'Tyo Tagoy' January 22nd, 2010, 02:24 PM Dinagyang continues to lure more tourists
ILOILO CITY, Jan. 22 (PNA)– Efforts of organizers to introduce something new and improve on the activities of Dinagyang year-in and year-out have made it an amazing festival, according to City Tourism Officer Ben Jimena.
The festival, which is held in honor of Sr. Sto. Nino, reaches its highest point this weekend with major religious activities, the Kasadyahan contest on Saturday, Jan. 23, and the Ati tribes competition on Sunday, Jan. 24.
Jimena said this year’s improvements, which he called “new gems,” are the main reason why the festival, the country’s best tourism event, continues to spark interest, attract attention, elicit curiosity and stimulate involvement and remain enjoyable.
This year, Jimena said there are new events that are worth checking out in terms of public interest including the “Little Ms. Iloilo Dinagyang and Model Ati Dinagyang Warrior.
The first new activity is the junior version of the Dinagyang beauty pageant. On the other hand, the Ati warrior search is a breakaway from the usual male counterpart personality contests.
The latter is an original and homegrown activity involving organic tribe performers who could best display talents with flair and endurance, Jimena said.
Another new big event that has been added to the festival this year is the Ilonggo Arts Festival which consists of six distinct activities such as cheerleading, choral poetry theatre, folk dance, choral, dance sport, and painting.
The arts festival has for its emblem the “golden salakot” with six drop cloths in various colors representing each of the activities involved.
Other new spectacles in this year’s edition of Dinagyang are “Tambo Trumpa Martsa Musika drum corps contest, fashion design competition and show, motor shows, dancing sweepers, and Dinagyang sponsors Mardi gras.
Likewise, kiosk structures at the food festival area now have a shanty look to make the selling area look neatly arranged. Garbage segregation is required of all stall operators and there are portable toilets in the vicinity of the food festival.
Jimena said that these are indications of things to come and with them this year’s Dinagyang promises to be amazingly wonderful. (PNA)

ILOILO CITY, Jan. 22 (PNA) – More than 2 million individuals are expected to see and enjoy the highlights of Dinagyang Festival slated Saturday, January 23 and Sunday, January 24.
City Mayor Jerry P. Treñas said the spectators and revelers in this year’s celebration is beyond his expectations as all hotels and pension houses here are fully booked and have paid in advance.
Treñas also said that beach resorts, lodging houses and hotels in the first and second districts of Iloilo have reported full reservations for guests and revelers of Dinagyang.
President Gloria Macapagal-Arroyo could not come to the Iloilo celebration since she has prior commitments. However, this should not dampen the spirit of Dinagyang as more dignitaries have signified their intentions to come on Saturday and Sunday.
Among those who earlier confirmed attendance to the celebration are the Ambassador of Norway HE Knut Solem and his wife, chairman Francisco Eizmendi Jr. of the Institute for Solidarity in Asia (ISA) and chairman Hans Juergen Springer of the Cities Development Initiative Alliance (CDIA), Chinese Consul Wang Jinyan and Chinese Consul Liu Jinrong.
Also expected to come are several senators and vice presidentiables. Those who confirmed their presence are Senator Richard Gordon, former Metropolitan Manila Development Authority Chairman Bayani Fernando, Senators Loren Legarda, Ramon Revilla Jr. and Juan Miguel Zubiri, Technical Education and Skills Development Authority Director General Augusto Syjuco and his wife, Rep. Judy Syjuco, Rep. Saturnino Ocampo, Rep. Liza Maza, Mayor Amelita Navarro of Santiago City and Presidential Assistant for Religious Affairs Silvestre Bello III. (PNA)
'Tyo Tagoy' January 22nd, 2010, 02:25 PM Kalahi generates P120M worth of labor during sub-project implementation in Western Visayas
ILOILO CITY, Jan. 22 (PNA) -– The government’s anti poverty flagship program has generated some P120-million worth of labor during the implementation of its sub-project implementation in Western Visayas that culminated in 2009.
This was bared by Leo L. Quintilla of the Department of Social Welfare and Development–Kapitbisig Laban sa Kahirapan (DSWD-Kalahi) during the first quarterly meeting of the Regional Kalahi Convergence Group (RKCG).
Quintilla said that the KALAHI was implemented in four phases in Western Visayas starting 2003.
In addition to the labor force that benefited from the project, around 144,211 individuals or 24,000 households directly benefited from the 881 completed sub-projects.
Some 16,050 community volunteers also availed of training in line with the Kalahi implementation.
At present, 97 percent of the sub-projects are functional, according to Quintilla.
The 881 sub-projects include 272 roads; 117 health stations; 105 schools; 101 community production and service facilities; 89 day care centers; 84 water system; 56 environmental protection structure and preservation; 30 foot and small bridges; 10 electrification projects; nine small scale irrigation; four access trail and four multi-use buildings.
The anti-poverty program was realized through the P816.52 million assistance from World Bank (WB) and P274.77 million local counterpart. (PNA)

ILOILO CITY, Jan. 22 (PNA) – The 2010 Iloilo Dinagyang Festival, the best tourism event in the country according to the Association of Tourism Officers of the Philippines (ATOP), will not just bring about fun and excitement as it is also expected to boost the economy of the city.
Mayor Jerry P. Treñas said economic activities in the city will become very vibrant because of the event.
“I think this will continue to pump prime the economy of Iloilo,” he said.
The mayor said that a lot of visitors have already arrived to witness the festival that was already elevated to the Hall of Fame by the ATOP as best tourism event.
Early this month, the city government received feedback that all hotels here were already fully booked.
“I think this will be the biggest so far in terms of participation,” he said, as he expressed hope that the city would be able to accommodate the crowd.
Last year, the revelers were estimated to have reached two million. (PNA)

Multi-awarded writer and winner of the Don Carlos Palanca Memorial Awards for Literature (Short Story in Hiligaynon) Prof. Alice Tan-Gonzales launched her book entitled “Sa Taguangkan sang Duta kag Iban Pa nga Sugilanon (In the Womb of the Earth and Other Stories)” at the UPV Art Gallery on December 4, 2009 at UPV Iloilo City Campus.
The book is a collection of 10 awarded short stories that feature the following titles:1.) Sa Taguangkan sang Duta; 2.) Isa ka Pungpong nga Rosas; 3.) Mga Luha para kay Tatay Jose; 4.) Tulokbon; 5.) Dawata Anak; 6.) Ezperanza; 7.) Sa Pag-abut sang Tingulan; 8.) Baha; 9.) Dabadaba sa Sidlangan; and 10.) Ang Likum sang Isla San Miguel.
The launching was graced by UPV Officials led by Chancellor Minda J. Formacion and Vice-Chancellor for Planning and Development Alice Joan Ferrer and Prof. Tan’s mentors and colleagues from the Division of Humanities as well as faculty members and staff of the University. Also present were several local artists and writers. A review of “Sa Taguangkan sang Duta” was read as well as excerpts from three of the stories in the book.
In her speech Prof. Gonzales, thanked her mentors, especially Dr. Leoncio P. Deriada, who she said gave her the push to write. Dr. Deriada is one of the most accomplished and multi-awarded writers of fiction in the country. She also acknowledged the support of her colleagues, the UPV administration, and her thesis adviser while pursusing a PhD in UP Diliman.
Prof. Gonzales revealed that Yuhum Magazine was a favorite reading fare of her childhood, an experience that highly influenced her to write in Hiligaynon. She also revealed she writes in Hiligaynon “because it is my gut language.”Other than short stories, she also writes drama and binalaybay. She has been a recipient of writing grants from the Cultural Center of the Philippines for short story writing (1990), for novels (1991), for drama (1994), and for children’s drama (1995).
She also won 2nd place for writing a binalaybay sponsored by the National Commission for Culture and the Arts. Her first short story in Hiligaynon won 3rd place in the Yuhum Magazine Short Story Competition in December 1988.
Prof. Gonzales won a total of seven Don Carlos Palanca Memorial Awards for Literature (Short Story in Hiligaynon), the most prestigious literary award in the country. She won her first Palanca in 1997, a two-fold feat for her two entries, “Mga Luha Para kay Tatay Jose” (Tears for My Father Jose) and “Isa ka Pungpong nga Rosas” (A Bunch of Roses) that won 2nd and 3rd places, respectively. Her 3rd Palanca was for her story “Ang Likum sang Isla San Miguel (1st Place) in 1999. In 2002, she won 1st place again with “Sa Taguangkan sang Duta” (In the Womb of the Earth) followed by another 1st place win for “Esperanza” in 2003. “Esperanza” is based on a research material on the life of Esperanza Villanueva of Lapaz, Iloilo, a heroine in the Second World War. The 6th Palanca was for “Dawata Anak” that won 2nd place in 2008 and the 7th for “Baha” (2nd place) in 2009.
All the stories are set in West Visayas (Iloilo and Negros) and articulate the varied experiences of ordinary individuals, some of whom live small, insignificant lives tied to the land and some threatened by dislocation. Other characters were culled from West Visayan history – women characters straining to have their voices heard.
The word “taguangkan” (womb) in the lead story of the book is symbolic of the act of conceiving and birthing a literary piece or pieces, born out of the writer’s imagination and contextualized in the physical, sociological, and cultural realities of West Visayas.
The collection of short stories is, according to Prof. Gonzales, her answer to the demoralizing opinion expressed by some from the metropolitan center that writing in the regional languages is dying . It is her hope that this small collection would impel a rush of literary activity and publication among talented Hiligaynon writers in the region, some of whom, she said, are hiding in the shadows of “unpublishedness” and anonymity.

