Municipalities surrounding Iloilo City will definitely go head-on-head with the city in three to five years time. More and more businesses are relocating outside city area. Manufacturing is catered by Pavia and San Miguel. Not to mention that most of Iloilo new gated communities are located outside the city area na. Oton, Pavia and Sta Barbara will be the city's future competitors in the making. Sadya gid ini. And I agree with you Kirby nga Passi City is too slow sa ila growth considering nga mas nauna tani sila city sa iban nga municipalities mentioned earlier. Few business and commercial establishments pa lang gid ang makita mo sa Passi. I think it's high time for Passi City government to change its gear to spur economic activities within the area of jurisdiction. I want to see Passi City more competitive or could compete with Iloilo City. We'll see in two years time.
agree mate. And I really want to see them competing with Iloilo City. A challenge for every towns surrounding the great city indeed. :)

masarap talaga! What's the name of bakery gani nga kanamit sang butterscotch ah?

Breadway's butterscotch is the best I've tasted so far. :eat:

Other delicacies I remember.. Biscocho, Barquillos.. I don't know if these are originally from Iloilo. Anyway, just proceed to Panaderia de Molo, Panaderia de Iloilo, Deocampo's, what else? There's plenty of them. Some have been in the business for decades, some perhaps a century.

Iloilo eyes world market for mangoes
By Jeehan V. Fernandez

Iloilo province is eyeing the world market for mangoes.

“We want to put Iloilo on the map not only in the region and the country but in the whole world,” stressed Diosdado P. Cadena, provincial director of the Department of Trade and Industry (DTI-Iloilo) as Iloilo City is set to host the national mango congress on May 17-19.

Cadena said the country is only exporting some 3.5 percent or about US$40 million even if the mango’s global market is US$1-billion.

Mexico accounts for the biggest share of the industry which is around 33 percent or about US$400 million, ten times higher than that of the Philippines.

Nevertheless, Cadena said that Iloilo could take a bigger slice of the market if the province would keep pace with proper quality and technology for mango production.

“The potential for international market is very great. We have the capability for exports if only we address the issues on production technology and quality of mangoes. We could also expand…,” Cadena said.

He added the mango industry could turn into a major contributor to the economy as it is the third major fruit for export next to banana and pineapple.

“We could hopefully open this for tourism and business-related ventures,” Cadena said, adding the industry players should understand the market better.

“We should also look at foreign countries with no fruit industry like ours or maybe our neighboring nations,” Cadena said referring to Singapore, Hong Kong, Japan and Korea as well as the Middle East and Europe.

However, Cadena noted that “while we see mangoes all over the province, we only rank fourth in terms of production.”

Pangasinan is the biggest producer in the country, followed by Batangas and Zambales.

Ricardo Provido, chairman of the Regional Agriculture and Fishery Council (RAFC), said that Pangasinan is producing 300,000 MT while Iloilo has only around 30,000 MT annually.

Interestingly and ironically, Provido said the famous “mango country” of Guimaras can’t be seen in the list – although it is known worldwide, the volume of production is very insignificant.

Provido pointed out that producers mainly prefer the market abroad and ignore local market potentials.

“Some countries are protecting their own agricultural sector, thus we have to come up with pest-free harvests. We have to understand first the market we are entering for us to comply with their standards requirement,” Provido explained.

Likewise, Provido urged investors to venture on mangoes.

“We should start strategizing as we may diversify into other kind of varieties. The soil and climate of Panay and Guimaras islands have been favorable to mangoes but we still have to adapt to technologies, marketing and harvests standard worldwide,” Provido said.

Dr. Ildefonso Toledo, assistant provincial director of Iloilo, said “we should take pride in the local carabao mango which is considered the sweetest and finest in the world.”

“Mangoes have been popular as ‘backyard plantation’ or for family consumption but we have to realize its potentials in the world market as it is now considered as one of our dollar-earners,” Toledo stressed.

Toledo said the provincial government extended some P200,000 financial assistance to the Iloilo Mango Growers Cooperative (IMGC) for the hosting of the national mangro forum. May 2, 2006

Iloilo City tour kicks off
By Jeehan V. Fernandez

http://www.theguardianiloilo.ph/topstories/photo/topstories2.jpg

Iloilo City is your next trip.

The Iloilo City Convention Bureau (ICCB) launched April 28 its four-hour tour package around the metropolis available daily from 8am to 12noon for only P300 per person.

The bureau is a collaboration of 13 hotels in the city, 10 tour operators, taxicab services, shipping lines, malls, events organizers, resorts and restaurants, local government units (LGUs) and non-government organizations which promote local tourism.

Initially, a 12-seater van was made available to both domestic and foreign tourists during the launching activity last week.

Teresa Sarabia of ICCB said the promotion will last for a three-month dry-run and will undergo refinements to the satisfaction of tourists.

“Iloilo is a lot better with its tourist spots the reason why we have to experiment on what will please the tourists. The pilot stage will ultimately open to a lot of opportunities for the local tourism,” Sarabia stressed.

Mannie Gruenberg of ICCB said that all the member-hotels have committed to sustain the program during its experimental stage.

“We have to sell the tickets to finance the operations and cover the expenses. We incorporate the package tour with our promos and we prioritize the foreign guests,” Gruenberg explained.

“We are very optimistic that this is going to work considering there are a lot of visitors flocking to the city. They could take the tour while spending their free time or when buying souvenir products,” Gruenberg said.

ICCB said they also have competent tour guides to assist tourists while they enjoy what the city could offer.

The heritage tour highlights the city’s point of interests while taking off at Museo Iloilo on the way to Lapaz district – the home of the famous Lapaz batchoy which is a clear soup of noodles and pork innards topped with crashed pork crackers and spicy herbs.

The tour then moves to Jaro district which is known for its old edifices reminiscent of Iloilo’s colonial past such as the Nelly’s Garden, striking Samson Montinola Antillan House, classical Celso Ledesma Mansion, Dellotas antiques and Magdalena Jalandoni ancestral house and art museum.

It also drops by the huge Jaro Metropolitan Cathedral and belfry for tourists to climb the church’s sidesteps and pay homage to the front’s Shrine of Divine Infant and Nuestra Sra. Dela Candelaria.

Likewise, the tour proceeds to Molo district to take a glimpse of the baroque-styled magnificent Molo Church.

The tour then travels along the University of the Philippines in the Visayas (UPV) Iloilo Campus and the University of San Agustin (USA), one of the oldest educational institutions in the country run by Agustinian priests.

It also drives through the Muelle Loney and Fort San Pedro areas to Plaza Libertad and Iloilo City Hall then passing to the New Freedom Grandstand, the final judging area for the world-renowned Dinagyang Festival held every 4th weekend of January, and Hoskyns, the oldest department store in the country.

The tour then passes by Calle Real which is the center of commerce during the Spanish era and Casa Real de Iloilo (near the new Iloilo Provincial Capitol) which is one of the oldest landmarks constructed in 1840, the Arroyo Fountain and the Iloilo River.

It goes back to Museo Iloilo, a repository of Iloilo’s cultural heritage which houses artifacts including pre-historic relics of Panay and other geological finds.

Tourists may also taste and take home Iloilo’s best delicacies as well as unique items on a souvenir shopping at Iloilo Producers Association (IPA) along Gen. Luna street, a showroom of one-stop shop of Iloilo’s finest arts and crafts.

The tour ends at Robinsons Place Iloilo where cultural shows take centerstage.

Mayor Jerry P. Treñas cited the ICCB for the initiative even as he encouraged the private sector to organize themselves while the city government gives financial support on how to effectively sell local industries.

“We are slowly doing our best to market Iloilo as convention center,” Treñas said. May 2, 2006

Iloilo schools urged to bank on IT courses
By Jeehan V. Fernandez

Schools in Iloilo City are urged to promote studies in the field of Information and Communication Technology (ICT) which is fast becoming a major economic boost here.

Velma Jane Lao, IT account officer of the Department of Trade and Industry (DTI-Iloilo), said that schools should develop their IT-related courses in order to provide competent graduates that would form the effective manpower of the booming industry in the city.

Lao said the initiative will be highlighted during the IT Week celebration initially set June 13-16 when classes open.

The idea of conducting the week-long IT focus activities was noted during the ICT Planning Forum with Commission on Information and Communication Technology (CICT) commissioner Dondi Mapa March 28.

