Contractor assures airport project still within timetable

Iloilo -- Taisei Shimizu Joint Venture (TSJV) contractor of the P6.2 billion New Iloilo Airport Development Project (NIADP) in Cabatuan-Sta. Barbara area assured that by March next year they will already turn-over the project to the Department of Transportation and Communications (DOTC) for commissioning and testing.

TSJV's Engr. Yushikawa made the assurance during Monday's ocular inspection made by Governor Niel Tupas, Sr. along with Capitol beat reporters.

In its progress report, the Japan Airport Consultants, Inc. (JAC) set the overall physical accomplishment as of March this year at 46 per cent.


This include the civil works consisting of construction of runway and taxiway and airport utilities like the power supply system, standby generating system, and sewage treatment plant, among others.

While the building works physical accomplishment was set at 48 per cent. The building works include the passenger terminal building, control tower and operation building, administration building, maintenance building, fire rescue station, and cargo terminal building.

The air navigation system physical accomplishment, on the other hand, was set at 24 per cent.

Yushikawa said by December this year they expect the completion of major structures in the 188 hectare airport project which started construction in April 2004.

The Japanese engineer said, at present they incur a slippage of 26% due to uncontrollable circumstances but they are working double time to catch up with the project's deadline.

Yushikawa added they are taking advantage of the summer season by deploying workers twenty four hours or three shifts a day.

It was learned that constant raining delayed the project's timetable last year.

Yushikawa said the new airport is expected to be fully operational by the month of June 2007.

Tupas was impressed by the progress of the works at the airport site.

He believes the TSJV could meet their target of finishing the project before the year ends.

The NIADP is equipped with state of the art facilities that include instrument landing system, passenger boarding bridges, among others.

It is said to accommodate the landing of up to Boeing 747-400 aircrafts which are commonly used in international flights.

To note, the NIADP became a subject of congressional investigations last year due to alleged anomalies relative to its implementation.

Tupas along with other local officials and representatives of the contractors appeared in the congressional hearings which wrapped up December 2005.

The findings of the said congressional investigation is expected to be out anytime this period.

DA urged on city's bid for 'hi-tech' slaughterhouse

Efforts are up anew to seek national support and approval on the city's bid for a slice on the Agriculture Department's Agricultural Competitiveness Enhancement Fund (ACEF).

A brainchild of Mayor Jerry Treñas, the move saw backing from the legislative department following the study made by the Committee on Agriculture, Fisheries, Aquatic and Natural Resources. Chaired by Councilor Ely Estante, the Committee recognized the need for the ACEF resources while stating that with the declaration of Iloilo City as center of trade for Western Visayas the development of livestock industry in the region is most important.

The proposal intended to seek an interest and collateral-free loan payable in seven years with the Agriculture Department's ACEF. The project as proposed would be a class "AA" abattoir with a total budget of P37.1 million.

If realized, the ACEF loan component will be P10.8 million alongside the City Government's P12.8 million counterpart, Agriculture Department's P11.5 million and some P2 million to be sourced from the Congressional fund.

Estante. in pushing for the loan, said the committee saw the need for the immediate implementation of the project saying "it will greatly support the growth of the hog industry and also of the booming tourism industry in the region as Western Visayas has become a major tourist destination and convention site in the recent years."

"The project will be able to upgrade the quality of meat sold in the region and elevate the status of hotels and restaurants with the presence of modern abattoir," excerpts of the Committee findings stated while adding that such will spur the growth and modernization of the livestock industry in the region and at the same time maximize the potential of the site by utilizing these idle farmlands into an economically viable undertaking."

To note, ACEF resources made possible the construction of the Leganes slaughterhouse located in Barangay Nabitasan of said town. Since the project's realization, lack of users were noted alongside the observation that the facility remains "underutilized."

being the only "refiner" in the island of panay (am i right?) would be very good sa business.
I agree Whyte. I'm sure dako naman kuha sang Petron na diri justin case. Anyway, damo lang sila plano, wala pa ma-transfer ang airport. Let's wait and see. This refinery, the Mandurriao CBD, Panay railways, etc. We're moving though .. in an absolute fast pace than we think.

Good to hear, Jon. I hope it will be realised, too. But you know? We'll just wait and see what PGMA can do to augment business and economic prosperity in our province. At times, there's a mix of politics with her, so don't let all our hopes up. All I'm happy right now is that the new and bigger airport will be operational soon. Iloilo needs it. Western Visayas needs it more.
yeah right Jik. It's too soon to celebrate. Politics back home is different. I wouldn't comment much kay basi ma-misconstrued ta diri. But I agree with your views. I think we see things in a very distinct perspective basta sa Pinas. So all hope lang anay.

PAVIA CELEBRATES… Carabao-Carroza Festival

KNOWN to be the oldest festival in the province, the CARABAO-CARROZA Festival of Pavia, Iloilo is an annual event. It is one of the liveliest and most welcoming festivals in the province and this year, it is celebrated on May 3.

The custom of displaying 18 well-decorated carrozas, loading the barangay’s noted products together with their muse and driven by painted carabaos will rule the streets of Pavia in the morning, followed by the most anticipated special event during the festivity as the carabaos take center stage on a 100-meter lane race at the Pavia National High School grounds.

The grand coronation night of the Carabao-Carroza Festival Queen caps the day at the Pavia public plaza.

The CARABAO-CARROSA festivity never fails to bring the community together. Farmers, small entrepreneurs, big business, government and civil society celebrate the festival. It is one moment where people see each other no longer as rivals or opponents but as friends. It is one moment where the people of Pavia promise to bring smiles to brighten up everyone.

THE TOWN

PAVIA is one of the smallest municipalities in the province of Iloilo – embracing an area of 3,804 hectares. It is an 18-barangay town nestling within flat plains with no coastal area.

Almost 9.6 kilometers off the northern part from Iloilo City, it is bounded on the north by the municipality of Sta. Barbara; on the east by the municipality of Leganes; on the south by the city of Iloilo; and on the west by the municipality of Oton.

The word Pavia is said to have come from the local word “biya-biya,” meaning “neglected” or “abandoned” -- a reference of what used to be an unknown camping place.

Pavia is a panoramic memorabilia of centuries of trade between the town’s first inhabitants, the Malays, followed by the Chinese people who migrated in the area sometime in the 15th and 16th century.

Archeological diggings of a Chinese burial ground found in Brgy. Cabugao Sur provides insight into a pre-Hispanic past that the town is proud of: a flourishing economy actively engaged in local and international trade. The first permanent Spanish settlement was established in 1848.

After Spanish settlement, the way of life in Pavia substantially reflected the heritage of its settlers. Customs were strictly observed. A distinct culture evolved. The increasing sophistication of Spanish influence is reflected in a culture that nurtures love of God and love of birthplace.

BOOMING

A largely agricultural community, Pavia has developed a diversified industrial base in this part of the province. An ideal site for factories and industrial estates due to a large availability of raw land, it is identified as the Regional Agro-Industrial Center for Western Visayas in the late 1990s. There are 220 identified establishments operating around the area; 38 of which are into manufacturing, producing products such as feeds, milled rice, farm machineries, noodles, industrial and medical gasses, banana chips, sauce, beverages and foams. The town that used to be a camping ground is now a significant contributor in boosting the economy of Iloilo.

The people of Pavia enjoy or aspire to middle-class suburban lifestyles in their homes. The municipality went through something of transformation. Subdivisions, becoming popular until recent years, became more prevalent because of the adoption of more cosmopolitan modes of living. This can be attributed to the town’s proximity from the city. Its local government efforts, headed by their dynamic municipal mayor, Hon. ARCADIO H. GORRICETA, is to revitalize the town and maximize infrastructure investments in housing, industry, transportation and other services.

HERITAGE

With a total population of 32,824 (2000 Census on Population), Roman Catholics constitute almost 94 percent of the population of Pavia.

The Roman Catholic Church is one of the major forces in their society, its constitution guarantees freedom of worship. The population is predominantly Christian. The largest single denominations are the Roman Catholic Church, the faith of about 93.37 percent of the population. Another 6 percent belong to other Christian denominations, such as the Baptist church (4 percent), and the Evangelical Church (2 percent).

Pavia is also an attractive tourism bet, its status as a destination enhanced by historical and cultural attractions. The municipality is highlighted with its religious centerpiece, the century-old Sta. Monica Parish church. Attractive with its red-colored bricks, this Byzantine structure is considered as the only one existing in Panay.

Also known for the creativity of its people, art thrives in Pavia in many forms. Even in humble barangays of Jibao-an and Pandac, the ancient industry of pottery-making is a distinguished one. Managed by a group of women, the PIK-PIK KORON, a recipient of a loan program extended by the Iloilo Provincial Government, produces fine flowerpots, cooking pots and jars in different colors and sizes.

For many Ilonggos, the obligatory “pasalubong” purchased is the baye-baye, it Pavia’s native and special delicacy, a dessert of some sort of sweet cake made of coconut and pinipig.

With the rapid expanding industrial economy of the municipality and with the increased prominence the festival has gained though the years, Pavia has indeed come a long way.

Pati gid ko nga ang Pavia is moving towards industrial market rather tha agri-based. Kadamo subong industries dira sa Pavia not to mention that most new subdivisions of Iloilo is located in Pavia.

may anggid man Caloy? It's my fave subject gid. Hence, SPACEwagon. About sa direct flights, I'm bit pessimist sa bagay nga ina. We don't have the capacity to take British Airways (which nami tani) .. sobra kamahal. probably the most expensive airline .. pero pwede na ang mga airlines sang may nagatalukbong kay medyo bara-barato pa.

This is my second best. Another development in Iloilo City along Diversion Area. Good thing to know it's happening already within a very short period of time. We need to move establishments, business parks, etc out of city proper area due to congestion and traffic. And creating a new commercial complex or business park outside city proper is definitely a good move for the city and its residents. Although at one point what we really need is for these businesses to expand somewhere outside the city of Iloilo and towards its neighbouring municipalities, building a complex outside city proper is a good move already. Let's just wait and see. I wish it could rival Smallville Commercial Complex.

Beautiful! I liked those small commercial/business complex style. Halos accessible lang ang tanan. Shops, restos, etc. What I want this new complex for is to make it more commercialised and business-like rather than mimicking the present Smallville. Making it more distinctive and diverse as it could be. Karon pareho-pareho lang sila. Like for example, kung sa Smallville may Iloilo Business Hotel, dapat sa bag-o nga complex lain naman iya. Siguro corporate headquarter or the like para may variety. Basi bala nga battle of restos naman sa Diversion haw? We have enough of restos around para ma-create naman kita bag-o. We'll see.

It's doing ok man, guina amat2 ko subong feature ang tanan nga municipalities in Iloilo... with 43 of them and 2 cities, laban tuigan guid ko ... hehe
ambal gali sang google, they already sent me my first paycheck from the ads and it'll be arriving 3-4th week of next month... yey

amo man. Ga-delay ang construction sa ciudad because of the presence of the old airport. Once the old airport will be moved, there'll be construction boom within the city of Iloilo. Few more months to go, Chy. Hopefully, Ilonggos' patience will be paid off. Tani ma-open na lang airport eqarly next year in time for Dinagyang Festival. It'll be a big boost for the province and city of Iloilo. But anyway, okay naman subong ah. Wala pa ang airport but we can already sense good business and economic atmosphere in the city.

It's a nice thing that the foreseen boom is already starting to materialize, para by the time the airport open ... damu na ko picturan :D

this is the first of the two most loved pictures I've seen in the first page. Really interesting pic. Looks like our medical insitutions in the city are expanding dramatically and will be very competitive in the near future. I still remember in previous thread that there were ongoing construction and expansion of Iloilo Mission Hospital, West Visayas State University Medical Center and St Paul's Hospital. With Medicus in the picture soon, it will be a tremendous competition for Iloilo City's health institutions in the making.

grabe devts na gid sa aton no hehehe daw di na gid mapunggan hehehe anyway, just got off the fone w/ my olds in Iloilo and I found out that la sallete bldg(the one beside sm delgado w/ teds) will be renovated and will feature a row of restos w/ outdoor dining kuno...i dunno how they gonna do it but the concept is similar with the row of cafe's/bars/resto beside marymart...so next year na ina hehehe

The massive belfries of Cabatuan church looked very 'european' as it overlooks the town. The dark room form where the picture is taken was gifted with a sight, so spectacular that you wont get tired staring at it.

a massive baroque chapel in the province of Iloilo, looks very promising. the carved facade is artistically designed with flowers and rosettes... the simple but imposing structure is one of Iloilo's most artistic capillas.

