ma balik sila this March or April na may two flights, mag October ma three flights sila and prioity nila subong ang Iloilo... ga ask man ang Mayor sang San Jose, Antique na gaan sila flights miskin once a week lang, la lang ko balo kun e approved sang airlines pero i hope ma dayon gid kay ma budlay sa taga Antique na pasahero na mag kadto pa sa Iloilo..:)

Rural electrification is one of the priority concerns of the Arroyo administration as stipulated in the 10-point agenda of the President Arroyo.
The Government strongly believes that provision of electric services will yield more opportunities for improved quality of life, greater access to basic services and better infrastructure for rural development. Rural electrification therefore, is greatly directed towards socio-economic growth of the marginalized sectors, the fisher folks and farmers living in remote, far-flung, and un-electrified barangays of the country.
Maleza said during the PIA-CATV program that barangay electrification level in the country is now recorded at 99.47%.
Per the DOE record Luzon has attained 99.49% electrification; Visayas 99.66% and Mindanao-98.95%. The country has only 215 remaining unenergized Barangays.
The DOE said that one of the development challenges in the rural electrification program is “constraints in reaching out “last-mile” barangays as well as operational and procedural delays that affect project completion.
The DOE also said that they will implement innovative service delivery mechanisms to increase household connections.

Buses fueled by Compressed Natural Gas (CNG) is expected to operate in the Visayas by 2015 bolstering the government’s effort to attain energy sufficiency and independence from imported fuel.
This was disclosed by Assisstant Director Carmencita A. Bariso of the Department of Energy during a forum in the recently conducted Philippine Energy Plan held in Iloilo City.
Bariso said that the government has made a significant strides on alternative energy for transport, stressing some 34 buses are currently running on CNG from Southern Tagalog to Manila routes, and under the pilot phase of the Natural Gas Vehicle Program for Public Transport (NGVT), the target is to have 200 buses commercially operating by 2010.
The NGVT is envisioned to enhance the energy supply security in the transport sector through fuel diversification using indigenous natural gas.
Natural gas is a clean burning alternative fuel for vehicle which has the potential to produce substantially lower pollutant emissions and can provide a solution to the pressing environmental problems in urban areas.
For the Visayas region, around 178 buses are expected to be CNG-fueled by 2015 and 1,314 buses in year 2030, Bariso said.
Basing on JICA study on Capability Enhancement on Policy and Planning for a More Effective and Comprehensive Philippine Energy Plan Formulation, Bariso said that it is projected that 10,000 buses in Luzon, Visayas and Mindano will be fueled with Compressed Natural Gas.
Meanwhile, Implementing the Natural gas vehicle Program for Public Transport is provided for under Executive Order 290.
As stipulated in the said EO, the Malampaya Gas-to-Power Project represents the beginning of the natural gas industry in the Philippines with three gas-fired power plants with a total installed capacity of 2,760 MW as initial customers.
The launching on October 16, 2002 of the Natural Gas Vehicle Program for Public Transport saw the unveiling of a portfolio on incentives to encourage active participation of the private sector to provide the necessary support, logistics and infrastructure, the EO 290 said. (PIA6/T.Villavert)

Ronald Shane W. Flynn, chief executive officer and founder of True Green Energy Group Corp., made the proposal in a letter to Iloilo City Mayor Jerry P. Treñas.
Mr. Flynn said his firm was willing to “share technology, finance and construct, operate and maintain any facility that will be put up in the existing dump site or in any other site.”
The city government, on the other hand, will provide the project site, supply of solid wastes, right of way, and assistance to True Green Energy in securing government permits.
Under the proposed joint venture, True Green Energy and the city government will share profit based on their respective contributions.
Mr. Flynn said the offer was in line with Republic Act No. 9729 or the Climate Change Act of 2009 which tasks local government units as “frontline agencies in the formulation, planning and implementation of climate change action plans in their respective areas.”
The city government is working on the conversion of the dump site into a landfill in keeping with Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000.
It had borrowed P90 million from the Development Bank of the Philippines for initial work.

ILOILO CITY (PNA) — A new memorandum circular allowing small boats to sail short distances in particular areas in Western Visayas during fair weather despite the presence of a storm has been approved by the Philippine Coast Guard (PCG).
Memorandum Circular No. 02-10, otherwise known as “Interim Guidelines on Movement of Vessels and Motorboats Engaged in Short Distance Voyages in Special Areas,” amended Memorandum Circular No. 01-09 which strictly prohibits small vessels and motorboats from sailing in special areas during fair weather if these areas are declared under public storm warning signal No. 1 by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
The special areas referred to in the memorandum circular are Iloilo Strait between Iloilo City and Guimaras and Tanon Strait between Boracay Island and Caticlan in Malay, Aklan.
These areas are considered as such because they are located within bays and rivers or enclosed by natural coves or sheltered zones whose natural topographical characteristics make the sea area less vulnerable to adverse effects of the prevailing weather condition.
Short distance voyages refer to those involving a distance not exceeding four kilometers (2.16 nautical miles), can be completed within a maximum of 30 minutes, and whose point of origin, route and point of destination are within a line of sight.
PCG Deputy Commander for Western Visayas and Iloilo Coast Guard Station Commander Capt. Eduardo Fabricante said the new memorandum, which was signed by PCG Commandant Admiral Wilfredo Tamayo, is set to take effect this month.
It will be recalled that the PCG recommended for the amendment to the previous memo circular after debates and questions arose over the prohibition.
Fabricante said a series of public consultations has been conducted with boat operators and other stakeholders in Iloilo City and Boracay in November last year to gather inputs for the new memo circular.
However, the new set of guidelines provides that vessels and motorboats may sail under said situation when all the following conditions are strictly satisfied, that is, voyage shall only be from sunrise to sunset; sea condition is not rough; prevailing wind speed in the area is not more than 30 kph or 16 knots; rain showers in the point of origin, route or destination is light; there is good visibility or the route and destination is seen by the naked eye from point of origin; number of passengers does not exceed 75 percent of authorized capacity of vessel; passengers and crew of boats with open decks shall wear lifejackets prior to departure; masters and boat captains shall ensure observance of maximum precautionary measures; presence of designated look-out and standby emergency boat at origin and/or destination in case assistance will be needed; and, there shall be credible communication link between vessels and motorboats and designated standby emergency boat and the PCG.
The PCG is now a full-pledged bureau under program and policy coordination with the Department of Transportation and Communications (DOTC) as an attached agency and can exercise functions to promote and ensure the safety of life and property at sea by virtue of Republic Act No. 9993 signed by President Arroyo last February 12, 2010.
The new mandate provides the PCG with a higher degree of autonomy with which to manage its personnel, resources and activities.
The PCG used to be an arm of the Philippine Navy and later was placed under the Office of the President.

