METROPOLITAN_ILOILO February 4th, 2011, 06:30 PM of the three locations of Injap's condominium projects in Iloilo, this area looks like the best one for me. With river as a background on one side, nami gid tulukon. I hope the building will be iconic to complement the beauty of Iloilo River. We'll wait and see lang for the meantime. But looks like this is both an exciting time for Injap and Iloilo City -- seeing the mid and high rises doting the City of Iloilo. :banana::banana::banana::banana::banana::banana:

Peoples Condo is near Ateneo, Smallville, PdI and Sm City Iloilo. :okay:
Injap 21 is in front of Sm City Iloilo near Pdi as well and QC and Sandpipers. :D
This condo HH is adjacent to Gaisano City... very shrewd!
Another good come on is that, location wise its near grocery stores and shopping areas!
Indeed Injap is always a step ahead of his game. :okay:

Imagine mo kung ara sa ka INjap21 Tower, lakton mo lang sang SM City for grocery and Plazuela for Al Fresco dining? Wow!!! I hope to see more projects of Injap in Iloilo City. Right now, he's slowly edging the way up in Iloilo's business community. More power to him!

Another condo project to rise in Iloilo city
INJAP Land Corp. will soon unveil its next flagship project by the second quarter of 2011.
It will be a 21-storey Commercial and Residential Tower to be built in a 1,046-square meter property across SM City Iloilo on corner Jalandoni St. and Diversion Road, Mandurriao, Iloilo City.
It will have commercial units on the ground floor, multi-level parking and residential condo units.
The high-rise building will be designed by the famous ASYA Design firm headed by its principal Architect, Albert Siy Yu.
The upcoming project is slated to put not only Iloilo City but the whole island of Panay on the map as the next investment hub. /PN

THE bidding for the P1.3-billion bulk water supply (BWS) project of Metro Iloilo Water District (MIWD) has rolled off after months of delay.
MIWD Director Danilo Encarnacion said the Bids and Awards Committee has opened the bidding process after the publication of the invitation to bid in a national broadsheet.
The project aims to augment MIWD’s water supply by 30,000 cubic meters on top of the 31,000 cu.m. the water firm is distributing to consumers in Iloilo City and six outlying towns.
Arnold Laurente, MIWD-BAC vice chair, said two to three Philippine-based firms have bought bid documents so far.
Laurente said a pre-bid conference will be held February 9, 2011 so that interested bidders can present their concerns on the terms of reference of the BWS project.
The final submission and opening of bid documents is March 4 while the post qualification of winning bidders will be concluded March 11.
“We expect the winning bidders to deliver the additional 30,000 cu.m. of water by October 2011,” Laurente said.
Laurente said the BWS project is composed of three contracts which cover three injection points where the additional water supply will be introduced in the MIWD lines.
The first injection point contract will cover the transmission line along Oton-San Miguel-Pavia-Mandurriao. The required volume for this point is 5,000 cu.m. with an approved budget for construction (ABC or bid price) of P11.19/cu.m.
The second contract covers the transmission line along Sta. Barbara-Pavia-Jaro with a required volume of 10,000 cu.m. The ABC for the contract is P10.65/cu.m.
The third contract is found along the transmission line from Leganes Elementary School to Jaro. The required volume is 15,000 cu.m. while the ABC is P13.75/cu.m.
The contracts will last for 10 years and will total P1.335 billion, Laurente said.
“The bidders can either bid for one or all three contracts. It is also possible that one bidder will win all the contracts but they will still undergo post-qualification and -bidding evaluation to determine their capacity to carry out the project,” he added.
Nancy Gallego of MIWD’s Customer Relations Division said the supply from the BWS project will increase the water firm’s service connections by 4,500 to 5,000 consumers.
MIWD’s current service connections total more than 30,000 consumers.
MIWD Director Adrian Moncada said they don’t see any adjustments in water rates when the BWS project takes effect.
The rate for residential consumers is P10.50 for a minimum of 10cu.m while commercial consumers are charged P318 for a minimum of 10 cu.m. or P31.80/cu.m.
Moncada said the engineering department under Engr. Jerry Guillergan will check and prepare the pipelines for the fresh water supply.
Moncada said they expect some lines to explode because of higher pressure from the additional supply or spew dirty water during the initial distribution.
“Some of these pipelines were already contaminated because of low pressure. But these problems will only occur in the initial introduction of the new water supply,” he added.
Guillergan said they have pipe valves which they can adjust water pressure to avoid pipeline ruptures when the fresh water supply is introduced.

I'm sure our local businessmen are looking at all opportunities nga mahimo nila before the big one (Megaworld development) will arrive. With Injap at the forefront of condo and high rises development in the city, I'm sure, madamo gid ang magsunod. worth over P19 billion
TWO of the most promising projects of NIA finally got the endorsement of the Regional Development Council yesterday at the Sarabia Manor and Convention Center.
These are the proposed Jalaur River Multi-Purpose Project II (JRMP II) worth Php19.2 billion and the National Irrigation Systems Rehabilitation and Improvement Project (NISRIP) worth Php321.73 million.
The NIA projects were presented to the RDC by the chair of the Infrastructure Development Committee, Iloilo City Mayor Jed Patrick Mabilog.
JRMP II intends to provide a year-round irrigation to about 22,340 hectares of agricultural land currently served by existing irrigation systems and 12,000 hectares rain-fed areas, generate about 11.5 megawatts of hydro-electric power for the city and province of Iloilo and augment supply of potable water in Iloilo City and nearby municipalities. On the other hand, NISRIP will cover a total service area of 3,062 hectares under the Sta. Barbara River Irrigation System (SBRIS).
NIA will now wait for the final evaluation under the Investment Coordinating Committee of NEDA. Target implementation of the NISRIP will start in 2012. As for the JRMP II, NIA hopes to start implementation not later than 2013 as soon as it finds a private company to finance the power and potable water supply components of the project.