AND second serving cities where a big chunk of tourists may originate especially going to Boracay (though travelling from IIA is sort of "longer" (4-5 hours) than coming from manila by plane and by road to caticlan:D )

* hopefully they can initiate beautifying and developing the riverside areas they occupy.For example MEDICUS, a simple promenade at the back of their tallest building would be great, which would likely be the case.

I agree.... Iloilo river looks very promising.... i suggest building a mangrove park around the mangrove areas in the river...

If plans of international flights would push through, I think the next possible scenario for international tourists going to boracay are flights from iloilo-caticlan or iloilo-kalibo...so direct flights to iloilo then iloilo-caticlan/kalibo...amo lang na nga possible scenario ang ma imagine ko hehehehe

* if plans are on sked it'll be IN USE by 2007

* practically the "international" service of the airport would concentrate of two things.first serving cities abroad where there are many "Panaynons" (most especially Ilonggos) "originate" their flights. AND second serving cities where a big chunk of tourists may originate especially going to Boracay (though travelling from IIA is sort of "longer" (4-5 hours) than coming from manila by plane and by road to caticlan:D )

re: riverside establishments

* hopefully they can initiate beautifying and developing the riverside areas they occupy.For example MEDICUS, a simple promenade at the back of their tallest building would be great, which would likely be the case.

Miagao hosts YLAC nat’l convention


ILOILO City -- The Young Ladies of Charity, Inc. (YLAC) Miagao Unit will host the YLAC 25th National Biennial Convention (NBC) on April 28–30.

Over three hundred delegates from 19 units throughout the country are expected to arrive starting today.

The main convention venue is the Iloilo Grand Hotel wherein the opening program and fellowship night on April 28, and the plenary session, annual business meeting, and Eucharistic celebration on April 29 will be held.

On April 30, the delegates will visit the historic and tourism town of Miagao. Aside from holding the second leg of their business meeting and closing ceremonies, they will be feted with cultural presentations by Miagao’s Salakayan Festival champion, Tribu Kabugwason of the Miagao National High School (MNHS), and by the MNHS Dance Troupe.

Jaro Archbishop and Catholic Bishops’ Conference of the Philippines President Angel N. Lagdameo will be the keynote speaker during the opening rites. Among the distinguished guests in the three-day occasion are Iloilo Governor Niel D. Tupas, Iloilo City Mayor Jerry P. Treñas, Miagao Mayor Gerardo N. Flores, and YLAC National Spiritual Adviser Rev. Frank M. Vargas, CM.

The convention is perceived as an opportunity for the YLAC ladies to asses for themselves how to put into action the convention theme, “The Eucharist: A Call To Faithful Stewardship Through Solidarity, Participation, and Service.”

YLAC, a Catholic organization, was founded by the late Baby Quezon in 1946. Now in its sixty years of existence, membership in the organization has been increasing over the years. YLAC focuses in undertaking projects for the poor and marginalized sectors of the country.

The convention organizing committee is headed by YLAC national president Dr. Anita Y. Sanchez and co-chaired by Maria Victoria Lamadrid and Evangelina N. Intal who is also the president of the host YLAC Miagao Unit.

well see daks. Seems Aklan is developing its own international airport .. ara sa Panay thread, daw ma-start na sila accept sang international flights this year. Good for Panay Island to have two international airports. I'm sure, businessmen are keeping their eye on Panay's development right now especially Iloilo and Aklan.

good news Daks. Kanami sang plan. Hope they'll start the refurbishment soon. Delgado-Iznart is turning into a big resto and mall haven. Viva Iloilo Chinatown! hala Bira! :)

Okay ah. Ayos gid ina nga plan. I'm sure makita naman ina considering that Marymart is raking money now because of its cafe's and bars. Delgado street is slowly transforming and making it known that "business is back" in Iloilo City. More and more restos are on its way to Iloilo. Tani aside from restos and cafes, other businesses pa gid ang magsulod sa ciudad. it's a very competitive world in Iloilo right now .. the more dako imo business, the better .. and chances nga kadtuan ka sang mga pumuluyo. :cheers:

Beautiful! I liked those small commercial/business complex style. Halos accessible lang ang tanan. Shops, restos, etc. What I want this new complex for is to make it more commercialised and business-like rather than mimicking the present Smallville. Making it more distinctive and diverse as it could be. Karon pareho-pareho lang sila. Like for example, kung sa Smallville may Iloilo Business Hotel, dapat sa bag-o nga complex lain naman iya. Siguro corporate headquarter or the like para may variety. Basi bala nga battle of restos naman sa Diversion haw? We have enough of restos around para ma-create naman kita bag-o. We'll see.

Tani by 2007 ara na siya. para may lagawan naman nga iban nga taho. i guess Diversion is starting to rival the city proper area in almost all sorts of commercials abound. They are trying to lure consumers out of city proper na. Halos tanan nga improvements ara na subong sa Diversion .. and so sa area going to leganes naman. It's battle between city's districts. Jaro-laPaz-Mandurriao. We'll see in next couple of years. :cheers:

lapit lang gid ina sa balay namon sa sta barbs.
but that area is near the municipal catholic cemetery :D
pero okay lang at least sta barbs is gettign its share of the subdivision boom

if things work out as planned, it'll be an international airport. But let's just leave it for the meantime til the national government decides on its fate after the opening.

PGMA told Ilonggos before that the new Iloilo Airport will service international direct flights from Europe and America. We'll just wait and see, myx. Hopefully, it will. :cheers:

Yeah, Iloilo's New Airport will even be on a larger site than that of Cebu, Iloilo-200 hectares, Mactan-170 hectares.

It was said before that Iloilo Airport will be Western Visayas' international airport (will cater to American and European destinations) while that of Silay in Negros Occ. will be the regional airport (will cater to Asian destinations). We'll see later on if this is true.

Iloilo rated ‘A’ in LGU rating system






The Province of Iloilo was recently rated "A" (Above Average) by an independent Rating Committee using the internationally-accepted LGU rating system of the LGU Guarantee Corporation (LGUGC). This means that the Province of Iloilo carries a low risk of default.
An above average credit rating is quite high for a province given the limitations faced by a province under the Local Government Code. Among these limitations are a province’s reliance on its municipalities and component cities for real property and business tax collection share, and in the type of economic enterprise projects it can undertake.
Despite said constraints, the Province of Iloilo under the strong leadership of Governor Niel Tupas Sr., who is currently serving his second term, has managed its financial resources quite impressively. This is clearly manifested by the fast development of the province into the center of business and recreation in Region 6.
Governor Tupas Sr. envisions a progressive Province of Iloilo with strong community participation in local government’s activities. In line with this, the governor has accepted the challenge of the private financial community to be the first LGU to implement a fully transparent bond flotation process. As a first step, the Economic Enterprise Committee of the province invited all the accredited Financial Advisors of the LGUGC and recognized by the Bureau of the Local Government Finance to bid for the financial advisory services of Iloilo’s proposed infrastructure projects. The financial underwriting and trusteeship services will likewise be bidded out after the feasibility study for one or more projects has been finalized. Should direct borrowing be the best financing option, the financing services will likewise be bidded out. The implementation of competitive bidding is necessary to create an even playing field for all LGU debt market players, reduce the cost of bond flotation for the LGU as contracts will be awarded to the lowest bidder, and minimize, if not totally eliminate, bad governance practices.
The provincial government of Iloilo was not afraid to show its financial records, and to undergo an in-depth rating of all aspects of its operations because its local officials exercise transparency and practice good local governance. The province has in fact received various recognitions in financial management, and was awarded as the Most Outstanding Provincial Treasury in Region 6 in 2003. Local officials of Iloilo must be commended for taking this bold step and setting a good example that other LGUs may emulate.

You're right spacewagon. Tani indi lang puro restos ang sa diversion. But I think Smallville would continue to expand its restos like Eastwood sa manila. Hopefully ang ara sa villa like Villa Regatta and Tatoy's would branch out sa new site near Shipwreck Resto/Pirates Bar kag Medicus Medical Center.

DA urged on city's bid for 'hi-tech' slaughterhouse

Efforts are up anew to seek national support and approval on the city's bid for a slice on the Agriculture Department's Agricultural Competitiveness Enhancement Fund (ACEF).

A brainchild of Mayor Jerry Treñas, the move saw backing from the legislative department following the study made by the Committee on Agriculture, Fisheries, Aquatic and Natural Resources. Chaired by Councilor Ely Estante, the Committee recognized the need for the ACEF resources while stating that with the declaration of Iloilo City as center of trade for Western Visayas the development of livestock industry in the region is most important.

The proposal intended to seek an interest and collateral-free loan payable in seven years with the Agriculture Department's ACEF. The project as proposed would be a class "AA" abattoir with a total budget of P37.1 million.

If realized, the ACEF loan component will be P10.8 million alongside the City Government's P12.8 million counterpart, Agriculture Department's P11.5 million and some P2 million to be sourced from the Congressional fund.

Estante. in pushing for the loan, said the committee saw the need for the immediate implementation of the project saying "it will greatly support the growth of the hog industry and also of the booming tourism industry in the region as Western Visayas has become a major tourist destination and convention site in the recent years."

"The project will be able to upgrade the quality of meat sold in the region and elevate the status of hotels and restaurants with the presence of modern abattoir," excerpts of the Committee findings stated while adding that such will spur the growth and modernization of the livestock industry in the region and at the same time maximize the potential of the site by utilizing these idle farmlands into an economically viable undertaking."

To note, ACEF resources made possible the construction of the Leganes slaughterhouse located in Barangay Nabitasan of said town. Since the project's realization, lack of users were noted alongside the observation that the facility remains "underutilized."

Iloilo starts pushing for ICT development

THE province of Iloilo is strongly pushing for the developent of the booming information and communication technology (ICT) here as actions plan for the creation of the Iloilo Foundation for Information Technology (I-FIT) kicks off next week.

Velma Jane Lao, IT account officer of the Department of Trade and Industry (DTI-Iloilo), yesterday said the chief of a Cebu-based IT council will be in the city to start working on the establishment of the same promotion body for Iloilo.

Lao said that Iloilo will establish the I-FIT as patterned after the Cebu Educational Development Foundation for IT (CEDF-IT) which seeks to promote competent IT workers.

“CEDF-IT will assist us to establish a foundation where industry, academe, government and NGOs work together in pursuit of a shared vision of helping transform Iloilo into a major IT hub through proactive intervention in the human resources sector,” Lao stressed.

CEDF-IT executive director Bonifacio Belen is set to conduct studies, do workshops and meet with representatives from all stakeholders including the academe, industry players, government and non-government organizations.

In a letter to DTI-Iloilo, Belen said he will need to carry out interviews and conduct focus group discussions with the key stakeholders.

“We will hold the visioning and organizational-setting workshop with the prospective founding convenors present and participate actively. Likewise, we will meet the founding leaders for mentorship assistance sessions,” Belen said.

Belen added they will shoulder the fare, accommodation, meals, venue, documentation and other related expenses for the workshop while all of these are covered by their funding from USAID.

Lao noted the Iloilo IT group is also expected to shell out some P20,000 counterpart budget for the project.

She said the proposal for adoption of I-FIT was decided after a forum on “Answering the Call of Outsourcing” March 9.

“Upon hearing the concept of CEDF-IT from Belen and the impact it has made to Cebu’s IT economy, the participants here were motivated to replicate the same in Iloilo to benefit from the best practices and effective experience in Cebu,” Lao told The Guardian in an interview.