LAST week, we wrote that our tourism thrust must be reviewed. We have too many pestibals, err...we mean festivals, that we forgot to showcase the history and nature’s abundant gifts to us in Western Visayas, more particularly in Iloilo where we have beautiful beaches and many ecotourism products to be discovered. This was mentioned no less than by Tourism Secretary Ace Durano in his speech at a recent media gathering in Malacañang.
We remember witnessing a Parade of Festivals in 2006 as part of the Iloilo Tourism Week. We had a house guest from Davao and we thought we will entertain him to witness the great festival extravaganza, and so we managed to get a couple of seats for us at the Freedom Grandstand for the festival parade. He was just too courteous but we think we bored him of the all-morning show of festivals and festival parade up to the hungry hours past noon!
At that time, we learned that about 100 festivals are celebrated in Western Visayas every year, including the controversial Aswang Festival of Capiz. It seems to be the trend of our tourism in this part of the country that now, even barangays have created “tribes” of their own to showcase a local custom or product. Now, we should know, with no less than our Secretary of Tourism telling us that we re-direct our tourist efforts to the natural assets and ecotourism attractions that we have in abundance in the region.
As early as October of 2006, we wrote of ecotourism which was quickly becoming one of the most popular forms of vacationing in many parts of the world. “Ecotourism” was a term coined by one Hector Seballos-Lascurain in 1983. It was initially used to describe nature-based travel to relatively undisturbed areas with emphasis on education.
The concept has, however, developed into a scientifically-based approach to planning, management and development of sustainable tourism products and services.
Ecotourism in the Philippines had its roots in 1998 when the government adopted the 20-year Tourism Master Plan developed by the Department of Tourism, the United Nations (UN) Development Program and World Trade Organization (WTO). That was 12 years ago, but our development in Western Visayas as a tourist region appears to be more of festivals and festivals, with many places creating a “tribe” to dance on the streets during fiestas and other celebrations, without missing to choose or elect a “muse” or “queen” to preside over the festivities.
We would like to add the observation that our tourism thrust has become very elitist, with many of our people unable to participate, except as onlookers. There is also not much of ecotourism which is the world trend nowadays.

Its like a case of inflation in economics where the festival's value has declined due to increasing supply yet same constant demand. I agree with Secretary Durano that the LGUs and the national government should also focus on creating destinations by exploiting (not in a negative sense) available resources. What is it in Europe or even Vigan why tourists keep flocking?
In the case of Iloilo City itself, its size and lack of natural resources are not valid reasons for inaction. Instead, capitalise on what we have...churches and heritage sites. Add to that would be culinaria and Iloilo River. Kadamu sang options, na-overlook ta ang mga potensyal nga mga ini.

They usually come here to relax and unwind and not be trapped in a sea of people during a festival. They would rather enjoy snorkeling or mountain-climbing instead.

That is why we are working out to make iloilo city a convention center since its our only distinct advantage. We could be a gateway for other tourist destinations in northern iloilo and southern iloilo and guimaras. But there is need for all-out publicity and promotion for these places. Our Dinagyang is just a seasonal event which could not sustain arrivals for the whole year . We have now an annual calendar of events to address this concern.

Construction is scheduled to start by the second quarter of this year and expected completion is by the first quarter of 2011.
Iloilo City is identified by the Business Processing Association of the Philippines (BPAP) as one of the Next Wave Cities (NWC) for BPO firms. It has an attractive power, telecommunications, commercial, sea and airport infrastructure and offers one of the lowest rental, power and average base pay rates in the country.
Ayala Land, through its office real estate solutions group, Ayala Land Businesscapes, will develop the biggest BPO facility in Iloilo to date. This move is consistent with the company’s goal of expanding into, developing and redeveloping in strategic areas within attractive growth centers across the country. I was in SM Molino yesterday and REALLY the crowd is overwhelming, puno ang tables, laba ang PILA, ang iban gapacancel when they will be informed of 25 mins waiting. Ang iban gakadto na lang sa Chowking/Jolibee or Goldilocks. Well, deretso man kami gyapon order, pero within 10-15 minutes sang nagpungko kami sa table na deliver man (siguro ang 25 mins for maximum kag safety na nila)

Its really hard to be apolitical at these times, most especially because the talks about here involved the state management and private sector investment. The socio-economic environment of a locale really comes from on how the state manages its people. This is good since we are very much aware of our rights as a citizen, and to exhibit concerns about the upcoming candidates.
The decision is really up to us. Since we're living in a "democratic" (take note of the quotes) republic, we are free to choose who will lead the locale and the country realise its full potential.