Depende pa ina sa market study nga ubrahon sang Florete Land. But the grand old man (Dr. Florete) is keen on mid to high rise structures. Amo na ang original nga plano sa Plazuela eh, may 18 storey hotel na da tani. Plazuela went thru several revisions with different architectural and consultancy firms halin sang 2001. Ang design ni Palafox ang napilian.
Thanks for the update, zephyr11. Hoping to hear and see more concrete plans for Plazuela de Iloilo expansion. I hope Mr Florete will stick with his previous plan of building a hotel in Iloilo, and maybe add more residential buildings to complement the whole Plazuela de Iloilo complex. sige pa man ang expansions sang mga subdivisions around Metro Iloilo so okay lang. I don't think that with proliferation of condominiums sa city, ma-stop ang developments sang subdivisions sa metrotowns. The migration of people from different areas of the region is quite massive lately. MOst of them ara sa mga subdivisions sang Pavia, Oton and Sta Barbara. I'm pretty sure, in the next year or so, damo pa gid magsulod sa Iloilo especially with the entry of several call centers, new businesses and investments and increasing projects. We need more space to cater all these migrant workers and their families.

What worries me again about KAPIDECO and San Rafael-Bolilao-Taft North Area is the lack of access roads going to Jaro side. We do all know that Jaro right now is very congested and there are also a lot of people living in that area that may work at Mandurriao in the future. Calle El98 is already congested and Jalandoni Street is not wide enough and further create traffic.
I hope they should fast track the Iloilo Circumferential Road-1 that would link Ungka to Buhang-Tagbak area. This would serve as an alternate route.
On the other hand, I just hope that Diversion Road wouldn't be turned into another Katipunan Avenue or EDSA...bare of greeneries. They should create a "Paseo" type of an avenue instead too.
And for the developers of this area identified in the CLUP as C-3 or highly-dense commercial area, they should associate it with more access roads and better public transportation. One must accompany with another--not just one. MIGEDC should do it while urban pressure is not yet intense.

Malate-Ermita guid na...kay ang casino sa Manila area ara sa Malate. :lol:
They should make Fort San Pedro Drive (the road) like a Malecon or seaside boulevard nga eye-candy naman. Fort San Pedro site on another hand...with it as a historical site, kontani irestore na lang ang old Fuerza--ti tani nangayo sila bulig sa España at least or something. Other than that, make it a decent landmark area. A lot of Ilonggos nowadays don't know that there was a Fuerza Real that stood on its grounds before...one of the foundations why Iloilo came to be.

We do all know that Jaro right now is very congested and there are also a lot of people living in that area that may work at Mandurriao in the future. Calle El98 is already congested and Jalandoni Street is not wide enough and further create traffic.
I hope they should fast track the Iloilo Circumferential Road-1 that would link Ungka to Buhang-Tagbak area. This would serve as an alternate route.
On the other hand, I just hope that Diversion Road wouldn't be turned into another Katipunan Avenue or EDSA...bare of greeneries. They should create a "Paseo" type of an avenue instead too.
And for the developers of this area identified in the CLUP as C-3 or highly-dense commercial area, they should associate it with more access roads and better public transportation. One must accompany with another--not just one. MIGEDC should do it while urban pressure is not yet intense.
I totally agree gid. The whole MIGEDC should start working hand-in-hand now. I think the pressure of urbanisation is getting bigger by the day in ILOILO City. More access roads are needed indeed to improve accessibility and exchanges around the metropolis.

These are just certain observations, as experienced by yours truly with the nightmarish traffic congestion seen with the proliferation of subdivisions, industrial estates and commercial establishments in the Province of Cavite. A decade has passed and the roads are still of the same size AND the same roads utilized. There were only 2 major arterial roads that were made in Cavite over the past decade and it isn't sufficient enough. Worse, public transport--buses and jeepneys converge on a 4-lane clotted aorta called Aguinaldo Highway--in other words, I don't like to see another Cavite in Iloilo.

Ako sa tuod lang, I prefer suburban living kay mas conducive. I prefer land and the sky nga makit-an kag community man, as compared to condo-living. However, kon ari ka man di sa Manila or biskan sa ano man nga mega-city sa kalibutan, having a condo unit is indeed a necessity to escape the horror of Manila's traffic.

RDC endorses 2 projects
worth over P19 billion
TWO of the most promising projects of NIA finally got the endorsement of the Regional Development Council yesterday at the Sarabia Manor and Convention Center.
These are the proposed Jalaur River Multi-Purpose Project II (JRMP II) worth Php19.2 billion and the National Irrigation Systems Rehabilitation and Improvement Project (NISRIP) worth Php321.73 million.
The NIA projects were presented to the RDC by the chair of the Infrastructure Development Committee, Iloilo City Mayor Jed Patrick Mabilog.
JRMP II intends to provide a year-round irrigation to about 22,340 hectares of agricultural land currently served by existing irrigation systems and 12,000 hectares rain-fed areas, generate about 11.5 megawatts of hydro-electric power for the city and province of Iloilo and augment supply of potable water in Iloilo City and nearby municipalities. On the other hand, NISRIP will cover a total service area of 3,062 hectares under the Sta. Barbara River Irrigation System (SBRIS).
NIA will now wait for the final evaluation under the Investment Coordinating Committee of NEDA. Target implementation of the NISRIP will start in 2012. As for the JRMP II, NIA hopes to start implementation not later than 2013 as soon as it finds a private company to finance the power and potable water supply components of the project.

