Tubungan watershed rehab mulled
ByY JEZZA NEPOMOCENO
ILOILO – The Provincial Environment and Natural Resources Office (PENRO) wants to rehabilitate the watershed in Brgy. Igtubi, Tubungan town.
The watershed is some 40 hectares.
PENRO’s Soledad Sucaldito said the rehabilitation can help boost the province’s supply of potable water.
The PENRO may tap the help of the local government of Tubungan and specifically, the barangay council of Igtubi.
The rehabilitation, which will mostly entail reforestation, may cost P200,000, said Sucaldito.
The move is also one of PENRO’s ways to combat climate change, she added.
Due to the prolonged dry spell, some parts of the province are experiencing low water supply. For instance, Iloilo City is suffering from inadequate potable water because the watershed in Maasin is not producing enough water.
The Maasin watershed is the main source of water of the Metro Iloilo Water District, the sole water distributor in Iloilo City and nearby towns.
Actually, said Sucaldito, Iloilo has 16 watersheds. Aside from those in Maasin and Tubungan, there is also the Tigum-Aganan watershed, Sibalum Baguingin watershed, Guimbal Jarao watershed, Jalaur watershed and Magapa Suage watershed.
Watershedatlas.org defines a watershed as a basin-like landform defined by highpoints and ridgelines that descend into lower elevations and stream valleys.
A watershed carries water "shed" from the land after rain falls. Drop by drop, water is channeled into soils, groundwaters, creek, and streams, making its way to larger rivers and eventually the sea.
Sucaldito said planting trees is crucial in watershed rehabilitation.
“Trees provide us with oxygen and water, two vital elements for man’s survival, so we must plant more,” she stressed.
At present, PENRO is rehabilitating the 158-kilometer riverbank of the Tigum-Aganan and Magapa-Suague watersheds, 60 hectares of the Maasin watershed and 91 hectares of forest reserve of the West Visayas State University - Lambunao Campus in Lambunao./PN
zynet May 27th, 2010, 01:28 AM I've seen worse than that in that area. Ang Atrium gali, puerto? Anyway, some say it is the topography to blame...Remember that there is an event every year that Valeria gets flooded even if there's no torrential rain. Hence the name of the area/barangay as "Danao." The term is referring always to a body of water.
Now, what the city can do is not to just dredge the drainage system, but also upgrade it. IMO, the city's drainage system seem antiquated.
topography main factor cguro. city govt should have to lay out the master plan for drainage system kay daw la mn cla ga follow elevation may ara nga mataas ang outfall drainage compare sa secondary drainage line. govt well back to drawing board to make this master plan for drainage then follow the topo and elevation of certain area for drainage.
Bulls2009 May 27th, 2010, 01:58 AM ^^sa akon observation, its probably due to clogged drainage system along the entire stretch of Valeria and Delgado area.. have you noticed nga ang iban nga concerete cover sg drainage dira near Marymart (sa kanto sg Ledesma and Valeria) are either clogged sg basura or guba and the stench emanating from it.
kung gusto gid man nila ma-solve dira ang flooding, they need to do excavations and replace the entire drainage system dira.
- In fairness mas nami ang syudad sang iloilo kung summer....hay....proper drainage system lang na katapat, sus.....din na ang 1+ billion income sang syudad nag kadto man....
yeah so they need to declogged/upgrade the drainage indi na paghulaton nga magbaha na naman like frank kag mag obra solusyon...Now , this is where we or the public can help especially us here in SSC...pressure or remind the gov't to do something about this flooding or else no one would really bother on that aton ni ya syudad mo...kada tuig gina bwisit na lang ta sang baha!:bash: Indi lang ta puro dayaw sang aton nga city kundi mabulig ta nga ma solusyunan ang problema bisan sa ginagmay lang nga paagi.

tapos sa villa ga construct sila drainage gin hulat pa nila nga maabtan tig ululan kag mag obra tani bisan sa muni nga bagay paminsaron sang gobyerno nga added cost ini sya kag tama ka perwisyo sa mga tawo...

