EU envoy lauds Dinagyang Festival
Monday, February 16, 2009
By Lydia C. Pendon

A DIPLOMAT of the European Union has lauded the City Government of Iloilo for giving them the chance to watch the world-class Dinagyang Festival last January.

In his letter to Mayor Jerry Treñas, Ambassador Alistair MacDonald of the European Union Delegation of the European Commission to the Philippines, said he and his family and other visitors from England were delighted to have had the opportunity to see the artistry, the talent and sheer hard work of everybody who made Dinagyang Festival such a success.

"I had often read of the splendid Santo Niño festivals of the Visayas but this was the first occasion that I had to see one - and the reality of the Dinagyang surpassed everything that I had read," the EU ambassador said.

The ambassador and his guests saw the Dinagyang performances for the first time last January 24, and were impressed by the dancing ati-atihan tribes.

The envoy promised to be able to organize another visit sometime within the next couple of months and to take more time to hear from Treñas about the development of the city.

very nice, amigo. Thanks, alvin.

And the budget quoted before for the ILOILO RIVER DEVELOPMENT MASTER PLAN is PhP 4B.
the budget might be doubled by the now. This is the main reason why projects need to be started. Otherwise, construction materials start creeping up, labour price increases, etc. Just look at what happened to Iloilo City Hall and other big projects in Iloilo. By the time the projected is implemented, the budget ballooned to 100-200% already.

that's right. So the earlier and more aggressive they are to ask for state of emergency, the better the results will be for Iloilo. Time to move na.

Trouble in Paradise Island

THE SOUTHERN BEAT
Philippine star

By Rolly Espina Updated February 17, 2009 12:00 AM

For years now, interisland vessels passing by Sicogon Island off Panay could feast their eyes on what used to be a desirable tourist destination. But now, years after, it is the subject of an impending criminal and civil suit.

The reason – thousands of Sicogon Island residents facing eviction are urging the government to resolve peace and order for the once popular tourist destination. And their agitation is for the dismantling of armed goons purportedly terrorizing them. The residents last weekend, on their fifth day of protests, claimed that 100 families voluntarily left Sicogon. They are members of the Sicogon Fisherfolk and Farmers Association (FESSITA). The group reportedly petitioned 335 hectares of the Sicogon Development Corp. (SIDECO) to be covered under the Comprehensive Agrarian Reform Program.

But businessman Edgardo Sarrosa, president and chair of the SIDECO said he will file criminal and civil suits against those spearheading a march against their alleged displacement from Sicogon in Carlos town.

Sarrosa’s lawyer, Renecio Espiritu, claimed that five foreign investors interested in developing the 1,160 hectares island had pulled out because of the allegations of the marchers.

Espiritu pointed out that Sicogon cannot be covered by CARP because in 1977 then President Ferdinand E. Marcos declared it a priority tourism area, Espiritu stressed.

President Gloria Arroyo, he contended, even told SIDECO to hurry up the development of Sicogon to help decongest Boracay.

The title of Sicogon Island, Sarrosa pointed out, has not been foreclosed by the bank. He said they purchased the island from the Arroyo and Lacson families in 1972.

Sicogon has an area of 1,160 hectares which was a prime tourist destination in the seventies. It was then the sight for passing boat passengers.

It is made up of three barangays – San Fernando, Alipata and Buaya. It is the town of Carloses.

SIDECO reportedly owns 809 hectares or 70 percent of the total land area of what they used to call Paradise Island.

Last month, the protestors claimed, SIDECO issued them an eviction notice, giving them only 15 days to vacate their areas.

Lirio Cordova, community organizer of Panay Rural Organizing for Reform and Social Order (PROGRESO) said about 4,785 people, mostly farmers and fishermen, face dislocation.

The group also accused SIDECO of hiring armed goons to harass residents opposing the project to re-convert Sicogon into a major tourism destination.

Sarrosa denied the allegations, pointing out that all the claims were maliciously made to destroy the goodwill of SIDECO and the plan to revive the multi-million SIDECO Island Complex Resort.

Somehow, sooner or later, the suit must be filed and the court decides on whether SIDECO or the protesters have the right on Sicogon. Meanwhile, the transformation of the island into another major tourist destination is on hold.

WV gets P53-M for hospital upgrade

ILOILO City – The Department of Health (DOH) has released P53 million for the improvement of hospital facilities all over Western Visayas.

Dr. Ariel Valencia, DOH-6 acting director, said Iloilo will get P33 million for its district hospitals and other government-run health centers.

Guimaras will receive P10 million while Antique and Aklan will be given P8 million each.

Capiz, the pilot site of DOH’s FOURmula One for Health (F1) program, has already received P100 million for the improvement of its health facilities.

F1 implements critical health interventions geared towards achieving the health systems goals of the World Health Organization, the Millennium Development Goals (MDGs), and the Medium-Term Philippine Development Plan (MTPDP).

Valencia said although several hospitals damaged by Typhoon “Frank” have been already rehabilitated, DOH-6 still needs more funds to upgrade many health facilities.

“Hopefully, the Paglaum Fund will augment our the health projects,” he told the reporters during the launching of DOH’s Healthy Lifestyle to the Max at the Iloilo Sports Complex yesterday./PN

70 boats to see action in Paraw Regatta
By DAVID ISRAEL SINAY

ILOILO City – Around 70 boats will be competing in the 37th edition of Paraw Regatta this Sunday, said Iloilo Paraw Regatta Foundation Inc. (IPRFI) Chairman Manuel Villar Jr.

The annual competition among native outriggers in the Iloilo-Guimaras Strait has become a tourist come-on.

