Iloilo eyes public-private partnership for two projects


ILOILO CITY -- The city government here plans to implement two major projects through public-private partnership.

Mayor Jed Patrick E. Mabilog said two foreign companies have expressed interest in funding the Guimaras-Iloilo Ferry Terminal (GIFT) project and establishment of the central business district (CBD) here.

He did not identify the firms. The two projects, estimated to cost at least P1 billion, are still in the pre-feasibility study stage.

The city government is preparing for the feasibity study to be submitted to the National Economic and Development Authority (NEDA) and Regional Development Council of Western Visayas for approval.

The pre-feasibility study is being conducted by Consultants for Comprehensive Environmental Planning, Inc. with funding support from the Cities Development Initiative Asia. Mr. Mabilog said the two firms offered to shoulder 51% of the funding requirement while the local government will shoulder the remaining 49%.

The GIFT project, which will provide a better ferry terminal for passengers of the Guimaras-Iloilo City line, is envisioned to rise at the one-hectare Rotary Park in Iloilo City’s port area.

Mr. Mabilog said he will ask for authorization from the city council to sign and send a request to President Aquino to declare the park, which is owned by the national government, as public domain and facilitate the relocation of informal settlers in the area.

The CBD project, on the other hand, includes the conversion of the Iloilo Central Market, the biggest public market in this city, into a shopping mall. Mr. Mabilog said President Aquino has directed the Presidential Management Staff to review the GIFT and CBD projects for possible foreign and national government funding. -- FALA

Guv revives ‘Pyesta sang Kakahuyan’

MAASIN, Iloilo – To combat the effects of climate change, “Pyesta sang Kakahuyan” is being celebrated here today.

The event is a reforestation program established by Gov. Arthur Defensor Sr. in 1992. It lasted until 2001.

Defensor said reviving the event is a way to refresh public awareness on the importance of trees in the environment.

This also proves that the provincial government is serious in its campaign for reforestation, he said.

Around 4,000 seedlings of jackfruit and other fruit trees and narra will be planted today near the Maasin watershed.

“This (tree-planting) is a sort of a picnic — something which is fulfilling since we will help address the problems brought about by climate change,” said Defensor.

“Let us not forget the genuine value of trees. Without them, no living things can survive,” Defensor added.

The event will be participated by the provincial government, nongovernment organizations, civic clubs, private companies and academic institutions./PN

LGUS urged to create crisis
management committees

THE Regional Peace and Order Council (RPOC) is urging for the creation of a crisis management committee in the city and municipal levels as preparation for incidents such as a hostage taking.

“RPOC will take the lead in organizing crisis management committees,” said Iloilo Gov. Arthur Defensor Sr.

Defensor, the incoming RPOC chairman, stressed there is a need to form committees to ensure that local government officials will not be caught flat-footed when a crisis arises.
Police regional director Samuel Pagdilao Jr. underlined that mayors will undergo a seminar-workshop during the first week of October to give them guidelines in formulating their own crisis management committees.

“One of the most important is to define roles and responsibilities of local executives, law enforcers, and other government agencies,” Pagdilao noted.

However, Pagdilao disclosed that no policy exists and this must be created to avoid confusion.

The seminar-workshop also aims to design the integration of government and private agencies in managing crisis situations.

Pagdilao said only Roxas City in the entire region has created a crisis management committee.

Pagdilao urged mayors to support the PNP by providing financial assistance in acquisition of equipments for Special Weapons and Tactics (SWAT) units and training for hostage negotiators.

City Hall gives housing contractor deadline

THE contractor of the controversial Iloilo City housing project in Pavia, Iloilo has until next month to show up and receive the notice of termination of its contract with City Hall.

City legal officer Jose Junio Jacela said Mayor Jed Patrick Mabilog set October 30 as the deadline for Alex Trinidad, proprietor of Ace Builders Enterprises (ABE), to appear and receive the notice.

City Hall failed to serve the notice to Trinidad as the latter’s office in Pasig City does not exist anymore.
City legal officers also tried to trace Trinidad in his home in Quezon City but to no avail.

Jacela said the city government will take over the P130-million housing whether or not Trinidad surfaces by October 30.

