But then, the asian financial crisis set in, the peso devalued from 26 to the dollar to 35 per dollar and since the sarabia's loans for the financing of the construction of the hotel was in dollar terms, their balance of payments ballooned to several millions of pesos until they were forced to stop the construction of the hotel. The reason why their loans were in dollars instead of pesos was that the interest rate of a loan in dollars was just 6%, while loans taken out in pesos have a an interest rate of 12%. They did not however forsee the asian financial crisis set in motion by a devalued thai baht. Anyway, going to back, this is the reason why the foundation of the hotel is for a ten story building but the entire building as it stands now is just 5 floors. If you look closely at the picture, you will see potruding structures colored red, those are the supporting steel pillars, which could have been extended higher had the construction finished up to the 10th floor. Thus, because of the financial crisis that beset the sarabia's finances, they had to look for new capital, therefore, the Barcelo group, a spanish chain of hotels, stepped in and for a time, the hotel was renamed as Barcelo-Sarabia Manor Hotel. Later, the two groups had a falling out and the hotel reverted to the ownership of the sarabias. "We’re looking at both North and South of Manila. Even Visayas and Mindanao," Luis Juan B. Oreta, Manila Water chief finance officer, told reporters. "Generally what we do is we enter into areas where there is a favorable local government ... an area where the economic and political environment is friendly to private sector investment," Mr. Oreta said. Manila Water has been actively seeking projects outside of its east zone concession area in Metro Manila. Along with west zone concessionaire Maynilad Water Services, Inc. and three other bulk water suppliers, Manila Water has been accredited to join the bidding for the bulk water supply contract of the Metro Iloilo Water District. Mr. Oreta said the Iloilo project is expected to produce 20 million liters per day, with P1 billion in estimated investments. Two weeks ago, the local government of Cebu also accepted the joint venture proposal of Manila Water for a similar bulk water supply project in the province. Negotiations will now take place following the acceptance of the local government of the utility’s unsolicited proposal. This will then be subjected to a "Swiss challenge," or a competitive challenge involving other interested parties. Manila Water must match a superior bid to win the project. Mr. Oreta said Manila Water is looking to invest P1.5 billion in the project. Last month, Manila Water completed the acquisition of AAA Water Corp. AAA Water owns 70% of Laguna AAA Water Corp., a joint venture company with the province of Laguna, which has a 25-year concession that started in 2007. The firm supplies water to the city of Sta. Rosa and the municipalities of Biñan and Cabuyao in Laguna. Manila Water bought AAA Water by buying Asia Water Ltd.’s 65% stake, and All Asia Development Corp.’s 35% interest. Manila Water also secured last April regulatory approval to extend by 15 years its concession to service the east zone area of Metro Manila to 2037. Manila Water provides water and wastewater services to nearly six million people in 23 cities and municipalities. Junemie Hazel Lebata-Ramos, a biology and fisheries alumna of the University of the Philippines Visayas (UPV), has been chosen as one of the three winners of the Japan International Award for Young Agricultural Researchers (JIAYAR) for 2009. The award is given by the Japan International Research Center for Agricultural Sciences (JIRCAS). Dr. Lebata-Ramos will receive the award at the University of Tokyo in Japan on November 4, 2009 during which time, she will also make a 15-minute presentation of her research projects. The award is a recognition of the contribution of young agricultural researchers to technological development for the improvement of food security and the environment in developing countries. The Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan started this program in 2007. It is supported by the Japan International Research Center for Agricultural Sciences. Dr. Lebata-Ramos, with her co-authors, also received the prestigious Dr. Elvira O. Tan Memorial Award for best paper under the aquaculture and inland fisheries category in July this year. Calubiran The Iloilo City Zoning Board of Appeals and Adjustment (ICZBAA) will conduct a hearing Wednesday (October 7) on the application of Vanskaps & Management Group for a locational clearance. The locational clearance is in relation to the bid of the Vanskaps to operate a poker game at Boardwalk entertainment at leisure complex in Mandurriao district. The hearing will be held 3 p.m. of October 7 at the Barangay Hall of San Rafael, Mandurriao. The ICZBAA is composed of representatives from the City Planning Development Office, City Legal Office, and City Engineers Office among others. Vanskaps is a licensed gaming firm of the Philippine Amusement and Gaming Corporation (Pagcor) which is based in Lahug, Cebu. San Rafael Barangay Captain Azucena Tabuyoc is amenable to the operation of the poker game as it will generate more taxes to the community which is contrary to the Church’s stand on the proposed poker game. The Church through Msgr. Meliton Oso expressed strong opposition to the poker game and any form of gambling as it will ruin the moral fiber of the people. The Boardwalk became the alternative site for the poker game after violations were imminent in the first site eyed by Vanskaps in operating a poker room. "Generally what we do is we enter into areas where there is a favorable local government ... an area where the economic and political environment is friendly to private sector investment," Mr. Oreta said. Manila Water has been actively seeking projects outside of its east zone concession area in Metro Manila. Along with