“The activity aims to advertise and create local and national awareness that Iloilo has what it takes to become an IT hub outside Manila and Cebu,” Lao told The Guardian.

This first-of-a-kind IT event is initially planned to highlight a summit among the participants, career fair of ICT firms, lectures as well as exhibits on the local IT prospects.

The activity is also expected to mark the institutionalization of the proposed Iloilo Foundation for Information Technology (I-FIT), a local promotion body which may oversee ICT manpower requirements.

Lao noted that action plans for the creation of I-FIT would be conducted this week while the chief of a Cebu-based IT council would start working on its replication for Iloilo.

The I-FIT is patterned after the Cebu Educational Development Foundation for IT (CEDF-IT) which seeks to promote skilled IT workers.

“I-FIT is being envisioned to bond industry players, the academe, government and NGOs to work together in pursuit of a shared vision of helping transform Iloilo into a major IT hub through proactive intervention in the human resources sector,” Lao pointed out.

With this, CEDF-IT executive director Bonifacio Belen will be in the city to conduct studies, do workshops and meet with representatives from all stakeholders including the academe, industry players, government and non-government organizations.

In a letter to DTI-Iloilo, Belen said he will need to carry out interviews and conduct focus group discussion with the key stakeholders.

“We will hold the visioning and organizational-setting workshop with the prospective founding convenors present and participate actively. Likewise, we will meet the founding leaders for mentorship assistance sessions,” Belen said.

Lao said the adoption of I-FIT was decided after a forum on “Answering the Call of Outsourcing” March 9.

“Upon hearing the concept of CEDF-IT from Belen and the impact it has made to Cebu’s IT economy, the participants here were motivated to replicate the same in Iloilo to benefit from the best practices and effective experience in Cebu,” Lao stressed.

She explained they consequently created an ad hoc committee to carry out the process of organizing and tailor-fitting the foundation for Iloilo which is composed of representatives from the city and provincial governments, industry players, the academe, the DTI and the Technical Education Skills and Development Authority (TESDA).

Lao explained the I-FIT benefits from a USAID project called “Embedding the CEDF-IT Model” which is a mentorship assistance program on IT-focused board.

She added the Iloilo IT group would shell out a P20,000 counterpart budget for the project.

“We want to have manpower which is fit for the position. If we have the lead agency, it would be much easier for us to promote the IT industry. We also really need to improve the human resources,” Lao said referring to the I-FIT’s aims.

Belen’s one-week study on IT’s trends and directions will be presented to the convenors for them to see the benefits so they may be able to invest on such promotion. May 2, 2006

5 land developers vying for Mandurriao airport property
By Francis Allan L. Angelo

THE area where the Iloilo domestic airport in Mandurriao is situated will be converted into a recreation and IT center as part of the city government’s efforts to attract more investments into the city even as five major developers are eyeing to develop the property.

Speaking before the business forum sponsored by The Guardian and the University of San Agustin Friday at Hotel Del Rio, Treñas said the Department of Finance (DoF), Iloilo City government, Air Transportation Office, Department of Transportation and Communications (DOTC), Department of Justice (DoJ), Department of Budget and Management (DBM) will draft a comprehensive plan on how to convert the area into a viable economic and recreation center.

The conversion of the old airport into a commercial and residential center has become imperative what with the nearing completion of the new Iloilo international airport in Cabatuan-Sta. Barbara.

The international airport is expected to be finished March 2007 and will be fully operational July 2007.

The DoF has hired the services of CB Richard Ellis to help map out the conversion of the domestic airport. Richard Ellis was the same firm that helped in the conversion of Clark Airbase and Fort Bonifacio into thriving economic centers.

The World Bank pledged US$60,000 for the 11-week assessment project of the 60-hectare property which began last month. A task force and technical working group have been created to work on the asset disposition of the airport.

“The old airport will be converted in such a way that it will not compete with businesses outside its area,” Treñas said.

City Hall is planning to convert parts of the old airport property into a theme park, ICT park, convention center and residential area.

Treñas’ announcement jived with the recommendations of Ilonggo business executive Rex C. Drilon II who was the guest and resource speaker for the business forum.

Drilon noted the lack of recreation and convention centers, ICT parks and other infrastructure facilities in Iloilo City necessary to attract potential investors.

The conversion of the old airport into a commercial center will augur well for the City government’s plan to make the metropolis a premiere city by 2015.

Also, Treñas said significant results have been reached in the ongoing negotiations with five major developers eyeing the airport property.

He said among the interested buyers of the property are Ayala Land, Filinvest, Robinsons Land, SM Prime Holdings and Land Co. of the Metro Pacific Group.

The Mandurriao airport property is expected to earn the government at least P12 billion. Treñas earlier said that part of the earnings from the airport sale will be used to repair and improve existing roads and construct new thoroughfares and bridges in the city.

“The old airport will become the locus of development in the city,” Treñas said. May 2, 2006

Maayo gid ina nga ang iban nga districts sang ciudad madevelop man. What I want to see subong is development outside sa ciudad sang Iloilo. I want to see Pavia, Sta Barbara, Leganes and Oton rising from its present state. Diversion area is dramatically developing at present though we should never deny that at some point, apektado man kita sang crisis brought about by the political turmoil haunting our country. Subong mataas naman ang gasolina, I'm sure ang pamasahe taas na naman. The rest will just follow soon.
development in suburbs is imminent in nature. damo na nga mga investors nga gusto mag-put up sang ila businesses sa sagwa sang ciudad. Though we couldn't tell yet right this time kung sin-o ang may pinakadamo nga investors. Iloilo City is overly congested and towns surrounding the city are slowly developing naman into commercial-industrial-residential-agricultural area. Damo na mga towns ang nag-improve. I think seeing another town competing with Iloilo City is a good idea gid. Therei' like 5-10 towns in my mind nga pwede gid ma-develop into another business place. Pero unless these towns will have buildings like sa Iloilo city subong, let's not jump into dark ie making them cities just to be called one.

This is really good news. Could they just subdivide the area to these five bidders? Galing kay kung i-divide nila, daw ka diutay gid. Tig-12 hectares na lang sila. Let's hope nga ang mga bidders nga indi magdaug will consider Pavia, Sta Barbara, Oton, Pototan tobe their sites in Iloilo. Mas promising man ang mga area sini. I'm sure they can get something out from these towns.

They could also be a good residential area within the province kay ang access nila sa city is okay gid. If you are driving a car, thirty minutes siguro or even less ang Cabatuan to Iloilo City. Sa jeep naman, less than an hour siya. Cabatuan will definitely improves its tax collection tungod sa bag-o nga airport. I'm sure ang ila mayor has a good plan para sa ila town.

Hehehe this is good!

My suggestion: since the area is 60 hectares... why not divide it to 5 = 12 hectares each. That way everybody happy.

I mean... kung plano nila high rise buildings then 12 hectares for each is more than enough.

Just think of the possibilities and rapid progress and development as each bidder has its own strength and expertize and specialization!

Iloilo - always a business center

ILOILO, at present, is a business center of the Visayas. It has the greatest number of banks outside of Manila – more than 150 banks. A great amount of deposits in these banks come from the agricultural sector since Iloilo is primarily an agricultural land chiefly producing rice and earning it the moniker as “rice granary of the Philippines.”

Nationally, Iloilo is also a top producer of fruits especially mango and coconut; and a leading producer of sugar and livestock (poultry, cattle, goats).

Iloilo is also top in deep sea fishing with Estancia as the center (dubbed long ago as “Alaska of the Philippines”) and inland fishing, producing milkfish, the most delicious in the country, and lukon (tiger prawn).

On top of these, West Visayans comprise 40 percent of all Filipino overseas workers and merchant marines / seamen. They contribute much to these bank deposits. It is reported that every month, Filipino overseas workers and seamen send P1 billion to the Philippines. This means P400,000 are sent to Iloilo every month.
.........

simple math sala-sala pa
400,000 is a VERY SMALL amount :D
Php400 million is the correct figure

its not impossible for Cabatuan, Sta. Barbara and Pavia to start a faction but i think it is not also impossible for the towns to start cooperating for a much better development... i hope these towns will become the "Three Blind Mice of Asia"... you know waht i mean.... even if the description is quite negative but it really means that in order to survive, the three bilnd mice should hold hands... and combine their very own specialties... its not that impossible. if applied to the three towns.. even if they stand in a third world community, Pavia, and its advanced industrialization mixed with Sta. Barbara's Historical and progressive indentity and Cabatuan's Public Service and tourism Identity... they will surely become a hit!

