must be classic and elegant? or modern and futuristic?, or a mixed of both?... kun dira na gid man pwesto ya sa plaza libertad, it'll gonna be a highrise so it should be modern and futuristic. pwd rin modern sa labas at elegant sa loob hehehhe..

If it'll be at Plaza Libertad, it should be classical since it is surrounded by classical architecture. I believe that the present city hall area is still part of Calle Real CBD.

If it'll be futuristic and modern, then it should be somewhere else not in Plaza Libertad.

oops daw inde man na da strategic nga lugar butangan flyover... tani gin-una na lang nila ang dira sa taft north area.. mas bottleneck ina dira compared sa gen.luna-jalandoni... also ang dira pa gid sa intersection sg diversion kag bolilao nga kung mag sale ang SM, grabe ang traffic

Sa Pilipinas daw there is no such thing as "controversy-free" when it comes to government projects. Hehehehehe!!! :lol: :lol:

But as long as it serves the purpose then let it be. But IMHO, a flyover isn't appropriate at this place, its better off in Taft North-El98 corner where traffic jams occur.

^^ But to be honest, what Iloilo has to do is to have an effective and not ningas-kugon traffic management.

The current flyover is not even used per expectation since jeepneys still pass by under the bridge when bound to Molo or City Proper. It defeats the purpose of alleviating traffic and speeding up travel time from city proper to Molo.

Plagata's traffic scheme is somehow effective yet loopholes are needed to be ironed out.

Another thing, haven't you noticed that we have only a handful of traffic lights and instead use humongous numbers of traffic aides because they deem it its more cheaper than traffic stop light maintenance?

Sa Infante gani, daw wala bala pulos guihapon. Jeepneys still pass under instead of over the flyover. Sometimes they do make terminals out of it because of the recommendation from someone at the city council that PUVs should pass under due to the "unstable" construction of the controversial Mabey and Johnson.

C'mon. Malolos and San Fernando flyovers, which were built by same contractor and same materials, are able to withstand fully loaded passenger buses and trucks on roads much busier than Infante stoplight junction.

And the building up of traffic is not due to Jalandoni-General Luna intersection, but jeepneys making terminals at Manfred's (PECO) and San Agustin. So I guess it all boils down to the fundamentals: discipline and non-ningas kugon traffic management of TMEO.

Four maritime students from Iloilo made it to the top 10 in recent Marine Deck Officers Licensure Exam held on July 11 & 12, 2009. Released on July 15, 2009.

Lowell Cosiba Cababa of John B. Lacson Colleges Foundation-Iloilo City topped the Master Marine Board Exam in Written phase with 84.60% rataing.
While Kennette, Faustino Clavel also from John B. Lacson Colleges Foundation-Iloilo City ranked no.6 with 81.90 %.

For the written phase of the Chief Mate Licensure Examination, Danny de los Reyes Demecais of John B. Lacson Colleges Foundation-Iloilo City ranked no.6 with 85.20%. Followed by Lemuel Donguines Panaguiton of MTC College-Iloilo ranked no.7 with 85%.

Palafox eyes development of Iloilo waterfront area

ILOILO CITY — An urban planning outfit aims to revitalize the waterfront area of Iloilo City into a prime recreational area.

Felino Palafox, Jr., managing partner of Palafox Associates, said Iloilo City’s 21.3-kilometer coastline and 113-kilometer riverbank can be developed to accommodate restaurants and other leisure establishments. The Iloilo River can also be used for a ferry service as an alternative mode of transportation to decongest the city’s roads.

The Iloilo City government has commissioned Palafox Associates to craft the city’s 2009-2020 Comprehensive Land Use Plan.

Mr. Palafox said Iloilo City needs better roads, sidewalks and bicycle and motorcycle lanes to promote environment-friendly urban planning. "If there are good sidewalks and bike lanes, you will encourage walking and biking which can offset emissions from vehicles. We will incorporate in our proposed [land use plan] green urban planning," he said.

Mr. Palafox noted that the 1998-2010 land use plan and zoning ordinance of Iloilo City is obsolete. "The problem is that we have the wrong types of development at the wrong place and at a wrong time," he said.

An updated land use plan will attract investors in real estate and other sectors to Iloilo City, he said. "The initial buyers of real estate in Manila were Ilonggos. With a viable development plan for the city, the illustrious citizens would come back here and more investors will follow," he said.

Mr. Palafox also pushed for the improvement of basic infrastructure such as roads, drainage systems, flood control, electricity, telephone lines, and streetlights.

The waterfront area, also known as Muelle Loney, saw the boom in the sugar and textile industry in Western Visayas in 1700s to 1900s. In the 1700s to early 1800s, there was already a large-scale weaving industry in Iloilo. The port became the most bustling and prosperous port outside Manila.

The Iloilo River Wharf was developed to export textile to Manila. It became a favored port because it was natural protected from strong winds and tropical monsoons by the nearby Guimaras island. The sugar industry in Western Visayas boomed with the opening of the Iloilo port to international trade in 1855.

British vice-consul Nicholas Loney, after whom the waterfront area was named, arrived in 1866 and further boosted trade in the port through his firm Loney and Ker Co., which encouraged sugar trade in Negros and Panay by importing modern machinery from Europe and paving the way for sugar planters to get crop loans.

i think this is not only my dream but dream of every ilonggos that something to be proud of.
i am hoping this could be put into reality.

daw sa ano bala nga may choices ka to ride either in by land or water while going molo,jaro,lapaz or city proper.esp now that traffic is pissing me off i would rather go by boat.:)

Anyway, maybe its also time that Ilonggos should start walking. They can walk during Dinagyang and Fiesta Jaro but how come they always complain if the jeepney driver would disembark them at the jeepney stop which is very far from the junction.

Commuters should know discipline too, not just motorists, drivers and ahem ehem...si "tsip awksilyari." :yes:

Oo. Under renovation ang The Optical Shop, Timex and kahapon daw blocked off ang portion sang Kenny Rogers.