“Paraw Regatta is unique because it straddles the islands of Panay and Guimaras and tests the ability of native outriggers to wrestle with the water current,” Villa said.

Paraw Regatta is the last of the four Iloilo City festivities crammed in the first two months of the year. The other three were the Dinagyang Festival on the last Sunday of January, Jaro Fiesta on February 2, and the Chinese Lunar New Year.

Sunday’s race opening at Tatoy’s Manokan in Arevalo district is set at 8 a.m. The sailboat race is divided into two: Category A for paraw with waterline length ranging from 16 feet and below, and Category B for paraw 16.1 feet up to 22 feet.

Inspection and measurement of all boat entries will be done on February 21. All categories shall have a minimum crew of two. Any crew member who accidentally falls overboard shall be picked up immediately by the same carrying boat, otherwise this would lead to disqualification.

The race course is approximately 24 kilometers, starting at Tatoy’s Manokan and Seafoods in Sto. Niño Sur, Arevalo; borders the coast line of Iloilo City towards Fort San Pedro; crosses the strait towards Sto. Rosario, Buenavista, to Nagaba Point, Jordan and to Bundolan Point; and returns to Tatoy’s for the finish line.

Mayor Jerry Treñas had challenged the IPRFI to replicate the success of both the Dinagyang and the Chinese New Year.

This year’s regatta theme is “Sailing the high seas, mooring for more.” City Tourism Officer Ben Jimena said it indicates “the attempt of the event to get out of its comfort zone, to try the uncharted route out of the routine, and at the same time to gear up for change.”

Connecting this to the sailboat, Jimena said it could be interpreted as making the paraw ready for bigger challenges in a dynamic environment, “keeping its outriggers strong to fend the big waves, the sails sturdy to dance with the wind, and the hulls solid to counter the under current.”

The Sangguniang Panlungsod has declared third week February as the Iloilo Paraw Regatta Week. A mass at the Arevalo Parish Church was held on Sunday, followed by a miniature paraw race at Tatoy’s Manokan.

Samba de Regatta’s preliminaries take place on Thursday, February 19. There are nine groups participating. The contenders will parade from the Iloilo Provincial Capitol to the Freedom Grandstand.

Meanwhile, there are 20 candidates for the Miss Paraw Regatta 2009 beauty pageant on Friday night at the Freedom Granstand./PN

what i really like with the banner is the blue waters of Iloilo River plus the colourful banca .. it gives the colour and life ... it looks like a painting .. it's very surreal and very captivating ... and it's very European in nature. Daw ara ka lang sa Venice ... and to think that great civilisations emanate from the riverbanks or the body of water has influence them considering that exchange of goods, etc are well-transported by logs or small boats from one area to the other.

NCCA's 'Sayaw Pinoy' to perform in Iloilo's Paraw Regatta Festival

ILOILO CITY, Feb. 17 (PNA) -– The National Commission for Culture and the Arts (NCCA) "Sayaw Pinoy" will be adding color to Iloilo’s Paraw Regatta Festival as the touring dance troupe is scheduled to perform simultaneously with the highlights of the festivity here on February 21-22.

Iloilo City Tourism Officer Benito Jimena said the group is composed of the Bayanihan Dance Company, Silanganan of the University of the East, and Halili Cruz Ballet School.

They will be joined by local dance troupes such as the Kawilihan Dance Troupe and the Annie Sartorio Divinagracia Performing Arts.

Jimena said the "Sayaw Pinoy" will be held at the Robinsons Place car park, in the municipality of Oton, and the Jaro Gymnasium. All performances are open to the public.

“That is something new for the Paraw this year,” Jimena said.

The "Sayaw Pinoy" which Jimena dubbed as "Sayaw sa Paraw" is one of the highlights of the Philippine International Arts Festival (PIAF), which used to be known as the National Arts Month that is being celebrated every February.

According to the NCCA website, the "touring dance concert brings together different dance forms and features local dance troupes of the host cities and municipalities performing back-to-back with the different professional dance companies in the country." (PNA)

“Paraw Regatta is unique because it straddles the islands of Panay and Guimaras and tests the ability of native outriggers to wrestle with the water current,” Villa said.Paraw Regatta is the last of the four Iloilo City festivities crammed in the first two months of the year. The other three were the Dinagyang Festival on the last Sunday of January, Jaro Fiesta on February 2, and the Chinese Lunar New Year.

Sunday’s race opening at Tatoy’s Manokan in Arevalo district is set at 8 a.m. The sailboat race is divided into two: Category A for paraw with waterline length ranging from 16 feet and below, and Category B for paraw 16.1 feet up to 22 feet.Inspection and measurement of all boat entries will be done on February 21.

I totally agree. Without alumni, CPU be as developed as it is right now. The money of alumni keeps on rollin' in amidst bad publicity of Management Committee. If it's not for buildings, etc, gakadto sa scholarships and other outreach programs. Suwerte gid ang CPU. The alumni is the US are very generous to give money and it's getting bigger every year.

we need to support our human resource sa Iloilo. Ilonggos deserve the best of everything when it comes to health. Hopefully, with the money from national government for Iloilo hospitals, magamit lang sa maayo. We need better facilties especially sa aton mga district hospitals.

true dat. :) The inclusion of Iloilo as one of TOurism Zones in the country will give more promotion and emphasis what Iloilo can offer to the country and beyond. In saying this, we still more effort to compete with other tourist destinations back home .... and we are slowly getting there.

Iloilo’s Paraw Regatta Festival kicks off

Major activities in line with Iloilo’s 37th Paraw Regatta Festival officially kicked off Monday.