habagatcentral1 May 27th, 2010, 03:32 AM ^^ I think kay city proper man ini. The drainage system and topography is one thing that city proper has to face.
The rest of Iloilo City and MIDC areas may be "kampante" with the IFPC's aid since the frequently flooded Jaro, La Paz and Pavia areas are being served by the said project. The true test of it would be this upcoming rainy season, if it'll be able to divert flood waters of Aganan-Tigum-Jaro Rivers to a wider Jaro Floodway.
Remember Frank? Flood waters in the city proper are different from that of the devastating Jaro-La Paz-Pavia floods coming from the river. The IFPC is serving the latter.
But other than that, blame it to the clogged and antiquated drainage system.
irong206 May 27th, 2010, 03:49 AM thank you Berns,
although indi na mainfluence sang ICFP ang city proper kinhanglan they need to find solution for these flooding due to small raining like declogging kag ang mga drainage system dapat butangan mga dalagko nga tamburong basi toud daw lata sang sardinas lang nada kadagku sang tamburong hehehe.

blueguy May 27th, 2010, 04:00 AM Actually, the purpose of IFCP is to act as the flood plain of Tigum-Aganan Watershed. The she compose of ten towns and Iloilo City. Kaltehitze May 27th, 2010, 04:18 AM Cooler weather for Panay ahead
By Francis Allan L. Angelo
ILONGGOS will enjoy cooler weather with the onset of the rainy season but downpours can also affect power supply and public health.
Iloilo City suffered a one-hour power blackout as thunderstorms raged during a rainy Tuesday evening.
Engr. Randy Pastolero, operations manager of Panay Electric Co. (PECO), said their distribution lines suffered from “transient faults” brought about by thunders.
Pastolero said the thunder disrupted their supply from Panay Power Corp. (PPC), plunging the city in darkness.
As PECO, the sole power distributor in the city, restored power in the city, another fault occurred when PPC tried to re-energize its lines to Pavia, Iloilo.
The second round of fault triggered blackouts in portions of Jaro, Mandurriao and LaPaz that were re-energized.
Pastolero said temporary faults caused by bad weather will continue to plague their lines although they assured to restore electricity if there are no other disturbances PECO’s system.
Meanwhile, the Department of Health hoisted a warning against the rise of water- and food-borne diseases during rainy season and opening of classes.
Citing scientific studies, the DOH-Western Visayas said protozoa, viruses, or bacteria that cause waterborne diseases abound during heavy rains.
These parasites are commonly transmitted through ingestion of contaminated food or water as a result of poor sanitation and hygiene, the health department said.
Dr. Ariel Valencia, DOH regional director, said diseases prevalent during the rainy season are acute gastroenteritis, typhoid fever, cholera and hepatitis A.
Leptospirosis, an infection which can be contracted from wading in floodwaters contaminated with urine of animals like rats, dengue and malaria also rise during wet season.
“Clean up all possible mosquito breeding sites such as flower vases, empty coconut shells, old tires and tin cans to prevent dengue and malaria,” Valencia said.
Valencia also reminded the public that food should be well-cooked while left-overs should be covered and kept away from household pests. Food wastes should be disposed properly to avoid pests and germs from spreading.
During typhoon, make sure to get drinking water from a safe source. When in doubt, boil the water for three minutes or chlorinate it,” Valencia said.