Cabatuan is also focusing on tourism right now, since the town has potential tourist attractions... and i think even if Cabatuan is incompatibel with Sta. ITOA: Making Iloilo the festival capital of the country
By Kathy Villalon Cinco

THE PROVINCE of Iloilo wants to be known as the festival capital of the country and with the active participation of the Iloilo Tourism Officers Association (Itoa), support of the Department of Tourism, Provincial Government and Municipal Governments, this is not far-fetched.

The Itoa, according to its President and Municipal Tourism Officer of Pavia, Susan Jovero, was organized in 1999. "This was informally organized when Board Member Rodolfo Cabado called for a colloquium in 1999. That's where we started organizing ourselves. The first president was from Maasin. I'm the second president. I was elected sometime 2002," Jovero told SUN.STAR Iloilo Weekend.

Those eligible to be part of the Itoa are municipal tourism officers, the tourism officer of Passi City, Sangguniang Bayan members who chair the Committee on Tourism.

At present, there are 25 active members out of 42 towns in the province and the component city of Passi.

"With this number, it was difficult for the province to collaborate with us. Thus, the vision of Itoa is to synchronize the tourism activities in the province by pooling our resources," Jovero said.

Projects

The Itoa's first project was the Sinadya sang mga Banwa which is consonance with Iloilo City's celebration of Dinagyang. "We have three activities --- the foodfest, which showcases the culinary of Iloilo province, the vocal solo contest and the dance sport participated in by candidates endorsed by the municipal tourism officers," Jovero said.

Their second project was Tumandok in 2005. This showcased the exhibits, products and festival queens of different towns.

"This year, we will have our Festival of Festivals by April. So, all excerpts of the festival in the different towns of Iloilo and the city of Passi will be launched. This will be in consonance with the celebration of Semana sang Iloilo at the Provincial Capitol," she said.

Culture of sharing

"We are being encouraged, through the Provincial Tourism Office to pool our resources together and to attend conventions, seminars and workshops. Whatever the expertise is in the other towns, it's being shared in the association. If a tourism officer has an expertise in the promotion, it is being shared with others. We also help each other in putting up festivals. When our respective festivals are celebrated, we go as much as we can to show our support," Jovero said.

Simultaneous festivals

Itoa was also able to solve the problem on festivals falling on the same dates.

"For example, Pavia. We celebrate our festival every May 3. Then, three years ago, Oton had their Katagman Festival on the same day and the mayor does not want to move the date. So, we settled this. So, Pavia celebrates its feast in the morning and Oton celebrates theirs in the afternoon. So, after we're done here, we proceed to Oton. So, we have each other in the promotion of our festivals. Besides, tourists going in Pavia would always look for resorts which Oton has. So, we complement each other," Jovero said.

She said that the DOT and the Provincial Tourism Office also help them in arranging the schedules.

Support

Jovero said that the Municipal Government and the Provincial Government are the main sources of funds of the Itoa to realize its efforts.

She said, for example, during their participation in Wow Philippines in Intramuros, "almost all of our expenses were shared by the province and the DOT. They knew that we've been supportive in terms of our services. Each tourism officer is also supported by their municipality."

For non-financial support, Jovero said that non-government organizations and schools are supportive, too.

"We have the support of the NGOs, the travel and tours and the Iloilo City Convention Bureau. They are now aware that Itoa exists. The management of SM City Iloilo is also supportive. Every year, they are holding their Fiesta in the City which showcases our municipalities. Also, we have tourism students from Central Philippine University (CPU) who approach us and ask that the municipalities be featured in trade fairs and exhibits," she said.

Jovero is hoping that the Itoa would soon have its own office. "We greatly need an office, especially when we have fairs, exhibits and competitions. We find it hard to gather, convene and have a place for us to take up these matters," she said.

She revealed that they are awaiting one of the rooms in the DOT that was promised earlier by Provincial Planning and Development Officer Mario Nillos.

Achievements

One of the achievements of the Itoa and its partnerships was the feat that Western Visayas derived from Wow Philippines in Intramuros.

"During that time, it was a really big opportunity for the Iloilo Province. It was there that Pintados de Pasi was known. They received invitations to perform in competitions like in Aliwan where they won. Sta. Barbara and Iloilo City won, too. The event in Intramuros was really a showcase of our festivals. In fact, it was Western Visayas that got the highest sales in terms of products as well as the highest number of visitors. We really made a record," she said.

Best

"We in the Itoa are doing our best. It's our aim to promote the tourism industry," she said.

Jovero said that if there's one attraction that we can boast of, it's the people. "Ilonggos are very malambing (sweet) and hospitable."

"We'd like to show to the people that as agents of this promotion, we are doing our best. Iloilo is considered as the heart of the Philippines and we want to have that claim as the festival capital of the country. We are working into it. We would not forget the efforts of the Provincial Government for being supportive and accommodating. We also acknowledge the support of the DOT," Jovero concludes./KVC with Ramon C. Salvilla

Cabatuan can go for tourism and residential/commercial as well. I'm sure there will be a good competition between these three towns once the airport will start its operation. Sta Barbara right now is posing towards tourism and recreation, and I'm sure Pavia will not only go for agro-industrial. Remember that Pavia hosts the highest number of gated residential home right now next to Iloilo City. Besides, Pavia starts bidding for commercial and tourism areas as well. A lot things to see in few years time. Let's see how it goes.

Wow! I never knew that Cabatuan had been the capital of the province twice. Thanks for the info Pacific. This could lead to historical prowess of Cabatuan. But let me ask you why Cabatuan HS graduates go to UPV? Is it because UPV offers courses suited for Cabatuanons? Or simply by choice lang gid?

Btw, how far Cabatuan is doing in terms of tourism. I hope diri sila ma-focus. I do agree nga we should take tourism seriously if we wanted to improve but at the same time, indi man naton pabayaan aton agricultural economy kay on a later stage kita naman ma-suffer kay we have to import foods form other regions or provinces. Our economy should by all means be sustainable in its own rights.

Tampisaw Festival: celebration of water

CONCEPCION, Iloilo – The otherwise placid and deep waters of the municipality of Concepcion joined the laughter and frolic of those who waded in them, as the annual Tampisaw Festival kicked off last April 27 at the Pan de Azucar Island.

Tampisaw is a homegrown, community-based eco-tourism festival that annually coincides with the celebration of the World Earth Day. The people of Concepcion have an inherent love of water which is reflected in their activities during the Tampisaw.

Concepcion Mayor Raul Banias said that this year’s celebration was guided by the theme: “Concepcion’s Conservation Effort Today: An Earth Saving Legacy Dedicated to the Next Generation,” which highlights the municipality’s environmental management initiatives.

The festival was ushered in by a fluvial parade and ceremonial launching of the Polopina Marine Protected Area and the observance of Ocean Month in the afternoon of April 27, and the Talents Night of Perlas ng Tampisaw Search and Disco at the Beach in the evening.

The second day was highlighted by the holding of traditional games and water sports participated in by the different barangays and a concert by the Cool Grey band at night.

The third day featured the Perlas sang Tampisaw Pageant, the winner of which was expected to participate in the activities that address conservation and preservation of Mother Earth for the entire year of her reign.

An interesting feature of Tampisaw this year was the launching of the “Panabo sa Tampisaw Festival” which relived the spirit of giving and sharing of the olden days of Concepcion.

The Panabo was done every 7 a.m., 3 p.m. and 8 p.m. during the three days of the festival.

let CPU be assertive enough to raise the issue. It's campus is one of the best in the region. And I know Centralians around the world is damn too proud of CPU. Biskan diin ka lang magkadto, may Centralians gid iya.

looks like the competition between these three central towns of Iloilo is brewing. The Western Visayas (Iloilo) International Airport will due to open next year. Pero subong pa lang, ga-contest na ang mga towns surrounding the airport. Will it be Pavia? Sta Barbara? Cabatuan? Leganes? Oton?