SM will be leasing the whole Marymart and all its tenants will be gone except those who will be able to pass SM's "classification thingy" . I don't know how long the lease will be or when the renovations will start. But I guess its for sure na. Marymart will be gone soon.

In a phone interview, Senior Superintendent Melvin Moncal said the incident occurred at around 2:30 a.m. outside Carlos Bakeshop at Barangay (village) Dungon. The bakeshop is owned by Treñas, who is running for a congressional seat in the May elections.
The explosion occurred at the parking lot of the bakeshop and the incident left security guard Marlo Ganancial with minor injuries, Moncal said.
The explosion “totally damaged” the main door of the bakeshop, he added.
Post-blast investigators are still determining the type of explosive used in the incident.
Moncal said police investigators have yet to determine the motive in the incident.

Iloilo’s beautiful beaches and more ecotourism sites
LAST week, we wrote that our tourism thrust must be reviewed. We have too many pestibals, err...we mean festivals, that we forgot to showcase the history and nature’s abundant gifts to us in Western Visayas, more particularly in Iloilo where we have beautiful beaches and many ecotourism products to be discovered. This was mentioned no less than by Tourism Secretary Ace Durano in his speech at a recent media gathering in Malacañang.
We remember witnessing a Parade of Festivals in 2006 as part of the Iloilo Tourism Week. We had a house guest from Davao and we thought we will entertain him to witness the great festival extravaganza, and so we managed to get a couple of seats for us at the Freedom Grandstand for the festival parade. He was just too courteous but we think we bored him of the all-morning show of festivals and festival parade up to the hungry hours past noon!
At that time, we learned that about 100 festivals are celebrated in Western Visayas every year, including the controversial Aswang Festival of Capiz. It seems to be the trend of our tourism in this part of the country that now, even barangays have created “tribes” of their own to showcase a local custom or product. Now, we should know, with no less than our Secretary of Tourism telling us that we re-direct our tourist efforts to the natural assets and ecotourism attractions that we have in abundance in the region.
As early as October of 2006, we wrote of ecotourism which was quickly becoming one of the most popular forms of vacationing in many parts of the world. “Ecotourism” was a term coined by one Hector Seballos-Lascurain in 1983. It was initially used to describe nature-based travel to relatively undisturbed areas with emphasis on education.
The concept has, however, developed into a scientifically-based approach to planning, management and development of sustainable tourism products and services.
Ecotourism in the Philippines had its roots in 1998 when the government adopted the 20-year Tourism Master Plan developed by the Department of Tourism, the United Nations (UN) Development Program and World Trade Organization (WTO). That was 12 years ago, but our development in Western Visayas as a tourist region appears to be more of festivals and festivals, with many places creating a “tribe” to dance on the streets during fiestas and other celebrations, without missing to choose or elect a “muse” or “queen” to preside over the festivities.
We would like to add the observation that our tourism thrust has become very elitist, with many of our people unable to participate, except as onlookers. There is also not much of ecotourism which is the world trend nowadays.

I see this as both GOOD and BAD!
If you ask my opinion on this, I would love MMM to continue to flourish for VARIETY. Sure its not great or high end for some but Variety for me is something.
I mean I love the stores of MMM its the ILOILO I grew up with. I have friends who are tenants there since MMM started. They may have little boutiques but I patronize the stuff they sell. I wonder what would happen to them?
Sure, basi marelocate ang iban sa Atrium (Amigo is out of the picture, Gaisano City maybe?) but imagining the MMM as SM for that matter. I dunno. I have mixed reaction about this ATM. I mean MMM is my link to my highschool days. Geez I sound old already. Guess, I am to sentimental to let go of the place. Dira ako sang una namuti sang first time ko nakatilaw rambol (kasagsagan sang Frat Wars sang una ah, basi may nakadumdum AKRHO-MAGIC 7 or MAGIC 14, SRB days?) :lol:
On the good side, that would be a QUANTUM leap in terms of improvement.
Just IMAGINE what SM CITY Delgado will look like in shall we say 2-5 years?
From SEBA-to MAIN MALL -MMM! Its a linear-strip mall with all that jazz!
Will I be happy? Maybe kung SEBA lang? But converting MMM mall into SM?

I liked the idea of SM taking over MaryMart but I'm saddened that MaryMart will no longer exist soon. With SM taking over MaryMart, it means SM will run almost half of Iloilo's retail industry. Having 2 big SM Malls in the city (with Delgado planning to become bigger -twice or thrice - in size once they push thru on the acquisition of MaryMart and an SM City ILOILO in Mandurraio also gearing big for future expansion) plus 2 more supermarkets and an upcoming Hypermarket (to replace Makro), I believe SM could never be challenged anymore in Iloilo unless bigger multinational companies are going to invest in retail industry in our city. With this impending plan, Iloilo City will soon be an SM's haven.

The province of Iloilo remains relatively old school. It would be hard to push for tourism development if the top man in the capitol has no vision for tourism industry improvement. Maybe it's high time to inject some new blood in our provincial government.

but their city's land area is twice, three times or ten times bigger than Iloilo City. Just imagine for a 70 sq km city to have 2 humongous SM Supermalls, an SM Hypermarket and 2 SM Supermarkets? Halos kada bunggo mo sa isa ka area, SM ang makita mo. I still prefer variety. Although like what Metro says, it could mean better tenants, bigger businesses or products to enter the city, etc, etc. Again, there's always two sides of a coin, and I still feel cautious and have reservations on SM Delgado taking MaryMart for the meantime.