lewdsaint May 27th, 2010, 04:21 AM Cold-chain group to help revive West Visayas seafood exports
Agri-Commodities
Written by Max V. de Leon / Reporter
Thursday, 27 May 2010 07:42
THE cold-chain industry is taking the initiative to revive declining seafood exports from Western Visayas by increasing their presence and investments in the area.
The Cold Chain Association of the Philippines (CCAP) said Western Visayas will be the focus of its eighth annual conference to be held in June this year, as it recognizes the huge export potential of the region, which is the traditional source of marine products in the country.
“There is a tremendous opportunity for growth, both in local and export markets, but this is being hindered by the lack of support infrastructure for proper handling, processing and distribution of marine products,” the group noted.
Western Visayas is one of the country’s major producers of prawn, tuna and other fish products. It reported total fish production of 433,231 metric tons in 2008, up by 8.1 percent from 400,742 tons in 2007.
CCAP said coinciding with public investments in infrastructure in the region, the industry will be motivating its member-companies to make new investments to support the developmental strategies initiated by local government units and using technologies developed by research institutions such as the University of the Philippines Fisheries Institute in Iloilo.
“Cold-chain investments enhance the capability of the marine-products industry to conform with international standards in export markets, thereby opening potential markets for local processors in Western Visayas region,” it said.
CCAP will hold its annual conference at the Sarabia Manor Hotel and Convention Center in Iloilo City on June 10 and 11. The conference, with the theme “Transition Management: Maneuvering in an Era of New Political and International Trade Policies,” will highlight the challenges and opportunities in the food industry as a result of the new directions, policies and programs which may be introduced by the incoming political leadership.
The event will also feature business-matching sessions to identify prospective areas for investment in cold-chain facilities in Western Visayas to support the regional development thrust of the Department of Agriculture and help strengthen the region’s position as a source of various marine products and an emerging player in the supply of fresh and processed meat products for local consumption and prospective exports.

After almost seven months of dryness, the rain finally poured quite heavily yesterday morning causing a short-lived flood on a portion of Valeria Street, Iloilo City. The weather bureau said that there is a prevailing cold front and inter-tropical convergence zone which caused the rainfall, an indication that the rainy season is near.

The second flyover of Iloilo City situated at the junction of General Luna-Jalandoni streets is expected to be completed by middle of next month.
The flyover is one of the legacy projects of President Gloria Arroyo that was constructed under the Mega Bridges for Urban and Rural Development Project with financial assistance from the French Government.
The permanent flyover with a modular superstructure materials supplied by the French Supplier, Matiere S.A.S has five spans and four piers with a total length of 195 linear meters and a road approach of 87 linear meters.
The P386.6 million project is being implemented by the Presidents Bridge Program Office, Public Works and Highways regional office headed by director Rolando Asis and the city government of Iloilo under congressman-elect and incumbent Mayor Jerry P. Treñas.
Director Asis said that President Arroyo is expected to inaugurate the project before she ends her term noontime of June 30.
The project is expected to improve the flow of traffic in the city once it starts to operate. (PNA)

spacewagon1 May 27th, 2010, 08:47 PM Iloilo town gets over P700-M for irrigation
THE town of Barotac Viejo, gets a funding of about P738 million for the construction of Small Reservoir Irrigation Project (SRIP) from the national government.
National Irrigation Administration (NIA) 6 director Edilberto Lomigo said the construction will augment irrigation services to the existing service area of 1,700 hectares in that town.
Lomigo said the NIA central office has already advised the release of P15 million for the pre-construction activities which will start this June.
The project, NIA said, is intended to develop the full potential of water for irrigation, fish culture and agricultural production, as Barotac Viejo is among the top producers of fish and agricultural products in the province.
The construction will include a 28.4-meter high-zoned, earth-filled dam to store 12.58 mcm of water, irrigation and drainage facilities that will serve a total of 2,141 hectares, road networks and the rehabilitation of existing diversion dam and irrigation facilities. (PIA6/ESS)