Iloilo City (22 January) -- The Commission on Elections (COMELEC) in Iloilo was able to register a total of 1,018,871 voters in the province of Iloilo for the coming local and national elections this May 10.
Iloilo province has five congressional districts, 42 municipalities and one component city.
Iloilo Provincial Elections Officer Atty.Elizabeth Doronila said among the five congressional districts in the province, the 5th district recorded the most number of registered voters with 232,239.
The fifth congressional district is composed of 11 towns. These are the towns of Sara, San Rafael, Estancia, Concepcion, Carles, Batad, Barotac Viejo, Balasan, Ajuy, Lemery, and San Dionisio.
The third congressional district comprised by the towns of Pototan, Mina, Maasin, Lambunao, Janiuay, Calinog, Cabatuan, Bingawan and Badiangan recorded the second highest number of registered voters with 219,428.
The 4th congressional district posted the third highest number of registered voters in the province with 210,875 from the towns of San Enrique,Dumangas, Duenas, Dingle, Barotac Nuevo, Banate, Anilao and Passi City.
The 1st congressional district recorded 191,027 registered voters and the 2nd district with 165,302. Doronila urged registered voters to watch out for the public demonstration on the use of the Precinct Count Optical Scan (PCOS) machine that will be conducted in their municipalities.
The PCOS demonstration which will run from January 22 to February 22 in Iloilo province is part of the intensified voter's education campaign of the Commission.

The beauty and food retail divisions of the SM Group plan to expand this year, as officials expect to hit targets for 2009 and 2010.
On the sidelines of Friday’s “Beauty by SM” launch in Makati City, Teresita Sy-Coson, vice chairwoman of SM Investments Corp. said the conglomerate would likely hit the targets they projected last year.
“Last year was not bad, I don’t hear complaints . . . This year [will also be] not bad,” she said. “Unless there is a global problem, we will be constantly churning along . . . This is going to be a normal year,” she added.
Robert Sun, Watsons Personal Care Stores Philippines Inc. chief operating officer, told reporters that they will convert between six and 10 existing beauty sections of SM department stores to Beauty by SM outlets. He said they would spend about P50 million for these renovations.
Beauty by SM targets a higher-level clientele than Watsons, which services the mass market, Sun said, adding that the former would carry higher-priced brands.
Watsons itself plans this year to open about 40 additional stores at a cost of P80 million. It currently has about 200 outlets nationwide.
Watsons Philippines is a member of the global beauty and health retail chain A.S. Watson Group. SM Prime Holdings Inc. (SMPH) is its local partner.
Sun said Watsons targets an 8-percent growth in revenues this year, after growing about 7 percent last year.
About 65 percent of Watsons’ sales are in the beauty segment, but their healthcare business is growing faster, Sun said.
He said Filipinos continue to patronize beauty products even amid hard times, although many have been purchasing less-expensive brands and buying goods in smaller packages.
During the same event, Robert Kwee, executive vice president of SM Hypermarket also told reporters that the SM’s Food Retail Group would open 20 stores this year. The food group includes SM Hypermarkets, SM SaveMore, SM Supermarkets and Makro.
Kwee said they would spend between P1 billion and P2 billion to put up these new outlets. “We want to be closer to shoppers. Now, consumers who want to buy grocery want to do it just around the corner,” he said.
Kwee said the food retail group currently has 83 stores.
He said the group would continue to convert the 12 remaining Makro stores into Hypermarkets.
SM Investments Corp. (SMIC), the holding company of the Sy family, has a 60-percent stake in wholesaler Pilipinas Makro Inc., which had three outlets—in Makati City, Mandaluyong City and Novaliches, Quezon City—converted into SM Hypermarkets last year.
Makro still has stores in Manila, Las Piñas City, Parañaque City, Quezon City, Batangas, Cavite, Pampanga, Rizal, Cebu, Iloilo, Davao and Cagayan de Oro City.

‘Kasadyahan’ bids Dinagyang adieu

ILOILO City – The Kasadyahan, a mardi gras of folk dances and songs, kicks off at 8 a.m. today. This will be the last time this dance-drama showcase will be featured in the Dinagyang Festival. It bids to become a separate festivity to surpass or at least be at par with its parent festival.
The city government is expecting a lot of visitors, local and foreign, said Mayor Jerry Treñas, a fitting dignified farewell to a contest that has showcased the unique and colorful culture of the Ilonggos through the years.
All the hotels are fully booked with foreign dignitaries, senators, congressmen and tourists, said Treñas.
“Several Cabinet Undersecretaries and Secretaries informed us that they are attending. Everybody wants to be at the Freedom Grandstand,” revealed the mayor.
However, President Gloria Macapagal-Arroyo, who had earlier confirmed to be attending the Dinagyang, is not coming over.
Nine tribes will perform in four judging areas in carousel form – Freedom Grandstand (Judging Area No. 1), Provincial Capitol-Bonifacio Drive (Judging Area No. 2), corner Quezon-Ledesma Sts. (Judging Area No. 3), and corner Iznart-Maria Clara Sts. (Judging Area No. 4).
The competing tribes are expected to depict a festival of a locality through dance-drama, but entries from schools may choose any of the festivals in Panay Island. They are:
• Tribu Tinu-om – Cabatuan town
• Tribu Tangyan – Igbaras
• Tribu Patubas -- Barotac Viejo
• Tribu Kasag – Banate
• Tribu Pantat – Zarraga
• Tribu Jimandan -- New Lucena
• Tribu Tubong-tubong – Tubungan
• Tribu Mandurriaonon -- Mandurriao National High School in Iloilo City, and
• Tribu Tambobo -- Northern Iloilo Polytechnic State College in Ajuy.
According to City Tourism Officer Benito Jimena, plans are underway to hold a Kasadyahan Festival of Festivals in April 2011 during the Semana sang Iloilo celebration or in September or October 2011 in time for the Tourism Week celebration.
Jimena said the participants will mostly be from the municipalities of Iloilo with Iloilo City serving as host of the competition.
The new celebration will be a joint undertaking of the provincial and city governments in making Iloilo as the festival center and major tourist destination of the Visayas, Jimena explained.
The void that the Kasadyahan will leave the Dinagyang next year will be filled with several special events, Jimena said./PN

