PAVIA, Iloilo – Just 10 kilometers from the heart of Iloilo City is the beautiful town of Pavia. Aside from the well-manicured plaza, the most eye-catching structure is the century-old Sta. Monica Church made entirely of red bricks and corral stones constructed in a unique blend of Byzantine and Romanesque architecture.
The Church of Sta. Monica was constructed in 1888 by Augustinian Spanish friars. The entire walls were made of bricks and corral stones while the beams and interior columns were made of wood. The binding material was a mixture of lime, sand and egg whites. Construction was terminated in 1894 and the church was opened for public worship.
In 1911 the Spanish friars turned over the pastoral care of the parish to the Filipino clergy.
When World War II broke out, Pavia was among the first towns to be occupied by the Japanese forces and the Church of Sa. Monica was made into a garrison. Filipino guerillas raided it several times, causing minor damages to the walls.
American liberation air force pilots bombed the church in 1945, destroying the entire roof and damaging the walls.
Repairs were initiated by the people of Pavia and until now restoration is still going on.
Nonetheless, the people of Pavia are proud of the major accomplishments they have done in their church.
Rev. Fr. Anastacio Gonzales, the present parish priest, says, “The people of God in Pavia own this church. This is the legacy of their faith – a beautiful heritage which must be preserved and loved by present and future Pavianhons.”

POTOTAN, Iloilo – A state-of-the-art coliseum worth about P45 million was inaugurated here yesterday.
Cong. Arthur Defensor (3rd District, Iloilo) led the blessing and inauguration.
Pototan Mayor Pablo Perez, Vice Mayor Nicia Guanco and local officials welcomed the guests.
The construction of the coliseum was deferred several times due to budget constraints. Defensor also attributed the delay to the incessant increases in the cost of the construction materials.
With modern architectural design and facilities, Defensor said the coliseum will serve as the socio-cultural center of the people in Pototan.
Pototan, a third class municipality, invites nearby towns to visit ts new coliseum.
The newly completed astrodome is easily the most imposing structure in this perennial rice granary municipality in central Iloilo.
Standing on a 3,000-square meter area, it dominates the landscape of the expansive town plaza. Its dome gleams in the sunlight and the fine architectural and engineering design cannot fail to catch the attention of the viewer.
Originally, the structure was planned as a covered gymnasium for various sports activities, especially basketball. But as the work progressed, revisions and changes in the plans were also made.
The total cost of the project amounted to P45,645,000. Twenty four million pesos (P24,000,000) was initially released by then Cong. Licurgo Tirador from his community develop fund. But Cong. Defensor saw the grand design and pursued the project to its eventual completion.
As a basketball court, the facilities of the complex are all first class and up to international standard. The wood parquet covering the court is of imported maple wood. The electronic system is high-tech and ultra modern. There is adequate water supply and the comfort rooms are really designed for comfort.
The seating capacity on the lower portion is 2,500 persons while the bleachers can accommodates more than 3,000 spectators.

daks2003 May 4th, 2006, 07:06 AM I was watching ANC kaina and they featured a resort somewhere in a province in the visayas(di ko lang pag mention ang probinsya hehehe). What really caught my attention was that the resort island is about 3 hours away from the capital and yet it offers world class amenities...my point here, why cant guimaras emulate those kind of development? Its just a short boat ride from Iloilo City and guimaras has a lot of beautiful beaches that can give these other destinations a run for their money.
This maybe OT but when Iloilo will finally get the chance to get hold of international traffic thru the new airport, I just hope Ilonggo entrepreneurs would seize this opportunity and create world class resorts in guimaras or in the beaches of nearby towns.(Boracay Regency, a world class resort in boracay, is owned by ilonggo H. Chusuey).

There was this area in Jaro that two churches seem to face each other....parang sobrang magkalapit lang sila. Yet both are of olden masterpieces.
The church in Molo I remember has big wooden altars and life size religious figures.
I can always remeber myself eating at Ted's Batchoy near that Mitsubishi Motors in Molo going to that highway towards Mandurriao

Durano replaced Mr. Gordon ... Iloilo is always neglected in tourism advertisements, even sa national brochures distributed by the DOT very little can you find Iloilo mentioned in them :(

It's found in Concepcion .. it is the nearest island to the town proper is uninhabited due for massive tourism development.

THE new Iloilo City Hall will cost not less than P400 million, according to Architect Willy Coscolluela.
Iloilo Mayor Jerry P. Treñas requested Coscolluela to make an assessment of the two sites, in Molo and in the old site at Plaza Libertad, which were options as area for the new City Hall.
Coscolluela made a scheme and budgetary estimates for the construction of the building should it be decided to be put up in Molo, where the city owns a lot and or in its old site at Plaza Libertad.
In his budgetary estimate forwarded to Treñas, an 11-storey building was eyed in the old site utilizing 216 square meters. This plan was labeled as Scheme I.
Its budgetary estimate ran P410,298,000 excluding the demolition works, site development or improvement site, internal partitioning for space planning and fit out works, primary transformer, architects and engineering fee and project management fee.
Included were pile driving, earthworks like excavation and backfilling etc., structural works, architectural works like masonry, floor wall and ceiling finishes, external doors and windows and its accessories etc., electrical works, plumbing and sanitary works, installation of fire protection system, mechanical works like ventilation and air con system, elevator and the general requirement like temporary facilities, office supplies etc.
Scheme II is a two-storey City Hall which will occupy 36,000 square meters in Molo estimated to cost P404,731, 372.
Excluded works in this scheme are the same with that of Scheme I.
However, despite the lesser cost of the budgetary estimate of Scheme II, construction of a retaining wall along the riverbanks in the site is required.
The same is not yet included in the budgetary estimate stated.
Plus, the site already has driven piles that might obstruct the new pile driving works and will incur additional cost and will surely delay the construction schedule stated Coscolluela.
In the old site (Scheme I) however, in case the new City Hall be decided to rise there and before the development of the site for construction, the City Hall employees will have to transfer in malls. Cosculluela said the rental expenses will also have to be considered in the budget.
In the old site, the construction will take 20 months but that in Molo or the new site, it will take 24 months to finish the new City Hall.
Treñas however has not yet divulged his final say as to where the building should be constructed but he earlier said that he is considering the accessibility of the same from employees and the people as well.

daks2003 May 4th, 2006, 07:54 PM amo na gani nga sakto ang move sang governors sang western visayas about sa plan nila to have a tourism expo here in Iloilo instead of joining in the WOW Philippines expo in intramuros...instead of trying hard to get a little piece of attention from DOT...we might as well do the selling of our attractions by ourselves...daw kawawa lang kita aton pirmi nga daw gapakitluoy kita nga mabutang lang sa ila promo hehehe (remember the regine wow phils controversy??)
btw, thanks sa mga pix chyms!!! wohoo...ayos gid ni...sa rate sang development sang smallville...dako gid ang i-catch up sang commercial center sa tupad...wow in less than a year lang grabe ang development sa diversion...i like the riverside boardwalk concept...cant wait to be back there in Iloilo this year hehehe

Iloilo City -- Among the job-seekers in Western Visayas Region, those from the provinces of Iloilo and Negros Occidental will be prioritized for the P500-million call center training program of the Arroyo administration.
"Iloilo and Negros Occidental have been identified as ’hotspots’ in the call center map of the country," said Buen S. Mondejar, regional director of the Technical Education Skills and Development Authority in Western Visayas.
The program provides scholarships to the so-called "near-hires," or those who lacked the competency required of a call center employee.
Mr. Mondejar said they will grant scholarships to 450 applicants in Iloilo. Of these, 300 slots will be for call center training while the rest will be for medical and legal transcription, animation and software development. -- J. V. Fernandez

According to Boy Mejo, "We will look for a partner to finance the project. Sharing ang plano para wala utang. We plan to offer it for BOT (Build Operate Transfer)."

Thanks for the info, NTB (I knew nasabat na ni Jon2). I hope the IT Park will be realised soon. I think BOT is the best option for this project, too. And tani damo lang nga IT companies ang mag-invest. :)

Nice to see nga gaamat-amat 'ta damo diri kag mabatian na 'ta sang local government naton about our ideas and concerns sa lugar naton. Let's promote our city and province.

I was also reading an article nga ang Santana Roots nagconcert dira. Its nice that more international artists are now performing in Iloilo.
Before Santana, there's another international artist nga nag-perform sa CPU .. guess lang kung sin-o? he he.
More and more tourists, celebrities, etc are making Iloilo as part of their Philippine's itinerary. I'm sure, Iloilo City and Province will shine more with the opening of the new Western Visayas International Airport in Sta.Barbara-Cabatuan-San Miguel. Hala Bira gid!

It's a good thing we're now considered a good market for international artists. The first one was Lettermen, then Santana Roots. I've heard CPU got the deal with The Cascades. We suggested to bring Fra Lippo here but their show in manila will be on May 12 na, kulang kuno sa time.

I wish CPU will bring more international artist through its biggest auditorium in Western Visayas, The Rose Memorial Auditorium. It was also the world's premiere venue of a play named .... Iloilo will cater somre and more international people every year as it celebrates it's annual International Nights, just a night before or after the Dinagyang Festival. Iloilo's banking in its cultural and historical prowess .. making it more Majestic and Royale as it used to be. As said, Iloilo will and always be "the Heart of the Philippines".