* hopefully the city/prov govt WONT wait for the sale of the mandurriao airport for them to build a convention complex to create a convention city atmosphere for the city and province
I agree Whyte but let's give them time to think. Budlay na magsala pa sa sobra kadali. Besides, daw wala pa man mabal-an kung diin sila makuha sang fund? though ang final lang at the moment is that, Iloilo won't go for loan para lang makapatindog convention center.

I think they are renovating it now, pacific. I liked to see the Alimodian Church restored from its original size and look. It's massive. And if I'm right, the side of the church going to the convent was transformed into a park. I've heard that they're even catering for garden wedding right now. MR. BELUSO
Welcome roxas, hope to see you post here more often :)
Guys, I've read somewhere sa The Guardian (nadula ko ang link) that Mayor Trenas is supporting COAL-FIRED POWER PLANT entry sa Iloilo. Any comments?
I know a little bit of coal-powered fire plants because I learned about them in Simcity :D It's the cheapest source of energy but it also releases the most pollutants in the air and water, what I do is I plant a lot of trees around the plant so that some of the pollutants are absorbed ... I know its a bit crude to compare to a simulation game but what I'm trying to say is that with the proper management, environmental disasters can be minimized or avoided especially when there is existing technology that can significantly minimize the amount of pollution that coal-powered fire plants realease (aS promised by KEPCO, which has similar plants spread across the highly dense South Korean peninsula.)

I agree to putting up a coal powered fireplant, pero tani they should put it in a more "disposable" nga area and not in Ajuy, where possible environmental damage can greatly affect the fishing industry, the town's major means of livelihood.

Dasun the new plant will have a capacity 100MW which is more than double the baseload of the province of Iloilo, some are criticizing that the excess power will make unnecessary costs to consumers. Teh kung 100MW ang capacity niya, then the solution to the problem is run the plant under-capacity eh para may excess power (just like what I do sa simcity). Ka simple ... Mas maayo na gani nga may excess ang Iloilo para maging net-exporter man ang Iloilo, wala na brownout which costs Iloilo more (than what consumers are going to pay for the excess power)and Iloilo will have reserve power for its development in the future. Diba were looking for a permanent solution?

ti ano kuno ang solutions nga ginaplastar sang RISE haw? I'm wond'ring whether RISE is an asset or a disadvantage for Iloilo. They loved to blabber around. Too much noise, less work. Kung ipasa ta abi ang energy problem sang Iloilo sa ila? This could a challenge for them kay ti sila makapangita solutions to make our energy in the city and province sustainable in the future. We'll see na lang. But as the problem rises, less people are supporting their crusade. We don't need another self-righteous organisation right now. What we want is for our local government to address the issue as soon as possible.

its not impossible for Cabatuan, Sta.
Combined forces against Majestic City of Iloilo? Joke lang guys! I wish there'll be more cooperation of towns surrounding the city, not to compete in a bad way but actually to complement each other to provide economic prosperity within their respective area. All towns mentioned above is promising in its own right. I wish them all the best!

Education, training will result to employment: Tesda
By Roilo Vincent G. Laguna and Melanie Maderable
Sun.Star Iloilo Interns

"EDUCATION and training will help the job seekers to find employment," according Buen Mondejar, regional director, Technical Education and Skills Development Authority (Tesda) in Western Visayas.

During the launching of President Gloria Macapagal-Arroyo Training for Work Scholarship Project (PGMA TWSP) yesterday at SM City Iloilo, Mondejar on his message said that the employment generation is one of the key points of PGMA's 10- Point Agenda.

The activity, he added could bridge the gap between the problems on supply and demand. Furthermore, the activity has its tagline: Handog ng Pangulo sa Kabataan at Manggagawang Pilipino this Labor Day.

This project implemented under the President's Pump Priming program. The government has allocated P500M for this project for 100, 000 scholars nationwide. This is in support of the growing demand of job in the country and for key areas where there are work shortages.

There are seven sectors that need more skilled workers that's why the government answered this call. These are: aviation, agriculture, medical tourism, health and medical services, hotel and restaurant, metals, and services. Also for business process is outsourcing (BPO) like call center agents, medical/legal transcriptionists, and software developers.

Among these sectors, the number one demand is the call center agents, hence, this is the first focus in implementing this project. The government will later increase the assistance depending to the result of this program.

In region VI, according to Mondejar, initially there are 300 slots for call center agents and 150 slots for medical transcriptionists.
Its main two objectives are: one, to provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment; and two, to empower private education and training institutions to offer relevant training programs that meet job requirements.

The project partners of the PGMA Training for Work Scholarship Project are Technical Education and Skills Development Authority (Tesda), Department of Labor and Employment (Dole), and Office of the Presidential Adviser for Job Creation. While for private sectors are Business Processing Association of the Philippines and its member association, call centers, and training providers.

Also, it is supported by the following partners and sponsors such as: ePLDT Ventus, Echo Customer Contact System, Inc., Call Box Inc., MedLink Transcription Services, John B. Lacson Colleges Foundation (Arevalo) Inc. Information Technology Training Center, Panpacific Call Center and Training School, VMA Global College, St. Zita Training and Development Center, Inc., Focus Communication, SM City and Mang Inasal Chicken House.

* kon may ara OTOP (one town one product), it seems there is also "OTOF" (one town one festival) tani tanan nga towns sa iloilo would have their own festivities to further encourage the heritage and cultural development side by side with economic boom
I think I'll go for Marsleg post. I like to see Semana Sang Iloilo with the battle of Iloilo's Festivals. Mas manami and mas masadya. It would enliven every Ilonggos blood rather than all speeches and promises.

* :( wala na nadala ang CPU sa iloilo city tour?having been declared as one of the tourism spots in the city should have made CPU a destination. in the future cgurado ara na da sya
ti, sulatan ta si Tatay Juaning sini nga mag-reklamo .. he he. Indi gid ko magpasugot iya .. dapat ara gid ang CPU!

* tani friendly competion ang matabo between cabatuan-sta barbs-pavia with the emergence of the new airport.each can concentrate sa ila nga "forte" pavia-agro-industrial,sta.barabara-recreation/tourism,cabatuan-any idea?.
ooopppss .. sensing something here .. he he. Will this be a start of a battle for economic greatness of central towns of Iloilo? Looks promising to me.

* hopefully the city/prov govt WONT wait for the sale of the mandurriao airport for them to build a convention complex to create a convention city atmosphere for the city and province
any news for Gov Tupas' planned convention center?

if it would be an answer to energy crisis back home and ang environmental aspect niya is favourable naman, then why not? Dapat i-orientate lang maayo ang mga taho sa aton sang benefits and liabilities or advantages and disadvantages sang coal power plant. Ang grabe nga nagapamalabag sina, wala nagapamati anay ... ti, depende lang ina sa ila. They are opposing but they are not giving solutions man. Hasta na lang kita iya pirmi sa protesta. pasensiya lang pero daw sa amo gid ina aton kultura didto. Again, let's just embrace it na lang kuno.
In as much as I don't like coal, I do agree with you Wecky. People back home closed their minds to coal-fired power plant even before pa gin-introduce ini. RISE especially is creating havoc about this issue yet they never supplied info/s or gave any alternatives to answer the problem. They loved to talk (well it's our right and freedom, so are we) but they do really less. People in Iloilo is too tired hearing all these arguments. What they want is a solution. That's all. We have enough of politicking already, pati ba naman sa kuryente, hatagn pa pamulitika? It's a sad state indeed. Dapat i-educate tanan nga pumuluyo sang benefits sini and present disadvantages, too .. then we have to weigh. Amo lang na. Exactly Jon! Fortunately now, indi lang ang mga NGOs kag groups leaning to the left ang involve... pati na ang simbahan. Ga join na sila sa mga discussions. Last year, they invited different personalities/politicians in a forum on coal powered plant.

I remember years ago when a talk between the government and other opposing groups took place. Nag ilinaway guid ya kay nasudlan pamulitika. Some groups who went against the government were controlled by a certain politician. So ang iya concern wala sa environment, sa kontra ya lang. Hope it won't happen this time.

Ara pa lang sa planning stage kuno Jon hambal ni Board Member Oso
Good. Tani ma-materalised lang gid. It's not nga ang ciudad lang sa Iloilo ang ma-benepisyo but ang province man. We are turning into a convention city. This year kung na-notice lang sang tanan, almost every month may national conventions and get-together dira sa Iloilo. It's a good move. Hotels are increasing in numbers, too. Tani ang 3,000-seater convention seater maka-provide gid dako nga bulig especially if we are looking forward of hosting international conferences as well in the future. The plan is there, tani matabo lang. And yes, out lang ang loan siguro. Bond flotation is the best alternative. If I can remember man, Iloilo has millions of surplus. Let's leave it that way.