Thats what they are doing with Southpoint ATM. They are negotiating with major MM players for their tenants.
I think, SM is the one creating the market trend, even the need now. They dictate what should be in their mall. Not the other way around. For sure that will happen on the UPCOMING Sm City Delgado Strip Mall Complex from SEBA to MMM. (Daw Sm North Edsa Annex guwa sini kay palaba)
Assuming this will be in a span of 2-5 years. But, I think this is not a remote possiblity. Considering Jamora is running for a position and He will need FUNDING for his campaign--- MMM is sure to go to Sm for leasing. Now the question is will SEBA give in to the offer?

If we really like to have these "high-end shops" exist, then we should go first with creating a niche in an existing infrastructure. That way, it would serve as a test pilot whether a particular mall catering to such market would be sustainable in long term.

Well, before these malls came, we have Calle Real. Now if that would happen, we see an influx of low-end services and commercial establishments fill Calle Real. That point, the area would become sustainable in its economy since it has found its own niche.
The next step would be maintaining it, aesthetically and fiscally. I suggest that ICCHCC would add up additional police power in their mandates.

That's the whole point of Calle Real Heritage CBD Revitalisation Programme. Address what hinders its growth, make use of the area that gave us the prominence during Iloilo's heydays.
After all, if it has been maintained and revitalised, it should provide Iloilo a competitive edge. That area can cater from Class A to Class E. Virtually, it becomes a central business district on its own right, with proper management.
However, we are confronted by the reality that we live in a capitalistic-feudalistic republic. Those owners won't budge, not until something would entice them to get involved in the cause. And that needs a whole lotta money to get these things done.
And regarding Calle Real can get you killed any second...Maybe you should try Divisoria, Cubao, Pasay Rotunda or Baclaran and see if you'd even survive...:lol: :nocrook:

I think one thing to improve the Calle Real CBD is to oblige the buildings owner at this area to renovate their own building... The area should only be passable by pedestrians, and not by vehicles... They should also improve the side walks... The whole area is already deteriorating hope they can do some actions...
I can see many old CBD in China... The place is well maintained... Primarily, it became a tourist destination... You couldn't imagine a Starbucks and a Rolex shops found in an old edifice but it is beautifully preserved... It's just take a matter of will and action to put this dream into reality... Hope the next leader will have a definite plan for the tourism in our city....

Nah, don't expect it to be. But take a look at ...Vigan which took advantage of its old ancestral houses despite the movement of their CBD somewhere. And I think one realisation about Class A going to Iloilo would be, heritage itself. Lets take a look at Melacca, Macau, Puebla and even Mexico City--localities closely associated with the Philippines, IMO. Their old heritage CBDs have turned into tourist destinations. Most foreigners would even despise malls, since they would prefer to experience the streets. Since local and foreign tourists have money to spend, they bring a big market to a tourist destination, therefore increasing the chance of mid to high-end commercial establishments to be erected. The more exposure it gets with tourists and visitors, the more it becomes its own CBD. More visitors mean more money coming in. Heritage tourism is not as popular with the Ilonggos, but foreigners and other locals are.
Ergo, we should foster heritage conservation as one of the primary assets that could be developed for Iloilo's economy and marketing in the near future and beyond.
Let us not follow the path of Escolta, wherein people left the nostalgic area for good of Ayala Makati. I hope Iloilo would pursue a different path. Sustainability right now is a trend in urban planning...and I hope we won't dissapoint our urban planners who brought in "city beautiful movement" during the American colonial era.

Yup, sad but true the WIIFM doctrine is prevalent anywhere. Hopefully the next Mayor will be able to give this a second look or even give full support and help in this endeavor (I think Jed is more experimental, then we moght be seeing a good sign here)

It will not be the 'IT" place again but it will be the 'IT' place of an entirely different crowd. The market has several classes, depending on which class you belong, there will be always a provider or business that would cater to all levels or specialize on a specific class. Take for example MM, shall we say Ortigas, you have Sm Megamall in there pero sa likod nya may ara St Francis Square which is a glorified Ukay-Ukay.
Or on a broader level, even if Cubao has Gateway, may ara man Farmers Mall, Ali Mall, Shopwise kag Sm Cubao.
This is microcosm. There will be always different Markets... and providers for each market.
And just yerterday I spent 2 hours haggling with my wife for some goods sa Baclaran. :lol:

Although I believe Calle Real can still be beautiful if renovated properly, I would still wish it was totally removed. Cause with the way the businessmen there think, I don't see any rehabilitation happening soon.

Lets take a look at Melacca, Macau, Puebla and even Mexico City--localities closely associated with the Philippines, IMO. Their old heritage CBDs have turned into tourist destinations. Most foreigners would even despise malls, since they would prefer to experience the streets. Since local and foreign tourists have money to spend, they bring a big market to a tourist destination, therefore increasing the chance of mid to high-end commercial establishments to be erected. The more exposure it gets with tourists and visitors, the more it becomes its own CBD. More visitors mean more money coming in. Heritage tourism is not as popular with the Ilonggos, but foreigners and other locals are.
^^if you walked the streets of downtown macau, their setup is really like our Calle Real and the streets sa mga hilit-hilit daw pareho man sa delgado, quezon, mabini etc. plus the names of the streets daw pareho gid sa aton like Avenida de Francis Xavier etc., pero mahipid lang gid galing. and kung kasulod ka sa ila mga buildings daw pareho gid da sa mga buildings ka intsik sa delgado, mabini, ledesma. :lol:
ang ila "posh" casinos and hotels are located naman on a different zone nga medyo malayo pa outside downtown.