ILOILO City – Thousands ignored the unusually cold evening breeze last night to watch the first of two spectacular Dinagyang fireworks shows light up the city.
The two-night “Luces in the Sky” fireworks display competition has 20 “shooters” from around the archipelago trying to outshine one another.
Last night, 10 competed. Ten more are seeing action tonight.
The fireworks burst forth from the SM City-Iloilo car park near the old Iloilo Airport, showering the city in a blaze of color.
To prevent last year’s traffic jam caused by the thousands of spectators that came over to watch the fireworks, the Traffic Management and Engineering Unit has come up with a traffic scheme along the Diversion Road.
This year, the winning “shooter” will take home P80,000 (first prize); P50,000 for the second prize; and P30,000 for the third prize.
The not so lucky others will be getting a subsidy of P18,000 each.
The “Luces in the Sky” started in the 2008 edition of the Dinayang. It caused a monstrous traffic jam. Spectators stopped on their tracks just to view the dazzling Iloilo City sky.
This year’s competitors are:
• Ulyses Fireworks (Cebu)
• LF Fireworks (Manila)
• Anisan Fireworks (Negros Oriental)

ILOILO City – The Iloilo Dinagyang Foundation Inc. urged journalists covering the Dinagyang Festival to follow its media coverage guidelines.
Last year, two photojournalists were bodily removed from the Freedom Grandstand, the first judging area. Their media accreditation identification cards (IDs) indicated they were supposed to be in other judging areas.
This year, the foundation has issued color-coded IDs to accredited media practitioners.
Those issued with pink IDs could cover performance area No. 1 at the Freedom Grandstand; those with yellow IDs are for performance area No. 2 at the Iloilo Provincial Capitol; green IDs, at performance area No. 3 on corner Quezon-Ledesma Sts.; and orange IDs at performance area No. 4 on corner of Iznart-Ma. Clara Sts.
Journalists will also have a “media space” in each performance area, located at the ground floor of the stages.
A media box shall be provided for television crew.
The press are also expected to observe the following coverage code of conduct:
* photographers / cameramen should maintain a distance of four meters away from the performing tribes/groups
* interviews with guests are discouraged while performances are going on to allow them to experience the essence of the festival
* no interviews should be done with guest/s coming in through a performance area. The interview can be done at the side of the stage in a performance area so as not to cause delay or obstruct the performances
* coverage crew of a media outfit with assigned space at performance area should confine themselves within the space designated for them; and
* only needed crew of a coverage team at a particular period of a coverage should be posted by a media outfit to avoid overcrowding at the limited media space designated in performance areas.
According to the Iloilo Dinagyang Foundation Inc., these guidelines were crafted to “improve and enhance the coverage of events; and develop and strengthen camaraderie among media groups.”/PN

ILOILO City – At the strike of midnight on Sunday, the Dinagyang street party and food festival will have to end.
This “deadline” aims to ensure a peaceful festivity, explained Senior Supt. Melvin Mongcal, director of the Iloilo City Police Office (ICPO).
The ICPO will also strictly enforce the curfew hours for minors.
Mongcal said minors will have to be off the streets between 11 p.m. and 4 am. here unless accompanied by their parents or guardians.
City Ordinance 358 prohibits minors from wandering, sauntering or loitering in the city.
Mongcal also said minors are definitely not allowed to enter videoke bars and beerhouses.
Fines would be slapped the owners of videoke bars and beerhouses found to be accommodating minors.
Mongcal said the arrested minors will be turned over to the Department of Social Welfare and Development.
To further amplify its security preparations, the ICPO has also set up police assistance centers in identified “trouble-zones” and in the judging areas.
The judging areas are at the Freedom Grandstand, Iloilo Provincial Capitol area, Ledesma St., Maria Clara and Quezon streets.
“We have enough number of uniformed police personnel in the assistance centers to respond to any emergency and threat,” Mongcal said.
The Commission on Elections’ gun ban will be strictly enforced, he added.
The cops will go to the extent of bodily frisking individuals just to make sure they are not bringing firearms, he said.
Only members of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), National Bureau of Investigation (NBI) and PNP-accredited security guards are allowed to carry their guns./PN

ILOILO City -- Twenty-four new patrol cars arrived at the Philippine National Police (PNP) regional headquarters in Camp Delgado.
These will bolster police capability to run after criminals in Western Visayas, said Police Regional Director Chief Supt. Isagani Cuevas.
Twelve of the new patrol cars will be for Iloilo.
Four each will be given to the police provincial offices in Capiz and Antique.
The Aklan Police Provincial Office will be getting three while Guimaras will be receiving two.
Negros Occidental and the Police Regional Office 6 will be given one new patrol each.
Distribution of the prowl cars to the recipient-provinces has been set for next week.
Cuevas also revealed that five more cars from Camp Crame in Metro Manila are due for shipment to Iloilo City. (PNA)

Over a million people expected to witness Ilonggo festival

AT least 1.5 million people will crowd Iloilo City for the 42nd edition of the Dinagyang festival.
City Tourism Office chief Benito Jimena said they expect local and foreign revelers to flock not just downtown Iloilo City but recreation centers in other parts of the metro.
Jimena said more tourists are coming in droves to Iloilo City because of the numerous leisure places, particularly those that recently sprouted in Mandurriao and Jaro districts.
“It would be safe to say that during the Dinagyang highlights on January 23-24, we expect at least 500,000 to witness the Kasadyahan and Ati-ati tribe competition. At least, we could easily attract 1.5 million revelers who will also crowd places like Smallville park,” Jimena said.
Jimena, who once headed the Iloilo Dinagyang Foundation, Inc., said the number of visitors to Dinagyang can be attributed to the “new gems” or events included in the festival.
“These new gems are the main reason why the festival, the country’s best tourism event, continues to spark interest, attract attention, elicit curiosity and stimulate involvement and remain enjoyable,” he said.
Among the novel events this year are the Little Ms. Iloilo Dinagyang and Model Ati Dinagyang Warrior.
Another new big event added to the festival is the Ilonggo Arts Festival which includes cheerleading, choral poetry theatre, folk dance, choral, dance sport, and painting.
The arts festival has for its emblem the “golden salakot” with six drop cloths in various colors representing each of the activities/competition.
Other new spectacles in this year’s edition of Dinagyang are “Tambo Trumpa Martsa Musika drum corps contest, fashion design competition and show, motor shows, dancing sweepers, and Dinagyang sponsors Mardi gras.
Iloilo City Mayor Jerry Treñas said this year’s festival could surpass the estimated 2 million visitors that witnessed the 2009 Dinagyang.
Treñas said the increase in visitors can be attributed to Dinagyang’s elevation to the Hall of Fame after winning the best tourism event of country plum three years in a row.
Treñas said the festival will also stimulate the local economy, particularly the hotels, restaurants and recreation centers.
The Iloilo City Police Office has deployed 3,975 cops and force multipliers to secure the festivities.
The security personnel include the entire ICPO force, barangay tanods, police interns and ROTC cadets.
Teams from the Explosive Ordnance Team, Special Weapons and Tactics team, Scene of the Crime Operatives, firefighting team and Civil Disturbance Team are also part of the security group.