west zone concessionaire Maynilad Water Services, Inc. and three other bulk water suppliers, Manila Water has been accredited to join the bidding for the bulk water supply contract of the Metro Iloilo Water District. Mr. Oreta said the Iloilo project is expected to produce 20 million liters per day, with P1 billion in estimated investments. Two weeks ago, the local government of Cebu also accepted the joint venture proposal of Manila Water for a similar bulk water supply project in the province. Negotiations will now take place following the acceptance of the local government of the utility’s unsolicited proposal. This will then be subjected to a "Swiss challenge," or a competitive challenge involving other interested parties. Manila Water must match a superior bid to win the project. Santos Back to top Expansion of Estancia water system underway with LWUA aid Iloilo City (5 October) -- The Local Water Utilities Administration (LWUA) will help the water district of the municipality of Estancia improve its water supply system with a P30-million financial assistance package. The program of work for the project includes among others the drilling of additional wells, provision of electro-mechanical and chlorination equipment, installation of new transmission and distribution pipes including valves and hydrants, construction of a new reservoir, provision of power line extension and standby equipment, installation of service connections, and provision of NRW reduction program. Estancia Mayor Restituto Mosqueda said they are thankful to President Gloria Macapagal Arroyo for the project which he said will bring a more efficient and wider coverage for the residents of his municipality. Estancia Water District General Manager Engr. "We’re looking at both North and South of Manila. Even Visayas and Mindanao," Luis Juan B. Oreta, Manila Water chief finance officer, told reporters. "Generally what we do is we enter into areas where there is a favorable local government ... an area where the economic and political environment is friendly to private sector investment," Mr. Oreta said. Manila Water has been actively seeking projects outside of its east zone concession area in Metro Manila. Along with west zone concessionaire Maynilad Water Services, Inc. and three other bulk water suppliers, Manila Water has been accredited to join the bidding for the bulk water supply contract of the Metro Iloilo Water District. Mr. Oreta said the Iloilo project is expected to produce 20 million liters per day, with P1 billion in estimated investments. Two weeks ago, the local government of Cebu also accepted the joint venture proposal of Manila Water for a similar bulk water supply project in the province. This will then be subjected to a "Swiss challenge," or a competitive challenge involving other interested parties. Manila Water must match a superior bid to win the project. The ICZBAA is composed of representatives from the City Planning Development Office, City Legal Office, and City Engineers Office among others. Vanskaps is a licensed gaming firm of the Philippine Amusement and Gaming Corporation (Pagcor) which is based in Lahug, Cebu. San Rafael Barangay Captain Azucena Tabuyoc is amenable to the operation of the poker game as it will generate more taxes to the community which is contrary to the Church’s stand on the proposed poker game. The Church through Msgr. Meliton Oso expressed strong opposition to the poker game and any form of gambling as it will ruin the moral fiber of the people. The Boardwalk became the alternative site for the poker game after violations were imminent in the first site eyed by Vanskaps in operating a poker room. The first site of the proposed poker game was the Residence Hotel along General Luna, City Proper. The hotel is near the university. There is a city ordinance which bans the establishment of gambling within the 200 meters distance from school or church. The canonization process for Mother Rosario Arroyo de la Visitacion, great grandaunt of First Gentleman Mike Arroyo and foundress of the Dominican Sisters of the Most Holy Rosary in the Philippines, will formally start tomorrow, 9 a.m. at the St. Anne Church in Molo district. Born Maria Beatriz del Rosario Arroyo on February 17, 1884 in Molo, Mother Rosario was a daughter of wealthy couple Ignacio Arroyo and Doña Maria Pidal but at an early age, she chose the austere life of the convent. While gasping and weakening, she prayed and recovered even before she took her medications. In any ways, I still believe that Marikina River at least has been tamed because of the flood control project like that of Manggahan Floodway. However, Ondoy and Frank were of out of the marks. Even engineers back at Frank said that the Flood control project of Iloilo might not tolerate the humongous volume of flood waters of Frank. Barbara, Iloilo opposed the creation of the Pavia-Iloilo City route as it will affect their income. Supported by the Pinagkaisang Samahan ng Tsuper at Opereytor Nationwide (Piston), the group held a transport strike then staged a rally in front of the Land Transportation Franchising and Regulatory (LTFRB) office yesterday. As result many commuters from Sta. Barbara and Pavia towns became stranded at the start of the week. At present, commuters from Pavia town, 9.7 kilometers from Iloilo City proper, are being served by the Sta. Barbara-Iloilo City jeepneys. Pavia Councilor Bing Gonzaga in an interview with Aksyon Radyo Iloilo said their town has approved the creation of a transport service for their town considering that their town’s population has already grown. “I believe we are entitled to have our own transport organization. We cannot just depend on transportation from other towns,” Gonzaga said. PISTON spokesperson Edgar Salarda said the creation of the Pavia-Iloilo City route will only add to the traffic congestion in Iloilo City. “It will also affect the income of drivers and small operators,” he said. In a statement sent to media