She explained they created an ad hoc committee to carry out the process of organizing and tailor-fitting the foundation for Iloilo.

Lao added they learned that USAID is sponsoring a project called “Embedding the CEDF-IT Model” which is a mentorship assistance program for selected provinces wherein Iloilo could request for its inclusion.

Also, they immediately requested USAID for us to benefit from the project which was then approved.

“We want to have manpower which is fit for the position. If we have the lead agency, it would be much easier for us to promote the IT industry. We also really need to improve the human resources,” Lao pointed out referring to the I-FIT’s aims.

Manila -- Ilonggos who are here in Metro Manila are rearing to witness the performance on Saturday of four tribes from Iloilo that joined in the Aliwan Fiesta 2006, the Philippines' grandest fiesta participated by the country's 28 major festivals.

The four tribes are the Tribu Ilonganon of Jalandoni Memorial National High School of Iloilo, Tribu Manog-gama of Maasin, Tribu Kahilwayan of Sta. Barbara and Pintados de Pasi of Passi City. They will perform along with 24 other tribes coming from the different parts of the country in Quirino Grandstand and Star City.

Tribu Ilonganon and Manog-gama were respectively declared champions in the Ati and Kasadyahan competitions of the 2006 Dinagyang festival. Tribu Kahilwayan and Pintados de Pasi were past winners of the Dinagyang festival.

A P1 million cash prize awaits the Aliwan grand winner. The second placer will also receive P500,000 and P250,000 for the third placer. Three regional winners will also get P200,000 each while the top 10 finalists will be given P50,000 each. There will also be float and Reyna ng Aliwan competition. Iloilo tribes brought all the victory in last year's national competition. All of them are hoping to be winners in this year's competition.

This is really good...Iloilo should really push for this. Compared to other cities, our labor pool is very much untapped. Maski wala kita nagagahod about the ICT boom, kita nyo tatlo na ka call center ang naga operate sa syudad and one more pa ang magabukas this year. Except for Cebu, in the Vis-Min area, I think we already got the headstart in the ICT biz...

So ang move sang city mayo gid ni...we need to maintain this momentum kay gabira-bira man ang iban nga syudad to get a piece of this ICT boom.

Regarding the conversion of Panay Integrated Dev Plan... I am not actually favor on completely shifting from Agricultural to purely Tourism.

I dont want that someday our agricultural greatness will be killed like the weaving industry. I believe Tourism is our primary target but not to the expense of our agricultural development. Panay is not yet in the zenith of her agricultural development... and we have not yet fully maximized our agricultural capabilities... biotechnology, micorbiology, agricultural research, etc... have not been incorporated in our agricultural capabilities.

Why not utilizing the agricultural capabilities in the backdrop of toursim or vice versa? Develope great farms in the whole island and can be converted into Tourism spot like Strawberry field in Bagiuo, Del Monte in Cagayan, etc.

I hope that our agricultural greatness wont die like the weaving industry. Remember, Iloilo and the rest of Panay, never ever did encounter any shortage of staple food supply.... :)

Yeah, Iloilo's New Airport will even be on a larger site than that of Cebu, Iloilo-200 hectares, Mactan-170 hectares.

It was said before that Iloilo Airport will be Western Visayas' international airport (will cater to American and European destinations) while that of Silay in Negros Occ. will be the regional airport (will cater to Asian destinations). We'll see later on if this is true.

-located in Pavia, Iloilo, this byzantine styled church made out of bricks and coral stones is similar to the Pavia Church(Monastery) in Europe. This is the newly restored facade od Pavia Church. today, there is an ongoing restoration.

Maasin: "the Vigan of the Iloilo"
Even if maasin is not as historical as the other towns in Iloilo, few old houses remain in the town. i think one of these buildings are about 60 years old... there are also mansion-like houses in the town, very similar but quite smaller from the mansions in Iloilo City.

Soon, Iloilo City, Sta. Barbara and Pavia areas will greatly develop and then our dreams for Iloilo will indeed come true. I still push through the realization of Metropolitan Iloilo. Its crucial for the development of the whole area especially when big projects are in a boom.

yah... now, there are new subdivisions in sta. barbara, improvement of the roads and in the municipality of Cabatuan, the land surrounding the airprt was converted tocommercial and residential from rural area. In don't think Pavia is affected by the airport construction... But i know Sta. Barbara is really improving rapidly. There are new commercial establishments in Cabatuan since the workers of the airport is staying there and most part of the airport is located in Cabatuan....it won't be long till these towns would become industrial and tourists attractions....GO CABATUAN!!!! GO STA. BARBARA...

Iloilo - always a business center


ILOILO, at present, is a business center of the Visayas. It has the greatest number of banks outside of Manila – more than 150 banks. A great amount of deposits in these banks come from the agricultural sector since Iloilo is primarily an agricultural land chiefly producing rice and earning it the moniker as “rice granary of the Philippines.”

Nationally, Iloilo is also a top producer of fruits especially mango and coconut; and a leading producer of sugar and livestock (poultry, cattle, goats).

Iloilo is also top in deep sea fishing with Estancia as the center (dubbed long ago as “Alaska of the Philippines”) and inland fishing, producing milkfish, the most delicious in the country, and lukon (tiger prawn).

On top of these, West Visayans comprise 40 percent of all Filipino overseas workers and merchant marines / seamen. They contribute much to these bank deposits. It is reported that every month, Filipino overseas workers and seamen send P1 billion to the Philippines. This means P400,000 are sent to Iloilo every month.

But it is not only today that Iloilo is a business center. It goes back to time immemorial. When the 10 Bornean datus bartered Panay with the aboriginal Atis, that was the first real estate transaction ever in the country – and also the biggest, covering the entire island of Panay.

The Malays established ancient ports in Iloilo – Salog (Jaro), Molo (Tabucan), Ogtong (Oton), Araut (Dumangas), and Gibuangan (Guimbal). In these ports, the ancient Chinese junks traded with the natives. Evidence of this ancient trade can be found in archaeological diggings in the province showing Chinese porcelain of the imperial Ming and Tsung Dynasties.

When the Spaniards came, they made Iloilo an international port in 1855, thus enhancing trade. In 1858, an English visitor (Sir Bowring) described Iloilo as “the largest in agricultural production, the most active in manufacturing (weaving) and the best instructed among the provinces.”

During this time, the first foreign firm ever established in the Philippines outside of Manila was Loney&Company in 1865 of British vice consul to Iloilo Sir Nicholas Loney. This was followed by several foreign firms (British, American, German, Swiss, French and Chinese).

The first provincial branches of banks in the country were also in Iloilo – Chartered Bank of India, Australia, and China (now Standard Chartered Bank) in 1883, Hong Kong and Shanghai Bank in 1897 and El Banco Espanol de Isabella II (now Bank of the Philippine Islands), also in 1897.

In 1887, the Hoskyn’s and Company of the Lorings established the first department store in the Far East and the first to introduce the “fixed price policy.”

During the American regime, Iloilo City was dubbed as the Queen City of the South because of its rapid economic and cultural progress. This was due to the prosperous sugar industry in Negros where most hacienderos were from Iloilo, particularly Molo and Jaro.

Iloilo rated ‘A’ in LGU rating system






The Province of Iloilo was recently rated "A" (Above Average) by an independent Rating Committee using the internationally-accepted LGU rating system of the LGU Guarantee Corporation (LGUGC). This means that the Province of Iloilo carries a low risk of default.
An above average credit rating is quite high for a province given the limitations faced by a province under the Local Government Code. Among these limitations are a province’s reliance on its municipalities and component cities for real property and business tax collection share, and in the type of economic enterprise projects it can undertake.
Despite said constraints, the Province of Iloilo under the strong leadership of Governor Niel Tupas Sr., who is currently serving his second term, has managed its financial resources quite impressively. This is clearly manifested by the fast development of the province into the center of business and recreation in Region 6.
Governor Tupas Sr. envisions a progressive Province of Iloilo with strong community participation in local government’s activities. In line with this, the governor has accepted the challenge of the private financial community to be the first LGU to implement a fully transparent bond flotation process. As a first step, the Economic Enterprise Committee of the province invited all the accredited Financial Advisors of the LGUGC and recognized by the Bureau of the Local Government Finance to bid for the financial advisory services of Iloilo’s proposed infrastructure projects. The financial underwriting and trusteeship services will likewise be bidded out after the feasibility study for one or more projects has been finalized. Should direct borrowing be the best financing option, the financing services will likewise be bidded out. The implementation of competitive bidding is necessary to create an even playing field for all LGU debt market players, reduce the cost of bond flotation for the LGU as contracts will be awarded to the lowest bidder, and minimize, if not totally eliminate, bad governance practices.
The provincial government of Iloilo was not afraid to show its financial records, and to undergo an in-depth rating of all aspects of its operations because its local officials exercise transparency and practice good local governance. The province has in fact received various recognitions in financial management, and was awarded as the Most Outstanding Provincial Treasury in Region 6 in 2003. Local officials of Iloilo must be commended for taking this bold step and setting a good example that other LGUs may emulate.

Region 6 prof takes lead
in propagating native chicken

ILOILO City -- Dr. Evelyn Tomambo, a professor at the West Visayas State University (WVSU), takes the lead in the overseeing of the Science & Technology (S&T) Anchor Program for Philippine Native Chicken (Darag) in Region 6.

Tomambo replaced Dr. Bernabe Cocjin who led the program from 1986 to 2005. Cocjin, considered the “darag guru”, retired from the government service last December 2005.

The program is a project of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (Pcarrd) implemented by the West Visayas State University. It aims to organize the production and marketing system and enhancing commercialization of native chickens (Darag) through the production of stable and uniform stocks and the development of value-added products.

Cooperating institutions are the Aklan State University, Capiz State University, University of the Philippines in the Visayas, the Department of Agriculture -Western Visayas Integrated Agriculture Research Center, Iloilo State of Fisheries –Dingle campus, Offices of the Provincial Veterinarian in Aklan and Guimaras.

Dr. Tomambo will oversee the over-all implementation of the program. She will ensure that the ongoing and future research and development undertakings of the Pcarrd on native chicken in the region especially on the program’s research and development efforts are attuned to the guidelines set forth by Pcarrd.

Tomambo’s leadership includes other research and development projects under the aforesaid program which are implemented by Western Visayas Agriculture Resources Research and Development Consortium (Wesvarrdec) member institutions, which includes WVSU.

Currently the Consortium is in charge of the IEC component of the project which is responsible for the gathering of Darag related information and the packaging of this information into different IEC materials.

Some of the materials expected to be produced by Wesvarrdec for the IEC component are the Philippine Native Chicken primer, pre-recorded audio-video materials on Darag care, management and marketing, Ang Darag Bulletin and the development of a website focusing on Darag.

Current research and development (R&D) initiatives on the Darag include development of performance of quality standards, development of a true-to-type strain suited for free-range production system, production of improved day-old and hardened chicks, and marketing of the native chicken.

Tomambo will also supervise the WVSU funded projects on Darag chickens and other initiatives and activities directly or indirectly related towards the development of the Darag as a local poultry resource useful in enterprise building.

Tomambo, a doctorate degree holder in Agricultural Sciences major in Animal Science, is an active member of the University’s pool of faculty researchers. A recognized research presenter in local, national and international fora, she has been actively engaged with the University’s research and development on native chicken, in which WVSU is recognized within the region as a forerunner.

The research and development on native chicken especially on Darag was initiated due to rising demands for native chicken, where reports indicate that 1,785 heads are consumed per day.

However due to insufficient effective native chicken management such demands can not be met well. Thus, institutions such as the WVSU and the WESVARRDEC, with funding from PCARRD, spearheaded the R&D efforts on native chicken improvement, utilization and conservation, information dissemination and marketing especially on the Darag strain with the hope of not only improving native chicken marketing but also provide backyard farmers additional income.

La Paz plaza is city's freedom park area

Iloilo City -- Prior to the Supreme Court's (SC) ruling that the Arroyo administration's Calibrated Preemptive Response (CPR) policy is unconstitutional, the city has already designated its own freedom park area.