EXPLANATORY NOTE
This bill seeks to establish a Special Economic Zone and Freeport in the Province of Iloilo to help encourage and accelerate a sound and balanced industrial, economic and social development in the country, particularly in the Western Visayas Region.
The Province of Iloilo, is located in the southeast portion of Panay Island and is bordered by Antique to the west and Capiz to the north, has a strategic geographical location which makes it an attractive and profitable hub for investments in the region. While this measure aims to increase foreign investments and encourage economic growth in the area, this will definitely result to more employment and increased productivity thereby uplifting the living condition of the people.
The Iloilo Special Economic Zone shall cover Barangay Pedada and Barangay Bay-Ang, both in the Municipality of Ajuy while a Freeport shall be established at the 20.8 hectare Iloilo Commercial Port Complex.
In view of the foregoing, approval of this bill is earnestly sought.

Incumbent Representative and Sangguniang PanlungsodMembers. - The incumbent Representative and sangguniang panlungsod members of the City of Iloilo shall continue to hold office until the new Representatives and sangguniang panlungsod members of the City shall have been elected and qualified.
SEC. 3. Rules and Regulations. - The Commission on Elections shall issue the necessary rules and regulations to implement this Act.
SEC. 4. Repealing Clause. - All laws, rules and regulations inconsistent with this Act are hereby repealed, amended or modified accordingly.
SEC. 5. Effectivity. - This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.

Cebu-based real estate developer eyes expansion in Tagbilaran, CDO, Iloilo
CEBU CITY, Feb. 5 (PNA) - Cebu Landmasters Inc., a local real estate developer, is planning to expand to other areas in the Visayas and Mindanao such as in Cagayan de Oro City, Tagbilaran City in Bohol and in Iloilo, an executive said.
But Cebu Landmasters Inc. President Jose Soberano III said they want to complete their existing projects in Cebu before expanding to other areas.
Soberano said working in other area requires familiarization.
Cebu Landmasters are developers of the San Josemaria Villages in Toledo City, Balamban, Minglanilla and Talisay City, the Asia Premier Condominium in Asiatown IT Park in Lahug, Cebu City and a condominium project in partnership with Riasjac Development Corp. called One Baseline Place o Juana Osmena St., Cebu City.
Soberano said they will be inaugurating their Toledo City project on Feb. 18 and have started construction on at least 15 houses. They have also prepared to expand for another phase.
After they broke ground on their Talisay City project, they recently secured their license to sell and will proceed with their sales launch next month.
Soberano said they will introduce phase 3 of the row houses in April for their Balamban project.
From a three-hectare development, Soberano said the Balamban project has now grown to 10 hectares and has been developed in phases.
Soberano hopes to develop four to five horizontal projects and another two vertical developments in the next two years.
He said they are scouting for locations in the Consolacion-Liloan area, another location in Minglanilla and one in Mactan.
He is also eyeing a townhouse project in the Lahug area. (PNA)

ILOILO CITY—The first Sineng Pambansa was a homecoming for filmmaker Chito Roño. He traces his roots to Samar, but his mom is from Iloilo, he said.
A few aunts and an uncle, attended the two SRO screenings of his OFW musical, “Emir,” the festival’s closing film. “I [also] wanted to see the local viewers’ reaction,” he said. “This is a festival of quality films and the viewers, especially the students, were enthusiastic.”
Produced by the Film Development Council of the Philippines, with the Cultural Center of the Philippines, “Emir” was earlier shown in Montreal, Pusan and Cairo.
In the Cairo film fest, one of the top 13 in the world, “Emir” won a special award for music and cinematography. “Our screening was well-attended by... mostly Egyptians,” Roño said.
During the Q&A following the Iloilo screening, a critic thanked Roño for making a musical. “He said he hadn’t seen a serious musical in a long time,” Roño related.
‘Doctor Zhivago’
In Egypt, he met legendary actor Omar Sharif, the festival’s honorary president. “Coincidentally, I had re-viewed David Lean films before I flew to Cairo,” Roño said. “‘Doctor Zhivago’ is still one of the best films of all time.”
Sharif handed the special award to the Filipino director. “Mr. Sharif told me he wanted to visit Asia. I just hope he’s okay, in spite of the turmoil in Egypt.”

“I made a musical because it’s something that wouldn’t otherwise be done in the mainstream,” Roño explained. “I kept telling Charo Santos of Star Cinema that I wanted to direct a musical; she thought I was joking.”
His latest Star Cinema horror-comedy, “Bulong” (it opened locally on February 2) has received an invitation from the Udine fest in Italy.
Like his earlier horror film, “Sukob,” “Bulong” is based on a Filipino superstition. “This one is about whispering a wish to the deceased during the wake.”
Has he ever made such a wish? “Just a prayer for the children of the departed. I’ve never wished to win the lotto or to meet Brad Pitt,” Roño said, laughing.