A case for breach of contract will also be filed against Trinidad for using substandard materials in the projects based on the reports of the City Engineer’s Office and Commission on Audit.

The suit also aims to compel ABE to return the P80 million which the city government paid for the anomaly-laden project.

The city government plans to convert the housing project site into a mixed-use commercial center once it takes over the 5-hectare property.

The irony indeed. And sometimes, the government (or whoever suggested pedestrian overpasses) don't see the logic (for now) why people prefer to pass on the street despite its presence. Although safety is a primary concern, there are some overpasses that are left unused (oh, I'm sorry--used gali as CR) by the public. Especially that one at DOT and WVSU-INHS.

That is going to be happen once the Wholesale Electricity Spot Market (WESM) is implemented, the whole Visayas Region has more than enough powers supplies and PECO participate in WESM.

Bag-o lang ko attend sang WESM Commercial Operations Program (COP) Training. I got some infos that some of distribution utilities and electric cooperatives have not yet joined in sa WESM. Although they still have reasons kay indi pa gid ready ang Visayas region to implement the WESM pero hinay-hinay na ini subong gina-address sang DOE. Kapag na address na ini we are going to enjoy low power rates. If that will happen, PECO will not enjoy sa pagpataka sa charges because the WESM shall provide the mechanism for identifying and setting the price of actual variations from the quantities transacted under contracts between sellers and purchasers of electricity.

Ang mga distribution utilities pareho sang PECO kag Electric Coops indi naman magpataka sang brown-out. They will plan ahead ang ila nga mga brown-outs.

Medyo Kontra-Gusto pa ako subong sa WESM but I see that it could benefit the end costumers if walang CASH-onduan sa ERC kag DOE will provide more power generators (means more investors sa power supply).

We are in constant communication with WESM kung san-o nila i-implement diri sa Visayas Region kay damo pa mga problema ginaaddress nila subong. WESM is already implemented sa Luzon. Try to look at the difference of power cost between Visayas and Luzon there are some instance nga dako ang deperensya. May ara gani kung kis-a negative pa ang presyo sang KW.Hr. sa Luzon kay may iban nga planta mapwersa maghatag negative price because of the Bilateral Contract kag para maischedule sila sa dispatch sang WESM.

Will try to post later kung paano mag-operate ang WESM kag paano nila ginadetermine ang power cost. Budlay daan mag-explain kay very technical abi. hehehe!

^^ Sometimes, I do see those overpasses as nuisances and white elephants, IMO. There are even some overpasses that are inappropriate to a certain place due to low pedestrian traffic OR tolerable vehicular-pedestrian interaction.

Is frozen yogurt just a new food craze, or does it represent a deeper change in the consumption behavior of Filipinos today?
The Philippines, particularly Metro Manila, has seen several food fads in the past—from the lechon manok (roasted chicken) to shawarma to the pearl shakes popularized by Zagu. But after the novelty fades and the lines disappear, so do most of the wannabes, leaving behind mostly the pioneers that have managed to establish a solid brand in the competitive food market. Andok’s even managed to expand beyond its core product to create a budget fast-food chain serving more than just lechon manok.

If ever frozen yogurt does prove to be a passing fancy, the owners of CaliforniaBerry are confident that they will still be around, owing to its pioneering status in this niche, having opened its first stall in Silver City in Ortigas Center in 2008.

“For us, it [frozen yogurt] will stay.…When people say frozen yogurt, they think about us,” says Kirk Whang, managing director of CaliforniaBerry Yogurt Co. Inc. Philippines. Besides, so far, it is still the only 100-percent nonfat frozen-yogurt brand in the country.

Right now, though, the frozen yogurt craze shows no signs of abating, not when restaurant chains, like Pancake House and Teriyaki Boy, have added it to their menus. In fact, Whang and CaliforniaBerry vice president Kyle You said they wouldn’t be surprised if fast-food chains like Jollibee will one day also serve frozen yogurt at their stores. “But it won’t be their flagship product,” You said.