Mayor Jerry Treñas said the Sangguniang Panlungsod has designated La Paz plaza as freedom park where anti-government protesters can hold their rallies.

Treñas said, areas such as Rotary Amphitheater in front of the provincial capitol and Plazoleta Gay where rallyists usually converge are actually not designated as freedom park areas. He said the city government merely tolerates activists holding rallies in said areas.

He said, technically rallyists who wants to occupy the Rotary Amphitheater should get permit from the city government. He said that it is up for the Iloilo provincial government to decide since they own the area covered by the Rotary Amphitheater.

The issues on the designated freedom park areas in the city cropped after the Supreme Court has declared CPR illegal but upheld the existing Batas Pambansa 880.

Section 15 of Batas Pambansa No. 880 directed all the local government units particularly the Department of Interiors and Local Government to establish or designate at least one suitable freedom park or plaza in every city and municipality of the country.

As these developed, the SC, in the same decision, goes even one step further in safeguarding liberty by giving local governments a deadline of 30 days within which to designate specific freedom parks as provided under B.P. No. 880.

If, after that period, no such parks are so identified in accordance with Section 15 of the law, all public parks and plazas of the municipality or city concerned shall in effect be deemed freedom parks; no prior permit of whatever kind shall be required to hold an assembly therein. The only requirement will be written notices to the police and the mayor's office to allow proper coordination and orderly activities.

After thirty (30) days from the finality of the SC decision, advance notices, no prior permit shall be required to exercise the right to peaceably assemble and petition in the public parks or plazas of a city or municipality that has not yet complied with Section 15 of the law.

On the other hand, the SC declares that B.P. No. 880 cannot be condemned as unconstitutional; it does not curtail or unduly restrict freedoms; it merely regulates the use of public places as to the time, place and manner of assemblies.

Far from being insidious, "maximum tolerance" is for the benefit of rallyists, not the government. The delegation to the mayors of the power to issue rally "permits" is valid because it is subject to the constitutionally-sound "clear and present danger" standard, the decision states.

With the SC's decision, Treñas said the rallyists should observe the "no permit, no rally policy." They should get a permit before they can hold a rally. "We have the right to deny any application for rally permit if it will cause public inconvenience."

Meanwhile, the chief executive has yet to receive any application for rally this coming Labor Day on May 1.

GMA orders change of Panay dev't plan from agri to tourism

KALIBO, Aklan--President Arroyo wants development plans for Panay island changed from agri-industrial to tourism.

On the occasion of the Tugbong Festival and the town fiesta of the Pandan town in Antique province, the President said that government efforts should be focused more on developing Panay island's tourism potentials, particularly the world-famed white sand beaches of Boracay island in Malay, Aklan.

Mrs. Arroyo said that Undersecretary Salvador Sarabia, who hails from Iloilo City, is currently preparing plans for the tourism sector of Panay island, which is composed of the provinces of Iloilo, Capiz, Aklan and Antique.

She bared plans of including other nearby towns and provinces to be part of the tourism hub in the Central Visayas where tourists can also visit other than Boracay.

In 2002, the President said during her speech in Kalibo, Aklan, the Panay Integrated Development Plan was created. It proposed to make Panay an agro-industrial center. She observed that Iloilo province is one of the country's biggest suppliers of rice. Then, the island's income came mainly from agricultural products.

But times have changed, the President said.

The income from Boracay island is many times bigger than that from agricultural products, she pointed out.

So we need to change the Panay Development Plan and make tourism the center, the President declared.

In her speech at the ABL Sports Complex in Kalibo on the occasion of the 50th Charter Day of Aklan, Arroyo said that Spain now earns more from tourism than what the Kingdom of Saudi Arabia earns from oil sales.

"How time flies, it has been so long ago because now if tourism can earn more than oil, certainly Boracay has caused a major difference in the lives of the people of Aklan," she stressed. She added that Boracay has contributed much to the "wealth and the GDP (Gross Domestic Product) of the Philippines.

"That is how much Boracay is earning for Aklan and the whole Philippines."

Boracay has been the top tourist destination last year, according to Arroyo. It was also the top destination for New Year's Eve celebrations and even during the Holy Week.

"I have that fervent prayer that Boracay will spread the gold and be the heart of development all over Aklan and all over Panay."

Related to this, the President said that there is a need for expansion to include the rest of Panay. She also stressed on the importance of good roads and facilities to accommodate tourists.

At the same time, Arroyo said of the new market for local producers.

"I hope that your mangga, your piña, your abaca will find their way to the hotels, restaurants and souvenir shops of Boracay," she stressed.

It is saddening, according to her, that souvenir products sold in Boracay shops are made from other countries. "Tourism is not just about beaches, resorts, but also products that could be sold to tourists."

I hope that the souvenir products sold would be 'Made in Panay,' she added.

Guess Iloilo will support the move all the way. But what will happen to our agri sector then? we don't want to import foods from other provinces since we are self-sufficient here in Iloilo. Besides, prices of food in the province is reasonable due to its good and sustainable agricultural industry.

if they push through sa project nga ina, no doubt ang livestock industry within the province maka compete man with provinces like bukidnon, at least assured ang publiko nga top quality meat ang nabaligya sa mga public markets..
maybe may dala nga super-machine akaishi? who knows? Looks like we're really gearing to develop our old-fashioned facilities back home. Good job gid sa tanan!

This is really good...Iloilo should really push for this. Compared to other cities, our labor pool is very much untapped. Maski wala kita nagagahod about the ICT boom, kita nyo tatlo na ka call center ang naga operate sa syudad and one more pa ang magabukas this year. Except for Cebu, in the Vis-Min area, I think we already got the headstart in the ICT biz...

So ang move sang city mayo gid ni...we need to maintain this momentum kay gabira-bira man ang iban nga syudad to get a piece of this ICT boom.
right o' daks. tama ka gid sina. we're doing well but we need to push it more pa. I hope more and more call centers will relocate in the city and or the province. Remember, Iloilo City has six good universities and their graduates til the present it not yet tapped fully. The support from local government will surely boost Iloilo's bid for ICT center.

Yeah, Iloilo's New Airport will even be on a larger site than that of Cebu, Iloilo-200 hectares, Mactan-170 hectares.

It was said before that Iloilo Airport will be Western Visayas' international airport (will cater to American and European destinations) while that of Silay in Negros Occ. will be the regional airport (will cater to Asian destinations). We'll see later on if this is true.
Nil idea with airport's span, etc. The most important thing right now ark is for the new airport to start its operation. I think people here abroad is more concerned with delayed projects back home than which is which. Coz at the moment daw indi pa applicable to compare. Fact is, the present Iloilo airport is the fourth busiest in our country amidst serving domestic crowd only. Once it becomes international, then it'll be a concerned whether or not Iloilo will maintain its rank or moved up. The sky's high for a limit will surely change its gear soon.

Regarding the conversion of Panay Integrated Dev Plan... I am not actually favor on completely shifting from Agricultural to purely Tourism.

I dont want that someday our agricultural greatness will be killed like the weaving industry. I believe Tourism is our primary target but not to the expense of our agricultural development. Panay is not yet in the zenith of her agricultural development... and we have not yet fully maximized our agricultural capabilities... biotechnology, micorbiology, agricultural research, etc... have not been incorporated in our agricultural capabilities.

Why not utilizing the agricultural capabilities in the backdrop of toursim or vice versa? Develope great farms in the whole island and can be converted into Tourism spot like Strawberry field in Bagiuo, Del Monte in Cagayan, etc.

I hope that our agricultural greatness wont die like the weaving industry. Remember, Iloilo and the rest of Panay, never ever did encounter any shortage of staple food supply.... :)

@ the airport - They say that the airport will be finished this October. Hearing from other sources, I believe that the new airport will be open for operations nex year... heheheh! Soon, Iloilo City, Sta. Barbara and Pavia areas will greatly develop and then our dreams for Iloilo will indeed come true. I still push through the realization of Metropolitan Iloilo. Its crucial for the development of the whole area especially when big projects are in a boom.
Hopefully Ferrersky. I hope it'll open on its target date (as written and agreed). I'm sure all areas you've mentioned will surely perk things up, both in business and tourism alike.

yah... now, there are new subdivisions in sta. barbara, improvement of the roads and in the municipality of Cabatuan, the land surrounding the airprt was converted tocommercial and residential from rural area. In don't think Pavia is affected by the airport construction... But i know Sta. Barbara is really improving rapidly. There are new commercial establishments in Cabatuan since the workers of the airport is staying there and most part of the airport is located in Cabatuan....it won't be long till these towns would become industrial and tourists attractions....GO CABATUAN!!!! GO STA. BARBARA...

Maasin: "the Vigan of the Iloilo"
Even if maasin is not as historical as the other towns in Iloilo, few old houses remain in the town. i think one of these buildings are about 60 years old... there are also mansion-like houses in the town, very similar but quite smaller from the mansions in Iloilo City.

Iloilo - always a business center


ILOILO, at present, is a business center of the Visayas. It has the greatest number of banks outside of Manila – more than 150 banks. A great amount of deposits in these banks come from the agricultural sector since Iloilo is primarily an agricultural land chiefly producing rice and earning it the moniker as “rice granary of the Philippines.”

Nationally, Iloilo is also a top producer of fruits especially mango and coconut; and a leading producer of sugar and livestock (poultry, cattle, goats).

Iloilo is also top in deep sea fishing with Estancia as the center (dubbed long ago as “Alaska of the Philippines”) and inland fishing, producing milkfish, the most delicious in the country, and lukon (tiger prawn).

On top of these, West Visayans comprise 40 percent of all Filipino overseas workers and merchant marines / seamen. They contribute much to these bank deposits. It is reported that every month, Filipino overseas workers and seamen send P1 billion to the Philippines. This means P400,000 are sent to Iloilo every month.

But it is not only today that Iloilo is a business center. It goes back to time immemorial. When the 10 Bornean datus bartered Panay with the aboriginal Atis, that was the first real estate transaction ever in the country – and also the biggest, covering the entire island of Panay.

The Malays established ancient ports in Iloilo – Salog (Jaro), Molo (Tabucan), Ogtong (Oton), Araut (Dumangas), and Gibuangan (Guimbal). In these ports, the ancient Chinese junks traded with the natives. Evidence of this ancient trade can be found in archaeological diggings in the province showing Chinese porcelain of the imperial Ming and Tsung Dynasties.

When the Spaniards came, they made Iloilo an international port in 1855, thus enhancing trade. In 1858, an English visitor (Sir Bowring) described Iloilo as “the largest in agricultural production, the most active in manufacturing (weaving) and the best instructed among the provinces.”

During this time, the first foreign firm ever established in the Philippines outside of Manila was Loney&Company in 1865 of British vice consul to Iloilo Sir Nicholas Loney. This was followed by several foreign firms (British, American, German, Swiss, French and Chinese).

The first provincial branches of banks in the country were also in Iloilo – Chartered Bank of India, Australia, and China (now Standard Chartered Bank) in 1883, Hong Kong and Shanghai Bank in 1897 and El Banco Espanol de Isabella II (now Bank of the Philippine Islands), also in 1897.

In 1887, the Hoskyn’s and Company of the Lorings established the first department store in the Far East and the first to introduce the “fixed price policy.”

During the American regime, Iloilo City was dubbed as the Queen City of the South because of its rapid economic and cultural progress. This was due to the prosperous sugar industry in Negros where most hacienderos were from Iloilo, particularly Molo and Jaro.

Pavia Church

-located in Pavia, Iloilo, this byzantine styled church made out of bricks and coral stones is similar to the Pavia Church(Monastery) in Europe. This is the newly restored facade od Pavia Church. today, there is an ongoing restoration.

Maasin: "the Vigan of the Iloilo"
Even if maasin is not as historical as the other towns in Iloilo, few old houses remain in the town. i think one of these buildings are about 60 years old... there are also mansion-like houses in the town, very similar but quite smaller from the mansions in Iloilo City.