MANILA, Philippines – Trans-Asia Renewable Energy (Tarec), a member of the Phinma Group of Companies, is raising its capitalization to P1 billion from P100 million.
Documents filed with the Securities and Exchange Commission show that P225 million out of the P900 million capital increase had been subscribed and paid for by Trans-Asia Oil & Energy Development Corp.
Tarec, which is expected to become the country’s biggest wind energy resource producer, currently holds 20 service contracts for wind power projects. It earlier said it might need to shell out more than $860 million in 20 power projects with a combined capacity of 400 megawatts.
These contracts also covered a total 20,736 hectares of property.
Tarec is aiming to generate 26 MW in Paracale and Vinzons in Camarines Norte; nine MW in Silang, Cavite; nine MW in Bauan and San Luis, Batangas; 19 MW in Calatagan, Batangas; 10 MW in Infanta, Quezon; nine MW in Calauag and Lopez, Quezon; 10 MW in Calauag, Quezon; nine MW in San Joaquin, Iloilo; 10 MW in Dumangas, Iloilo, and 12 MW in Anda and Guindulman, Bohol.
Trans-Asia is aggressively seeking opportunities in the energy sector as it aims to help build the nation’s economy through self-reliance in energy. The company owns a 3.2-MW power plant which supplies power in the island of Guimaras in the Visayas.

Cebu-based real estate developer eyes expansion in Tagbilaran, CDO, Iloilo
CEBU CITY, Feb. 5 (PNA) - Cebu Landmasters Inc., a local real estate developer, is planning to expand to other areas in the Visayas and Mindanao such as in Cagayan de Oro City, Tagbilaran City in Bohol and in Iloilo, an executive said.
But Cebu Landmasters Inc. President Jose Soberano III said they want to complete their existing projects in Cebu before expanding to other areas.
Soberano said working in other area requires familiarization.
Cebu Landmasters are developers of the San Josemaria Villages in Toledo City, Balamban, Minglanilla and Talisay City, the Asia Premier Condominium in Asiatown IT Park in Lahug, Cebu City and a condominium project in partnership with Riasjac Development Corp. called One Baseline Place o Juana Osmena St., Cebu City.
Soberano said they will be inaugurating their Toledo City project on Feb. 18 and have started construction on at least 15 houses. They have also prepared to expand for another phase.
After they broke ground on their Talisay City project, they recently secured their license to sell and will proceed with their sales launch next month.
Soberano said they will introduce phase 3 of the row houses in April for their Balamban project.
From a three-hectare development, Soberano said the Balamban project has now grown to 10 hectares and has been developed in phases.
Soberano hopes to develop four to five horizontal projects and another two vertical developments in the next two years.
He said they are scouting for locations in the Consolacion-Liloan area, another location in Minglanilla and one in Mactan.
He is also eyeing a townhouse project in the Lahug area. (PNA)

Despite the reports of inclement weather in the Visayas, we were eager to experience Iloilo City’s Dinagyang, The festival’s name is derived from the Ilonggo word dagyang which means “to make merry.” Surely, the spirit of dagyang, coupled with the Ilonggos’ warm hospitality, will result in a party that will be hard to beat. “Let’s leave the singing to my brother,” joked our amiable hostess Nene Chan Sola before leaving Manila. While Jose Mari Chan’s singing is always a treat, discordant caterwauling might bring on the
“What makes Dinagyang distinct from other fiestas honoring the Santo Nino?” we asked Iloilo city mayor Jed Patrick Mabilog. He tells us that apart from dancers sporting brown body paint instead of the usual black, native musical instruments accompany the drumbeats. The festival planners also made sure that there would be more activities to interest everyone, so that a golf tournament, shoot-fest, duathlon, badminton competition and rhythm band contest were featured as side events.
In addition, the First Sining Pambansa, or Ilonggo Film Festival was held in partnership with the Film Development Council of the Philippines (FDCP,) where 12 movies were shown for free. “We hope to make it an international film festival next year,” shares the mayor. And at a coffee outlet in Smallville, Iloilo’s vibrant party place later on that evening, we met Daisy Cheryl Yanson who tells us of a proposal by certain sectors to restore Iloilo City’s grand old theaters so that these could serve as screening venues for future film festivals. Certainly, we hope that the project will proceed so that Iloilo’s distinctive architecture can be preserved. While grand old homes like Nelly Garden are able to reinvent themselves as events venues, distinctive old buildings within the city need to find contemporary relevance so that they do not fall into shabby neglect.
Of course, gourmands will always say that Iloilo is a prime destination because of its incomparable food variety. Apart from the famous batchoy and baked goodies like the banadas, butterscotch bars, biscocho, barquillos, galletas, barquiron and piaya, there is excellent fresh seafood. At the famous Breakthrough Restaurant in Villa Beach, we bumped into erstwhile food magazine editor-in-chief Lorraine Timbol and popular chef Sau del Rosario, who tell us that they are in the city to judge a cooking competition — additional proof that the food scene in Iloilo is dynamic. The local food scene has young, creative and highly qualified chefs who are not afraid to innovate. Still, our curiosity was piqued by Manila-based lawyer Jeric Jucaban’s mention of a lesser-known seafood restaurant named JoyJoy’s along the Iloilo-Dumangas coastal road. We made a mental note to visit it next time.
What made this year’s Dinagyang unique was that presidential sister Maria Elena “Ballsy” Aquino- Cruz was named “Adopted Daughter of Iloilo City.” Mayor Jed Patrick Mabilog shares that apart from following up on the repair of a road at Barangay San Isidro in Jaro, Ballsy Cruz distributed medicines at the height of the dengue outbreak in the city. She also serves as honorary chairman of the San Antonio Foundation and Enhancement Center (SAFEC), a privately funded organization that awards scholarships, extends business assistance to pedicab drivers and provides various livelihood opportunities in selected local barangays. At a luncheon meeting with SAFEC leaders and community volunteers, Cruz told the group, “Our family wants all Filipinos to have better lives, and your efforts have made us indebted to you.” The meeting was followed by a visit to one beneficiary barangay, followed by a stop at Asilo de Molo where Cruz thanked a 95-year-old nun who, despite considerable physical difficulty, insisted on going out to vote for President P-Noy last year.
The announcement declaring Cruz as an “Adopted Daughter” was made during the main event at the Freedom Grandstand the next morning, while the dancing, music and merrymaking continued until the wee hours of the following day. Ilonggos really know how to party!

