You speak of pride, as is it's something negative ... aren't you amenable to people being proud of their heritage?
Yeah sure, it could be an overstatement, you have a point ... but such a claim could also be true to a certain degree, although not as what you expect a world famous festival should be.
For me, the attendance of foreigners, esp. foreign dignitaries and the invitation of dinagyang tribes to perform in foreign shores already makes it a well known festival internationally.

Chy, ang pride may positive na sya nga side. Ang "boast" siguro ang may negative. Ilonggos are known outside as "tikalon". Pero as an Ilonggo myself, I do not boast, I'm proud na may maipakita ta sa kalibutan, as long as wa'ay ko masaktan nga iban. Anyway, in a world like this, you can't please all people...its a fact.

It only brings animosity among SSC members. If you have nothing good to say (especially in somebody else's backyard) better shut up and stay away. We don't need biased and subjective reactions. ILOILO – What’s in a name? A lot, according to the Sanguniang Panlalawigan of Iloilo Province and the Sangguniang Panlungsod of Iloilo City.
Naming the soon to be completed airport at the tri-boundaries of Sta. Barbara, Cabatuan and San Miguel towns “Iloilo International Airport” will bring myriad of benefits to the city and province, especially in their tourism industries, explained Provincial Board Member Domingo Oso.
Besides, Oso argued, the new airport is specifically located in Iloilo; Antique Gov. Salvacion “Sally” Zaldivar-Perez, the chairman of the Regional Development Council (RDC-6), recently revealed that President Gloria Macapagal-Arroyo is drafting an Executive Order to name the new airport “Panay International Airport.”
The Sanguniang Panlalawigan of Iloilo will pass a resolution today objecting to the Malacañang-proposed name.
Oso confirmed he will be sponsoring the resolution.
Panay is an island, Oso said. The name of the airport should be specific to where it is actually situated, he added.
In Iloilo City, Mayor Jerry Treñas is also objecting to the “Panay” name.
The City Council will pass a resolution similar to that of the Provincial Board, said Oso.
The resolutions will be sent to Office of the President and Secretaries of the Departments of Tourism and Interior and Local Government.
Gov. Niel Tupas and Treñas said they were not consulted on the plan to name the airport “Panay International Airport.”
Tupas said tourists might get confused. He also said Iloilo city and province are premier locations in Western Visayas.
The tourism industries of the city and province will be adversely affected if the airport is not named after Iloilo, he warned.
The New Iloilo Airport Development Project (NIADP) is worth P5.2 billion. It is being constructed on a 188-hectare area straddling the towns of Sta. Barbara, Cabatuan and San Miguel, around 24 kilometers west of Iloilo City.
The Japan Bank for International Cooperation (JBIC) is funding the international airport. Taisei-Shimizu Joint Venture is the contractor of the project.
The construction started on March 2004. The airport is expected to be operational by July 2007.
It will have state-of-the-art facilities including a modern terminal, control towers, buildings and landing and navigation systems.
It will have a runway 2.5 kilometers long and 45 meters wide, a passenger terminal with 12,000 square meters of space and a 1,281-square meter cargo terminal.

It will always be a world-famous festival. Just like Chymera said, more and more international dignitaries are attending Dinagyang, and definitely a pride to all of us Ilonggos here abroad. Dinagyang is becoming a by word of every Ilonggos now. And is surely taking more and more stance here in international scene. It's not long ago when there's an article here that the UN will be using Dinagyang as their promo for one of its programs. Now, it's been recognised by the UN, and that's make it much nicer than anybody can think of.

MAYOR Mayor Jerry Treñas hopes that President Gloria Macapagal Arroyo will include Iloilo City in the Panay Development Authority's creation of the Task Force Panay Tourism Development Authority.
Iloilo City was excluded as member of the body based on the original provision of Republic Act 3856, which was enacted since 1964.
The same provisions were adopted by Department of Tourism (DOT) Undersecretary Salvador Sarabia Jr. during a presentation at the Regional Development Council headed by Antique Governor Salvacion Perez last August 3 in Sarabia Manor Hotel and Convention Center.
Treñas, in a media interview, recently learned that the documents of the proposed creation was already in the table of President Gloria Macapagal-Arroyo for her approval and issuance of an executive order for the its realization.
After knowing this, Treñas immediately faxed Malacañang appealing to Arroyo to reconsider and include Iloilo City in the body.
In the two-page letter, Treñas cited several grounds why the RDC should include Iloilo City in their committee and development plan.
He also questioned the legal personality of the body based on the Local Government Code or Republic Act 7160.
Arroyo has yet to answer the Treñas's communiqué.
Immature
Governor Perez asserted that Treñas is "immature" after the latter went on media interviews and lambasted the RDC and the DOT for not including the city in the development plan.
Perez added that during the presentation of the plan and prior to his interview, "Treñas was not able to hold his temper after he found out that Iloilo City was not listed on the body."
But with the intervention of Secretary Mike Defensor, Treñas was calmed down.
She thinks that Treñas is already convinced on the proposal that the body is still going to revise it.
She did not expect that Treñas would go to media and criticize the proposal.