I am not for destruction of Calle Real. I extremely oppose to your proposition since what defines the culture of Ilonggos, but its past. Manila is a sore loser in heritage conservation and a tourism because it became void of those old establishments where it has been destroyed by war. Manila has no character, no soul! Vigan's old establishments drew thousands.
People or businessmen who has a myopia or a horse-vision are the ones causing the destruction of the society itself. Because they resist to change and don't budge. That kind of thinking is destructive in a long run. Iloilo City itself is not popular to tourists because its void of anything.
Ask about people coming over to Iloilo. What makes Iloilo unique? Its malls? Malls and never ending malls? Which is almost the same as those in other cities?! It's void of its own uniqueness and spirit! Destroying Calle Real destroys everything that is Iloilo!
You don't think of possibilities beyond malls! Think about the possibility of revitalising the area, not destroying it! It simply shows that this kind of bloody attitude that some Ilonggos exhibit is the one hindering its progress. Very traditional and ultra-myopic! :bash:
A city has no soul and no culture is a city of monotony and blandness. It does not define Iloilo, nor Ilonggo culture. Destroying Calle Real is tantamount in destroying Ilonggo heritage and culture itself...that act itself is a betrayal of Ilonggo roots which doesn't cause pride after all! Iloilo City would be relegated as "classless and baseless city with no soul but like a Soviet-era city of commercialism." So what's unique with Iloilo?
Why do you need to destroy something all in the name of new? A lot of us only think of the present and future, but not look into the past. No wonder this country goes around in circles...a never ending vicious cycle.
Reality bites, all cities in the world have their own ghettos. Even New York and London has these. So, why escape if not face that facet?
Now the question: What makes Iloilo City unique from the rest of other Philippine cities when Calle Real be destroyed?
And oh, try commuting in Manila. Its great. There would really come in time in your life that you'll have to endure Manila as it is. EDSA-Ayala is already harsh, what more for the rest of the big city. Survival here is not defined by posh gates, but surviving the ninth circle of hell. ;)

Now that Calle Real is a protected zone, destroying buildings is not as easy as one two and three because of the aid of legislation. The next step would be making it as a national heritage area in which it could get more funding for study and revitalisation.
Move the modern developments outside the city core. Its a good thing they have identified Mandurriao. But creating an imbalance of commercial activities in a highly-urbanised city would make the city prone to pillaging...hence, the start of the urban decay begins in the centre and spread all throughout the city.
I remember a German researcher who is in Ateneo stating that, "Manila has such a great potential, if only the people have taken care of the old establishments and reused it. It has such a great advantage in seeking the Filipino identity and making Philippines a tourism drawer. Alas, Manila was left to rot and decay while the other areas bloom. There is an imbalance, and in urban planning, it is already a warning sign of an impending urban decay all throughout the metropolis."
Modern buildings may be relocated outside of the city core...but never the city centre itself be devoid of such structures that defined Iloilo's rich heritage. If we are indeed proud of our past and of our culture and emulate what our ancestors did in making Iloilo City as the "Queen City of the South" in the past, then we should take care of our heritage structures at hand.
The capitalists are not dumb either. Question of where would you put the low-end commercial market and establishments would linger. Only rantings and no solution at hand serves no end.

Am I smart, hell no! I ask you. Ayalas didn't destroyed Manila International Airport...and even became part of the Makati CBD now known as Nielsen Tower--the current Filipinas Heritage Library. Ayalas are staunch heritage philanthropists as well. So no, Ayala's developments are on new areas...not the old ones. ;)

Public Library Day has been observed in the country since 1900. The first Public Library Day on March 9, 1900, launched the American Circulating Library (ACL), established by Charles Greenleaf. The ACL was turned over to the American Insular Government in 1901 and was placed under the Bureau of Education.
Aside from The National Library, the country has seen the spread of public libraries. The first public library established outside Manila was in the province of Iloilo in 1916. The provincial library of Albay was inaugurated in 1955.
Many other community libraries have been established by local government units, through their own funds or assisted by private and civic organizations. Altogether, these repositories of knowledge provide the means for members of the community to learn more about their own history and to satisfy their thirst for knowledge in various disciplines.
The National Library has implemented various programs to expand its collection and make available its resources to scholars.
At present, The National Library of the Philippines (NLP) has a fully operational Philippine Electronic Library (Philippine e-Library) that networks the learning resources of the Department of Science and Technology, the University of the Philippines System, the Department of Agriculture, the Commission on Higher Education, and its own rich collection.
We congratulate the National Library of the Philippines led by Director Prudenciana C. Cruz, its Officials and Personnel, on the occasion of the 110th Public Library Day. We wish them success in all their endeavors.