Nag sara na ang Kashmar (I think, lipat ko name if Kashmar guid man) Boutique da sa may lower ground across sang Book Sale.

every saturday kami gakadto sa pat-pat sa makati branch nga ara sa sampaloc st., daw dako man gawa ila space diri and damo gakaon. ang owner nga si nong patpat diri naman sa makati. mas dalagko diri ya ang servings nila, ambot lang kung ngaa but dalagko ya ila mga bones compared dira sa iloilo.

^^ siguro kung daw MAPSA (makati public safety dept) mangdakop ang mga traffic aid dira sa iloilo, disiplinado guro mga driver dira so less traffic. te diri ya daan 15% sang penalty gakadto sa traffic enforcer so bantay sarado sila sa erring drivers. imagine, sa P1,000 nga violation, they get P150 from it, kung 10 violations makuha nila in a day that will be P1,500... diri ka lang kakita nga ga starbucks ang traffic enforcer alas 3 sang kaagahon hehehe

btw, kay sin-o naman biga^ ang mga flyover ni haw? kahalam-ot sang itsura sang flyover dira sa tubang UP kay tama kalip-ot and pila lang man da galabay. cguro kung gusto gid man nila pangimpuslan ang flyover they would implement it in a way nga ang PUJ strictly sa dalum lang and ang private vehicles and taxis sa babaw masaka. then no left turn and U-turn only hehe

Blame it on perception.... the reason why almost majority of the projects are tainted with corruption because... the perception of corruption is inherent if not outright attached to everything related to government.

Which lead me to conclude that here in the Philippines "public opinion" is laughable... the fact that this so called masses the majority of which are uneducated or lack education. So imagine the kind of public opinion that we have, let alone public perception... tit for tat! A flawed perception gives flawed impression and the rest is history repeating/replicating itself like viruses.

The question that we should ask ourselves is, can it be proven with substantial evidence? Some maybe but not all. Again.... flawed perception... graft ridden maybe but not full of graft.

Just my 0.02! :)

The Intellectual Property Office, the Department of Agriculture and the Department of Tourism, separately, are working on recipes to promote hometown cooking, regional products and national produce domestically and abroad. Working together, the three offices could create a national brand that could sell the Philippines and its products here and overseas.

For example, the Intellectual Property Office is seeking the protection of local products by registering them as geographic indications (GIs). IPO Director General Adrian Cristobal Jr. said that GIs can help promote community and regional development, nurture local and national pride in homegrown products.

He explained that a GI is a form of intellectual property (IP) that indicates the specific geographic site where a unique product is made, giving its producers the exclusive right to brand the product using the name of the place.

Many countries, developed and developing ones, have established their GI system to protect domestic products and boost their value in the domestic and international markets. The World Trade Organization respects and promotes this right.

Among the most successful GIs are the champagne of France, Mexico’s tequila and the famous Jasmine rice of Thailand. Other countries are looking forward to establishing their geographic indicator systems to protect and promote their unique national products.

For the Philippines, Mr. Cristobal said, registering the products as GIs will help prevent their misuse and misrepresentation. Using the indicator for branding will help a product increase its market share in the country and abroad, Cristobal said.

He cited Saranggani province for having registered two marks: the “Saranggani Golden Mango” and “Sarap Saranggani.” Bulacan branded its famous sweets “Tatak Bulacan.” Tarlac has registered “Natural Tarlac,” positioning the province as a source of natural and organic products, while Pampanga has “Vida Pampanga” for its delicacies.

Other local governments have recognized the value of having exclusivity over their homegrown products and seek to stamp their brand on them.

Port projects to enhance Iloilo’s Ro-Ro system

ILOILO CITY — The Philippine Ports Authority (PPA) expects to complete this year two port projects in the city and province of Iloilo, the National Economic and Development Authority (NEDA) in Western Visayas said in a statement yesterday.

NEDA’s Regional Project Monitoring Committee (RPMC) said the P35.92-million Guimbal Port Improvement Project in the town of Guimbal will be completed this year or early next year. The committee report said the PPA finished in 2007 the first phase of the Guimbal port project, which includes construction of pier, installation of fenders, bollards and lighting system.

Phase II, which covers extension of the pier and rehabilitation of the revetment, was 45% complete as of June 26.

Antonio Belarga, manager of PPA-Iloilo’s Engineering Services Division, said the upgraded Guimbal port will boost the roll-on, roll-off (Ro-Ro) transport system in southern Iloilo and Antique province.

"Once completed, the project will have a great impact in the southern portion of Iloilo and the neighboring province of Antique. The port can accommodate Ro-Ro vessels and make transport of goods faster," Mr. Belarga said.

PPA is also undertaking the P199.58-million Fort San Pedro Port Improvement Project in Iloilo City.

The scope of work covers widening and improvement of existing wharf, construction of a Ro-Ro ramp and platform, as well as installation of a mooring and fendering system, among others.

"We are just waiting for the complete turnover of the entire project, including the last phase from the contractor," he said.

The two port projects, when completed, will complement Lapuz port in Iloilo City which has the capability to accommodate Ro-Ro vessels.

The NEDA committee also recommended close supervision of operations of shipping lines at Fort San Pedro port. This, after the port’s new deck was damaged by the crash of a ship’s steel loading ramp several months ago. — FALA

My dream is to make the existing fishport as the western anchor of a huge reclamation project, with Fort San Pedro as the eastern anchor. Then the reclaimed land would be developed into a weekend attraction area with a seawall, bike lanes, jogging lanes, soccer field, ballgames outdoor courts, an east-west boulevard with a grandstand at one end and an ampitheater at the other, children's palygrounds, picnic areas, flower gardens, etc.

The existing passenger port area would be redeveloped and expanded to include a fast ferry terminal, a RORO berth and a ferry terminal to the beaches of Nueva Valencia (Alubihod, etc), while the existing international commercial port would be likewise redeveloped and expanded to include a light industrial port and a relocated fishing port. :)

Haaayy... Sige lang ta dream sini. :D

^^ I was thinking why do we have this perception of all government projects as "corruption-free?" I believe there is a truth behind all of these, especially big buck projects.