AN INITIATIVE to harness the students’ entrepreneurial skills to a level gives the organizers of the Dinagyang Festival another milestone for empowering the youth sector .
Iloilo City Tourism Office Ben Jimena disclosed during the PIA-Cable Television program that the initiative is dubbed “Estudyante Negosyante,” a special event otherwise a side event of the annual conduct of Dinagyang Festival to nurture the entrepreneurial potential of youth and encourage participation in business enterprises as well as to promote self-employment.
For three years now, the initiative has achieved its goal to a level because several students have shown interests in operating kiosks during the Dinagyang Festival.
“We offer the kiosks for free to interested students, whereas for regular kiosk operators it will cost them P1,000.00 for three days,” Jimena said.
Jimena said the “Estudyante Negosyante” aims to help the students running the kiosks to earn extra income as they will get all the proceeds of the goods that they sell for the duration of the Dinagyang Festival.
Around 15 free kiosks will be made available to the Estudyante Negosyante and among other souvenir items to be sold include “Dagoy” dolls. Dagoy, is the six feet nine inches tall three dimension mascot of Iloilo’s Dinagyang Festival.
Dagoy’s first public appearance was on December 11, 2004 at D Fort in Taguig during the official launching of the festival in Manila.
The mascot still wears a fiberglass headdress bearing the Sto. Nio, and garbed with a camel-colored loincloth which is the typical attire of an Aeta. Also, the mascot is holding a drum made of fiberglass with the logo of the Iloilo City Government, and the hands and feet are adorned with multi-colored bracelets, similar to the wristband worn by Dinagyang warriors.
Dinagyang, now at 42, is celebrated every year on the fourth week of January as a thanksgiving for the godsend pieces of good fortune and for the divine shield of protection.
The cultural event has been elevated to the Hall of Fame by the Association of Tourism Officers of the Philippines in 2009 after winning the country’s best tourism event for three consecutive years. (PIA6/T.Villavert)

ILOILO CITY (PNA) – The Iloilo Dinagyang Foundation, Inc. (IDFI) has received P11.5 million in cash and pledges with nearly three days left before the 2010 Dinagyang Festival.
The amount is much higher than the foundation’s estimated budget of P9 million.
IDFI’s committee on finance chair Marissa Segovia said they received P11.5 million in cash and pledges.
The foundation is expected to accrue expenses similarly with the present cash and pledges.
Segovia said most of the cash donations and pledges came from government and private sectors. The foundation received smaller amount of donations but it contributed to the IDFI’s coffers to cover its expenses incurred before and after the event.
The foundation is also expecting the release of P1 million in donations from the Department of Tourism (DoT) with the assistance of Mayor Jerry Trenas and DoT 6 Director Edwin Trompeta.
In yesterday’s final media briefing, Segovia was very proud to say that the foundation did not resort to borrowing to finance the activities in line with the celebration.
The foundation was able to pay its P1 million debt from the previous savings in less than a week. Last year’s savings amounted to P1,750,000, said Segovia.
“Members of the foundation can wear their best smile with the present bank savings,” said Segovia.

Dinagyang Festival seen to pump-prime economy of Iloilo
ILOILO CITY, Jan. 22 (PNA) – The 2010 Iloilo Dinagyang Festival, the best tourism event in the country according to the Association of Tourism Officers of the Philippines (ATOP), will not just bring about fun and excitement as it is also expected to boost the economy of the city.
Mayor Jerry P. Treñas said economic activities in the city will become very vibrant because of the event.
“I think this will continue to pump prime the economy of Iloilo,” he said.
The mayor said that a lot of visitors have already arrived to witness the festival that was already elevated to the Hall of Fame by the ATOP as best tourism event.
Early this month, the city government received feedback that all hotels here were already fully booked.
“I think this will be the biggest so far in terms of participation,” he said, as he expressed hope that the city would be able to accommodate the crowd.

ILOILO CITY, Jan. 22 (PNA) – More than 2 million individuals are expected to see and enjoy the highlights of Dinagyang Festival slated Saturday, January 23 and Sunday, January 24.
City Mayor Jerry P. Treñas said the spectators and revelers in this year’s celebration is beyond his expectations as all hotels and pension houses here are fully booked and have paid in advance.
Treñas also said that beach resorts, lodging houses and hotels in the first and second districts of Iloilo have reported full reservations for guests and revelers of Dinagyang.
President Gloria Macapagal-Arroyo could not come to the Iloilo celebration since she has prior commitments. However, this should not dampen the spirit of Dinagyang as more dignitaries have signified their intentions to come on Saturday and Sunday.
Among those who earlier confirmed attendance to the celebration are the Ambassador of Norway HE Knut Solem and his wife, chairman Francisco Eizmendi Jr. of the Institute for Solidarity in Asia (ISA) and chairman Hans Juergen Springer of the Cities Development Initiative Alliance (CDIA), Chinese Consul Wang Jinyan and Chinese Consul Liu Jinrong.
Also expected to come are several senators and vice presidentiables. Those who confirmed their presence are Senator Richard Gordon, former Metropolitan Manila Development Authority Chairman Bayani Fernando, Senators Loren Legarda, Ramon Revilla Jr. and Juan Miguel Zubiri, Technical Education and Skills Development Authority Director General Augusto Syjuco and his wife, Rep. Dinagyang continues to lure more tourists
ILOILO CITY, Jan. 22 (PNA)– Efforts of organizers to introduce something new and improve on the activities of Dinagyang year-in and year-out have made it an amazing festival, according to City Tourism Officer Ben Jimena.
The festival, which is held in honor of Sr. Sto. Nino, reaches its highest point this weekend with major religious activities, the Kasadyahan contest on Saturday, Jan. 23, and the Ati tribes competition on Sunday, Jan. 24.
Jimena said this year’s improvements, which he called “new gems,” are the main reason why the festival, the country’s best tourism event, continues to spark interest, attract attention, elicit curiosity and stimulate involvement and remain enjoyable.
This year, Jimena said there are new events that are worth checking out in terms of public interest including the “Little Ms. Iloilo Dinagyang and Model Ati Dinagyang Warrior.
Another new big event that has been added to the festival this year is the Ilonggo Arts Festival which consists of six distinct activities such as cheerleading, choral poetry theatre, folk dance, choral, dance sport, and painting.

Likewise, kiosk structures at the food festival area now have a shanty look to make the selling area look neatly arranged. Garbage segregation is required of all stall operators and there are portable toilets in the vicinity of the food festival.

The beauty and food retail divisions of the SM Group plan to expand this year, as officials expect to hit targets for 2009 and 2010.
On the sidelines of Friday’s “Beauty by SM” launch in Makati City, Teresita Sy-Coson, vice chairwoman of SM Investments Corp. said the conglomerate would likely hit the targets they projected last year.
“Last year was not bad, I don’t hear complaints . . . This year [will also be] not bad,” she said. “Unless there is a global problem, we will be constantly churning along . . . This is going to be a normal year,” she added.
Robert Sun, Watsons Personal Care Stores Philippines Inc. chief operating officer, told reporters that they will convert between six and 10 existing beauty sections of SM department stores to Beauty by SM outlets. He said they would spend about P50 million for these renovations.
Beauty by SM targets a higher-level clientele than Watsons, which services the mass market, Sun said, adding that the former would carry higher-priced brands.
Watsons itself plans this year to open about 40 additional stores at a cost of P80 million. It currently has about 200 outlets nationwide.
Watsons Philippines is a member of the global beauty and health retail chain A.S. Watson Group. SM Prime Holdings Inc. (SMPH) is its local partner.
Sun said Watsons targets an 8-percent growth in revenues this year, after growing about 7 percent last year.
About 65 percent of Watsons’ sales are in the beauty segment, but their healthcare business is growing faster, Sun said.
He said Filipinos continue to patronize beauty products even amid hard times, although many have been purchasing less-expensive brands and buying goods in smaller packages.
During the same event, Robert Kwee, executive vice president of SM Hypermarket also told reporters that the SM’s Food Retail Group would open 20 stores this year. The food group includes SM Hypermarkets, SM SaveMore, SM Supermarkets and Makro.
Kwee said they would spend between P1 billion and P2 billion to put up these new outlets. “We want to be closer to shoppers. Now, consumers who want to buy grocery want to do it just around the corner,” he said.
Kwee said the food retail group currently has 83 stores.
He said the group would continue to convert the 12 remaining Makro stores into Hypermarkets.
SM Investments Corp. (SMIC), the holding company of the Sy family, has a 60-percent stake in wholesaler Pilipinas Makro Inc., which had three outlets—in Makati City, Mandaluyong City and Novaliches, Quezon City—converted into SM Hypermarkets last year.
Makro still has stores in Manila, Las Piñas City, Parañaque City, Quezon City, Batangas, Cavite, Pampanga, Rizal, Cebu, Iloilo, Davao and Cagayan de Oro City.

