5 Iloilo IT sites accredited

The Philippine Economic Zone Authority has accredited five Information Technology sites in Iloilo City, Mayor Jerry Treñas said.

The accredited areas are the SM City, Amigo Plaza Mall, Gaisano City, Robinsons Place, and e-PLDT Ventus.

The Megaworld Corp. is also applying for PEZA accreditation in preparation for the development of the portions of its 54-hectare property for IT locators.

Treñas said he wants to see more IT sites in Iloilo City, and he disclosed that he facilitated a meeting between the PEZA and several landowners to discuss the benefits of getting accreditation.

With accredited IT sites, more investors will come, he said.

In Bacolod City, four more real properties and buildings are seeking PEZA accreditation to become IT zones.

These are the five-hectare Lopue’s South Square, awaiting accreditation for both lot and building; 13-hectare Central Park; one-hectare JAKA Industries Property; and the Maybank Building, including a 1,700-square meter lot and 3,400-square meter building.

Bacolod already has seven presidentially-proclaimed IT zones, six of which are occupied by large and medium-sized call centers.

Four other PEZA-accredited IT sites in Bacolod are awaiting presidential proclamations – the De La Rama Center, Everden Information Technology Center, Lopue's San Sebastian IT Center; and St. Francis IT Centre.*NLG

City moves to attract more investors

The committee formed by the city government to look into possible amendments in the present Incentives Code of Iloilo has reduced the capitalization of investors that will avail tax holidays on real property and business taxes from P50 million to P15 million.


Mayor Jerry Treñas said the committee chaired by Councilor Jose Espinosa III has trimmed down the capitalization of prospective investors who will avail of the incentives. The tax break will be done in gradual basis within a five-year period.

The existing code only gives a three-year tax break for investors. In its proposed tax break, the committee wants it to lengthen to four or five years. The proposed incentive is designed to attract would be investors in the city in spite of the financial crisis.

The committee will present the new scheme of the Incentives Code as soon as it has ironed out all the details which is both beneficial to the city and the investors, said Treñas.

Treñas is optimistic that the proposed changes in the Incentive Code will be approved by members of the legislative body. There are three councilors who are with the committee, namely, Councilor Eduardo Peñaredondo and Ely Estante aside from Espinosa. It needs an ordinance as assurance for the entering investors.

The entry of new investors with big capitalization has a multiplier effect not only on the city government but as well as to the people. It will generate employment as soon as the construction phase of the business site starts, said Treñas.

As soon as the construction phase is done, the firm will employ people to work with them. It will spark economic activity. The taxes as payment for the city government come as the third beneficiary for the entry of new investors, he said.

Super Init, permi gasakit ulo ko. Amo gid na ang lain with most of us Filipinos, mahilig mang destroy sa mga gov't structures, if not, kuris kurisan. Worst, ang mga mga national symbols and signs, wala nila ginaappreciate, sa bagay pila man lang gapromote appreciation sa History kag Culture, ang iban mabuhi lang ok na, they don'y care about soc.sci. plus the Gov't does not care that much about this particular field, if it really cares.

ILOILO’S economic promotions are expected to get boost with the establishments of more IT (Information Technology) parks accredited by the Philippine Economic Zone Authority (Peza) in the city.

This is the assessment of private and government sectors wanting to lure more investors for jobs generation and economic development.

Lea Lara, executive director of Iloilo Business Club (IBC), said the campaign for more Peza sites is being done to attract more investments on the side of the IT industry because firms prefer to locate there to enjoy the incentives.

“Iloilo has a distinct advantage in the IT industry. While the local government unit stand to lose a lot in terms of real estate taxes, the jobs that will be generated by the presence of IT firms in these Peza sites are already a good trade off,” Lara told The Daily Guardian.

Vilma Jane Lao, IT coordinator of the Department of Trade and Industry (DTI-Iloilo), said that being Peza-registered would always mean a plus factor in Iloilo’s efforts to attract investors.

There has been a rush of IT parks accreditation in the metropolis. The latest of which is giant real estate developer Megaworld Corp. which will pour in P1.5billion in investments to develop into a high-end commercial hub the 54-hectare old airport site in Mandurriao district which they bought at P1.2billion.Mayor Jerry Treñas said Megaworld’s application with Peza is in preparation for investments in IT.

The City Council is favorably endorsing applicants for Peza even as the city is already hosting five IT parks situated in malls in the metropolis.
Presently, the Peza IT parks include Amigo Mall and Robinsons Place in City Proper; SM City in Mandurriao which houses TeleTech; Gaisano City Mall in La Paz; and Iloilo Commercial Development Corp. (ICDC) building which houses call center company ePLDT Ventus in Molo.

Peza grants fiscal and non-fiscal incentives to developers of economic zones, export producers, and IT service exporters.
It also offers ready-to-occupy locations to foreign investors who are export producers or IT service exporters in world class and environment friendly economic zones (eco-zones) and IT parks or buildings.

The government promotes the establishment of world class eco-zones all over the country to respond to demands for ready-to-occupy locations for foreign investments.
Peza is an investment promotion agency and a government-owned corporation attached to DTI.

^^thanks for the pics,though its really sad if people vandalize public structures and monuments or any building for that matter. I hope the Heritage council ICCHC is looking around the city and inspecting all monuments that needs cleaning or improving.

IT parks magnet for investors

ILOILO’S economic promotions are expected to get boost with the establishments of more IT (Information Technology) parks accredited by the Philippine Economic Zone Authority (Peza) in the city.

This is the assessment of private and government sectors wanting to lure more investors for jobs generation and economic development.

Lea Lara, executive director of Iloilo Business Club (IBC), said the campaign for more Peza sites is being done to attract more investments on the side of the IT industry because firms prefer to locate there to enjoy the incentives.

“Iloilo has a distinct advantage in the IT industry. While the local government unit stand to lose a lot in terms of real estate taxes, the jobs that will be generated by the presence of IT firms in these Peza sites are already a good trade off,” Lara told The Daily Guardian.

Vilma Jane Lao, IT coordinator of the Department of Trade and Industry (DTI-Iloilo), said that being Peza-registered would always mean a plus factor in Iloilo’s efforts to attract investors.

There has been a rush of IT parks accreditation in the metropolis. The latest of which is giant real estate developer Megaworld Corp. which will pour in P1.5billion in investments to develop into a high-end commercial hub the 54-hectare old airport site in Mandurriao district which they bought at P1.2billion.Mayor Jerry Treñas said Megaworld’s application with Peza is in preparation for investments in IT.

The City Council is favorably endorsing applicants for Peza even as the city is already hosting five IT parks situated in malls in the metropolis.
Presently, the Peza IT parks include Amigo Mall and Robinsons Place in City Proper; SM City in Mandurriao which houses TeleTech; Gaisano City Mall in La Paz; and Iloilo Commercial Development Corp. (ICDC) building which houses call center company ePLDT Ventus in Molo.

Peza grants fiscal and non-fiscal incentives to developers of economic zones, export producers, and IT service exporters.
It also offers ready-to-occupy locations to foreign investors who are export producers or IT service exporters in world class and environment friendly economic zones (eco-zones) and IT parks or buildings.

The government promotes the establishment of world class eco-zones all over the country to respond to demands for ready-to-occupy locations for foreign investments.
Peza is an investment promotion agency and a government-owned corporation attached to DTI.

^^more government support is really needed for this sector. We need to be aggressively wooing this BPO companies and providing them with needed infrastructures (i.e. stable power supply), safety and security.

Wanted: resident tourist guides

WE wrote last week of the 4th Annual World Health Tourism Congress scheduled for the first time in Manila from March 26 to 28, 2009. We asked if we are ready for Medical Tourism should some delegates to the world forum make a side trip to visit Iloilo or Guimaras.

We observed, however, that our tourism in Western Visayas is more of festivals, festivals and festivals. For example, here in Iloilo, we have created more than 100 festivals. This seems to be our major strategy to promote tourism in this part of the country.

But suppose a tourist or visitor comes to town on a day when there is no festival, what do we do? A good idea is to have a resident tourist guide that could bring the visitor to tour the town or city and other places of tourist interest on any day he arrives.

The tourist guide must be trained or experienced and knowledgeable of the place and facts of historical, cultural and heritage value, as well as in medical tourism. This can make the day for the tourist, and save him from just sitting up all day in the hotel lobby or at the bar because there is no ongoing festival during his visit.

We are thinking of asking volunteer guides from the Senior Citizens of Iloilo as they are a well-organized and active group. We have the Federation of Senior Citizen Associations of the Philippines (FSCAP), Iloilo Chapter, as well as an Office for Senior Citizens Association (OSCA) right at City Hall. Suppose they take the job of being Resident Volunteer Tourist Guides? Yes, why not? Many of our senior citizens in Iloilo have experience as officials of private or public offices and schools and can be more knowledgeable of history, culture and heritage than young tourist guides.

In 2005, we had the rare privilege of joining a guided tour of Europe by land, with an itinerary that took us across the continent, starting from the Vatican in Italy and crossing the channel to London in the United Kingdom, covering six countries. All the tourist guides that we met during the tour were all of middle age or older. Oh, how knowledgeable were they in explaining to us the history and culture of the different countries along the way, and even of rare museum pieces as in our visit to the Louvre, a famous museum in Paris. We learned from our elderly guide why Mona Lisa in her portrait done by the great painter, Leonardo Da Vince, was pale. She was pregnant!