Miagao hosts YLAC nat’l convention


ILOILO City -- The Young Ladies of Charity, Inc. (YLAC) Miagao Unit will host the YLAC 25th National Biennial Convention (NBC) on April 28–30.

Over three hundred delegates from 19 units throughout the country are expected to arrive starting today.

The main convention venue is the Iloilo Grand Hotel wherein the opening program and fellowship night on April 28, and the plenary session, annual business meeting, and Eucharistic celebration on April 29 will be held.

On April 30, the delegates will visit the historic and tourism town of Miagao. Aside from holding the second leg of their business meeting and closing ceremonies, they will be feted with cultural presentations by Miagao’s Salakayan Festival champion, Tribu Kabugwason of the Miagao National High School (MNHS), and by the MNHS Dance Troupe.

Rizal Street


Looking at the history of Rizal Street is like seeing Iloilo's history of development in a microcosm. This is for the fact that Rizal Street is one of the busiest commercial and educational arteries of the city, a vibrant center of Iloilo's pulsating economy. Along this street lies some of the city's eminent commercial infrastructures, such as the Central Market, the Terminal Market (formerly Supermarket), and the nearby Robinsons Mall. The street is also the location of the University of Iloilo, terminal of some bus lines, and where a good number of private commercial establishments are operating. Products and goods from the different parts of Iloilo and of Panay are brought to this area, especially to the two public markets to be distributed and sold.


Considered as one of Iloilo City's long streets, Rizal covers the areas from the intersection of Tanza and Ledesma streets up to Corner Zamora-Hughes streets. As the name suggests, the street was named after the Philippines' foremost national hero, Dr. Jose Rizal. Its strategic location, being situated at the city's shoreline facing the beautiful Island of Guimaras, has made Rizal Street conducive for inter-island trade and fishing activity, providing livelihood opportunities for the people in the city. Indeed, Rizal Street has played a very significant role in Iloilo City's economic development, most importantly during the post-war reconstruction years up to the present time.

Years before the Second World War broke out, Rizal Street, according to its old residents, was simply a long and narrow swampy area with scattered mangrove trees on it. The upper elevated area of the shoreline was once covered with grasses, and some houses facing Guimaras were on it. Most were made of light materials such as bamboo and nipa. Though there were some big houses standing but they comprised only a fraction of the entire community in the whole length of the street.

The present site where one can find the already concrete Rizal Street that divides the residential houses of Estanzuela and Pala-pala was, according to some informants, once covered with seawater whenever high tide occurred. And, on a hot and sunny day, dusts confronted all those who passed the said street. Due to physical features, Rizal Street in that section of the city could only be passed by animal-drawn carts and calesas that carried passengers and goods in and out of the Supermarket (now known as the Terminal Market). The main source of living of the people were concentrated on fishing, cargo handling, and on what has been referred to as "wet market."

The improvements made on Rizal Street through paving it was done from the 1960s to the 1980s. As a result, the inflow and outflow of raw products and finished goods, as well as the movement of people were easily facilitated. This further brought about an increase in the commercial activities in the area, thereby resulting to the putting up of more structures and support facilities.

Due to the increase in commercial activity and population, the area once called Rizal has been subdivided into various barangays: Rizal-Estanzuela, Rizal-Palapala, Rizal-Zone 1, and Rizal-Zone 2. its inhabitants are mostly Ilonggos but there is also a large number of immigrants coming from various parts of the West Visayas region.

Presently, commercial establishments along Rizal Street are still increasing in number. At its other end, sprawling on a 21-hectare reclamation area at the boundary of Rizal and Tanza is the 98-million pesos Fish Port Complex. The Complex has a 390-meter breakwater, a 450-meter landing quay for boats and trawlers, and two 190-meter ship ways which can dry dock up to 25-gross tons of fishing boats. It has shops for engine-making and three sets of lathe machines for ship repairs.

The complex has also three separate market halls for commercial, municipal and inland fisheries, plus a 200-metric ton capacity storage plant and a 425-ton capacity freezing plant. The fish port is operated by the Philippine Fisheries Development Authority.

Once again the municipality of Tubungan will hold its annual Tubong-Tubong Festival this last week of April. The spectacle called TUBONG-TUBONG is joined by boys and girls in colorful costumes dancing up the main streets to an ethno-pop beat. The steps are a mixture of today's modern movements with ethnic rituals danced in a perfect rhythm to the beat of indigenous musical instruments. With this year's theme "Kauswagan, Padayunon, Padayon sa Paghili-ugyon," the municipality of Tubungan is inviting everyone to witness and enjoy Tubong-Tubong Festival which opens with an Agro-Fair, Tourism and Trade Center and civic parade with the street dancing competition on April 26. April 30 will showcase a horse fight or "Pahibag Kabayo" at 9 a.m., public plaza open field. The grand Tubong-Tubong Tribe contest will be in May 1, 2006 at 8 a.m.

Tubungan is a municipality in southwestern part of the Province of Iloilo, bounded on the north by the municipality of Leon, on the east by the municipality of Tigbauan, on the south by the municipality of Guimbal and west by the municipality of Igbaras. It has an area that extends to 8,518.2040 hectares.

The formal foundation of Tubungan was sometime in 1768 when the Spanish law of the Indies required that an area, to be recognized as a town, must comply with population needs. Natives from adjacent towns decided to help by settling peacefully and for mutual protection in Tin-an (presently a part of the town site). The first settlers of what is now Tubungan were the people from Nahapay, a barrio in Guimbal, followed by the natives from nearby towns of Leon, Igbaras and Tigbauan. The word Tubungan is said to have come from the local word "tubong," meaning "to add" or "contribute," a reference to the natives that settled in the area.

Tubungan, officially became an independent town in May 1, 1938 by Executive Order No. 143 under President Manuel L. Quezon with Miguel Tagamolila as its first appointed municipal mayor.

The population of Tubungan at the 2000 census was 19,469. Most of the population lives in other barangays, and only nearly 15 percent of the municipality's entire population lives in the poblacion. A share of 67.94 percent of the labor force of Tubungan is engaged in agriculture and livestock.

The dominant landscape of Tubungan is mountainous with rolling hills and limited plains spreading out to its 48 barangays.

Due to its topography, Tubungan economy has, since been dominated by the production of semi-permanent crops and fruit-bearing trees. Although raw materials are abundant and readily available in the area, the industrial sector has not since progressed, largely due to distance of the town from the city---approximately 42 kilometers, lack of development schemes and financial capabilities.

This is what I wanted to read. Diversion is turning into a city within a city ... and mind you, may park na naman nga gina-develop dira. Thanks to Pison and its family. Kanami gid tuluko ang park in the midst of a bustling business district.

At least ang Iloilo di na magpaulihi sa mga urban areas sang Pilipinas, damo maga react pero hambalon ta, amo na ni ang pag prove sang mga Ilonggos nga kita ang 4th city ka Pilipinas, hehehe.
a thing to look forward to, ARK. It's taking a little bit slow ang transfer but it's imminent. I'll see the new city blooms na gid aside from a very healthy and economically-viable suburbs within the metropolis. Sta Barbara, Cabatuan, Pavia and the rest will soon rise to compete or complement ILOILO City. Probably, Mandurriao will take the lead this time!

Hopefully ang ara sa villa like Villa Regatta and Tatoy's would branch out sa new site near Shipwreck Resto/Pirates Bar kag Medicus Medical Center.

Iloilo - always a business center


ILOILO, at present, is a business center of the Visayas. It has the greatest number of banks outside of Manila – more than 150 banks. A great amount of deposits in these banks come from the agricultural sector since Iloilo is primarily an agricultural land chiefly producing rice and earning it the moniker as “rice granary of the Philippines.”

Nationally, Iloilo is also a top producer of fruits especially mango and coconut; and a leading producer of sugar and livestock (poultry, cattle, goats).

Iloilo is also top in deep sea fishing with Estancia as the center (dubbed long ago as “Alaska of the Philippines”) and inland fishing, producing milkfish, the most delicious in the country, and lukon (tiger prawn).

On top of these, West Visayans comprise 40 percent of all Filipino overseas workers and merchant marines / seamen. They contribute much to these bank deposits. It is reported that every month, Filipino overseas workers and seamen send P1 billion to the Philippines. This means P400,000 are sent to Iloilo every month.

But it is not only today that Iloilo is a business center. It goes back to time immemorial. When the 10 Bornean datus bartered Panay with the aboriginal Atis, that was the first real estate transaction ever in the country – and also the biggest, covering the entire island of Panay.

Regarding the conversion of Panay Integrated Dev Plan... I am not actually favor on completely shifting from Agricultural to purely Tourism.

I dont want that someday our agricultural greatness will be killed like the weaving industry. I believe Tourism is our primary target but not to the expense of our agricultural development. Panay is not yet in the zenith of her agricultural development... and we have not yet fully maximized our agricultural capabilities... biotechnology, micorbiology, agricultural research, etc... have not been incorporated in our agricultural capabilities.

Why not utilizing the agricultural capabilities in the backdrop of toursim or vice versa? Develope great farms in the whole island and can be converted into Tourism spot like Strawberry field in Bagiuo, Del Monte in Cagayan, etc.

I hope that our agricultural greatness wont die like the weaving industry. Remember, Iloilo and the rest of Panay, never ever did encounter any shortage of staple food supply.... :)

Tampisaw Festival: celebration of water

CONCEPCION, Iloilo – The otherwise placid and deep waters of the municipality of Concepcion joined the laughter and frolic of those who waded in them, as the annual Tampisaw Festival kicked off last April 27 at the Pan de Azucar Island.

Tampisaw is a homegrown, community-based eco-tourism festival that annually coincides with the celebration of the World Earth Day. The people of Concepcion have an inherent love of water which is reflected in their activities during the Tampisaw.

Concepcion Mayor Raul Banias said that this year’s celebration was guided by the theme: “Concepcion’s Conservation Effort Today: An Earth Saving Legacy Dedicated to the Next Generation,” which highlights the municipality’s environmental management initiatives.

The festival was ushered in by a fluvial parade and ceremonial launching of the Polopina Marine Protected Area and the observance of Ocean Month in the afternoon of April 27, and the Talents Night of Perlas ng Tampisaw Search and Disco at the Beach in the evening.

The second day was highlighted by the holding of traditional games and water sports participated in by the different barangays and a concert by the Cool Grey band at night.

The third day featured the Perlas sang Tampisaw Pageant, the winner of which was expected to participate in the activities that address conservation and preservation of Mother Earth for the entire year of her reign.

An interesting feature of Tampisaw this year was the launching of the “Panabo sa Tampisaw Festival” which relived the spirit of giving and sharing of the olden days of Concepcion.

The Panabo was done every 7 a.m., 3 p.m. and 8 p.m. during the three days of the festival.

Tan-awon man naton kung ang Iloilo will do the same as with other european cities kay it's a big tourism boost gid kung matabo. Iloilo is moving well and great .. as always .. as ever.

Nil idea with airport's span, etc. The most important thing right now ark is for the new airport to start its operation. I think people here abroad is more concerned with delayed projects back home than which is which. Coz at the moment daw indi pa applicable to compare. Fact is, the present Iloilo airport is the fourth busiest in our country amidst serving domestic crowd only. Once it becomes international, then it'll be a concerned whether or not Iloilo will maintain its rank or moved up. The sky's high for a limit will surely change its gear soon.

Once again the municipality of Tubungan will hold its annual Tubong-Tubong Festival this last week of April. The spectacle called TUBONG-TUBONG is joined by boys and girls in colorful costumes dancing up the main streets to an ethno-pop beat. The steps are a mixture of today's modern movements with ethnic rituals danced in a perfect rhythm to the beat of indigenous musical instruments. With this year's theme "Kauswagan, Padayunon, Padayon sa Paghili-ugyon," the municipality of Tubungan is inviting everyone to witness and enjoy Tubong-Tubong Festival which opens with an Agro-Fair, Tourism and Trade Center and civic parade with the street dancing competition on April 26. April 30 will showcase a horse fight or "Pahibag Kabayo" at 9 a.m., public plaza open field. The grand Tubong-Tubong Tribe contest will be in May 1, 2006 at 8 a.m.