But when it comes to private investors doing big buck projects, nobody's complaining.

Perhaps we also have to be vigilant on where our tax is being paid because after all, those pain in the ass taxes that we pay should provide us the things we need in order for the state to run efficiently.

Probably that's the "general perception" that we have for in government projects.

For me, as long as the taxes REALLY goes to the service of the people AND not to the pockets of some of our politicians, then that would be fine...but perhaps the reality is that "tong pats" exist in almost every aspect of government projects. From the fixers at NBI or city hall to the big projects.

Perhaps is it innate in our culture? It's better to have check and balance rather than nothing at all...but too much noise is irritating.

Im also not in favour of the construction of another flyover along Gen. Luna street. The construction of another flyover would surely deminish its charm and will destroy the landscape of the street. Daw pila na lang ka dalan sa Iloilo ang may landscape sa center island man?

Isa pa...is the intersection of Gen. Luna and jalandoni that busy na kinanglan guid sang flyover... daw indi man? Mas kinanglan pa sang flyover sa other locations mentioned above. Isa pa i disagree with samwise when he said that "beggars cant be choosers", as we are not beggars. The project is just a sporadic gift giving of the president to her supporters under the the "Presidents Bridge Program". No actual demand...no studies done beforehand... Its jsut that we're pinpointed to be one of the benefeciaries tapos bahala na kung sa diin naton ipatindog ang flyover. Not all megastructures are as benefecial as what it seems to be.

The proposed reclamation has been part of the city's CLUP for quite sometime now. Anyone who have seen the city's map could easily see that the area between the Fort and the fishing port is a prime candidate for reclamation.

IMO, the Terminal Market should not be uprooted from its present location. It is one of only few attractions remaining in the city proper area that still attract people to the city proper (away from the malls in the suburbs). And in a way, it actually complements Robinsons to achieve the purpose.

Isa pa...is the intersection of Gen. Luna and jalandoni that busy na kinanglan guid sang flyover... daw indi man? Mas kinanglan pa sang flyover sa other locations mentioned above. Isa pa i disagree with samwise when he said that "beggars cant be choosers", as we are not beggars. The project is just a sporadic gift giving of the president to her supporters under the the "Presidents Bridge Program". No actual demand...no studies done beforehand... Its jsut that we're pinpointed to be one of the benefeciaries tapos bahala na kung sa diin naton ipatindog ang flyover. Not all megastructures are as benefecial as what it seems to be.

The context of the quip was not meant to be literal. Of course, we are not beggars per se, but in the actual scheme of things, the flyover was handed to us in a way that we could not refuse.

The donors said "We have money for a flyover that our engineers said should be put up in this certain place. Do you want it, or not? If not, we will give it to someone else".

And the city thought, "WTH? How could we throw away such a big project? It might not be constructed at our most desired location, but it is still a relatively good project." So...

My take about The Case about the Location of Iloilo City's Second Flyover (http://simpliving.blogspot.com/2009/02/case-about-location-of-iloilo-citys.html):

After the completion of Iloilo City’s first flyover (price: PHP400-million) at the intersection of Gen. Luna St. and Infante Ave., a second one will be constructed at the Gen. Luna-Jalandoni St. junction. And although Mayor Jerry P. Treñas would prefer that the flyover be constructed in another site (http://www.sunstar.com.ph/iloilo/mayor-recommend-another-site-2nd-flyover-project), the decision to put the second flyover (http://www.thenewstoday.info/2009/01/21/2nd.flyover.to.rise.in.iloilo.city.html) at the intersection of Gen. Luna and Jalandoni in the City Proper is reasonable, in my opinion.

I believe that the intersection is one of the most difficult to negotiate in the city, especially if you are coming from Jalandoni and turning left towards Gen. Luna. In addition to the thru-traffic from both directions of, and the left-turning vehicles from Gen. Luna, you have to deal with all vehicles coming from the new bridge (either left-turning to Gen. Luna or going straight to Jalandoni), and also with all vehicles coming from Gen. Luna left-turning to the new bridge .

And since this skewed intersection is not properly marked, it often becomes chaotic. The traffic aides occasionally present there, are basically useless. Except for some dedicated traffic enforcers, the visibility of Iloilo City’s traffic aides is inversely proportional to the sun’s altitude. They curiously vanish from the intersections, from the time the sun emerges out of the city’s low skyline, up to the time it disappears behind it.

Certainly, there are other intersections in the city that are equally hectic and were also considered as candidate sites for the new flyover – the B. Aquino Ave. (Diversion Road)-Jalandoni St. (Mandurriao) junction and the Treñas-preferred B. Aquino Ave.-El 98 St. intersection, also in Mandurriao District.

The B. Aquino-Jalandoni intersection is located in front of the SM City-Iloilo shopping mall. Jalandoni primarily serves as a right-turning outlet for vehicles exiting B. Aquino. The primary cause of traffic build-up in the area is the relatively huge number of vehicles coming from the city, left turning into the mall.

Because the center island of B. Aquino is only around two meters wide, a left-turning lane is impossible to construct. Thus, left-turning vehicles (sometimes occupying both lanes) clog up the road, causing traffic to back up for hundreds of meters during rush hours. To lessen the magnitude of the congestion, authorities dispersed left-turning traffic into three segments, one each going into SM City-Iloilo’s south entrance, north entrance and transport terminal. Still, traffic flow in the area could be terrible.

The B. Aquino-El 98 intersection, located less than 600 meters north of the B. Aquino-Jalandoni junction, is a bottleneck. Here, traffic from the relatively wider (and faster) B. Aquino is funneled into the narrower (thus, slower) El 98, the main artery from Jaro proper to the Mandurriao area. The presence of trisikads in El 98, contribute to the very slow flow of traffic, which could also back up hundreds of meters into B. Aquino during rush hours.

