba naman iya. We are talking the pork barrel allocation and speeding up of development sa ciudad. And with current poor performance of Gonzales Jr, maayo gid nga i-divide ang ciudad.

I agree, my hometown used to be a part of Sta Barbara, Leon, Alimodian & Oton. (an amalgam of these towns give birth to San Miguel)

I do believe being a TOWN is far more better than a BARANGAY in terms of budget and services that could be given. Management wise, a MAYOR has more far reaching POWER to improve a town than a Barangay Captain improving a barangay.

let's leave the present number of towns right now and develop them further to become more progressive. I think we have enough towns already to ask for another one. We need to focus our issue on economy and development rather than converting baranggays into town. It's absurd that we haven't reach full development yet pero naglumpat na kita sa isa ka issue, which Tupas is actually doing right now. I hope he'll make sense in his doing being a congressman of the district by providing aides in terms of infrastructures and economic policies kesa sa conversion issue. I think I haven't seen congressmen sa Iloilo, maybe except kay Garin, who's main focus is economic sustainability and infrastructures sa iya distrito - ang una nga concern. The rest nga congressmen, puro bill of conversion. Sayang ang pork barrel kung bills converting so and so lang ang nahimu-an nila for 3 years nga nagapungko sila dira.

WV rice sufficiency improves

The rice sufficiency level of Western Visayas improved last year after its production reached more than two million metric tons in 2008.

Agriculture Regional Executive Director Larry Nacionales said that the overall production has exceeded the regional target of 2.08 million metric tons.

The increase can be attributed to good climate and wider rice areas. The support of local government units is also vital, he said.

In 2008, Iloilo posted the highest rice production increase of more than 100,000 metric tons.

Nacionales said there is a good chance that Iloilo will now rank as second highest palay-producing province in the country, from number three in 2007.

Iloilo produced of 900,000 metric tons in 2008, from only 823,000 MTs in 2007.
Negros Occidental could also be among the top 10 , Nacionales said.

Gov. Isidro Zayco had earlier the rice production of Negros Occidental grew by five percent in 2008, increasing the province’s rice sufficiency level to 95 percent.

With a production of 435,000 MTs in 2007, Negros Occidental had a sufficiency level of 90 percent, and then ranked 11th in rice production.

Zayco had also said majority of Negrense farmers have taken advantage of the rains and have started planting rice this month to could help boost rice production for the province.*NLG

Pilgrim image of Senior Sto. Niño arrives today

The liturgical committee of the Iloilo Dinagyang Foundation Inc. (IDFI) will lead today the devotees in welcoming the pilgrim image of Senior Sto. Niño from Cebu. The image will arrive at 7 a.m. at the Iloilo Port Terminal.

The liturgical committee headed by Jun Rivera and officials of the city government will fetch the image from the terminal. There will be a procession from the port to the San Jose Parish Church. The arrival of the image is a way of the devotees in honoring Sr. Sto. Niño, or the child Jesus. The Dinagyang festival is a yearly festival which is in honor of Sr. Sto. Niño.

Days before the arrival of the image, novena masses were held at the San Jose Parish church wherein devotees can pray or seek petition from Sto. Niño. The novena masses started last January 14 and ends on January 22.

Meantime, the committee has also requested the assistance of the Philippine Coast Guard (PCG) to exercise all safety measures for the fluvial procession on Friday. The procession will start at 3 pm at the Fort San Pedro Drive Inn.

The foundation wants to avoid any untoward incident while the image is being ferried from the Fort San Pedro Drive Inn to Customs House. They decided that children aging below 11 years old must not be allowed to join in the fluvial procession.

The image will be disembarked in front of Customs House for a solemn procession until the San Jose church on Friday afternoon. There would also be blessings of children, pregnant mothers and Santo Niño images at the San Jose Parish church.

MAYOR Jerry P. Treñas is giving his all-out support to the search for Miss Dinagyang 2009 after learning that the candidates are doing their personal advocacy project in the barangays with ati-atihan tribes.

The barangay emersion project is part of the contest and the advocacy may focus on the environment, health, education and tourism potentials of selected city barangays in the city proper here.

Treñas said the project is good for the candidates in knowing their community needs and what the candidates can do to help the barangay.

Pageant director Rowena Diaz said the advocacy project started in 2008 and this year’s search expanded the project where candidates will be given the opportunity to be carriers of social, cultural and educational advocacies and showcase the beauty in diversity of Iloilo to attract more tourists to the city.

The coronation pageant is slated Saturday evening, January 17 at the San Jose College auditorium where the winning advocacy project will get P3,000 cash incentive and a plaque of commendation.

Iloilo priority area for Korea’s rice processing complex project

ILOILO – This province is among the priority areas identified by the Korean International Cooperation Agency (KOICA) for its rice processing complex project.

Department of Agriculture Regional Executive Director Larry Nacionales said they are now waiting for the findings of the Korean Technical Assistance Group as one of the prerequisites for the implementation of the project.

The $5-million rice processing complex will be erected in the municipality of Pototan.

The complex, to be equipped with rice mill, dryers and vehicles, is expected to benefit thousand of farmers all over Iloilo.

Aside from Iloilo, similar complexes will be constructed in Bohol and Davao del Sur, Nacionales said. (PNA)

ILOILO CITY – Iloilo City is again a recipient of a flyover project under the “MEGA Bridges for Urban and Rural Development Project” that will be funded by the French Government.

The flyover, which is proposed to be constructed at the junction of General Luna-Jalandoni streets, will be implemented under the President’s Bridge Program of the Department of Public Works and Highways (DPWH).

Emil K. Sadain, executive director of the President’s Bridge Program in a letter to Mayor Jerry P. Treñas has requested the assistance of latter’s office for the conduct of soil/geotechnical investigation as part of the design of the substructure.

The Woodfields Consultants Inc has been tapped as project consultant of the project.

Meanwhile, Treñas, in consultation with Sangguniang Panlungsod’s chairman on traffic committee councilor Erwin Plagata, disclosed that they will also look into other areas where traffic congestion is experienced and compared them with the proposed location.