MANILA, March 8 (PNA) -- The Department of Public Works and Highways (DPWH) has given a ray of happiness and hope for the mitigation of perennial flooding problem in Iloilo with the near-completion of the Iloilo Flood Control Project in Panay Island.
In his recent briefing for DPWH Secretary Victor A. Domingo, Undersecretary for Visayas Operation Rafael C. Yabut and Presidential Management Staff (PMS) Undersecretary Ferdinand B. Cui Jr., Director Patrick Gatan of the Major Flood Control Project (Cluster 1) said that the soon-to-be-completed flood control structure will help cushion the impact of flooding in Iloilo compared to the magnitude of floodwater experienced during the onslaught of typhoon Frank in 2008.
Gatan said the Iloilo Flood Control Project consists of construction of new outlet channel (Jaro Floodway) and improvement of Jaro River System with the scale of 50-year return period and Iloilo City Urban City Drainage System Improvements with the scale of five-year return period.
The project is implemented in two stages: the ongoing Stage 1 divided into two contract packages and covering the 4.75-kilometer (km) Jaro Floodway, 5.90-km Upper/Lower Jaro River Improvement, 4-km Iloilo River Improvement, 3-km Upper Ingore Drainage Improvement, seven new bridges and relocation sites.
Gatan said that the major construction activities under Contract Package 2 with China International Water and Electric Corporation have been completed.
This contract package involves the improvement of Jaro River mouth, Iloilo River and upper Ingore Creek, including the construction of the new Carpenters Bridge.
On the other hand, construction of Jaro floodway and improvement of Tigum and Aganan rivers under Contract Package 1 and contractor Hanjin Heavy Industries and Construction Co. Ltd. is more than 71 percent complete to date.
Director Gatan expressed his appreciation to DPWH Region 6 Director Rolando M. Asis for the assistance extended particularly in helping in the acquisition of project right-of-way which paved the way for the smoother implementation of civil works activities.
Costing P5.587 billion, the overall accomplishment of Stage 1 Project of 82.45 percent is more than five percent ahead of the projected schedule.
The project is funded under loan agreement between the Government of the Philippines and the Japan International Cooperation Agency (JICA).
On the other hand, Stage 2 project in the future will cover the 11.90-kilometer Middle Jaro River Improvement, 0.60-kilometer La Paz Floodway, 4.60-kilometer Dungon Creek Improvement and 3.80-kilometer Urban Drainage Channel Improvement. (PNA)

Reality-wise, IMO, that vision seems far-fetched. Cebu hasn't got any PSE branch yet nor they they even continued with their expansion at Bonifacio Global City for the integration of Makati and Ortigas Stock Exchange Centres.
But realistically, we can make Iloilo one of the country's economic powerhouses.

The searing summer heat has become so severe it has started to claim human casualties, the latest being a 16-year-old high school student who succumbed to heat stroke days before his graduation in Iloilo province.
Van Ricrey Gallardo of Zarraga town collapsed after playing basketball and attending a fiesta (community feast in honor of a patron saint) in another town, after which he was rushed to the hospital but did not survive, Iloilo-based news site The News Today reported on Friday.
According to the Department of Health (DOH), heat stroke is the “most severe form of heat illness when the body overheats and can’t cool down," adding that “the body cannot take off the excessive heat by sweating because of dehydration and/or humid environment."
This week, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) announced the start of the summer season, bringing higher temperatures that are expected to peak in April.
Causes of heat stroke, according to DOH, are dehydration, too much direct exposure to the sun, and vigorous exercise in hot weather.
“The risk of heat stroke goes way up in hot and humid weather," the DOH said on an health advisory posted on its website.
Meanwhile, signs of heat exhaustion include faintness, dizziness, weakness, headache, and a warm, flushed skin, which may worsen to an “emergency condition" of heat stroke characterized by very high fever of 41 degrees Celsius, rapid heartbeat, convulsion, delirium, and unconsciousness.
To prevent heat exhaustion, the DOH recommends limiting the amount of time spent outdoors, especially this summer season. It also advised drinking plenty of water and avoiding tea, coffee, soda, and alcohol.
Immediate treatment includes having a person lie down with his or her legs elevated indoors and sip cool water. Clothing must also be removed and cool water applied on the skin, including ice packs on armpits, wrists, ankles, and groin.—NC/JV, GMANews.TV

Iloilo teen succumbs to heat stroke

The searing summer heat has become so severe it has started to claim human casualties, the latest being a 16-year-old high school student who succumbed to heat stroke days before his graduation in Iloilo province.
Van Ricrey Gallardo of Zarraga town collapsed after playing basketball and attending a fiesta (community feast in honor of a patron saint) in another town, after which he was rushed to the hospital but did not survive, Iloilo-based news site The News Today reported on Friday.
According to the Department of Health (DOH), heat stroke is the “most severe form of heat illness when the body overheats and can’t cool down," adding that “the body cannot take off the excessive heat by sweating because of dehydration and/or humid environment."
This week, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) announced the start of the summer season, bringing higher temperatures that are expected to peak in April.
Causes of heat stroke, according to DOH, are dehydration, too much direct exposure to the sun, and vigorous exercise in hot weather.
“The risk of heat stroke goes way up in hot and humid weather," the DOH said on an health advisory posted on its website.
Meanwhile, signs of heat exhaustion include faintness, dizziness, weakness, headache, and a warm, flushed skin, which may worsen to an “emergency condition" of heat stroke characterized by very high fever of 41 degrees Celsius, rapid heartbeat, convulsion, delirium, and unconsciousness.
To prevent heat exhaustion, the DOH recommends limiting the amount of time spent outdoors, especially this summer season. It also advised drinking plenty of water and avoiding tea, coffee, soda, and alcohol.
Immediate treatment includes having a person lie down with his or her legs elevated indoors and sip cool water. Clothing must also be removed and cool water applied on the skin, including ice packs on armpits, wrists, ankles, and groin.—NC/JV, GMANews.TV

Reality-wise, IMO, that vision seems far-fetched. Cebu hasn't got any PSE branch yet nor they they even continued with their expansion at Bonifacio Global City for the integration of Makati and Ortigas Stock Exchange Centres.
But realistically, we can make Iloilo one of the country's economic powerhouses.

Its a hyped marketing ploy for ISA, and in my opinion...very very far-fetched and unrealistic. Not that I'm pessimistic, but I think that's a reality. I guess if we have Fortune500-like companies in Iloilo that went public, then that's possible. However, PSE would see it very very far-fetched for 2015. It's already 2010, and 5 years is so short. Let's get with the basics first: Convention centres, manufacturing facilities and an effective mass transport system, while preserving cultural heritage.