It will be of great service to the community if our senior citizens will accept the challenge of becoming Resident Volunteer Tourist Guides in their own districts or towns. All that they do to start is ask the Department of Tourism to teach them the basics of tour guiding, and tourists from all groups will be in good hands, including medical tourists. ‘Paraw’: More than just an Ilonggo sailboat

ILOILO CITY – Fisherman Jayde Pauchano Sr. and his crew were racing the paraw in the Iloilo Strait toward Bundolan Point when tragedy suddenly struck. The wind and waves became rough, toppling the native boat’s mast and flipping it to its side.

Fortunately, a motorized boat with journalists on board was around to pluck the four crewmen out of the waters. The paraw was later put up and towed to safety, with Pauchano staying to guide it.

Luck refused to abandon Pauchano that day of Feb. 22. His other boat, 2 Angels, won over 74 participants in the 23.8-kilometer Paraw Regatta Sailboat Race from Sto. NiÒo Sur Arevalo in Iloilo City to Bundolan.

The city holds the Paraw Regatta Festival yearly to recognize the creativity of the Ilonggo people in paraw-building. “We have been doing this for the last 37 years. It has been like a community bonding already,” said Edwin Trompeta, regional director of the Department of Tourism.

Since the Spanish times, paraw-building has been a tradition for the Ilonggo people, known to be shipbuilders and seafarers. They have used the boat not only as a means of transportation but also as a source of livelihood.

Distinct character

Pauchano, 61, has joined the Paraw Regatta since 1973. His father taught him how to build the boat when he was a child – a craft that the fisherman eventually perfected by creating the double outrigger boats.

The paraw is built from a carved keelson or a long beam of wood connected to the floor of the boat with plywood planking for the sides. The hull is pointed at both front and back ends.

Measuring 31 m long and 30 m high, the boat’s distinct feature is its slim hull with a length-to-beam ratio of 20 to 1. To stabilize the vessel, it is fitted with outrigger floats made of bamboo.

Its sails are originally made from woven matting, but nowadays, they are stitched up from synthetic awning materials. The forward sail or layag knives the wind as fast as 20 to 30 nautical miles per hour.

Like Pauchano, Cesar Engallado believes that boat-building is in his blood. “My father was the one who actually made the paraw and he just taught me how,” Engallado said in Filipino.

A veteran regatta participant, Engallado loves to gaze at his most prized possession as it gently sways to the rhythm of the wind. He needed at least P30,000 to build the boat. “We buy the materials one piece at a time,” he said.

Joining the race has become a lifelong hobby for him. He started participating when he was 5 years old.

For Pauchano, the paraw is not only a sport but also a means to feed his family of 12. During off-season, he uses a smaller boat to catch fish.

“Sometimes, we catch eight kilos of fish, but at times, we only have two kilos,” he said. He earns a meager amount of P200 to P800 per catch, but has managed to send his children to college.

The paraw also helps ease the burden of day-to-day life, Engallado said. “It helps us forget our problems in life especially when we win.”

He had earlier worked as a checker in a brokerage firm in Parañaque City, but when the firm closed due to financial difficulties, he decided to return to Iloilo and build the paraw instead.

Today, Engallado, 42, alternates fishing and baking in a bread shop in Guimaras so he could keep his boat. “This has been a tradition for us. The paraw is already a part of our lives,” he said.

Fishermen like Pauchano still prefer the paraw over the motorized ones. “The paraw is faster,” he said.

Wind power

The sailboat is considered economical and environmentally friendly since it only needs the wind to propel it. After all, Iloilo is where two winds converge.

With the theme, “Sailing the High Seas, Mooring for More,” the Paraw Regatta Sailboat Race was the highlight of the four-day festivities in the city. The winning boat received P14,000 in cash prize.

More than the money, Rene Cortum, tourist operational officer, said “others joined because they enjoyed it and they really wanted to support Iloilo.”

Last year’s race attracted 40,749 tourist visitors, mostly Koreans.

For Pauchano and Engallado, the paraw is not only a boat but a symbol of a rich heritage of craftsmanship and ingenuity.

War photo exhibit brings tears to elderly

ILOILO CITY—Most of the black-and-white pictures were grainy and blurred. But their images still evoked vivid memories, brought tears to the elderly, and told unknown stories to the young.

Thousands of Ilonggo people have flocked to an exhibit of rare photographs of World War II on Panay Island at the food court area of SM City in Mandurriao District.

The exhibit, initiated by Aksyon Radyo Iloilo and the 6th Military District WWII Veterans Association Inc., is a tribute to World War II heroes as part of the commemoration of the 64th anniversary of the liberation of Panay, Guimaras and Romblon islands from Japanese occupation.

The guerrillas in Panay led by Gen. Macario Peralta Jr. were recognized as among the best organized in the country. They reputedly put up one of fiercest resistance movements against the Japanese.

The exhibit opened on March 18 and will last until March 31. It will be transferred to the provincial capitol and brought to various universities in Panay, said project director Jay Balnig.

Around 100 photographs mounted on tarpaulin panels depict the war on the island from Dec. 18, 1941 to March 20, 1945.

The images include those of Japanese soldiers in Iloilo City and Capiz and in the neighboring towns.

Several photographs showed tanks rolling along the historic Calle Real (J.M. Basa Street) at the heart of the city.

Another was on the landing of the Japanese Army's Kawamura Detachment in Barangay Trapeche in Oton town in Iloilo on April 16, 1942.

Among the most interesting were photographs of the Japanese invasion and occupation of Panay and the destruction of Iloilo City, provided by Dr. Ma. Luisa Mabunay, a history professor at the University of the Philippines in the Visayas.

There were photographs of anti-Japanese propaganda, which met the heishi (Japanese occupational forces) when they entered Iloilo City.

The exhibit also showed photographs of civilian Japanese residents (hojin) belonging to the Iloilo Japanese Association who were quartered by the Philippine Constabulary for three months until they were released by invading forces on April 20, 1942.

It displayed photographs of the liberation of Panay, including the landing of American forces in Barangay Parara in Tigbauan town in Iloilo and the historic march of victorious Filipino guerrillas on Calle Real and in front of the Iloilo Customs House.

Yeah...this problem is a common scenario in local provincial print media in our country. Since there are less notable "news-worthy" news in the locality, they resort in rehashing the article(s) several times in the future.

Notice in TVP-Iloilo and Ratsada too, bulk of their stories, maybe around 70% of it, comes from police and hospital reports? The rest is "top news" and "special news."

Notice in TVP-Iloilo and Ratsada too, bulk of their stories, maybe around 70% of it, comes from police and hospital reports? The rest is "top news" and "special news."

Iloilo for example has so many festivals but most of them are just in the "GUINNESS" bandwagon. you know, just to be IN.
On the average only DINAGYANG remains to be the festival and the only one that can topple ILONGGO FOOD/CUISINE in the memories of tourists.

at the back of their counter is a "mass" dining area tables and chairs side by side. while the perimeter of the area has cushioned seats.
one thing though, their tables are NOT sturdy.it can easily TOPPLE.mahina nga klase. or they should have opted a 4 legged one rather than a single leg with 4 leg base.try nyo bala you'll be VERY CAREFUL :lol:

half a kilometer from there going to the city is their CENTRO VERDE
i think mr que of iloilo supermart is smiling since the entrance of centro verde is in front of his lot and is very possible for another IS branch.maybe coffeebreak stores also in the future :lol:

Wanted: resident tourist guides

WE wrote last week of the 4th Annual World Health Tourism Congress scheduled for the first time in Manila from March 26 to 28, 2009. We asked if we are ready for Medical Tourism should some delegates to the world forum make a side trip to visit Iloilo or Guimaras.

We observed, however, that our tourism in Western Visayas is more of festivals, festivals and festivals. For example, here in Iloilo, we have created more than 100 festivals. This seems to be our major strategy to promote tourism in this part of the country.

But suppose a tourist or visitor comes to town on a day when there is no festival, what do we do? A good idea is to have a resident tourist guide that could bring the visitor to tour the town or city and other places of tourist interest on any day he arrives.

The tourist guide must be trained or experienced and knowledgeable of the place and facts of historical, cultural and heritage value, as well as in medical tourism. This can make the day for the tourist, and save him from just sitting up all day in the hotel lobby or at the bar because there is no ongoing festival during his visit.

We are thinking of asking volunteer guides from the Senior Citizens of Iloilo as they are a well-organized and active group. We have the Federation of Senior Citizen Associations of the Philippines (FSCAP), Iloilo Chapter, as well as an Office for Senior Citizens Association (OSCA) right at City Hall. Suppose they take the job of being Resident Volunteer Tourist Guides? Yes, why not? Many of our senior citizens in Iloilo have experience as officials of private or public offices and schools and can be more knowledgeable of history, culture and heritage than young tourist guides.

In 2005, we had the rare privilege of joining a guided tour of Europe by land, with an itinerary that took us across the continent, starting from the Vatican in Italy and crossing the channel to London in the United Kingdom, covering six countries. All the tourist guides that we met during the tour were all of middle age or older. Oh, how knowledgeable were they in explaining to us the history and culture of the different countries along the way, and even of rare museum pieces as in our visit to the Louvre, a famous museum in Paris. We learned from our elderly guide why Mona Lisa in her portrait done by the great painter, Leonardo Da Vince, was pale. She was pregnant!

