PANAY NEWS

JOE SANTOS CREATING A CITY IN STA. BARBARA
BUSINESSMAN/philanthropist Joe Santos is creating a city of business enterprises right in the center of Sta. Barbara, Iloilo.
With his keen foresight, it would not take a long time for Sta. Barbara town to become the center of commerce and industry in Iloilo, and next to its neighboring town of Pavia.
Joe, as he is popularly called, is interested in building layers of economic growth in places where he has business concerns, especially in Iloilo City.
He is happy at the sight of places where there are economic activities.
Very soon, the Mercury Drug Store will be opened to the public at Santos’ business complex in Sta. Barbara.
Just imagine how many jobless people would benefit from all these business initiatives of Joe, who is not a politician but a mere builder of business conglomerates.
Indeed, the people of Sta. Barbara, especially its officials led by Mayor Beloy Maquino, are too grateful to the humble Joe Santos.
Kudos!

the thought just came to me, I think this JOE SANTOS is the owner of TOTAL GAS STATION sa bangga dama, so called the "WELCOME LANDMARK" to the town of sta. barbara and to the gateway to the new airport

i think this is just the inital developement of teh so called business enterprise in town and most probably the location of MWERCURY DRUG which is openign very soon. it is the only establishment that could open very soon  i thin kthis mercury drug would be also become a grocery in that area plus hopefully another ATM tani BPI lang
then of coruse food places pa gid

Wew! more than 2 years na gale ato. hehehe! Those were the days. :)

Dugay na ni nga issue, wala pa dyapon nahusay sg TTWG nga ini? Sino ni head sg TTWG man, si Tongtong? :bash: :bash: :bash:

Wala man sila dyapon kahatag exceptions sa tourist buses? This PBO is IMO, counter-productive. They should give exceptions to tourist buses, company buses, and other buses. I was a witness once to an incident where a company bus carrying workers from Naluoyan Port was stopped because of this ordinance.

Kun ikaw kumpanya, pasakyon mo pa sa jeep ang workers mo isa-isa kun may bus ka na nga kasakay sila tanan? Di ba counter-productive na? :bash:

^^
Tong Tong gid gale. Hindi lang Tong kundi duwa gid ka Tong!:bash::lol:
Hay kabudlay gid ah! Mo na kung may vested interest.... :bash:

I say, its not just counter-productive...it's just downright stupid and narrow-sighted myopic vision that Tongtong has.

Sorry if all that I can do is to criticize...but this stupidity has to go....big time.

^^
Go ahead! Some people deserve to be CRITICIZED if not BASHED. :)

Good Job on "pamukaw" Bernie! :okay:
Read your commentary, its direct to the point, no-nonsense style. Hopefully many people can read that... esp those concerned people in the LGU.

BAYANI,GORDON,VILLAR
^^
Their respective achievement speaks for them or ika nga their achievement precedes their reputation. You simply can't argue with their success. And if i may say, its the same success that they can bring to the Presidency if ever they get voted in office. I have deep respect for these people.

my 0.02 worth. :okay:

Bayani my first choice pero d sya winnable. a Vice Pres. would be more approriate for him as his first step.. sigurado pa sya dire, I think..:)

correct gid!!!! ang roxas city subong tricycle kag sikad gihapon, much very like sa iya advertisement "anak, itabi mo"... pathetic...

if indeed matuod ang iya ginahambal nga "ramdam ko kayo, lalaban tayo".... :bash:
b*llsh*t... seems ginagamit ya lang ang iya "pagka-ilonggo" (note the quotation marks) just to get hold of the people in panay.

another perfect example of trapo is Villar, remember nga nag starring pa gani ang iya anak sa Jaro fiesta diri few years ago. now, see how he invests too much on his ads, dako balawi-on nga funds kung magdaog sya.

I SWEAR I WILL NEVER VOTE FOR THIS TWO TRAPOS in the coming elections.

sofar, i haven't heard of Sen. Villar nga na involved sa daku nga anomalous projects aside from C5 road project bala to mo.. pero di na CTE project nga involving billions of pesos nga may na advance na sa bulsa, amo na todo ila defend.. and damo man naka benefit sa C5 road proejct..

You are right... Train is environment friendly considering it is run by electricity... Traveling by train is fast comparable to bus... If expressway will be established here in Panay island, I think less vehicles will travel through that way considering the road networks in Panay is still efficient... It's better if panay will have railway system rather than expressway... San-o pa ni ayhan man... Sigurado nga kung magdaug si Mar Roxas, this project will surely die... So mga Ilonggo, isip isip...hehehe

correct ka! less maintenance pa ang railway, pro Magnetic Train is much more energy effcient comparable to all others..:) but 1st of all, highway gid man dapat e priority amo lang na ugaling deretso gid sa bulsa sang mga gov't. official kag politiko ang mga projects sa kadam-an. very sad gid..:ohno:

Weird is not an appropriate term....stupidity is the right term IMO. It's a headache not just within DOT but City Tourism Office as well....oh well, I heard it's the last term of the one who authored the PBO...I guess, kulang lang si manoy sang dugang nga...padanlog....:naughty:

TROMPETA SLAMS
TRAFFIC MANAGERS

PBO bane to Iloilo City’s tourism?
By Francis Allan L. Angelo

THE Department of Tourism (DoT) and a tourist bus operator slammed traffic managers in Iloilo City for being “unfriendly” to the tourism sector.