Btw, NTB, how about ang plan nga create an IT Park near Iloilo Sports Complex. Pasensiya lang ha .. damo gid ako pamangkot iya.

Hi NTB!

Quick question regarding the Panay Railways any development? I inquired the Provincial Development office ginpasa nila ako sa city development office tapos ginpasa na naman ako sa NEDA-R6....

Do you any info about this?

Hi Soulmaker! A member of the provincial board who happens to be a lawyer texted the ff: "daw ang panay railway is a quasi public corporation, we can provide assistance but the construction is their own undertaking."

I asked another lawyer-member for an update on the proj. He'll try to look for info kuno. Hope that somehow cleared the jurisdiction. Take care!

Even Guimbal and Miag-ao now are hosting national conventions. Mind you, indi sila city but they have the capacity to host. Amo ina iya. We love bickering but we love a tangible results more than anything else.

Hehehe this is good!

My suggestion: since the area is 60 hectares... why not divide it to 5 = 12 hectares each. That way everybody happy.

I mean... kung plano nila high rise buildings then 12 hectares for each is more than enough.

Just think of the possibilities and rapid progress and development as each bidder has its own strength and expertize and specialization!

good suggestions pero sa mga dalagko nga companies siguro 12-hectare is too small. I hope they'll give it to the winning bidder. Let other bidders look sang place kung diin sila mag-plastar. Pavia, Sta.Barbara, Leganes and Oton are few most feasible sites for development. They can even include Pototan in the list of prospects. And for you, Metro, HALA BIRA ILOILO!

ILOILO CITY and PROVINCE
The 16th Thread

Iloilo is a province of the Philippines located in the Western Visayas region. Its capital is Iloilo City and is located at the southeast portion of Panay island, bordering Antique to the west and Capiz to the north. Just off Iloilo's southeast coast is the island-province of Guimaras and across Panay Gulf and Guimaras Strait is Negros Occidental.

http://i3.photobucket.com/albums/y54/chymera00/iloilocitypics/IloiloLocation.jpg

Located 238 statute miles from Manila, Iloilo is the gateway of the Western Visayas Region. The province comprises the southeastern part of Panay Island. Iloilo is 55 minutes by plane from Manila. Should you opt to go by sea, Sulpicio Lines, Negros Navigation and Aboitiz have ships plying from Manila (19 hours).

Natural boundaries, such as mountain ranges with peaks as high as 7,000 ft., lie between Iloilo and Antique on the west and Capiz on the north. Mainland Iloilo is composed of plain interspersed with upland portions. The capital, Iloilo City, rests between the Iloilo and Batino rivers which from the angle of a nose. This location is the root of the province's old name, ilong-ilong which means "noselike".

Iloilo province, and its beautiful city, ranks as one of the country's foremost centers of culture, industry and trade. Located on the southwestern tip of Panay Island between the Iloilo River and the Guimara Strait, its attributes as the repository of architectural and artistic legacies, as the promising point of progress in aquaculture, and as a trove of unexplored tourist attractions give it an allure so bewitching as not to be missed.

Iloilo is the cradle of early Philippine civilization. The telltale marks of such cultural influences live on in the century-old houses, the period churches, the colorful festivals, and in the enterprising bloodline of its people. Iloilo has a glorious past as the land's great sugarbowl and the locale of the haciendas of the old rich - whose scions and daughters turned down the centuries into the dons and donas of powerful economic dynasties.

http://i3.photobucket.com/albums/y54/chymera00/iloilocitypics/RomanCatholicChurches.jpg

Some of the testimonies to this awesome heritage are the churches. Nowhere else can church tours prove so rewarding. The Miag-ao Fortress Church is a grand example of a medieval bastion church with onrnate floral designs on the facade; another colossal monument is the San Joaquin Church and cemetery known for its bas relief featuring the Castilian and Moorish wars, while its cemetery is picturesque for its hexagonal chapel with rose windows and twin-tiered balustrades that lead to its entrance; meanwhile, three staircases lead to the historic rock; whereas the Rennaissance - inspired Molo Church and orphanage, the Asilo de Molo, are unique for their architecture as well as for a rare product, hand-embroidered barong Pilipino in pina cloth; the Pavia Church is a red brick and coral windows cases and rightfully deserves a place in one's travelogue. These churches are no farther than two hours' distance from each other.

Iloilo province is primarily the commercial and trade center of Western Visayas, with commercial, industrial development and rural banks, financial and investment houses, insurance companies, and realestate agencies and developers. Nevertheless, agriculture is the province's main source of livelihood. In fact, Iloilo's production of rice, sugar and mango has made it one of the country's top agricultural producers.

http://static.flickr.com/25/93600246_b6b952a8c8.jpg?v=0

The city's population represents a big manpower pool and a growing consumer market. Purchasing power is generally high given the favorable income distribution in Iloilo. Assuring the business sector of a steady supply of multi-skilled manpower are the city's 30 tertiary schools and 6 universities.

Iloilo's is a byword for its famous festival - the Dinagyang, a local mardigras. Held every January in honor of the Infant Jesus, the festival is a major tourist attraction.

Another even Iloilo is known for is the Paraw Regatta. Which is participated in by local and foreign sportsmen.

I thought you'll say depende sa exchange rate Kirbs. But there you go, somebody is revealing nga manugpuli na siya sa January. IN time for Dinagyang Festival gid. January is an absolute good start of the year gid. I hope to see more devlopments in Iloilo City and Province, too. Sadya lang mag-lagaw.

By the way Jon, Kirb, Metro, Chy and sa tanan nga ari di subong, if you wanna have good food: seafoods guid bala, try going to Joy-Joy's in Dumangas. If you want medyo probinsiya nga atmospere with good food try ang stalls/Park in Banate. Indi ko negosyante ha, haha! Super maayo ang food and nami lugar nila. Well, okay man siya. Ang sa Beach Bum naman nga ginakadtuan namon, okay man ang place. Gutom na gid kami on our way back home from Barotac Nuevo via Dumangas. Man ayawan kami hulat sang kabayo sa Casa Fiametta. It's lovely there kapin pa kung summer. Ang problema lang is ang booking. Kinahanglan you'll book in advance kung gusto mo makadto didto.

Treñas joins UN sustainable devt forum
By Jeehan V. Fernandez

ILOILO City Mayor Jerry P. Treñas is in the United States to join the 14th session of the United Nations Commission on Sustainable Development (CSD-14) at the UN headquarters in New York City, May 1-12.

Treñas is the only Filipino participant who will sit down with government executives of various countries and organizations and UN diplomats to tackle sustainable development initiatives that seek to address major issues such as energy, industrial, climate change and air pollution.

Among the participants are Hansa Patel, executive director of All India Institute for Local Self Government; Deputy Mayor Emilio D’ Alessio of Ancona, Italy; Deputy Mayor Venelin Donchev Todorov of Bourgas, Bulgaria; Councilors Marian Nieuwoudt and Themba Sikhutshwa, Sindiswa Mququ, manager of international relations, Abdul Waheed Patel, manager of strategy and development office and Dr. Ivan Toms, director of City Health Services, all of Cape Town in South Africa.

Other delegates include International Council for Local Environmental Initiatives (ICLEI) vice president Stephen Kabuye who is also the mayor of Entebbe, Uganda; Commissioner Sanjay Jaju of Hyderabad, India; Marguerite Barenburg and Petunia Lebogang Pheto of Johannesburg, South Africa; vice mayor Tsutomu Uehera, mayor’s secretary Tempei Goto and Makoto Suganuma, International Cooperation Director of Climate Change of Kyoto City, Japan; ICLEI president David Cadman who is also a councilor of Vancouver, Canada; Kim Lundgren, ICLEI northeast region director based in USA and Tanya Imola of ICLEI world secretariat.

The delegates are required to bring along with them case studies that would provide valuable inputs to the CSD deliberations which highlights best practices and lessons learned relative to the said issues.

The case study of a participant would be a successful approach in addressing the said problems.