It will be of great service to the community if our senior citizens will accept the challenge of becoming Resident Volunteer Tourist Guides in their own districts or towns. All that they do to start is ask the Department of Tourism to teach them the basics of tour guiding, and tourists from all groups will be in good hands, including medical tourists. Forgive my intrusion but I do believe Iloilo and the rest of WV has more to offer than just festivals. Since you guys are into google map-making and blogging every sort of aspect visitors would be interested in like food, recreation, nature and architecture; among other things it would be a good idea to come up with a comprehensive brochure for tourists as in the case of many cosmopolitan cities. Something that they can easily pick up from the airport, hotels, malls, government agencies, etc. and use for self-guidance. Though tour guides are a great idea, it is the nature of some people to do things on their own. Also having a guide around could mean less privacy for the visitors.

Treñas backs Megaworld’s bid for PEZA accreditation

City Mayor Jerry Treñas has no objection on the application of Megaworld Corporation to the Philippine Economic Zone Authority (PEZA). He said PEZA has written him of the corporation’s bid to become an economic zone.

Megaworld Corporation is applying for a PEZA accreditation in preparation for the development of the portion of its f the 54-hectare property in the old airport site in Mandurriao district into an Information Technology (IT) park.

In 2007, the corporation announced that it will pour out P1.5 billion investment to develop the old airport into a business park.

The future business park will have a Business Processing Outsourcing (BPO), residential, hotel, convention center, commercial and retail outlets, skills training center and recreation facilities. The development of the area is centered on the “live-work-play-learn community.”

The mayor said he even encouraged Ilonggo businessmen to construct a building particularly for Business Processing Outsourcing (BPO) to attract investors and apply for a PEZA accreditation. In Bacolod City, the mayor observed, there are businessmen who are ready to take risk by constructing a building first and look for occupants. A PEZA accreditation means they can get more investors.

At present, there are five PEZA accredited buildings in Iloilo City. These are SM City, Amigo Plaza Mall, Gaisano City, Robinsons Mall and e-PLDT Ventus in Molo.

Although the initial cost is higher than the menu boards used in most fastfood chains but in the long run, they won't be spending much again if they want to change the menu items/layout/prices.

Mayu ba ... the lake could also double as a rainwater basin if ever mag flood. Confused na ko kay agro-industrial dapat ang Pavia but most of its land area is being utilized by big subdivisions.

Roads ready for summer break traffic

THE Department of Public Works and Highways (DPWH-6) is exerting its efforts to maintain national roads leading to summer destinations in the region.

DPWH director Rolando M. Asis said they anticipate increased daily traffic volume as families are expected to travel to various destinations in the region such as Boracay island.

Asis said he directed district engineers to put up composite teams and public assistance centers in their respective areas to assist motorists during the Lenten break.
The DPWH is also fast tracking the widening of the Iloilo City-Sta. Barbara Road which is the main access to the new Iloilo International Airport in Sta. Barbara-Cabatuan areas.

The DPWH is also gearing for more infrastructure projects.

In Guimaras, two bailey bridges – Bugnay Bridge in Jordan and Mantasic Bridge in San Lorenzo – will be converted to reinforced concrete deck girder bridges within the year.

President’s Bridge Program-Project Management Office Director Emil K. Sadain said Bugnay bridge has a P15-million budget while P25 million was set aside for the Mantasix bridge.

The bridge projects will enhance the mobility of motorists and passengers, agricultural and fishery products and construction materials to nearby barangays and municipalities and in mainland Iloilo and Negros Occidental. (PIA6/T.Villavert)

Local and foreign tourists will also enjoy their travel to various destinations in Guimaras such as the Mc Arthur’s Wharf and 18th Century Guisi Lighthouse. (PIA6/T.Villavert)

At least we can see the effects of the power reduction. I think it's 8 - 9 pesos now, as compared to the 14 peso sometime ago.

Forgive my intrusion but I do believe Iloilo and the rest of WV has more to offer than just festivals. Since you guys are into google map-making and blogging every sort of aspect visitors would be interested in like food, recreation, nature and architecture; among other things it would be a good idea to come up with a comprehensive brochure for tourists as in the case of many cosmopolitan cities. Something that they can easily pick up from the airport, hotels, malls, government agencies, etc. and use for self-guidance. Though tour guides are a great idea, it is the nature of some people to do things on their own. Also having a guide around could mean less privacy for the visitors.

yup. we do have more than these festivals but we cant help it if its these festivals are the main thrust in the tourism promotion of of almost all these places.
yup (#2 :lol: ) brochures are just simple things IMO but we have never seen a good one even here in Iloilo city. Even a good map. Mostly brochures in the airport (ICVB lounge) ofcourse are from its memebers so its mostly hotels, etc.
I guess the regions would rank in the bottom in terms of promotion :bash:

Although the initial cost is higher than the menu boards used in most fastfood chains but in the long run, they won't be spending much again if they want to change the menu items/layout/prices.

^^eh yung electric consumption sang 3 ka LCD screens nga ini ayhan,mas cheaper compared to the traditional menu board? anyway, i like it and its sosy yet the food as you say is really "pang-masa" :)

Mayu ba ... the lake could also double as a rainwater basin if ever mag flood. Confused na ko kay agro-industrial dapat ang Pavia but most of its land area is being utilized by big subdivisions.


im still making my review. :lol: i tried their adobo and okay na sya for me.but their serving as i have said is bitin.im sure kon magEB kita diri, cguro tag 2 orders kita tanan pero okay lang, IMO.
yup. nothing spectacular sa taste sang mag nakaon ko (though namitan ako sang ila nga bistek and caldereta) and if im not mistaken, them ost expensive item in their menu is worth 95pesos (thats the combo meal as posted in teh previous pages.) i'll try more next time hahaha

all in all, it's just like JD minus the baked goods. worth a try ... if its ok then comeback again, if not then Delgado-Valeria-Gen. Luna streets offers more restos to choose from.

by the way they have UNLIMITED RICE man for their grilled orders :lol:

when pavia was declared as the regional agro-industrial center, it wasn't an attractive residential place IMO unlike the one goign to leganes. but i guess the new airport paved the way hat almost made it a great residential magnet overnight. plus cguro the flood control project that would answer the "flooding" concerns

by the way last sunday while "using" the marymart mall as short cut on my way to sm delgado from robinsons, naga sunod ako sa mga sang medyo may eded nga mga shoppers sa marymart,then suddenly i heard a LOUD BANG/CRASHING sound. everybody in the viinity also were "stunned"

it turned out that one of the old ladies didn't see the glass wall and BUMP into it. hehehe

Green Mango: A haven of good fast food

The News Today got invited to try out Green Mango, a newly opened fast food restaurant in Valeria Street (near Atrium) the other day and it was quite a surprising and enjoyable gastronomic experience for us.

Food Consultant Miner del Mundo and owner Johnny Que's assistant Arvi Sumayo joined me, Ms Marichel Magalona and Joanne Combong-Pijuan to enjoy Green Mango's homecooked-style favorites.

We were treated with servings of Breaded Fried Chicken, Barbecue Chicken, Pork Chops, Pancit Canton, Pancit Palabok, Pork Sinigang and Fiesta Halo-Halo.


I called the experience as surprising because we ate more than what we were accustomed to. I wasn't the only who noticed it when I started asking my boss Ms Chel to start passing me more rice and the other food on the table.

“This is a cross between fastfood dining and your mom's cooking. The food tastes good. A lot of bang for your luck. I dunno, Kat, I really ate more than my usual,” said Joanne.

Ms. Chel found the food affordable and they have big servings. “And the taste is authentic,” she added.

Gasto kuryente if LCD TV. I think it would be better if they utilized the screens as Digital Signage with video of their specialty. Daw ka sayang if the whole day same image lang ang ga display. (I guess ga ilis2 time to time) If its an LCD TV, there will be a ghosting effect (high burn rates) of an image...kun islan na ang picture.

Good idea.. first time ko kita menu board nga LCD. I usually see LCD screens in restaurants but as Digital Signage.

^^ The tendency would be they'd stop using it after a few months and make printed / written menus instead. They probably used the LCD TV's to attract customers / sukis, and they're gonna use it after a hiatus whenever there are special events.

If im NOT mistaken markim's my kitchen has long been here before THE AVENUE row of restos opened. Its just they are not hyped. Besides their location is "obscure" IMO :lol:
Though its along Diversion Road and right across smallville entrance, you cannot eaisly distinguish it from the shops/stores. It is located beside auto shops, etc
At least now that it has made itself appeard ONLINE (thanks to www.sneezeniz.com) hopefully it can have more customers

Iloilo City proposes extension of tax holiday (http://www.visayandailystar.com/2009/March/23/businessnews3.htm)

The Iloilo Business Club welcomed the extended tax holidays proposed by the Iloilo City government for prospective investors.

IBC Executive Director Leah Lara said their group applauds this initiative because the business community already feels the crunch of the economy crisis.

The move is very favorable as it provides business more reasons to remain positive of Iloilo City's investment programs, and the IBC will tackle the issue in their next meeting, she said.

Lara said the IBC will compare the city's business tax incentives with those of other cities like Bacolod, Cebu and Davao so they could come up with benchmarks for tax incentives given by various local government units.