Megaworld’s forthcoming presence in the area further complicates the situation. The owner and developer of the old Iloilo Airport property plans to connect El 98 with Q. Abeto St. in Mandurriao (as it had been, before the old airport’s runway was extended) to cut across its planned mixed-use development, and serve as its primary access to the Jaro area. With this impending development, it is expected that traffic congestion in the area would worsen.

In addition to other traffic-mitigating measures, such as road-widening and better traffic management, we could see that both the B. Aquino-El 98 and the B. Aquino-Jalandoni intersections also deserve to have the second flyover in the city, and are maybe even more deserving than the Gen. Luna-Jalandoni junction.

But why was the Gen. Luna-Jalandoni junction chosen over the two other areas? We could only speculate. We know that the B. Aquino-El 98 and B. Aquino-Jalandoni intersections are situated quite close to each other. I believe that the designers decided that it would not be very practical to have two flyovers at such short intervals. If both junctions were to have flyovers, the distance between their adjacent approaches would be only about 300 meters.

With this in mind, the designers might have been compelled to choose between the two. And if I were to choose, I would have selected the B. Aquino-El 98 junction to be the site of the second flyover, taking into account the present and future amount of traffic that the intersection would handle.

The only problem is that the B. Aquino-El 98 intersection is not yet physically ready. If you are familiar with the area, you would notice that the centerlines of the existing B. Aquino Ave. north and south of El 98 do not correspond with each other. That is because the exact centerline north of El 98 is actually passing through the right edge of the north-bound lane pavement. For the junction to be flyover-ready, a center island and two traffic lanes north-bound would have to be constructed first, north of El 98.

Since this is not yet probable in the nearest future, and since the project (implemented under the President’s Bridge Program, managed by the Department of Public Works and Highways (DPWH), and funded by the French Government) is all set for execution, the proponents might have decided that the next best site for the flyover is the Gen. Luna-Jalandoni junction.
And who are we to complain? We are only the beneficiaries of their generosity. “Beggars cannot be choosers” – Beaumont and Fletcher.

Torrential rains notwithstanding, the city of Iloilo went out in force at the La Paz Plaza to witness children and youth aged 7 to 14 pit brawn and cleverness in street games. It is probably the first time such pedestrian games were being given such prominence in the Western Visayan island.

No less than rival news anchors Mike Enriquez of GMA Network’s 24 Oras and Ted Failon of ABS-CBN’s TV Patrol sacrificed waking up at dawn to fly south and regale the crowd with their rare presence. Rarer still is their stellar twinbill which only Anak TV could muster.

Mayor Jerry Treñas made certain that no stones were left unturned with the preparations. His unanswered prayer was that the sun would be out to celebrate with Iloilo’s well-off pupils
and indigent streetkids who are, like Failon and Enriquez, suddenly thrust together in centerstage for one project.

“If rains are blessings, the floods brought by the monsoons should spell abundance to our city,” whispered Mattie Octavio, the chief organizer for Iloilo’s Larolympics, when the rains were threatening to hamper the staging of the games.

There was the customary lighting of the torch done by youth leaders and the parade of teams from schools and barangays. The rituals and customary formalities over, the shortlisted teams started to focus on the job at hand, to win honors for themselves. To the adults, it was a chance to relive their childhoods. To media, it was a refreshing event to cover, so remotely different from politics, police incidents and show business.

Nowhere in the country had the simple games of patintero, tumbang preso and piko been so seriously and passionately played than in Iloilo.

There were 43 coaches officiating since Day One, each coach ensuring that the mechanics were fulfilled to the letter. The finals saw them officiating with true Olympian spirit and verve.

Even Iloilo sports officer and appointed gamesmaster Jojo Castro boned over the events and was engrossed at preparations for weeks. Castro is the type of official the country needs for sports development: thorough, concerned and focused.

HAVING A BLAST!

Kids and adults alike had a blast having their shirts autographed by Failon and Enriquez who also gamely posed for pictures. The flashfloods meanwhile trapped the poor city mayor in sudden little emergencies which he had to confront first before enjoying the games, the tragedy of last year’s typhoon Frank and its attendant floods still fresh in his mind.

What the staging of simple games like these meant to personalities like Failon and Enriquez is not merely the resuscitation of time-honored traditions but a chance to show TV audiences that in the arena of child welfare, TV network wars are set aside.

To Anak TV, it is a demonstration that simple maladies afflicting children like overconsumption of media can easily be licked if the entire village helps in raising them.

its not possible to let all vehicles pass by the flyover 'cause the PUJs load and unload at ground level so kung private vehicles pwede pa cguro.

How far away are they from each other in Manila? Coz last week, in order to comply with loading/unloading zones, I should walk from JD (Infante unloading for Leganes Jeep) to the front of Sarabia Manor Hotel (Gen. Luna loading for Villa Jeep). That's about 400m and it was heavily drizzling.

No, I didn't walk that 400m. I just waited for the Villa Jeep to slow down near the intersection and jumped onboard. :D I saved about 200m.

^^ A few meters from major junctions...with those pedestrian bridges all over though. Just think of also walking from the bus stop from Cavite going to MRT Taft Avenue station with all the chaos going on in Pasay Rotunda.

Makati on the other hand have specific areas of loading and unloading zones in Ayala Avenue. That means, you may walk as far as 250-500 meters or even a kilometer just to embark on a bus.

Tani ini nga event di na pag-buy an sang Iloilo kag himuon na nga yearly to attract people / tourists for the month of July. Kung pwede nga tani nga every month there is an event to attract tourists tani kung pwede. Hope the LGU of iloilo will realize this. Kinahanglan lang naman cooperation and mobilization of different organizations, both private and government.

dapat maghugpong kita tanan nga mga pumuluyo.i just read in the news nga may search for clean and green barangay in the city of iloilo.i am assuming nga medyo matinlo na gid man ang mga dalanon sa iloilo.and this is really a good cause.
i read also brgy. san pedro has nice park and it is maintained by the people around led by their brgy captain.

Iloilo is ready for AIM competitiveness rankingBy Lydia C. Pendon

THIS highly-urbanized city in Western Visayas is now ready to compete in the second phase of the Philippine Cities Competitiveness Ranking Program (PCCRP) conducted by the Asian Institute of Management (AIM) Policy Center.