MANILA, Philippines – Trans-Asia Renewable Energy (Tarec), a member of the Phinma Group of Companies, is raising its capitalization to P1 billion from P100 million.
Documents filed with the Securities and Exchange Commission show that P225 million out of the P900 million capital increase had been subscribed and paid for by Trans-Asia Oil & Energy Development Corp.
Tarec, which is expected to become the country’s biggest wind energy resource producer, currently holds 20 service contracts for wind power projects. It earlier said it might need to shell out more than $860 million in 20 power projects with a combined capacity of 400 megawatts.
These contracts also covered a total 20,736 hectares of property.
Tarec is aiming to generate 26 MW in Paracale and Vinzons in Camarines Norte; nine MW in Silang, Cavite; nine MW in Bauan and San Luis, Batangas; 19 MW in Calatagan, Batangas; 10 MW in Infanta, Quezon; nine MW in Calauag and Lopez, Quezon; 10 MW in Calauag, Quezon; nine MW in San Joaquin, Iloilo; 10 MW in Dumangas, Iloilo, and 12 MW in Anda and Guindulman, Bohol.
Trans-Asia is aggressively seeking opportunities in the energy sector as it aims to help build the nation’s economy through self-reliance in energy. The company owns a 3.2-MW power plant which supplies power in the island of Guimaras in the Visayas.
Recently, Trans Asia acquired a new company: CIP II Power Corp., which owns a power plant and distribution facilities located at Carmelray Industrial Park II, Calamba City, Laguna. The 21-MW power plant supplies more than 50 companies and factories located inside the industrial park.

Central Panay mountain range in danger
ILOILO – The Central Panay Mountain Range, habitat of unique flora and fauna that can only be found in this part of the world, has become an environmental hotspot, the Department of Environment and Natural Resources (DENR) said. It called for conservation initiatives to save the area.
The Central Panay Mountain Range crisscrosses the provinces of Iloilo, Antique, Aklan and Capiz. It has a “high potential” for bird tourism, DENR said.
It is one of the 117 key conservation sites in the country recognized as Important Bird Areas (IBAs), and home to 10 species of endemic but threatened birds.
Conservationists have identified some of these threatened birds as the Tarictic hornbill, Walden’s hornbill, the Negros bleeding-heart pigeon, and Philippine naked-backed fruit bat.
Central Panay Mountain Range also hosts threatened amphibians, reptiles and mammals such as the Visayan warty pig, Visayan spotted deer and Panay bushy-tailed cloud rat.
The mountain range is also a home of the rare giant flower, Rafflesia preciosa.
All these are being threatened by, among others, illegal logging, kaingin and other destructive human encroachments, DENR said.
OPEN FOR ADOPTION
According to the Protected Areas Wildlife and Coastal Zone Management Services (PAWCZMS) of DENR, the mountain range will soon be opened for adoption.
In July last year, PAWCZMS Protected Areas and Wildlife chief Damaso Fuentes said they were still in the process of conducting consultative meetings to identify specific sites and where the threatened species thrive.
There will be a biodiversity assessment and actual head count of species in target areas.
PAWCZMS started conducting the identification process in Sebaste, Antique last year where hornbills and spotted deer have been seen.
Fuentes said they welcome individuals or groups willing to help them in the protection of wildlife.
One good thing about the adoption is that whatever amount spent will be deducted in the taxes that the “adoptors” will pay.
EFFORTS
In Iloilo, the Provincial Development Council is endorsing to the Regional Development Council the Forest and Climate Protection Panay (Forclim) project of the German Ministry for the Environment (BMU).
The project costing 2.2 million euros covers the whole Central Panay Mountain Range.
Of the total cost, Germany will contribute 1.95 million euros or P110 million as grant.
The counterpart of the local government units (LGUs) concerned and the DENR will be 205,000 euros or P12 million.
Before the council’s endorsement, German International Cooperation Principal Adviser Jurgenn Schade presented to Gov. Arthur Defensor Sr. and the members of the Provincial Development Council executive committee the details about the project.
Iloilo towns that are involved in the project are Calinog, Lambunao, Janiuay, Alimodian and Leon.
The project will cover:
* establishment of forest land use plans (FLUP) for sustainable decentralized management and protection of forest resources by local communities;
* establishment of protection areas for endangered flora and fauna
* development of protection plans and measures; and
* reforestation, forest rehabilitation and agro-forestry measures in selected buffer zones.
Furthermore, the project entails the creation of alternative income opportunities in the buffer zone and promotion of alternative energies from biomass and fuel wood plantations to replace fossil fuel and reduce carbon dioxide emissions.
“I hope we can put flesh to this project,” Defensor said, adding “we should act fast to save our environment.” (With a report from the Philippine News Agency/PN)

speaking of Iloilo's richest town, from 2003 (SSC's awareness of ranking) til the present, Oton remains the no. 1 town in Iloilo undisputedly. Pototan is doing great, mostly come second or third in a row -- definitely, not a bad one amongst the 40+ towns of Iloilo. Be very aware that last year, 7 municipalities were officially declared first-class municipalities, and maybe in next three years, another 5 or more will hit the top classification. The battle remains very elusive and I hope we can see more competitive LGUs of the province soon. I would also like to highlight that towns belonging to Metro Iloilo are very aggressive with their infra developments lately, and taking pride of getting investments initially intended for the city. The proximity from the business centre is a plus factor indeed. However, the ball remains round and the competition is getting stiffer by the day.:cheers:

Again, Injap is setting the trends for others to follow. More likely the Injap 21 tower sent shockwaves in the Iloilo Business Community. Right now, they (Iloilo Business Community) are on watch mode, waiting on what will be the market reaction... if the respond is GREAT and overwhelming, for sure others will follow (its how traditional local businessmen operates). In a sense, Injap is the one opening for them (national players included like SMDC, ALI, RLC etc). In this regard, I firmly believe that Injap will succeed, because what he is doing is trailblazing, doing what hasn't been done before.
To date, after Peoples Condo, IVQ also started their own Condo Project. And now with Injap 21 Tower... for sure in a few months time, we will be seeing other projects that will compete and get a slice of the market now being dominated by Injap because as of the moment he has no visible competition... yet.

AGREE! MOST Ilonggos love to shop and buy! Ang business strategy sang ILOILO is really GOOD. Maskin sa gua pa sang Iloilo maayo ang kita sang negosyo. I think PANAY ISLAND is blessed! Like for example Capiz, Roxas City is rolling good in business. ILOILO City – Understanding the plight of media practitioners in this southern city, business tycoon and philanthropist Rommel Ynion will soon develop a subdivision exclusively for members of the newly revived Iloilo Press Club (IPC).
Ynion, the club’s newly elected interim president, said he will donate his property in San Miguel, Iloilo for the subdivision.
The subdivision is for legitimate members of the press club who do not own a house and lot yet, and also for those who wanted to reside in a much safer and peaceful place, said Ynion.
Members of the club, composed of media practitioners from both print and broadcast, will each be given 100 square meters to develop or build their own houses.
“If they cannot afford (to build their own house), they can have a soft housing loan in my foundation,” Ynion said, adding that once problems arise in the payment, one can simply approach him so he can fix it.
Ynion, publisher of The News Today, also plans to provide secondary and tertiary education scholarships for the children of members of the press.
“We will also urge the employers of reporters or journalists to increase their basic salaries. I know that most of them -- not only here but also in Manila -- are underpaid,” he said.
“They deserve higher pay. Let us not allow these employers to treat our talents cheap,” stressed Ynion, who once worked as a reporter and later became section editor in Manila Bulletin and Philippine Star.
Addressing the needs of media men in Iloilo is the best way to spare them from doing unethical activities, he explained.
Seminars on mass media ethics and trainings to further improve the writing skills of journalists and reportage for broadcast reporters and commentators will be conducted as soon as the multi-million IPC building is finished, Ynion said.
The construction of the P130-million three-storey building in Molo district here is currently ongoing. It is expected to be finished by the end of the year.
Ynion called on all journalists here to unite, stressing that “a house divided cannot stand.”
Addressing the questions on the validity of the IPC election that made him president, Ynion said, “I never wished for this position. I never campaigned but this was given to me. I was overwhelmed and so I accept it wholeheartedly.”
He also called for an end to the recent controversy that pitted him against the publisher-editor of a local newspaper.
“I’m a man who wants peace. Let us not argue and quarrel on petty matters…Why don’t we just work and live harmoniously,” Ynion said./PN

ILOILO City – Sen. Franklin Drilon said he will be working with Chinese businessman Dr. Alfonso Uy on the possibility that the Filipino-Chinese Chamber of Commerce adopt the Jalaur River Multi-Purpose Project, Stage II as its project under the so-called public-private partnership (PPP).
Drilon, keynote speaker of the recent Regional Development Council 6 (RDC-6) inaugural meeting held at the Sarabia Manor Hotel and Convention Center, said the Jalaur river project is necessary to stimulate the agriculture sector, with Iloilo province being one of the top rice-producing provinces in the country.
The Jalaur river can meet Iloilo's need for agricultural water source, said Drilon.
The river project was endorsed by the Iloilo Provincial Development Council (PDC) to the Regional Development Council as a priority project October of last year.
It aims to provide year-round irrigation to farmlands, thereby increasing agricultural production.
The project has a total project cost of P15 billion to be undertaken by the National Irrigation Administration.
But aside from providing water to farmlands, Jalaur river could also fill the need for potable water of Iloilo City and the province. (PNA)

Its not a proposal. It's a bill already and it is currently undergoing interpellation in the Senate, currently it is in the 2nd reading.
There are three readings required for it to become final and then be a step closer to law.
The bill seeks to create a special economic zone spanning Oton up to Pavia. This is independent of Estrada's proposal to create a special economic zone in ajuy.
Santiago's bill was sufficiently discussed here in this forum just very recently. There was even a screengrab from Metro. Haven't you read that post?