Tubungan is a municipality in southwestern part of the Province of Iloilo, bounded on the north by the municipality of Leon, on the east by the municipality of Tigbauan, on the south by the municipality of Guimbal and west by the municipality of Igbaras. It has an area that extends to 8,518.2040 hectares.

The formal foundation of Tubungan was sometime in 1768 when the Spanish law of the Indies required that an area, to be recognized as a town, must comply with population needs. Natives from adjacent towns decided to help by settling peacefully and for mutual protection in Tin-an (presently a part of the town site). The first settlers of what is now Tubungan were the people from Nahapay, a barrio in Guimbal, followed by the natives from nearby towns of Leon, Igbaras and Tigbauan. The word Tubungan is said to have come from the local word "tubong," meaning "to add" or "contribute," a reference to the natives that settled in the area.

Tubungan, officially became an independent town in May 1, 1938 by Executive Order No. 143 under President Manuel L. Quezon with Miguel Tagamolila as its first appointed municipal mayor.

The population of Tubungan at the 2000 census was 19,469. Most of the population lives in other barangays, and only nearly 15 percent of the municipality's entire population lives in the poblacion. A share of 67.94 percent of the labor force of Tubungan is engaged in agriculture and livestock.

The dominant landscape of Tubungan is mountainous with rolling hills and limited plains spreading out to its 48 barangays.

Due to its topography, Tubungan economy has, since been dominated by the production of semi-permanent crops and fruit-bearing trees. Although raw materials are abundant and readily available in the area, the industrial sector has not since progressed, largely due to distance of the town from the city---approximately 42 kilometers, lack of development schemes and financial capabilities.

a thing to look forward to, ARK. It's taking a little bit slow ang transfer but it's imminent. I'll see the new city blooms na gid aside from a very healthy and economically-viable suburbs within the metropolis. Sta Barbara, Cabatuan, Pavia and the rest will soon rise to compete or complement ILOILO City. Probably, Mandurriao will take the lead this time!
Looks like Iloilo City's competition is on the rise na gid man, Mars. These three towns mentioned along with Oton, Leganes, Pototan and Miag-ao will surely find their way to compete with Iloilo, sooner rather than later. Passi City seemed lame (on its share) in relation to the economic spur within the province.

Barbara should really improve the quality of the country glof club... since its the only golf club in Iloilo dira guid na maflock ang mga forieners.. Cabatuan should develop its beauty pagid.... most tourist would visit Cabatuan so they should really clean the streets... Cabatuan should prove that she is the "Mexico of the Asia"... Pavia never stopped blooming... as usual she is getting more beautiful.... nami na ila church.. I think inland resorts would be a great hit in Maasin, since the town is quiet and very rich in Natural Resources... Dingle should also make its move on making the Caves one of the most visited places in Iloilo... We are second Aklan when it comes to the number of toursists each year.... tani makalevel taman sila...

Rizal Street


Looking at the history of Rizal Street is like seeing Iloilo's history of development in a microcosm. This is for the fact that Rizal Street is one of the busiest commercial and educational arteries of the city, a vibrant center of Iloilo's pulsating economy. Along this street lies some of the city's eminent commercial infrastructures, such as the Central Market, the Terminal Market (formerly Supermarket), and the nearby Robinsons Mall. The street is also the location of the University of Iloilo, terminal of some bus lines, and where a good number of private commercial establishments are operating. Products and goods from the different parts of Iloilo and of Panay are brought to this area, especially to the two public markets to be distributed and sold.


Considered as one of Iloilo City's long streets, Rizal covers the areas from the intersection of Tanza and Ledesma streets up to Corner Zamora-Hughes streets. As the name suggests, the street was named after the Philippines' foremost national hero, Dr. Jose Rizal. Its strategic location, being situated at the city's shoreline facing the beautiful Island of Guimaras, has made Rizal Street conducive for inter-island trade and fishing activity, providing livelihood opportunities for the people in the city. Indeed, Rizal Street has played a very significant role in Iloilo City's economic development, most importantly during the post-war reconstruction years up to the present time.

Years before the Second World War broke out, Rizal Street, according to its old residents, was simply a long and narrow swampy area with scattered mangrove trees on it. The upper elevated area of the shoreline was once covered with grasses, and some houses facing Guimaras were on it. Most were made of light materials such as bamboo and nipa. Though there were some big houses standing but they comprised only a fraction of the entire community in the whole length of the street.

The present site where one can find the already concrete Rizal Street that divides the residential houses of Estanzuela and Pala-pala was, according to some informants, once covered with seawater whenever high tide occurred. And, on a hot and sunny day, dusts confronted all those who passed the said street. Due to physical features, Rizal Street in that section of the city could only be passed by animal-drawn carts and calesas that carried passengers and goods in and out of the Supermarket (now known as the Terminal Market). The main source of living of the people were concentrated on fishing, cargo handling, and on what has been referred to as "wet market."

The improvements made on Rizal Street through paving it was done from the 1960s to the 1980s. As a result, the inflow and outflow of raw products and finished goods, as well as the movement of people were easily facilitated. This further brought about an increase in the commercial activities in the area, thereby resulting to the putting up of more structures and support facilities.

Due to the increase in commercial activity and population, the area once called Rizal has been subdivided into various barangays: Rizal-Estanzuela, Rizal-Palapala, Rizal-Zone 1, and Rizal-Zone 2. its inhabitants are mostly Ilonggos but there is also a large number of immigrants coming from various parts of the West Visayas region.

Presently, commercial establishments along Rizal Street are still increasing in number. At its other end, sprawling on a 21-hectare reclamation area at the boundary of Rizal and Tanza is the 98-million pesos Fish Port Complex. The Complex has a 390-meter breakwater, a 450-meter landing quay for boats and trawlers, and two 190-meter ship ways which can dry dock up to 25-gross tons of fishing boats. It has shops for engine-making and three sets of lathe machines for ship repairs.

The complex has also three separate market halls for commercial, municipal and inland fisheries, plus a 200-metric ton capacity storage plant and a 425-ton capacity freezing plant. The fish port is operated by the Philippine Fisheries Development Authority.

This is really good...Iloilo should really push for this. Compared to other cities, our labor pool is very much untapped. Maski wala kita nagagahod about the ICT boom, kita nyo tatlo na ka call center ang naga operate sa syudad and one more pa ang magabukas this year. Except for Cebu, in the Vis-Min area, I think we already got the headstart in the ICT biz...

So ang move sang city mayo gid ni...we need to maintain this momentum kay gabira-bira man ang iban nga syudad to get a piece of this ICT boom.
Amo gid man. The city's labor force is not yet maximized. There's still a lot room for our graduates back home especially now that call centers are looking for agents with good command in English, moreso a degree holder. With six universities at present and several big tertiary institutions within the city area alone, Iloilo is definitely a good home ground of professionals and/or human resource. I wish to see more call centers opening branches in Iloilo City/province in few years time.

Iloilo -- Taisei Shimizu Joint Venture (TSJV) contractor of the P6.2 billion New Iloilo Airport Development Project (NIADP) in Cabatuan-Sta. Barbara area assured that by March next year they will already turn-over the project to the Department of Transportation and Communications (DOTC) for commissioning and testing.

TSJV's Engr. Yushikawa made the assurance during Monday's ocular inspection made by Governor Niel Tupas, Sr. along with Capitol beat reporters.

In its progress report, the Japan Airport Consultants, Inc. (JAC) set the overall physical accomplishment as of March this year at 46 per cent.


This include the civil works consisting of construction of runway and taxiway and airport utilities like the power supply system, standby generating system, and sewage treatment plant, among others.

While the building works physical accomplishment was set at 48 per cent. The building works include the passenger terminal building, control tower and operation building, administration building, maintenance building, fire rescue station, and cargo terminal building.

The air navigation system physical accomplishment, on the other hand, was set at 24 per cent.

Yushikawa said by December this year they expect the completion of major structures in the 188 hectare airport project which started construction in April 2004.

The Japanese engineer said, at present they incur a slippage of 26% due to uncontrollable circumstances but they are working double time to catch up with the project's deadline.

Yushikawa added they are taking advantage of the summer season by deploying workers twenty four hours or three shifts a day.

It was learned that constant raining delayed the project's timetable last year.

Yushikawa said the new airport is expected to be fully operational by the month of June 2007.

Tupas was impressed by the progress of the works at the airport site.

He believes the TSJV could meet their target of finishing the project before the year ends.

The NIADP is equipped with state of the art facilities that include instrument landing system, passenger boarding bridges, among others.

It is said to accommodate the landing of up to Boeing 747-400 aircrafts which are commonly used in international flights.

To note, the NIADP became a subject of congressional investigations last year due to alleged anomalies relative to its implementation.

Tupas along with other local officials and representatives of the contractors appeared in the congressional hearings which wrapped up December 2005.

The findings of the said congressional investigation is expected to be out anytime this period.

Tani by 2007 ara na siya. para may lagawan naman nga iban nga taho. i guess Diversion is starting to rival the city proper area in almost all sorts of commercials abound. They are trying to lure consumers out of city proper na. Halos tanan nga improvements ara na subong sa Diversion .. and so sa area going to leganes naman. It's battle between city's districts. Jaro-laPaz-Mandurriao. We'll see in next couple of years. :cheers:
Maayo gid ina nga ang iban nga districts sang ciudad madevelop man. What I want to see subong is development outside sa ciudad sang Iloilo. I want to see Pavia, Sta Barbara, Leganes and Oton rising from its present state. Diversion area is dramatically developing at present though we should never deny that at some point, apektado man kita sang crisis brought about by the political turmoil haunting our country. Subong mataas naman ang gasolina, I'm sure ang pamasahe taas na naman. The rest will just follow soon.

It's Sta Barbara (or Iloilo) Golf Course Centennial this year. I'm sure there's a list of activities for its celbration.

-located in Pavia, Iloilo, this byzantine styled church made out of bricks and coral stones is similar to the Pavia Church(Monastery) in Europe. This is the newly restored facade od Pavia Church. today, there is an ongoing restoration.

Maasin: "the Vigan of the Iloilo"
Even if maasin is not as historical as the other towns in Iloilo, few old houses remain in the town. i think one of these buildings are about 60 years old... there are also mansion-like houses in the town, very similar but quite smaller from the mansions in Iloilo City.

Sang first day we got struck by bad-luck, nabayaan na kmi sang roro dasun nag ulan pa pag abot namun sa Bacolod. Basta sadya man a ... Nag pa Panaad Festival kmi sng first day, Lagaw sa Bacolod on the second then dinner in Silay City's seaside, sa third day nag overnight kmi sa mountains of Silay, in a place called "Patag" and sa fourth nagpuli na :)

re: Airport
* practically the "international" service of the airport would concentrate of two things.first serving cities abroad where there are many "Panaynons" (most especially Ilonggos) "originate" their flights. AND second serving cities where a big chunk of tourists may originate especially going to Boracay (though travelling from IIA is sort of "longer" (4-5 hours) than coming from manila by plane and by road to caticlan:D )

If its true that the data posted earlier that 40% of OFWs and seamen come from Iloilo, then the likelihood of the Iloilo Airport to become an International Airport is great, especially now that the tourism of Panay Island has become a prioritized industry.

At least ang Iloilo di na magpaulihi sa mga urban areas sang Pilipinas, damo maga react pero hambalon ta, amo na ni ang pag prove sang mga Ilonggos nga kita ang 4th city ka Pilipinas, hehehe.
Basta Iloilo is developing ... that's what's important ...

Iloilo starts pushing for ICT development

THE province of Iloilo is strongly pushing for the developent of the booming information and communication technology (ICT) here as actions plan for the creation of the Iloilo Foundation for Information Technology (I-FIT) kicks off next week.

Velma Jane Lao, IT account officer of the Department of Trade and Industry (DTI-Iloilo), yesterday said the chief of a Cebu-based IT council will be in the city to start working on the establishment of the same promotion body for Iloilo.