FACTS ABOUT THE FLOWERHORN
http://thedailyguardian.com/images/stories/052710_flowerhorn1.gif http://thedailyguardian.com/images/stories/052710_flowerhorn2.gif
THE Flowerhorn fish, commonly known in Chinese as “Hua Luo Han” does not exist naturally but a hybrid from various cross-breeding of South American cichlids that, in fact, it can be listed under the Cichlasoma genus. Even if the starting breeders are unknown, most people think about Cichlasoma Trimaculatus, C. Festae, Red Parrot cichlid, Jingang and others.
Care
For the value of appearance, a good flower horn must follow a standard that defines various aspects of its body:
- General body: The body must be oval and thick, with full belly and stomach; some new variants have a more rounded shape.
- Hump: The hump on the forehead should be big and well proportioned to the fish’s size.
- Black marks: One of the principal characteristics of flowerhorns – it is important that the marks are thick and well defined. Anyway, not much importance on these is given on some new varieties.
- Overall Coloration: The most common flowerhorns have a predominant red coloration. Every color should be bright and well defined.
- Scales: The entire body should be covered by light blue or green scales.
- Fins: Both tails and fins should be widely spread most of the time.
Aquarium set-up
Due to their sizes, flowerhorns demand big, spacious aquariums suitable for unhampered swimming. A 200-Liter tank is the least you can offer to an adult that it may live healthily.
Strong fish they are, they can live in various water conditions without much problems, provided water temperature is maintained at 25 to 30 degrees Centigrade. The pH value of the water is also important. Acidic water can tone down fish colors and make the fish sick; the ideal condition being light basic water, with a pH of 7 or 8. It is also necessary to avoid sudden condition changes – changes in temperature and chemical values, for example – because they can make flowerhorns more sensitive to pathogens like bacteria, fungi and viruses.
Water filtration is likewise important because these large fish produce lots of refuse that increase nitrite and nitrate levels in the water. You can choose both internal and external filtration; the second one, though, is ergonomically preferable as it does not consume aquarium space.
Be sure to have a well-aerated aquarium before you house a flowerhorn cichlid. Water current should be kept at moderate strength. Strong ones may damage the fish, while too weak ones may hardly oxygenate the water. Water heater should be kept at optimum level.
Tank decorations are important to make the fish feel more comfortable. Use a layer of fine gravel and make sure that rocks and wood cuttings are well-anchored to avoid the risk of falling on the fish. Make sure, as well, that added decorations do not make tank cleanup very difficult.
Live plants are important for filtration and oxygenation. Choose plants like anubias, because flowerhorn cichlids dig a lot. You can also use plastic plants, even if they are not useful and you can risk the fish accidentally eating them.
Being big and aggressive, it is better that you would not house it with other fish species, especially the smaller one. If you plan to house two or more flowerhorns, provide a bigger tank, dividing it with accessories to enable them to divide the territory. It is, however, not recommended to keep more than one in a single tank.
Feeding
Flowerhorns like similar-sized fish, Astronotus ocellatus for example, need a live food integration to be healthy and in shape. Their diet can consist of live food, frozen food, and standard dry fish food. Live food should be of good dimension, or the fish could not notice it. Earth worms and big meal worms or wax worms are acceptable. You can also give small fish like Poecilia reticulate, which could is a good choice for the high number of fry they spare monthly. Remember to feed every live food you choose, and, in case of live fish, make sure feeds are healthy.
Frozen food is another good solution, especially when you do not have live. Young flowerhorn usually eat chironomus, brine shrimps and other fishfoods, whereas older ones may overlook them. Instead, you can offer frozen fish. If possible, get freshwater fish and avoid those from saltwater.
Both live and frozen food can pollute the water, so make sure that Flowerhorns eat all the food given in 5 minutes maximum. In case of leftovers, remove them fast. For this reason, it is better to have an aquarium set up that allows you to cleanup without the need of removing or moving objects.
Dry standard fish food is a good alternative, especially if it is of good quality. You can find special feeds produced for cichlids that usually consist of big pellets that Flowerhorns like.
A Flowerhorn cichlid should be fed twice daily. Be careful with the quantities so as to avoid to overfeeding it. Reduce the food amount especially if it is really nutritious.
Breeding and care
for the fry
Sexing Flowerhorn is quite easy, especially when they have reached the length of 10-12 cm. The anal pore of the fish has a V shape in case of males and a U shape in case of females. Moreover, females tend to have a smaller hump when adults.
Being cichlids their reproduction can be similar to the genus Cichlasoma. The female lays eggs on a flat surface and takes care of them, while the male keeps other fish away. After 3 or 4 days, the fry hatch and parents take care of them by hiding them in more secure places. You can feed the fry with just hatched brine shrimps and other fry foods. Breeding is not so easy because female can be easily stressed or worried and end up eating her eggs, anyway if the environment is quiet and the parents are healthy, reproduction is possible.

this is a positive thing for the provincial government. Dako gid ang surplus sang Iloilo province. However, although maayo nga may savings sila, dapat gingamit ini ang kuwarta to build or upgrade infras sa aton.