Last saturday I watched the Aliwan Fiesta grabe gid ang palapak sang mga tawo diri sa Manila kung taga-Iloilo na ang magperform. I was also there sang gapractice sila kita ko gid ang pagsupporta sang mga LGU kag Dinagyang foundation sila tanan nakauniform kada-gwa kag practice nila, sobra gid ang pagka-decente nila compare mo sa mga participants halin sa iban nga lugar. Syado na gid kalayo ang festivals 'ta compare sa iban nga lugar. This is another thing that we can promote our place.
We are the benchmark of all festivals around the country.
We are the Festivals Province...tama gid hambal ni Gov.
It can never be denied .. all Iloilo's four participants ara sa top ten. I've read somewhere in Lapsus or isa ka article about Aliwan's results and it really made me smile gid. I'm sure most sa inyo nakabasa sini. But isa lang mahamabl ko, no one can beat Dinagyang Festival. It's the Philippine's Premiere Festival right now from the heart of the Philippines, of course. :)

May ara man Honda showroom being constructed beside Citi Hardware
This is really good news. More and more are coming to build businesses in Diversion Area. I wish the new commercial complex will be able to compete with the present Smallville. Thanks for the info Chy. We're monitoring gid diri sa abroad. :)

daks2003 May 5th, 2006, 06:37 AM Well the DOT together with Smart, produced a commercial highlighting festivals of the Philippines...would you believe nga wala nila gin include ang dinagyang? hehehe pro, after some uproars from the Ilonggo's and some protest lodged by our local officials....suddenly they edited the commercial and gin include na kita hehehe amo man ina gani nga gina tira man kaisa ang local tourism officer naton kay daw wala gid sya ga lobby for our interest, in fact sang last nga dinagyang medyo may rift man sila ni mayor kay the DOT did not really do much to promote dinagyang...so i guess kun amo na ang attitude sang DOT towards us...we might as well do it ourselves na lang...

Iloilo City -- Among the job-seekers in Western Visayas Region, those from the provinces of Iloilo and Negros Occidental will be prioritized for the P500-million call center training program of the Arroyo administration.
"Iloilo and Negros Occidental have been identified as ’hotspots’ in the call center map of the country," said Buen S. Mondejar, regional director of the Technical Education Skills and Development Authority in Western Visayas.
The program provides scholarships to the so-called "near-hires," or those who lacked the competency required of a call center employee.
Mr. Mondejar said they will grant scholarships to 450 applicants in Iloilo. Of these, 300 slots will be for call center training while the rest will be for medical and legal transcription, animation and software development. -- J. V. Fernandez

manileño May 5th, 2006, 07:08 AM GRACIANO Lopez Jaena saw the light of day at an obscure place on Fajardo-Simon Ledesma streets, now renamed Lopez Jaena, in the Municipio de Jaro on December 18, 1856.
The Municipio de Jaro then was called by the Spaniards as "City Within the City" as she was flourishing with commerce and trade.
Graciano's father Placido Lopez was a general repairman and her mother, Maria Jacobe Jaena, was a seamstress. His parents owned nothing except the small lot on which their old house stood.
As a boy, Lopez-Jaena was exceptionally brilliant. He read Spanish books and periodicals from cover to cover as his play time was spent in a Jaro Spanish library. He was barely 17 years old when he wrote the much-adored Fray Botod, a satirical short story exposing and ridiculing the greed and corruption of a priest in the then Municipio de Jaro.
Graciano entered the Colegio Provincial de Jaro at the tender age of six. Later he transferred to the Seminario de Jaro under the tutelage of the Paules Fathers where he was the topnotcher of his class.
He finished his philosophy and theology at the seminary but his obsession was to become a doctor. He studied medicine at San Juan de Dios Hospital in Manila and later at the University of Sto. Tomas, but had to quit schooling because of poverty.
When he returned to his native town Jaro, he ministered unto his sick neighbors and friends for free.
For a while, he lived in Silay, Negros Occidental, to try his luck in farming. However, he was not cut out to be a farmer.
At the age of 24 years old and because of his love for medicine, two good neighbors, Don Claudio Lopez and Don Eustaquio Lopez, rich Jareños, sent young Graciano to Spain in 1880 to continue his studies in medicine at the University of Valencia and later in Madrid. In Spain, he joined the Masonic league and the Progressive Republican Party.
Graciano Lopez-Jaena was the Filipino Demosthenes, one of the most eloquent orators of his time. On the 391st anniversary celebration of the discovery of America by Christopher Columbus held at the famous Madrid's Teatro Real, Lopez-Jaena, who was one of the speakers, advocated a just government for Filipinos and exposed the atrocities committed by the friars and the guardia civiles against his people.
After a much-applauded discourse, a tearful Venezuelan diplomat, Dr. Calcaño, who learned of the sad plight and thirst for freedom of the Filipinos, embraced Lopez-Jaena in the name of the Spanish-American republics.
During his 26 years in Spain, he had the opportunity to speak at many huge gatherings and he vigorously stressed the need for more freedom of the press, for the right of suffrage and for Philippine representation at the Spanish Cortez. Liberal and independent-minded Spaniards considered Graciano Lopez Jaena as one of the most outspoken of Filipino patriots.
On February 15, 1889, Graciano Lopez-Jaena, the great Ilonggo contribution to Filipino heroes, founded LA SOLIDARIDAD, a newspaper of wide circulation in Spain and the outlying countries. He also wrote in many publications in Europe where his name became famous as the "Fighting Filipino Journalist" abroad.
In an area of about 6 meters long and 3 meters wide donated by Ruth Javelosa and family at corner Lopez-Jaena and Fajardo streets, Jaro, Iloilo City, a simple marker of Graciano Lopez Jaena put up by the National Historical Commission in 1970, reads:
"Nagtatangol sa Filipino
Nakiisa kay Rizal, Del Pilar at iba pa
Kilusang Pagpalaganap 1882
Mananalumpati at Mamahayag
Died in Barcelona, Spain,
On January 20, 1896."
December 18 of each year is declared a holiday to honor and commemorate the birthday of the famous Ilonggo national hero, Graciano Lopez Jaena, who died in a foreign country defending his country and people from the oppressors.

ILOILO City - Department of Tourism (DOT) Regional Director Edwin Trompeta said the Panay Tourism Master Plan, which is included in President Gloria Macapagal-Arroyo's policy statement during her recent visit in the northern town of Pandan, Antique, will be adopted by their agency as its flagship project.
Trompeta said as follow-up to what the President said, he immediately wrote DOT Secretary Joseph Ace Durano informing him about it. He expects they could soon start drafting the master plan with the local government units taking part in the in-house planning committee.
The DOT official said the Panay Tourism Master Plan would expand the Boracay Tourism Master Plan, as the President wanted it to be, so that other provinces in Panay including the nearby Guimaras Island could also attract tourists who usually go to Boracay, touted as the best beach in the world.
President Arroyo said with the Panay Tourism Master Plan, people who go to Boracay island could also be able to have a nice breakfast and evening in nearby places like Pandan.
Thus, tourism development will occur not only in Boracay which is already lacking in facilities due to tourist influx but also in the entire Panay and Guimaras islands.
Trompeta said they need to work closely with the local government units in implementing the plan in Capiz, Iloilo, Antique, Guimaras and Aklan where Boracay island is found.
He said they would determine what best to develop in these areas, whether agri-tourism, heritage-tourism, adventure-tourism or other forms of tourism development.
Trompeta contended that to draft this master plan, they would need a budget of P5 million to P10 million so they could also update the current Western Visayas Tourism Action Plan for 2010, which is now the groundwork for tourism effort in Region VI after it has been approved by the Regional Development Council.

3 RP bizmen to buy domestic airport space

JOHN GOKONGWEI, Jaime Ayala and Henry Sy were among the big names that will be buying a space in the Iloilo Domestic Airport in Mandurriao.
Aired over Aksyon Radyo, Engineer Allan Java revealed that these businessmen were interested in developing a business in the area. He added that the three businessmen were more interested when they had known that the city will sell for P20,000 each square meter.

Java said the lot in Mandurriao airport will cost to about P12 billion when sold P20,000 per square meter.
He narrated that the surveyors already assessed the area and made a relocation plan in May 2.
The said airport will be privatized only after the construction of the Iloilo International Airport in Cabatuan-Sta Barbara is finished reportedly in December this year.
The privatization was announced by President Gloria Macapagal Arroyo in her visit her during the Dinagayang celebrations in January this year.
The said airport will be closed when the new one in Cabatuan-Sta. Barabara opens.The same will be opened for developers after the closure.