Miriam files Iloilo SEZ, free port bill

SENATOR Miriam Defensor-Santiago has filed a bill establishing a special economic zone (SEZ) and free port in Iloilo province.
Santiago’s proposal is embodied in Senate Bill No. 3169 now pending with the Senate committees on economic affairs, ways and means, local government units, and finance.
Iloilo provincial administrator Manuel Mejorada said they received Wednesday an invitation from the Senate committees to attend the hearing on the bill yesterday.
Mejorada said they were supposed to attend the hearing but they had no time to prepare for the travel.
Mejorada said Governor Niel Tupas Sr. sent a letter to Santiago expressing full support for the legislative initiative
Tupas said the SEZ-free port bill is beneficial because “unless Iloilo can offer the same advantages and benefits that Subic and Clark does, big manufacturers will find little incentive to bring huge capital to the province.”
Tupas said the bill could push the province to greater heights of glory and reclaim its old title as the “Queen City of the South”.
Section 3 of SBN 3169 states that the SEZ and free port, which will be known as Iloilo Special Economic Zone, shall cover the entire area embraced by the province of Iloilo.
Economic zones attract local and foreign investors because of tax holidays and exemption from customs duties for imported equipment.
One of the incentives offered by the bill is income tax holiday from 4 to 8 years depending on the category of the investor.
Other incentives are the net operating loss carryover (NOLCO) during the first three years from start of commercial operations; imposition of a 5% tax rate on gross income earned by the investor; accelerated deprecation; capital equipment and raw material incentives.

For all those who are not aware of this yet (jollygypsy, tagoy, minnesota's finest, etc), Sen. Santiago is also working for us, though not as high profile as Drilon. Mas Low Key si Santiago as compared to drilon when it comes to iloilo.

ILOILO CITY, Philippines—Iloilo Governor Niel Tupas Sr. is fully supporting a Senate bill establishing a special economic zone and free port in his province.
Senate Bill No. 3169, which was filed by Senator Miriam Defensor Santiago on April 20, seeks to create the economic zone in Iloilo, her home province.
The bill, titled “An Act Establishing a Special Economic Zone and Freeport in the Province of Iloilo,” wants to “strengthen the economic potential” of Iloilo. In her explanatory note, Santiago said Iloilo has a “strategic geographical location” and is, thus, “an attractive hub for investment.”Tupas said he only knew of the measure after he received on Wednesday an invitation from the Senate committee on economic affairs to attend the public hearing on it at the Senate on Friday.
Due to the short notice, Tupas wrote Santiago that he was unable to attend the hearing. “I apologize for this. But as governor of Iloilo, I can tell you that our people are definitely enthusiastic about this Senate bill. It has our full support,” he said in his letter.
The hearing was held jointly with the committees on local government, ways and means, and finance.
Tupas said the proposal would enable the province to enhance its ability to attract industries and bring huge investments.
Iloilo enjoys “natural strategic advantages” because it is in the central part of the country and “easily accessible to all points of the country and close to major international shipping lanes,” he said.
The governor recalled that the Iloilo port used to be the second busiest at the turn of the 20th century, next only to Manila’s. “It has a well-protected harbor, and its establishment as a free port will enable us to develop the port facilities to world-class standards.”
He said the provincial government would submit a more detailed position paper in support of Senate Bill No. 3169.
He asked Santiago to include Iloilo City in the proposed special economic zone and free port and make its mayor a member of the zone authority’s board of directors.
“Iloilo City is the center of commerce, banking, government, education, and transportation in the island of Panay. From a marketing point of view, manufacturers that would locate in Iloilo province can look at the five provinces (of Western Visayas region) as an immediate market,” Tupas said.
Tupas stressed that major markets in Luzon, Visayas, and Mindanao can be reached by a combination of air, sea, and land transportation because Iloilo is linked to the Strong Republic Nautical Highway with its system of roll-on, roll-off port facilities.
Santiago said the special economic zone in Iloilo would allow the creation of more jobs in Western Visayas, increase the standard of living of people there, as well as develop the province as a “center of economic growth in the area.”

Cebu-based real estate developer eyes expansion in Tagbilaran, CDO, Iloilo
CEBU CITY, Feb. 5 (PNA) - Cebu Landmasters Inc., a local real estate developer, is planning to expand to other areas in the Visayas and Mindanao such as in Cagayan de Oro City, Tagbilaran City in Bohol and in Iloilo, an executive said.
But Cebu Landmasters Inc. President Jose Soberano III said they want to complete their existing projects in Cebu before expanding to other areas.
Soberano said working in other area requires familiarization.
Cebu Landmasters are developers of the San Josemaria Villages in Toledo City, Balamban, Minglanilla and Talisay City, the Asia Premier Condominium in Asiatown IT Park in Lahug, Cebu City and a condominium project in partnership with Riasjac Development Corp. called One Baseline Place o Juana Osmena St., Cebu City.
Soberano said they will be inaugurating their Toledo City project on Feb. 18 and have started construction on at least 15 houses. They have also prepared to expand for another phase.
After they broke ground on their Talisay City project, they recently secured their license to sell and will proceed with their sales launch next month.
Soberano said they will introduce phase 3 of the row houses in April for their Balamban project.
From a three-hectare development, Soberano said the Balamban project has now grown to 10 hectares and has been developed in phases.
Soberano hopes to develop four to five horizontal projects and another two vertical developments in the next two years.
He said they are scouting for locations in the Consolacion-Liloan area, another location in Minglanilla and one in Mactan.
He is also eyeing a townhouse project in the Lahug area. (PNA)