DOT regional director Edwin Trompeta riled at the deliberate refusal of the Traffic Technical Working Group (TTWG) and Traffic Management and Engineering Unit (TMEU) to allow a tourist bus to enter the city and fetch a group of tourism officers.

Trompeta said the Iloilo Tourism Officers Association (ITOA) tried to secure a permit from the TTWG to allow a bus of Philippine Visitors, Investors Services and Assistance, Inc. (Philvisa) to fetch them from a hotel and tour the city and province of Iloilo.

The DoT official said the tour was part of ITOA’s seminar in Sarabia Manor Hotel and Convention Center last week.

But Trompeta claimed the TTWG did not act on the application nor did it inform ITOA on the status of its request for special permit.
Trompeta

Buses and other public utility vehicles are barred from entering the city because of the perimeter boundary ordinance (PBO).

“What happened was that 80 tourism officers boarded passenger jeepneys to the terminal in Pavia where the Philvisa bus was waiting. What happened is not very good for the tourism sector of Iloilo City,” Trompeta said.

Max Sorbito, Philvisa manager, said they learned that TTWG did not act on the special permit because the TMEU lacks personnel that will direct traffic when the bus goes around the city.

Sorbito said the actuation of the TTWG will drive away tourists and investors from Iloilo City.

Trompeta said the millions of pesos spent by the Iloilo City government to promote the city as tourism destination will go to waste if visitors find it hard to go around the metropolis.

The Iloilo City Council, through the committee on transportation and communication, turned Philvisa’s bid to ply the Iloilo airport-Iloilo City route because it runs counter to the PBO.

Taxi groups in Iloilo City opposed Philvisa’s operations in Iloilo City saying it will reduce their passengers.

This is a shame! Only goes to show how inutile Trompeta is. If he has some balls, he could have called the head of TTWG and asked for a concession. He is a regional director , after all - the alter ego of the Tourism Secretary.

This is a shame not only to the TTWG, but to Trompeta as well! He should have taken the cudgels for the ITOA, but he didn't! :bash:

and the additional question is, in tourism-drawer events such as dinagyang, public vehicles are not even allowed in the City proper area. so what's the use of this prohibition? and it's a seasonal thing. it's not as if loads of tourist buses ply the city routes every day.

Correct!!! Baluktot ngaa eh! Basi another corrupt official in the end na? Take note very very very carefully and don't vote him kay basi he will be the same grand old man in the making!!! Bottom line is every one learned a thing or two from fellow forumer. Yes, we need to have an efficient, economical mass transport system BUT the timing is something that we need to consider... the budget is a whooping PhP 32B. ^^ i remember i had more that 1000+ post counts even with the archiving, but earlier this year or was it late last year almost all ssc-iloilo forumer counts went back to zero, i noticed this only happened to our posters and not to the entire SSC-philippines forumers. I tried asking the mods but nobody can explain.
I think somebody just bungled up the archiving process at that time (That's just my own conjecture).

Huo gali no... I remember that as well coz my post count also went back to zero. Even Bernie who has thousands of posts already became a newbie once again in the post count aspect :D.

Teh, bal-an ko na kun sin-o mangkuton ko kun pila na akon posts. ;)

In 7 months time, it's not yet finished! What are they building there, a high security and hi-tech edifice? At the rate they're building it, the construction period could end up at least 10 months. They must be losing money now due to extended deployment of resources already (eg labour and equipment).

^^
Agree to disagree! I am still on same side though. In the end we just respected our valid points as well as differences.

Bottom line is every one learned a thing or two from fellow forumer. Yes, we need to have an efficient, economical mass transport system BUT the timing is something that we need to consider... the budget is a whooping PhP 32B. So it is important that the Project will stay/viable for the long term since this will be a LOAN that we (as taxpayers) will eventually pay.

^^
That means for the last 3 years or so I have more than a 2 thousand posts give or take. Do you still have the info? I think I started posting between thread 17-22... hmmm

^^
Yup, we are on same side with Shyaman, Spacewagon, Kirby and I think Lewd.

Since you asked...
As of Thread 65, your post count is 1,465.
This does not include your posts to other Iloilo Threads (i.e. Infrastructure, etc.) where you are also a major contributor. So your total post count could well exceed the 2000 mark. :okay:

‘Very big change’ in Iloilo City’s spatial growth seen
ILOILO City – The City Planning and Development Office (CPDO) sees huge changes in the way this highly-urbanized city grows in terms of spatial design.

It is revising the city’s comprehensive land use plan (CLUP) with the help of renowned urban planner Felino Palafox and Associates.

“We foresee a very big change,” said CPDO chief, Jose Roni Peñalosa.

Iloilo City bids to become a premier city by 2015. The city government has allotted P4.7 million for the revision of the CLUP.

Recently, a team led by urban planner Carmi Palafox took a boat ride on the Iloilo River to view the city’s panorama from the vantage point of the river.

Likewise, they took a tour of the city’s southern coastline to view the southern foreshore area from Parola down to Sto. Niño Sur, Arevalo district.

“These are part of the preparations,” said Peñalosa.

Based on the survey conducted by the Land Management Services (LMS) here, Iloilo City’s land area has increased to 78.34 square kilometers due to the widening of shorelines caused by heavy siltation in the Jaro River and the estuaries from the Batiano and Iloilo rivers
The team of urban planners also met separately with the business and informal sectors and the Iloilo City Cultural Heritage Conservation Council.