AIM officials visited City Mayor Jerry P. Treñas over the weekend to broach the participation for the first time of Iloilo City in the ranking project to focus on the cost of doing business in the city.

PCCRP Executive Director Ma. Lourdes Sereno said Iloilo is already an accomplished city and ripe to participate in the second phase of the PCCRP after a study of 30 cities nationwide showed Iloilo potentials in business.

Highly urbanized cities to participate in the second phase ranking are 16 cities in Metro Manila, Batangas, Iloilo, Cebu, Mandaue, Lapu-lapu, Zamboanga, Cagayan de Oro, Davao and Gen. Santos.

The ranking project will start in August 2009 to be completed in March 2010. AIM will be the lead in the ranking project in cooperation with the World Bank and International Finance Corp. (IFC) with recommendations for fiscal regulatory reforms.

Sereno assured that AIM will continue to implement policy reforms in cities and help these cities in doing global business. The ranking will focus on the competitiveness capacity of local business amidst the global crisis while the ranking is being eyed by international donors and business.

The Philippines is one of the 57 countries in Asia and Pacific Rim but is ranked 43rd in the 2008 ranking. Neighbor country Indonesia, meanwhile, was upgraded to 9th place.

Sereno said the 2008 ranking in Asia showed a drastic need for reforms as the Philippines is lowest in basic infrastructures, productivity and efficiency and the worst in Asia in student ratio. It is also not improving in energy, bureaucracy and government services.

^^ A few meters from major junctions...with those pedestrian bridges all over though. Just think of also walking from the bus stop from Cavite going to MRT Taft Avenue station with all the chaos going on in Pasay Rotunda.

Makati on the other hand have specific areas of loading and unloading zones in Ayala Avenue. That means, you may walk as far as 250-500 meters or even a kilometer just to embark on a bus.

dredging of Dungon Creek

THE Department of Public Works and Highways (DPWH) urged the Iloilo City government to relocate squatters from the banks of Dungon Creek so they can start dredging works immediately.

Engr. Rolando Asis, DPWH regional director, said they awarded last week the P50-million dredging contract to WTG Construction, a Cebu-based firm owned by William T. Go.

Asis said they will start digging the heavily silted Dungon creek once the 614 families living along the creek in Mandurriao and Jaro districts are transferred by the City Government.

The 3.5-kilometer Dungon Creek spans some 13 barangays and has been a major cause of flooding in the city.

The dredging project will deepen and widen the creek to prevent more floods. Funding for the project will be sourced from the P481-million budget of the DPWH which President Gloria Arroyo ordered released last May.

Asis said Engr. Al Fruto, DPWH Project Monitoring Office chief, met with the Iloilo City Urban Poor Affairs Office regarding the relocation of squatters.

“If we can gradually transfer them to the relocation site, we can start with the dredging. We also want to take advantage of the sunny weather because the equipment cannot move if there is rain and mud,” Asis said.

Asis said bad weather affected the accomplishment of major projects.

“I got a call from our central office informing me that our accomplishment has been low. Our average performance is around 50% of our target accomplishment,” he added.

City Hall announced it will transfer the squatters to the relocation site in Brgy. San Isidro, Jaro. It will also help relocatees obtain livelihood. In fact, they are conducting bakery, sari-sari stores, vegetable gardens and other skills training activities for them.

Two daycare centers and a health center will be established at the relocation site aside from improving the elementary school to absorb the relocatees’ children.

nakalagaw na ko da sulod ka imperial samtang gina construct pa. dako gid man sulod nya. amo gid man color nya.ang sa atubang nya, i think maging parking lot lang anay. pero sa atubang sang tower, iba na ang panag-iya ka duta dira..
about sa relocation sa san isidro, gabulig man ko to sa mga naapektuhan sa iloilo flood control project. didito sila ginrelocate. lagaw kamo to bala. gwapo mga housing project didto. iba iba design.:) pero gaconstruct palang. hehe. kung gusto nyo mag explore didto.

Looking back at some grand old structures in Janiuay, Iloilo


Janiuay is one of the municipalities of the province of Iloilo. It is an interior town about a thirty-minute jeepney ride distance from Iloilo City and is located on plain land by the southeast and on partly hilly land by the northwest. It is bounded by three other municipalities: Maasin in the south, Lambunao in the north and Mina in the east.


The town was formerly called Matagup and was just initially a visita of the municipality of Dumangas. In 1752, it became an independent parish with the coming of Fr. Eugenio Moya and, soon after, was organized as a town. In the 1770s, the town was relocated to its present site and was called Janiuay.

The Catholic Church, the first major project built in Janiuay, was initiated by Fr. Miguel Carod who served as parish priest from 1830 to 1871. The stones used for the construction were transported to the site from Guimaras and were ferried by balsa. Ovens were put up to bake the bricks for use in the structure. When Father Carod died in November 1871, the grandiose church was almost finished. Fr. Nicolas Gallo, the priest who succeeded Father Carod, was responsible in finishing it. He constructed the solid convent of stones and bricks, following the structural design of a certain Architect Hervas. The Janiuay Church was a real fortress, as can be observed from the remaining walls. The structure measured 75 meters long and 16 meters wide.

Unfortunately, the church was burned down by Filipino guerillas when the Japanese landed in Panay in early 1942 to deprive the invaders of its use. The church and the convent have never been restored since then.

Another major structure built in Janiuay during the Spanish period is the Janiuay Cemetery. The cemetery has survived up to the present and is known for its beauty, artistry and extra-ordinary size. The one-hectare Filipino-Hispano cemetery has a striking archlike entrance flanked by two similar structures.

The person responsible for constructing the beautiful Janiuay Cemetery was Fr. Fernando Llorente. The work started in January 1874 and it took almost ten years to complete the monumental structure which, upon its completion in November 1884, was blessed by Archbishop Pedro Payo of Manila. It was reported that about 600 men worked in the construction of the cemetery.