One area is the junction of the national road in Taft North and Diversion Road in Mandurriao.

“This will be the second flyover for Iloilo City,” he said.

Treñas said there was no mention as to the budget allotted for the project.

The first flyover was constructed at the junction of General Luna and Infante streets, which is worth about P400 million.

WHEN the Philippine Medical Association contingent came to Panay Island to offer assistance to Ilonggo, Antiqueño, Aklanon and Capiznon victims of typhoon Frank, very few knew about the bighearted name behind the generosity.

Now, even if Wanders, the world-renowned, dance and acrobatic extravaganza is booked to perform for free during the awarding ceremonies of the Dinagyang 2009, again, very few know about the bighearted name behind the generosity.

Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and Chief Executive Officer Efrain C. Genuino or “Kuya Efren,” to friends, has been with Panay, particularly Iloilo Province and Iloilo City in abundance and in need.

With his pronouncement in the Kalibo Ati-atihan Festival last week that he will help the Department of Tourism by bringing in investors, Genuino becomes more relevant to Iloilo City and Iloilo Province.

Gov. Isidro Zayco had earlier the rice production of Negros Occidental grew by five percent in 2008, increasing the province’s rice sufficiency level to 95 percent.

With a production of 435,000 MTs in 2007, Negros Occidental had a sufficiency level of 90 percent, and then ranked 11th in rice production.

Zayco had also said majority of Negrense farmers have taken advantage of the rains and have started planting rice this month to could help boost rice production for the province.*NLG

Govt approves funds for TV network upgrade, bridge projects

MANILA, Philippines - The Philippine government approved some P12 billion in infrastructure projects, including the construction of bridges and the upgrade of a state-controlled broadcast company.

Besides the immediate rehabilitation of People’s Television Network Inc. (PTV-4), the National Economic and Development Authority (Neda) – through its investment coordination committee-cabinet committee (ICC-CC) – has also endorsed the Bridges for Prosperity Acceleration Project.

The body also approved increased allotments for the Iloilo Flood Control Project Phase 2 (Stage 1), the Neda said in a statement.

These projects only needed the confirmation by the NEDA Board, which is chaired by President Gloria Macapagal-Arroyo, as final approval.

The broadcast company’s upgrade will cost some P470 million. The improvement intends to strengthen its efficiency and effectiveness as an integral and critical part of the government’s information system, the Neda said.

An estimated 85 percent of project funds will be sourced from the US Export-Import (EXIM) Bank with London Forfaiting Americas, Inc. (LFAI) as lender, which will finance the remaining 15 percent.

The bridge project of the Department of Public Works and Highways (DPWH) involves constructing permanent bridges and replacing temporary bridges, all totaling 242 along national roads nationwide.

Of the P9.6 billion-bridge project, about P8.3 billion will be financed by the United Kingdom and about P1.31 billion will be provided by the Philippine government.

Meanwhile, after the ICC-CC re-evaluated the Iloilo Flood Control Project Phase 2 (Stage 1) and its change in scope, it approved the cost increase of P1.68 billion. The project aims to mitigate flood damage to create a more sustainable urban community in Iloilo.

The project’s change in scope was approved to avoid further delays in the project’s completion due to right-of-way (ROW) problems.

Also approved was the project’s additional cost due to increase in the civil works, ROW, and construction management components and the 38-month extension of implementation period from March 2002 to March 2007 to March 2002 to July 2010.

- the proposed areas (gen luna-jalandoni and diversion taft north) IMO dont have the volume of the stoplight (esp taft-diversion.) since these are just T-shaped junctions unlike the + shaped of stoplight.

Imo, combining some towns into one would be better. Iloilo has 40+ towns, and none of them (accdg. to chy's list of 2007) are 1st class. However, if we combine towns, they can become cities, which in turn are eligible for higher IRA. I'd cite Negros Occ. because they made this process work, aside from the high sugar production. That's why I really considered Pototan as sayang because it could've been a city. Besides in the Philippines, we have a different classification for a city. It's not necessarily that of the norms of the West.

Besides, if the tendencies of the politicians is to be corrupt, then we surely have a notion that the creation of this new town is a little plot they make. Another thing is that a Tupas is organizing this - meaning it's a family move, ensuring their future generations of a stronghold. Not that I'm totally against this but we're in the Philippines and we know how politics runs, especially that majority of corruption cases happen in the local level. If they want areas to be thriving, then it's best to establish more districts. That way, less tendencies to corruption, more money in. That's what Cebuanos are fighting for when some of their politicians are fighting to make Cebu into two provinces. Just my two cents...:)

Anyway, Dinagyang naman so let's set aside politics for our devotion to the Child Jesus.

‘Dinagyang is devotion, not just money’

AT least two readers of www.thedailyguardian.com have expressed views on the religiosity of Dinagyang Festival, Iloilo City’s premiere celebration.

The online readers were reacting to the proposal to ban at least two tribes that are showing mediocrity because they have not received subsidies from the Iloilo Dinagyang Foundation Inc. (IDFI).

City Tourism Officer Ben Jimena broached the idea of excluding the mediocre tribes as “they might jeopardize the world-class presentation.”

But Cirilo Calabio, an Ilonggo based in Australia, said the proposal “to exclude two tribes because of mediocrity of performance is a mockery of the religiosity of the festivities.”

“Dinangyang is not just a competition but a devotion. These tribes should still perform as non-competing group for the purpose that they have been part of the Dinagyang history. It is a shame to know that… we are trying to figure out our interest for the worldly things,” Calabio said.

Jimena explained the city might later come up with an activity with the barangay-based tribes – that may not be capable of coming up with a very good performance – then choose the best among them to join the festival highlights.

The tribes’ subsidies have always been an issue, thus, IDFI has ruled that only the top 15 tribes based on last year’s results will be given subsidies as prize catch for the tribes to perform well.

Calabio said: “The Dinagyang has evolved through time and we must not ignore the real reason for its beginning. Kalibo Ati-Atihan has retained its name as festival even without being to commercialize and spectacular. It still retained its real essence as religious activity as well as a festivity of culture and lifestyle.”

“We could be progressive without compromising our identity, culture and our religiosity or spirituality. We have thousands of people in the streets but only a few hundreds pay tribute to honor Lord Jesus, as the main focus of the festival. God Bless Iloilo,” said Calabio.

Meanwhile, reader Rolando Flores said “This is an enjoyment and of course a devotion. You can find alternate ways to not ban those groups. Go Iloilo Dinagyang and have a good time.”

Mediocre tribes upset Treñas

MEDIOCRE tribes aiming to ‘sabotage’ Dinagyang Festival 2009 have spoiled the party mood of Iloilo City Mayor Jerry Treñas during the Opening Salvo Jan. 16.

“I was very disappointed,” Treñas told reporters as to how he felt seeing the concerned tribes passing the Freedom Grandstand without any effort of performing.

City Tourism Officer Ben Jimena identified Tribu Himala and Tribu Hamili as the mediocre tribes because they did not execute any performance as dry-run for Sunday’s spectacle.

Jimena clarified the tribes are bound to follow standards set by the Iloilo Dinagyang Foundation Inc. (IDFI).

The said tribes are not subsidized by IDFI because they ranked 16-20, thus excluded from the subsidized top 15 tribes based on last year’s results.

Though IDFI softened the rules and extended P25,000 to each of the two tribes which

persistently lobbied with Treñas for financial assistance.

“I cannot give assistance to them. I cannot tell IDFI to do anything,” said Treñas.

‘LAST CHANCE’

Dr. Jaime Manila, tribes committee chair, yesterday said that Hamili tribe manager Francis Segovia verbally expressed Tuesday to back out of the competition.

However, Nena Magalona, IDFI publicity committee chair, yesterday said Segovia asked for reconsideration yesterday.

“Dr. Manila is inclined to accommodate their request considering that they have not committed major violations of the tribes’ competition rules and regulations. They may be considered but they shall be the last performer,” Magalona said.

Iloilo taxis to issue receipts by October

ILOILO City – All taxicabs here are expected to start issuing receipts by October, a move that assures passenger safety and more taxes to the government.

Land Transportation Franchising and Regulatory Board (LTFRB-6) Regional Director Porfirio Clavel said the receipts should include the name of the taxi, the fare, the date, contact number of the taxi and tax identification number.

Clavel discussed with the officers and members of the Association of Taxi Operators in Panay this new scheme on Monday.

Some taxi operators expressed reservations. No commercial establishment sells receipt-issuing taxi meters here.

A receipt-issuing taxi meter reportedly costs at least P16,000. This must also be registered with the Bureau of Internal Revenue (BIR).

Clavel said this new LTFRB policy will be implemented gradually so that taxi operators will not be unnecessarily pressured.

Under a BIR plan, taxi meters that print out receipts should have a memory feature to record the total monthly gross receipt of a cab.

The BIR targets to collect a three-percent gross from tax receipts.

This new scheme is projected to generate P2.2 billion in revenues to the government yearly.

Since 2007, taxi units at the Ninoy Aquino International Airport in metro Manila have started using meters that issue receipts.

In October last year, cabs with receipt-issuing meters rolled out in Capiz, the first outside Metro Manila./PN

Firearms banned from Dinagyang judging areas

ILOILO City – Judging areas for the Kasadyahan and tribe competition of the 2009 Dinagyang Festival this Saturday and Sunday are gun-free zones.

Bringing of firearms is prohibited in the Freedom Grandstand, Iznart St. judging area, Provincial Capitol area and Quezon-Ledesma St.

The Police Regional Office 6 has created Task Force Dinagyang to enforce the gun ban and maintain peace and order during the festivities.

According to Chief Supt. Isagani Cuevas, regional police director, the gun ban covers even those who have permits to carry firearms outside their residences, or permits to transport firearms.

Violators will be arrested, said Cuevas, and their guns confiscated.

The judging areas are expected to be full of people. Their security is of paramount concern, explained Cuevas.

Task Force Dinagyang is being led by the Iloilo City Police Office (ICPO). It has four sub-task forces.

Each sub-task force is composed of uniformed police personnel and intelligence operatives. They will monitor their area of responsibility.

Supt. Eugenio Espejo, officer-in-charge of the ICPO, also said around 3,000 force multipliers are ready to help policemen keep this city peaceful and orderly.

The force multipliers are composed of Reserve Officers Training Corps (ROTC) cadets and cadettes from several universities and colleges, barangay tanods, police practicums, medical volunteers and non-government organizations (NGOs).

The ICPO expects the number of petty street criminals such as snatchers and pickpockets to increase.

Last year, the ICPO recorded several cases of theft and snatching during the festivities.
Several persons, too, were arrested for vagrancy and for bringing deadly weapons.

The Police Regional Office 6 will be fielding 300 more policemen to assist the ICPO.
Espejo also said some policemen will secure high-profile guests.

Fresh from their security assignment during the Ati-Atihan Festival in Kalibo, Aklan, 225 neophyte cops from the Police Regional Office 6 (PRO-6) will be deployed here, too.

The Philippine Army will also support in the conduct of checkpoint and intelligence operations.

2nd flyover to rise in Iloilo City

Iloilo City will have its second flyover project under the forthcoming Mega Bridges for Urban and Rural Development Project funded by the French government. It will be implemented by the President’s Bridge Program which is under the Department of Public Works and Highways (DPWH).

In yesterday’s interview, Mayor Jerry Treñas said he received a communication from Emil Sadain, executive director of the President’s Bridge Program, of their plan to construct another flyover for Iloilo City. The cost of the project was not stipulated in the letter sent by Sadain to the chief executive.

In the proposal, Sadain identified the proposed site of the flyover project at the General Luna-Jalandoni Street junctions. At the same time, Sadain requested from the city government for a possible assistance for the Woodfields Consultants Incorporated, project consultant.

The Woodfields Consultants Inc. and their employed geotechnical and material testing company will conduct soil/geotechnical investigation on the proposed project site prior to the final construction. The soil/geotechnical investigation will determine the design of the structure.

The District Engineer through Engr.Manuel Ticao Jr. informed Treñas that the site surveys, soil/geotechnical investigations and compliance for the issuance of an Environmental Compliance Certificate (ECC) are soon to be carried out.

However,Treñas said they prefer to build the fly-over at the Taft North-Diversion Road area. He has already discussed the matter with Councilor Erwin Plagata, head of the Traffic Technical Working Group on the proposed construction of another flyover project.

They will confer their preferences with the project proponent. The flyover project is a national government project and the city has no financial counterpart for its construction.

The mayor envisioned that once the flyover project is constructed along the Taft-North-Diversion Road, traffic flow will improve in the area.

Iloilo City's first flyover was constructed at the junction of General Luna and Infante streets, which is worth over P400 million.

The call of the wild

One of the best soirees before the year end happened at the Volkswagon Club along the Board Walk Avenue in uptown Iloilo City. It was the 18th birthday party of young fashionista Amanda Trenas who commanded all her guests to come in their wild animal inspired clothes. Amanda was the most stunning in her peacock dress made exclusively for that night by the famed fashion designer Rajo Laurel.

A huge leopard head was made as the entrance with torches placed along the way leading guests into the jungle place. The fabulous props were designed and executed by well known set director Kevin Piamonte no less. A firework display opened the party. After that, was the the rock band played with Amanda's brother Jay as its lead singer. A surprise number from the celebrator's close friend Kate followed. She sang two songs with the band.

An awesome fire dance was performed by the talented Jay Garovillo that almost set the crowd in a frenzied state.

The all ready hot affair turned a degree higher when sexy dancers started to get on with their wild dancing inside their cages --- the signal to let the party begin . DJ Jason of the fabulous Flow Super Club did a superb job of putting the crowd on the groove the whole night long. Everyone just had a great time.

What a town, what a night! Cheers!

Better facilities for Dinagyang guests

DINAGYANG Festival guests at the Freedom Grandstand will be treated to new and better facilities at the newly spruced up Peralta Dinagyang Park just behind the grandstand.

Iloilo City Mayor Jerry P. Treñas said the City Government spent more than P1 million for the construction of new comfort rooms and water tank while personnel of the Task Force on Beautification conducted landscaping and planted flowers, croutons and carabao grass at no extra cost to the city.

The new facilities also include a refurbished chess center. The statue of World War II hero General Macario Peralta was transferred to the center of the park for veterans and their families to enjoy and savor history.

Treñas said the park used to be known as the Sunburst Park but was changed to Peralta Dinagyang Park in honor of the war hero and make it the home of the Dinagyang Festival.

With the new facilities, guests are assured of their continuous enjoyment of the Dinagyang festivities. (LCP)

ILOILO CITY, Philippines—Ilonggos on Thursday feasted on the largest-ever bowl of La Paz batchoy in a bid for a world record.

Around 1,000 residents and guests flocked to the La Paz District plaza where a giant stainless steel bowl was set up to cook the savory noodle dish.

The bowl, measuring two meters in width and one meter in height and custom-made in Cebu City for P180,000, had a capacity of 3,500 liters. The broth alone reached 1,700 liters.

Joel Adrias, vice president for operations of the Deco's Batchoy, the original makers of the dish, said they expected to prepare 1,000 to 1,200 servings.

Three hundred servings were reserved for street and school children while the rest were served to guests and residents in the jam-packed area at the public plaza.

"We are making history," city tourism officer Ben Jimena told spectators and guests led by Iloilo City Mayor Jerry Treñas and Presidential Assistant for Western Visayas Raul Banias.

The dish is made from a mixture of meat broth and yellow noodles topped with slices of pork meat and innards, fried chopped garlic, spring onions, fermented fish paste (guinamos) and crushed pork cracklings (chicharon).

The popular dish was first prepared in 1938 by Federico Guillergan Sr. inside the La Paz market from a mixture of broth, noodles, beef and pork. The menu later evolved to the present delicacy, which has become the city's most popular dish. It is already available in franchise stores in shopping malls nationwide.

Federico Jr., who took over the business from his father, said that at first, his father jokingly called the dish as "bats" when asked by friends for the name of his concoction. Federico Sr. later added "choy" from the mixed vegetable dish "chopsuey" which became "batchoy."

The preparation of the dish took almost seven hours from 2:35 a.m. to 7 a.m. and required six cooks.

The cooks used around 200 kilos of ingredients, including beef, pork, innards, liver and garlic. The amount of garlic alone reached around 30 kilos, said Adrias.

The formal launching of the record bid started around 10 a.m. followed by the serving of the dish but residents waited for hours observing the preparation of the dish in the giant bowl and later lining up to be part of history.

"I'm excited and happy to be here. I regularly eat batchoy," said John Christian Labto, 11, a resident of the village of Gustilo in La Paz, who was among the children given free stubs.

Edgar Sia II, Deco's Batchoy owner and president of the Iloilo Convention and Visitors Bureau (ICVB), said they have been eyeing to set a world record in the Guinness World Records for the biggest bowl of La Paz Batchoy.

He said they would send videos and documentation to the world record body and seek authentication of the world record bid.

"The La Paz Batchoy has always been identified with Iloilo and Ilonggos, so we thought of this activity as part of the Dinagyang festival," Sia told the Philippine Daily Inquirer.

Organized by Deco's Batchoy and the ICVB, the activity is part of this year's celebration of the annual Dinagyang Festival.

The weeklong festival culminates on January 24 and 25 with the world famous Ati-Atihan tribe contest. Tourism officers have voted for the festival several times as the country's best festival.

Tourism regional director Edwin Trompeta said the event gave a big boost to Iloilo's tourism industry.

"A visit to Iloilo would not be complete without eating batchoy," Trompeta said.

- the proposed areas (gen luna-jalandoni and diversion taft north) IMO dont have the volume of the stoplight (esp taft-diversion.) since these are just T-shaped junctions unlike the + shaped of stoplight.
- mayor jerry thinks that a new flyover at diversion and taf north would bring more custormers to their CARLOS in that area :lol: pero jokingly aside they shoudl concentrate in the EL 98-diversion junction
- hopefully megaworld can start soon since it will have affect diversion road. kon tani mas nami nga they can make a road connecting mandurriao to el98 passing the old airport runway. that will be much better.

All set for best tourism event in RP

EVERYTHING is in place for the staging of the Dinagyang Festival slated on January 23-25 in Iloilo City.

City Mayor Jerry P. Treñas announced this after getting all reports from working committees of the Iloilo Dinagyang Foundation Inc. regarding preparations for the best tourism event in the Philippines.

The Dinagyang Festival recently won a grand slam as the Association of Tourism Officers of the Philippines (Atop) selected it as the best tourism event.

Treñas said the festival highlights would once again focus on the Ilonggo's faith in Sto. Niño and the people's love for fun, music and dance. The highlights include a three-day dance competition, search for Miss Dinagyang, food festival, drum and bugle contest, fireworks display, dance showdown and battle of the bands.

A new event known as the Salvo of a Thousand Drums will also be introduced this year at the Iloilo Sports Complex. It will be a prelude to the closing and awarding ceremonies along with Philippine Amusement and Gaming Corporation's (Pagcor) Wanders artists and acrobats.

Treñas said Pagcor, on top of its financial assistance to the festival, is sending Wanders to add color to the closing rites. The artists and acrobats are culled from Russia, Cuba, Japan, China and Europe and will give a world-class performance to Dinagyang revelers.

The city mayor also said local security forces have been beefed up with ground troops from the Philippine Army, regional Philippine National Police (PNP) command and regional mobile group and police interns.

Expected to join the celebration are Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando and his wife Marikina Mayor Marides Fernando, Senators Bong Revilla, Migs Zubiri, Jamby Madrigal, Mar Roxas, Chiz Escudero, Kiko Pangilinan and Manny Villar.

Other confirmed guests are foreign diplomats, bankers and top businessmen based in Metro Manila.

Iloilo completes biggest batchoy bowl, seeks 2nd world record

MANILA, Philippines — After establishing a world record for the longest football game last weekend, Iloilo completed Thursday its bid to set another record, this time for the world's biggest batchoy bowl.

Radio dzBB's Iloilo affiliate reported that as of Thursday noon, more than 3,500 people lined up at the La Paz district to partake of the dish.

The report said representatives from Guinness World Records also went to the area to observe the proceedings.

Cooks started preparations at 2 a.m. at the La Paz public plaza in Iloilo City.

Ingredients alone, including 150 kilograms of "miki" round noodles and pork innards, weigh more than 200 kg. Other ingredients included 60 kg of chicharon and 100 kg of meat.

The cooks, who needed ladders to climb the giant bowl used to make the dish, were to ensure that the ingredients were mixed properly to make a "perfect" La Paz batchoy dish.

Once ready, the ingredients will be cooked in a stainless steel bowl measuring two meters in diameter and a meter high. The stainless bowl was made in Cebu specifically for the occasion.

The bowl could hold 3,500 liters of water, but kitchen staff filled it with only about 1,700 liters of water.

After the batchoy was cooked, the contents were poured into regular-sized bowls and served to 1,000 to 2,000 orphaned and indigent children, local officials and their guests, and tourists.

The world record try is the first of its kind, and is one of the special events in the week-long Dinagyang Festival.

Last weekend, players from Barotac Nuevo town made history for having played soccer for over 35 hours, longer than the record set by Australia. - GMANews.TV

MANILA, Philippines - Iloilo City police have set up checkpoints and beefed up security for at least four major festivities starting from this weekend to February 22, a radio report said Thursday.

Radio dzBB's Iloilo affiliate reported that the checkpoints are in place to complement more than 1,000 police personnel securing the Dinagyang festival on Saturday and Sunday.

City mayor Jerry Treñas ordered security beefed up for Dinagyang, which is considered a major tourist attraction.

After Dinagyang, police will remain on alert for the Chinese New Year on Jan. 29. The city government moved its celebration of New Year as Jan. 26 is "too close" to the end of Dinagyang.

Police security will remain tight in February for two major events, including the feast of Our Lady of the Candles in Jaro, and the Paraw regatta on Feb. 22.- GMANews.TV

TODAY was :banana::pepper:

- met lewdsaint, berniemack and chymera (with vinz of exploreaklan.blogspot.com) at the worlds biggest la paz batchoy guinnes record attempt
- has a buffet at the nearest place, la paz kitchenette
- berniemack said he was tired of going to the malls, sorry the three of us (bernie,lewdsaint and i) went to guimaras :lol:
- then afterwards met with chymera and vinz at robinsons and went to iloilo business club at marymart
- we then went around smallville but deco's was still closed so we drove around and went to carpenter's bridge via molo.damo gid sila pictures sa area and then we drive sa iloilo boulevard mismo bisan "rough" road pa sya
- then we drove alogn gen luna and going to jaro we passed by jalandoni bridge and hen toured prime estates :lol:
-exiting at teh sportscomplex we went around ledesco village giving our opinions about the houses around. favorite house was the airport or club21 house :lol:
- then finally capped the day with big burgers at perri todds.it was full packed.and also full of surprises. a new place plus much better burgers.

ILOILO CITY-- Nagalab-ot sa 180 ka mga players sang golf nagikan sa nagkalain-lain nga bahin sang Pilipinas kag mga international golfers, ang nagpasakop sa 8th Mayor Jerry Treñas Cup, isa ka golf tournament nga nagapadayon tubtub karon sa golf club sang Sta. Barbara, Iloilo bilang isa sa mga atraksyon sa Dinagyang Festival 2009.

Sa interview sang Bombo Radyo Iloilo, ginpahayag ni Mr. Oscar Nava, organizer sang nasambit nga event, nga kapin 100 ang nagpasakop sa Iloilo pa lang.

ILOILO CITY - Gagawing landmark sa public plaza ng La Paz, Iloilo City ang stainless na batchoy bowl na ginamit sa pagsilbi ng batchoy kanina, bilang bahagi ng kampanya ng Iloilo na makapasok sa Guiness Book of World Records bilang may pinakamalaking batchoy bowl sa mundo.

Sa panayam ng Bombo Radyo Iloilo, inihayag ni Mr. Ben Jimena, tourism officer ng Iloilo City, na hiniling na nila sa Iloilo City Council na gumawa ng isang resolution na gawing landmark ang higanteng mangkok.

Magugunitang kanina ay umabot sa mahigit 500 katao ang kumain ng batchoy na isinilbi sa naturang mangkok, kabilang na dito ang 300 street children bilang bahagi ng feeding program ng city government, ngunit libong katao naman ang dumating upang sumaksi sa pagsisilbi ng batchoy.

Inihayag naman sa Bombo Radyo Iloilo ni Mr. Federico Guillergan Jr., anak ng founder ng La Paz batchoy na si Federico Guillergan Sr., na umaabot sa P80,000 ang kanilang ginastos sa pagsisilbi ng batchoy kung saan 100 kilo ng pansit, 100 kilo ng karne ng baboy, 100 kilo ng karne ng baka, 80 kilo ng atay ng baboy, at 80 kilo ng lamang loob ang ginamit.

Mahigit 38 galon ng tubig ang ginawang sabaw, habang 20 naman kilo ng black pepper ang nagamit.

Napag-alaman na ang higanteng batchoy bowl ay binili pa sa Cebu na nagkakahalaga ng P180,000.

Isang karangalan rin umano para kay Guillergan, may-ari din ng isang sikat na tindahan ng batchoy sa lungsod na makapasok sa Guiness at kilalanin ang Iloilo bilang may pinakamalaking batchoy bowl.

Ayon dito, malaki ang naging papel ng batchoy sa kanyang buhay, dahil ito umano ang nagpatapos sa kanilang magkakapatid sa kolehiyo at nakapagpatayo sila ng negosyo.

Anim na taong gulang pa lamang umano siya ng sinasanay na ng kanyang tatay sa pagluluto ng batchoy.

Sa ngayon kahit umano nagkakaedad na siya, wala pa siyang balak na magretiro ngunit ngayon pa lang ay inihahanda na umano nito ang kanyang mga anak upang pumalit sa kanya balang araw na nagpakilala sa Iloilo sa buong bansa.

Taong 1928 umano ng iniluto ni Federico Guillergan Sr., ang unang batchoy sa bansa.

Napag-alaman na mismo si dating Pangulong Ramon Magsaysay ang tumungo sa Iloilo upang kumain ng batchoy kung saan tatlong mangkok pa umano ang naubos nito.

Ayon kay Ben Jimena, nakatulong ang ginawang pagsisilbi kaninang ng batchoy sa higanteng mangkok upang lalo pang makilala sa buong mundo ang Iloilo bilang may pinakamasarap na batchoy.

Drum and bugle competition today

ILOILO City – Eight elementary schools and three secondary schools are competing in today’s Dinagyang Festival Drum and Bugle and Lyre Competition at the Freedom Grandstand.

The contest begins with a parade at 8 a.m. today from Plaza Libertad.

Each group is given seven to 10 minutes to perform.

Department of Education City Schools Division Assistant Superintendent Febe Cang said dragon dancers from the Iloilo Central Commercial High School will perform prior to the contest.

The competing groups at the elementary level are:
• A. Montes II Elementary School
• La Paz Elementary School
• A. Montes I Elementary School
• Baluarte Elementary School
• Mandurriao Elementary School
• Arevalo Elementary School
• Alibago Elementary School; and
• Graciano Lopez Jaena Elementary School.

In the high school level, the competing groups are from the Calinog National High School, Fort San Pedro National High School and Iloilo City National High School.

This afternoon, a fluvial parade featuring the Señor Sto. Niño begins at 3 p.m. from Fort San Pedro to the Iloilo Customs House on Aduana Street.

A procession follows from Muelle Loney St. to the San Jose Church passing the Arroyo Fountain, Iznart St. and JM Basa St.

A Mass will be celebrated at the San Jose Church./PN

Filipino inventor first Rolex Awards laureate

Agricultural engineering Professor Alexis Belonio of Central Philippine University in Iloilo City was honored by The Rolex Awards for Enterprise as Associate Laureate, the first-ever Filipino to receive such award from the renowned Swiss watchmaker.

He joins the ranks of visionaries around the world, who, since the award was founded in 1976, have undertaken groundbreaking projects benefiting their field, communities, and the world.

About 100 guests from governmental bodies, academia, professional organizations, environmental groups, as well as media, gathered on the evening of January 21, 2009 in Manila Peninsula Hotel, Makati City to celebrate the occasion.

Belonio achieved what leading experts had declared could not be done: Turn agricultural waste into purified gas in a top-lit, updraft, and biomass gas stove. A simple stove powered by rice husks, one of Asia’s most abundant farm wastes, this low-cost invention reduces fuel costs and minimizes greenhouse gas emissions, potentially benefiting millions of families in the Philippines and abroad.

Cookers fuelled by rice husks have been used before, but are sooty and unhealthy and do not generate enough heat to cook food quickly. Belonio believed that if he could convert rice husks to gas, it would provide a much hotter, cleaner flame for cooking. Gasification has been regularly re-invented for a variety of applications over the past 150 years, including those for several types of stoves, but few applications have benefited so many people, so simply, and so cheaply.

The potential benefits are manifold. A ton of rice husks contains the same energy as 415 liters of petrol or 378 liters of kerosene. A few handfuls of rice husks can boil water in six to nine minutes. Best of all, the rice husks are usually free, either from farms or from the waste dumps that surround rice mills. Furthermore, by being far more efficient than ordinary cookers, Belonio’s stoves reduce greenhouse gas emissions and eliminate toxic fumes inside houses. Even the char left after burning can be recycled to improve farm soils or to form bio-coal briquettes.