I think, ang rason nga kadako sang surplus sang provincial is that they have been operating on recycled budget for the past 2 years (correct me if wrong). Since wala na approve ang budget for that year they will operate on the budget of the previous year which is usually lower. Maayo ini kay makasave guid kita sang daku, ang problema lang, indi mapunduhan ang mga priority projects for that year. Ang problema lang kun iban pa guid ang priority. Ti, damu damu naman kita bonuses by the end of the year. :bash::bash::bash:

By JEZZA NEPOMOCENO
ILOILO – “Graduating” Gov. Niel Tupas Sr. will leave the provincial capitol with P1.2 billion surplus.
“The province is economically stable. It is up to the incoming governor how to utilize this in his priority projects,” Tupas said.
On June 30, the province’s new governor will be Arthur Defensor Sr., the current congressman of the 3rd District.
Defensor is no stranger to the provincial capitol, having been the province’s governor from 1992 to 2001.
Tupas said he is happy to leave the provincial government without deficit.
Good fiscal management made it possible for the provincial government to have a P1.2-billion surplus, he stressed.
Tupas recalled that when he assumed as governor nine years ago in 2001, he inherited from Defensor a provincial government with a P6-million deficit.
After only a year, Tupas said he wiped out the deficit and in 2002, the capitol posted a surplus of P105 million.
Succeeding years also saw the province enjoying surpluses:
* P82 million in 2003
* P137 million in 2004
* P82 million in 2006
* P108 million in 2007
* P240 million in 2008; and
* P286 million in 2009./PN

Thank you to Rolex Suplico for blocking so many projects of the provincial government ha, hopefully next time na maka position ka tanan na proyekto sang gobyerno i-block mo para billions na naman ang surplus, waay kaso kung waay ini na na gamit sang provincial government or na disseminate sa public, at least naka surplus ah!:lol::lol:
Kaltehitze May 28th, 2010, 04:50 AM ano difference sang Savemore sa Hypermarket?
On observation, Savemore is targeted for the lower class, mag taga class D and E kay mas barato ang mga goods dira and prominent da ang bonus na brand. They are situated in areas na indi high-end or upscale kag mas gamay ang floor space, since they are meant to cater only to that area's community.
Ang mga goods da barato ka tama so pwede sya ma retail liwat sa mga tiangge.
Hypermarket is bigger, wider and offers a wider range of products than savemore. Damo ang products na mas mahal. For example, sa savemore, ang toothpaste is limited to Beam and Unique, wala colgate. Sa Hypermarket, pati Colgate and sensodyne ara.
Another thing is, the Hypermarket targets all classes of society, from A to E, plus pwede ka accomodate sang market coming from outside the city, like people coming over from Estancia or Calinog kay ang stocks sa hypermarket ka damo gid, daw halos unlimited stocks na. Lastly, and hypermarket is accessible from many areas, inang maximum number of customers gid ang maka sulod.
I think those are the differences, just my observation lang. "I might be wrong...but I doubt it" (charles barkley).

irong206 May 28th, 2010, 10:44 AM Iloilo town gets over P700-M for irrigation
(PIA6/ESS)

babaylan May 28th, 2010, 10:00 PM New Lucena is RP's pilot area for project intended to empower persons with disability
NEW LUCENA, ILOILO, May 27 (PNA) – The municipality of New Lucena in Iloilo was chosen as the country’s pilot area for the Non-Handicapping Environment Project (NHE) for persons with disability (PWDs) by the Japan International Cooperation Agency (JICA) and the National Council on Disability Affairs (NCDA).
NHE, which will last until September this year, aims to create PWD-friendly towns that will advocate for PWD-accessible building and infrastructures specifically in government offices, clinics, churches, public markets, schools and private buildings, among others.
New Lucena Mayor Liecel M. Seville said they are proud that JICA and NCDA chose their town together with the municipality of Opol, Misamis Oriental in Mindanao for the NHE project.
Mayor Seville hoped that New Lucena will become a model town for PWD programs in Visayas.
First among its projects was the construction of a PWD-friendly restroom in its town market, which will be replicated soon at the barangay level, she said.
JICA expert Daisuke Sagiya said that the NHE project wanted public places and facilities accessible to PWDs by providing facilities such as ramps, washroom and toilet, non-skid flooring, signage and parking area.
Once the project becomes successful in New Lucena then it will be replicated in other towns, Sagiya said.
Rizaliano Sanchez of NCDA said that New Lucena was chosen for the NHE pilot project due to its active PWD association, peace and order programs and the local government’s support.
Likewise, the NHE pilot project is intended for the country’s 4th to 6th class municipalities and rural areas only. New Lucena, about 28 kilometers from Iloilo City, is a fourth class municipality.
Anthony Bangeles, president of New Lucena PWD Association, said there are 509 registered PWDs in the town. He said that most of them are physically and mentally challenged and victims of chronic diseases.
He said that the piloting of NHE in New Lucena will greatly improve their advocacy to empower all PWDs.
Bangeles said that at least two percent of the 22,872 population of New Lucena is PDWs. (PNA)