The reason for this popularity, the two men said, is the growing health consciousness among consumers, which has had a profound effect not just on the food industry. The popularity of running—and badminton before that—suggests that more and more people are making the effort to stay fit, which has provided a boost to sports brands, gyms and even spas. And because of this, many are also watching what they eat. This explains the sudden increase in vegetarian restaurants—or, at the very least, the addition of several vegetarian options in most finer eateries that go beyond simple salads and pastas.

Yogurt has been, in fact, sold in supermarkets for a long time. But frozen yogurt—and the choice of several toppings—made the product a more viable, and less fattening, alternative to ice cream.

But instead of simply creating faux ice cream, CaliforniaBerry made the extra effort to highlight the healthy quality of yogurt. “We consider ourselves all-natural,” You stressed.

You, who created the yogurt blend of CaliforniaBerry, said it took six to eight months to get it right. The reason other yogurt brands still allow a small percentage of fat is basically to add more creaminess. But even by sticking to a non-fat formulation, You managed to create a product that has that unmistakable dairy texture and taste. “It’s the perfect balance of sour, that tangy feeling and sweet,” he said, noting that others tend to be sweeter.

He attributes this to the use of imported ingredients from the United States.



Big gamble, huge payout

It was in the US where the two men got the idea to enter the frozen-yogurt business. Whang and his wife were vacationing in the US and coincidentally You was also there.

Frozen-yogurt shops are a hit in the US, led by Los Angeles-based Pinkberry, which is touted to have reinvented the US frozen-yogurt category when it opened in January 2005. Other US brands include Fiore, Kiwiberry and the South Korean yogurt giant Red Mango, which has also since opened in the Philippines.

While Whang and You initially considered getting a US franchise, they “didn’t want to pay too much.” They knew it was a gamble, since Filipinos were not yet familiar with the product. But if it succeeds, they also knew it could be big.

And since You took up hotel management and knew how to make yogurt, they decided to make a bet on this new venture on their own—their first in the food industry.

It paid off handsomely for the guys. Today there are 16 CaliforniaBerry outlets, with three more opening this month until early October, including one in SM Iloilo. (CaliforniaBerry’s other provincial outlet is in the Gaisano Mall in Davao.)

“The ones in the provinces are also doing good in sales,” Whang said. “It’s a new product, so they want to try it.”

CaliforniaBerry is targeting to have 25 stores by the end of the year.

The expansion rate has been particularly rapid, especially when you consider that only six of the 16 outlets are company-owned. The rest are franchises, which CaliforniaBerry started only late last year.

“It’s hard to manage so many branches,” You explained. “And we also wanted to give the opportunity for other people to have a business.” The CaliforniaBerry franchise package ranges from P1.2 million to P1.4 million for an island store of 10-15 sq m and from P1.4 million to P1.8 million for an inline concept or full store, according to the company’s web site. The company will help franchisees with training and marketing support, as well as finding a space if they don’t have one. Those who are interested to get a franchise, You said, must fill up a prequalification form. “We meet with them, study the site, and then decide if they’re qualified or not,” he added.

While most CaliforniaBerry outlets—or frozen-yogurt stores, in general—are simple island stores in high-traffic areas like malls, there are a few that are setup like cafés. The CaliforniaBerry outlet in SM Megamall, for instance, is a spacious 50 sq m to 60 sq m with its own seating area.

And that’s because frozen-yogurt outlets have become a new kind of hangout of sorts—an ironic development when you consider the decline of ice-cream parlors.

No wonder, Whang is optimistic of the future.

One good sign is that kids are starting to like the product. “Some parents encourage their kids to eat yogurt,” Whang noted.

Coupled with other come-ons like a loyalty card, business is definitely healthy for frozen yogurt.

I wonder if the local heritage council is doing something under this new administration.
The Locsin ancestral house's destruction in Molo is still fresh. Well, reality is that it is still a private entity and the owner may do whatever he wants on his lot. That's the sad fact.

So, how will Iloilo City turn into a "heritage conscious" and "museum city" if the buildings are being destroyed one by one?

Because in the first place, those overpasses are really indeed useless for a city such as Iloilo with such street configuration. They could've at least diverted (Raul Gonzales, haller!) the money in buying traffic lights instead--major city kita ugaling wala functional traffic lights?