“As a review session, CSD-14 is tasked with identifying barriers and constraints, lessons learned and best practices in implementation in the thematic cluster for sustainable development of energy, industrial development, air pollution/atmosphere and climate change,” UN Minister Aleksi Aleksishvili who is the CSD-14 chairman said in its website www.un.org.

Aleksishvili explained the CSD-14 aims to catalyze concrete action at the national, regional and international levels by all stakeholders wherein the issues are closely linked in their economic, social and environmental dimensions.

“These issues should be dealt with in an integrated manner, as called for by the previous forum (CSD-11). Means of implementation and other cross-cutting issues should also be addressed. We should avoid compartmentalizing these issues and putting them in silos,” Aleksishvili clarified.

He also pointed out that “by adopting an integrated approach and relying on its unique strengths, the commission can identify win-win action that maximizes synergies in implementation.”

Aleksishvili said that the CSD as the high-level body on sustainable development within the United Nations system is widely expected to play a lead role in galvanizing action in implementation.

He said that governments, international organizations and Major Groups look to the CSD for action-oriented initiatives and to make this happen, there should be close collaboration with the officials.

Aleksishvili said the review session will benefit from national reports/case studies, Secretary-General’s reports, outcomes of regional implementation meetings, contributions from UN agencies, major groups as well as results of inter-session events.

He added that CSD-14 will continue to feature a rich variety of activities through an enhanced Partnerships Fair, Learning Centre and Side Events. May 3, 2006

Indi nga wala pa gani, gawaswas na to ang iban nga law-ay ini, maguba aton environment, etc .. pero, have we talked it all out sa concerned agency? wala man siguro ah.
I'm so tired of hearing and reading it, too. Pirmi lang amo sina ang balita. Every two or three months, PECO is increasing their rate. Ginagatasan nila ang mga taho sa ciudad. I opt for Gonzales suggestion nga i-baligya na lang ang PECO. If they can't meet the demand of Iloilo City alone, then let them go na. I think we deserve another power provider. ERB is doing well and so with city government pero ano ang resulta, amo man gihapon. Tani after sang problema last December, ginhimos nag-shop na ang city hall sa mga new investors. Ti kay daw ginpabay-an man lang nila mo. We'll see in few days time. May mga temporary solutions sila ang gina-study-han subong.

try to catch up lang di Metro. Baskog mga postings lately. Moreso kay ang mga psotings are coming from people here abroad ano pa 24/7 aton dala sa thread nga ini. Besides, damo gid man development sa aton nga worth talking about. I'm sure you'll find it hard to catch kay biskan ako nga ri diri almost everyday, medyo nagakadula pa ako. In matter of hours, baylo na naman ang thread. So there you go.
I agree gid. Kadamo subong developments kag plans for Iloilo, so damo gid di estoryahan eh. And like what everybody says, indi lang pirmi isa ka topiko. I'm glad we are sharing ideas here. And pooling resources, too. Dinagyang.Com is doing well. May bag-o naman didto nga pareho man di, loves to discuss things about Iloilo.I'm sure may makuha naman ta nga balita in few days time. Cheers everyone!

Hello, how's everyone?

Just got back from a trip again, this time sa San Jose de Buenavista, the capital of Antique for their municipal fiesta ... Abi ko wala-wala na guid ang San Jose, guess nag sala ako, may ara na sila gani 2-storey stand alone Jolibee.

Diba were looking for a permanent solution?
post lang di or sa Panay Provinces ang pictures sang Antique, Chy. Glad Antique is improving as well. Seems our neighbouring provinces are doing well, too. Kanami gid pamatian. It's convergence of power in Panay Island and Guimaras. Anyway, thanks for sharing your insights about the coal-fired plant, Chy.

* as usual great nice articles and pictures

* kon may ara OTOP (one town one product), it seems there is also "OTOF" (one town one festival) tani tanan nga towns sa iloilo would have their own festivities to further encourage the heritage and cultural development side by side with economic boom

* :( wala na nadala ang CPU sa iloilo city tour?having been declared as one of the tourism spots in the city should have made CPU a destination. in the future cgurado ara na da sya

* tani friendly competion ang matabo between cabatuan-sta barbs-pavia with the emergence of the new airport.each can concentrate sa ila nga "forte" pavia-agro-industrial,sta.barabara-recreation/tourism,cabatuan-any idea?.

* hopefully the city/prov govt WONT wait for the sale of the mandurriao airport for them to build a convention complex to create a convention city atmosphere for the city and province
I agree Whyte. Tani man, they'll start building the convention center soon. About naman sa tatlo ka towns mentioned above, I'm sure they'll reap their price once the international airport will open by June next year. We'll see lang .. hehehe.

its not impossible for Cabatuan, Sta.
I still see a healthy competition between these three towns in the future. I'm sure they'll each develop something to make their economy more competitive with the City of Iloilo.

Take care!

Hi NTB, thank you very much for this info. I hope that this project would not be a paper project... I am looking forward to see it metrialized... dugay ko na gina handom na makasay sang train sa Iloilo.

* thanks for the replies to my "usual" rantings :D

* didn't have any idea that Cabatuan has a lot to offer.silly me  hopefully each of the 3 towns will complement each other NOT fiercely competing negatively.
PAVIA-agro/industrial (okay gid kay ara sya sa tunga sang airport and seaport mas madali mag ship sang goods)

* balik naman kita sa favorie topic:NEW CITY HALL. :D daw indi man kuno madayon ang temporary transfer sa sm city.ti ano na ini?daw indi na gid maislan nag design nya?one time while traversing ayala avenue i chanced upon 6750 AYALA AVENUE building :D daw pareho sila design hehehe

* OTOP and OTOF - a great showcase for semana sang iloilo.

Hi Whyte!
here's an update from PN regarding the new city hall. enjoy reading. haha!
New city hall bldg needs P400M

By DAVID ISRAEL SINAY

ILOILO City – The city government needs no less than P400 million for the construction of a new city hall.

WV Coscolluela and Associates Vice President and General Manger Conrado Gabo furnished the city government the estimates of the two designs/concepts it made.

One design features an 11-storey high-rise building to be constructed at the existing site of the city hall on Plaza Libertad. The other is a two-storey building to be constructed at a new site -- in Brgy. San Pedro, Molo district.

The first design covers a floor area of 17,000 square meters out of a lot area of 2,162 square meters. It costs around P410,298,000.

“We have to consider that City Hall employees will have to be relocated somewhere else while the construction is ongoing. Rental expenses will have to be budgeted, too. Construction will run for about 20 months,” Gabo said.

The second design has a lower budget -- P5.566 million. The edifice shall cover about 15,000 square meters of floor area on a lot area of 36,000 square meters.

“However, construction of the Retaining Wall along the riverbanks may be required. This was not included in the budgetary estimate. The construction will run for about 24 months,” Gabo said.

Last month, Mayor Jerry Treñas said city officials and department heads preferred the new city hall building to rise on the same site of the present city hall.

Plans to build a new city hall started during the term of Treñas’ predecessor, Mayor Mansueto Malabor. The then mayor wanted it to be located in Brgy. San Pedro in Molo district where the city government had purchased a lot.

Treñas wants to push through the plan and finish it before his term ends. In an earlier interview, he said funds for the new city hall may be sourced from the Philippine Ports Authority which has yet to pay the city government around P39 million in tax liabilities.

Also, the city government has collectibles reaching about P109 million from the Air Transportation Office, National Irrigation Administration and the Fishing Port Development Authority.

He said, “based on the records of the Treasurer’s Office” the city government can collect P109 million from ATO, NIA and the FPDA “by the end of the year.”

The city hall now occupies the deteriorating old Commission on Audit building fronting the Plaza Libertad in the City Proper.

It's still under slow construction. Last time I saw it, it was painted plain white. Its shape resembles a Jollibee standalone, perhaps with a drive-thru.

I feel disabled, not being able to take and post pictures of Iloilo.
Anyway, regarding the coal power plant: Even if they use all sorts of filters on that thing, they'll eventually dump the concentrated filtered dirt somewhere. Coal may be cheap, but It's worthwhile investing on renewable resources. If I had my own house, I'd make sure it runs, at least partly, on solar electricity. I hope the Philippine Government would maximize their use of our geothermal resources.

Dumangas revisited

ONE of the towns worth visiting is the town of Dumangas, Iloilo. It is full of historic landmarks and is developing to become a city.