babaylan May 28th, 2010, 10:04 PM Iloilo City's solid waste management program gets boost from Pilipinas Shell
ILOILO CITY, May 28 (PNA) – One of the country's top firms, Pilipinas Shell Petroleum Corp., is doing more than just business in this central Philippines city as it also embarks on helping solid waste management initiatives of villages, schools and daycare centers.
City executive assistant for education Ma. Mathilde Octavio said Pilipinas Shell donated a total of 100 half-sized, painted drums to be used as garbage bins.
The company started giving the donations last year. Incidentally, it was one of the top 20 real property taxpayers of the city in 2009.
The trash receptacles were distributed to recipients, namely, Barangay Buhang in Jaro district; Mandurriao district daycare centers; health centers in Molo and Mandurriao; Library Hub of the Division of Iloilo City; Fort San Pedro National High School; Jalandoni Memorial National High School; Technical Institute of Iloilo City-Molo Campus; the Office of Councilor Jose Espinosa III; and A. Montes Elementary School.
"This is one way of teaching schools and the community about proper waste segregation and disposal," Octavio said.
Through the City Environment and Natural Resources Office, the city government has brought solid waste management advocacy down to the level of schools and villages.
Intensive information dissemination by way of forums and publications are regularly conducted to educate the public and ensure compliance to the law, under the Ecological Solid Waste Management Act of 2000. (PNA)

EDC inks supply deal with two Aklan electric coops
By Marie S. mNeri
MANILA, May 28 (PNA)--Green Core Geothermal, Inc. (GCGI), a subsidiary of Lopez-owned Energy Development Corp. (EDC), has signed a 10-year power supply agreements with the Iloilo Electric Cooperative (ILECO 1) and Aklan Electric Cooperative (AKELCO).
Based on the contracts, GCGI will supply AKELCO with 18 megawatts (MW) for the year 2010 and 10 MW each year from 2011 to 2020.
GCGI will supply ILECO 1 with three MW from 2010 to 2012 and 18 MW from 2012 to 2022.
The power will come from the 112.5-MW Tongonan 1 in Leyte and 192.5-MW Palinpinon plants in Negros Oriental, which GCGI won in a bidding by PSALM last year.
“We’re very glad to have ILECO 1 and AKELCO as partners in delivering clean energy to Iloilo and Panay island. EDC’s long-term contracts with these two cooperatives will support the growth needs of the two cooperatives with clean, reliable and affordable power. Since the industry is leaning more towards clean energy, EDC, with its 34-year head start in the geothermal business, is well positioned to address the supply shortage in the Visayas grid,” EDC president and chief operating officer Richard Tantoco said.
AKELCO general manager Chito Peralta also expressed satisfaction with the agreement. “Getting power has always been a challenge for us because as you know, Aklan is located at the tip of the grid. Now Green Core will be able to augment the power supply of the province and encourage more tourists to visit Boracay,” he said.
AKELCO services 17 municipalities in Aklan and two municipalities in Antique.
Tantoco also said that the pricing of indigenous renewable energy resource, such as geothermal, was independent of any indexation to movements in global energy indices.
With this, ILECO 1 general manager Wilfred Billena is confident that the contracts “will also result in lower power rates for us in Iloilo.”
ILECO 1’s franchise areas cover 15 municipalities. (PNA)