The meeting with informal sector was geared determining what’s best to do in managing and resettling urban poor members to safer areas of the city.

The city’s potentials in terms of heritage structure and its contribution to the national heritage and their preservation were also discussed. (PNA)

Supercat to start Bacolod-Iloilo trips
BY DANNY B. DANGCALAN

BACOLOD City — Supercat Fast Ferry Corp. President Ramon Villordon, Jr. said their company will start its Bacolod operations with the maiden voyage of M/V Supercat 25 on August 27.

Villordon said Supercat, known for safety, comfortable and affordable service, will have eight trips daily from Bacolod to Iloilo and vice versa.

Supercat Bacolod Manager Shane Anthony Arante said their vessel will leave Bacolod at 6 a.m., 9 a.m., 12 noon, and 3:15 p.m., while it will leave Iloilo at 7:30 a.m., 10:30 a.m., 1:30 p.m., and 5 p.m.

Arante, who led the blessing of the new Supercat Terminal at the BREDCO Port on Saturday, said their passengers can expect fast travel time as Supercat is known for its on-time trips.

Supercat has a speed of 25 knots and a passenger capacity of 204 persons, he said.

He added their new terminal is fully air-conditioned and with WIFI (wireless fidelity) access, a first among fast craft terminals at the BRDECO Port. They will also deploy personnel with canine dogs to ensure the safety of the passengers.

Supercat Bacolod Operations Supervisor Jeremy Tio, Jr. said fare for the one-way trip is P280 but with their current promotional fare, passengers can avail of the P140-fare on return trips.

Tio said passengers who book their tickets two days prior to their scheduled trip can get the tickets at P225.

Students, on the other hand, get an automatic discount of 15 percent while senior citizens get a 20 percent discount.

Villordon said Supercat used to have its Bacolod operations from 1999 to 2005. He said Supercat was then the first fast craft to operate at the BREDCO port.

He disclosed that the public’s clamor for an alternative fast ferry service was one of the big reasons they resumed operations here.

With Supercat’s return to this city, they can contribute significantly in the local economy. At present, they have employed about 80 workers from vessel to ground crew.

Villordon said they will help spur tourism activities in the province by introducing tour packages to promote local destinations in Negros and Panay islands.

Supercat Fast Ferry Corp. is owned by the Aboitiz Group of Companies under Aboitiz Transport System (ATS) Corp.

It has a fleet of five vessels serving Cebu-Ormoc, Cebu-Tagbilaran, Cebu-Calapan, and Bacolod- Iloilo trips.

Villordon said they are planning to deploy two more vessels in the last quarter of this year, with one more vessel serving the Bacolod-Iloilo route./PN

That made me ponder as well. How can a city increase its land area by the siltation of Jaro River and its estuaries.

First, the area occupied by a river disecting a locality is always part of the land area calculation. If it's heavily silted now and creates some patches of "lulubog-lilitaw" land mass along its banks, it will not increase the locality's land area. In respect to any siltation on the river's mouth creating an extended shoreline, it can never be considered as new land unless it's appropriately reclaimed to support building works or land-based infrastructure. As far as I know and correct me if I'm wrong, there has been no reclaimation of some sort in the city.

I also know that Iloilo City has a deep harbour that's why it has been favorable for large sea vessel traffic. I can't imagine how siltation from Iloilo River can build up at such sea depth and create a new land mass. But then again, the article speaks about Jaro River. Where does Jaro River opens out to the sea anyway?

If ever there is indeed an increase in the city's land area based on the latest survey, it's probably because of an erroneous survey data of old (could've been the city's boundary definition were not exact).

Daw kabahul sang rason nga nadulaan gana ang Megaworld because wala napatindog sa lot nila ang city hall.... Megaworld's presence in Iloilo is not due to its interest to establish the city hall but, through its desire to transform the old airport into a business park... Megaworld is a business entity... They know where they can earn a lot... Having a city hall in its lot cannot guarantee them of a huge profit...

Stalling Megaworld

MEGAWORLD is not about to break ground at the old Iloilo airport site even with the construction of the 164-MW coal-fired power plant in Ingore, LaPaz.

The grapevine says its bosses were disillusioned, nay disappointed, with City Hall after encountering a corrupt face masquerading as public servant.

Megaworld bought the 52-hectare property for P1.2 billion two years ago and the entire city went agog over its development plans

Reports say Megaworld plans to build in the area a community mall, a business center, an information technology park, and what not.

But the grapevine also says Megaworld has suddenly lost its interest in developing the area soon after the City Council turned down its lot offer for the New City Hall Building which until now remains a pipe dream under the exiting Treñas administration .

Or is it the local economy, stupid.

Right. AFAIK also, there are no reclamations in Iloilo City, except for some "encroachments" by private riverside lot owners or by riverside land-lease holders. So where did the more than 6 sq. km. go? It is more than the land area of Arevalo (5 sq. km.) or Molo (5) or City Proper (4)! :D Where did it go?

If we follow this report, the additional land was allegedly caused by the heavy siltation of the Jaro River and the estuaries of Batiano and Iloilo Rivers. If that is the case, then where is the land at the mouth of the Jaro River? It cannot be missed since it's 6 sq. km. in area. :D

Are the encroachments into Iloilo River by the private land-grabbers already 6 sq, km. in area? I don't think so. If you "liquify" 6 sq. km. of land and push it up Iloilo River or Jaro River, there will be no river anymore.