The Iloilo Paraw Regatta Foundation, Inc., organizer of the largest and oldest sailing competition in the Philippines and even in Asia, disclosed that three major activities commenced Monday afternoon as part of the official launching at the SM City here.

These included the opening of the photo exhibit of the Paraw Regatta Festival through the years by the Photo Artists League of Iloilo (PALI), opening of the Miniature Paraw-Making Contest and presentation of the candidates for the Miss Paraw search.

Foundation chairman Manny Villa Jr. said in addition to these three major events, spectators would also witness many other special events such as the ‘Samba De Regatta’ Torch Parade, Mardi Gras and Music Competition, rowing and padding competition, Paraw Regatta Slalom Race, Rapid Chess Tournament, Beach Volleyball and Football, Angler’s Competition, Pinta Layag, Reggae-Ta’ beach party and food festival and Luces by the Sea.

Last Sunday, however, the organizer had already hosted a fellowship breakfast at the Tatoy’s Manokan in Villa Beach after the 7:30 a.m. mass at the Villa Church simultaneous with the start of the Mini Paraw Sailing Qualifying Rounds.

The main activity will be the sailboat competition on Feb. 22 that will be participated in by more than 60 paraw’s from various parts of the region.

These sailboats will have to depend on the "perfect wind" for their sailboats to take off from the starting line in front of the Tatoy’s Manokan, sail towards Jordan, Guimaras and back to the finishing line still at the Tatoy’s Manokan. (PNA)

LTO agrees to deputize Iloilo city traffic aides

By Erly C. Garcia

The conflict between the Iloilo city government and the Land Transportation Office (LTO) has finally been settled with the mediation of the Department of Interior and Local Government (DILG).

In yesterday's dialog with Atty. Jesus Duque, chief of the trial division of the DILG central office, the LTO agreed to deputize all of the city's traffic auxiliaries.

The deputization would mean that the city's traffic aides can apprehend and confiscate the driver's licenses of traffic violators provided it would be endorsed to the LTO.

However, in case of vehicular accidents the driver's license shall be surrendered to the Traffic Management and Engineering Unit (TMEU) for the filing of cases.

Earlier, LTO regional director Gerard Camiña declared that only LTO personnel can confiscate the driver's license of traffic violators and can issue the Temporary Operator's Permit (TOP).

The move elicited negative responses from city officials particularly City Councilor Erwin Plagata, chair of committee on transportation, and Mayor Jerry Treñas.

Plagata said LTO's move contradicts the city's existing traffic ordinance.

He said the city government has the right to pass traffic rules and regulations within its jurisdiction.

In yesterday's dialog it was agreed that the traffic aides will be allowed to issue either the TOP of the city or the LTO but the violation of the city ordinance must be specified.

It was also reached that the city government will be allowed to detail one bonded personnel at the LTO to collect fines.

Mayor Treñas in an interview with GMA Network's Ratsada newscast said the agreement reached during the dialog will be put in writing and would be endorsed to the Sangguniang Panglungsod (SP).

The SP will then give authority for the mayor to sign the agreement.

Treñas said he will present the agreement during the conference of the League of Cities of the Philippines, which he chairs, in Manila on Thursday.

He said, he will also ask LTO chairman, Assistant Secretary Arturo Lomibao to sign the agreement before the presence of other city mayors and President Gloria Arroyo if she arrives.

Treñas said the agreement will serve as a template for other cities in the country that might have similar problems with the LTO.

“We have the assurance of LTO that in the meantime that this MOA is not yet officially signed and confirmed by the city council they will respect the TOP issued by the city,” Treñas said. (With reports from PNA)

^^^^^^ Dinagyang is indeed true to its mission in bringing hope to city's economy and promoting tourism. Nonetheless, it is non-contested Best Tourism Event in our country to date! Hala Bira ILOILO !!!:banana::banana::banana::banana::banana:

^^
Hopefully this is a good start and eventually translate into a tangible investment in our city or province.

Dinagyang, not just a religious festival but an ambassador of goodwill and tourism and most of all it is no doubt worthy of the UN Millennium Award.:cheers::cheers:

Sure, why not? Given the right budget, proper promotion and of course it would be better if we can attract foreign entries for the Paraw Regatta itself.

like the last banner, too .. very playful-on-sea like. Paraw Regatta is indeed rivaling Dinagyang Festival. It's not as big as Dinagyang at present but its a drawer in its own right. The first national fete of Paraw Regatta was when it was awarded as the 3rd Best Tourism Event in 2006 along with Dinagyang (Champion). It looks like Paraw is again sailing high to bid for the most coveted award.

same with me pre... damo ko gusto kadtuan especially sa mga towns sang iloilo kag neighboring provinces. on top my list is sicogon island, followed by bucari and the last is pandan, antique... based sa photos ni marc, mayo ang beach sa phaidon resort, sa pandan.

I have an eye for Sicogon (Estancia), Pan de Azucar (Concepcion) and Pandan in Antique. If Sicogon will be revived properly, it's Boracay's nearest and steepest competition. It overpowered Boracay in the past, it can rival it again given a chance. However, inhumanely it looks like, I still support Sicogon's development. It will create more jobs to Ilonggos in Nothern area and it will bring investments, spurs up tourism, enhances economic activities in Northern Iloilo and Panay area.

daw sadya naman sa iloilo haw? thanks for posting the schedule of events, impresario... ^^
we could not be called as the Festival Capital for nothing .. straight 2 months of revelry .. four major fiestas ... you can't beat that at all ! It's all in Iloilo ! Hala Bira ILOILO !!!!:banana::banana::banana::banana:

maybe in the near future? paraw regatta will surely find its way as a major tourist drawer for iloilo. maybe more promotion in the national and international levels?
i'm sure it will. Paraw's budget at present is between 2-3 million whilst Dinagyang is between 10-15 million na. As it gets bigger and bigger, I'm sure it can rival Dinagyang. For a start, Iloilo City government proclaimed 3rd week of February as the Paraw Regatta week. I hope they'll solidify this proclamation.