The Municipality Badiangan, Iloilo has the reason to celebrate as the Department of Agrarian Reform (DAR) poured out P2 million total worth of infrastructure projects in its five barangays this year.
These projects were turned-over yesterday to beneficiaries/recipient barangays in a ceremony held at Brgy. Tina, Badiangan, Iloilo.
The projects, which is locally funded by the Comprehensive Agrarian Reform Program (CARP) includes: Rehabilitation of 1.20 kilometers Manaolan-Sitio Baong Farm to Market Road located in Brgys. Manaolan and Agusipan worth P500,000; Rehabilitation of 1.200 kilometers Sariri-Latauan Road in Brgys. Sariri and Latuan, P700,000; Rehabilitation of 1.20 kilometers Sitio Puro Maris-Tina Farm to Market Road in Brgy. Tina, P500,000; Expansion/Rehabilitation of 240 sq.m. Sitio Puro Maris Multi-Purpose Drying Pavement also in Brgy. Tina, P100,000; and Construction of 450 sq. m. Cabangaan Multi-Purpose Drying Pavement in Brgy. Cabangaan, P200,000.
A certificate of Appreciation was extended to the heirs of Francisco Escuadra who donated the lot for Sitio Puro Maris Multi-Purpose Drying Pavement.
Badiangan Mayor Suzette Mamon was very thankful to have these projects materialized in her municipality through the assistance of people whom she said worth mentioning like former Department of Land Reform Secretary Rene C. Villa, Rep. Arthur D. Defensor (Iloilo, 3rd District) and DAR Regional Director Alexis M. Arsenal, among many others.
She said these projects marked another milestone to help the farmers improve their production/farm input by giving them improved facilities and the providing them with integrated development services.
Mamon said these accessible roads are also meant to bring the people closer to the municipality with ease and comfort of travel.
She also vowed to the provide the same projects to other qualified barangays in her municipality, however, for those who are not eligible to avail the same, they will look for other alternative to give them other basic services.
The same promises were also extended by Atty. Rene C. Villa and Congressman Defensor to look for means to deliver more projects to the people of Badiangan.
The turn-over ceremony was graced by the presence of Congressman Defensor, Atty. Villa, Board Member Domingo B. Oso, Jr. in behalf of Gov. Niel D. Tupas, Sr., DAR Director Arsenal, PARO Ricardo Fernandez, PARCOM Chairman Ricardo P. Provido, Jr., Vice Mayor Adrian A. Rendaje, SB Members of Badiangan, Barangay Captains and people coming from recipient barangays.

3 RP bizmen to buy domestic airport space

JOHN GOKONGWEI, Jaime Ayala and Henry Sy were among the big names that will be buying a space in the Iloilo Domestic Airport in Mandurriao.
Aired over Aksyon Radyo, Engineer Allan Java revealed that these businessmen were interested in developing a business in the area. He added that the three businessmen were more interested when they had known that the city will sell for P20,000 each square meter.

Java said the lot in Mandurriao airport will cost to about P12 billion when sold P20,000 per square meter.
He narrated that the surveyors already assessed the area and made a relocation plan in May 2.
The said airport will be privatized only after the construction of the Iloilo International Airport in Cabatuan-Sta Barbara is finished reportedly in December this year.
The privatization was announced by President Gloria Macapagal Arroyo in her visit her during the Dinagayang celebrations in January this year.
The said airport will be closed when the new one in Cabatuan-Sta. Barabara opens.The same will be opened for developers after the closure.

THE big wheel in global microfinance was recently in Iloilo to visit the Lifebank Group based in Sta. Barbara, Iloilo.
Md. Shafiqual Haque Choudhury is the founder and president of ASA-Bangladesh, the world’s largest sustainable microfinance institution that stemmed from the humble country of Bangaldesh in 1978.
In 2000, the Lifebank Group became ASA’s partner and since then, the strong affiliation between the two microfinance institutions has successfully been bringing forth their advocacy in poverty reduction.
Vicente Perlas, M.D. Head for Microfinance of Life Bank Foundation, Inc. together with VP Dr. Charrie Perlas; Joseph Perlas, Coordinator for Social Services; the Management Committee and Lifebankers welcomed Choudhury in his first visit in Iloilo for the year 2006. Vital information and jovial exchanges were done over a sumptuous lunch at the Iloilo Golf and Country Club, Sta. Barbara, Iloilo.
Choudhury recalled the onerous beginnings of ASA. Gaining its freedom from Pakistan only in 1971, Bangladesh was one of the most underprivileged countries in Southeast Asia.
The perfect time and space for social advancement presented itself, and a loud call from disadvantaged Bangladeshis inspired Choudhury to act on his passion to help his fellow countrymen.
ASA was born in a classroom Choudhury borrowed from a school dispossessing even the simplest equipment like a typewriter. He had to borrow one, too, so he could write his communications to start a microfinance institution. But how something so small became the world’s largest and most respected MFI is no mystery for Choudhury.
“From a little seed you will grow into something big. When you dream you have to believe in it,” Choudhury shares his weapon of success with Lifebankers.
Today, ASA is recognized as an International Technical Service Provider (ITSP) under the United Nation’s Development Programs (UNDP) in the Philippines and Nigeria. J.M. Basa Street, situated at the heart of the city, has been considered as the shopping center of Iloilo. In the past, it was popularly known as "Calle Real."
In the 1880s, J.M. Basa Street, also known at that time as the "Escolta" of Iloilo, was the site of most of the town's European and Chinese retail stores. Property values on it increased markedly moving eastward along its 800 meters length to the junction of Calle Santo Niño (now Guanco Street) at its middle point. Here the Englishman Henry Hoskyns paid P17,000 in 1887 for the house and lot which became the site of Iloilo's renowned department store, Hoskyn's (Foreman, 1899).
John Foreman (1899), in his visit to Iloilo in the closing decade of the 19th century, had this to say of the appearance of Calle Real at that time: "The Calle Real or High Street is a winding road, which leads through the town into the country. The houses (along it) are indescribable--that are of all styles--three or four architectural adornment. Some are high - others low - some stand back with a few yards of pavement before them - others come forward and oblige one to walk in the road... At the extreme end of Calle Real is the Government House built of wood and stone, and then in a very bad condition but the style is good and it has quite an appearance of an official residence. Before it a semi-circular garden, and in front of this there is a road fenced-in plot, in the middle of which stands a flagpole..."
In the 1930s, modern cinema houses such as Cine Eagle and the Cine Palace, restaurants and cafes, as well as business, professional and commercial establishments were located on it. Foremost among the commercial firms doing business in J.M. Basa Street were: Hoskyn's huge department store, Elizalde y cia, Francisco Campos y hijos, American Bazar, Miranda Book Store, and several Indian stores.
In 1987, based on a survey made by this writer, there were no less than 83 various business establishments lining both sides of J.M. Basa Street, ranging from bazaars to department stores and restaurants and from banks to drugstores. There were 25 bazaars or department stores, 13 garment stores, 15 restaurants and snack bars, 11 banks, and 8 drugstores. There were also 7 boutiques or gift shops, 6 optical clinics, 4 bookstores, 3 hardware stores, 3 tailoring shops, 2 grocery stores, 2 bakeries, and 2 stores selling school supplies. In addition, there were 2 movie houses, 2 insurance offices, 2 lodging houses, 2 mimeographing and white printing establishments, a printing press and a photo studio. Moreover, there were also a music house, a pastry house, 2 beauty shops, a gasoline station, an electronic store, a film processing establishment, a pawnshop, and a jewelry store, aside from a disco house and a pub joint.
As it was in the past, J.M Basa Street is still a lively place in the commercial district of Iloilo up to the present. However, because of the establishment of big malls, it is no longer attracting hordes of shoppers and visitors as it was during the pre-mall days, but it is a great point of interest for bargain hunters and pleasure seekers. More significant is the fact that J.M. Basa Street reminds us of the time when Iloilo City was known as the commercial center of the whole of the Visayas and that it served as the dynamic hub of the "Queen City of the South."

THE 33rd Carabao Carroza Festival of the municipality of Pavia is one of the major tourist attractions in Region 6. This year's event is a part of the program of the Department of Tourism I Love Philippines (WOW Philippines). The program promotes the local tourism through the effort of the Municipal Mayor Arcadio Gorriceta and the Local Government Unit of Pavia.
Highlighting the event was the carabao carroza race and the Most Daily Decorated Carroza. It was participated by the 18 barangays in the Municipality of Pavia. Each barangay have its own entry in the said category.
The carabao carroza race was comprised of four hits. On the First hit, Purok 1 won the first place and Barangay Aganan got the second place. In the second hit, Barangay Pandac got the first place while Barangay Balabag ranked second. Barangay Palagon ranked first and Barangay Cabugao Norte placed second in the third hit. In the fourth and final hit, Barangay Pandac became the champion in this year's competition. The winning entry received a cash award of 4,000 and a trophy. Barangay Balabag ranked second, received a cash award of 3,500 and a trophy. Barangay Palagon placed third, received a cash award of 3,000 and a trophy. One thousand pesos were given to the other riders as consolation prizes.
In the Most Decorated Carroza Category, each barangay presented their unique creation. The program started at 7 a.m. where the designers paraded their carrozas in the whole municipality.
The entry from Jibao-an ranked first. Barangay Pagsanga-an placed second and Barangay Cabugao Norte placed third.

Grabe, bilib guid ko sa ila astrodome - definitely a pride not only of Pototan but moreso of the entire Province & City of Iloilo. A clear indication that we have opened our doors to the challenges brought about by development! Go Iloilo!

Go Pototan! Ayos gid ang Pototan kung mag-amo sini. I hope more and more projects for Pototan will be coming soon. Dinho May 7th, 2006, 09:22 AM I was watching ANC kaina and they featured a resort somewhere in a province in the visayas(di ko lang pag mention ang probinsya hehehe). What really caught my attention was that the resort island is about 3 hours away from the capital and yet it offers world class amenities...my point here, why cant guimaras emulate those kind of development? Its just a short boat ride from Iloilo City and guimaras has a lot of beautiful beaches that can give these other destinations a run for their money.
This maybe OT but when Iloilo will finally get the chance to get hold of international traffic thru the new airport, I just hope Ilonggo entrepreneurs would seize this opportunity and create world class resorts in guimaras or in the beaches of nearby towns.(Boracay Regency, a world class resort in boracay, is owned by ilonggo H. Chusuey).