‘Kasadyahan’ bids Dinagyang adieu

ILOILO City – The Kasadyahan, a mardi gras of folk dances and songs, kicks off at 8 a.m. today. This will be the last time this dance-drama showcase will be featured in the Dinagyang Festival. It bids to become a separate festivity to surpass or at least be at par with its parent festival.
The city government is expecting a lot of visitors, local and foreign, said Mayor Jerry Treñas, a fitting dignified farewell to a contest that has showcased the unique and colorful culture of the Ilonggos through the years.
All the hotels are fully booked with foreign dignitaries, senators, congressmen and tourists, said Treñas.
“Several Cabinet Undersecretaries and Secretaries informed us that they are attending. Everybody wants to be at the Freedom Grandstand,” revealed the mayor.
However, President Gloria Macapagal-Arroyo, who had earlier confirmed to be attending the Dinagyang, is not coming over.
Nine tribes will perform in four judging areas in carousel form – Freedom Grandstand (Judging Area No. 1), Provincial Capitol-Bonifacio Drive (Judging Area No. 2), corner Quezon-Ledesma Sts. (Judging Area No. 3), and corner Iznart-Maria Clara Sts. (Judging Area No. 4).
The competing tribes are expected to depict a festival of a locality through dance-drama, but entries from schools may choose any of the festivals in Panay Island. They are:
• Tribu Tinu-om – Cabatuan town
• Tribu Tangyan – Igbaras
• Tribu Patubas -- Barotac Viejo
• Tribu Kasag – Banate
• Tribu Pantat – Zarraga
• Tribu Jimandan -- New Lucena
• Tribu Tubong-tubong – Tubungan
• Tribu Mandurriaonon -- Mandurriao National High School in Iloilo City, and
• Tribu Tambobo -- Northern Iloilo Polytechnic State College in Ajuy.
According to City Tourism Officer Benito Jimena, plans are underway to hold a Kasadyahan Festival of Festivals in April 2011 during the Semana sang Iloilo celebration or in September or October 2011 in time for the Tourism Week celebration.
Jimena said the participants will mostly be from the municipalities of Iloilo with Iloilo City serving as host of the competition.
The new celebration will be a joint undertaking of the provincial and city governments in making Iloilo as the festival center and major tourist destination of the Visayas, Jimena explained.
The void that the Kasadyahan will leave the Dinagyang next year will be filled with several special events, Jimena said./PN

Iloilo City (22 January) -- Efforts of organizers to introduce something new and improve on the activities of Dinagyang year in and year out have made it an amazing festival, according to City Tourism Officer Ben Jimena.
The festival, which is held in honor of Sr. Sto. Nino, reaches its highest point this weekend with major religious activities, the Kasadyahan contest on Saturday, January 23 and the Ati tribes competition on Sunday, Jan. 24.
Jimena said this year's improvements, which he called "new gems," are the main reason why the festival, the country's best tourism event, continues to spark interest, attract attention, elicit curiosity and stimulate involvement and remain enjoyable.
This year, Jimena said there are new events that are worth checking out in terms of public interest including the "Little Ms. Iloilo Dinagyang" and Model Ati Dinagyang Warrior.
The first new activity is the junior version of the Dinagyang beauty pageant. On the other hand, the Ati warrior search is a breakaway from the usual male counterpart personality contests.
The latter is an original and homegrown activity involving organic tribe performers who could best display talents with flair and endurance, Jimena said.
Another new big event that has been added to the festival this year is the Ilonggo Arts Festival which consists of six distinct activities such as cheerleading, choral poetry theatre, folk dance, choral, dance sport, and painting.
The arts festival has for its emblem the "golden salakot" with six drop cloths in various colors representing each of the activities involved.
Other new spectacles in this year's edition of Dinagyang are "Tambo Trumpa Martsa Musika drum corps contest, fashion design competition and show, motor shows, dancing sweepers, and Dinagyang sponsors Mardi gras.
Likewise, kiosk structures at the food festival area now have a shanty look to make the selling area look neatly arranged. Garbage segregation is required of all stall operators and there are portable toilets in the vicinity of the food festival.
Jimena said that these are indications of things to come and with them this year's Dinagyang promises to be amazingly wonderful. (PIA 6)

Titled “Multi-Sectoral Forum and Proposal Development on Investing on Young Minds for Household Solutions to Climate Change,” Silliman’s project will bring together in dialogues and link students to representatives of key sectors: academe, government, media, private sector and civil society.
The project aims to generate proposals from college students on developing and adopting practical and cost-efficient home-, school- or community-based climate change mitigation and adaptation measures. These proposals will be screened and endorsed for eventual funding.
Silliman is partnering with two other universities in the Visayas on this project: Central Philippine University in Iloilo City and University of San Carlos in Cebu City.
It will be launched with a moderated panel discussion featuring climate change experts and World Bank officials, among them, Silliman President Dr. Ben S. Malayang III, who was a member of the Presidential Task Force on Climate Change, and World Bank Country Director Mr. Bert Hofman.
CPU and USC will be connected to Silliman via videoconference during the launching.
The launching is a prelude to the dialogues that the three universities will conduct on their respective campuses to feature local climate change initiatives and inspire more the students in the development of their respective proposals. Discussions will involve local representatives from the key sectors and will revolve around having a “green lifestyle” – green technology, green policies, green advocacies, and green curriculum.
At the end of the project, the selected proposals will be submitted to the World Bank.

The fire struck shortly after midnight while people in Iloilo City were preparing for one of the most anticipated fiestas in the country, the Dinagyang Festival, which is held every 4th Sunday of January.
A radio dzMM report said the fire razed homes in Barangay Nabitasan, La Paz for about an hour.
Iloilo City firemen were augmented by nearby towns to put out the fire, the report added.
The report said that firemen have recovered a body from one of the gutted homes.
Mopping up operations were ongoing while fire investigators determine the cause of the blaze.
There were reports that the fire was ignited by an unattended candle.
Hundreds of residents have been brought to a barangay gym and an elementary school. They are in need of food, water and clothing. With a report from Nonie Basco, radio dzMM

I thought about that also (CPU-SU-USC), but then I considered the merits of each university and I thought that in terms of research output, their contribution to nation building and Quality of teachings, I thought that UPV outcompetes CPU by a mile.
However, if we include the "homegrown" criteria, CPU is must be in the list.
Still, UPV's existence and impact cannot be denied. Just because it is not homegrown does not mean it should be excluded from the list premier visayan universities. UPV as far as I know, functions separately from UP Diliman, UP Baguio, UP Los Banos and UP Mindanao, thus, it can be part of the triumvirate proclaimed by haldir.
As for CPU, the institution is good...but not great. I mean, they produce lots of board passers but in term of research output, quality and impact to society, daw pirdehon gid sya sang UPV.
For USC, their main source of pride is their college of law, one of the best in the nation, not just in the visayas.
For SU, they have a strong liberal arts program and a very strong graduate school. Their research output beats even some of the manila based instituitions.
Thus, I went by the merits of each university.
On a side note, I think that several cities of the Visayas has something to offer that is at par with the national standard:
1. Iloilo - UPV
2. Bacolod - USLS
3. Dumaguete - SU
4. Cebu - USC
By the way, I am not from UPV. I am from the best, the premier and the finest university in the entire JARO District: CPU!!

research. yes. but the tangible results of that research can often take years to produce meaningful results. results that matter to the ordinary individual. but if researches are produced in great numbers on a consistent basis, then the positive effects can also be huge in a reasonable timeline. anyhow, in the overall scheme of things, it's more of the complement where institutions share their expertise with each other.
and yes, upv is an autonomous up campus within the up system. but the autonomy is in relation to other campuses considered to be its co-equal administratively (ie, independent from and administratively co-equal with the diliman, los banos, and manila campuses). but the fact remains that it is still within the umbrella of the whole up system whose chancellor is directly responsible to the overall national supervision of the up president.