The creek beside Cagbang Oton and Mohon Villa (ang pakadto sa Calajunan Mandurriao) is the main tributary of Iloilo River in Oton. To think of it, this river (together with Batiano River) served as the foundation of the Panayanon/Ilonggo civilization since not far from here, the fabled golden death mask of Oton (nga ara na subong sa National Museum) and the oldest "barangay" in the island are found.

Mayor Jed Patrick Mabilog took pride in presenting the featured accomplishments and current programs, projects and activities of his administration to better serve the Ilonggos.

Through the exhibits and interviews with frontline personnel, the Civil Service Commission (CSC) evaluated the kind of assistance the city government extends to its clientele.

Criteria were based on the theme of this year’s celebration, “In a R.A.C.E. to Serve: Advancing Responsive, Accessible, Courteous and Effective Public Service.”

Offices with frontline services include the:
* City Mayor’s Office
* City Assessor’s Office
* City Treasurer’s Office
* City Engineer’s Office
* Office of the City Civil Registrar
* City Environment and Natural Resources Office
* City Health Office
* La Paz Maternity and Reproductive Health Center
* City Population Office
* City Planning and Development Office
* City Social Welfare and Development Office
* City Tourism and Development Office; and
* Sangguniang Panlungsod.

The city government was pitted against other local government units and agencies in Western Visayas.

Exhibits which best embody R.A.C.E. will be cited on September 16 at the SM City-Iloilo.

Iloilo City to host Miss West
Visayas Tourism search

ILOILO City – This southern metropolis will host the 2010 search for Miss Western Visayas Tourism slated later this month.

In a report to Mayor Jed Patrick Mabilog, City Tourism Officer Benito Jimena said the event will be a week-long affair. It will feature some 15 to 20 Festival Queens from all over the region who will vie for the crown.

Jimena asked Mabilog to issue an executive fiat to enable other city departments to assist or take part in the organization of the undertaking.

The tourism officer said he will also solicit support and sponsorships from hotels and other establishments to ensure the success of the event.

Jimena said the search will surely bring another distinctive milestone in the annals of tourism and culture of the city, as well as draw visitors to the city from all over the region.

Jimena said he will be meeting with Department of Tourism Regional Director Edwin Trompeta to finalize arrangements for the hosting./PN

Because in the first place, those overpasses are really indeed useless for a city such as Iloilo with such street configuration. They could've at least diverted (Raul Gonzales, haller!) the money in buying traffic lights instead--major city kita ugaling wala functional traffic lights?

I wonder if the local heritage council is doing something under this new administration.
The Locsin ancestral house's destruction in Molo is still fresh. Well, reality is that it is still a private entity and the owner may do whatever he wants on his lot. That's the sad fact.

So, how will Iloilo City turn into a "heritage conscious" and "museum city" if the buildings are being destroyed one by one?

One thing I learned about heritage conservation from Architect Java of Cebú and some colleagues in Ateneo, there are two possibilities for an old building here, "be funded and renovated" or "be destroyed." It boils down with "historical and cultural significance." Nanugunan ko gani sa Laguda manion kay daw ka-Parthenon guid ang impression sa iya. Unfortunately, the owner may not have the "heritage conservation flair." I would accept if the owner would have it renovated and build something, but being demolished so that it would be rented for informal settlers or make it as a slum? That's a no for me.

since ara na ina da, at least mapangitaan na lang tani remedyo or paagi nga mapuslan pa ina (kung may pulos pa gid man). for now, nami gid na da tani umpisahan ang sa overpass sa valeria-delgado panami para mapuslan sg mga shoppers (keep beggars out, clean & sanitize it, then connect one end sa marymart and the other sa SM delgado -- solved!).

The creek beside Cagbang Oton and Mohon Villa (ang pakadto sa Calajunan Mandurriao) is the main tributary of Iloilo River in Oton. To think of it, this river (together with Batiano River) served as the foundation of the Panayanon/Ilonggo civilization since not far from here, the fabled golden death mask of Oton (nga ara na subong sa National Museum) and the oldest "barangay" in the island are found.