In commemoration of the birth anniversary of the late Fourth District Congressman Narciso Dolar Monfort, a group of media people close to the congressman revisited the town and was warmly welcomed by young and dynamic Mayor Rolando Biaca Distura.

We first went to the ancestral home of the Monforts in Brgy. Lublub and met the amiable widow, Inday Chit Guervara Monfort. A mass was held at the Monfort Mausoleum attended by close relatives and friends.

After a sumptuous breakfast, Mayor Distura showed his projects to the media. One of them is the Mobile Library which is being used to educate out-of-school youth in the different barangays. Reading, math and livelihood skills are being taught.

The town also has a weather station that monitors the weather situation and reports this to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pag-asa) in Metro Manila and to radio stations in the City of Iloilo.

The Mayor also brought the group to the busy port of Nalauyan started by the late congressman. Cargo and passenger shipping lines are now using this alternate port.

We saw the town’s 84-hectare mangrove plantation project with the Department of Environment and Natural Resources (DENR-6), the new fish processing plant and the slaughterhouse situated near the highway going to the town of Zarraga.

We also visited Dumangas’ quarry area that provides materials for road construction.

Dumangas has a population of 61,000 people, a third class municipality with 45 barangays, 17 of which are coastal and 32 are flood-prone.

It has 12,870 hectares of land, 4,533 hectares of which are fishponds while the rest are ricelands.

On May 5, Dumangas will celebrate its annual religious fiesta with special guests from Metro Manila and visitors from different parts of the country and abroad.

Visit the town and see the signs of its bright future.

GTZ-DP Launches 2 New Projects in WV Region

The Manager of the German Technical Cooperation - Decentralization Program, Dr. Herwig Mayer, came for a 2-day visit in the region to sign two Memoranda of Agreement (MOA) launching two new grant-projects. The NEDA Region VI Office will lead the implementation of these projects in coordination with the concerned local government units.

Last April 27, 2006 at around 6:30PM in Iloilo City's Sarabia Manor Hotel, Dr. Mayer signed a MOA with Mayor Jerry P. Treñas - Chairman of the Metro Iloilo Development Council (MIDC), for the P1million-project titled "Strengthening Local Government and Private Sector Linkages under the Metro Iloilo Development Council as an Institution for Enhanced Political Decentralization." The MIDC covers 5 LGU, namely: Iloilo City and the Municipalities of Leganes, Oton, Pavia, and San Miguel.

The project would facilitate greater accountability and transparency among the LGU as well as strengthen the oversight capability of the MIDC over its six areas of collaboration, namely: Economic Promotion, Infrastructure Development, Environmental Management, Public Safety and security, Land Use Planning and Management, and Delivery of Basic Services. Specifically, the project aims to achieve the following objectives: 1) MIDC component LGU managing resources more effectively with greater accountability and transparency; 2) enhanced civil society and private sector participation in MIDC-wide good urban governance; and 3) strengthened urban/regional planning and growth management capabilities of MIDC, TWG, Project steering committees, and program support staff. The following project outputs will be delivered: 1) Iloilo City Investment Incentives Code with Implementing Rules and Regulations published; 2) Investment, Revenue/ Tax, Environmental & General Ordinances Codes of the Metro Iloilo component LGU published; 3) economic development offices across MIDC LGUs established; and 4) technical capability of MIDC, TWG, support staff and private sector partners enhanced.

Dr. Mayer proceeded to Antique on April 28, 2006 for another MOA signing with Gov. Salvacion Zaldivar-Perez. The project-grant, costing around P1.4 million, is titled "Strengthening Antique Provincial Government and Inter-Local Alliances and Private Sector Collaboration for Good Governance and Decentralization." It was designed to strengthen executive and legislative governance and inter-local government alliances by providing opportunities for greater private sector participation and consensus building in planning, policy making and capacity building activities in the Province of Antique leading to greater demand for decentralization.

Specifically, the project aims to see: 1) Antique LGUs, especially inter-local alliances are managing resources more effectively with greater accountability and transparency; and 2) the private sector organizations are more actively involved in provincial and inter-local governance. The project would deliver these outputs: 1) Evaluation study of existing LGU alliances and other alliances' experiences conducted; 2) Investment, Revenue/Tax, Environmental & General Ordinances Codes of Antique LGU; 3) Provincial and inter-local medium-term investment program prepared with wider private sector and civil society participation; and 4) Technical capability of inter-local LGU staff enhanced.

Since late last year, the GTZ-DP had sponsored various activities in the region for the expansion and follow through of projects implemented under its predecessor - the Decentralized Planning Structures Project. These activities include physical planning for the Province Guimaras, M&E streamlining for RDC-VI, League of Cities conference and various forums and trainings on fiscal decentralization and federalism.

That's good. And I support Boy's drive nga indi kita mangutang iya. BOT is one of the best alternatives for us in Iloilo. We have to minimise debt or loan, not for anything else but for the benefit of people dira sa Iloilo (Ilonggos). Why would we acquire a loan kung kaya man lang bay-ran or may fund man lang kita or maybe may alternatives man lang. Reiterately, thanks for the info, NTB. Buhay na naman ang IT sa Iloilo sini.

Iloilo City Tour: Promoting tourism through heritage
By Janice V. Busil

http://www.thenewstoday.info/2006/05/03/iloilo.city.tour1.jpg http://www.thenewstoday.info/2006/05/03/iloilo.city.tour2.jpg

Iloilo is known for its loving people and for its rich cultural heritage. Along the streets of the city are the huge century-old churches and establishments. Visiting the city is like browsing the pages of history.

"We are very supportive of the projects of ICCB. I know we have a long way to go compared to other tourist destinations in the Philippines. As long as everyone will do their share, Iloilo City will become the next tourist destination in the country," Iloilo City Mayor Jerry Treñas remarked during last Thursday's launching of the Iloilo City Tour.

Treñas was the invited keynote speaker on the launching of the Iloilo City Tour held at the Conference Room of the Department of Tourism (DOT) Regional Office 6.

With the desire to promote tourism in the city of Iloilo, a project was conceptualized and organized by the DOT and the City of Iloilo together with the Iloilo City Convention Bureau (ICCB). Iloilo City Tour targets the local and the foreign tourists alike.

The said project will run for 3 months and will eventually be permanent. "We have to go through product development," Manny Gruenberg of Grand Dame Hotel and JD Cafe explained.

Equipped with a van and a group of competent Tour Guides, Iloilo City Tours started its operation last April 28, 2006. The project will showcase the archaic ancestral houses as well the historical churches in the city. Likewise, it will promote the famous Ilonggo delicacies and crafts.

For only P300, exclusive of food, visitors can indulge in a journey to the past. The guest will assemble in front of the Museo Iloilo before eight in the morning. The 4-hour trip will start at exactly 8:00 am. The van will track down the road northwards passing through the calm yet mystique Iloilo River until it reaches the district of Lapaz, the home of the world-renowned Lapaz Batchoy.

Afterwhich, the van will dissect the busy and spacious street of E. Lopez passing by several rudimentary structures and numerous antique houses. Behold the sight of the elegantly landscaped Nelly's Garden. Peep into the rich colonial past of the city by taking a glimpse of the untouched charm of the Samson Montinola Antillan House, the classic beauty of the Celso Ledesma Mansion, the captivating aura of the Dellota's antiques, and the well-preserved majesty of the Magdalena Jalandoni ancestral house and art museum.

Upon reaching the equally-old Jaro Plaza, the tour will progress to the distinctively panoramic Jaro Metropolitan Cathedral and its peculiar belfry across the street. The visitor will pay homage to the miraculous shrine of the Divine Infant and Nuestra Señora de la Candelaria.

While leaving the district of Jaro, the cradle of the National Hero behind the publication La Solidaridad, Graciano Lopez Jaena, guests will plunge into the abyss of historical accounts that encapsulate the modern-day Iloilo.

The guests will soon find themselves feeling the air of austerity inside the serene Molo Church. They will be given a time to unite art with faith as they walk into the aisle surrounded images of female saints, the unique feature to which the church is known, towards the alluring altar. Beneath the floor of the aisle lies the remains of the prominent people in the district. Outside, a grotesquely magnificent sight of the combined Gothic and Renaissance architecture awaits the guests.