ILOILO City -- The city government attained a budget surplus of P78 million in 2009, indicating its good financial standing.
Mayor Jerry Treñas said despite a slowdown in the activities of most economies, the city government was able to attain a budget surplus last year, although lower than the P105-million surplus in 2008.
“I am very proud of our local finance people,” he said.
The local finance group is composed of the Offices of the Treasurer, Budget, Accounting and Assessors.
Treñas said the city started to have surpluses since the budget was put in place under his administration.
“Among the cities, I can claim that Iloilo City is one of the best in the Philippines,” he said.
He cited the good relationship between the city government and the business sector for sustaining the surplus.
The mayor said part of the surplus would be used to fund several obligations and programs of the city that were included the supplemental budget he was about to submit to the Sangguniang Panlungsod. (PNA)

THE mushrooming investments in office spaces for Business Processes Outsourcing (BPO) firms will answer the lack of infrastructure for the new sunshine industry of Iloilo City.
City Mayor Jerry Treñas said he is elated by the entry of Ayala Land Inc. (ALI) which will develop a 2-hectare lot at Riverside Boardwalk in Brgy. San Rafael, Mandurriao into a BPO/Information Technology Park.
“There’s current lack of space for BPOs but we hope that the new investment will be more than sufficient to fulfill requirements for IT industry in succeeding years,” Treñas said.
In a disclosure to the Philippine Stock Exchange, ALI said it signed a 35-year lease agreement with Teodoro B. Pison, Josefina B. Pison-Ortiz, and Riverside Boardwalk Properties Inc. for the development project that would consist of three BPO facilities with a total of 19,000 square meters of gross leasable area (GLA).
Costing some P305 million, the project’s initial phase is the establishment of a building with an estimated GLA of 9,500 square meters.
Scheduled to start in the second quarter of 2010, the construction works are expected to be completed by the first quarter of 2011.
“Ayala Land’s project will be the biggest BPO development in Iloilo to date and is consistent with the company’s goal of expanding into, developing and redeveloping strategic areas within attractive growth centers across the country in order to deliver on the expectations of its customers and shareholders,” said Solomon M. Hermosura, ALI’s assistant corporate secretary.
Treñas welcomed the development and its multiplier effects saying “it will mean more money in circulation and more economic activities.”
ALI affirms that Iloilo City was identified by the Business Process Association of the Philippines as one of the “next wave cities” for BPO firms because it has an attractive power, telecommunications, commercial sea and airport infrastructure.
Likewise, the city offers one of the lowest rental and average base pay rates in the country.

Just imagine for a 70 sq km city to have 2 humongous SM Supermalls, an SM Hypermarket and 2 SM Supermarkets? Halos kada bunggo mo sa isa ka area, SM ang makita mo. I still prefer variety. Although like what Metro says, it could mean better tenants, bigger businesses or products to enter the city, etc, etc. Again, there's always two sides of a coin, and I still feel cautious and have reservations on SM Delgado taking MaryMart for the meantime.

ILOILO City – An informal association of seven lot owners along the banks of the Iloilo River fronting Brgy. Tabucan, Mandurriao district is initiating steps to protect the river from squatters and illegal fishpens.
Headed by former Department of Tourism Secretary Narzalina Lim, the real estate owners formulated a common strategy for river protection and development compatible with those identified in the Iloilo River Development Plan.
The group earlier met with Architect Manuel Tingzon, chairman of the Iloilo River Development Council (IRDC), to discuss the project and make a power point presentation for the IRDC’s comments on March 10.
Lim said the group wanted to be involved in protecting and developing the river as the city’s premier natural tourist attraction and site of livelihood opportunities for the people of this southern city.
Initial members of the concerned informal group include brothers Bobby and Victor Pison, Dr. Alice Saldaña, Ann Saldaña, Ludwig Rieder, Adorada Dichupa, Dr. Alfonso Tan and Lim. (PNA)

Anyway, a friend told me that the Philippines will open to around 2 million retirees around the world this year. I am hoping that Iloilo will have a share on this market. We should sell the whole region to these 2 million retirees.
Also, I think we can do more to promote Iloilo. Why not come up with a package making iloilo as the anchor city for all tourist destinations around the region. Make it as a hub or a getaway point. For example make a package for one week stay in Region VI. Arrive in Iloilo, stay there for about a day, travel around Panay, and bring them to Guimaras or Boracay for 2 days and 3 nights or bring them to Cuyo Island or Northern Iloilo and then go back to the city for the last 2 days and 1 night.

1 day - Iloilo City Heritage Tour
2 days - Panay tour - include all heritage tours and ecotourism tour.
3 days and 2 nights - Boracay/Guimaras/Northern Iloilo/ Cuyo Island (depende sa package rate).
2 days and 1 night - another stay sa Iloilo City.
One thing that I am looking forward to see is having a cruise lines from Iloilo City touring the whole Island of Panay, going to Cuyo Islands to Palawan and daan ng Tubbataha reefs tapos balik iloilo city.
I think and I believe, it is all about marketing. Selling the city to tourists and investors. That's what Cebu did. They were aggressively selling the city since 1980's. :D

ILOILO, Philippines - Not all farmers are praying for rain to combat El Niño.
Watermelon growers and vendors are benefiting from the early onset of drought in the Philippines.
Josie Macado, 40, a watermelon vendor, said she expects at least 10% increase in profit this year with El Niño. .
With the continuous dry weather, they were able to grow bigger watermelons and attain higher yield.
El Niño is not at all bad, said Macado, who's been selling watermelons for almost 15 years.
According to Macado, without any rain, a watermelon can grow up to 8 to 10 kilos, which they can sell at P10 per kilo.
Meanwhile, a 10-30% increase in tourist arrivals is expected by the tourism department in the region.
Boracay Island, being the most popular destination, is reportedly getting full bookings and accommodation.
This upsurge in tourist arrival is expected to continue until the month of June as weather bureau PAGASA sees the dry spell to last until the end of the second quarter.
Western Visayas region Tourism Director Edwin Trompeta said that aside form foreign arrivals, domestic tourists, especially families going on vacation, will further add to the volume of tourist visits.
Aside from Boracay, the department is also banking on the white pristine beaches of Guimaras island and the inviting coastline of Northern Iloilo.