Lao said that Iloilo will establish the I-FIT as patterned after the Cebu Educational Development Foundation for IT (CEDF-IT) which seeks to promote competent IT workers.

“CEDF-IT will assist us to establish a foundation where industry, academe, government and NGOs work together in pursuit of a shared vision of helping transform Iloilo into a major IT hub through proactive intervention in the human resources sector,” Lao stressed.

CEDF-IT executive director Bonifacio Belen is set to conduct studies, do workshops and meet with representatives from all stakeholders including the academe, industry players, government and non-government organizations.

In a letter to DTI-Iloilo, Belen said he will need to carry out interviews and conduct focus group discussions with the key stakeholders.

“We will hold the visioning and organizational-setting workshop with the prospective founding convenors present and participate actively. Likewise, we will meet the founding leaders for mentorship assistance sessions,” Belen said.

Belen added they will shoulder the fare, accommodation, meals, venue, documentation and other related expenses for the workshop while all of these are covered by their funding from USAID.

Lao noted the Iloilo IT group is also expected to shell out some P20,000 counterpart budget for the project.

She said the proposal for adoption of I-FIT was decided after a forum on “Answering the Call of Outsourcing” March 9.

“Upon hearing the concept of CEDF-IT from Belen and the impact it has made to Cebu’s IT economy, the participants here were motivated to replicate the same in Iloilo to benefit from the best practices and effective experience in Cebu,” Lao told The Guardian in an interview.

She explained they created an ad hoc committee to carry out the process of organizing and tailor-fitting the foundation for Iloilo.

Lao added they learned that USAID is sponsoring a project called “Embedding the CEDF-IT Model” which is a mentorship assistance program for selected provinces wherein Iloilo could request for its inclusion.

Also, they immediately requested USAID for us to benefit from the project which was then approved.

“We want to have manpower which is fit for the position. If we have the lead agency, it would be much easier for us to promote the IT industry. We also really need to improve the human resources,” Lao pointed out referring to the I-FIT’s aims.
The results of the one-week study by Belen on IT’s trends and directions will be presented to the convenors for them to see the benefits so they may be able to invest on such promotion. April 28, 2006

Soon, Iloilo City, Sta. Barbara and Pavia areas will greatly develop and then our dreams for Iloilo will indeed come true. I still push through the realization of Metropolitan Iloilo. Its crucial for the development of the whole area especially when big projects are in a boom.

She has been in england 17 years and only went back there twice, has anybody got any info or gud pictures of antique??sibalom? it would be such a help, and know that this isnt what this site is for but ive tried. Iloilo - always a business center
ILOILO, at present, is a business center of the Visayas. It has the greatest number of banks outside of Manila – more than 150 banks. A great amount of deposits in these banks come from the agricultural sector since Iloilo is primarily an agricultural land chiefly producing rice and earning it the moniker as “rice granary of the Philippines.”

Nationally, Iloilo is also a top producer of fruits especially mango and coconut; and a leading producer of sugar and livestock (poultry, cattle, goats).

Iloilo is also top in deep sea fishing with Estancia as the center (dubbed long ago as “Alaska of the Philippines”) and inland fishing, producing milkfish, the most delicious in the country, and lukon (tiger prawn).

On top of these, West Visayans comprise 40 percent of all Filipino overseas workers and merchant marines / seamen. They contribute much to these bank deposits. It is reported that every month, Filipino overseas workers and seamen send P1 billion to the Philippines. This means P400,000 are sent to Iloilo every month.

But it is not only today that Iloilo is a business center. It goes back to time immemorial. When the 10 Bornean datus bartered Panay with the aboriginal Atis, that was the first real estate transaction ever in the country – and also the biggest, covering the entire island of Panay.

The Malays established ancient ports in Iloilo – Salog (Jaro), Molo (Tabucan), Ogtong (Oton), Araut (Dumangas), and Gibuangan (Guimbal). In these ports, the ancient Chinese junks traded with the natives. Evidence of this ancient trade can be found in archaeological diggings in the province showing Chinese porcelain of the imperial Ming and Tsung Dynasties.

When the Spaniards came, they made Iloilo an international port in 1855, thus enhancing trade. In 1858, an English visitor (Sir Bowring) described Iloilo as “the largest in agricultural production, the most active in manufacturing (weaving) and the best instructed among the provinces.”

During this time, the first foreign firm ever established in the Philippines outside of Manila was Loney&Company in 1865 of British vice consul to Iloilo Sir Nicholas Loney. This was followed by several foreign firms (British, American, German, Swiss, French and Chinese).

The first provincial branches of banks in the country were also in Iloilo – Chartered Bank of India, Australia, and China (now Standard Chartered Bank) in 1883, Hong Kong and Shanghai Bank in 1897 and El Banco Espanol de Isabella II (now Bank of the Philippine Islands), also in 1897.

In 1887, the Hoskyn’s and Company of the Lorings established the first department store in the Far East and the first to introduce the “fixed price policy.”

During the American regime, Iloilo City was dubbed as the Queen City of the South because of its rapid economic and cultural progress. This was due to the prosperous sugar industry in Negros where most hacienderos were from Iloilo, particularly Molo and Jaro.

La Paz plaza is city's freedom park area

Iloilo City -- Prior to the Supreme Court's (SC) ruling that the Arroyo administration's Calibrated Preemptive Response (CPR) policy is unconstitutional, the city has already designated its own freedom park area.


Mayor Jerry Treñas said the Sangguniang Panlungsod has designated La Paz plaza as freedom park where anti-government protesters can hold their rallies.

Treñas said, areas such as Rotary Amphitheater in front of the provincial capitol and Plazoleta Gay where rallyists usually converge are actually not designated as freedom park areas. He said the city government merely tolerates activists holding rallies in said areas.

He said, technically rallyists who wants to occupy the Rotary Amphitheater should get permit from the city government. He said that it is up for the Iloilo provincial government to decide since they own the area covered by the Rotary Amphitheater.

The issues on the designated freedom park areas in the city cropped after the Supreme Court has declared CPR illegal but upheld the existing Batas Pambansa 880.

Section 15 of Batas Pambansa No. 880 directed all the local government units particularly the Department of Interiors and Local Government to establish or designate at least one suitable freedom park or plaza in every city and municipality of the country.

As these developed, the SC, in the same decision, goes even one step further in safeguarding liberty by giving local governments a deadline of 30 days within which to designate specific freedom parks as provided under B.P. No. 880.

If, after that period, no such parks are so identified in accordance with Section 15 of the law, all public parks and plazas of the municipality or city concerned shall in effect be deemed freedom parks; no prior permit of whatever kind shall be required to hold an assembly therein. The only requirement will be written notices to the police and the mayor's office to allow proper coordination and orderly activities.

After thirty (30) days from the finality of the SC decision, advance notices, no prior permit shall be required to exercise the right to peaceably assemble and petition in the public parks or plazas of a city or municipality that has not yet complied with Section 15 of the law.

On the other hand, the SC declares that B.P. No. 880 cannot be condemned as unconstitutional; it does not curtail or unduly restrict freedoms; it merely regulates the use of public places as to the time, place and manner of assemblies.

Far from being insidious, "maximum tolerance" is for the benefit of rallyists, not the government. The delegation to the mayors of the power to issue rally "permits" is valid because it is subject to the constitutionally-sound "clear and present danger" standard, the decision states.

With the SC's decision, Treñas said the rallyists should observe the "no permit, no rally policy." They should get a permit before they can hold a rally. "We have the right to deny any application for rally permit if it will cause public inconvenience."

Meanwhile, the chief executive has yet to receive any application for rally this coming Labor Day on May 1.

Tampisaw Festival: celebration of water

CONCEPCION, Iloilo – The otherwise placid and deep waters of the municipality of Concepcion joined the laughter and frolic of those who waded in them, as the annual Tampisaw Festival kicked off last April 27 at the Pan de Azucar Island.

Tampisaw is a homegrown, community-based eco-tourism festival that annually coincides with the celebration of the World Earth Day. The people of Concepcion have an inherent love of water which is reflected in their activities during the Tampisaw.

Concepcion Mayor Raul Banias said that this year’s celebration was guided by the theme: “Concepcion’s Conservation Effort Today: An Earth Saving Legacy Dedicated to the Next Generation,” which highlights the municipality’s environmental management initiatives.

The festival was ushered in by a fluvial parade and ceremonial launching of the Polopina Marine Protected Area and the observance of Ocean Month in the afternoon of April 27, and the Talents Night of Perlas ng Tampisaw Search and Disco at the Beach in the evening.

The second day was highlighted by the holding of traditional games and water sports participated in by the different barangays and a concert by the Cool Grey band at night.

The third day featured the Perlas sang Tampisaw Pageant, the winner of which was expected to participate in the activities that address conservation and preservation of Mother Earth for the entire year of her reign.

An interesting feature of Tampisaw this year was the launching of the “Panabo sa Tampisaw Festival” which relived the spirit of giving and sharing of the olden days of Concepcion.

The Panabo was done every 7 a.m., 3 p.m. and 8 p.m. during the three days of the festival.

PCA holds top-level gab at Garinfarm

ILOILO – The Philippine Coconut Authority (PCA) is holding a two-day top-level conference starting today at Garinfarm in the municipality of Guimbal.

The conference will be attended by regional center managers of PCA, assistant regional managers, department heads and members of the Governing Board.

The special guest of the conference is Secretary Domingo Panganiban of the Department of Agriculture.

This is the first ever top-level conference of the PCA. One of the important subjects to be discussed is the massive planting and replanting of coconut trees all over the country.
One of the priorities of PCA Administrator Oscar Garin is massive coconut planting, and the enhancement of existing coconut plantations.

This must be the major objective of this administration, declared Garin.

He urged farmers to start planting coconut, which he dubs as “the tree of life,” as soon as possible and take advantage of the summer season.

In a recent interview over public affairs program Reklamo Publiko, Garin said he tapped the help of the Department of Agriculture for the massive coconut tree planting. He requested the DA to give P100 million to PCA for this special undertaking.

PCA’s holding of its top-level conference at Garinfarm is significant. A popular venue for seminars and conferences because of its being a “one-stop shop,” Garinfarm has complete facilities and is conducive for such gatherings.

Garinfarm is also known for its innovative farming practices that produce excellent results. Among others, it produces virgin coconut oil.

The PCA had picked Garinfarm as venue even before Garin was designated by President Gloria Macapagal-Arroyo as Administrator of the agency.

Garin is scouting for more funds from various agencies, both local and foreign, in order to finance his pet programs and projects so that massive production of coconut products could be fully realized for the entire benefits of farmers and the economy in general.

“If we depend only on the budget of the PCA, we could not implement our programs well enough because the amount is very limited. So we have to do something. We will try our very best within the bounds of our capacity. Since I love this job, because I love farming, we will do something new and different as one way to contribute to the improvement of our economy,” Garin said.

An engineer-turned politician, Garin is undefeated congressman for nine years straight. His number one love is farming which made him an accomplished and successful farmer.

Observers said President Arroyo made the right decision in appointing Garin as PCA administrator because of his sterling leadership, in-depth farming skills and knowledge coupled by his successful achievements in the filed of agriculture.

The PGMA Training for Work Scholarship Project (PGMATWSP) is implemented under the President’s Pump Priming Program. The Government has allocated 500 million for this project for 100,000 scholars nationwide. The scholarship will be offered to job seekers with or without experience but willing to undergo training in the Business Process Outsourcing (BPO) industry and other industries with critical skills shortages provided they pass the assessment and profiling of TESDA and/or its private sector partners.

The project partners of the PGMA Training for Work Scholarship Project are the Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment, office of the Presidential Adviser for Job Creation, Private Sector: Business Processing Association of the Philippines and its member associations; call centers and training providers.

The scholarship project has two objectives: to provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment; and to empower private education and training institutions to offer relevant training programs that meet job requirements.

Interested applicants are advised to apply to the nearest BPO companies for screening and assessment. They may also register to the nearest TESDA Provincial office or through on-line registration at www.tesda.gov.ph or www.phil-job.net of the Department of Labor and Employment.