City Mayor Jerry P. Treñas said the spectators and revelers in this year’s celebration is beyond his expectations as all hotels and pension houses here are fully booked and have paid in advance.
Treñas also said that beach resorts, lodging houses and hotels in the first and second districts of Iloilo have reported full reservations for guests and revelers of Dinagyang.
President Gloria Macapagal-Arroyo could not come to the Iloilo celebration since she has prior commitments. However, this should not dampen the spirit of Dinagyang as more dignitaries have signified their intentions to come on Saturday and Sunday.

Also expected to come are several senators and vice presidentiables. I cannot convince you however and for sure, you cannot convince me.
But I see the logic of your arguments.
In my mind, I based my criteria on the US model: They rank their universities according to research output, not board/state/bar passing rates:
The difference is this:
Research - The goal is to prove a particular thesis, a theory that something could work, an innovation. when this is proved, the next step is to apply this in the real world for impact.
Thus, the universities in the US conduct all kinds of research (http://education.stateuniversity.com/pages/2366/Research-Universities.html)
Like for example, in the University of Chicago, its medical students conduct cancer research (http://uccrc.uchicago.edu/) and output from this will applied in the real world.
Generally, these types of universities produce employers.
Because the output from research can be used to make business...thus, that's how we came to have computers, cellphones, Gatorade (created by students of the University of Florida) and a whole lot more.
Licensure exams - The goal here is to produce professionals and I think this is the dominant type of Philippine university. Most universities produce candidates who will take up the board exams.
Generally, these types of unviersities produce employees.
In my mind, universities that produce employers contribute more to nation building than universities who produce employees. Employers, given the right economic conditions, can solve the unemployment problem, employees are the victim of unemployment.
I think however, that you right, from a Philippine perspective, or if based on the philippine emphasis of board passing rates. On that account, I think that USA, USLS, UNO-R, SPUI, USJ-R, JBLMFU, UC, CDU, SWU and WVSU should also be mentioned as premier universities in the Visayas, along with CPU,SU and USC.
On the other hand, I just Included UPV because their presence in Visayan education, their impact and contribution simply cannot be denied.

and that very well applies to the US setting because of three things:
1.) federal spending on research per capita is one of the highest in the world
2.) the superb tie-up of government and institutions of higher learning as well the the private sector in the us (think silicon valley)
3.) the entrepreneurial culture of the US that can succesfully transform research results into mass marketable goods.
and all of these started with an idea from some US college lab rats and dormitory nerds (think google, microsoft, twitter, and facebook which were all started either by ivy league college dropouts and/or young, intellectual, collegiate dorks)
yes, the philippine setting is way too different.

I beg to disagree myself. :lol::lol::lol: Quite a nice discussion out there but I think it's odd to undermine CPU's capacity as a univeristy. UPV is a good university, probably the best for some, but to say that UPV is the top notch in Iloilo and WV, again, maybe to some.
Have you tried to look at what UPV's courses on line against CPU? If you want to look at the strength of one's university, the best things to look at are the courses offered, the student body (who's taking the course), the demand of the courses and its applicability at present, the number of graduates, the board passers, etc. It never boils down to research alone since most universities in the city has a research arm/arms, with even some of their researchers winning the competition. Even the facilities and income/budget play a pivotal role in the making of the chosen university. So, if SU chose CPU to be its partner, there must be something that some Visayan universities seen in CPU -- considering the fact the World Bank KDC is based in CPU's Henry Luce, too.

But I see the logic of your arguments.
In my mind, I based my criteria on the US model: They rank their universities according to research output, not board/state/bar passing rates:
The difference is this:
Research - The goal is to prove a particular thesis, a theory that something could work, an innovation. when this is proved, the next step is to apply this in the real world for impact.
Thus, the universities in the US conduct all kinds of research (http://education.stateuniversity.com/pages/2366/Research-Universities.html)
Like for example, in the University of Chicago, its medical students conduct cancer research (http://uccrc.uchicago.edu/) and output from this will applied in the real world.
Generally, these types of universities produce employers.
Because the output from research can be used to make business...thus, that's how we came to have computers, cellphones, Gatorade (created by students of the University of Florida) and a whole lot more.
Licensure exams - The goal here is to produce professionals and I think this is the dominant type of Philippine university. Most universities produce candidates who will take up the board exams.
Generally, these types of unviersities produce employees.
In my mind, universities that produce employers contribute more to nation building than universities who produce employees. Employers, given the right economic conditions, can solve the unemployment problem, employees are the victim of unemployment.
I think however, that you right, from a Philippine perspective, or if based on the philippine emphasis of board passing rates. On that account, I think that USA, USLS, UNO-R, SPUI, USJ-R, JBLMFU, UC, CDU, SWU and WVSU should also be mentioned as premier universities in the Visayas, along with CPU,SU and USC.
On the other hand, I just Included UPV because their presence in Visayan education, their impact and contribution simply cannot be denied.
^^^^ well, WVSU, USA, SPU, JBLMU contributions cannot be denied, too. Unless there's something special on UPV's contribution to Iloilo that other universities don't have. :) And what researches? The universities in Iloilo are still struggling to develop their research arms and I think none of them has achieve tremendous development til the present. I hope when you are talking UP here, you are not referring to Diliman but the Visayas one because though they are related, they are very much independent with their own dealings. I know that there are lots of researches in UP based in Diliman and Los Banos, apart from two, it's a bit hazy, I guess.

Huo, grabe guid ya ang traffic last year ano pa this year likaw na kami. :ohno: Bottle neck da ang traffic sa may crossing pa kadto sa Bolilao halin sa SM. Ayawan pa dayon ikaw pangita bakante nga taxi. Ang taxi nga gin sakayan namon para lang maka halin kami da sa Diversion area, sa Nabitasan kami nag short cut para lang kami maka pauli. Standstill ang mga salakyan da sa guwa sang SM pati gani mga taxi sang Light of Glory wala na gina pasaka sa ila da nga drop off/loading area sa kilid sang SM.
Indi man siguro maipit ang mga gapakadto sa airport kay daw at least 2 hours before sang ila trip ga larga na da ang mga L300. Daw 7pm man ang last trip sang mga eroplano, I think. Te, no problem guid sila ya eh. lol

there you go! It's a very simple thing to look at yet it makes so much difference. Just take a sample of students taking these courses? Which courses do our top secondary students taking after graduation the most? Where are they enrolled at? etc. In the same way, I'm thinking about accreditation, professional and higher learning bodies, too.