Why would Megaworld lose sleep with something that they don't want in the first place? Why would they lose interest to develop their lot just because we are not building our city hall there? If we have seen their development scheme, the new Iloilo City Hall is not included in Megaworld's plans. Therefore, this argument is questionable.

Don't you smell something fishy with this report? Maybe it has something to do with the 2010 election?

My hunch is, it is really the economy, stupid...

I passed by last thursday at the old airport near Layson Construction and we bought Siopao at nearby Restaurant and we saw that the old perimeter fence of old airport was demolished I'm thinking that MW will start construction soon. Let us just wait because if all the construction in ILOILO will start together we can hardly buy aggregates especially gravel. Our company suffer for the lacks of supply of aggregates.

One thing for sure, the old airport lot is a prime lot for business companies and several companies will grab the chance to purchase that lot from another company when that time comes. The Gokongweis, Ayala's and Sy's were part of the bidding process so agaway lng sila but the end result is still the development of the old airport site.

Regarding Megaworld...whoa, they're not that stupid buying properties from one place to another. They shelled P1.5Billion for this and "not-keen?" Hmmm...political intonation of the opinion is very obvious. They could've declared the lot for sale as soon as possible and do not hire Palafox for creating a plan and most especially...ECC. They'll be making bidding for public. These kind of people are no good to the society...pesimista-oportunistas. Hoboy! Wala maubra sa kalibutan. STFU, dimwit! *rolls eyes*

Regarding Supercat....are you sure it's 25knots? Because if it is, then probably it would take 4 hours to reach Bacolod....that's the speed of a SuperFerry.

Regarding the traffic PBO...Trompeta's comment was good IMO..but he could've done something better. But reality is, some at the city council are so close-minded and myopic traditionalist-conservatives.

They might think that whoever will sit as the city mayor come 2010 will affect the investment climate of the city. By that time, they can either retain their original development plans or modify it to suit what's the city has to offer after the elections.

Regarding Supercat....are you sure it's 25knots? Because if it is, then probably it would take 4 hours to reach Bacolod....that's the speed of a SuperFerry.

Normally 60-75 knots ang dalagan sg fast craft at high speed under normal weather conditions. mayo ky nakabalik ang supercat. last ko sakay was october 2004 pa, that time daw wala na gd gawa cla pasahero and kami2 lang tawo sa barko.

Maayo kay nagbalik na ang Supercat. :okay:

We made several trips between the two cities back in the 90's and the average speed of these catamarans is only 33 knots (their website says 34 knots). We often sneak to Bacolod in the morning and get back to Iloilo in the afternoon. Most of their fleet then were built in Singapore. When Supercat was shook with financial problems some of their fastcrafts were sold to Croatia.

To simplify further :D

1 nautical mile = 1.85 kilometers

Therefore 1 knot = 1.85 km/hr

If travel time by Supercat is roughly 30 minutes and at a speed of 45 knots, then the distance between Iloilo and Bacolod is:

45 knots X 1.85 km/hr X 0.50 hr = 41.6 km

Is that the approximate distance? :D

33rd Milo Marathon kicks off tomorrow

By DAVID ISRAEL SINAY

ILOILO City – The Iloilo City Sports Development Council (ICSDC) is all set for tomorrow’s 33rd Milo Marathon.

ICSDC Chairman Councilor Jose Espinosa III is confident that the event, which will kick off at the Freedom Grandstand, will be successful.

Espinosa said the hosting of this annual sports event is in line with the thrust of Mayor Jerry Treñas in promoting sports tourism in the metropolis. The city government has been hosting the marathon for the last four years, gathering thousands of enthusiasts from this city and from adjacent towns and provinces.

This year, the city is expecting no less than 7,000 runners to join the three-kilometer, five-k, 10-k and 21-k categories. The marathon will start and finish at the Freedom Grandstand.

Various schools, colleges and universities are also expected to join the event.

The 21-k run will start at 5:30 a.m. while the three-k, five-k and 10-k contests will start at 6 a.m.

As part of the preparation, all major thoroughfares will be closed for the safety of the runners tomorrow as provided for in Regulation Ordinance No. 2009-291. J.M. Basa, Iznart and Gen. Luna Streets will all be closed for the competition.

The right side of Diversion Road to Dungon will also be closed for traffic from 5 a.m. to 9 a.m.
Interested participants are urged to call the Office of Councilor Espinosa at 336-6205./PN

Then the approximate sea route travel distance by Ocean Jet between Iloilo & Bacolod would be:

BTW, I emphasized the sea route travel distance as opposed to the point-to-point straight and linear distance calculation (which is shorter).

Producers Bank buys 49% stake in Iloilo bank

By Doris Dumlao
Philippine Daily Inquirer
First Posted 20:03:00 08/23/2009

PRODUCERS BANK, THE COUNtry’s fourth-biggest rural bank, has bought a 49-percent stake in Iloilo City Development Bank (ICDBank), a bank founded by the elite family groups of Iloilo and Bacolod cities.

In an interview with the Inquirer, Producers Bank vice chair, president and chief operating officer Edmundo Medrano said the acquisition of ICDBank, which has three branches and about P140 million in assets, would result in a much larger banking entity with a combined network of 53 branches.

The Bangko Sentral ng Pilipinas’ policy-making Monetary Board has approved Producers Bank’s investment of up to 49 percent of the voting stock of ICDBank, the maximum ownership ceiling allowed for a rural bank in another banking institution under existing rules. But because other shares are held by friendly parties, Medrano said Producers Bank was part of a group that held majority of voting rights in the bank.

He described the 46-year-old ICDBank as a “conservatively managed” development bank based in Iloilo City. He added that Producers Bank paid a “very reasonable” price and in cash to bag the 49-percent stake.

Two of ICDBank’s three banking offices are located in the major central business districts of Iloilo City.

The stockholders of ICDBank intends to jack up its authorized capital stock through a stock rights offering to further boost both banks’ capital adequacy ratios (CAR). Producers Bank reported a CAR of 22.6 percent while ICDBank’s CAR was even higher at 53.9 percent as of end-June this year.

Medrano said the BSP has also approved the interlocking directorship and officership of himself as well as principal Producers Bank stockholders Andres Cornejo and Alejandrino Ferreria as directors in both Producers Bank and ICDBank. Also cleared was the interlocking corporate secretaryship of Arthur Ponsaran in both banks.

Producers Bank, which is based in Ortigas City, has the biggest branch network in Luzon and second largest branch network nationwide among the Philippines’ 658 rural banks as of end-2008. It has 50 operating branches located in the provinces of Benguet, Pangasinan, La Union, Cagayan, Quirino, Isabela, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, Pampanga, Tarlac, Zambales, Camarines Sur, Albay, Sorsogon and in the cities of Baguio and Pasig.

Iloilo and San Fernando get high scores in good governance

MELISSA DE LOS SANTOS, GMANews.TV
08/24/2009 | 07:49 PM

More Amid widespread reports of corruption and incompetence in the government, there are examples of good governance that deserve to be in the limelight, the Center for Media Freedom and Responsibility (CMFR) said Monday.

Together with the Institute for Solidarity in Asia (ISA), a non-profit institution that seeks to enhance public participation in local governance, the media watchdog group presented two government units that have brought positive changes in their communities.

The cities of Iloilo in the Visayas and San Fernando in Pampanga province scored highly in the Performance Governance System (PGS), which tracks significant developments in several areas.

According to CMFR Executive Director Melinda de Jesus, who presented the achievements of the two localities, said the media should recognize the work of local government units as much as those of the national administration. She added that the CMFR aims to “[turn] the media’s head" and assist reporters in focusing on positive aspects instead of constantly highlighting negative events.

She said national government agencies including the Department of Health, Bureau of Internal Revenue, Department of Education, Philippine National Police, Department of Public Works and Highways, and the Department of Transportation and Communication are following the lead of the two cities in adopting the PGS strategies.

Iloilo, a cultural hub

According to a PGS Audit report this month, Iloilo City has “achieved an effective governance model for public-private partnership that compounds on a dynamic participatory process" with the different members of the community. These include the youth, religious community, urban poor, barangay and community officials.

The PGS also commended the city’s “high regard for culture and heritage as affluent bases for socio-economic programs and initiative," citing the annual celebration of the Dinagyang Festival and preservation of heritage houses.

Since the city’s application of PGS methods in 2005, five more universities have started operating in the area, bringing the total to 12.

Other improvements were seen in the public elementary school teacher-student ratio, public access to clean drinking water, and access to clean toilets.

12 Universities? baw my ma REACT gd ni ya. bwahahahaha!

 na lng ah!

San Fernando, gateway to the world

Aspiring to be the nation’s “Global Gateway," the city of San Fernando has steadily strived towards its goal through the methods prescribed by the PGS.

One of the local government’s notable projects is the San Fernando River Rehabilitation Program, or the SAGIP ILOG Project, which aims to link economic development with the preservation and care of the water system.

Their processing of business permits also improved dramatically, from the two-week waiting time in 2005 to the two-hour wait in 2009.

Other developments include an increase in the access to public education and the number of social service beneficiaries, and a decrease in the unemployment rate. - GMANews.TV

I remember the last time I took Superferry to Iloilo from Manila travel time was only 17 hours. Ara na kami sa Iloilo katulog pa ang driver masugat sa amon. :colgate:

Iloilo achieves business-friendly status

ILOILO HAS JOINED San Fernando as the second city to attain business-friendly status under a governance program administered by the Institute of Solidarity in Asia (ISA).

ISA Executive Director Christopher P. Zaens said in a forum yesterday that Iloilo had completed the last of the governance program’s four stages.

San Fernando was earlier this month announced as the first local government unit (LGU) to attain business-friendly status under the program, which has been administered by the ISA since 2005.

Mr. Zaens noted that 34 local government units (LGU) had voluntarily joined the program, whose four stages are: the crafting of a road map by the LGU; development of a score card and its inclusion in the LGU’s planning and budgeting; implementation and monitoring of progress; and the achievement of breakthrough results.

The Western Visayas city, he said, was able to increase its income through improved tax collections and streamlined business registration processes.

From P825.890 million in 2005, Iloilo’s income rose to P917.439 million in 2006; P999.228 million in 2007; and P1.159 billion in 2008.

"We conducted consultations with the business sector and other taxpayers before implementing tax policies and tax increases to make sure that it will be acceptable to them," Iloilo City Mayor Jerry P. Trenas yesterday said.

He claimed the city was able to reduce the time it takes to obtain or renew a business license to one day, from seven days previously, through the establishment of a one-stop shop.

The gains, said Mr. Zaens, has started attracting investors, particularly those in the information communication technology sector. The number of business process outsourcing companies in the city rose to 12 last year from zero in 2005.

"Having completed the four stages and implementing changes, the city is now seen as a more attractive destination for investments and businesses," he said.

Iloilo-Guimaras investment
forum in Manila September 4
By Francis Allan L. Angelo

ILOILO and Guimaras will have a “coming out party” of sorts during an investment forum in Metro Manila that will feature the two areas as future investment hubs in Visayas.

The Iloilo Economic Development Foundation, Inc. (ILEDF) will host the Iloilo-Guimaras Investment Forum on September 4 at the Hotel Intercontinental Manila.

The forum will present investment opportunities and prospects in the areas of information technology and communication, tourism and agribusiness in Iloilo City, and in the provinces of Iloilo and Guimaras.

The half-day forum opens with a commercial exhibit at 8am.

The keynote speaker is Ramon del Rosario, Jr., new chairman of the University of Iloilo, and president of PHINMA Group which recently acquired the university.

Del Rosario will tackle their company’s belief in investing in education in Iloilo.

Other speakers who will participate in the forum are Oscar R. Sanez, president of the Business Processing Association of the Philippines; Narzalina Z. Lim, former tourism secretary now president of Asia-Pacific Projects, Inc. Tourism and Hospitality Consultants; and Jesus N. Alcordo, president of Global Power Business Corp., which is presently building a coal-fired power plant in Iloilo.

Aurelio R. Montinola III, president and CEO of the Bank of the Philippine Islands, will deliver the luncheon address.

In a statement, ILEDF said Iloilo and Guimaras make for an attractive investment proposition because of their development-oriented and business-friendly local governments, backed by a young and highly-educated population, a strong OFW sector, air, shipping and telecoms infrastructure already in place.

The coal-fired power plant project which will be completed in 2010, is expected to solve inadequate and expensive power supply. The ongoing flood control project which will be completed next year will also ease flooding in the city and its suburbs.

The good mix of cultural and natural attractions makes Iloilo and Guimaras the tourists’ delight, further highlighting their preparedness for socioeconomic growth.

OT: Breaktime anay. Please indulge us, mods. :D

Bunny: Papa, hindi yan "nobari, nobari batchu!" Ganito yan, "nobody, nobody but you!"

Whatever, this song - Nobody by the Wonder Girls (http://simpliving.blogspot.com/2009/08/nobari-nobari-batchu.html) - has already achieved "ubiquitous" status and seems to be heard everywhere at the same time in the Philippines. Nobody couldn't help singing along "I won nobari, nobari batchu! I won nobari, nobari batchu!" I bet you coudn't resist to sing along, too. ;)

Ayala Land launches new project in W. Visayas
BACOLOD — Ayala Land, Inc. is continuing its expansion in Western Visayas particularly in Negros Occidental, where it has started its third residential project, and in Iloilo in the near future.

"We’re always looking at growth areas and we see Negros Occidental as one. Businessmen are bullish with Iloilo. We are looking forward to our presence there," Ayala Land vice-president for Visayas and Mindanao Francis Monera told reporters.

Aside from Cebu, Ayala Land has a big presence in Negros Occidental where it started with the high-end residential subdivision Ayala North Point at Talisay in 1997.

It launched the Verdana Homes Asyana last August 15, its second mid-market project after Plantazionne Verdana Homes in 2002. Both projects are adjacent to Ayala North Point, which still has 80 available lots under its Phase 3 development.

In 7 months time, it's not yet finished! What are they building there, a high security and hi-tech edifice? At the rate they're building it, the construction period could end up at least 10 months. They must be losing money now due to extended deployment of resources already (eg labour and equipment).

Another expansion or investment Merl? :D

Nice, post it later or sa pag start sang new Thread... Summary bla haw. Tapos topic summary pa gid by Whyte or Bernie. :)

I suspect that Megaworld will wait for the result of the 2010 elections before making further progress at the old airport. They might think that whoever will sit as the city mayor come 2010 will affect the investment climate of the city. By that time, they can either retain their original development plans or modify it to suit what's the city has to offer after the elections.

^^
It could be one of the reasons as well. :)

like a blind item? is that it? daw boy abunda ba. at least, the column makes it sound like a showbiz....zzzz.....slumber.

hehehe daw amo gid.

^^ I think everyone is cautious about 2009-2010 since its election period. May it be investors all the way to banks and even crime dens. Pre-election and post-election campaigns are part of the "Ang Drama sa Totoong Buhay."

This is indeed a potential choke point. Should the city government finally allow the street to open, it must be limited to private vehicles only, especially since we all know how jeepneys behave when they pass by a mall or a high density area. They wait for kingdom come to arrive before moving on.

^^its very very close to Forbes Bridge,a potential traffic choke point. They should really start thinking of resurrecting the traffic lights system and adding one in this junction.

If ever this junction becomes operational, through traffic should only be permitted along Forbes Bridge and prohibited along the "boulevard". To do this, barriers should be put along the center of the Forbes Bridge approach.

Iloilo farmer molests, kills neighbor's goat
08/24/2009 | 07:41 PM

| | More An 18-year-old farmer faces charges for allegedly sexually molesting – and killing - a two-year-old goat in Iloilo province following a drinking spree Sunday evening.

Radio dzXL cited initial police reports showing the incident occurred at Sitio Tacas in Talacuan village in Leon town in Iloilo.

Investigation showed Eliseo Minerva, the owner of the goat, was shocked to see the suspect, identified as Rogie Calamaan, sexually assaulting his pet at about 6 p.m.

Police learned Calamaan went on a drinking spree after he finished planting rice last Sunday.

The goat died after the assault, the report said.

A separate report on Visayas-based Bombo Radyo said Calamaan admitted assaulting the goat, but said he was too drunk at the time.

The report quoted Calamaan as saying he was going to gather the harvested rice when he saw the goat in a "prone" position, and took "interest."

He said he strangled the goat when it tried to resist his advances.

Calamaan is now facing charges of malicious mischief from the police. - GMANews.

ISA: ILOILO CITY
BUSINESS-FRIENDLY
By Francis Allan L. Angelo

ILOILO has achieved business-friendly status based on a governance program by the Institute of Solidarity in Asia (ISA).

According to Christopher P. Zaens, ISA executive director, Iloilo City is the second city to achieve such status after San Fernando in Pampanga province.

ISA is a public governance reform institute in East Asia which helps local government units and leaders meet the challenges of public administration.
Local government units that joined the ISA program must accomplish four stages: crafting of a road map; development of a score card and its inclusion in the LGU’s planning and budgeting; implementation and monitoring of progress; and the achievement of breakthrough results.

Zaens said improvements in business registration processes and revenue collection helped Iloilo City achieve its business-friendly status.

Iloilo City increased is tax collections from P825.890 million in 2005 to P917.439 million in 2006; P999.228 million in 2007; and P1.159 billion in 2008.

Zaens said the city’s gains attracted investors, especially major players in the information and communication technology sector such as call centers.

ISA noted that since 2005, a total of 12 business process outsourcing companies have invested in Iloilo City.

Zaens said Iloilo City’s completion of the ISA program stages and the reforms it instituted will make the metropolis more attractive to investments.

Iloilo City Mayor Jerry Treñas said the improved tax collections and business registration process is a product of constant consultations with other stakeholders such as the business sector.

Treñas said the establishment of the Business Permits and Licenses Office also helped shorten registration of businesses from seven days to one day.

The mayor said the city’s business-friendly classification will be highlighted during the investment forum in Metro Manila September 4.

“The ISA classification will further boost our efforts to make Iloilo City the next investment hub not only in Visayas but in the entire country as well,” Treñas added. (With reports from BusinessWorld)

Goat dies after having sex with teen
by Regi Adosto, ABS-CBN Iloilo | 08/25/2009 3:46 PM

An 18-year-old boy was arrested after he was caught in the act of having sex with a goat in Leon, Iloilo.

Eliseo Minerva immediately called police to report the incident.

Minerva said he saw the boy on top of the goat when he was about to feed the animal.

The goat was already dead when authorities arrived, reports said.

However, the boy allegedly admitted that he was drunk when he committed the incident.

Reports said that the boy’s parent will have to pay for damages to the goat’s owner.

This post just made me smile. At least something humorous is going on here.

I remember before though, there was another incident which was reported a long, long time ago by the local media, where a man was caught having sex with his neighbor's chickens. All the chickens he had fornicated with, all died. Perhaps, they could not um...accomodate a man's....um....centro ugat. I think this incident happened in Calinog way back in the 1990s.

I ’ve always believed that first impressions last. This is my philosophy when I travel. The first thing I see becomes my impression of what I should expect in that particular place.

In this case, I’m talking about airports. I believe airports are a key indicator of progress. When I visit different cities around the country, I always explore the airport’s amenities and see how clean and modern they are. I’m actually proud to see that some of the major cities in our country now have airports that adhere to international standards. I have excluded the Ninoy Aquino International Airport in this list to give way to the regional aviation hubs.

1. Iloilo International Airport

After almost a decade of planning, Iloilo Airport formally opened its doors two years ago replacing the old Mandurriao Airport. Located 19 km north of Iloilo at a 188-hectare site in Cabatuan and Sta. Barbara towns, the new Iloilo International Airport is one of the most modern and best designed airports in the country today. Its all-glass and steel beam structure with curved roofings resembles that of Hong Kong International Airport at a smaller scale. Leading to the terminal is a 3-km access road with landscaped center islands. The terminal also boasts of pocket gardens similar to other modern airports in the world. It’s still very new and clean, so I hope the government will maintain it really well.

2. New Bacolod-Silay Airport

As a Negrense, I am proud to see the province finally having a state-of-the-art airport of international standards in my hometown in Silay City. Located 15 km northeast of Bacolod City, the new Bacolod-Silay Airport opened its commercial operations early last year replacing the old Bacolod Domestic Airport. Today, it is the third largest international airport in the Visayas, just next to Cebu and Iloilo International Airports. The P4.3-billion airport complex is designed to accommodate one million passengers annually. Designed with an all-glass and steel beam structure, the main passenger terminal is equipped with a modern flight information display system comparable to other international airports. It also has a 300-car parking area and a spacious departure lobby.

3. Davao International Airport

The busiest airport in Mindanao, known as Francisco Bangoy International Airport, had a major facelift six years ago to become one of the most modern international airports in the country today. The Malay-inspired architectural design of the airport terminal speaks about Davao’s cultural heritage. This airport has the most spacious departure lobby outside Metro Manila, with 14 domestic and international check-in counters. The 3-km runway of this airport can accommodate 8 to 10 aircraft landings per hour and can handle wide-bodied aircraft including the gigantic Airbus 380. For those who want to do last-minute shopping and dining, there are wide choices of food and retail stores inside the terminal.