The PGMA TWS Project will be launched on May 1, 2006. In Region VI the Launching Program will be held at the SM City Activity Center (beside Toy Kingdom), B.S. Aquino Avenue, Iloilo City at 10:30 AM. In the afternoon, participating companies and training providers will put up information desks at the same site. The participating companies are ePLDT Ventus; ECHO Customer Contact System, Inc., Call Box, Inc., MedLink Transcription Services; John B. Lacson Colleges Foundation (Arevalo) Inc., Information Technology Training Center, Panpacific Call Center and Training School; VMA Global College and St. Zita Training and Development Center, Inc

Looks like Iloilo City's competition is on the rise na gid man, Mars. These three towns mentioned along with Oton, Leganes, Pototan and Miag-ao will surely find their way to compete with Iloilo, sooner rather than later. Passi City seemed lame (on its share) in relation to the economic spur within the province.
Municipalities surrounding Iloilo City will definitely go head-on-head with the city in three to five years time. More and more businesses are relocating outside city area. Manufacturing is catered by Pavia and San Miguel. Not to mention that most of Iloilo new gated communities are located outside the city area na. Oton, Pavia and Sta Barbara will be the city's future competitors in the making. Sadya gid ini. And I agree with you Kirby nga Passi City is too slow sa ila growth considering nga mas nauna tani sila city sa iban nga municipalities mentioned earlier. Few business and commercial establishments pa lang gid ang makita mo sa Passi. I think it's high time for Passi City government to change its gear to spur economic activities within the area of jurisdiction. I want to see Passi City more competitive or could compete with Iloilo City. We'll see in two years time.

Barbara should really improve the quality of the country glof club... since its the only golf club in Iloilo dira guid na maflock ang mga forieners.. Cabatuan should develop its beauty pagid.... most tourist would visit Cabatuan so they should really clean the streets... Cabatuan should prove that she is the "Mexico of the Asia"... Pavia never stopped blooming... as usual she is getting more beautiful.... nami na ila church.. I think inland resorts would be a great hit in Maasin, since the town is quiet and very rich in Natural Resources... Dingle should also make its move on making the Caves one of the most visited places in Iloilo... We are second Aklan when it comes to the number of toursists each year.... tani makalevel taman sila...

Pacific, Aklan's tourism industry is absolutely amazing. More and more people here in UK know Boracay by now. Kanami gid. And Boracay is truly the gem of Southeast Asia.

Pacific, Aklan's tourism industry is absolutely amazing. More and more people here in UK know Boracay by now. Kanami gid. And Boracay is truly the gem of Southeast Asia.

Amo gid man. The city's labor force is not yet maximized. There's still a lot room for our graduates back home especially now that call centers are looking for agents with good command in English, moreso a degree holder. With six universities at present and several big tertiary institutions within the city area alone, Iloilo is definitely a good home ground of professionals and/or human resource. I wish to see more call centers opening branches in Iloilo City/province in few years time.
amen to that amigo. I think the potential is there .. let's just help move our resources in proper way. Dako gid advantage naton sa Iloilo. We did it in the past, I'm sure mahimo man naton subong. :cheers:

Maayo gid ina nga ang iban nga districts sang ciudad madevelop man. What I want to see subong is development outside sa ciudad sang Iloilo. I want to see Pavia, Sta Barbara, Leganes and Oton rising from its present state. Diversion area is dramatically developing at present though we should never deny that at some point, apektado man kita sang crisis brought about by the political turmoil haunting our country. Subong mataas naman ang gasolina, I'm sure ang pamasahe taas na naman. The rest will just follow soon.

And more and more investors are eyeing to develop areas or build businesses in the heart of the Philippines. Iloilo, indeed, is seeing lights amidst crises. But believe me or not, people here abroad is not that keen with prices at all kung they think and believe that Boracay is the best, then kadtuan gid ina nila. They have resources para sa ila bakasyon and price is the least of consideration gid. But anyhow, let's all help Boracay na lang to be known pa gid. 'Manamit!' Festival

Mandarin Oriental Hotel Manila will be having a Iloilo Heritage Month for the Month of May . It is in conjunction with the National Heritage Month that staged annually in May by the Filipino Heritage Festival,Inc. Various hotels and cultural groups participate in the annual festival, which is headed by Mita Rufino, Bambi Harper and Chi Salas. This project has brought Mandarin Oriental Hotel Manila to stage successful Davao and a Bulacan festivals over the past two years.

"Manamit!" is this year's title of the festival and will focus on Iloilo's delicious cuisine . Thru Eugene Jamerlan of the Iloilo Heritage Cultural Group, Pauline Gorriceta-Banusing of Villa Regatta Seafood Restaurant, Al dente Ristorante Italiano and Citrus Global Bistro will lend her talent for this Iloilo Heritage Month Festival. Kinilaw na Tanigue, Lato Salad, Fried Panara with Togue, Fresh Lumpia Ubod, Grilled Managat, Grilled Blue Marlin, Manok na may Ubad kag Kadios, Adobado na Pantat na may Gata, Steamed Talaba , Grilled Scallops, Pulot with Ibos, Bucarillos, Bucayo and are some of the old Ilonggo dishes that will be featured in "Manamit!".

The festival will be featured at lunch, Monday to Friday in the Captain's Bar. An opening ceremony will be on May 8 and to lead the opening ceremonies are Congressman Raul Gonzalez Jr. and Governor Neil Tupas. A hablon fashion collection by Rajo Laurel and former senator Loren Legarda will be displayed, to complement the Ilonggo cuisine that Pauline will prepare daily. Robert Blancaflor of Flowers by 1816 will lend his artistic contribution in decorating and styling the venue will no doubt make this no ordinary Ilonggo festival!

Paintings of Iloilo Churches will also be displayed at the Captain's Bar and these are provided by the Museo Iloilo thru Mr. Zafiro Ledesma. The paintings were executed by local Ilonggo artists namely Norman Posecion, Tiny Firmeza, Liby Limoso ,Carlo Juntado, Arthur Jusa , Nil Capinanes and Scott Sorria.

This festival is also made possible with the support of Mayor Jerry Treñas of Iloilo City, Cebu Pacific and Museo Iloilo.

PCA holds top-level gab at Garinfarm

ILOILO – The Philippine Coconut Authority (PCA) is holding a two-day top-level conference starting today at Garinfarm in the municipality of Guimbal.

The conference will be attended by regional center managers of PCA, assistant regional managers, department heads and members of the Governing Board.

The special guest of the conference is Secretary Domingo Panganiban of the Department of Agriculture.

This is the first ever top-level conference of the PCA. One of the important subjects to be discussed is the massive planting and replanting of coconut trees all over the country.
One of the priorities of PCA Administrator Oscar Garin is massive coconut planting, and the enhancement of existing coconut plantations.

This must be the major objective of this administration, declared Garin.

He urged farmers to start planting coconut, which he dubs as “the tree of life,” as soon as possible and take advantage of the summer season.

In a recent interview over public affairs program Reklamo Publiko, Garin said he tapped the help of the Department of Agriculture for the massive coconut tree planting. He requested the DA to give P100 million to PCA for this special undertaking.

PCA’s holding of its top-level conference at Garinfarm is significant. A popular venue for seminars and conferences because of its being a “one-stop shop,” Garinfarm has complete facilities and is conducive for such gatherings.

Garinfarm is also known for its innovative farming practices that produce excellent results. Among others, it produces virgin coconut oil.

The PCA had picked Garinfarm as venue even before Garin was designated by President Gloria Macapagal-Arroyo as Administrator of the agency.

Garin is scouting for more funds from various agencies, both local and foreign, in order to finance his pet programs and projects so that massive production of coconut products could be fully realized for the entire benefits of farmers and the economy in general.

“If we depend only on the budget of the PCA, we could not implement our programs well enough because the amount is very limited. So we have to do something. We will try our very best within the bounds of our capacity. Since I love this job, because I love farming, we will do something new and different as one way to contribute to the improvement of our economy,” Garin said.

An engineer-turned politician, Garin is undefeated congressman for nine years straight. His number one love is farming which made him an accomplished and successful farmer.

Observers said President Arroyo made the right decision in appointing Garin as PCA administrator because of his sterling leadership, in-depth farming skills and knowledge coupled by his successful achievements in the filed of agriculture.

...the town looks like Puebla Mexico (must be beacuse of the belfries), and the view from the hills make the place really look so mexican.... actually Cabatuan doesn't have a title yet... so why not make one, right, as long as we think it matches...

the similarity is that the belfries of both church are made of red bricks... and the front facade are plain white, with twined tuscan Pilasters... the only Difference is that the church in Cabatuan is a massive version of the church Peubla Mexico.
Kanami gid kaayo sang comparison, Pacific. I liked them both. How I wish I can visit cabatuan in the near future.

I;m really, really curious sa irport nga bag-o. The work seems dragging a lot of Ilonggos back home and here abroad. I'm sure better developments siguro ang makita once the new airport will be transferred.

my sentiments, too. At least now, municipalities in the province are doing the best they could to take part sa thrust sang local government towards economic stability. It's nice to know that they, too, are responding for this call.

Nabati-an ko ina kay Wecky sang nagpauli sila last August. Gaulan na sa Iloilo kuno pwera Cabatuan kay gina-bombahan sang Hapon to make the place dry and much as possible para sa layout nila sang kung ano dira. I do admire Japanese sa ila consistency sa trabaho. I'm sure, they are trying their best. problema lang gid man siguro ang tiyempo sa aton.

Anyway, sa question mo kung ngaa they like the airport in Sta barbara to be finished soon is the idea of CBD to rise up in Mandurriao lest the fact that the old airport is too old to cater passengers boarding to and from Iloilo. One more thing is, the presence of the old airport in the city impedes with the constructions of high-rise kay may limit tanan within the specific distance. Remember that Iloilo's present CBD in Diversion is too near the airport so damo lang bawal. Moreso, ang pagsaylo sang airport sa Cabatuan will signal development in other areas of the province.

Sakton ka da Jon, the Japanese are really doing hard right now... isa 24 hours ang obrahanay... night shift-night shift lang sila.... may issue pa gani na sa tanan nga banwa sang Iloilo ang Cabatuan lang wala ginulanan kay ginalaser kono sang Japan ang weather above Cabatuan para sige sige and obra sang airport... but i think coincidence lang to... sobra naman na ya nga ilaser nila ang weather.hehehe... kitanon na tower sang airport from Tiring, Cabatuan.
puro siguro naka-night duty. Okay lang kay may enhancement especially now nga bank holiday, so double pay tanan.

Actually, tuod ina pacific nga gina-laser (don't know kung right term ina) ang mga clouds .. daw pareho bala mag-cloud seeding ka. So before magbagsak ang ulan sa area, gina-bombahan na nila dayon ang panganod. Well, that's what I knew and that's how they explained things for me. Nice to learn sang mgaongoing developments within the site.

excited na ko sa Airport... yes kadamo di sang nagmian nga places sa Iloilo... Sta. Barbara should really improve the quality of the country glof club... since its the only golf club in Iloilo dira guid na maflock ang mga forieners.. Cabatuan should develop its beauty pagid.... most tourist would visit Cabatuan so they should really clean the streets... Cabatuan should prove that she is the "Mexico of the Asia"... Pavia never stopped blooming... as usual she is getting more beautiful.... nami na ila church.. I think inland resorts would be a great hit in Maasin, since the town is quiet and very rich in Natural Resources... Dingle should also make its move on making the Caves one of the most visited places in Iloilo... We are second Aklan when it comes to the number of toursists each year.... tani makalevel taman sila...

PCA holds top-level gab at Garinfarm

ILOILO – The Philippine Coconut Authority (PCA) is holding a two-day top-level conference starting today at Garinfarm in the municipality of Guimbal.

The conference will be attended by regional center managers of PCA, assistant regional managers, department heads and members of the Governing Board.

The special guest of the conference is Secretary Domingo Panganiban of the Department of Agriculture.

This is the first ever top-level conference of the PCA. One of the important subjects to be discussed is the massive planting and replanting of coconut trees all over the country.