As an Associate Laureate, Belonio received US$ 50,000 and a steel and gold Rolex chronometer at the award ceremony.

"It’s been quite a journey – from simply believing it was possible to creating the first stove on my own, from refining the design to make it accessible to thousands of families and now to receiving this award," said Belonio, Associate Professor of Agricultural Engineering from Central Philippine University in Iloilo City. "There are some excellent pioneers in the Philippines and I am incredibly honored to be the first awardee from my country. I am grateful to Rolex for recognizing the enormous potential of the stove to improve the lives of millions of people. The greatest reward is seeing that my invention can enhance well-being and contribute towards reducing greenhosue gas emissions. With this recognition from Rolex, I’m hoping to run this project on a bigger scale and to expand it to other places in Asia and around the world."

NEDA approves P10-billion PTV-4 rehab, bridge projects

Two projects worth P10 billion got the go-signal from the National Economic and Development Authority (NEDA) Investment Coordination Committee-Cabinet Committee (ICC-CC).

The approved projects were the immediate rehabilitation the People’s Television Network, Inc. (PTV-4) and the upgrading of bridges.

Aiming to modernize the analog broadcast facilities and equipment of PTV-4 and strengthen its efficiency and effectiveness as an integral and critical part of the government’s information system, the rehabilitation of the network is estimated to cost P470 million.

About 85 percent of the funding would be sourced from the US Export-Import (EXIM) Bank with London Forfaiting Americas, Inc. (LFAI) as lender. LFAI shall finance the remaining 15 percent.

On the other hand, the bridge project of the Department of Public Works and Highways (DPWH) involves constructing permanent bridges and replacing temporary bridges, all totaling 242 along national roads nationwide.

Of the P9.6 billion bridge project, about P8.3 billion shall be financed by the United Kingdom and about P1.31 billion shall be provided by the Philippine government.

NEDA has also approved the Iloilo Flood Control Project Phase 2 (Stage 1) and its change in scope and cost increase of P1.68 billion. The project aims to mitigate flood damage to create a more sustainable urban community in Iloilo.

The change in scope of works was approved to avoid further delays in the completion of the project due to right-of-way (ROW) problems.

Food festivals at city streets

FOOD and drinks have virtually flooded Iloilo City as food festivals in various venues started to lure Ilonggos and visitors alike to party in celebration of Dinagyang Festival 2009.

The Iloilo Hotels, Resorts and Restaurants Association (IHRRA) yesterday opened its food fest with 36 kiosks at Delgado-Valeria Street, City Proper which will last till Sunday.

IHRRA president Happy Abenir said they are showcasing the best of Iloilo in terms of cooking at competitive prices. The food booths are decorated for a festive mood while live bands provide entertainment nightly.

“We expect a lot of visitors. We will show them the specialties of what Iloilo should offer,” Abenir told reporters. Meanwhile, the whole stretch of Iznart and Valeria in downtown will be filled up with thematic kiosks including that of businessmen, students and municipalities selling wide array of food and drinks and other products to revelers. Malls have also prepared food parties.

Organizers assured security and sanitation at the food festival venues.

Water supply in Iloilo City slightly improves

Water supply in Iloilo City has slightly improved after the installation of a by-pass connection from the water intake in Barangay Daja, Maasin to its water treatment plant in Barangay Talanghuan, Sta. Barbara.

MIWD senior information officer Olivia Corazon Ledesma said the water supply has been restored by about 70 to 75 percent.

Water supplies in Sta. Barbara and Pavia towns and Iloilo City?s Jaro and Lapaz districts are almost sufficient while intermittent water pressure can be felt in terminal areas like waterfront barangays Obrero and Lapuz.

Meanwhile, water supply at the City Proper district was restored Monday.

The water supply at Molo, Mandurriao and Arevalo districts is augmented by deep wells in Oton and San Miguel towns.

Ledesma added that probably, the water pressure will be near to almost normal at the end of this month.

Well i hope so.. But he's not.. He is just using government funds to propel his political ambitions.. He tried to do it in Sinulog activities in Cebu.. unfortunately hindi sya pinansin.. NOw he is trying in Dinagyang.... I mean let us give the festivals its own worth and focus on the cultural and religious perspective.. if he would help in whatever way,, he can always do it.. but not to the extent of using the activities for his ambitions.. which is obviously a machinations of traditional politicians..

The early years of the Iloilo Dinagyang

Every fourth week of January, Iloilo City, capital of the province of Iloilo in Panay Island, celebrates its Dinagyang festival. Dinagyang, or literally merry-making, is characterized by choreographed dancing of “tribes” consisting of young men and, in some instances, young women. Members of these performing tribes don very colorful and outlandish costumes that are almost always made of local material, the remarkable précised movements of the performers are aided by a group of drummers who play various rhythmic beat patterns. Of course, all the performers are covered with black soot.

As to why the performers had to smear their bodies with soot can be explained by the Ati or Negrito element of the celebration which had its roots in the so-called coming of the ten Bornean datus and their families to Panay as told in the Maragtas. The relevant section says: “After the two parties have agreed on the barter, they decided to seal it off with merry-making. The Bornean Malays, to be in skin and spirit with their new-found friends, daubed their faces with soot, and happily danced together with the Atis.”

Again, as to how the Ati element of the celebration became merged with the devotion to the Sto. Niño is not really clear. One version is that the early organizers of the Ati-atihan, especially in Aklan, believed that the act of smearing one’s body with soot is emulating what the people of Nineveh in the Bible did to show their repentance to God. Their dressing of a sackcloth and their faces and bodies with ashes or soot were an act of penitence and sacrificial rite (Tabanar 1986).

The beginning of the Iloilo Dinagyang dates back to the years 1967 when a replica of the image of El Senior Santo Niño was first brought from Cebu to the San Jose Parish Church in Iloilo City through the efforts of its Augustinian parish priest. The image, accompanied by devotes from Cebu, was enthusiastically and warmly received by the Ilonggos.