^^ probably true because its darker in color than concrete... remember sa mga elementary science experiments sang una that dark colors (especially black) tend to absorb more heat than light colors.

Development in this areas is massive, and somehow at the end you'll get tired of these modern structures... They are all synonymous in every cities around the world...
The point here in reviving our Calle Real CBD is to have a tourism drawer that could improve the status of Iloilo City as a tourism haven since we don't have much package to offer to the tourist then, the Calle Real would help... This is just a simple logic. If you are a tourist in Beijing, which place would you prefer to visit the Beijing CBD or the Great Wall of China? Absolutely most of us will answer the Great Wall... Tourists want to visit places that could help them feel that they are in other places... We Ilonggos have to think why Paris, Rome, Milan, Athens, etc. are always crowded with tourists... Definitely modern structures is not the answers but with the heritage structures that awe their eyes, mind and soul...
Not to be tikalon but I grew up in Dubai. For almost 7 years. And I've seen it grow from desert to a megacity and i'm still hungry for all the development. I still love seeing skyscrapers, new shiny buildings and intimidating structures.
As I put it, we all have different views. No one will share the same view of the window.

Iloilo’s beautiful beaches and more ecotourism sites
LAST week, we wrote that our tourism thrust must be reviewed. We have too many pestibals, err...we mean festivals, that we forgot to showcase the history and nature’s abundant gifts to us in Western Visayas, more particularly in Iloilo where we have beautiful beaches and many ecotourism products to be discovered. This was mentioned no less than by Tourism Secretary Ace Durano in his speech at a recent media gathering in Malacañang.
We remember witnessing a Parade of Festivals in 2006 as part of the Iloilo Tourism Week. We had a house guest from Davao and we thought we will entertain him to witness the great festival extravaganza, and so we managed to get a couple of seats for us at the Freedom Grandstand for the festival parade. He was just too courteous but we think we bored him of the all-morning show of festivals and festival parade up to the hungry hours past noon!
At that time, we learned that about 100 festivals are celebrated in Western Visayas every year, including the controversial Aswang Festival of Capiz. It seems to be the trend of our tourism in this part of the country that now, even barangays have created “tribes” of their own to showcase a local custom or product. Now, we should know, with no less than our Secretary of Tourism telling us that we re-direct our tourist efforts to the natural assets and ecotourism attractions that we have in abundance in the region.
As early as October of 2006, we wrote of ecotourism which was quickly becoming one of the most popular forms of vacationing in many parts of the world. “Ecotourism” was a term coined by one Hector Seballos-Lascurain in 1983. It was initially used to describe nature-based travel to relatively undisturbed areas with emphasis on education.
The concept has, however, developed into a scientifically-based approach to planning, management and development of sustainable tourism products and services.
Ecotourism in the Philippines had its roots in 1998 when the government adopted the 20-year Tourism Master Plan developed by the Department of Tourism, the United Nations (UN) Development Program and World Trade Organization (WTO). That was 12 years ago, but our development in Western Visayas as a tourist region appears to be more of festivals and festivals, with many places creating a “tribe” to dance on the streets during fiestas and other celebrations, without missing to choose or elect a “muse” or “queen” to preside over the festivities.
We would like to add the observation that our tourism thrust has become very elitist, with many of our people unable to participate, except as onlookers. There is also not much of ecotourism which is the world trend nowadays.
Maybe, with the extremely hot summer, now is the opportunity for us to discover Iloilo’s beautiful beaches and more of our ecotourism sites. (For comments or reactions, please e-mail to jnoveraco@yahoo.com)/PN

wiljamesc1979 March 8th, 2010, 02:50 PM Not to be tikalon but I grew up in Dubai. For almost 7 years. And I've seen it grow from desert to a megacity and i'm still hungry for all the development. I still love seeing skyscrapers, new shiny buildings and intimidating structures.
As I put it, we all have different views. No one will share the same view of the window.
I respect your opinion Kiddo... You have your point, and I have mine too...
Iloilo has a vast land which needs to be developed and it isn't near to its saturation point... Those areas are primarily for these modern development... Why should we destroy our heritage structures if we can see much tourism potential on it... I'm sure even Dubai preserved some of their heritage structures...
Dubai massive reconstructions are mainly to attract tourists and businesses, and to be known all throughout the world... If Iloilo will follow the same steps, can our local government afford to built those humongous structures... It is better that we will stick to the plan, and flourish our possible tourism drawer...
I had talked to several foreigners, and asked what they are looking when they visit a foreign country... For them the most important is the historical structures of a certain place, beaches, and culture of the people... Our being hospitable is a plus factor to them... And nobody mentioned of skyscrapers or modern structures of the place... I'm sure many would agree with me...

I think this was supposedly a miniature version of the Cathedral at the Glen, in Tapaz, Capiz. It hardly resembles at all even as a mini-me version. I've been to the actual Cathedral at the Glen during the commemoration of the 50th death anniversary/martyrdom of the American missionaries.
And that incomplete cross beside it... no comment na lang.