I mentioned in my project study that in order for it to be feasible to build a hotel there, they must build a convention centre that is at least bigger than Bacolod's 2300 seat BCPH. I also said that once the convention centre is built, they would need to have a bigger hotel instead of the small one proposed to accomodate the needs of the organizers and the more affluent delegates. Thus I think, they opted to build it in phases and build several smaller hotels instead of building a single 300 plus room hotel. I'd say that it is a good and wise idea. The IBH has 52 rooms and I guess that the new one being built would have about 80 rooms. Since the convention center is smaller, I guess that these two hotels would suffice for the needs of convention organizers. But for the purpose of my study, I had to say there was none there at the moment (that was before Smallville and IBH was built and I had to stick to one hotel since that was my assignment. I left a copy of my study with the owner of the property.
Is the IBH and the proposed Convention Center and Hotel owned by the Pison's?

kirby21 May 7th, 2006, 11:48 AM GRACIANO Lopez Jaena saw the light of day at an obscure place on Fajardo-Simon Ledesma streets, now renamed Lopez Jaena, in the Municipio de Jaro on December 18, 1856.
The Municipio de Jaro then was called by the Spaniards as "City Within the City" as she was flourishing with commerce and trade.
Graciano's father Placido Lopez was a general repairman and her mother, Maria Jacobe Jaena, was a seamstress. His parents owned nothing except the small lot on which their old house stood.
As a boy, Lopez-Jaena was exceptionally brilliant. He read Spanish books and periodicals from cover to cover as his play time was spent in a Jaro Spanish library. He was barely 17 years old when he wrote the much-adored Fray Botod, a satirical short story exposing and ridiculing the greed and corruption of a priest in the then Municipio de Jaro.
Graciano entered the Colegio Provincial de Jaro at the tender age of six. Later he transferred to the Seminario de Jaro under the tutelage of the Paules Fathers where he was the topnotcher of his class.
He finished his philosophy and theology at the seminary but his obsession was to become a doctor. He studied medicine at San Juan de Dios Hospital in Manila and later at the University of Sto. Tomas, but had to quit schooling because of poverty.
When he returned to his native town Jaro, he ministered unto his sick neighbors and friends for free.
For a while, he lived in Silay, Negros Occidental, to try his luck in farming. However, he was not cut out to be a farmer.
At the age of 24 years old and because of his love for medicine, two good neighbors, Don Claudio Lopez and Don Eustaquio Lopez, rich Jareños, sent young Graciano to Spain in 1880 to continue his studies in medicine at the University of Valencia and later in Madrid. In Spain, he joined the Masonic league and the Progressive Republican Party.
Graciano Lopez-Jaena was the Filipino Demosthenes, one of the most eloquent orators of his time. On the 391st anniversary celebration of the discovery of America by Christopher Columbus held at the famous Madrid's Teatro Real, Lopez-Jaena, who was one of the speakers, advocated a just government for Filipinos and exposed the atrocities committed by the friars and the guardia civiles against his people.
After a much-applauded discourse, a tearful Venezuelan diplomat, Dr. Calcaño, who learned of the sad plight and thirst for freedom of the Filipinos, embraced Lopez-Jaena in the name of the Spanish-American republics.
During his 26 years in Spain, he had the opportunity to speak at many huge gatherings and he vigorously stressed the need for more freedom of the press, for the right of suffrage and for Philippine representation at the Spanish Cortez. Liberal and independent-minded Spaniards considered Graciano Lopez Jaena as one of the most outspoken of Filipino patriots.
On February 15, 1889, Graciano Lopez-Jaena, the great Ilonggo contribution to Filipino heroes, founded LA SOLIDARIDAD, a newspaper of wide circulation in Spain and the outlying countries. He also wrote in many publications in Europe where his name became famous as the "Fighting Filipino Journalist" abroad.
In an area of about 6 meters long and 3 meters wide donated by Ruth Javelosa and family at corner Lopez-Jaena and Fajardo streets, Jaro, Iloilo City, a simple marker of Graciano Lopez Jaena put up by the National Historical Commission in 1970, reads:
"Nagtatangol sa Filipino
Nakiisa kay Rizal, Del Pilar at iba pa
Kilusang Pagpalaganap 1882
Mananalumpati at Mamahayag
Died in Barcelona, Spain,
On January 20, 1896."
December 18 of each year is declared a holiday to honor and commemorate the birthday of the famous Ilonggo national hero, Graciano Lopez Jaena, who died in a foreign country defending his country and people from the oppressors.

ILOILO City - Department of Tourism (DOT) Regional Director Edwin Trompeta said the Panay Tourism Master Plan, which is included in President Gloria Macapagal-Arroyo's policy statement during her recent visit in the northern town of Pandan, Antique, will be adopted by their agency as its flagship project.
Trompeta said as follow-up to what the President said, he immediately wrote DOT Secretary Joseph Ace Durano informing him about it. He expects they could soon start drafting the master plan with the local government units taking part in the in-house planning committee.
The DOT official said the Panay Tourism Master Plan would expand the Boracay Tourism Master Plan, as the President wanted it to be, so that other provinces in Panay including the nearby Guimaras Island could also attract tourists who usually go to Boracay, touted as the best beach in the world.

3 RP bizmen to buy domestic airport space

JOHN GOKONGWEI, Jaime Ayala and Henry Sy were among the big names that will be buying a space in the Iloilo Domestic Airport in Mandurriao.
Aired over Aksyon Radyo, Engineer Allan Java revealed that these businessmen were interested in developing a business in the area. He added that the three businessmen were more interested when they had known that the city will sell for P20,000 each square meter.

Java said the lot in Mandurriao airport will cost to about P12 billion when sold P20,000 per square meter.
He narrated that the surveyors already assessed the area and made a relocation plan in May 2.
The said airport will be privatized only after the construction of the Iloilo International Airport in Cabatuan-Sta Barbara is finished reportedly in December this year.
The privatization was announced by President Gloria Macapagal Arroyo in her visit her during the Dinagayang celebrations in January this year.
The said airport will be closed when the new one in Cabatuan-Sta. Barabara opens.The same will be opened for developers after the closure.

Iloilo Commercial Port Complex (Loboc International Port) looks really promising sa layo. I hope they'll expand the area. I-connect nila sa Dumangas kay right now Dumangas has its own pier/port servicing big crafts as well though purely commercial basis lang to and from Metro Manila. Mas maayo ini nga vision kay ang Old Pier Wharf naman daw indi na gid ma-expand plus the fact nga congested naman didto kung sea traffic lang ang estoryahan.

The Manager of the German Technical Cooperation - Decentralization Program, Dr. Herwig Mayer, came for a 2-day visit in the region to sign two Memoranda of Agreement (MOA) launching two new grant-projects. The NEDA Region VI Office will lead the implementation of these projects in coordination with the concerned local government units.
Last April 27, 2006 at around 6:30PM in Iloilo City's Sarabia Manor Hotel, Dr. Mayer signed a MOA with Mayor Jerry P. Treñas - Chairman of the Metro Iloilo Development Council (MIDC), for the P1million-project titled "Strengthening Local Government and Private Sector Linkages under the Metro Iloilo Development Council as an Institution for Enhanced Political Decentralization." The MIDC covers 5 LGU, namely: Iloilo City and the Municipalities of Leganes, Oton, Pavia, and San Miguel.

ILOILO City is one of the historical places in the country. It has several features and landmarks that made significant contributions in history.
To commemorate this event, the City Council declared May 2006 as the "Heritage Month Celebration" in Iloilo City.
The goal of this program is the preservation, enrichment, and dynamic evolution of a Filipino national culture based on the principle of unity and diversity in a climate of free artistic and intellectual expression.
The Iloilo City Cultural Heritage and Conservation Council is headed by City Councilor Merci Drilon-Garcia. This is a special body created and tasked to undertake the local heritage conservation, protection, rehabilitation and proper utilization of Iloilo's legacy building, architectures, structures, and historical sites.
The Heritage Month Celebration has different activities (see Social Calendar) - both religious and socio-cultural. They include exhibitions, workshop, dance performance, food festival, traditional games, Zarsuela, reception, a walking tour, Santacruzan, Halad, fireworks display and heritage tours.

Iloilo will further open its doors to the world once the Western Visayas International Airport will open soon. Dira siguro ma-challenge na gid ang mga Iloggos diri sa abroad on how makabulig promote sang Iloilo. All eyes in the new Iloilo Airport. Hulat lang sa pag nag-open siya. I'm sure there'll be more things to happen gid for Iloilo when it comes to progress and development. THE West Visayas State University has formalized its involvement in the Unesco- Asia Pacific Network for International Education and Values Education (Apnieve) having been installed as institutional member in its 5th Membership Assembly on April 28 to 29, 2006 at the Philippine Normal University in Manila.
During the assembly, Dr. Lourdes C. Arañador, president WVSU was elected coordinator for Region VI. She is tasked to coordinate the activities of Unesco-Apnieve in Western Visayas.
Unesco-Apnieve is a regional network of institutions and individuals in the Asia Pacific Region organized to vigorously pursue international education and values education. The network was founded in 1995 by experts from eight countries: Australia, Indonesia, Japan, Korea, Malaysia, Philippines, Russian Federation, and Thailand.
The 5th Membership Assembly on the theme “Celebrating the First Decade of Unesco-Apnieve: Achievements and Challenges,” was attended by more than 200 educators from different parts of the country. Keynote Speaker was Dr. Ruben Umaly, vice president for academic affairs of Angeles University Foundation. His message centered on education for sustainable development. On the other hand, Dr. Lourdes R. Quisumbing, president Unesco-Apnieve reported on initiatives in promoting values for a culture of peace in the Asia Pacific Region.
During the two-day workshop and meeting the participants tackled the interactive modules from Apnieve Sourcebook III “Learning To Do: Values for Learning and Working Together in a Globalized world.” (RGA/WVSU-CIAO)

Guimbal is always the seat of power dira sa first district even toppling Miag-ao and Oton, both in progressive towns in its very own way.
Agree gid ko sa hambal mo nga Guimbal Town Hall is iconic. With an uderground basketball court and a well-maintained plaza, Guimbal will soon rise on its own sooner. go Guimbal!

THE bidding for the Iloilo domestic airport in Mandurriao, Iloilo City among interested investors and developers will be conducted between July and October 2006.
This was confirmed by Air Transportation Office (ATO) manager Alan Java when asked for developments on the efforts to privatize the 60-hectare airport property.
The ATO together with the Department of Transportation and Communication, Department of Finance, Department of Justice and the Iloilo City government is working on the airport privatization.
Java said they have to sell the airport to any interested buyer before the Taisei-Shimizu Joint Venture (TSJV) turns over the new airport in Cabatuan-Sta. Barbara to the national government. TSJV is the contractor of the New Iloilo Airport Development Project.
The target date for the turnover is March 2007 while actual operation of the new airport is expected to begin June 2007.
“The bidding will be in July or August or the latest is October this year. We have to dispose the property before we transfer operations to the new airport,” Java said.
To fast track the privatization of the Mandurriao airport, the national government has hired CB Richard Ellis (CBRE) to assess and study on how convert the area.
CBRE was the same firm that handled the privatization of Clark Airbase and Fort Bonifacio.
The World Bank pledged US$60,000 for the 11-week assessment project of the 60-hectare property which began last month. A task force and technical working group have been created to work on the asset disposition of the airport.
Java said CBRE has also been conducting surveys on the stakeholders and existing structures around the Mandurriao airport.
“The CBRE study will become the terms of reference for the bidding of the property. CBRE will suggest to the government on how to dispose the area at the highest profit possible,” Java said.
The projected sale of the Mandurriao airport is at P12 billion at least, Java added.
Among those reported to have taken interest on the property are Ayala Land, Filinvest, Robinsons Land, SM Prime Holdings and Land Co. of the Metro Pacific Group.
Last week, Iloilo City Mayor Jerry Treñas said the domestic airport will become the “center of development” in Iloilo.
Once sold to private entities, Treñas said the airport property will be converted into a recreation and IT center as part of the city government’s efforts to attract more investments into the metropolis.
Part of the earnings from the airport sale will be used to repair and improve existing roads and construct new thoroughfares and bridges in the city, the mayor added. May 8, 2006

A state-run credit agency is offering loans and guarantees to exporters particularly here in Iloilo.
Philippine Export-Import Credit Agency (PhilEXIM) director Quirino B. Baterna, who is an Ilonggo, stressed they are now looking into the capabilities of exporters here especially on the mango industry as Iloilo City is set to hold on May 17-19 a national congress which focuses on enhancing the global competitiveness of mango products.
Baterna, who has been director for the past four years, said the PhilEXIM is a Department of Finance (DOF)-led government-owned or controlled corporation (GOCC) and Government Financing Institution (GFI).
He said they have a credit committee which evaluates the projects before approval of the corresponding fund while they are giving out as much as P70 million to a client payable in around seven years.
“We are interested in the prospects of the local mango industry. Our mandate is to support the exporters of any products for that matter. We offer direct lending but more on guarantees from the government for prospective exporters,” Baterna told reporters yesterday.
“We could help them provided they are qualified with good track record of export operations. The assistance available is quite unlimited or depending on the size of the business,” Baterna explained.
He said they are eyeing to grant loans or guarantees to mango export ventures because of the big potential of the market.
“Europe could be an ideal market for mangoes though we lack supply. The local producers should have a market as what we see in Guimaras mangoes which has already established connections in US, Australia and Japan,” Baterna pointed out.
He added that China and Korea could also be major export markets.
“But we have to adjust with quality standards considering mangoes are very intricate for exports as it is a perishable product. The quality might change once it reaches the market abroad due to the transport period,” Baterna clarified.
He said it is “high-time” for the local mango ventures to penetrate the global market.
“We encourage the mango growers to tap us for their export needs on finances while there is a big opportunity in the export industry,” Baterna suggested.
He noted that Iloilo traders seemed to be “not interested” in availing of said funding. Baterna surmised this maybe because of lack of promotion among the export sector.
“We are here to assist the exporters if the big banks are not available. We could grant credit or issue sovereign guarantee,” Baterna said, adding they have lower interests compared to banking institutions.
Also, PhilEXIM accepts collateral deals with exporters including their factory sites or machineries to secure the financial assistance for the trading of goods overseas. May 8, 2006

Are they expanding na gid man? Wow! Looks like SM really wants to dominate the Iloilo market. Considering of three SMs in a small city plus a new one nga ginahimo subong plus hearing all the expansions, I'm sure SM is making Iloilo its home once more. Tani dakuon nila para damo lalagawan. Two-storey mini-mall within the city proper is kulang pa. Halos ginapalibutan na siya sang mga dalagkonga malls like the Atrium, MaryMart Mall and Amigo Plaza Mall. Few more steps and ara na ang Robinson's Iloilo. So much needed expansion gid man siguro sa part sang SM delgado. :cheers:

Iloilo Commercial Port Complex (Loboc International Port) looks really promising sa layo. I hope they'll expand the area. I-connect nila sa Dumangas kay right now Dumangas has its own pier/port servicing big crafts as well though purely commercial basis lang to and from Metro Manila. Mas maayo ini nga vision kay ang Old Pier Wharf naman daw indi na gid ma-expand plus the fact nga congested naman didto kung sea traffic lang ang estoryahan.
mahal siguro ang arkila sina Weck. The last time I've seen the lighthouse was ages ago pa. I don't know kung naga-cater sila visitors and the like dira. Pero okay siya. Hope the Lopezes will develop it and make it more tourist friendly para makabisita man ta dira.

THE West Visayas State University has formalized its involvement in the Unesco- Asia Pacific Network for International Education and Values Education (Apnieve) having been installed as institutional member in its 5th Membership Assembly on April 28 to 29, 2006 at the Philippine Normal University in Manila.
During the assembly, Dr. Lourdes C. Arañador, president WVSU was elected coordinator for Region VI. She is tasked to coordinate the activities of Unesco-Apnieve in Western Visayas.
Unesco-Apnieve is a regional network of institutions and individuals in the Asia Pacific Region organized to vigorously pursue international education and values education. The network was founded in 1995 by experts from eight countries: Australia, Indonesia, Japan, Korea, Malaysia, Philippines, Russian Federation, and Thailand.
The 5th Membership Assembly on the theme “Celebrating the First Decade of Unesco-Apnieve: Achievements and Challenges,” was attended by more than 200 educators from different parts of the country. Keynote Speaker was Dr. Ruben Umaly, vice president for academic affairs of Angeles University Foundation. His message centered on education for sustainable development. On the other hand, Dr. Lourdes R. Quisumbing, president Unesco-Apnieve reported on initiatives in promoting values for a culture of peace in the Asia Pacific Region.
During the two-day workshop and meeting the participants tackled the interactive modules from Apnieve Sourcebook III “Learning To Do: Values for Learning and Working Together in a Globalized world.” (RGA/WVSU-CIAO)

Jed and Joshua will never get the king’s blessings.
One advantage of Ramon over his competitors is that he is the “bilas” of Don Fonso.

THE bidding for the Iloilo domestic airport in Mandurriao, Iloilo City among interested investors and developers will be conducted between July and October 2006.
This was confirmed by Air Transportation Office (ATO) manager Alan Java when asked for developments on the efforts to privatize the 60-hectare airport property.
The ATO together with the Department of Transportation and Communication, Department of Finance, Department of Justice and the Iloilo City government is working on the airport privatization.
Java said they have to sell the airport to any interested buyer before the Taisei-Shimizu Joint Venture (TSJV) turns over the new airport in Cabatuan-Sta. Barbara to the national government. TSJV is the contractor of the New Iloilo Airport Development Project.
The target date for the turnover is March 2007 while actual operation of the new airport is expected to begin June 2007.
“The bidding will be in July or August or the latest is October this year. We have to dispose the property before we transfer operations to the new airport,” Java said.
To fast track the privatization of the Mandurriao airport, the national government has hired CB Richard Ellis (CBRE) to assess and study on how convert the area.
CBRE was the same firm that handled the privatization of Clark Airbase and Fort Bonifacio.
The World Bank pledged US$60,000 for the 11-week assessment project of the 60-hectare property which began last month. A task force and technical working group have been created to work on the asset disposition of the airport.
Java said CBRE has also been conducting surveys on the stakeholders and existing structures around the Mandurriao airport.
“The CBRE study will become the terms of reference for the bidding of the property. CBRE will suggest to the government on how to dispose the area at the highest profit possible,” Java said.
The projected sale of the Mandurriao airport is at P12 billion at least, Java added.
Among those reported to have taken interest on the property are Ayala Land, Filinvest, Robinsons Land, SM Prime Holdings and Land Co. of the Metro Pacific Group.
Last week, Iloilo City Mayor Jerry Treñas said the domestic airport will become the “center of development” in Iloilo.
Once sold to private entities, Treñas said the airport property will be converted into a recreation and IT center as part of the city government’s efforts to attract more investments into the metropolis.
Part of the earnings from the airport sale will be used to repair and improve existing roads and construct new thoroughfares and bridges in the city, the mayor added. May 8, 2006

Western Visayas is most likely be welcoming two new cities in the region with just two signatures needed to finally obtain an exemption from the requirements set for a municipality to be converted into a city. The municipalities of Pototan in Iloilo and Himamaylan, Negros Occidental are two of the 23 municipalities nationwide with pending applications for conversion to cityhood. Although they fell short of the requirements still they were able to convince the House of Representatives to pass a resolution asking for a joint resolution with the senate for an exemption. Meanwhile, the League of Cities (LCP) in an audience with Senator Aquilino Pimentel was informed that 13 senators have already signed the resolution and only two are needed for the exemption to be approved, to which LCP President and Iloilo City Mayor Jerry P. Treñas vowed to continue to oppose the conversion because this would have an impact on their Internal Revenue Allotment (IRA) fund. “We are not like the Metro Manila cities that could survive even without an Internal Revenue Allotment fund,” he pointed out.

These municipalities are those whose conversions into cities were embodied in bills filed in Congress before June 30, 2001.
House Joint Resolution 01, introduced by Rep. Carmen Cari (5th District, Leyte), seeks to exempt 22 municipalities from meeting the income requirement of P100 million as provided for under RA 9009 or the law increasing the income requirement for municipalities to become cities.
Rep. Cari said 55 bills seeking to convert certain municipalities into cities were filed during the 11th Congress covering the period 1998 to 2001. Of this number, 32 were enacted into law, one was rejected in a plebiscite and 22 bills were not acted upon because of the impeachment proceedings in Congress against former President Joseph Estrada.
The 32 bills that became law complied with the previous income requirement of P20 million as provided under Republic Act 7160 or the Local Government Code of 1991. RA 9009 was subsequently enacted in June 2001.
“In the interest of fairness and justice to the 22 municipalities which were found to be qualified under the old provision of the Local Government Code, like the 32 municipalities which had already been elevated to city status, there is a need to offer a legal remedy to local government units affected by the implementation of RA 9009,” Rep. Cari stated.
The 22 municipalities are: Carcar, Cebu; Binalbagan, Negros Occidental; Baybay, Leyte; Sablayan, Occidental Mindoro; Bogo, Cebu; San Francisco, Agusan del Sur; Bayugan, Agusan del Sur; Pontevedra, Negros Occidental;
Lamitan, Basilan; San Juan, Metro Manila; Tandag, Surigao del Sur; Tabuk, Kalinga; Batac, Ilocos Norte; Naga, Cebu; Borongan, Eastern Samar; Claveria, Misamis Oriental; El Salvador, Misamis Oriental; Opol, Misamis Oriental; Catbalogan, Samar; Pototan, Iloilo; South Davao, Davao City; and Cabadbaran, Agusan del Norte.

A state-run credit agency is offering loans and guarantees to exporters particularly here in Iloilo.
Philippine Export-Import Credit Agency (PhilEXIM) director Quirino B. Baterna, who is an Ilonggo, stressed they are now looking into the capabilities of exporters here especially on the mango industry as Iloilo City is set to hold on May 17-19 a national congress which focuses on enhancing the global competitiveness of mango products.
Baterna, who has been director for the past four years, said the PhilEXIM is a Department of Finance (DOF)-led government-owned or controlled corporation (GOCC) and Government Financing Institution (GFI).
He said they have a credit committee which evaluates the projects before approval of the corresponding fund while they are giving out as much as P70 million to a client payable in around seven years.
“We are interested in the prospects of the local mango industry. Our mandate is to support the exporters of any products for that matter. We offer direct lending but more on guarantees from the government for prospective exporters,” Baterna told reporters yesterday.
“We could help them provided they are qualified with good track record of export operations. The assistance available is quite unlimited or depending on the size of the business,” Baterna explained.
He said they are eyeing to grant loans or guarantees to mango export ventures because of the big potential of the market.
“Europe could be an ideal market for mangoes though we lack supply. The local producers should have a market as what we see in Guimaras mangoes which has already established connections in US, Australia and Japan,” Baterna pointed out.
He added that China and Korea could also be major export markets.
“But we have to adjust with quality standards considering mangoes are very intricate for exports as it is a perishable product. The quality might change once it reaches the market abroad due to the transport period,” Baterna clarified.
He said it is “high-time” for the local mango ventures to penetrate the global market.
“We encourage the mango growers to tap us for their export needs on finances while there is a big opportunity in the export industry,” Baterna suggested.
He noted that Iloilo traders seemed to be “not interested” in availing of said funding. Baterna surmised this maybe because of lack of promotion among the export sector.
“We are here to assist the exporters if the big banks are not available. We could grant credit or issue sovereign guarantee,” Baterna said, adding they have lower interests compared to banking institutions.
Also, PhilEXIM accepts collateral deals with exporters including their factory sites or machineries to secure the financial assistance for the trading of goods overseas. May 8, 2006

THE West Visayas State University has formalized its involvement in the Unesco- Asia Pacific Network for International Education and Values Education (Apnieve) having been installed as institutional member in its 5th Membership Assembly on April 28 to 29, 2006 at the Philippine Normal University in Manila.
During the assembly, Dr. Lourdes C. Arañador, president WVSU was elected coordinator for Region VI. She is tasked to coordinate the activities of Unesco-Apnieve in Western Visayas.
Unesco-Apnieve is a regional network of institutions and individuals in the Asia Pacific Region organized to vigorously pursue international education and values education. The network was founded in 1995 by experts from eight countries: Australia, Indonesia, Japan, Korea, Malaysia, Philippines, Russian Federation, and Thailand.
The 5th Membership Assembly on the theme “Celebrating the First Decade of Unesco-Apnieve: Achievements and Challenges,” was attended by more than 200 educators from different parts of the country. Keynote Speaker was Dr. Ruben Umaly, vice president for academic affairs of Angeles University Foundation. His message centered on education for sustainable development. On the other hand, Dr. Lourdes R. Quisumbing, president Unesco-Apnieve reported on initiatives in promoting values for a culture of peace in the Asia Pacific Region.
During the two-day workshop and meeting the participants tackled the interactive modules from Apnieve Sourcebook III “Learning To Do: Values for Learning and Working Together in a Globalized world.” (RGA/WVSU-CIAO)

The annual town fiesta of San Miguel, Iloilo kicked off last May 1, an event which Mayor Gregorio Villarico said has become an "occasion for showcasing the social, cultural and religious values that have been sustained and nurtured by San Migueleños since time immemorial."
The town fiesta is in honor of the town's patron saint, St. Michael the Archangel who once had made an apparition during the early days of the town's existence in order to drive away bandits who wanted to ransack the parish church convent. The terrified bandits fled, thus saving the convent and its precious possessions from the attackers.
San Miguel is a member of the Metro Iloilo Development Council.
A caravan served as the opening salvo for the 8-day celebration which will culminate on May 8 and has for its theme: Simbahan, Panguluhan, Katilingban Padayon sa Paghugpong para sa Kauswagan."
Villarico said the theme aptly embodies the need for San Migueleños to continue showing their reverence and thanksgiving to their patron saint, "who is our never-ending source of spiritual strength in times of trouble, our fearless protector in times of danger, and our untiring intercessor for more graces from Above."
He thanked the members of the San Miguel Local Government Unit Multi-Purpose Cooperative, which is spearheading this year's festivities, as well as various participating government agencies such as the Department of Education (elementary and secondary) and sectors of the community for their contributions to the celebration.

The DOT has their own priorities, we have our own priorities in Iloilo and in Western Visayas. So if DOT will not support any of our program, we'll have to do it on our own. All we need is a fund. If not coming from DOT itslef, then we can tap NGOs for help. I'm sure, Iloilo's NGOs are just as willing to cooperate and help as DOT. I'm fully supportive of Panay Tourism Hub to be held in Iloilo rather than joining the one in Intramuros.

Considering of three SMs in a small city plus a new one nga ginahimo subong plus hearing all the expansions, I'm sure SM is making Iloilo its home once more. Tani dakuon nila para damo lalagawan. Two-storey mini-mall within the city proper is kulang pa. Halos ginapalibutan na siya sang mga dalagkonga malls like the Atrium, MaryMart Mall and Amigo Plaza Mall. Few more steps and ara na ang Robinson's Iloilo. So much needed expansion gid man siguro sa part sang SM delgado. :cheers:
Plan pa man lang ina. Not until they start the construction, medyo galupad pa ina. Ang importante subong ang gina-umpisahan na. We'll see in a year to two years time. I'm sure may mga pagbag-o na gid man dira nga area. :)

Love eating along riverside. Pwede gid for picnic area. Besides cafe's and restos pag ara sa kilid dagat or suba looks refreshing. I wish .. i wish .. :)
JikJik May 8th, 2006, 12:39 PM We'll know in the future ... ano abi Iloilo and Guimaras lacks tourism promotion, and how can these provinces maximize their true potentials when the DOT is putting most of their resources in only 8 anchor destinations? ... they should've included Iloilo as an anchor destination together with Boracay considering most tourists going to boracay use Iloilo as their gateway... hmmm, ever since that Sec. Durano replaced Mr. Gordon ... Iloilo is always neglected in tourism advertisements, even sa national brochures distributed by the DOT very little can you find Iloilo mentioned in them :(

Cool projects. Diversion is becoming a new haven for businesses back home. Few more years and Iloilo's Diversion is the center of commerce, trade and corporate offices of the region. Pictures look very promising with good projects ongoing at the moment.

Badiangan is one of the most quiet towns of Iloilo. You can barely heard any news about it or any related activities ongoing in this town. I hope nga they'll start considering more infras to further develop and strengthen their municipality's economic activity.

Mandarin Oriental Hotel Manila will be holding the Iloilo Heritage Month for the month of May . It is in conjunction with the National Heritage Month that is staging annually in May by the Filipino Heritage Festival,Inc.
Various hotels and cultural groups participate in the annual festival, which is headed by Mita Rufino, Bambi Harper and Chi Salas.
This project has brought Mandarin Oriental Hotel Manila to stage successful Davao and a Bulacan festivals over the past two years
“Manamit!” is this year’s title of the festival and will focus on Iloilo’s delicious cuisine . Thru Eugene Jamerlan of the Iloilo Heritage Cultural Group, Pauline Gorriceta-Banusing of Villa Regatta Seafood Restaurant, Al dente Ristorante Italiano and Citrus Global Bistro will lend her talent for this Iloilo Heritage Month Festival. Kinilaw na Tanigue, Lato Salad, Fried Panara with Togue, Fresh Lumpia Ubod, Grilled Managat, Grilled Blue Marlin, Manok na may
Ubad kag Kadios, Adobado na Pantat na may Gata, Steamed Talaba , Grilled Scallops, Pulot with Ibos, Bucarillos, Bucayo and are some of the old Ilonggo dishes that will be featured in “Manamit!”.
The festival will be featured at lunch, from Monday to Friday at the

A hablon fashion collection by Rajo Laurel and former senator Loren Legarda will be displayed to complement the Ilonggo cuisine that Pauline will prepare daily.
Robert Blancaflor of Flowers by 1816 will lend his artistic contribution in decorating and styling the venue will no doubt make this no ordinary Ilonggo festival!
Paintings of Iloilo Churches will also be displayed at the Captain’s Bar and these are provided by the Museo Iloilo thru Mr. Zafiro Ledesma. The paintings were executed by local Ilonggo artists namely Norman Posecion, Tiny Firmeza, Liby Limoso ,Carlo Juntado, Arthur Jusa , Nil Capinanes and Scott Sarria.

Agree Jik. Daw Anhawan gid man itsura niya. I miss Anhawan Beach in the past. Sang mga 80's basta beach gani, Anhawan or Seaside dayon ang kaladtuan. I don't know subong kung ano ang famous kay a decade ago, Shamrock tops my list. :)

The church looks massive. Kulang na lang is kay-uhon nila ang ila belltower and okay na gid siya. The dome is very iconic. Look much better than the dome of Senora de la Candelaria Cathedral and St Annes Cathedral.

Indeed. It shows a lot of potential in terms of development and infrastructures, and could even compete with the city proper progress in few years time. With lots of projects lined up for construction, Mandurriao's Diversion Area is defnitely a new center of development in the city. Just adjacent to Diversion Road is the upcoming CBD once the Mandurriao Airport is closed and be transformed into a business district. More to come for Mandurriao's district.

Probably Highway na gid man siguro IAMME or main road sang CBD. Kay illogical naman siguro kung bungkalon pa nila ina tanan and construct new roads, etc. Dugang lang sila siguro few smaller roads, just in case.

Yeah, I like the La Paz Church too ... I was surprised seeing it for the first time only a couple of years ago. I kind of like it better than the San Jose Church sa facade ... I haven't seen the interior of the La Paz Church yet, so I can't say kung diin mas nami. But definitely the interiors of the San Jose Church is nice.
Have anyone noticed the building under construction near the La Paz Plaza? Its been unfinished for years, daw na abandon na gani. I wonder kung ano natabo...
I mentioned in my project study that in order for it to be feasible to build a hotel there, they must build a convention centre that is at least bigger than Bacolod's 2300 seat BCPH. I also said that once the convention centre is built, they would need to have a bigger hotel instead of the small one proposed to accomodate the needs of the organizers and the more affluent delegates. Thus I think, they opted to build it in phases and build several smaller hotels instead of building a single 300 plus room hotel. I'd say that it is a good and wise idea. The IBH has 52 rooms and I guess that the new one being built would have about 80 rooms. Since the convention center is smaller, I guess that these two hotels would suffice for the needs of convention organizers. But for the purpose of my study, I had to say there was none there at the moment (that was before Smallville and IBH was built and I had to stick to one hotel since that was my assignment. I left a copy of my study with the owner of the property.
Is the IBH and the proposed Convention Center and Hotel owned by the Pison's?

Iloilo Commercial Port Complex (Loboc International Port) looks really promising sa layo. I hope they'll expand the area. I-connect nila sa Dumangas kay right now Dumangas has its own pier/port servicing big crafts as well though purely commercial basis lang to and from Metro Manila. Mas maayo ini nga vision kay ang Old Pier Wharf naman daw indi na gid ma-expand plus the fact nga congested naman didto kung sea traffic lang ang estoryahan.

The annual town fiesta of San Miguel, Iloilo kicked off last May 1, an event which Mayor Gregorio Villarico said has become an "occasion for showcasing the social, cultural and religious values that have been sustained and nurtured by San Migueleños since time immemorial."
The town fiesta is in honor of the town's patron saint, St. Michael the Archangel who once had made an apparition during the early days of the town's existence in order to drive away bandits who wanted to ransack the parish church convent. The terrified bandits fled, thus saving the convent and its precious possessions from the attackers.
San Miguel is a member of the Metro Iloilo Development Council.
A caravan served as the opening salvo for the 8-day celebration which will culminate on May 8 and has for its theme: Simbahan, Panguluhan, Katilingban Padayon sa Paghugpong para sa Kauswagan."
Villarico said the theme aptly embodies the need for San Migueleños to continue showing their reverence and thanksgiving to their patron saint, "who is our never-ending source of spiritual strength in times of trouble, our fearless protector in times of danger, and our untiring intercessor for more graces from Above."
He thanked the members of the San Miguel Local Government Unit Multi-Purpose Cooperative, which is spearheading this year's festivities, as well as various participating government agencies such as the Department of Education (elementary and secondary) and sectors of the community for their contributions to the celebration.
The opening day also featured a summer disco derby sponsored by SM-LGU-MPC. This was followed by Summer Hot & Crazy Cinemas, also by SM-LGU-MPC, on May 2, High School Nite sponsored by Leonora Salapantan National High School headed by Principal John Torilla on May 4 and Coronation Rites of Little Miss San Miguel sponsored by DepEd Elementary headed by District Supervisor Ninnette D. Ira and San Miguel Central Elementary School Officer-in-Charge Celsa Talite on May 5.
The grand finals of the San Miguel (SM) Star Videoke Challenge Season II sponsored by the local government unit is the highlight for May 6 and the Ms. Summer Look 2006 sponsored by the federation of local farmers and 4-H Club for May 7.
Special masses, coronation rites of Her Majesty Queen Julie Ann Fortuno Arcenas, this year's fiesta queen, and binayle sa plaza will be the culminating highlights of the fiesta.

Last 2004, almost after independence, baskog pa ang Guimbal Town Hall compare sa Capitol with a long string of Philippine Flag across the town hall. pagkadto namon to, daw mabuhi gid nationalism mo. Guimbal is always the seat of power dira sa first district even toppling Miag-ao and Oton, both in progressive towns in its very own way.
Guimbal's Municipal Hall is really nice Weck. That's thanks to Former Cong. Oscar Garin. By the way, Guimbal is expected to top Miag-ao and Oton. The center of power in the first district is Guimbal where the political bigwigs come from. And Miag-ao is under the leadership of an opposition mayor. That explains so much. But the rate the towns are going, they have their own unique things to offer. Been to Miag-ao a couple of times, aside from their church, the Municipal Hall is really good. Something to be proud of ang structure. It's just too bad I don't have a pic. And tinlo ang lugar. Bay-i lang sa sunod ko kadto, mangpicture man ko. hehe.

A Japanese businessman has expressed intention to pool manpower in Iloilo City to work in agriculture and industrial sectors and caregivers in Japan.
Vice-mayor Guillermo Dela Llana yesterday said that Tokushige Susumu discussed plans of recruiting qualified jobseekers in Iloilo.
“The Japanese company is willing to train Ilonggo applicants while paying for their schooling. The trainees will be sent to Japan for a three-year on-the-job training with salary while working,” Dela Llana said.
Dela Llana added that Susumu plans to hire as many workers as needed from Iloilo.
“Susumu also assured to shoulder the travel expenses of qualified jobseekers that will be sent to Japan. He initially offered some P35,000 monthly pay for the workers,” Dela Llana added.
But before any Filipino can deal with Susumu, Dela Llana clarified that Susumu will have to settle an agreement first with the Philippine Overseas Employment Authority (POEA) and City Mayor Jerry P. Treñas on the procedures in the hiring of local applicants.
The vice-mayor revealed that Susumu will also establish a caregiver school in Iloilo City to train and hire prospective human resources here who are willing to be deployed to Japan in the future.

Indi gid mapa-pierde si Bernie. I don't know how big his clout is sa city hall. The silence of government agencies regarding the issue is not a good indication at all. And why there's an exclusivity of manpower and business provider in Mandurriao Airport? Siguro grabe lang pangisog ni Berniesubong kay less than a year na lang ang nabilin sa ila dira sa mandurriao.

Wow. Pwede ina gali sa aton ang Bikini Show? I think Boracay lang ang may ara during Summer Fest nila. Good thing to note gid. It seems Smallville is expanding way faster from what we are expecting. as usual, news about power supply in Iloilo are contradicting. Lately, PPC and Dela Llana says that we have ample of power supply for the city's requirements and we don't need extra watts from other sources, just in case. Dingle Diesel Power Plant can help solve this dilemma kay may sobra man sila. I'm just wondering that amidst this crisis, city hall is not looking for other alternatives to address the problem. Power barge 101 will be arriving from Batangas this end of June so may dugang naman. I wish they'll open this sector to other interested investors na. PECOs definitely playing up with the city's residents.

Happy fiesta lang sa mga kasimanwas niyo dira. we have several classmates from San Mig, mga Saclauso, Saul, etc. Any idea how far San Miguel's development at present? Though it's a small town, area-wise, sam Miguel houses big industries like Pepsi-Cola Plant, The Egger Farm, The Gorriceta rice Mill, Crown Agricultural Supply ext, etc. Hope to see San Miguel blooming as well with its metro counterparts (oton, pavia, leganes, sta barbara). :cheers:

May ara man Honda showroom being constructed beside Citi Hardware

POTOTAN, Iloilo – A state-of-the-art coliseum worth about P45 million was inaugurated here yesterday.
Cong. Arthur Defensor (3rd District, Iloilo) led the blessing and inauguration.
Pototan Mayor Pablo Perez, Vice Mayor Nicia Guanco and local officials welcomed the guests.
The construction of the coliseum was deferred several times due to budget constraints. Defensor also attributed the delay to the incessant increases in the cost of the construction materials.
With modern architectural design and facilities, Defensor said the coliseum will serve as the socio-cultural center of the people in Pototan.
Pototan, a third class municipality, invites nearby towns to visit ts new coliseum.
The newly completed astrodome is easily the most imposing structure in this perennial rice granary municipality in central Iloilo.
Standing on a 3,000-square meter area, it dominates the landscape of the expansive town plaza. Its dome gleams in the sunlight and the fine architectural and engineering design cannot fail to catch the attention of the viewer.
Originally, the structure was planned as a covered gymnasium for various sports activities, especially basketball. But as the work progressed, revisions and changes in the plans were also made.
The total cost of the project amounted to P45,645,000. Twenty four million pesos (P24,000,000) was initially released by then Cong. Licurgo Tirador from his community develop fund. But Cong. Defensor saw the grand design and pursued the project to its eventual completion.
As a basketball court, the facilities of the complex are all first class and up to international standard. The wood parquet covering the court is of imported maple wood. The electronic system is high-tech and ultra modern. There is adequate water supply and the comfort rooms are really designed for comfort.
The seating capacity on the lower portion is 2,500 persons while the bleachers can accommodates more than 3,000 spectators.

thanks for the pics, Chymera. St Clements church is the counterpart of Baclaran in Metro Manila. It's a Redemptorist one for Our Lady of perpertual Help. The new paint made the church more alive and consecrated.
marsleg May 8th, 2006, 11:11 PM We'll know in the future ... ano abi Iloilo and Guimaras lacks tourism promotion, and how can these provinces maximize their true potentials when the DOT is putting most of their resources in only 8 anchor destinations? ... they should've included Iloilo as an anchor destination together with Boracay considering most tourists going to boracay use Iloilo as their gateway... hmmm, ever since that Sec. Durano replaced Mr. Gordon ... Iloilo is always neglected in tourism advertisements, even sa national brochures distributed by the DOT very little can you find Iloilo mentioned in them :(

Good move for all governors of Western Visayas. It looks like Boacay will way, way better kung kita diri ang ma-promote lang and so with Iloilo and the rest of Western Visayas. Budlay na mangayo bulig sa iban kay daw lipong subong ang DOT for WV's promotion. Tama lang nga nag-reklamo si Trenas before because tuod gid man to. Wala gid pasalamatan ang mga Ilonggos sa iya. I'm sure of that. Btw, ano naman iya ang NGALAN sang bag-o nga commercial complex (?owned by Florete) sa may Diversion area? Nami gid kung may kumpetisyon sang complexes dira sa aton sa Iloilo eh. Iloilo City -- Among the job-seekers in Western Visayas Region, those from the provinces of Iloilo and Negros Occidental will be prioritized for the P500-million call center training program of the Arroyo administration.
"Iloilo and Negros Occidental have been identified as ’hotspots’ in the call center map of the country," said Buen S. Mondejar, regional director of the Technical Education Skills and Development Authority in Western Visayas.
The program provides scholarships to the so-called "near-hires," or those who lacked the competency required of a call center employee.
Mr. Mondejar said they will grant scholarships to 450 applicants in Iloilo. Of these, 300 slots will be for call center training while the rest will be for medical and legal transcription, animation and software development. -- J. V. Fernandez

That's really good kung mag-amo sina. It could rival the Great Jaro Metropolitan Cathedral. I once read somewhere in the past that Alimodian's Church is considered to be the biggest before the earthquake. Maayo man kung ma-restore ah biskan two levels lang kay kung tulukon mo subong, daw nagalubong ang bell tower against the dome. Inform lang di kami alimol sa mga bag-o sabanwa ninyo.

Daw mas progresibo pa ang West Visayas State University Medical Center compare sa Western Visayas Medical Center sa Mandurriao. The WVSUMC is expanding its capacity pero ang WVMC naman stagnant sa ila development. Ara pa ina ang Department of Health Region 6 sa likod niya ha. I want to see WVMC expanding its capacity. They still can build bigger buildings though damo na bag-o dira. Remember, WVMC is the center of health sa region catering all public patients coming from different provinces of Western Visayas and all. :cheers:
Basi wala na gid man lugar ang WVMC, Jon or probably gina-regulate man nila ang capacity sang mga public hospitals due to funds, etc. Kabalo ka man sa aton. Pila man lang ang budget sang government when it comes to health. Halos mabudlayan gani mag-purchase sang cotton balls kag alcohol. I'm sure WVMC is developing but in a very slow pace or else halos tanan na pasyente sang iban nga lugar dira na sa aton makadto. ang bal-an ko subng sa ila is they are refurbishing and buying sang mga bag-o nga equipments to cater the needs of the patients and updating its technologies man para ma-alternative ang mga pumuluyo kung diin makadto.

I kind of like it better than the San Jose Church sa facade ... I haven't seen the interior of the La Paz Church yet, so I can't say kung diin mas nami. But definitely the interiors of the San Jose Church is nice.
I haven't been to La Paz Church pa gid. I hope to visit it one day.

mas pushy pa ang Dumangas compare sa Pototan when it comes to cityhood issue. Their aquaculture industryang pinakadako dira Chy. Most people may ara punungan. I've been to lots of them kay damo kami taga-Dumangas nga classmates. and nami to mamunit or much better kadto ka bala by the time nga naga-haw-as sila bangrus. Mas maayo gid and barato. Once we went home full of bangus from our friend's house.

Yes, dira ko nag-graduate sang elemntary then sa CPU na ako nag-HS til college. I think kilala ta gid ka eh. Don't know how sure nga kilala mo ako sa postings. The center of power in the first district is Guimbal where the political bigwigs come from. And Miag-ao is under the leadership of an opposition mayor. That explains so much. But the rate the towns are going, they have their own unique things to offer. Been to Miag-ao a couple of times, aside from their church, the Municipal Hall is really good. Something to be proud of ang structure. It's just too bad I don't have a pic. And tinlo ang lugar. Bay-i lang sa sunod ko kadto, mangpicture man ko. hehe.
I agree, NTB. Guimbal is the seat of power dira sa First district that's why people of Miag-ao are clamouring now kung diin ang parte nila iya sa pork barrel ni Cong Garin. Well, in fairness to Miag-aonons, they have the right to do so kay gabayad man sila tax. And kung wala support ang ila mga projects, then sila gid pierde eh. This goes with what's happening in the fourth district of Iloilo where Biron is not helping Passi City for its infras and projects. Looks like politics back home never changes at all.

Indi man ko Pototanon ah but I don't think the towns you mentioned as possible "cities-to be" are contenders for cityhood yet (although been hearing years before that Dumangas was the one...unfortunately that was still during the time of the late Cong. Monfort). I could be wrong. hehe. Ma research ko parti di later to be sure Space. Take care.
With the rate of developments ongoing sa aton, Pototan will have to go with other contenders pa siguro, NTB. Dumangas mas matunog gid man before during Monfort's time and so with Pavia, kay even sa mga quiz bee ara na siya. But seems nga nadula lang .. and now it's reviving .. giving the chance that Dumangas has its own port na plus may mga industrial na sa ila .. and Pavia as well. Gadamo na iya industrial invesments sa ila banwa. We'll see ... but every each of them looksvery promising.