^^

Sure, why not? Given the right budget, proper promotion and of course it would be better if we can attract foreign entries for the Paraw Regatta itself.

^^^^^^ Dinagyang is indeed true to its mission in bringing hope to city's economy and promoting tourism. Nonetheless, it is non-contested Best Tourism Event in our country to date! Hala Bira ILOILO !!!:banana::banana::banana::banana::banana:

nice to know that a festival can be a springboard for greater outside awareness and further visits. i hope the DOT region 6 will not just ride on the success of dinagyang and start taking on the proactive approach of building adequate tourism infrastructures and start an aggressive marketing campaign.

it's nice to know that when visitors start searching for things about iloilo, chymera's website gets more traffic where those same visitors could access comprehensive information. on the flip side however, this scenario means one thing: the government side (DOT 6) lacks comprehensive tourism infrastructure thrusts and marketing on their end.

that said, it's one of those things that we could say: it's a good start!

Ako kakadto nako sa sicogon, stayed overnight sa balas with a tent, tapos pagkaaga nag climb sa mt. upao.

ah mt. upao... heard it from my sisters who were members of iloilo mountaineering society before. wala ko ya ga upod sa ila sang una, kay daw mas masadya ya mag inum kaysa magsaka bukid. hehehe

like the last banner, too .. very playful-on-sea like.

It will create more jobs to Ilonggos in Nothern area and it will bring investments, spurs up tourism, enhances economic activities in Northern Iloilo and Panay area.we could not be called as the Festival Capital for nothing .. straight 2 months of revelry .. four major fiestas ... you can't beat that at all ! It's all in Iloilo ! Hala Bira ILOILO !!!!:banana::banana::banana::banana:

i'm sure it will. I hope they'll solidify this proclamation.

we'll see them again sooooooonn!!!:banana::banana::banana::banana:

ngaa mt upao haw? he he he :banana::banana::banana:

For Sicogon Issue, I again reiterate my stand. I say TOURISM is for the place. Between the two, I choose the TOURISM side as it will give more benefits. :)

Just my 0.02!

nice to know that a festival can be a springboard for greater outside awareness and further visits. i hope the DOT region 6 will not just ride on the success of dinagyang and start taking on the proactive approach of building adequate tourism infrastructures and start an aggressive marketing campaign.

that said, it's one of those things that we could say: it's a good start!

A very good observation... If I may add, its like Dinagyang is more of an AMBASSADOR more than a FESTIVAL.

^^I think if a festival needs an aerial coverage this would be it. ABS-CBN can cover it like they did with 2008 Dinagyang, and present everything with live feeds/vids and interactively as well, giving viewers updates as to who is leading and where the locations of the participants. parang Americas cup bala.

Samba de Regatta looks really, really nice. And has a great big potential to become bigger, indeed. It's a fire dance. If there's 10 contestants and have 2 juding areas, , puwede na siya mangin Dinagyang at night. All they need to do is tap the IHRAA for a week food festival at night.

To date, there are very few videos in youtube about Paraw and Samba de Regatta. I hope it'll change soon.:banana::banana::banana::banana:

The Paraw Regatta Race Proper itself is a great banner material. Imagine the blue waters with Guimaras as background and the colorful paraws dotting the horizon. What a great Pano shot material indeed! Hopefully somebody could take a great pano shot of the race proper....

For Sicogon Issue, I again reiterate my stand. I say TOURISM is for the place. Between the two, I choose the TOURISM side as it will give more benefits. :)

Just my 0.02!

A very good observation... If I may add, its like Dinagyang is more of an AMBASSADOR more than a FESTIVAL.
i stand on the same ground with you regarding the tourism aspect of Sicogon Island.

^^wow, Samba de Regatta has a great potential. daw Carnival sang Rio de Janiero,Brazil. And what i like about it is that its being held at night. I hope they get a better budget and that it will be organized very well. :cheers2:

^^I think if a festival needs an aerial coverage this would be it. ABS-CBN can cover it like they did with 2008 Dinagyang, and present everything with live feeds/vids and interactively as well, giving viewers updates as to who is leading and where the locations of the participants. parang Americas cup bala.
i'm thinking the same thing, Impresario. It's like Rio de Janiero's carnival gid man. I hope it'll be pick up by national TV networks. Mas dako potential sang Samba de Regatta nga ni.

just to spice up the caption in the above photo

"O" NO: WHERE DID IT GO?
Passengers at the Iloilo Airport barely notice this discrepancy and when they do, they assume this is where the terminal fee increase will go.

http://i40.tinypic.com/5v4ruq.jpg

dugay na ina.JAN 5, 2009 guba na ina sya.
and indi lang ina nag uba pati ang sign sa pihak nga side (for the arriving passengers) guba man.

that was my suggestion pero okay na we can have an iloilo banner every 2 months
hopefully next year one for DINAGYANG para mas okay.
like how the city looks during dinagyang with all the streamers plus kon may ara pa gid mga ati ati warriors
basi naka-leave lang ang airport manager sang NIA ah. Basi pagbalik niya pa kay-uhon .. he he he
every 2 months banner, puwede gid kaayo ..:lol::lol::lol: basi mag-reklamo na ang bilog nga kalibutan sina. Wala na thrill.:lol::lol:

i think the neon light was supposed to complement the modern architecture of the airport... pero, let's see. maybe the airport officials have noticed this eyesore already. i hope... hehehe.
wala pa magtake-effect ang resulta sang terminal fee increase. Ang increase nag-start Feb 4 barely 14 days ago pa langbasi gina-una anay bayad sang kuryente .. he he he. Dapat pa-Bombo ta ini siya.