Built on top of a low-lying hill, three wide staircases made of twelve layers of stone slabs leading to the three main entrance gates provide easy access to the cemetery. Reminiscent of the period in which it was constructed, it has big sturdy columns where images of saints and angels are enshrined. The whole cemetery area is fenced by steel and stone columns. The huge center chapel dominates the whole panorama of the entire area.

The Report of the Philippine Commission to the U.S. President (1901) says that "the cemetery in Janiuay is especially notable". However, it can be said that behind the beauty and symmetry of the cemetery is the unsung tale of the hardships and sufferings of men who labored hard and long to carry big slabs of cut stones to the site from the municipality of Dingle, Iloilo, twenty-seven kilometers away (Mesa 1985).

Two more structures built during the 1880s in Janiuay were the two buildings of the Escuelas de Janiuay (La Ilustracion Espanola y Americana 1885). The two buildings stood opposite each other and were separated by a town road. They were put up to provide basic formal education to the young people of the town. The structures were massively built of stones and bricks, and were identical in size and design. The schoolbuildings were well-ventilated with two wide doors and three archlike front windows each. Just like many of the Spanish vintage structures, the Escuelas de Janiuay have not survived the onslaught of time and human activity.

Iloilo is ready for AIM competitiveness rankingBy Lydia C. Pendon

THIS highly-urbanized city in Western Visayas is now ready to compete in the second phase of the Philippine Cities Competitiveness Ranking Program (PCCRP) conducted by the Asian Institute of Management (AIM) Policy Center.

AIM officials visited City Mayor Jerry P. Treñas over the weekend to broach the participation for the first time of Iloilo City in the ranking project to focus on the cost of doing business in the city.

PCCRP Executive Director Ma. Lourdes Sereno said Iloilo is already an accomplished city and ripe to participate in the second phase of the PCCRP after a study of 30 cities nationwide showed Iloilo potentials in business.

Highly urbanized cities to participate in the second phase ranking are 16 cities in Metro Manila, Batangas, Iloilo, Cebu, Mandaue, Lapu-lapu, Zamboanga, Cagayan de Oro, Davao and Gen. Santos.

The ranking project will start in August 2009 to be completed in March 2010. AIM will be the lead in the ranking project in cooperation with the World Bank and International Finance Corp. (IFC) with recommendations for fiscal regulatory reforms.

Sereno assured that AIM will continue to implement policy reforms in cities and help these cities in doing global business. The ranking will focus on the competitiveness capacity of local business amidst the global crisis while the ranking is being eyed by international donors and business.

The Philippines is one of the 57 countries in Asia and Pacific Rim but is ranked 43rd in the 2008 ranking. Neighbor country Indonesia, meanwhile, was upgraded to 9th place.

Sereno said the 2008 ranking in Asia showed a drastic need for reforms as the Philippines is lowest in basic infrastructures, productivity and efficiency and the worst in Asia in student ratio. It is also not improving in energy, bureaucracy and government services.

Iloilo is ready for AIM competitiveness rankingBy Lydia C. Pendon

THIS highly-urbanized city in Western Visayas is now ready to compete in the second phase of the Philippine Cities Competitiveness Ranking Program (PCCRP) conducted by the Asian Institute of Management (AIM) Policy Center.

AIM officials visited City Mayor Jerry P. Treñas over the weekend to broach the participation for the first time of Iloilo City in the ranking project to focus on the cost of doing business in the city.

PCCRP Executive Director Ma. Lourdes Sereno said Iloilo is already an accomplished city and ripe to participate in the second phase of the PCCRP after a study of 30 cities nationwide showed Iloilo potentials in business.

Highly urbanized cities to participate in the second phase ranking are 16 cities in Metro Manila, Batangas, Iloilo, Cebu, Mandaue, Lapu-lapu, Zamboanga, Cagayan de Oro, Davao and Gen. Santos.

The ranking project will start in August 2009 to be completed in March 2010. AIM will be the lead in the ranking project in cooperation with the World Bank and International Finance Corp. (IFC) with recommendations for fiscal regulatory reforms.

Sereno assured that AIM will continue to implement policy reforms in cities and help these cities in doing global business. The ranking will focus on the competitiveness capacity of local business amidst the global crisis while the ranking is being eyed by international donors and business.

The Philippines is one of the 57 countries in Asia and Pacific Rim but is ranked 43rd in the 2008 ranking. Neighbor country Indonesia, meanwhile, was upgraded to 9th place.

Sereno said the 2008 ranking in Asia showed a drastic need for reforms as the Philippines is lowest in basic infrastructures, productivity and efficiency and the worst in Asia in student ratio. It is also not improving in energy, bureaucracy and government services.



Dapat lang ah! being the 2nd oldest city in the Philippines. Dapat by this time mas highly developed na ang Iloilo comparable to other cities in the U.S. and Europe. . . kon wala lang nagtinunto ang mga "grand old men" naton. GO Iloilo. . . go go go. . . . . . . . .

City Hall asks DPWH to
fast-track dredging projects

THE city government here is asking the Department of Public Works and Highways (DPWH) to fast-track the dredging of the 15-kilometer Dungon Creek which got a P50-million funding.

The P50-million budget is part of the P481-million DPWH advanced funding earlier ordered released by President Gloria Macapagal-Arroyo for the rehabilitation and improvement of selected areas and infrastructures in Western Visayas damaged by last year’s typhoon Frank.

City Mayor Jerry P. Treñas said he is requesting the assistance of the Sangguniang Panlungsod to pass three resolutions that will include a request for the DPWH to fast-track the dredging project in Dungon Creek starting from Brgy. Sambag in Jaro up to Marina Restaurant in Mandurriao district.

The second SP resolution will ask the Senate to fast-track the approval and release of the P8-billion Paglaum Fund for the rehabilitation and improvement of roads, bridges and other infrastructures damaged by typhoon Frank in Western Visayas

The third resolution will ask the DPWH to include in its regular budget the dredging of Buntatala Creek in Jaro, upper Ticud and Mansaya creeks in La Paz and Calajunan Creek in Mandurriao district so as to improve the free flow of rainwater and ease flashfloods.

Councilor Ed Peñaredondo, chair of the SP Committee on Infrastructures, will sponsor the three resolutions during the July 22 city council regular session.

Aside from the Dungon Creek, the four other creeks are being targeted because they impede the flow of water during heavy rains and must be dredged so as to allow flashfloods and rainwater to flow freely to the sea.

Treñas said the much-awaited Paglaum Fund may come in late for these critical creeks and the dredging projects must be implemented now.

Dungon Creek spans some 15 kilometers passing 13 barangays in Mandurriao, Jaro and La Paz districts. Residents living along the banks were already told to transfer and relocation sites at San Isidro in Jaro are ready to absorb these informal settlers.

Treñas said the dredged materials from the creek could be used to cover an area of about 7 hectares at the Calajunan dumpsite in Mandurriao district envisioned to become an ecological park.

Similarly, Metrobank has allowed the city government to use its vacant lot near the flood control project in Jaro district to become a stockpile area of soil materials dredged from the flood control project.

10 Ilonggo Breakfast finalists bared
THE City Tourism and Development Office (CTDO) revealed the 10 entry finalists in the search for a typical authentic Ilonggo Breakfast which will become a regular fare of local restaurants.

Dubbed “Pamahaw,” the culinary contest has already identified five finalists each for the Open and Student categories.

The Open Category will be a battle between the following recipe entries: “Milkfish with Love (Bangus con Gugma)” of Norma Celiz from Barangay Ungka, Jaro; “Arroz Carrajuevo” of Darrly Jake Enarte from Villa Hermosa Subdivision, La Paz; “Ilodoco with Bagoong Rice (Iloilo Itlog Adobo)” of Noe Estrella from Leon; “Umbok-umbok” of Mark Anthony Beup from Fajardo Street, Jaro; and “Unwrapped Lumpiang Ubod with Peanut Sauce” of Dennis Damasco from Concordia Street, Jaro.

The Student Category will showcase the culinary creations: “Tulingan sa Gata at Batuan” of Vohn Johber Ticzon; “Guma-a with Kalkag Rice” of Angel Marie Medel; “Toasted Pandesal ni Paa served with Whipped Butter and Trapis Guava Jelly, Fried Molo Balls, Guimaras Fresh Mango and Native Chocolate Drink” of Jerrica Bianca Tan; “Linupak Layered Rootcrops served with Pulot” of Decerre Dy; and “Bino-otan nga Pangat” of Jason Philip Jacomille.

The dialect word “Pamahaw” means breakfast though it is alternately used to mean snack.

“To make the menu distinctly Ilonggo, it must be an original concoction or mix of food intended as the day’s first meal making use of locally grown raw materials and locally processed foodstuff,” CTDO chief Benito Jimena explained.

“It must be affordable and low-priced and easy to cook – a short-order menu. It must be healthy, nutritious, and comestible,” he added.

The CTDO initiated the cooking contest in cooperation with the Iloilo Convention and Visitors Bureau (ICVB), Iloilo Hotels Restaurants Resorts Association (IHRRA), media partners, Robinsons Place Iloilo, schools offering HRM, Tourism, and Culinary Arts subjects or courses.

The IHRRA and ICVB members will promote the winning Ilonggo Breakfast in their establishments as part of their menu – but not modified – side by side with the American and Filipino bill of fare.

The public cooking competition is set on July 25, 2009, 2pm at Robinsons Place . (PIO)

^^ akon ya pag intiende is: pamahaw = breakfast from the root word "bahaw" or kung dalming pa gid "kalu-kalu" which can be "sinangag" in tagalog.. kung snack naman ya daw pwede na "mahaw" hehe coz wala man equivalent sa ilonggo other than merienda, most of the time ga coincide ang merienda kag late breakfast so daw alangan man ta magamit word nga "brunch" hehehe maybe nakasanayan lang cguro over time.

Iloilo City to represent Western Visayas in AIM, WB-IFC study on doing business

Iloilo City will represent Western Visayas in the second round of the Asian Institute of Management (AIM) Policy Center and the World Bank- International Finance Corporation (WB-IFC) study on doing business at the sub-national level.

AIM project management specialist, Atty. Rhodora Roy-Raterta, said the study that will kick off in August is not a perception survey but a study that will look into hard facts to determine the procedure, time and cost of doing business specifically on starting a business, registering a property and construction permit.

“We do not seek to rank, we would just like to look at their procedures, time and cost.

“We will come up with a set of recommendations for regulatory reform,” she said.

She added that the result of the study will also give investors an idea about the business environment on these respondent cities.

The coverage of the study will be all the cities in Metro Manila and all port cities covered by the Strong Republic Nautical Highway (SRNH) to include Batangas, Cebu, Mandaue, Lapu-lapu, Zamboanga, Cagayan de Oro, Davao, General Santos and Iloilo.

“Iloilo City is a very accomplished city, one of the major port cities,” Raterta noted.

The result of the study is expected to become available in March next year.

The Doing Business Project started a study on Global Doing Business covering 178 economies; the Philippines was represented by Manila.

A sub-national survey was conducted covering only Manila cities, Cebu, Mandaue, Lapu-lapu and Davao City in 2008.

Aside from the Doing Business Project, the city is also included in the Philippine Cities Competitiveness Ranking Project (PCCRP) of the AIM that will cover 30 countries all over the country. (PNA)

NEDA presents Region 6’s
economic performance today

THE National Statistical Coordination Board (NSCB) Regional Division 6 will hold a news conference on the 2008 Economic Performance of Western Visayas for the year 2008 in this city, today, July 22.

The activity which will be participated in by members of media in Iloilo City will start at 10:00 am at Eon Centennial Plaza Hotel located at Jalandoni St., Iloilo City.

NSCB Regional Director Presentacion Penpilio said the resource person of the event is Director Ro-Ann Bacal of the National Economic Development Authority (NEDA) 6.
During the news conference, Penpilio will present the highlights of the regional economy including the Gross Regional Domestic Product (GRDP) of the region for 2008.

Computed annually, the GRDP measures the goods and services produced in each of the geo-political regions of the country. It is the regional share of the country’s Gross Domestic Product, the industries and factors that contribute to the regional economy, and indicates the pace at which the regional economy is moving on an annual basis.

The news conference held simultaneously in the country’s 17 regions signals the official release of the GRDP set in the second week of July of the following year.

Iloilo City to represent Western Visayas in AIM, WB-IFC study on doing business

Iloilo City will represent Western Visayas in the second round of the Asian Institute of Management (AIM) Policy Center and the World Bank- International Finance Corporation (WB-IFC) study on doing business at the sub-national level.

AIM project management specialist, Atty. Rhodora Roy-Raterta, said the study that will kick off in August is not a perception survey but a study that will look into hard facts to determine the procedure, time and cost of doing business specifically on starting a business, registering a property and construction permit.

“We do not seek to rank, we would just like to look at their procedures, time and cost.

“We will come up with a set of recommendations for regulatory reform,” she said.

She added that the result of the study will also give investors an idea about the business environment on these respondent cities.

The coverage of the study will be all the cities in Metro Manila and all port cities covered by the Strong Republic Nautical Highway (SRNH) to include Batangas, Cebu, Mandaue, Lapu-lapu, Zamboanga, Cagayan de Oro, Davao, General Santos and Iloilo.

“Iloilo City is a very accomplished city, one of the major port cities,” Raterta noted.

The result of the study is expected to become available in March next year.

The Doing Business Project started a study on Global Doing Business covering 178 economies; the Philippines was represented by Manila.

A sub-national survey was conducted covering only Manila cities, Cebu, Mandaue, Lapu-lapu and Davao City in 2008.

Aside from the Doing Business Project, the city is also included in the Philippine Cities Competitiveness Ranking Project (PCCRP) of the AIM that will cover 30 countries all over the country. (PNA)

Uso na gd subong ang aluminum panel claddings sa mga mall exteriors, cost effective sya sa mga renovations coz pre-painted na sya thats why naputos sya sa papel ready to install. Ambot lang sa Gaisano kung ano na gwa sg ila renovation,keep ur fingers crossed hehe

Correspondence with Iloilo City's local heritage council (ICCHCC)

Iloilo City Cultural Heritage Conservation Council (ICCHCC) tried to talk to the Locsin heirs, but they were in a hurry to dispose of the house. It was only the house that was sold - the wood, to a buyer in Bacolod. The representative of the family, Mr. Dennis Locsin, has put down in writing that the family will consult the council (ICCHCC) in the event that the lot will have a buyer - we really don't know how binding this is. The council is planning, to have the area surrounding the church declared a heritage zone which will be subject to the council"s IRR. In the meantime, we are focusing on heritage and culture awareness. On August 19 and 20, we will be conducting a workshop in cooperation with UP Visayas Center for West Visayan Studies and the Ramon Aboitiz Foundation Inc (RAFI) to promote pride in Ilonggo-Bisaya culture and heritage. The target group will be cultural workers and educators.

this is supposedly the mall's FOOD COURT but since nga daw indi gid naging successful ang mall when it opened basi mabudlayan sila makakuha sang tenants

Meanwhile this is TRIBECA.
A supposed strip of restos at the back of the mall sa likod sang Bangko Sentral. But recently, it has been temporarily been transformed back into a parking lot kay daw wala sila makuha nga tenants. though naka umpisa naman sila obra sa may part nga sa likod sang lasalette bala

THE City Tourism and Development Office (CTDO) revealed the 10 entry finalists in the search for a typical authentic Ilonggo Breakfast which will become a regular fare of local restaurants.

Dubbed “Pamahaw,” the culinary contest has already identified five finalists each for the Open and Student categories.

Iloilo flood control project implementation upbeat

Iloilo (23 July) -- Despite climatic and other constraints, the implementation of the Iloilo Flood Control project remains upbeat, with overall physical accomplishment of Stage I project, of 84.56 percent and 5.23 percent ahead of the schedule.

Project Management Office (PMO) in-charge Engr. Al Fruto said the contract packaging for the major constructions under Package 1 undertaken by the Hanjin Heavy Industries and construction Co., Ltd of Korea, is targeted for completion in July 2010.

Fruto said Package 2 with China International Water and Electric Corporation has a target date of completion in February 2010.

The PMO's status report said that the total original project cost in 2001 was P4,262,000,000, while the revised cost as of January 2009 was P5,587,000,000.

The report also showed that Package 1 which involves the construction of Jaro Floodway and Improvement of Tigum and Aganan Rivers has an actual project accomplishment of 78.19 percent.

Accomplishments for individual constructions in the Jaro Floodway showed 92.13 percent for Pagsanga-an bridge, 98.18 percent for Anilao bridge, 95.64 percent for Tacas bridge, 90.28 for balabago bridge, 89.97 percent for Buhang bridge, 88.75 percent for Bito-on bridge, and 92.14 percent for Jaro Floodway.

The same report showed that Aganan river Improvement garnered an accomplishment of 58 percent, while Tigum River Improvement reached 30 percent.

Fruto said that Package 2, which is targeted for completion by February 2010, has an actual project accomplishment of 96.237 percent with individual projects showing the following accomplishments: Improvement of Jaro River Mouth, 97.906 Percent, Iloilo River Improvement, 98.959 percent, Upper Ingore Creek Improvement, 93.5 percent, and Carpenter's bridge, 95.13 percent

Fruto also said, continuing development works of resettlement sites are being undertaken, while of the total 505 project affected families, 99 percent have been relocated, and of the 97 hectares Right-of-Way required acquisition, 99 percent is workable.

The Jaro floodway consisting of 4.75 kilometers and the jaro river system improvements are set for a scale of 50-year return period.

The project is aimed to mitigate flood damage and to create a more sustainable urban community life in Iloilo City and its surrounding areas. (PIA6/ESS) [top]