During the first two years, the celebration was essentially religious in character. In 1969, however, the Ati-atihan tribe contest was initiated and became part of the cultural aspect of the celebration. The fluvial procession of the Sto. Niño image at the Iloilo River was then considered a prerequisite to the Ati-atihan foot parade which was followed by a concelebrated mass and procession.

Since its inception, the Iloilo Dinagyang, initially called the Iloilo Ati-atihan, had evolved in the 1970s into a more colorful and pompous affair to include the participation of more Ati-atihan and mardi-gras groups. Its name was changed to Dinagyang in the mid-1970s through the suggestion of a radio broadcaster in order for the festival to attain its own identity. In 1974, the festival played a vital role in the “Operation Balikbayan” of the Ministry of Tourism under the Marcos administration.

The activities in 1975 centered on the Ati-atihan and mardi gras contest but in 1976, street revelry and audience participation were encouraged. Where before people were mere spectators of the performance of various competing Ati-atihan tribes, this year’s festivities offered them a chance to freely gyrate in the streets, shedding off inhibitions and forgetting the cares, pressures and vexations of everyday life.

Adding significance to the pageantry was the participation in 1977 of a real Ati tribe from the mountains of Barotac Viejo. The tribes was invited by the organizers of Dinagyang and the Regional Association of National Government Executives to perform and display their native dances.

The mardi gras was basically the cultural aspect of the Dinagyang which later on became known as Kasadyahan. It was participated in by the different schools and institutions in the city of Iloilo. Mardi gras displayed a colorful array of costumes principally made of native fabric or clothing. Traditional costumes such as the patadyong, saya, camisa tsino, and barong tagalong were used. The participants were barefooted while performing, accompanied by the gaily decorated floats carrying the muse of each group. The presentations showed various Ilonggo folk dances, reenactment of Western Visayan history and legends, the celebration of a barrio fiesta, and many more.

The Ati-atihan contest, considered as the main event of the festival, was participated in during its first ten years by an average of 12 to 15 tribes every year, sponsored by the different commercial establishments in Iloilo City.

Through the years, substantial improvements have been observed in all aspects of the celebration – dance steps, costumes, tribe discipline and organization, drum beat, pageantry, awards, management, and publicity – making it a top festival attraction in the country.

Who will be the winners in this year's Dinagyang?

It remains to be seen on whether last year’s grand champion in the Kasadyahan and Dinagyang competitions will retain the championship award as 17 competing tribes perform in the ati competition and six participating tribes for the Kasadyahan this weekend.

The 17 competing tribes for this year’s Dinagyang ati tribes competition are: Tribu Paghidaet, Tribu Ilonganon, Ang Taga Jaro, Tribu Silak, Tribu Atub-Atub, Tribu Panagat (formerly Tribu Parianon), Tribu Pag-asa,Tribu Panaad, Tribu Molave, Tribu Aninipay, Tribu Milagrosa (formerly Tribu Baryohanon), Tribu Himal-us, Tribu Bola-Bola, Tribu Hamili, Tribu Himala, Bantu and Angola.

After several considerations, the Iloilo Dinagyang Foundation Inc. (IDFI) allowed Tribu Hamili, Himala, Bantu and Angola to be part of the competing tribes provided they are the last performers.

Last year’s grand champion in the ati competition was Tribu Paghidaet. Tribu Ilonganon was 1st runner up; 2nd runner up Ang Taga Jaro; 3rd runner up Tribu Silak; 4th runner up Tribu Atub-Atub; 5TH Tribu ni San Pedro; 6th Tribu Parianon and 7th runner up Tribu Ivatan.

The Tribu ni San Pedro and Tribu Ivatan did not join in this year’s Dinagyang competition. Tribu ni San Pedro is from the Fort San Pedro National High School and Tribu Ivatan is from Batanes.

The 17 competing tribes will compete for the championship award up to the 4th runner-up. The champion will receive P100,000 cash prize; 1st runner up P50,000; 2nd P40,000; 3rd runner up P30,000 and 4th runner up P20,000.

There are also minor awards such as Best Performance in 3 places; Best in Choreography in 3 places; Best in Music in 3 places; Best in Costume in 3 places and Best in Street dancing in 3 places. Each will receive P10,000 cash prize.

In the ati competition, there are also special awards such as the Best in Discipline; Best in Choreographer in 3 places and Best in Headdress.

In the Kasadyahan contest on Saturday, there will be six participating tribes, namely, Tribu Jamindan of the New Lucena National Comprehensive High School; Tribu Bayluhay of Don Felix Serra National High School in San Joaquin; Tribu Saad of Leganes National High School; Tribu Tultugan of the municipal government of Maasin; Tribu Manduriaonon of Mandurriao National High School and Tribu Kasag of the Banate National High School.

In 2008, the Tribu Saad of the town of Leganes was the champion and Tribu Kasag got the 1st runner up. The Tribu Tinuom got the 2nd runner up and Tribu Bayluhay in the 3rd place.

Moreover, in this year's Drum and Bugle/Lyre (Glockenspiel) contest, 11 elementary schools and five secondary schools will compete today (Friday). The parade will start at Plaza Libertad at 7:30 am.

There are two judging areas for the drum and bugle/lyre competition. The first judging area is at the Iloilo Freedom Grandstand and second judging are is at the Iloilo Provincial Capitol.

The 11 participants in the elementary level are the A. Montes Elementary School; Alibango Elementary School; Cubay Elementary School; A. Montes Elementary School II; Baluarte Elementary School; Arevalo Elementary School; Mandurriao Elementary School; G. Lopez Elementary School; Lapaz I Elementary School; Guimbal Central Elementary School and Rizal Elementary School.

In the secondary level, the Iloilo National High School; Fort San Pedro National High School; Jalandoni Memorial National High School; Colegio de San Jose and Western Visayas College of Science and Technology will compete.

Last year, the Rizal Elementary School got the championship award in the elementary level. The Guimbal Drum and Lyre was 2nd place and Iloilo Central Elementary School landed 3rd.

In the secondary level, the Iloilo City National High School got the 1st place and Fort San Pedro National High School as 2nd place.