outlets Salarda said that the issuance of franchise by LTFRB of the new route is illegal as there is an existing moratorium on issuance of new franchises. He called for the suspension of LTFRB regional director Porfirio Clavel for his continued approval of new franchises despite the moratorium. Salarda also lambasted Iloilo City’s Perimeter Boundary Ordinance (PBO) which he said is the main culprit why transport organizations in the city and province of Iloilo are having problems. Supported by the Pinagkaisang Samahan ng Tsuper at Opereytor Nationwide (Piston), the group held a transport strike then staged a rally in front of the Land Transportation Franchising and Regulatory (LTFRB) office yesterday. As result many commuters from Sta. Barbara and Pavia towns became stranded at the start of the week. At present, commuters from Pavia town, 9.7 kilometers from Iloilo City proper, are being served by the Sta. Barbara-Iloilo City jeepneys. Pavia Councilor Bing Gonzaga in an interview with Aksyon Radyo Iloilo said their town has approved the creation of a transport service for their town considering that their town’s population has already grown. “I believe we are entitled to have our own transport organization. We cannot just depend on transportation from other towns,” Gonzaga said. PISTON spokesperson Edgar Salarda said the creation of the Pavia-Iloilo City route will only add to the traffic congestion in Iloilo City. “It will also affect the income of drivers and small operators,” he said. In a statement sent to media outlets Salarda said that the issuance of franchise by LTFRB of the new route is illegal as there is an existing moratorium on issuance of new franchises. He called for the suspension of LTFRB regional director Porfirio Clavel for his continued approval of new franchises despite the moratorium. Salarda also lambasted Iloilo City’s Perimeter Boundary Ordinance (PBO) which he said is the main culprit why transport organizations in the city and province of Iloilo are having problems. He said PBO did not solve the problem on traffic congestion in the city. “Napamatud-an na nga inutil ang PBO sa pagsolbar sa traffic problem. Nagpamanggad lamang ini sa mga nagakontrol sa mga terminals, nagapigos sa mga drivers kag magagmay nga operators, kag nagapabudlay sa commuters,” reads Salarda’s statement. Clavel, on the other hand, said he respects the action of the jeepney drivers. “It is also their constitutional right to express their concern and they made it peacefully for us also to consider,” he said. Clavel added he will set a dialogue with Sta. Barbara mayor Isabelo Maquino to address the said concerns. Gonzaga stressed that the Pavia-Iloilo City route they have proposed will not affect the existing Sta. Barbara route as it will take the route going to La Paz plaza. The Sta. So basically, we're left at the mercy of mother nature herself. The high tide (+storm surge) will slow down the exit of water from Jaro River but at least the sea will not fill up. With the Jaro Floodway, the floodwaters will have a shorter and higher-capacity route directly to the sea. In the case of the Manggahan Floodway, Laguna Lake can 'fill up'. It is just a temporary storage for the floodwaters while Pasig river slowly drains it to Manila Bay. Jaro Archbishop Angel Lagdameo, president of the Catholic Bishops Conference of the Philippines, officiated the Mass along with five other bishops. They were joined by around 60 priests. The Mass was also attended by hundreds of members of the Congregation of the Dominican Sisters of the Most Holy Rosary in the Philippines, which Mother Rosario founded as a Filipino congregation on Feb. 18, 1927. President Gloria Macapagal-Arroyo and First Gentleman Jose Miguel "Mike" Arroyo attended the two-hour ceremony and Mass before paying their respects at Mother Rosario's mausoleum inside the Dominican Mother House, also in Molo District. Calubiran For chief presidential legal counsel Raul Gonzalez Sr. the bid for the approval of the proposed bill reapportioning Iloilo City into two districts has not yet ended. He has written Senate President Juan Ponce Enrile and several senators contesting the cold treatment of Senator Benigno “Noynoy Aquino”, chair of the committee on local government, on HB 4256 passed by his son Rep. Raul Gonzalez Jr. Gonzalez contested the response made by the committee on local government headed by Aquino on the proposed bill authored by Representative Raul Gonzalez Jr. “The committee has approved other redistricting bills such as in Camarines Sur while they have not acted on HB 4256,” Gonzalez Sr. lamented. Aquino expressed his opposition on the proposed bill citing the city’s lack of population necessary in the creation of another congressional district. Based on the 2007 census of National Statistics Office, Iloilo City has only a population of 418,710. The Local Government Code states that it needs 250,000 population to create another congressional district. Same letter stating his reaction on the non-approval of HB 4256 were addressed to Senator Miriam Defensor-Santiago and Senator Juan Miguel Zubiri. The approval of the redistricting bill on Camarines Sur was made upon the intervention of Senator Joker Arroyo, said Gonzalez. He lamented that Aquino assured him of his positive response to the proposed bill. “He came to my office for three times and assured the bill would be deliberated on its April 3, 2009 session,” Gonzalez said, adding that they also met at the Senate lounge and talked about the proposed bill. Gonzalez said Senators Zubiri, Francis Pangilinan and several others gave their assurance to support the proposed redistricting bill once it is up for deliberation and approval. The older Gonzalez is counting on the support of the senators for the approval of the bill. Further, Gonzalez said Aquino guaranteed that he will give the bill a chance and have it deliberated. He suspects Senator Franklin Drilon twisted Aquino’s decision by not acting on HB 4256.