Proceeding to the long stretch of Muelle Loney, the University of the Philippines Visayas, known for its excellence, and the University of San Agustin, one of the oldest universities in the country, are visible. The tour will take the guests into the old port of Iloilo, historically significant for numerous trades during the Spanish era, after passing to the old streets. Also, old edifices that portray essential part in the history of honing the former Queen City of the South including the timeless Iloilo City Hall and the immaculate St. Joseph Parish.

Reminiscent structures relevant to the gallant past of the city will also be pointed out. The New Freedom Grandstand, a structure commonly linked to demonstrations and rallies as well as to the festive Dinagyang, is a must-see. The visitors will also pay tribute to the Hoskyns, the oldest department store in the country.

Going back to Calle Real, the center of trade and commerce in olden times, the tour continues to flow towards the huge Casa Real de Iloilo (Old Provincial Capitol), one of the oldest landmark constructed in 1840. Facing the said structure is the Arroyo Fountain, a goddess-inspired work of art consisting four unclothed women each carrying a fish that serves as a labyrinth for the water.

To further excavate stories from the country's little Athens, the tour will stop over at the Museo Iloilo, a repository which houses Panay's most treasured artifacts and relics of each period in history.

The tour, of course, will not be completed without experiencing the delectable taste that is purely Ilonggo. Guests will be amazed by the delicious native delicacies and their eyes will feast over the unprecedented talents of the Ilonggos expressed in different art forms at the Ilonggo Producers Association (IPA) Showroom. The tour ends at the Robinsons Place Iloilo.

Tickets for the Iloilo City Tour are available in local hotels here in Iloilo.

"We are planning to put up a cultural show at the Robinsons," Dr. Ma. Teresa Sarabia, former President of the ICCB, said.

Present during the launching of Iloilo City Tour were: ICCB President Emilio Diaz; Councilor Mercy Drilon-Garcia, Chairman of Committee on Tourism; Councilor Jed Mabilog; Edward Yee; Marissa Segovia; Atty. Jose Demaisip, former President of the Tour Guide Association of Western Visayas; and Association of Iloilo Travel and Tours Operator Secretary Judy Jeanjaquit.

Representatives from DOT6, Iloilo City Tourism Commission, Bantayan Resort, Racso's Woodland, and Robinsons Land Corporation were also present.

Pototan Hospital's income increases
By Lory Ann B. Bilbao

THE Iloilo Provincial Hospital in Pototan has gradually increased its income, according to Provincial Planning and Development Office (PPDO) Mario Nillos.

In January this year, it increased to P400,000; rose to P700,000 in February and almost doubled in March with its P1.2 million increase.

Nillos said the increase was because of the increase in the hospital users' standard fees.

The standard fee was slightly increased to not less than 10 percent but it remains lower than that of the metropolitan hospitals' fees, said Iloilo Governor Niel D. Tupas Sr.

The increase in standard users' fee was implemented in January by some of the district hospitals while others implemented it later.

Nillos also revealed that there was P7 million increase totaled from all eleven district hospitals and IPH, a provincial hospital, this year.

The IPH was given recognition during the Semana sang Iloilo as one of the top hospitals with large income generated this quarter.

'Mismanagement'

Earlier, Noel Icamina, former chief of the said hospital was scored by 24 personnel for 'mismanagement'. They claimed this resulted to poor services.

During the last week of March, PPDO Chief Nillos, who headed Tupas' committee to investigate on the validity of the complaint found the personnel's complaints valid.

Before the report of Nillos came out, Icamina was detailed at the Capitol Clinic.

After the said report came out and Icamina's transfer, the IPH personnel decided to put an Officer In Charge.

The Provincial Legal Office was later tasked by Tupas to find probable cause in Nillos' committee's report and to recommend whether or not to file a case. Until now, the Legal office has not yet reported their final report and recommendations.

I know, maayo guid man ang intention. I hope it won't be another circus just like what happened with the construction of the New Capitol. haha! Daw suya na guid ko bi sa pamulitika di sa aton Jon. Cultural Heritage Month celebration to feature Iloilo's bests
By Melanie Maderable

ILOILO City is one of the historical places in the country. It has several features and landmarks that made significant contributions in history.

To commemorate this event, the City Council declared May 2006 as the "Heritage Month Celebration" in Iloilo City.

The goal of this program is the preservation, enrichment, and dynamic evolution of a Filipino national culture based on the principle of unity and diversity in a climate of free artistic and intellectual expression.

The Iloilo City Cultural Heritage and Conservation Council is headed by City Councilor Merci Drilon-Garcia. This is a special body created and tasked to undertake the local heritage conservation, protection, rehabilitation and proper utilization of Iloilo's legacy building, architectures, structures, and historical sites.

The Heritage Month Celebration has different activities (see Social Calendar) - both religious and socio-cultural. They include exhibitions, workshop, dance performance, food festival, traditional games, Zarsuela, reception, a walking tour, Santacruzan, Halad, fireworks display and heritage tours.

It's always like that sa aton. Part and parcel of politics na ina kuno. It's either you'll beat them or join them. Pero we are moving well. Basta may makita nga tangible developments ang taho, biskan ano pa hambalon sang iban nga partido, still people will cling to the one who "works" a lot.

I agree Daks. Daw every two months pirmi lang amo sini ang reklamo sang mga pumuluyo. Does it go to the deaf ears of our city government? Budlay man ang bagay nga ini kay it will drive the investors away. Dapat we have enough power supply. Ti, dayon to ang transfer sang power barge? Btw, do they have a forum for grievances regarding sa coal-fired power plant? Sakit man mata ta basa pirmi nga same balita all over again yet ang solution ara man lang siguro eh. But they love to escalate the news. Mas manami gid siguro estoryahan ini.

* as usual great "conversations" from the last thread carried out to our new thread

* thanks for the replies to my "usual" rantings :D
once in awhile, we love rantings .. he he. But ranting with sense, okay lang.

STA BARBS-tourism/residential/leisure
CABATUAN-services/commercial (tani ma develop further ang RT hospital)
syempre neighbouring town can also benefit
see, dependehan gid ni Pacific iya town, Whyte. But really I'm glad since we don't know much of the history of Cabatuan and other municipalities back home. I never knew that Cabatuan became capital of Iloilo province twice kung wala ang post ni Pacific. Well there you go. We are learning and that's the best thing gid. But mind you, I'l foreseeing a good and healthy competition gid iya between these three towns. The airport will definitely decide the new sang fate sang tatlo.

* Im sure CPU will be included soon in the city tours lets just wait and see. Aside from the usual influx of alumni during reunions it also hosts numerous national conventions, etc so indi gid na sya maulihi
I agree, Whyte. More and more alumni homecoming plus the CPU International before Dinagyang. I think we can stand gid sa aton. We have so many tourism students now, so dako gid ang bulig nila for CPU and Iloilo's promotion.

* balik naman kita sa favorie topic:NEW CITY HALL. :D daw indi man kuno madayon ang temporary transfer sa sm city.ti ano na ini?daw indi na gid maislan nag design nya?one time while traversing ayala avenue i chanced upon 6750 AYALA AVENUE building :D daw pareho sila design hehehe
human na ang desenyo niya Whyte .. he he. No futher comment na lang.

* OTOP and OTOF - a great showcase for semana sang iloilo.
Hala Bira gid. Battle of Iloilo Festival in Semana Sang Iloilo.

* while looking at some old pictures, i can help but desire the swift action of the heritage/cultural council in preserving old buildings and hopefully transform jm basa into a "cobblestone" street.
bit expensive wish. Dugang na gid traffic sa aton kung himuon pa nila cobblestone ang JM Basa. Daw mga high streets diri sa Europe bala.

The Old Capitol is being used by the different agencies such as the DAR, the Senior Citizens, et al. The plan for a convention center is still in its early stage.

Hala Bira Iloilo! Oks gid!
Nice guid ni .. Hopefully with the appreciation of our tourism site, the city gov't will be more active in preserving and rennovating those sites (which I think needs a lot of improvements). For example sa Calle Real, nami na tani ang nabilin nga old buildings galing daw indi guid tourist-friendly, damo man gyapon hig-ko, power lines blocking the sky, poor preservation of the facade of some buildings etc....

THE Iloilo Provincial Hospital in Pototan has gradually increased its income, according to Provincial Planning and Development Office (PPDO) Mario Nillos.