4. Mactan-Cebu International Airport

Undoubtedly, the airport of the Queen City of the South would make it in the Top 5. Though the terminal is already old, the Mactan-Cebu International Airport still has the unique charm and hospitality that Cebuanos exude. During my last trip to Cebu, I was so amazed that the airport now provides free Internet stations to departing passengers. The terminal also has adequate pasalubong shops and restaurants to choose from. There are also spas and massage services available to those who want to relax before flying. I just hope though that the government will soon upgrade the airport’s facilities and amenities to be at par with other modern airports in the country.

5. Diosdado Macapagal International Airport

It is surprising to see how this airport has transformed into a premier international aviation hub in just a few years. Situated inside the Clark Special Economic Zone, it is considered to be one of the biggest aviation complexes in Asia with its 3.2-km parallel runways that can accommodate huge aircraft. Today, the airport services major low-cost carriers in Asia such as Tiger Airways and Air Asia. Its terminal may not be as modern as those in this list, but an expansion of the terminal building is underway. If finished, the new terminal may serve up to four million passengers annually.

6 WV provinces get P702M more
IN IRA
BY CARLA GOMEZ

The six provinces of Western Visayas are P702 million richer with the increase in their Internal Revenue Allotment this year, with the bulk going to Negros Occidental, data from Governor Isidro Zayco showed yesterday.

The data showed that the six provinces had a total IRA share of P3.9 billion last year that in 2009 was increased to P4.6 billion.

Zayco said the initial advice of the Department of Budget and Management was that Negros Occidental’s IRA for this year would be P1.3 billion based on its previous IRA of P1,309,570,392, but later informed him that its share for this year is P1,547,753,763 or an increase of P238 million.

This has allowed us to make two supplemental budgets for veterinary, agriculture and health needs, as well as provide additional aid to local governments and funds for our operational costs, Zayco said.

The IRA increase has also allowed Iloilo province to join Negros Occidental in the billionaires’ row. Iloilo province last year had a budget of P977,845,862 but with a P173 million increase this year, it now has an IRA of P1,150,986,215.

The IRA of Aklan of P412,786,192 rose to P486,640,636 this year, Antique P454,604,428 to P536,050,556, Capiz P521,656,105 to P614,401,237 and Guimaras 225,023,809 to P267,913,218, figures from Zayco showed.

The 3.9 billion for the six provinces is on top of the increased IRA’s allotted for the town and city governments, he said.

This means there is more money circulating in the local economy from local governments this year, he added.*CPG

Religiosity & Historicity (of Dinagyang?) Religiosity (may be), historicity? pagkabalo ko Dinagyang was rooted from the so-called barter of panay, which is not accepted as part of our history since it's only a myth or something. So no historicity that we could say into this. :) I can't even reconcile the charter statement of the city for what is actually happening is different thing. Kadasig sang developments sang Phil. Foremost. I saw this on-going construction when I went home last weekend. I told my wife that the building is huge.

Philippine Foremost Milling Corporation is the first flourmill in the Philippines to be officially Hazard Analysis Critical Control Point (HACCP) certified for its system quality. HACCP certification is known to be the most respected certification when it comes to food manufacturing industry.

When Philippine Foremost Milling Corporation was established in 1989, it was the first flour mill plant in Western Visayas. And remain the only one to date.

In the year 2000, They expanded to Luzon with one of the most modern flourmills in the country. Today, they are one of the biggest producers with a distribution network covering the entire country. They also export flour to the Asian region.

City sets meeting with DA for improvement of abattoir
By Maricar M. Calubiran

The Iloilo City government will confer with officials from the Department of Agriculture (DA) Region 6 relative to the acquisition of additional facilities for the slaughterhouse in Brgy. Tacas, Jaro to meet the standard set by the National Meat Inspection Service (NMIS) following the release of P11 million Agricultural Comprehensive Enhancement Fund (ACEF).

City Mayor Jerry Treñas said he will ask the members of the city’s Bids and Awards Committee (BAC) to meet with DA officials as soon as they already receive the ACEF. This is to ensure that the equipment to be procured by the city government fits the required standard.

Treñas said the agriculture department is more knowledgeable on the kind of equipment required for the upgrading of the slaughterhouse to Double A standard.

In previous interview, Treñas said the city government generated millions of pesos in revenue out of the slaughterhouse operation.

The construction of the slaughterhouse is a DA-initiated project. The abattoir sits in the 2.3 hectares land in Tacas, Jaro. The city government bought the lot as site of the abattoir.

At present, the slaughterhouse has no cattle line to accommodate livestock. The cows and carabaos are still being slaughtered in the old abattoir. The slaughterhouse in Tacas is only for hogs.

Earlier, the NMIS disallowed the shipment of meat products slaughtered at the city’s slaughterhouse in Tacas after it failed to meet the required facility for a Double A standard.

Among the facilities not available in the slaughterhouse are hand washing and foot bath facility, scalding vat for the cattle area and lockers for the butchers.

Treñas also wants to spare funds for the procurement of delivery vans to transport the slaughtered meat products from the abattoir to the different markets and to acquire a generator set.

The chief executive is also considering the cementing of the road leading to the water treatment facility.