Ilonggos avail WVCST trainings

OVER 1,000 Ilonggos availed of various skills trainings offered by the Western Visayas College of Science and Technology (WVCST) in 2008.

Dr. Nemia H. Mabaquiao, WVCST director of the extension services division, said the school will continue to offer free trainings to interested groups or individuals.

WVCST data showed that in 2008, a total of 1,685 out-of-school youths, parents, students, farmers, and professionals availed the trainings.
Some of these, Mabaquiao said, were implemented in partnership with government agencies or people’s and non-government organizations.

Of the 1,685 recipients, 314 were trained on main dishes/food preparation; 40 on house building wiring; 121 on baking; 50 on dressmaking; 30 on galing mekaniko; 45 each for medicure/pedicure and furniture and cabinet making; 480 for meat processing; 126, reflexology; 100 for welding; 51 for fish processing; 40 for automotive electricity, engine tune up and preventive maintenance; 30 for bamboo craft; 25 for flower arrangement; 22 for masonry and 26 for plumbing.

Apart from skills training, Mabaquiao said that her office is also implementing education programs such as computer literacy for mentally challenged pupils; teacher’s skills enhancement, review class, disaster drills, drug abuse prevention, solid waste management and others.

The school is also engaged in a series of activities promoting health and nutrition and environmental protection. (PNA)

Budding writers to benefit from NBDB fund
By Jeehan V. Fernandez

PROMISING writers who want to fulfill and earn from their craft will benefit from the National Book Development Trust Fund (NBDTF) initiated by Iloilo City Lone District Rep. Raul Gonzalez Jr.

Gonzalez Jr. with the support of his brother Dennis Gonzalez, National Book Development Board (NBDB) chair, authored the law creating the NBDTF.

“The trust fund seeks to promote Filipino authorship – especially in science and technology and in subject areas wherein locally-authored books are either few or non-existent – by giving financial grants to aspiring writers and scientists,” Rep. Gonzalez said.
The trust fund will support Filipino authors who, at present, must divide their time between full-time jobs to earn for their families and writing to start or finish their manuscripts.

“The grants will hopefully allow Filipino writers to take a break from their jobs and focus on completing their manuscripts or research works,” he added.

Gonzalez said Senate President Juan Ponce Enrile and House Speaker Prospoero Nograles already signed the bill creating a National Book Development Trust Fund.

As soon as the Bills and Index Division of Congress forwards the bill to Malacañang, Gonzalez said he will request President Gloria Macapagal-Arroyo to hold a signing ceremony to mark the enactment of the bill into law.

“I feel very proud and I consider this as a major milestone. Not all congressmen can claim to have authored a law and I am lucky to have achieved this on my second term,” he stressed.

The NBDB will administer the P150-million trust fund which will be sourced from Pagcor (Philippine Amusement and Gaming Corp.), PCSO (Philippine Charity Sweepstakes Office) and the General Appropriations Act (GAA).

The interest derived from the trust fund will enable at least 65 grants worth P150,000 each per region to be awarded yearly

As fund administrator, the NBDB will prepare the implementing guidelines and decision-making mechanisms, and appoint a government financial institution as fund manager.

Gonzalez said the law’s Section 3-b stipulates that only the interest drawn from the trust fund shall be awarded as grants which shall be equally distributed across the regions.

He said the law also provides that private contributions to the Book Development Fund will exempted from paying donor’s tax.

Gonzalez expects the book fund bill to be enacted into law next month and the grants to start in two years.

NBDB chair Dennis T. Gonzalez said “the fund will provide considerable support to the creative sector especially to our authors in the regions.”

The NBDB is tasked with developing the book publishing industry into a world-class and globally competitive industry that will make the Philippines a publishing hub in Asia. A crucial step is to motivate excellent authors all over the country to start writing good books.

Sailboat race registration ongoing

SAILBOAT owners and enthusiasts can still register for the Paraw Regatta race slated February 22.

The regatta is a race among native wind-powered outriggers locally known as paraw.

The more than three decades old race has drawn tourists and boat racing enthusiasts from all parts of the Philippines and the world.

The race is usually held every third Sunday of February and composed of two categories – A (for paraws with a waterline length of 16 feet and below) and B (for paraws with waterline length of 16.1 feet up to 22 feet.

Only indigenous materials shall be used in the hull and outrigger.

The hulls of Category B paraws should be made of wood and while the outriggers can be made of aluminum.

The race course for categories A and B will cover approximately 23.8 kilometers. The course will start from Tatoy’s Manokan at Brgy. Sto. Niño Sur Arevalo, Iloilo City to Fort San Pedro area – Brgy. Sto. Rosario, Buenavista in Guimaras – Nagaba Point, Jordan – Bundolan Point and will finish at Tatoy’s Manokan.

Iloilo City Tourism officer Ben Jimena said a total of 50 participants registered in the two categories.

The Iloilo Paraw Regatta Foundation, the organizers for the annual race, is expecting more participants to join on the day of the competition.

“We usually receive more registrants on the day of the competition, since it would not be practical for those from outside the city to come here before the big day,” Jimena said.

Deadline for registration of entries is February 22, 7am. The Participants are required to register with any of the designated venues and pay the corresponding fee of P100 per entry regardless of category.