LISTED PROPERTY developer Sta. Lucia Land, Inc. plans to invest P11 billion in new housing and commercial projects in the next five years to take advantage of high market demand, the company said in a statement yesterday.
STA. LUCIA Land, Inc. has so far developed more than 9,000 hectares of prime properties in more than 200 projects nationwide.
The real estate firm wants to sell more than 3,600 residential units this year alone under the five-year expansion program.
David M. de la Cruz, senior vice-president for corporate finance and investor relations of Sta. Lucia Land, said strong market conditions have “prompted the company to leverage its brand name and expertise to continue to take part in the development of the country’s highly unserved real estate sector.”
Sta. Lucia Land has lined up projects like Sta. Lucia Towers in Cainta, Rizal, with the first two of five buildings starting construction in the first quarter. It is adjacent to Sta. Lucia East Grand Mall that sits on an 11-hectare property.
Other projects in the pipeline include business process outsourcing and tourism-related developments, the company said.
The firm has so far developed more than 9,000 hectares of prime properties in more than 200 projects nationwide.
Key projects are in Metro Manila, Cebu, Davao, Iloilo, Baguio, Laguna, Batangas, Tarlac and Bulacan.
Sta. Lucia Land has ventured into retail space leasing with 180,000 square meters of gross leasable area in the Sta. Lucia East Grand Mall.
“The government’s current thrust to increase investments in road network infrastructure augurs well for us ... not only will it decongest Metro Manila, but will certainly open up new areas for residential, commercial, leisure and industrial estate developments in key cities outside Metro Manila,” Mr. de la Cruz said.
Sta. Lucia Land has a sales force of 120,000 workers. The company, which sells to the middle market segment, is the listed vehicle of the Sta. Lucia group. Sta. Lucia Realty and Development Corp. is the parent company.
Meanwhile, the property developer is looking at conducting a follow-on offering late this year to increase its public float.
“[O]pening up for funding will not only enable [the firm] to aggressively mobilize the groups’ extensive land bank currently with Sta. Lucia Realty, of which Sta. Lucia Land has an exclusive right to market and develop, but also expand its tourism and leisure-related assets while venturing into acquisitions,” Mr. de la Cruz said.
Shares in Sta. Lucia Land, which only has a 2.8% public float, closed P0.01 higher at P1.40 each on Friday. Profits of the company surged to P94.87 million in the nine months that ended in September last year from P17.84 million in the previous year.
Last Nov. 30, the Philippine Stock Exchange started implementing the 10% minimum public ownership rule.
Companies were given a 12-month grace period before the imposition of penalties, which include delisting from the bourse.
Sta. Lucia Land was originally Zipporah Mining and Industrial Corp. It underwent a restructuring program in 1996, shifting focus to real estate.

Another condo project to rise in Iloilo city
INJAP Land Corp. will soon unveil its next flagship project by the second quarter of 2011.

ILOILO CITY, Iloilo, Philippines – Senator Frank Drilon, who is a native of this city, is urging stakeholders to work for faster growth of the tourism and business process outsourcing (BPO) industries here.
Drilon, who spoke during a recent Regional Development Council (RDC-6) meeting here, emphasized that the two industries are integral in the six-year Medium Term Philippine Development Plan (MTPDP) of the new Aquino administration.
The Ilonggo senator noted that while Western Visayas can boast of having a world-class beach destination like Boracay, the region overall is slow in introducing new tourism sites even as existing sites are not up to international standards.
“Tourism has a multiplying effect and is an engine of economic growth,” he emphasized.
Drilon also challenged RDC-6 Chair, Capiz Gov. Victor Tanco, to come up with a plan to attract BPO investors.
Despite the cities of Iloilo and Bacolod hosting several BPO companies, the BPO market in Western Visayas is not as big as the ones in Cebu and Davao.
“There’s still a lot of room to fill up, which, when it is, is certain to boost the overall economy of the region,” Drilon said.

MANILA, Philippines - Robinsons Land Corp. (RLC) is accelerating expansion across all its business segments with capital expenditures seen to rise by almost 40 percent this year to P9 billion in a move aimed at further boosting its presence and securing profitable long-term growth.
RLC president and chief operating officer Frederick Go said the company is building four malls and two office buildings this year to take advantage of a growing economy and steady inflows from Filipinos living and working abroad. Among the new malls scheduled for construction this year are in Pangasinan, Palawan, New Manila and Cebu, he said.
“We are very optimistic about the real estate industry. There is general confidence in the economy and the growing business process outsourcing sector and OFW remittances are supporting consumer spending,” Go said.
Go said the programmed capital budget, which is significantly higher than the P6.5 billion spent last year, excludes special land acquisitions that the company intends to pursue to capitalize on strong demand for residential properties. The company is looking to acquire two parcels of land in Metro Manila to be developed for office space.
For hotels, RLC plans to put up a total of 30 Gohotels in and outside Metro Manila over a five year period. Programmed for opening this year are in Bacolod and Dumaguete. The next sites will rise Palawan, Iloilo, Cebu, and Tacloban for 2012 and Pangasinan, Ilocos Norte, Zamboanga, Batanes, and Gensan in 2013.
RLC is looking to expand overseas to further augment revenues. A planned stock rights offering of 1.3 billion shares, with a current market value of about P18.07 billion, is being planned within the first half this year to fund land acquisition, project construction and development, possible expansion in China and other general corporate purposes.
The rights offering shares will come from a planned capital hike from P3 billion to P8.2 billion of which 25 percent or P1.3 billion (at par value of one peso per share) will be subscribed and at least P325 million will be paid by way of the stock rights offering.RLC earlier said the increase in capital would give it “flexibility to access the equity capital markets in the future since the subscribed capital has almost reached the authorized capital stock.”
The company has offered to develop the 103-hectare Food Terminal Inc. (FTI) property in Taguig into a modern, world-class mixed-use development.
RLC has four integrated large-scale mixed use developments in Ortigas, Manila, Mandaluyong and in the future Magnolia Complex in Quezon City.