ILOILO CITY – The Dinagyang Festival of Iloilo remains a top tourist attraction even with just P9-million budget this year, P3 million less than last year’s P12-million fund, proving once more why it was voted by the Association of Tourism Officers of the Philippines (ATOP) as the Best Tourism Event for three consecutive years and placed in ATOP’s Hall of Fame for Best Event.
In this year’s festival, thousands of tourists still flocked to the streets of Iloilo to witness the religious and cultural festival that greatly encompasses the staunch devotion and steadfast faith of the Ilonggos to the Sto. Niño.
Although there has been a controversy about too much commercialism, religiosity is still the main focus of the festival as shown in the various activities such as the nine days novena that was held last January 13 to 21, at the San Jose Parish Church as well as the fluvial procession where hundreds of devotees carried various images of the Child Jesus and paraded in motorized bancas from Fort San Pedro Drive Inn to Customs House.
Aside from being a religious event, Dinagyang also showcased a cultural menagerie, highlighted by the Kasadyahan and the Ati-ati tribes contest.
The Kasadyahan featured nine various tribes of the province such as Tribo Tambobo of Ajuy, Tribu Kasag of Banate, Tribu Patubas of Barotac Viaje, Tribu Tinu-om of Cabatuan, Tribu Tangyan of Igbaras, Tribu Mandurriaonon represented by Mandurriao National High School, Tribu Jimanban of New Lucena, Tribu Tubong-Tubong of Tubungan, and Tribu Pantat of Zarraga, with two guest performing tribes Tribu Binanog and Tribu Buenavista Palayag.
Close to 4,000 police and civic volunteers were deployed around the city to ensure the safety and security of the revelers and spectators.
Considered as the biggest festival in Western Visayas, Dinagyang is usually held on the fourth Sunday of January. The festival began after parish priest Fr. Ambrosio Galindez introduced the devotion to Sto. Niño in 1967. A replica of the original image of the Child Jesus was brought to Iloilo by Fr. Sulpicio Enderez as a gift to the Parish of San Jose. To give a fitting reception to the image, the faithful paraded down the streets of Iloilo.
As this developed, the city’s high spirits due to the festive celebration of the 2010 Dinagyang Festival turned gloomy when a raging fire burned 120 homes, left one person dead and 18 others injured early Saturday morning.
Fire Officer 3 Joseph Gatilago of the Bureau of Fire Protection (BFP) said the incident started past Friday midnight at a squatters’ area in Barangay Nabitasan, La Paz district.
Trinidad Formacion, 48, burned dead when she was trapped inside their house. One of those injured was Senior Fire Officer 1 Hilario Silao of the La Paz Fire Brigade.
Authorities said over 1,000 displaced residents are temporarily hounsed at a nearby elementary school and gymnasium.
Gatilago said the cause of the fire is still under investigation but there were initial reports that a lit candle inside the home of Aurora Legazpi may have ignited the fire.
Residents complained of the slow response from the authorities, which caused the fire to spread rapidly to other homes.
Gatilago said seven fire trucks from the city and other fire engines from private fire volunteers responded.
Iloilo City Mayor Jerry Treñas said the city government will provide aid to all the victims. (With reports from Tara Yap and Aaron Recuenco)

Oh yes, not just the presidentiables but also other politicos! Earlier I was watching sa cable yung opening ceremonies sa Freedom Grandstand. Besides Mayor Jerry Trenas was Manny Villar and Franklin Drilon. Also present were Loren Legarda, Dick Gordon & Bayani Fernando. I also saw earlier Bong-Bong Marcos' caravan passing by General Luna Street.

ILOILO City – At the strike of midnight on Sunday, the Dinagyang street party and food festival will have to end.
This “deadline” aims to ensure a peaceful festivity, explained Senior Supt. Melvin Mongcal, director of the Iloilo City Police Office (ICPO).
The ICPO will also strictly enforce the curfew hours for minors.
Mongcal said minors will have to be off the streets between 11 p.m. and 4 am. here unless accompanied by their parents or guardians.
City Ordinance 358 prohibits minors from wandering, sauntering or loitering in the city.
Mongcal also said minors are definitely not allowed to enter videoke bars and beerhouses.
Fines would be slapped the owners of videoke bars and beerhouses found to be accommodating minors.
Mongcal said the arrested minors will be turned over to the Department of Social Welfare and Development.
To further amplify its security preparations, the ICPO has also set up police assistance centers in identified “trouble-zones” and in the judging areas.
The judging areas are at the Freedom Grandstand, Iloilo Provincial Capitol area, Ledesma St., Maria Clara and Quezon streets.
“We have enough number of uniformed police personnel in the assistance centers to respond to any emergency and threat,” Mongcal said.
The Commission on Elections’ gun ban will be strictly enforced, he added.
The cops will go to the extent of bodily frisking individuals just to make sure they are not bringing firearms, he said.
Only members of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), National Bureau of Investigation (NBI) and PNP-accredited security guards are allowed to carry their guns./PN

Dinagyang Fest wows tourists

ILOILO CITY – The Dinagyang Festival of Iloilo remains a top tourist attraction even with just P9-million budget this year, P3 million less than last year’s P12-million fund, proving once more why it was voted by the Association of Tourism Officers of the Philippines (ATOP) as the Best Tourism Event for three consecutive years and placed in ATOP’s Hall of Fame for Best Event.
In this year’s festival, thousands of tourists still flocked to the streets of Iloilo to witness the religious and cultural festival that greatly encompasses the staunch devotion and steadfast faith of the Ilonggos to the Sto. Niño.
Although there has been a controversy about too much commercialism, religiosity is still the main focus of the festival as shown in the various activities such as the nine days novena that was held last January 13 to 21, at the San Jose Parish Church as well as the fluvial procession where hundreds of devotees carried various images of the Child Jesus and paraded in motorized bancas from Fort San Pedro Drive Inn to Customs House.
Aside from being a religious event, Dinagyang also showcased a cultural menagerie, highlighted by the Kasadyahan and the Ati-ati tribes contest.
The Kasadyahan featured nine various tribes of the province such as Tribo Tambobo of Ajuy, Tribu Kasag of Banate, Tribu Patubas of Barotac Viaje, Tribu Tinu-om of Cabatuan, Tribu Tangyan of Igbaras, Tribu Mandurriaonon represented by Mandurriao National High School, Tribu Jimanban of New Lucena, Tribu Tubong-Tubong of Tubungan, and Tribu Pantat of Zarraga, with two guest performing tribes Tribu Binanog and Tribu Buenavista Palayag.
Close to 4,000 police and civic volunteers were deployed around the city to ensure the safety and security of the revelers and spectators.
Considered as the biggest festival in Western Visayas, Dinagyang is usually held on the fourth Sunday of January. The festival began after parish priest Fr. Ambrosio Galindez introduced the devotion to Sto. Niño in 1967. A replica of the original image of the Child Jesus was brought to Iloilo by Fr. Sulpicio Enderez as a gift to the Parish of San Jose. To give a fitting reception to the image, the faithful paraded down the streets of Iloilo.
As this developed, the city’s high spirits due to the festive celebration of the 2010 Dinagyang Festival turned gloomy when a raging fire burned 120 homes, left one person dead and 18 others injured early Saturday morning.
Fire Officer 3 Joseph Gatilago of the Bureau of Fire Protection (BFP) said the incident started past Friday midnight at a squatters’ area in Barangay Nabitasan, La Paz district.
Trinidad Formacion, 48, burned dead when she was trapped inside their house. One of those injured was Senior Fire Officer 1 Hilario Silao of the La Paz Fire Brigade.
Authorities said over 1,000 displaced residents are temporarily hounsed at a nearby elementary school and gymnasium.
Gatilago said the cause of the fire is still under investigation but there were initial reports that a lit candle inside the home of Aurora Legazpi may have ignited the fire.
Residents complained of the slow response from the authorities, which caused the fire to spread rapidly to other homes.
Gatilago said seven fire trucks from the city and other fire engines from private fire volunteers responded.
Iloilo City Mayor Jerry Treñas said the city government will provide aid to all the victims. (With reports from Tara Yap and Aaron Recuenco)