For interested participants, registration forms are available at the City Tourism Office behind the Freedom Grandstand. (PIO)

UP to study ‘City of Festivals’ promo

THE Paraw Regatta Foundation Inc (IPRFI) will commission University of the Philippines (UP) students to study ways to prepare and promote various festivals in Iloilo

The study to make local fiestas “world-renowned, well-planned and prepared” is part of the bid to endorse Iloilo as the "Festival Capital of the Philippines."

IPRFI chair Manny Villa Jr. said festivals in Iloilo will be studied carefully starting with the Paraw Regatta Festival.

Data from the Department of Tourism (DOT) showed that almost all 42 municipalities and one component city of Iloilo and Iloilo City have established festivals depicting their unique culture and history.

To date, the DOT has documented 54 festivals held annually.

The most prominent fiesta are the Dinagyang Festival (the three-time best tourism event in the country) and the Paraw Regatta which was named third best tourism event of the country in 2007.

ICPO needs repairs ASAP

ILOILO City Police Office (ICPO) director, Senior Supt. Melvin Mongcal wants their headquarters repaired the soonest possible time.

Mongcal presented Friday to Philippine National Police (PNP) chief, Director General Jesus A. Verzosa the proposed repair plan which will cost some P12 million.

“The fund is already incorporated in the Generals Appropriation Act,” Mongcal said.

Mongcal also presented the proposal to the Iloilo City Peace and Order Council (ICPOC) explaining to the members the necessity of the project.

The proposed repair of the ICPO headquarters has been in place before Mongcal assumed office but concerns on the ownership of the lot where the building stands snagged the project.

Mongcal said the speed of the project will depend on the logistics and comptroller offices at Camp Crame. (PNA)

P400M is max for New City Hall
By Jeehan V. Fernandez

THE construction cost of the New Iloilo City Hall should not exceed P400million, Mayor Jerry Treñas said.

The City Government earlier inked a loan agreement of P350million with Land Bank of the Philippines to finance the construction of a seven-storey New City Hall at its 2,100 old site across Plaza Libertad.

Though Treñas said the City Council consequently approved a P455-million loan to cover additional costs triggered by the spiraling cost of construction materials.

He added the Bureau of Local Government Finance (BLGF) has already certified the borrowing capacity of the City Government from Landbank.

“The City Treasurer’s Office said we can secure as much as P1.2billion loan,” the mayor said.

The BLGF certification will be given to Landbank for deliberations and approval.

But despite the high credit ceiling the City Government can avail, Treñas said the New City Hall should only consume P350million to P400million.

He explained that City Engineer’s Office officials will again meet with Architect William Coscolluela soon to finalize the amendments on the project’s structural design to reduce the cost.

Initial budgetary estimates have reached P465million, thus the need to secure additional loan to cover the fund requirement.

“We need to make sure the funds needed for the New City Hall is ready though it will not really reach the maximum amount,” said Treñas.

After the project plan is finalized by Coscolluela, the construction of the long-delayed New City Hall will be opened for public bidding.

Kung wala lang may makuha sa budget nga ni, manami guid ang city hall ta. 400-M is a really really big amount. Sarabia Manor was built with a budget of 115-M, how much more could they do with four times the money and the land is already bought?

Just hoping for the best. :)

NCCA’s Sayaw Pinoy at Paraw Regatta

THE National Commission for Culture and the Arts’ (NCCA) "Sayaw Pinoy" dance troupe will add color to the Iloilo Paraw Regatta Festival highlights February 21-22.

Iloilo City Tourism Officer Benito Jimena said Sayaw Pinoy is composed of Bayanihan Dance Company, Silanganan of the University of the East and Halili Cruz Ballet School.

The troupe will be joined by local dance groups such as the Kawilihan Dance Troupe and the Annie Sartorio-Divinagracia Performing Arts school.

Jimena said "Sayaw Pinoy" will perform at the Robinsons Place car park, municipality of Oton and the Jaro Gymnasium.

The performances are open to the public.

“That is something new for the Paraw this year,” Jimena said.

The "Sayaw Pinoy" performance, which Jimena dubbed "Sayaw sa Paraw", is one of the highlights of the Philippine International Arts Festival (PIAF) celebrated every February.

According to the NCCA website, the "touring dance concert brings together different dance forms and features local dance troupes of the host cities and municipalities performing back-to-back with the different professional dance companies in the country." (PNA)

Iloilo policemen top performance survey
BY NINA JANE A. SOURIBIO

ILOILO City – Despite several unsolved heinous crimes in their respective turfs, the Iloilo City Police Office (ICPO) and the Iloilo Police Provincial Office (IPPO) got high ratings in the performance evaluation conducted by the Police Regional Office 6 (PRO-6).

In the 2008 fourth quarter performance survey, the ICPO got a total score of 792.296 while the IPPO had 785.290 points.

The quarterly evaluation was based on personnel, intelligence work, plans, police operations, research, human resource and logistics. The perfect score was 980.

The ICPO got high scores in logistics and personnel but had a low rating in intelligence.

The IPPO emerged as the top-performing police office in intelligence operations.

The Bacolod City Police Office (BCPO), consistently included among the top-performing police offices in previous evaluations, only ranked seventh with 744.462 points.

Although it earned the highest score in operations, the BCPO had a “poor” rating in logistics.

Third was the Aklan Police Provincial Office with 784.377 points, followed closely by the Negros Occidental Police Provincial Office with a score of 782.548.

The Guimaras Police Provincial Office ranked fifth with 770.885 points while the Capiz Police Provincial Office was in sixth place with 759.612.

Since it is already way delayed, so be it! Now, with that huge budget, It better be done right. Personally, I find the delay positive, its like every kinks is being ironed out, so once everything starts it would be smooth sailing as expected. Since its the people money and the Iloilo City LGU will pay for it, the long wait will be worth it once everything is done with. Give them time and leeway, its a huge budget and its the peoples money so the Mayor is just seeing that everything falls in the right place. Its not about how fast, BUT how GOOD it was made that will count later on.

To those people in charge: Take your time... but what I ask is this, it is BETTER to be late BUT... GIVE us one DAMN gorgeous NEW CITY HALL. :bash::lol:

Just my 0.02! :)
in some ways, I do agree with you. Let's give him a damn good space to breath. Sa liwat, basi makug-an ko si Jerry sa pagka-delayed sang project nga ini. Sus, kung indi lang maayo ang ginapanghimo niya sa ciudad, mapa-Bombo ko siya gulpi.:lol::lol:

But you're right to say ... for this too much delayed ... let them give us that one good damn fabi new city hall or they rather hide somewhere else.

Callbox Sweeps Outsourcing Awards

The annual contact center trade awards were released January 30, 2009 by industry authority Contact Center World.

Callbox Sales and Marketing Solutions was awarded the coveted Top Outsourcer trophy of 2008.

Callbox also achieved the first place ranking in Percent Growth of Sales Revenue, second place ranking in activity volume, second place in volume of experienced B2B agents, and continued to sweep the breadth of the outbound rankings, by placing in seven separate rankings, ultimately showing strength across four of the five major categories.
"This was a worldwide competition and Callbox scored across the board. Callbox works hard to be a world class Top Outsourcer, and now we have the trophy to prove it," said chief executive officer, Rom Agustin.

"Of all the awards we picked up, I'm most delighted by ranking #1 in revenue growth. Of course it illustrates that we have more and more clients. But it also perfectly validates our service, because our own marketing practices brought us that increasing revenue growth, and we use precisely the same techniques for our clients," added chief operating officer Glen Norris.

Callbox is one of the fastest growing BPO companies in the global B2B market, with one of the world's largest outbound forces.

The Top Outsourcer awards and Industry Recognition is a yearly quantitative and objective study of outsourcing companies worldwide by Contact Center World aimed at acknowledging hardworking companies who deserve significant recognition.

Specializing in largely business-to-business sales lead generation and appointment setting services, Callbox has been serving the following industries to date: information technology (IT), software, telecommunications, banking and finance, government, insurance, commercial cleaning, and logistics. Now recognized as a Top Outsourcer of outbound services, Callbox is gearing itself for further recognition in the blended category (Outbound and Inbound).

Complete ranking results for Callbox in Outbound Outsourcing:

* Ranked 1st By Percent Growth of Sales Revenue
* Ranked 2nd By Percent Outbound Hours
* Ranked 2nd By Number of Business-to-Business Agents
* Ranked 4th By Number of Agents Serving APAC
* Ranked 7th By Number of Agents
* Ranked 7th By Number of Agents Serving Americas
* Ranked 11th By Number of Business-to-Customer Agents

Nami tani kung damo naman SSCers maka cover, hehe. Sige lang ah.
Salakayan Festival looks very colourful. Ano ini ila theme? Barter of Panay?
The Salakayan performances are centered more on how the people of Miagao was able to survive and fend off the threats to their town like the Moro Pirates and disease/drought and their subsequent Christianization.
ano ini siya ang manzo, Chy? Daw kanamit gid.
Tenderloin beef with mushroom. Namit man ah but nothing remarkable sa taste.

Yes it is. It's Muelle Loney, one of the major ports servicing the city. It serves the Bacolod-Iloilo routes for fast crafts.

Wonderful pics. :)
Lots of trees. The waters are clean. The strait looks a bit busy now. The city proper looks well-planned. New developments sprouting. A beach haven across the sea. Presence of major structures. Iloilo looks great.

Would've been better of Prime Estates made a move on their land now. :)

Hay....why need UP to study it? Geez, they don't even have an HRM or Tourism course to offer...or haven't opened yet...sorry but I find irked to see my alma mater doing something while it hasn't been doing that much to improve itself yet....or at least not yet.

And another thing that would irk me and I'm sure some critics would agree with me....the usage of "world renowned, world-class, world-chorva" in publicities like these for said festivals and other things in Iloilo is really really annoying, barriotic and somewhat "backward." I do apologize if it will hurt some of the egos on some Ilonggos but I think there is a better way to promote other than using these redundant and oxymoron terms.

World class na ayhan ang CR to sa likod sang Freedom Grandstand? Its just a clean public CR with not much interest...ambot na lang tong sa Central Market....kon world class ina, tani infrared ukon waterless na ang urinals, etc.

How can we be a "Premiere City in 2015" if some of us back home still think "barriotic" especially of those politicians and some of those in traditional media...and civil service....change is needed here, not just words.

Kung wala lang may makuha sa budget nga ni, manami guid ang city hall ta. 400-M is a really really big amount. Sarabia Manor was built with a budget of 115-M, how much more could they do with four times the money and the land is already bought?

Just hoping for the best. :)

P115million on what year? I think the Consumer Price Index has shot up already since then.

And knowing government procurment procedures...its impossible to have no komisyon...Thus EC Luna, FG Arroyo and World Bank issue today.

^^^^ laban-laban gid eh. delayed na naman ang construction sang city hall. The budget is getting bigger every year ... so kung masobra 400million, indi na lang paghimuon? he he he Trenas needs to make up his mind though.

I wish we could somehow minimize the usage of this redundant term. There are a lot of terms more appropriate than those mentioned...and we have a lot of things to do to really prove that we're indeed "world class." And I hope the urbanidad and that "world-class" mindset would be better.

Its true that Iloilo City lacks tourism infrastructure...so why not invest on it instead of investing more on festivals? Why do we not improve our plazas and add up parks and recreation instead of an annual feast that would only be good for a month or so...how do you boost up the tourism sector for the entire year for Iloilo City and Province if we only concentrate on festivals?

Geez, they could've converted Iloilo River into a boating area that would rival Burnham Park's Boating Lagoon. Someone has to invest on it... They should also be concentrating on the basics of attracting local and foreign investors as well. They should go on for the all-year tourism activity...not just only January.

And besides, if sir Bombette could be here in the forums...he might as well say, tani may suporta man sing matuod halin sa babaw (Capitolyo) kay ang tourism sector pirmi na lang indi priority...those festivals wouldn't last not unless there is funding coming from the provincial and local governments.

frankly speaking, I had enough of this bloody news ...:bash::bash::bash::bash:

After the project plan is finalized by Coscolluela, the construction of the long-delayed New City Hall will be opened for public bidding.

is that iloilo port?

that's actually a part of the iloilo river which connects to the iloilo-guimaras strait. if im not mistaken, ferries going to the neighboring islands of negros and guimaras have their terminals in this area. while iloilo's international seaport is located in another area of the city. :)

i'm sure the marketing students of the upv college of management or even the other management-related courses are very much capable of doing a study on this. we don't have to really pigeon-hole ourselves with waiting for upv to open a tourism course for the paraw regata organization to commision these students to do some studies of the said programs and plans of paraw regata.

^^ It queued me to think..if Mayad Studios has done a superb job (and by the way, I heard they'll be moving to Manila) in videography...what about the rest of Iloilo? Looks like they need something revolutionary when it comes to advertising...Iloilo needs to think "out of the box" and when I say "out of the box" they have to think beyond what is in the conformity of rural or countryside living...it has to think of conquering the globe...in other words, break some traditions and be revolutionary...this would make Iloilo's human resources more competitive. :)

Sir Piamonte said that some of his students were very innocent and not so exposed with the current trends in advertising...and guess what, this does not apply to the state university but other schools as well.

In other words, I think its also a high time to invest on our education as well...encourage to do more research, promote it as an educational destination, etc....something that our current educational system would do better...because this is our edge....human resources...why don't we capitalize it?

If there is such thing as "medical tourism," I hope we could also do "educational tourism" as well...:D

i'm not sure how familiar professor piamonte is with the college of management curriculum. but i take it that he has very good observations there. that said, as someone who took courses with the college of management during schooldays, i could say that management, economics, and tourism are cousins. afterall, tourism is part of the macro-management of the economy especially in this increasingly globalized world.

To be honest, I have nothing against CM (well except BlueChips during ummm....Pahampang? Hahaha!!!)

Yeah...you are right. Tourism and Marketing-Management are inter-related, much as like History is to Anthropology. :okay:

But I hope the city could do better when it comes to tourism. Yes, we lack the sights and most especially infrastructure...so I hope they could also look beyond the festivals as well and start thinking...how do I convince the visitors to go here and do not get bored for several days?

The City is a museum city but that could be finished in a day...but Guam (a este Guimaras) and the rest of the province has so many hidden potentials.

And also, I hope they would not result in making marot liwat in promoting like what they did in Living Asia Channel, but I hope they would invest (and it means spending money) in promotion, active investment that is.

The way I understand it, it's the students of University of the Philippines not UPV per se that will do the research/study. Beside, the students are just commissioned and it's not them or the university that is funding such study. :)

We printed Sarabia Manor's marketing collateral during that time. Among them is their brochure showing a 12-storey render of the present 5-storey corporate wing. From what I gathered, the family had to borrow dollar-denominated loans to finance this expansion. Sadly, they were hit hard by the Asian Financial Crisis of 1997. The family would have lost their crown jewel had they not opted to sell some of their properties just to pay off their debts. The property currently occupied by Highway 21 Hotel used to be owned by them.

We have a small city yet our local executives and legislators are not doing much to harness it's full potential.

Hopefully, the next breed of politicians can propel the city to greater heights not attained by the present "play-it-safe and status quo" administration.

Yeah...revolutionary.

This attitude of ours (and not to mention even businessmen in Iloilo as well and as reflective of the Ilonggo society) sometimes refuse or couldn't graple change. I mean, change for the better. They are afraid of investing, very conservative and very traditional.

How on earth can Iloilo move on if we have this attitude? Good thing there are several people in the Ilonggo society that has been at least doing their thing little by little in changing this seemingly apathetic mindset that most Ilonggos have back home...therefore they could not also resist in going out of the city and province because people seemingly tend to be so uber traditional and too uber conservative in their views...sometimes to the point of being "narrow-minded."

Sorry but I couldn't help but compare Iloilo to Bacolod (even Miss Lara of Iloilo Business Club recognized this)...the latter is adventurous and very open to changes while the former just wanted status quo or resist change or retain the tradition in as much way possible. So we wouldn't wonder why we are left behind in some ways that our city in terms of infrastructure and investment climate. Because many of us Ilonggos tend to resist change or are afraid in venturing beyond borders.

Basically, the politicians that we have in Iloilo are SO OLD SCHOOL. Traditional politics as I may say. Looks like its not just the politicians that would have to change mindset and ideas but IMHO the whole Ilonggo society as well...

I still believe that we can go beyond borders...we did it before, why can't we be now?

The question is...how do we "change the world?"