Iloilo is a favorite site for JICA projects
ILOILO CITY, May 28 (PNA) -– The Japanese International Cooperation Agency (JICA) said that the province of Iloilo has been a favorite site of various Japanese programs in the country.
JICA expert and chief advisor Daisuke Sagiya said that Iloilo is very active and most local government units (LGUs) are very cooperative and excited when new projects are introduced.
Daisuke who visited a pilot project for persons with disabilities in New Lucena, Iloilo noted as one factor the peace and order situation in the region.
Likewise, he said that most beneficiaries are also keen in replicating the projects to the grassroots level and even ventures into innovating and improving the program when turned-over to them.
Daisuke has been assigned by JICA in the country for more than two years. He has been overseeing JICA projects in Visayas and Mindano.
He said that he enjoyed working in the country and he has even replicated programs that JICA has successfully implemented in his previous working assignments in Rwanda and Cambodia.
Daisuke said that the Philippine and Japanese government have been strengthening their cooperation through JICA projects for more than forty years.
JICA has various projects in Iloilo alone including funding and technical support to the Iloilo Floodway Project, the coastal resource management of the Banate Bay Resource Management Council, and donations of computers with printers in various schools in Iloilo towns, among others. (PNA)

If that would happen, I hope MIGEDC and the local governments would also fast track social services, infrastructures and housing. Because, the more factories that we got, the more people migrate, the more risk that Iloilo City would go on urban blight if it is not managed properly like Manila or probably border towns in Mexico.
In other words, the government should exercise its arm and might as "by the people, for the people, to the people." They should not handling all to the private sector.

Haldir07 May 29th, 2010, 03:39 PM P600M released for Panay rehab
By Francis Allan L. Angelo
AFTER more than a year, the national government released the second tranche of funds for the rehabilitation of areas in Panay damaged by typhoon Frank in 2008.
Presidential Assistant for Western Visayas Raul Banias said the Department of Budget and Management (DBM) released Friday the special allotment release order (SARO) for the P600 million Panay rehabilitation fund.
The first tranche of the rehab fund amounting to P481 million was released March 2009, almost a year after Typhoon Frank wreaked havoc on Panay in June 2008.
A lion's share of the P600-million fund was set aside for damaged infrastructures with P495 million, while Aklan was allocated P55 million and Antique - P50 million.
Banias said the funds for Iloilo will be used to replace E. Marcos Bridge in Brgy. Amerang, Maasin (P180 million); completion of the Baltazar Aquino Bridge in Poblacion, Leon (P110 million); completion of Camanggahan Bridge in Guimbal (P90 million) and repairs of Balabag-Sulangan Road in Dumangas (P50 million) and Dumangas coastal road to Iloilo City (P65 million).
Some P55 million will be spent on the repair and rehabilitation of the Aklan River Control Project in Libacao and P50 million for the repair and rehabilitation of the Patnongon-Valderama road in Antique.
Citing his conversation with Reconstruction Commission head Ricardo Saludo, Banias said Western Visayas will get a “fair share” of the Philippine government's US$250-million loan from the World Bank (WB).
The government and WB will sign next month the agreement on the loan which will be used for the rehabilitation of areas damaged by Typhoons Frank, Ondoy and Pepeng.
The reconstruction commission is also working on another loan from the Japan International Cooperation Agency (JICA) for the same rehabilitation efforts.
An P8-billion rehabilitation fund for Panay was initially proposed but it was later reduced to P4 billion. (With reports from PNA)

I agree gd! There should be industries that would cater to the employment of other careers especially sa Engineering like the ones mentioned above (shipyard, automobile assembly/manufacturing plant..), semiconductor companies, big engineering firms like Fluor Daniel or JGC, Oil refinery, steel fabrication, and other light and heavy industries. How i wish.
Kay when you look at it, we're getting saturated with call centers, kaya imbis mag work sila in their profession, they end up in BPOs kay wala d opportunity for those jobs.. or hindi gani, ga gwa abroad, etc.. But im not against sa BPOs no. :)

at least bag-o matapos ang daan nga administrasyon mapaguha na ang budget nga ini para indi na matabunan sa sunod nga mga projects sang next admin.
according to a reliable source pres. asst for western visayas Raul Banias is groom to be the next provincial administrator ni Gov Defensor replacing boy mejorada.