MANILA, Philippines - Property giant Ayala Land Inc. will launch 20 new projects this year worth a total of P20 billion as it gears up to meet the anticipated strong demand for residential and office developments, a top company official said.
ALI president Antonino Aquino said the company is shifting to a more aggressive posture this year amid a rebounding property market and improving global economic outlook.
For this year, ALI has lined up the most number of new projects to be launched within a single year as it positions for a major upturn in the industry.
Aquino said these new projects are located in multiple growth centers across the country as part of a strategy to further expand its geographic coverage and introduce new business lines and market segments.
Among the sites identified for expansion are Baguio, Angeles in Pampanga, Subic, Cebu, Cagayan de Oro, Davao, Iloilo and Bacolod.
In Baguio, ALI expects to begin construction of a BPO (business process outsourcing) complex and retail component within the 25-hectare Camp John Hay tourism and leisure estate. Initial plans involve the development of six buildings with four stories and several retail stores and dining outlets.
The BPO facilities will make available about 40,000 square meters of leasable space while the retail component will offer 7,000 square meters of space.
In Subic, ALI continues to develop a mix of retail, BPO and residential components to keep the area alive.
Following the public’s strong reception to its Marquee Mall in Pampanga, the company is preparing a mid-rise residential condominium project right across the mall.
The successful expansion of Ayala Center Cebu with The Terraces has also prompted the company to launch its first venture under the Alveo and Avida brands in the first quarter this year.
Meanwhile in Davao, where ALI jumpstarted its entry with lifestyle mall, Abreeza, new residential developments with a BPO complementary project are now being planned. Similar mixed-use developments are in the pipeline in Cagayan de Oro.
Northpoint, a project of Ayala Land Premier in Bacolod, will launch a new commercial development along the main road fronting it, making the area a multiple growth center.
In the Greater Manila Area, where ALI focused largely in Makati and in the South, the year 2010 sees the property firm going ahead with plans to develop the North Triangle area in Quezon City.
As part of a strategy to boost sales, ALI is also venturing into the development of neighborhood and community centers. These will be quaint shops and retail establishments that will support residential and BPO developments.
In addition, ALI is also exploring hotels and tourism-related products to expand its portfolio. Expansion projects and the opening of new phases of other existing developments are also set to go on full swing.
At the Bonifacio Global City (BGC), ALI expects to complete the construction of the Mind Museum, which is envisioned as the best science museum in the country. Also set to for completion is another building offering a total of 31,000 sqms of BPO space along with the launch of Avida Towers BGC and a new phase of Two Serendra, The Meranti.
ALI is also ramping up the development of the Makati central business district with the continued renovation of the Ayala Center well as the development of an upscale residential condominium building called Park Terraces. The facelift for the Ayala Center is estimated to cost P20 billion. Alabang will also undergo a makeover with an additional retail complex featuring department stores and supermarkets.
New product offerings are also being planned in Nuvali, located south in Laguna. Nuvali is the country’s first eco-community and now regarded as the nation’s sustainability capital in ALI’s portfolio.
Ushering its entry into the socialized housing market, ALI will launch within the year a new brand, Amaia, to cater to this market. Amaia will offer house and lot packages with prices ranging from P700,000 to P1.3 million. Its maiden offering will also rise in Laguna.

imho, the routines of kasag and paghidaet were a bit rehashed. wala na wow facotr for me ang performanc sang kasag. I have seen it before sa ila. na surprise lng ko ya sa ila kay ka duwa na sila mag ilis kasag costume.
re: paghidaet, daw wala big changes. the dominant red color is still there, ila routine nga may mga babaye, kag mga bata. kag ang mgq bvata nga naga aba sa mga lalaki, its not new. ang bag o lng sa ila, ang baboy ramo, which was a "halo" last year,.\
while its true nga both groups are aliwan-bound this summer, i dont expect much from them this year sa manila.
paghidaet is slowly becoming an ilonggo version of lumad basakanon. rehashed routines, costumes change, but the dominant color is still the same.
Congratulations sa mga nagdaug especially to Tribu Paghidaet... I am wondering nga-a wala gid special award and Bola bola...

Still, UPV's existence and impact cannot be denied. Just because it is not homegrown does not mean it should be excluded from the list premier visayan universities. UPV as far as I know, functions separately from UP Diliman, UP Baguio, UP Los Banos and UP Mindanao, thus, it can be part of the triumvirate proclaimed by haldir.
As for CPU, the institution is good...but not great. I mean, they produce lots of board passers but in term of research output, quality and impact to society, daw pirdehon gid sya sang UPV.
For USC, their main source of pride is their college of law, one of the best in the nation, not just in the visayas.
For SU, they have a strong liberal arts program and a very strong graduate school. Their research output beats even some of the manila based instituitions.
Thus, I went by the merits of each university.
On a side note, I think that several cities of the Visayas has something to offer that is at par with the national standard:
1. Iloilo - UPV
2. Bacolod - USLS
3. Dumaguete - SU
4. Cebu - USC
By the way, I am not from UPV. I am from the best, the premier and the finest university in the entire JARO District: CPU!!

^^^^personally, i believe that upv, for being being part of the larger up system doesnt deserve to be in that category.:) cpu rightfully deserves its standing as one of the premier institutions of higher learning in the visayas regions.:yes: like siliman and usc, cpu is well--shall we say-- a "homegrown" university that we all should be proud of. a homegrown university that, i believe, can be at par with the best in this country.

^^^^good points raised also. it really depends on what parameters you will base your criteria. the thing about board passers and board passing rates are that they are very functional parameters. the probable (not just possible) multiplier effects are there.
thus if one passes the board exams for example, one is suddenly presented with opportunities (employment as well as personal and professional enrichment) not available to non board passers. in this regard, institutions such as cpu is one of the big boys out there in terms of production.
research. yes. but the tangible results of that research can often take years to produce meaningful results. results that matter to the ordinary individual. but if researches are produced in great numbers on a consistent basis, then the positive effects can also be huge in a reasonable timeline. anyhow, in the overall scheme of things, it's more of the complement where institutions share their expertise with each other.
and yes, upv is an autonomous up campus within the up system. but the autonomy is in relation to other campuses considered to be its co-equal administratively (ie, independent from and administratively co-equal with the diliman, los banos, and manila campuses). but the fact remains that it is still within the umbrella of the whole up system whose chancellor is directly responsible to the overall national supervision of the up president.

^^^^ well, WVSU, USA, SPU, JBLMU contributions cannot be denied, too. Unless there's something special on UPV's contribution to Iloilo that other universities don't have. :) And what researches? The universities in Iloilo are still struggling to develop their research arms and I think none of them has achieve tremendous development til the present. I hope when you are talking UP here, you are not referring to Diliman but the Visayas one because though they are related, they are very much independent with their own dealings. I know that there are lots of researches in UP based in Diliman and Los Banos, apart from two, it's a bit hazy, I guess.
^^upv does have lots of research output on a consistent basis in the fishery sector. but the thing about the philippine setting, again, is that the timeline when these researches could be of benefit to the common folks. government spending on research leaves much to be desired. it doesn't contribute much pogi point to our politicos.
I totally agree. But then again, are we talking about Fishery sector only? Because if these criteria and determining factors will be all about Fishery, I'm hands down to UPV, without a doubt. :cheers:
But what about engineering, nursing, law and other courses? Are they considered only as background courses? Because these courses command so much for entrants and all.
For me, as long as it gives quality education for all, that serves the main purpose of having an educational institution. Hardwork and dedication is the key factor for its quality. I don't care about titles and stuff, prestige only comes in later, in my own opinion. :)

Anyway, I was surprised with the amount of construction going on in Iloilo. Kayab-ok bala kon kaisa. Jaro Floodway is almost complete and the Buhang Bridge somehow gives leeway for future expansion.
Smallville is getting denser by the day. If Ayala Technohub rises this year, I expect that next year...another change of city scape arises.
And I saw a tarpaulin post, Mandurriao, the next CBD of Iloilo...:okay:
