Religion doesn't guarantee salvation in any way, its faith and doing good to others and to the society that matters. ;) I am one of those who are not religious. What is religiosity if he doesn't exhibit the values of his own "religion" in case of most of us, Christian values?
It's difficult to preach hypocrites than children. The former seem to deny that they are indeed wrong unlike the latter. The worse part of the former are claiming that they are righteous persons yet on their back, pulling down other people's throats...Please refer to the song "Banal na Aso, Santong Kabayo."
So really, natatawa ako, hihihihi.........

A lot of people thought that MIGEDC was formed out of prestige and that of noble buki cliché of "world-class city." It was born out of anticipation, not of a reaction. We are fully aware of the small land area of Iloilo City yet its urban conglomeration spills out of its borders. Rather than waiting for another horror story in urban planning like what happened to Metro Manila, they've at least established the body in order to pursue cooperation in the growing urban area.

And wala na ako masyado gapa Starbucks kay kalayo katam-an sang Starbucks sa office namon. Kag halos natilawan ko na tanan nga coffees including those na wala sa menu board.
And! It is already given that SB will surely open in Iloilo since the city is prepping itself from the BPO boom in the next few months.
Siguro i will be more excited to see Seattle's Best, Coffee Bean and other coffee shops para lain naman.
By the way, wala guid picture for confirmation na may Startbucks opening na announcement na? Thx!

Just like marks and spencer is like shopwise in the UK?
At any rate, there really are differences in the brand depending on the market. For example, pizza hut sa states is really fast food, diri sa pinas, it has a fine dining feel.
Starbucks is considered a luxury brand diri sa pilipinas because if they would choose to go head to head with other local coffee shops based on price alone, basi ma lugi sila. By differentiating their brand as 'luxury' they get to utilize their comptetive advantage, namely, superior service, quality and luxurious feel.
Besides from that, the dollar-peso exchange rate makes the starbucks brand a bit more expensive. That's why taxi drivers in new york can afford it while taxi drivers in the Philippines could barely afford it.

liquidcrew July 21st, 2010, 05:06 AM Hotel sector prospects in focus
LOCAL and foreign giants in the hotel industry will discuss issues and best practices in a conference next month, the meeting’s organizers said in a press briefing yesterday.
The First Philippine Hotel Investment Conference, scheduled on Aug. 20, will be "putting [local tourism-related businesses] in touch with the experts in the industry," Merill Yu, chief executive of organizer Y&S 1847 Hotel and Development, said in the briefing.
"The speakers that we brought in represent the big hotels in the world. Those who do not have access to international brand standards will be closer to people who has sustainable business know-how," Mr. Yu said.
The conference’s program showed that high-profile foreign speakers will include: Thomas Monahan, executive vice-president of Wyndham Hotel Group; Xerxes Meher Homji, executive vice-president of Carlson Hotels; Gy Phillips, vice-president for development of Hilton International Asia-Pacific; and Simon Pearson, vice-president for development of Marco Polo Hotels.
Philippine-based speakers include Jose Mari del Rosario, chief executive of Microtel Hotels and Resorts; Arthur Gindap, country general manager of Ascott International; and Reynaldo A. Villar, executive vice-president of Federal Land, Inc.
Topics will include Philippine hotel investment and market update, the boom in domestic air travel, branding, key components of the hotel businesss that are often overlooked and top hotel investment opportunities in the country.
"Independent owners are putting up their own hotels. They are going through the country. That is the wave of investment happening in the country," Mr. Yu noted.
"We want to see more development in non-popular areas like Dumaguete, Tacloban, Iloilo and Mindoro," he added.
Mr. Yu said benchmark investment is P300 million for a three-star hotel with less than 100 rooms and P3 billion for a five-star hotel with more than 100 rooms.
The next step for existing hotel owners, said Adolf A. Aran, Jr., president of fellow conference organizer F&H Events Specialists, Inc. in the same briefing, is for them to develop their own food business instead of outsourcing this requirement.
"Right now, hotels are slowly making a name in the area of food like Seven Corners [in Crowne Plaza Galleria Manila] and Spiral [in Sofitel Philippine Plaza Manila]," Mr. Aran noted. -- NJCM

I think in the US, SB is not really that cheap kay damu man gyapon sosyal naga tambay sa SB and theyre endorsing it guid. They love SB because of it's fast service. It's like McDonald's, it's a brand catered by all class types.
In pinas, it opened mga 90's, indi naman guid super sosy now ang SB, like sa Manila. sa provinces like Bacolod or Baguio yes, kay now lang guid na introduce ang SB lifestyle, but as we get used to it, daw wala nalang ina ah...

vaatzhoy July 21st, 2010, 08:07 AM DOT favors guv’s regional museum
THE Department of Tourism (DOT) Regional Office here welcomed the plan of Iloilo Governor Arthur Defensor Sr. to convert the old Iloilo Rehabilitation Center (IRC) into a regional museum.
DOT Regional Director Edwin Trompeta said he already discussed with the governor the plan and to see how they could assist in its realization.
“The putting up of a regional museum is really a good plan,” Trompeta said, adding that having it in the proposed location blends well with the presence of the buildings of the Iloilo Museum, DOT, and the new and old Iloilo Capitol buildings.
Defensor said he is entertaining the idea of having a regional museum to house the artifacts of the province and become a tourist destination as well.
He cited United Kingdom’s Jewel House at the Tower where the crown jewels, regalia and vestments worn by the British sovereign during the coronation ceremony and other state functions are displayed.
Defensor also expressed his intention to preserve the façade of the old IRC because of its historical significance. The old IRC was built in 1911 on a 868-square meter lot in the heart of Iloilo City. It was abandoned in 2006 though after inmates were transferred to the new rehabilitation center in Brgy. Nanga, Pototan. (PNA)

Old IRC: From jail to museum
By Montesa Griño-Caoyonan
The old Iloilo Rehabilitation Center situated adjacent to the Provincial Capitol in Iloilo City will be converted into a regional museum, according to a proposal of Gov. Arthur Defensor Sr.
Defensor said that instead of building a convention center at the former jail’s site, as proposed by the previous administration, he is proposing to have a regional museum built in the area to accommodate and preserve artifacts about the historical events of Iloilo, both city and province, and other provinces in Western Visayas.
Defensor said the present Museum Iloilo, located in front of the Provincial Capitol, has a very limited space. But even with the proposed new museum, the old one will be preserved, he added.
He said that building a museum is not as expensive as constructing a convention center.“We will ask for financial assistance from the national level,” the governor said.
Former Iloilo Gov. Niel Tupas Sr. proposed the construction of a convention center to attract investors as part of the Capitol revenue-generating project and make Iloilo as the next investment center in the country.
However, Defensor said Iloilo has no business having a convention center because it is not the place to accommodate thousands of delegates from other places considering the congested traffic flow in the city.
The old IRC, created in 1911 with total lot area of 868 square meters, can accommodate more than a thousand prisoners.
However, it was abandoned with the completion of new IRC building in Brgy. Nanga, Pototan town in 2006.
NEW IRC CONTROVERSIES
Since it opened four years ago, the new IRC, which has 737 inmates and 87 jail guards, was involved in various controversies.
Early this year, a jail break killed a fleeing inmate, and recaptured two others along with an outsider who helped the inmates escape.
The IRC management blamed the lack of sufficient facilities like perimeter fence, watch tower, and guard house for the jail break.
Last year, nearly 50 inmates were discovered to have developed beri-beri, a Vitamin B deficiency disease. Others became mentally unstable and had to be taken to a government-run mental institution in Metro Manila.
In November 11, 2009, the inmates, complaining of insufficient food, erratic scheduling of conjugal visits, jail mismanagement and corruption, staged a noise barrage.
habagatcentral1 July 21st, 2010, 08:09 AM By the way, Marc (Chymera/ExploreIloilo) and I have spoken with Sir Ben Jimena about Kasadyahan. He said, we may see the Kasadyahan either in next year's Dinagyang or during the Charter Day celebrations next year. Either way but it wouldn't be during Semana sa Iloilo. This matter is still being debated by IDFI as of the moment. :)
Also, the tourist bus are free to enter City Proper premises, provided that the companies should secure permit from the Tourism Office and TMEO/Auxillary. The restriction on it has been, well at least, have been relaxed with the new administration.
The councilor who holds the position for tourism is Councilor Lex Tupas.
That's the latest from CTMO Iloilo City. :)
vaatzhoy July 21st, 2010, 08:09 AM DENR to implement 10-yr. forest project
A forest management project of the Department of Environment and Natural Resources will benefit Iloilo’s watershed particularly the Jalaur Watershed that covers three municipalities, a report of the Philippine News Agency said.
The 10-year project will focus on watershed improvement of the 129,000-hectare Jalaur Watershed that includes the Jalaur River in Calinog; Ulian River in Lambunao; and Suage River in Janiuay.
The total hectarage is still up for validation although some 8,000 hectares have already been validated.
The project site is now in a critical level as a result of various improper farming practices by several upland dwellers.
The initiative will be funded through a loan from the Japan Bank of International Cooperation amounting to some P5.8 billion, which will be shared with similar projects to be implemented at the Cordillera Administrative Region, Region 2 and Region 3 in Luzon.
Provincial Environment and Natural Resources Office Chief Val Talabero said activities for the project will include community organizing, capability building, reforestation of watershed and agro-forestry.
Initially, it will benefit stakeholders or upland dwellers living in timberland areas or those lands owned by the government.
“This is a holistic project,” Talabero said, as everybody will be actively involved.
Talabero said that improving the life support system at the headwaters of the watershed will have a great impact on the lowlanders. Forester Tonyboy Latoza has been assigned to serve as the over-all project manager who will also oversee sub-project managers assigned in areas that will be covered by the project. “We would like to show to the world that we are serious in implementing this project,” Talabero said.PENRO-Iloilo is also preparing to update their baseline data on Jalaur Watershed last taken in 2003, and a project operation manual is also being refined as part of the preparations for the implementation.

To be honest, I like this idea by Gov Art. The old IRC has much space than the current Museo Iloilo has. Maybe they can tap National Museum and NCCA for it...but...jeje...ok. :D
Anyway, Museo Iloilo is undergoing renovation inside. And finally, no photography is allowed inside the museum except the art gallery. :D

A celebration of loyalty at PFMC
The Philippine Foremost Milling Corporation (PFMC) blessed its new building in Lapuz as well as inaugurated its Iloilo Technical Training Center last June. The purpose of the center is to enhance the baking expertise of customers as well as ensure profitability as these customers become partners. The center was built in order for these customers’ businesses to grow by providing them with seminars. The opening of the center is a celebration of loyalty.
A seminar on Ciabatta making was held prior to the blessing and inaugural ceremonies. This seminar is one of the many that PFMC will offer in the future.
PFMC had humble beginnings. It started with Uy Yan Gong (Julian Uygongco), an immigrant from the Fujian province in China, came to the Philippines and opened a bakery and grocery called La Filipina Uy Gongco. He imported and distributed general merchandise from the United States of America, the Republic of China, Thailand, Hawaii and Europe making La Filipina Uy Gongco one of the biggest trading houses in the Panay and Negros islands.
But the war destroyed what Uygongco had worked for. It was his eldest son who reopened the business after World War II in 1946 and renamed it as La Filipina Uy Gongco de Uy Chiong. It became a partnership and was named as La Filipina Uygongco.
It was in 1987 that the Philippine Foremost Milling Corporation was built under the leadership of Engr. Alfonso Uy. The first milling plant operated in 1990 with a capacity of 400 metric tons per day. Today, it has a capacity of 920 metric tons and considered as the only flour milling facility in Western Visayas. In 1998, it has penetrated the Luzon market with the second milling plant built at the Manila Harbor Center.
Today, PFMC is one of the biggest flour mills in the country. It ranks second based on the volume of flour sold nationwide. PFMC is also the first flour milling company in the Philippines to be ISO22000:2005 accredited.
“We are one of the leading players in the wheat flour and animal feeds milling industry. We are best known for being a reliable supplier of best quality flour products sold under the famous brands Montana Spring, Dakota Champion, Washington Gold, Gold Key, Amigo, Family and Snow Silk. Our Excel and Amigo brands of compound feeds are also very well accepted,” said Alfonso Uy, chairman of PFMC.

40 families in Iloilo recipients of GK houses
Forty families whose houses were destroyed by floods during typhoon Frank and displaced because of the construction of the Iloilo Flood Control Project have been identified as recipients of houses built at the Jose Maria (Rusty) E. Cacho Gawad Kalinga Village in Brgy. San Isidro, Jaro in Iloilo City.
GK Panay coordinator Peter Tiu said the 40 houses are just initial structures as they look forward to the completion of additional 20 houses.
He said the recipients are from the various districts of the city who are not just homeless but landless as well.
The E. Cacho GK Village was funded by the Chameleon of France and the Cacho Family.
The turnover ceremony set on August 6 will be attended by GK chairman and founder Antonio “Tony” Meloto.
Tiu also said the Assumption GK Village funded by Assumption Iloilo in line with its centennial celebration will also rise this year in Brgy. San Isidro.
The school will launch a coffee table book featuring the various recipes of its alumni and officials in a partnership forum on August 7 and the project proceeds will be used to fund the construction of 30 houses at the village.
They are also waiting for the approval of the Panay Electric Company board of directors for another proposed village of 30 houses, also in San Isidro. PNA

Mabilog, Treñas mull world-class
ferry terminal at Port San Pedro
ILOILO City – Mayor Jed Patrick Mabilog and Cong. Jerry Treñas jointly asked President Benigno Aquino III for a Presidential Proclamation for the one-hectare area at Port San Pedro here to be developed into a world-class ferry terminal.
Embodied in a feasibility study submitted by Concept Consultants headed by Nathaniel Von Einsedel and approved by the Cities Development Initiative Asia (CDIA), the Guimaras-Iloilo Ferry Terminal (GIFT) project will connect the island province of Guimaras to Iloilo City through a modern terminal for ferry boats.
The project also calls for the improvement of the Jordan and Buenavista wharves in Guimaras to complement the Iloilo City ferry terminal for Buenavista and Jordan ferries where an existing ferry wharf is located.
The area is located at the old Rotary Park. The Iloilo Coast Guard station will be transferred to another site.
Mabilog said the President is enthusiastic with the project and has ordered the Presidential Management Staff under Julia Abad to review the Iloilo City project for possible foreign and national government funding.
The city mayor said the World Bank is expected to help by providing a loan complemented by an ideal public and private partnership.

Ako indi ako mahilig magtambay sa SB, coz IMO it's a connotation nga wala ka lang guid ubrahon if magtambay ka. I like it when i order my coffee in venti and i walk out. I run along Makati Ave., while drinking para indi ma late.
ako ya, i'm always a coffee drinker... may that be starbucks, seattle's best, goria jeans, WCC, our very own coffeebreak and bluejay, my favorite mcdonalds coffee, the 7-11 capuccino or my very own homemade coffee... nescafe with coffeemate. im not really after the brand name. for me, it's more of the needed "kick" everytime, the state of sedation sets in. but between starbucks and seattle's best, i would prefer starbucks... less expensive. :)

ALI ramps up project launches
AYALA Land Inc. (ALI) said the number of units launched in the first semester this year already exceeded half of last year’s target. In a briefing, Antonino Aquino, ALI president, said the company has already launched 6,000 units at end-June, more than half of last year’s goal, amid strong demand across all residential products.
He said Ayala Land Premier contributed 40 percent to the bottom line of ALI’s residential business.
“I think the pacing of our product introductions really tell you the demand for Ayala Premier products has tripled—if I will make an understatement—as far as the market is concerned,” Aquino said.
This year, ALI plans to increase the number of residences for sale by three-fold with the launch of 9,275 units in 17 out of its 30 identified growth centers, namely Laguna, Baguio, Subic, Cavite, Iloilo, Cagayan de Oro and Davao.
“It’s something we may have found not only in Ayala Premier products, but across all our various products as well, including Alveo, Avida and Amaia,” Aquino said.
ALI has been tapping the high-end market through Ayala Land Premier, while Alveo Land and Avida Land address the mid- and low-income markets, respectively.
Amaia is the “economic housing” brand of ALI.
Aquino said the real estate firm has started launching products when actual take up of a previous development has reached 80 percent.
“We feel very optimistic [about] business results this year. Our second quarter [performance] is of similar level of consistency with our first quarter performance,” he said.
Record sales and bookings from recently launched residential projects pushed ALI’s first-quarter net income by 32 percent to P1.2 billion.
The company is also spending P4 billion to develop The West Tower, its last project under One Serendra.
Ayala Land Premier’s latest offering comes with several limited edition units, including the three-bedroom sky pool unit worth P75 million—the most expensive ALI unit in the Bonifacio Global City.
Since 2004, the country’s biggest property developer has launched 1,020 units under One Serendra, with a take-up of 93 percent. Property valuations in Bonifacio Global City have also increased by 50 percent in the last six years, Aquino said.
For July to August, ALI would be spending P10 billion for projects in Bonifacio Global City, including the West Tower.
The property giant is also looking to expand its portfolio of products in the fast-growing business district with the establishment of mid-rise office buildings and a boutique hotel near West Tower.
ALI shares fell from P14.50 to P14.25 each on Tuesday.

Given its history, SSC Iloilo has also seen a political spat between one of the Tupases and the ones who are against them.

vaatzhoy July 21st, 2010, 07:41 PM Iloilo – a Queer City of the South
by Peter Jimenea
DUE to paramount public interest, we are bound to bring the issue of THE flyover and bridge construction of this city for people to understand on how government funds are spent into projects or services.
The overriding objective of criticism is to figure out how much all these projects truly cost and why they became an absurd legacy of a local chief executive lording over for nine years this highly urbanized city once known as “The Queen City of the South.”
Look at the construction of Drilon Bridge, crossing the Iloilo river that links La Paz District to City Proper. Instead of going straight from Jalandoni Street to the other side of the river, it turned left for about three meters before resuming the job just to spare the hotel owned by an in-law of then mayor now congressman Jerry Treñas.
There are options as a matter of course but they deliberately destroyed the beauty and legacy of the bridge. Next is the first flyover constructed at the corner of Gen. Luna Street and Benigno Aquino Ave. Its North-end stopped in between the UPV-Iloilo City and Sarabia Manor Hotel that becomes a danger zone for students, pedestrians and hotel customers alike.
Worse, the South-end was also situated between two big establishments namely, Hotel Del Rio and the John B. Lacson Maritime University. Deliberate or not, the construction of the south tail-end of this flyover poses a great danger to maritime students, pedestrians and hotel customers crossing the street to the other side of the road.
Again, another flyover was built overlapping Jalandoni-Gen. Luna Streets, at the City Proper. The same problem had been noticed at its north-end stopped in between the main gates of the University of San Agustin and the Iloilo City Proper Police Station.
This is a big risk to students of the university and to police personnel reporting for duty. The same is true to people with important purpose in going to the police station. What's more, the south-end of the fly-over is another danger as it lies at the front of the Iloilo American School. The flyover support is a single concrete post that holds upward the mid section of the construction, unlike those in other big cities like Cebu and Manila with two posts constructed from each sides to support the weight of slowing-down vehicles above during traffic congestion. We hope ours will not give in to weight overload of a great number of vehicles queuing at the flyover.
Taking all the equities of these projects into consideration, their irritant forms if viewed by visitors with little idea about projects constructions, could give Iloilo City its new label as now the queer, not queen city of the south.
Gross negligence of local officials in allowing contractors to undertake these constructions without following the standard specification on the chart, implies a wanton disregard to consequences. This is the usual result of project implementation by officials who easily yield to temptation of greed.
This is too extreme a conclusion though. There may be counterarguments against the accusation as a matter of course, but the factual and material sight of these projects speak of the truth and officials involved must now better set-aside the “good views” they all share.
Bridges, flyover and skyways for highly urbanized cities are very useful. Unfortunately, the ones in Iloilo City have been built but which no government before suggested to do. Here, the ones who get screwed in the end is still Juan de la Cruz, as usual.
The issue may be out of pique and inflating out of proportion. But turning the pages of documents prepared for construction of the projects this way and that, one may ask this question; the program specification was delayed but the project was already finished, how?
That's it, the role of the press is to give readers relevant information and tools for weighing them. But if the information does not suffice for one to get closer to the truth, the most logical solution to be drawn is - visit Drilon Bridge and the flyover, but walk, don't run.
Please login or register to post comments.
habagatcentral1 July 21st, 2010, 09:13 PM ^^ Lets ask also the national officials and the ones who designed the flyovers themselves. Before blaming it in the local government, lets also check DPWH. I can still remember the controversy of Jalandoni Bridge and its Pier 5 and all other controversies in the construction.
Oh well, that's DPWH...and wondering if their image of corruption would be at least be minimised in the era of Aquino. :colgate:
Anyway, for one, urban planning in the Philippines is still a headache. Am I to pursue this career or stay with history? Jajajaja!!!
BTW, his usage of the name "queer" suggests a TV show, jajaja!!! Time for a makeover.

zynet July 22nd, 2010, 01:40 AM Increase in towing fee for vehicles eyed
By Francis Allan L. Angelo
THE Iloilo City government is set to review penalties imposed on owners of vehicles illegally parking all over the city.
Mayor Jed Patrick E. Mabilog said the towing fee imposed by an antiquated city ordinance is only P50 which is not even enough for the fuel of towing trucks.
Mabilog said there is a need to review and even raise the towing fees so that tow operators will not be on the losing end dragging away vehicles of errant drivers.
Higher fees and penalties will also discourage motorists from parking their vehicles anywhere in the city.
Private vehicles parking on roads or curbs in streets of downtown Iloilo City are being blamed for causing traffic congestion in the metropolis.
Meanwhile, Mabilog said the city government will start demolishing illegal structures on city-owned properties next month.
The mayor earlier said he will lead Task Force Anti Squatters and Illegal Structures (ASIS) in tearing down shanties and other unsightly structures standing public domains.
Mabilog said he already instructed TF ASIS head Bobby Dumanil to demolish illegal structures at the BS Aquino Drive (Diversion Road) and streets of downtown Iloilo.
habagatcentral1 July 22nd, 2010, 02:18 AM Anti-mendicacy law is to be implemented in Iloilo City. A lot of good news and good plans are coming under the new administration led by Jed Mabilog. I hope this wouldn't be a "first day high" syndrome (ukon ningas kugon sa aton nga tinaga) and should be consistent. We'll see if these good plans push through after the first 100 days and beyond. Because in my opinion, a mark of good leadership and public management also lies on his or her consistency of implementing policies, that traverses time and political epoch.
By the way, any updates in the u/c of the City Hall? When is the target date of completion again?

adelro2049 July 22nd, 2010, 05:48 AM ^^ Lets ask also the national officials and the ones who designed the flyovers themselves.
Jajajaja!!!

Haldir07 July 22nd, 2010, 05:55 AM Rays of recovery - Philippine ports post growth in traffic in Q1
Wednesday, 21 Jul 2010
Manila Bulletin reported that 5 of the Philippine's ports have recorded significant increases in cargo traffic for the first quarter of 2010.
The Philippine Ports Authority said that the port of Iloilo registered the highest increase in cargo volume of 135% in the first quarter followed by Puerto Princesa (83.7%), Iligan (83.4%), San Fernando (61.1%) and Dapitan (56.3%).
PPA attributed the significant growth to the increasing shipment of corn, cement, grains, coconut oil, flour, chemicals, general cargoes and export products such as coal, mineral fuels, lime stone and coco oil.
The total cargo throughput for the first quarter of 2010 rose by 22.7% YoY to 39.5 million tonnes from 32.2 million tonnes in 2009.
Of the total cargo traffic, government ports handled 17.7 million tonnes, with MICT and South Harbor combined (6.16 million tonnes) and other ports (11.6 million tonnes).
PPA, however, noted a decline in cargo traffic in the ports of Cotabato (-16.7%), Nasipit (-16.1%), South Harbor (-13.7%, General Santos (-3.9%) and Batangas (-2.1%).

ALI shares fell from P14.50 to P14.25 each on Tuesday.

lewdsaint July 22nd, 2010, 08:14 AM Treñas wants chairmanship of local gov’t body
Iloilo City Rep. Jerry P. Treñas said he is eyeing the chairmanship of the committee on local government in the House of Representatives, a report of the Philippine News Agency said.
Treñas said he is hoping that he will get the committee chairmanship because he has several programs and innovations to introduce.
The committee should become a partner of local government units in easing the delivery of services to the people, he said.
Treñas said he aims to focus on laws that urge cities and LGUs to continue the best practices and programs of the previous mayors and councils.
He also wanted LGUs to come up with programs that will help them boost their income and not rely solely on the annual Internal Revenue Allotment from the national government, he added.
Treñas, who served as Iloilo City mayor for nine years and as president of the League of Cities in the Philippines, said he has personally seen the plight of LGUs and he knows how to help the mayors improve their governance strategies.
The House committee on local government deals with matters directly and principally relating to autonomous regions, provinces, cities, municipalities and barangays, including their revenues and expenditures.