labeth May 30th, 2010, 03:43 PM Feeling mo lang ina hehehe pero ok man ang Sta. Clarita ah...ang kinder nila mga almost 30k and matutukan nila bata mo...We would have enrolled our son tani sa ateneo for grade1 but na turn off kami sa student ratio nila sa elem which is 40 per class...it seems that they accomodated a lot to earn more for their expansion hehehe kabudlay mangita eskuwelahan subong kay damo na pili-an hehehe
Sa Washong mga 26K lang ang ila tuition and 5 is to 1 ang student ratio para sa ila pre-nursery. As early as pre-nursery may Chinese class na sila dayon.
With regards naman sa Ateneo, ga average guid man 40/class even before nga Santa Maria pa lang. Sang tiyempo namon, ang Santa Maria amo ang may pinaka barato nga tuition among private schools.

adelro2049 May 30th, 2010, 08:42 PM Last Friday Jed and I, through an Ilongga friend (upod ko san University of San Agustin Alumni Association-Northern California), met Council Member and future mayor of Daly City, CA, David Canepa. Daly City has one of the largest population of Filipino-Americans in the San Francisco Bay Area. We were also joined by two representatives of Filipino-American newspapers in the San Francisco Bay Area (Ferdie Villar of Asian Journal and Joey Panlilio of Manila Mail). The purpose of the meeting was Jed wanted to establish a sister city agreement with Daly City. Dave was excited about this plan. He is scheduled to be mayor in 2012 (in Daly City, the mayor is not elected but the city council members take turns for 2 year terms) and would like to visit Iloilo along with his delegation to witness the Dinagyang 2012 and to see the new City Hall which will be completed in December 2011.
Kami sang friend ko excited man kag nag presentar gid nga ma member sang sister city committee diri sa Daly City. Nag suggest gani ang friend ko nga kon madayon na ini, during the launch mabutang kami sang Iloilo Festival sa Daly City.
Next target namon for the sister city agreement: San Francisco and the City of Milpitas, CA. We are hoping that this will further trade agreements among Iloilo and these cities.

Mining seen attracting $1.4B in investments

MANILA, Philippines—The Philippines is expected to meet its target of drawing up to $1.4 billion worth of investments in the capital intensive and politically sensitive mining industry, according to Bureau of Mines and Geosciences director Edwin Domingo.
Domingo said local and foreign companies remained optimistic about the earning potential of mineral-rich prospects in the Philippines.
He said that Freeport-McMoRan Copper & Gold Inc., headquartered in Phoenix, Arizona, was among the international miners keen on investing in the Philippines.
Freeport-McMoRan vice president David Potter has informed the Department of Environment and Natural Resources (DENR) that the company was interested in investing up to $5 billion in the development of the Swiss-led Tampakan copper-gold project in South Cotabato, Domingo said.
The American company has mining projects in North and South America, Africa and Indonesia. Its assets include the Grasberg mining complex, reportedly the world’s biggest copper and gold mine in terms of recoverable reserves.
The Tampakan project, on the other hand, is one of the largest undeveloped copper-gold deposits in the Southeast Asia-Western Pacific region. When developed, it would be the biggest mining project in the Philippines and one of the top 10 copper mines in the world.
Domingo also cited recent announcements that TVI Resource Development Philippines Inc., a subsidiary of Canada’s TVI Pacific Inc., had signed a joint venture with DMCI subsidiary Dacon on a $2-million project to explore TVIRD’s greater Canatuan tenement area in Zamboanga del Norte.
In a January disclosure to the Australian Stock Exchange, TVI Pacific said the partnership with Dacon provided an opportunity to extend the mine life at Canatuan by further evaluating identified deposits and possibly locating new prospects.
Meanwhile, Vale Exploration Pty. Ltd., the world’s second-largest mining company, is applying for an exploration permit in Iloilo and has signed a $6-million deal with Australian miner Royalco Resources Ltd.