The Iloilo City proposal provides for the extension of the tax holiday from three years to five years, in the form of real property and business taxes in graduated form. Every year, taxes will decrease at a given percentage.

Another provision is the lowering of the capitalization requirement for new business applicants to P15 million from the original P50 million.

In Bacolod City, a recent action of the Sangguniang Panlungsod in response to the clamor of the business sector to help them cope with the economic crisis, is the deferment of the implementation of an ordinance approving the Revised Local Revenue Code, which increased local taxes.

The deferment aimed to give more time to the taxpayers to familiarize with the revised rates of the 2009 Revenue Code of the city.*

DENR eyes development of WV uplands to fight poverty

THE DEPARTMENT of Environment and Natural Resources (DENR) regional office is eyeing the development of upland areas in Western Visayas specifically for agroforestry.

This is to create additional income for upland households and prime up the local economy.

DENR Regional Executive Director Ricardo L. Calderon also hopes the program will not only mitigate the adverse effects of climate change but will enhance biodiversity conservation and rehabilitation and strengthen the protection of the last frontiers through monitoring and advocacy of the Bantay Gubat.

Calderon said a total of 2,479 hectares will be developed in Western Visayas with an estimated 1,021,348 tree seedlings to be planted. Agroforestry will cover 891 hectares, upland reforestation of 985 hectares, assisted natural regeneration of 460 hectares, and mangrove reforestation of 143 hectares.

This will cover six provinces in the region with 460 hectares in Aklan, 460 hectares in Antique, 450 hectares in Capiz, 400 hectares in Iloilo, 100 hectares in Guimaras, and 609 hectares in Negros Occidental.

In Aklan, the focus will be on the Ibajay River watershed and Aklan River. The province of Antique will cover Sibalom-San Jose Watershed, Sibalom Natural Park, Dalanas River Watershed, and Northwest Panay Peninsula Natural Park.

In Capiz, it will focus on Mambusao River watershed and Panay River Watershed. Iloilo will cover CBFM area at Igpaho, Tubungan, Sibalom-Tigbauan watershed, Aganan Watershed, Codionan River Watershed in San Dionisio, and Barotac Viejo-Banate Watershed.

Guimaras will develop the CBFM areas at Buenavista and San Lorenzo while Negros Occidental will cover Mt. Kanlaon Natural Park, Pangiplan Watershed of Binalbagan-Himamaylan areas and Brgy. Punta Batang and Caradio-an, Himamaylan. This will also include CBFM areas of San Carlos City, Cadiz City, E. B. Magalona, and Cauayan.

For forest protection, Region VI's Bantay Gubat Force will be covering about 214,280 hectares of forest areas with 49,450 hectares in Aklan; 59,080 in Antique; 23,430 in Capiz; 300 in Guimaras; 35,180 in Iloilo; and 46,840 hectares in Negros Occidental.

Calderon said the DENR was given funding for the development of the forests through agroforestry, watershed rehabilitation/restoration, and establishment of tree plantations that could provide short-term income and livelihood projects for upland communities especially those that are members of the people's organizations and holders of tenurial instruments such as the Community Based Forest Management (CBFM) Agreement and the members of the protected areas management boards and their constituents.

The project could also generate employment not only to men but also to women, in-and-out-of-school youth, senior citizens, members of local religious organizations, and civil society groups who wish to join the program.

LCD Monitor or LCD TV?

Looks like LCD TV to me...mmm..
Gasto kuryente if LCD TV. I think it would be better if they utilized the screens as Digital Signage with video of their specialty. Daw ka sayang if the whole day same image lang ang ga display. (I guess ga ilis2 time to time) If its an LCD TV, there will be a ghosting effect (high burn rates) of an image...kun islan na ang picture.

Good idea.. first time ko kita menu board nga LCD. I usually see LCD screens in restaurants but as Digital Signage.

Public consultation on poker tomorrow

THE Sangguniang Panlungsod’s committee on games and amusement will conduct a public consultation on the proposed poker room at the SP conference room 9am tomorrow.

Councilor Lyndon Acap, committee chair, will preside over the consultation which will focus on the poker room in a local hotel. The proposal is expected to draw opposition from the local Church leadership.

The card game is said to be being played already though in small sessions in certain areas of the city.

Mayor Jerry Treñas said he will wait for the decision of the SP on whether or not to approve the operation of a poker room in the metropolis.

“The City Legal Office said the City Government could issue a permit to poker upon the approval of the City Council,” he explained. The proposal is from Cebu-based Vanskaps & Management Group Inc. president Edward Soon Chiu who wrote Treñas last January 22 about his intention to operate a poker room at the Residence Hotel in Gen. Luna Street, City Proper.
Chiu said they have a license from Philippine Amusement and Gaming Corp. (Pagcor).

Although today, we are caught up with the challenges and starting to feel the pinches of the global economic credit crunch, the worse since 1929-1930's...at least we still stand and its a good thing that the country is still standing and hoping that it'll remain strong until the this Great Recession ends up and on the road to recovery.

In other words, although we may hear good news but its not good enough if we compared it with a non-crisis scenario...the investments may have been robust than that is today.

The problem also lies in our infrastructure and snail-paced, conservative movement of some of our local politicians and policy makers...

...but anyway, just pray that we would go to the recovery times as soon as possible.

A bulk of Metro Manila's population are migrant population coming from different provinces of the country...and most of the second generation doesn't know their lineage unless went to the province or told by their parents.

That big population is one reason why Manila looks so abandoned during Holy Week and Christmas Day.

that's why i don't have any bitter feelings now beacuse i really do understand why it happened that way.maybe i have to thank those experiences of mine because that was a training gound for me when i go abroad esp. dealing with different people,different cultures in different walks of life.:)

sang paggraduate ko iya sa nursing wala ako nag obra sa ospital kay mabayad pa ako sang volunteers fee? no way it's not practical lalo na ara ako sa manila and i'm supporting my self and brother for the monthly rent.
i work as a waiter and pharmacy assistant in mercury drug while applying job in Dubai.
when i was accepted to work in ministry of health in dubai you know where i got my experience. from university of recto:lol::lol::lol:peke .manila doc kuno hehehe.tonto gid no!

but for me, I really had to work as a reliever nurse and do a research job up in the mountains of calinog and take all the necessary exams , i graduated 1998. Im glad that i was able to go here to the US before all these recent things about immigration delays happened.

JED MABILOG RESOLUTION
A RESOLUTION filed by Iloilo City Vice Mayor Jed Mabilog asking concerned government agencies to investigate the zigzag road and the Barbeque Park of Edward Yee is very reassuring on the part of the public.
How come that Yee was able to construct his restaurant on a government lot without any permit from the DENR?
How come he was able to convince the DPWH that instead of constructing a straight road as planned, the result is a “zigzag,” thus avoiding his place?
And how come he even filed compensation charges with the DPWH in the amount of something like P3 million as damages when the truth of the matter is that the land is owned by the government?

US AMBASSADOR PRAISES PAVIA‘S AMAZING RECOVERY
CONGRATS to Mayor Cadio Gorriceta and the people of Pavia, Iloilo!
According to reports, the Pavia visit of US Ambassadress Kristie Kenney was very successful.
To start with, she was met with many “welcome” and “thank you” streamers, with many students lining up the sidewalks waving small flags (many times she went out of her van to shake their hands and had photo ops with them).
Big crowds also met her at the Pavia municipal building and covered gym.
The reception for the significant visit was properly organized.
Inday Daphine Jontarciego sang the American national anthem in a very impressive manner to the point that the joyous ambassadress went to her on the stage and embraced her.
A Red Cross official was also mesmerized at the beautiful manner in which the patriotic hymn was sung.
The ambassadress also had the occasion to dialog with flood victims who received help a few days after the flood from the USAID and the Red Cross.
‘Amba’ Kenney had one word for her Pavia visit: “Super!”

Just got back from a brief, Bacolod and Iloilo trip. Have to catch up the boat going to Cebu since i have prior commitments. Anyways.. there are alot of changes, the New overpass along Luna Ave., a new bridge near the Riverside Hotel.. the new SM in Valeria, Delgado.. construction of the Metro Iloilo Radial Road, a new bridge in Jaro.. the Tagbak Terminal is currently undergoing improvements..

I have also seen new buildings along diversion road such as the Medicus Bldg, Iloilo Business Hotel and some new establishments such as restaurants, service centers.. it's getting dense na rin jan sa may diversion road..

I havent seen much of the city since i was only here for a day.. i got pics and will post it here soon.

By the way, pansin ko lang, looks like intense na ang marketing ng politicians sa Iloilo. You can see tarpaulin greetings of politicians with respective pictures especially near schools. Looks like campaigning had already started na.....

^^ He still is...Have met with him several weeks ago here in Manila. But anyway, I get the point why the comparison he made...benchmarking. Indeed, the local leaders and the businessmen in Iloilo accepts the fact that we still lag behind some of the major Philippine cities and has to get to act together. And I hope that we Ilonggos, although proud but not to the point of deceiving ourselves that we are the best, because really in reality, we still have a lot of things to catch up...a fact that local leaders and loal businessmen now acknowledge since Investor's Forum and beyond.

Sometimes we have to take the bitter pill of constructive criticism from the outsider's perspective from time to time...because in the end, its not the ego that is important, its on how your body and you accept the fact in order to get well soon. :)

i guess you're right .the truth hurts.and maybe we ilonggos knows it already.that's why we are doing our best to keep abreast with other major cities in in terms of developments in every aspect,tourism,infrastructure if not better of.as of now i'm happy with the way it's flowing right now.the public and private sectors are working hand in hand.i'm looking forward for the next election that somebody will lead the city and province of Iloilo and come out in the open and make miracles. hehehe

I used the term "benchmarking" since this is the most valid term as compared to haughtiness or blind pride. Because local officials, academicians, businessmen and the like in Iloilo or any other city here in the country, use such in order to gauge themselves what are their advantages and disadvantages and learn from the experiences from other cities as well...that's the main purpose of PCCRV.

Unfortunately, there are really people in the society that has blind pride, are narrow-sighted and immature to take such information of "benchmarking" as a "realm of pride" and suddenly makes "crab mindset-induced statements" that would affect the image of one's locality.

Don't take criticisms a bang to the ego, take it as a challenge instead. We really cannot avoid the fact that we would tackle these things every now and then...its better this way rather than all praises without substance or criticisms to make the society better.

I'll just borrow a quote from Sir Paul Villarete of SSC Cebu, a pinch of reality in which we also in Iloilo can relate to...just read the lines, no need to be fluent in Cebuano...reality does bite.

for leaders of their choice. the rest are influenced by other leaders, relatives,
family, even friends, etc. etc. maayo gani diri sa cebu city wa'y palit, o kung
naa man, gamay ra jud kaayo as to being considered negligible. in other parts
of the country outside cebu city, money is a major consideration.

the bottom line is: no matter how much we complain in the internet, all of
us are actually fence-sitters during election time and we do not have anybody
else to blame by ourselves.

I used the term "benchmarking" since this is the most valid term as compared to haughtiness or blind pride. Because local officials, academicians, businessmen and the like in Iloilo or any other city here in the country, use such in order to gauge themselves what are their advantages and disadvantages and learn from the experiences from other cities as well...that's the main purpose of PCCRV.

Unfortunately, there are really people in the society that has blind pride, are narrow-sighted and immature to take such information of "benchmarking" as a "realm of pride" and suddenly makes "crab mindset-induced statements" that would affect the image of one's locality.

Don't take criticisms a bang to the ego, take it as a challenge instead. We really cannot avoid the fact that we would tackle these things every now and then...its better this way rather than all praises without substance or criticisms to make the society better.

I'll just borrow a quote from Sir Paul Villarete of SSC Cebu, a pinch of reality in which we also in Iloilo can relate to...just read the lines, no need to be fluent in Cebuano...reality does bite.

Public consultation on poker tomorrow

THE Sangguniang Panlungsod’s committee on games and amusement will conduct a public consultation on the proposed poker room at the SP conference room 9am tomorrow.

Councilor Lyndon Acap, committee chair, will preside over the consultation which will focus on the poker room in a local hotel. The proposal is expected to draw opposition from the local Church leadership.

The card game is said to be being played already though in small sessions in certain areas of the city.

Mayor Jerry Treñas said he will wait for the decision of the SP on whether or not to approve the operation of a poker room in the metropolis.

“The City Legal Office said the City Government could issue a permit to poker upon the approval of the City Council,” he explained. The proposal is from Cebu-based Vanskaps & Management Group Inc. president Edward Soon Chiu who wrote Treñas last January 22 about his intention to operate a poker room at the Residence Hotel in Gen. Luna Street, City Proper.
Chiu said they have a license from Philippine Amusement and Gaming Corp. (Pagcor).

JED MABILOG RESOLUTION
A RESOLUTION filed by Iloilo City Vice Mayor Jed Mabilog asking concerned government agencies to investigate the zigzag road and the Barbeque Park of Edward Yee is very reassuring on the part of the public.
How come that Yee was able to construct his restaurant on a government lot without any permit from the DENR?
How come he was able to convince the DPWH that instead of constructing a straight road as planned, the result is a “zigzag,” thus avoiding his place?
And how come he even filed compensation charges with the DPWH in the amount of something like P3 million as damages when the truth of the matter is that the land is owned by the government?
With Mabilog’s resolution, the public expects a better result.

US AMBASSADOR PRAISES PAVIA‘S AMAZING RECOVERY
CONGRATS to Mayor Cadio Gorriceta and the people of Pavia, Iloilo!
According to reports, the Pavia visit of US Ambassadress Kristie Kenney was very successful.
To start with, she was met with many “welcome” and “thank you” streamers, with many students lining up the sidewalks waving small flags (many times she went out of her van to shake their hands and had photo ops with them).
Big crowds also met her at the Pavia municipal building and covered gym.
The reception for the significant visit was properly organized.
Inday Daphine Jontarciego sang the American national anthem in a very impressive manner to the point that the joyous ambassadress went to her on the stage and embraced her.
A Red Cross official was also mesmerized at the beautiful manner in which the patriotic hymn was sung.
The ambassadress also had the occasion to dialog with flood victims who received help a few days after the flood from the USAID and the Red Cross.
‘Amba’ Kenney had one word for her Pavia visit: “Super!”

High-caliber speakers grace today's WV planning summit

Western Visayas leaders from the government, business sector, academe, and non-government organizations gather today at the Iloilo Grand Hotel in Iznart Street, Iloilo City for the Western Visayas Regional Planning Summit.

Themed “Weathering Uncertainties: Building a Resilient Region,” the summit is jointly organized by the Metro Iloilo-Guimaras Economic Development Council (MIGEDC), and the regional offices of the Department of Interior and Local Government (NEDA) and the National Economic and Development Authority (NEDA).

The summit aims to identify and arrive at a consensus on the bioregional challenges of the MIG and Western Visayas regions, share experiences in addressing sustainability and governance issues and foster discussion on emerging creative trends in regional planning such as disaster risk management and climate change.

It will have as its keynote speaker former Environment Secretary Elisea “Bebet” Gozun, awarded as one of Champions of the Earth in 2007 by the United Nations Environment Programme (UNEP).

The summit was called to help set the course of both the Metro Iloilo-Guimaras and the Western Visayas regions amid repeated disasters that devastated them, specifically the flood wrought by Typhoon Frank in June 2008 and the MV Solar 1 oil spill tragedy in August 2006.

Other speakers in the summit include South Cotabato Gov. Daisy Avance-Fuentes, chairperson of the Allah Valley Landscape Development Alliance; Andrew Farncombe, Vice President for International Partnerships of the Canadian Urban Institute; Kristoffer Berse, knowledge management manager of the Earthquakes and Megacities Initiatives; and Presidential Assistant Raul Banias, executive director of Task Force Bangon Panay.

Engr. Bienvenido Lipayon, regional director of the Environmental Management Bureau; Engr. Al Fruto, project coordinator of the Iloilo Flood Control Project; and Engr. Evan Anthony Arias, senior planner of the province of Guimaras will complete the list of speakers.

The summit will also seek to identify priority policy issues, areas of collaboration and partnership among business sector, academe, international donor agencies, organizations, national government and non-government organizations in addressing issues of sustainable development.

The Western Visayas Regional Planning Summit could also be accessed in real time by those outside of Iloilo and even the whole world through the internet as there will be a Live Webcast of the event.

ABC president Jonas Bellosillo said his Jaro district-based association would appreciate it very much if people recognize and honor Jaro for its tourism potential on top of it being the religious seat of the Catholic faith in Western Visayas.

Bellosillo said that they are now contemplating the promotion of domestic tourism in the plaza and surrounding areas as the biggest crowd drawer of the district.

Jaro has 42 barangays with a total population of 111,976 as of August 2007 census. It has an area of 29.87 square kilometers that occupies almost half of the land area of the whole city with 68.52 square kilometers.

Bellosillo said there are at least 12 historical sites in the periphery of the plaza that can be considered as potential sites for domestic tourism that tourists would find easy to see.

These sites include the famous Jaro Cathedral and its miraculous virgin statue of the Nuestra Señora de la Candelaria, whose feast is celebrated every February 2 and considered as the biggest and grandest fiesta in the entire country.

Other historical sites include the nearby Archbishop's Palace, Jaro Belfry, Jaro covered gym and Graciano Lopez-Jaena shrine inside the plaza, Veterans Memorial shrine, Lopez Vito House, Patrocinio Gamboa Shrine, Band Stand, the old municipal hall of Jaro that currently houses the Jaro police station and the 1936 seal of the municipality of Jaro before it was separated as a city district.

Other historical places in the periphery of the plaza are the Corona inside the gym and the St. Pious X Seminary and the Jaro Evangelical Church as the first Baptist church in the Philippines.

To start, they should clean the Jaro plaza first and make it 100% vendor free ALL the time. I no longer know if the plaza is really a plaza or a market.

But anyways.. i only get to barge or gate crash into forums where i consider myself i have relations though my home is in Cebu, therefore i am a resident forumer in Cebu threads. However, since my father is a true blooded Ilonggo, i get to gate crash and posts in the Iloilo or Bacolod thread occassionally, because these two cities i consider also vital in the development of the entire country. I also gate crash in southern leyte forums since my wife hails in Malitbog, Southern Leyte. Among other forums, i get to visit Davao and Cagayan de Oro and would occassionally post.

Aside sa Cebu i have special affection for Iloilo since it is the home of my father and i can consider myself Ilonggo by blood and Cebuano by choice.
In all my posts in any area i always respect the views of the forums and be extra sensitive of the opinions.

By the way, one of the reason i visited both Bacolod and Iloilo is for business, since i get to weigh in what city our western visayas branch would be located. And i hate to say this, both cities are good and has alot of potential, but blood lines and history do influence our decision, thats why i choose Iloilo to be the site. perhaps i will be back again soon to find a place for our future office.. i am looking at the General Luna area..

i cant be sure what was it pero last time there was a sort of hukay in front of jaro evangelical church.

I believe it wouldn't. The concept of Plaza that we have have to adapt with our tropical country. We cannot have a Plaza Miranda type of Jaro Plaza due to intense heat that we have.

Plazas or parks are areas of recreation, activity and labidoods....:lol: So you need trees to cover these....especially labidoods....:lol:

Well...that's the best "labidoods" lane in Iloilo City....Fort San Pedro by dusk...the breakwaters have already created such "romantic ambiance" that most lovers, manggaranon or imol, would like to see the sunset by the sea kay romantic kuno...bwahahaah!!! :lol:

^^ I think having trees on plazas is good in our part...but I think landscaping and making it more of an eye-candy and clean and maintenance is all that we need to improve. :okay:

Its just Jaro that is soo uber frustrating when it comes to landscaping yet this Plaza is one of the most historical together with Plaza Libertad...

But anyways.. i only get to barge or gate crash into forums where i consider myself i have relations though my home is in Cebu, therefore i am a resident forumer in Cebu threads. However, since my father is a true blooded Ilonggo, i get to gate crash and posts in the Iloilo or Bacolod thread occassionally, because these two cities i consider also vital in the development of the entire country. I also gate crash in southern leyte forums since my wife hails in Malitbog, Southern Leyte. Among other forums, i get to visit Davao and Cagayan de Oro and would occassionally post.

Aside sa Cebu i have special affection for Iloilo since it is the home of my father and i can consider myself Ilonggo by blood and Cebuano by choice.
In all my posts in any area i always respect the views of the forums and be extra sensitive of the opinions.

By the way, one of the reason i visited both Bacolod and Iloilo is for business, since i get to weigh in what city our western visayas branch would be located. And i hate to say this, both cities are good and has alot of potential, but blood lines and history do influence our decision, thats why i choose Iloilo to be the site. perhaps i will be back again soon to find a place for our future office.. i am looking at the General Luna area..

may your tribe increase! investing back to your parent'(s) hometown(s).

We went to Smallville the other night. Some of my friends said that they had to go to the NSO to line up to process their brith certificate at 5am (grabe nga pilahay!). We went around the city the whole night until 5am and accompanied our friends to NSO ... we then bought pancho and pan de sal in BUHO Bakery in downtown and watched the sunrise from Fort San Pedro. At last na tuman guid man handom ko makita ang sunrise.

In addition, the SECPA that the NSO prides of as “could not be faked”, perhaps could not be faked, indeed, but somewhat find their way to the hands of talented racketeers who make a living out of producing counterfeit NSO documents. I have seen quite a number of such “documents”, being passed off as genuine in the Middle East.

Therefore, we could say that the documents that our local civil registrar issues serve the purpose of proving our identities better, than the documents issued by the NSO.

Having said that, and having tolerated, and continuing to put up with the futility of the NSO document, we could say that the NSO also succeeded in complicating the procurement process of our civil records.

Imagine herding taxpayers from the whole Western Visayas region into one chaotic, cramped and scorching place in Iloilo City, leaving them confused and not knowing what to do, and then not having the empathy in exerting any efforts to make things a little bearable for them? That is what NSO-Iloilo does to the taxpayers of the region.

Whereas before, we would only have to go to our local civil registrar’s office to obtain our birth records or our marriage certificates at our nearby, familiar and rather comfortable municipal buildings, now we have the NSO compelling us to head to the disorganized, dirty, and sweltering NSO office in Iloilo. To people from Antique, Aklan, Capiz, Guimaras and Negros Occidental, that would also mean far – and expensive.

NSO-Iloilo issues around 800 documents a day – 400 in the morning and the same number in the afternoon. The process would start not inside the office itself, but on the sidewalk below the building, where request forms would be handed out. Sometimes during the peak months (the student enrollment period, for example), the distribution of request forms would be done in Plaza Libertad across the street, to accommodate longer lines, which would usually start to form at 6 o’clock in the morning.

Those of us who are not familiar with the system, would wonder what is happening on the sidewalk or in Plaza Libertad, since no signs are posted in the vicinity and the security guards are not so enthusiastic to inform. Naturally, we would instinctively follow the line and once we get our request form, head our way up the steep stairs, which would already be lined with people sitting on both sides of the steps.

We would then find out that the stairs landing is already stuffed with people, as well as the 11 meters long x 6 meters wide hall that serves as the waiting and transaction area for the taxpayers. Ideally, such small hall should only seat up to a hundred people, but most of the time, it would be packed with up to 200 people, with some seated and some standing on any vacant space they could find. Moreover, the room would be humid and would be sweltering hot, with only four electric fans blowing warm air to hundreds of people.

We could choose to overlook these inconveniences, if only NSO personnel empathize with our situation by means of implementing an organized and efficient service that any income-generating government office should deliver.

But while NSO personnel, our supposed public servants, were comfortably sitting in their fully air conditioned compartment, we the taxpayers, their supposed masters, were out in the humid and oven-like hall, not only sweating like we have just ran a marathon, but also confused, not enlightened on what to do.

Public address systems are important in dealing with a crowd. NSO-Iloilo has one, but it is inadequate. Four transaction windows share only one microphone in addressing the crowd. A megaphone supplements the microphone, but it is not always used.

Since the microphone is fixed at the releasing window, the personnel manning it is the one calling out the numbers for the screening window, and she does so by calling out numbers in batches of twenty, or sometimes forty. This leads to long, tiring queues for the people. This also leads to confusion and even misunderstanding, because with this manner, No. 140 could, in effect, come before No. 101, if he happened to be nearby when “No. 101 to No. 140, to Window 1, please” is heard. It would be hard to imagine, but there are people who actually believe that 140 comes before 101.

Flow charts are basic tools for any transaction process, but NSO-Iloilo does not have one. It is still harder to understand why there are people who could not see the common sense of using a flow chart in making otherwise unfamiliar procedures into simple actions.

Air conditioning or at least, ample ventilation is required in any enclosed space. Sadly, NSO-Iloilo personnel apparently decided that this only applies to them, and not to the taxpayers that they are supposed to be serving.

If feedbacks were to be believed, we could assume that NSO-Iloilo is now one of the people’s most-hated and most-cursed government agencies. But NSO-Iloilo could certainly overturn this bad reputation.

Firstly, it could post flow charts and other relevant instructions in conspicuous places to guide us, the taxpayers, especially the first timers, so that confusion could be minimized, if not totally eradicated, thus making the transaction process easier.

Secondly, it could put another microphone at the screening window and tell the request form screener to call out numbers one by one, so that queuing time could be minimized, and misunderstandings among us, the taxpayers, could be avoided, thus promoting a less antagonistic environment. Or it could install one of those electronic number displays that every self-respecting establishment has.

Finally, NSO-Iloilo should realize that we are humans, too, who could get dehydrated and could become weak when subjected to agonizing humidity and heat for hours. It could at least install more electric fans to provide adequate ventilation, or better still, install air conditioning units in the waiting/transaction area.

Because it is earning at least PHP112 thousand from us every day, we believe that these little suggestions would not be such a big burden to NSO-Iloilo. We look forward to the day when every transaction we process at NSO-Iloilo would be a pleasant experience, much like the satisfying experience we had at Phil Health-Iloilo, DFA-Iloilo and to a lesser extent, NBI-Iloilo.

i agree and share my sentiments. actually i find it redundant. you have a birth certificate yet in general, it is required to be nso authenticated. so double your effort and time to get it, so is your money. ngaa indi puede i release nga nso authenticated na nga daan para wala damo hassle. haaaay, bureaucracy and red tape.

^^That's the problem with many of our government agencies. We are herded like cattles and cramped in tiny waiting areas while these government employees stay in their airconditioned cubicles or windows. This happens everyday yet each respective government agencies never made effort to alleviate the problem. :ohno:

Firm to put up $5M rice processing complex


A KOREAN firm is set to establish a rice processing complex worth $5 million in Pototan, Iloilo, an agriculture official said.

Larry Nacionales, regional director of Department of Agriculture (DA) in Western Visayas, said the Korean International Cooperation Agency (Koica) signed a memorandum of agreement (MOA) with agriculture and local officials for the venture.

Nacionales, together with Iloilo Governor Niel D. Tupas, Pototan Mayor Pablito Perez, Agriculture Secretary Arthur C. Yap and Korean officials led by Mr. Kim of Koica, attended the MOA signing Friday.

Nacionales said Koica officials already made an inspection trip in Pototan and the agricultural areas of municipalities along the Jalaur River.

Aside from Pototan, the towns of Dingle, Janiuay, Barotac Nuevo, Dumangas and Zarraga, are considered “food basket” of Iloilo province.

The Koica rice processing complex will be operated by the National Business Corporation, said the regional director.

Nacionales said the multi-million-dollar complex will have its own rice mill, dryer and procurement facilities.

City notches rosy figure in 2008 surplus


ILOILO City has notched a notable financial surplus in 2008 by posting a rosy figure on the city's fiscal position.

This is how City Mayor Jerry P. Treñas describes it.

Without announcing a specific figure, Treñas said the surplus is substantially more than the P35 million posted in 2007 that made the city financially sound.

This surplus is attributed to good tax collection performance and very prudent government spending, and Treñas specifically lauded the performance of the city treasurer's office, city assessor's office, and other city offices that cooperated in total good tax collection efforts.

Treñas said that despite the onslaught of Typhoon Frank devastation in this city last June 2008, the city was able to recover fast and properly, and city services continue due to cooperation of everybody in the City Government.

The city was able to plough government services direct to the barangays, thereby checking and reducing poverty incidence in the 180 city barangays.

The city chief executive also said that his government was able to help and buy additional policemen vehicles and firearms and to hire additional police auxiliaries in the maintenance of peace and order and help barangays in social and economic needs.

Treñas admitted that he could not yet divulge the exact surplus figure for 2008 but said that he was assured of such surplus by the city treasurer's office.

CPU could have done better with the $200,000 grant they got in 2007 for the repair/improvement of Henry Luce III Library.

I wonder what the Henry Luce Foundation has to say when they see this addition. I'm a Centralian but I'm sorry to say but CPU badly needs a good planner. They need a major revamp in their Office of Planning and Development.

by the way last sunday while "using" the marymart mall as short cut on my way to sm delgado from robinsons, naga sunod ako sa mga sang medyo may eded nga mga shoppers sa marymart,then suddenly i heard a LOUD BANG/CRASHING sound. everybody in the viinity also were "stunned"

it turned out that one of the old ladies didn't see the glass wall and BUMP into it. hehehe

CPU could have done better with the $200,000 grant they got in 2007 for the repair/improvement of Henry Luce III Library.

I wonder what the Henry Luce Foundation has to say when they see this addition. I'm a Centralian but I'm sorry to say but CPU badly needs a good planner. They need a major revamp in their Office of Planning and Development.

^^yup, its so ugly, and that was a huge grant. They really could have done better. :bash:

City notches rosy figure in 2008 surplus


ILOILO City has notched a notable financial surplus in 2008 by posting a rosy figure on the city's fiscal position.

This is how City Mayor Jerry P. Treñas describes it.

Without announcing a specific figure, Treñas said the surplus is substantially more than the P35 million posted in 2007 that made the city financially sound.

This surplus is attributed to good tax collection performance and very prudent government spending, and Treñas specifically lauded the performance of the city treasurer's office, city assessor's office, and other city offices that cooperated in total good tax collection efforts.

Treñas said that despite the onslaught of Typhoon Frank devastation in this city last June 2008, the city was able to recover fast and properly, and city services continue due to cooperation of everybody in the City Government.

The city was able to plough government services direct to the barangays, thereby checking and reducing poverty incidence in the 180 city barangays.

The city chief executive also said that his government was able to help and buy additional policemen vehicles and firearms and to hire additional police auxiliaries in the maintenance of peace and order and help barangays in social and economic needs.

Treñas admitted that he could not yet divulge the exact surplus figure for 2008 but said that he was assured of such surplus by the city treasurer's office.

it's a good job that the city government was able to live within its means last fiscal year resulting in a budget surplus. able to deliver the necessary programs needed by the constituents without incurring a deficit. good budgetary housekeeping indeed! i hope they could maintain that this year or perform even better.

City to launch search for standardized Ilonggo breakfast

Iloilo City is planning to hold a search for the standardized Ilonggo breakfast that will be served as a regular fare to visitors.

City tourism officer Benito Jimena said American and Filipino breakfasts are being prepared in hotels and restaurants and they want another set that will have a distinct Ilonggo flavor.

“Why not place a third type which is an Ilonggo breakfast making use of Ilonggo products?” he asked.

Jimena said he has already coordinated with the Iloilo Hotels Resorts and Restaurants Association (IHRRA) and the group is willing to undertake the event.

He added that they are now discussing the terms of reference as they hope to launch the search right after the Holy Week. (PNA)

Firm to put up $5M rice processing complex


A KOREAN firm is set to establish a rice processing complex worth $5 million in Pototan, Iloilo, an agriculture official said.

Larry Nacionales, regional director of Department of Agriculture (DA) in Western Visayas, said the Korean International Cooperation Agency (Koica) signed a memorandum of agreement (MOA) with agriculture and local officials for the venture.

Nacionales, together with Iloilo Governor Niel D. Tupas, Pototan Mayor Pablito Perez, Agriculture Secretary Arthur C. Yap and Korean officials led by Mr. Kim of Koica, attended the MOA signing Friday.

Nacionales said Koica officials already made an inspection trip in Pototan and the agricultural areas of municipalities along the Jalaur River.

Aside from Pototan, the towns of Dingle, Janiuay, Barotac Nuevo, Dumangas and Zarraga, are considered “food basket” of Iloilo province.

The Koica rice processing complex will be operated by the National Business Corporation, said the regional director.

Nacionales said the multi-million-dollar complex will have its own rice mill, dryer and procurement facilities.

I remember back in 2001, my friends and I went to Dueñas before midnight. It was a spur of the moment thing and we decided to do some witch hunting and ghost hunting in Dueñas that night.

The town was so dead in the night. We never saw anybody awake as there is no 24/7 burger joints around. We parked across the church to do some investigation and we find it so eerie.

We wanted to go to the municipal cemetery but since one of our friends chickened out we weren't able to go there. That's the downside of having girls when doing some adventures. Hehe...

Although we failed to find anything supernatural it was still a fun adventure for us all.

OAK BROOK, Illinois - While many traders and financial managers in the United States are groping in darkness over the gloomy economic atmosphere wrought by recession, a 41-year-old nurse from Miag-ao in Iloilo in the Philippines has successfully inched her way into home health business in Fairfield Way, Bloomingdale.

The success of Lira Faicol Mueda’s four-year-old home health business that serves the entire state of Illinois however didn’t happen overnight.

“We also encountered some problems in the beginning, but me and my husband, Edwin, do the marketing and directly manage the business,” quipped Mueda, who considers Edwin as the business’ “most effective hands-on administrator.”

Problems such as nurses not following instructions, marketing and staffing, manpower shortage, employees being pirated by rival home health centers, immediately hounded Mueda’s business, put up in partnership with another Ilonggo nurse and entrepreneur Roland Hedriana, according to Edwin.

“But despite the recession, we haven’t laid off anyone,” Mueda sighed. “In fact, we keep hiring people.”

FILIPINO STAFF

Mueda, who worked in home health for 12 years, said 90 percent of their staff are Filipino nurses, physical therapists, nursing aides, occupational therapists, speech therapists, and social workers.

Mueda described home health as “like a hospital but is done in the home and the nature of this business is professional health care staff.”

She and Edwin valiantly decided to establish their own home health upon the advice of their doctor friends who made firm assurances to use the home health for the doctors’ patients.

“Thus we became independent and decision-making is the most important,” Mueda explained. “We figured it is easy to run it (home health) if you have the knowledge, background and experience.”

Mueda graduated at St. Paul College (now university) in Iloilo City in 1989 and credited the Catholic-run institution “for what I am today as well as the other nurses who graduated there.”

CHICAGO HOME HEALTH

In 1992, Mueda, a board passer and full-fledged nurse, arrived in the United States and landed right away in home health in Chicago’s central nursing home.

“That’s the only nursing field I know since then,” she humbly stressed in an exclusive interview at the Braxton Seafood Grill, here, recently.

She finds her fellow Filipino medical professionals to be “flexible and trustworthy” and “always willing to go out in the field.”

Competitions among home health centers in Illinois are tight owing to growing patient population and longer life expectancy among Americans, according to Mueda; “but our advantage is we operate for 24 hours and we keep that as a standard.”

Mueda said her main satisfaction and something any operators of home health anywhere in the United Sates would not have the qualms to brag about, is “patient or client satisfaction.”

“We provide their needs on time, we give excellent patient care, and courtesy visits,” she pointed out. “Our nurses in the field who are mostly Filipinos are really good and well-known (in the United States) as excellent caregivers.”

A Filipino male employee described both Lira and Edwin as “one of the most generous couples in business” saying "they always recognized employees by holding annual gathering like christmas party where great raffle prizes are given away."

‘RECESSION-PROOF’

Why is nursing considered a “recession-proof” profession? Mueda volunteered that in health care system in the United States, no one is being turned down and there are more demands for the job.

“Aside from being accessible, health care is basic and a right, not a privilege. Health care in the United States is very open and most elderly here live longer,” she enthused. “Lay off (among medical professionals) is very rare and the job is really in demand.”

Mueda disclosed that health care in the United States “is not yet and may not be affected by recession.”

Home health, according to her, “is the cheapest form of homecare.”
Home health helps patients stay for a shorter period in the hospital; it helps save medicare a lot of money, she admitted.

Other advantages of home health, she added, are the following: It avoids cross infections for patients; patients heal better; and helps patients how to be independent instead of letting them stay in the hospital.

HEALTH BUDGET

Mueda said she was “less worried” when President Barack Obama unveiled a multi-trillion-dollar budget on February 26, an ambitious plan to boost clean energy development, access to education and health care coverage.

Some of those costs would be offset in part by allowing tax cuts to expire for the wealthiest households. An overview of the spending plan for health care showed the budget sets aside a reserve fund for what Obama calls a "down payment on health care reform": $633.8 billion over the next 10 years.

About half of the money would come from reductions in payments to health care providers who serve the Medicare and Medicaid programs. The other half would come from limiting the value of itemized deductions for wealthier families, those earning $250,000 a year or more.

The budget also lays out eight principles for Congress to use in fashioning a health overhaul plan, including making health coverage affordable; guaranteeing people a choice of plans (including keeping the coverage they have through their employers); and investing in prevention and wellness.

Another principle: "Aim for universality." The budget says any health care overhaul "must put the United States on a clear path to covering all Americans."

When they started the home health, Mueda figured it will be good if it stays for five years. “But it’s now (in full operation for) eight years and it will be there for a long time, for the future of our children,” said Mueda, referring to Joshua, 13; Mahalia, 2; and one-month old Ethen.

Mueda’s parents are Rafael and Lilia and her elder sister is Cecile Pearce who is also a nurse in California. Youngest among five siblings, Mueda’s other brothers are Carlo, Dante, and Angelo, who are all living in Miag-ao town, some 42 kilometers away from Iloilo City in the Southern Philippines.

ILOILO City – Businessman Edward Yee has refused to comment on the continued operation of his restaurant at the bank of the Iloilo River near the foot of the Diversion Bridge despite not having pertinent government permits.

The only thing he said was that his Barbeque Park has been in business since the administration of then Mayor Rodolfo Ganzon in 1991.

The restaurant has no Miscellaneous Lease Agreement (MLA) that would have shown Yee to be legally possessing the land on where Barbecue Park stands.

Yee’s restaurant occupies 1,423 square meters of land. A portion of the controversial lot has been converted into a road that stretches from the Carpenter’s Bridge in Molo district to the Diversion Road.

Records of the City Environment and Natural Resources Office (CENRO) showed that Yee applied for an MLA but there was no showing that such application had been approved and perfected.

The Department of Environment and Natural Resources Office’s (DENR) Land Management Services Office said the city government refused to endorse Yee’s Barbecue Park, twice.

Prior to DENR’s issuance of a foreshore/miscellaneous lease agreement, the local government unit’s endorsement must first be secured, said Land Management Specialist II Deorita Tupas over DySI Super Radyo.

The Philippine Ports Authority (PPA) and Department of Public Works and Highways (DPWH) must also declare that the area subject of the agreement is not covered by future projects.

In the case of Yee’s restaurant, the PPA failed to comment because the businessman failed to submit a locational map and plan.

The DPWH, on the other hand, was not able to comment on Yee’s application, too. Part of the Iloilo Flood Control Project covers the area.

Last month, Councilor Perla Zulueta also said there is no legal basis for the DPWH to pay Yee for the demolition of portions of his restaurant at the foot of the Diversion Bridge, to give way to the Iloilo Boulevard which is part of the flood control project.

“He is a squatter,” the popular lady councilor said, noting the absence of an MLA.

Yee is currently the chairman of the Iloilo City Boarding House Commission. He was a defeated candidate for councilor in 2007.

The status of his restaurant was uncovered when the straight road from the Carpenter’s Bridge in Molo now being constructed, zigzagged upon reaching the Diversion Road where Yee’s restaurant stands.

DPWH has allotted P1.34 million as payment for the demolished portions of Barbecue Park for the road right of way.

Transacting business at the National Statistics Office (NSO) in Iloilo is quite an experience – a chaotic experience that could test our patience and our resistance to dehydration.

Whether we like it or not, the NSO is now a part of our existence. Virtually all proofs of our identities, driver license, professional license, passport, etc., now require us to obtain “official” records from the NSO as support documents. “Official” means scanned monotone (black) images of our original documents that our local civil registrar endorses to the NSO head office in Manila.

These scanned documents, which are printed on security paper (SECPA), are barely readable that those of us who do not have good eyes would need magnifying glasses to decipher what they say. In addition, the SECPA that the NSO prides of as “could not be faked”, perhaps could not be faked, indeed, but somewhat find their way to the hands of talented racketeers who make a living out of producing counterfeit NSO documents. I have seen quite a number of such “documents”, being passed off as genuine in the Middle East.

Therefore, we could say that the documents that our local civil registrar issues serve the purpose of proving our identities better, than the documents issued by the NSO.

Having said that, and having tolerated, and continuing to put up with the futility of the NSO document, we could say that the NSO also succeeded in complicating the procurement process of our civil records.

Imagine herding taxpayers from the whole Western Visayas region into one chaotic, cramped and scorching place in Iloilo City, leaving them confused and not knowing what to do, and then not having the empathy in exerting any efforts to make things a little bearable for them? That is what NSO-Iloilo does to the taxpayers of the region.

Whereas before, we would only have to go to our local civil registrar’s office to obtain our birth records or our marriage certificates at our nearby, familiar and rather comfortable municipal buildings, now we have the NSO compelling us to head to the disorganized, dirty, and sweltering NSO office in Iloilo. To people from Antique, Aklan, Capiz, Guimaras and Negros Occidental, that would also mean far – and expensive.

NSO-Iloilo issues around 800 documents a day – 400 in the morning and the same number in the afternoon. The process would start not inside the office itself, but on the sidewalk below the building, where request forms would be handed out. Sometimes during the peak months (the student enrollment period, for example), the distribution of request forms would be done in Plaza Libertad across the street, to accommodate longer lines, which would usually start to form at 6 o’clock in the morning.

Those of us who are not familiar with the system, would wonder what is happening on the sidewalk or in Plaza Libertad, since no signs are posted in the vicinity and the security guards are not so enthusiastic to inform. Naturally, we would instinctively follow the line and once we get our request form, head our way up the steep stairs, which would already be lined with people sitting on both sides of the steps.

We would then find out that the stairs landing is already stuffed with people, as well as the 11 meters long x 6 meters wide hall that serves as the waiting and transaction area for the taxpayers. Ideally, such small hall should only seat up to a hundred people, but most of the time, it would be packed with up to 200 people, with some seated and some standing on any vacant space they could find. Moreover, the room would be humid and would be sweltering hot, with only four electric fans blowing warm air to hundreds of people.

We could choose to overlook these inconveniences, if only NSO personnel empathize with our situation by means of implementing an organized and efficient service that any income-generating government office should deliver.

But while NSO personnel, our supposed public servants, were comfortably sitting in their fully air conditioned compartment, we the taxpayers, their supposed masters, were out in the humid and oven-like hall, not only sweating like we have just ran a marathon, but also confused, not enlightened on what to do.

Public address systems are important in dealing with a crowd. NSO-Iloilo has one, but it is inadequate. Four transaction windows share only one microphone in addressing the crowd. A megaphone supplements the microphone, but it is not always used.

Since the microphone is fixed at the releasing window, the personnel manning it is the one calling out the numbers for the screening window, and she does so by calling out numbers in batches of twenty, or sometimes forty. This leads to long, tiring queues for the people. This also leads to confusion and even misunderstanding, because with this manner, No. 140 could, in effect, come before No. 101, if he happened to be nearby when “No. 101 to No. 140, to Window 1, please” is heard. It would be hard to imagine, but there are people who actually believe that 140 comes before 101.

Flow charts are basic tools for any transaction process, but NSO-Iloilo does not have one. It is still harder to understand why there are people who could not see the common sense of using a flow chart in making otherwise unfamiliar procedures into simple actions.

Air conditioning or at least, ample ventilation is required in any enclosed space. Sadly, NSO-Iloilo personnel apparently decided that this only applies to them, and not to the taxpayers that they are supposed to be serving.

If feedbacks were to be believed, we could assume that NSO-Iloilo is now one of the people’s most-hated and most-cursed government agencies. But NSO-Iloilo could certainly overturn this bad reputation.

Firstly, it could post flow charts and other relevant instructions in conspicuous places to guide us, the taxpayers, especially the first timers, so that confusion could be minimized, if not totally eradicated, thus making the transaction process easier.

Secondly, it could put another microphone at the screening window and tell the request form screener to call out numbers one by one, so that queuing time could be minimized, and misunderstandings among us, the taxpayers, could be avoided, thus promoting a less antagonistic environment. Or it could install one of those electronic number displays that every self-respecting establishment has.

Finally, NSO-Iloilo should realize that we are humans, too, who could get dehydrated and could become weak when subjected to agonizing humidity and heat for hours. It could at least install more electric fans to provide adequate ventilation, or better still, install air conditioning units in the waiting/transaction area.

Because it is earning at least PHP112 thousand from us every day, we believe that these little suggestions would not be such a big burden to NSO-Iloilo. We look forward to the day when every transaction we process at NSO-Iloilo would be a pleasant experience, much like the satisfying experience we had at Phil Health-Iloilo, DFA-Iloilo and to a lesser extent, NBI-Iloilo.

From Iloilo City, you can ride a bus (non aircon) or L300 van in the terminal in Molo. I'm not sure about the fare now but I think it's a bit below P100. The bus/L300 leaves the city every hour. Travel time is 2.5 - 3 hours and last trip is 6-7pm.