Iloilo City Councilor Edward Yee said yesterday he is willing to work with the Department of Public Works and Highways 6 in drawing up a street design for the Diversion Road and Treñas Boulevard once the agency proceeds with clearing the area.


Yee, who owns Barbecue Park restaurant, was issued a “Notice of Obstruction” on July 28, 2010 as his establishment usurps a portion of the highway.

“If ever this time they are decided, I could work with them to make a street design,” he told The News Today in a telephone interview.

The councilor said his establishment is occupying about three meters of the highway, but “visibly, it’s far from the road.”

Still, he gave his word to the DPWH 6 that he will work with them, he said.

“If they want to clear the whole area, I’m willing (to cooperate),” he said.

But Yee said although he has expressed his willingness to cooperate with the government on the matter, it seems that he is being singled out despite doing business in the area for 20 years.

“Why pick on me?” he asked.

Moreover, Yee said that in the matter of dumping waste into the Iloilo River, the Department of Environment and Natural Resources has also coordinated with him.

“In fairness to the DENR, they have been fair and courteous,” he said, adding that it has been found out his establishment is generating only less then three cubic meters of waste that are not even toxic.

Those required to put up a wastewater treatment plant are establishments that generate more than 25 cubic meters of waste, he said.

“Again, why pick on me? There are bigger establishments that dump their waste (in the Iloilo River),” he said.

He added: “I have been asking the Environment Management Bureau for the Implementing Rules and Regulations because I want to understand the requirements.”

Amid the controversy, Yee said: “I promise that before my term ends, we will develop the area.”*

not really, as early as 2007 pa nag amat-amat sugod rezoning kag renovate ang SM, part of building maintenance and improvement. and thats 2 years before pa nag-announce ang PDI and nagpabatyag ang Ayala in 2009.

mabal-an ta lang na galing kung mag bira-bira expand ang SM in future, kay may ara naman na bag-o nga manugsulod, pero for now wala pa gid aside from PDI, but its too small para magcompete with SM. besides, lain man ya target market sg PDI, lain man ang iya ka SM.

One time nga naglabay ko dira and grabe gid ka traffic kag ngstop ko sa babaw gid sang flyover.. dayon naka batyag ko nga ga uyog...at first abi ko ga linog pero gle ky sa piyak nga lane kada my mglabay nga salakyan amu na ang gapa uyog.. subong daw nahadlok naku da mag labay...

that would be my ultimate wish for iloilo nga magbalik daad ang ilonggo music festival...ka duro gid kang mga talented ta nga mga urihing tubo. it would be really nice to listen kang mga komposisyon sa native ta nga language. may kina-iya gid taton nga mga ilonggo kon paano ginbalay ang melody kang kanta kag kon paano tana gina interpretar.

during my time, Ima Castro won as best interpreter. IMHO, Ms Donnabelle Pulmones interpreted her song (composed by Mr Ponte) so much better than Ms Castro but gapati gid ko nga ginpadaog lang gid tu tana kay celebrity tana that time (she was also helped by Ms Misalucha with her song). ti, kundi daog. Ms Pulmones sang her song with so much passion and love. amo gid ra ang kalabanan nga mga ilonggo singers kay ti nature ron ra naton nga daan, with the likes of Jed Madela, Jose Marie Chan and others. pay te, kon waay pa timo ti ngaran, pirde gid kaw.

it was a very good experience being part of the festival for a couple of years. it was so encouraging sa part kang mga pamatan-on nga magbalay pa gid kang mga kanta kag mga aspiring singers nga i-develop ang anda nga skills...pay hay, i-sponsor man daad liwat kang bombo or nami ra gid kon abs-cbn nga magka festival...it gives us pride of being an ilonggo...nga mapamaan man naton sa iban nga lugar sa pilipinas nga mayad man ta gali in terms of music...

I was lurking here for quite some time, happy to spend my “waiting time” in the lab reading/looking on the posts of my fellow Ilonggos on the developments of Iloilo. But now I feel I am compelled to register to commend the efforts of all the forumers especially Hawili Hurom. Such an amazing shots! Keep on posting nong wili! Guys, I hope I am also welcome here=)