ILOILO City – Admitting he was angry, Mayor Jerry Treñas said he will insist on the inclusion of this city in the Panay Development Authority (PDA).
“But indi ako magpakitluoy (I will never beg before them),” Treñas told members of the City Hall Press Corps yesterday.
“The City of Iloilo must be recognized and respected. Nangakig ako kay ang syudad naton wala ma-recognize,” added the President of the League of Cities of the Philippines.
In last week’s Regional Development Council Meeting, Treñas fumed after knowing that there was a proposal to Malacañang reviving the Panay Development Authority but without City of Iloilo in it.
“I am sure Malacañang will not allow the exclusion of the City of Iloilo in the Panay Development Authority in view of its vital role in the development of the region,” Treñas stressed.
Iloilo City is classified as a highly urbanized city.
The law creating PDA was passed in 1964 yet but was never implemented,” according to Treñas.
Treñas wondered why the City of Iloilo was excluded in the PDA. “I don’t have an idea. I was surprised,” he said.
Tourism Undersecretary Salvador Sarabia Jr. presented the proposal during the Regional Development Council (RDC) meeting last August 3, 2006 in the presence of Secretary Michael Defensor.
Antique Gov. Salvacion Perez heads the RDC.
“I will not stoop down to their level,” Treñas said.
Treñas admitted he has not discussed his complaint with Perez or Sarabia yet. But he said he wrote President Gloria Macapagal-Arroyo regarding the matter.
“Iloilo City appears to have not been included as a member, despite the fact that it is a highly urbanized city, which is independent of the province and should rather be treated as co-equal in administrative and operational stature,” Treñas wrote Arroyo.
He also stressed that Iloilo City is “the gateway to regional opportunities as the center of the region.”
Treñas said the non-inclusion of Iloilo City in the PDA does not recognize its pivotal role in the tourism and economic development of Panay.

THE indigenous fabric formerly used for ceremonial occasions is taking a new form. Well, the one from Iloilo, at least.
For the province of Iloilo, hablon-weaving remains a cottage industry. The art of weaving is passed on from one generation to another. For some people in the municipalities of Miag-ao, Oton and with some part of Igbaras and Dueñas, loom weaving is their source of livelihood were able to send their children to school and finish a bachelor's degree. Along with the government's efforts to upgrade the quality of the handloom fabric is the call for a new image to distinguish it from all the rest.
Hablon is not just a provincial fabric. There are different varieties from the municipalities in Iloilo producing it. What is being done now is the upgraded fabric, with the help of internationally-recognized Ilonggo designers, PJ Arañador and Nono Palmos, with noted local designers from the Designers Guild of Iloilo (DGI), Angelette Borja-Ragus, Romeo "Bo" Parcon, Don Protasio, and Jaki Alcantara-Peñalosa, they are pushing for its own identity.
With existing products such as pillowcases, place mats, table runners, tote bags and wallet, the fabric is now popularly used for elegant evening gowns and even for stylish barongs.
For the past years, the Department of Trade and Industry with its partner-designer, International Lifestyle Designer, PJ Arañador, is aiming for a new scheme that was unfeasible in the past, given that our weavers, mostly from Miag-ao, and a number from Oton, Igbaras and Dueñas, depended on the inadequate supply of surplus materials. The trend now is that, weavers have color charts enabling them to provide fashion designers with swatches for their orders.
Quite a delicate material for designers, efforts are now being done to produce bigger and wider looms in contrast to its narrow width of 30 inches.
Although most of our weavers claim the lack of a bigger capital and better access to markets, with the identity makeover and full support on the part of local government agencies in Iloilo, hablon is now being pushed for widespread use such as incorporating these local fabrics in government uniforms as well as private institutions. Thanks to a memorandum from the Office of the President requiring all government agencies to use the local fabric for their office uniforms.
Producers with the talent and creativity of Ilonggo designers have taken to join trade exhibits here and Manila, Bridal fairs and fashion shows to promote it. This signals the return of the good old fabric and this time, an exclusive shop that breathes in classiness into the native look.

daks2003 August 7th, 2006, 05:50 PM Its getting clearer and clearer everyday...some "personalities" at the RDC have their own selfish agenda..amat amat lang o...una ang exclusion sang Iloilo City sa PDA, then ang pag change naman sang name sang Iloilo International Airport into Panay International Airport...someone might have been whispering to PGMA that it would not benefit her legacy kun ma remain nga Iloilo International Airport ang name since the project is too identified with Sen. Drilon...so if you want to erase Drilon in the picture, you got to erase the name attached which is too identified with him.
We know that the new airport would benefit not only Iloilo but the whole region, pero indi naman na sakto nga ang recognition would be "hijacked" by just somebody who just came in and claim it like nga may effort sila to have it realized.
Ti ano man abi batyagon mo kun ang airport sa Iloilo ngalanan sang guimaras airport??? hehehe
Election time is less than a year away...so expect more dirty tricks and papogi from certain politicians.

agree gid ko sa imo Daks. Wala man gid dako nga impact ang renaming sang new airport from Iloilo International Airport to Panay International Airport, pero let's give credit to where it is due. Since ang airport ara sa Iloilo, then by no means nga iba nga ngalan aton dal-on. And ka specific gid gani kung Iloilo International kung tan-awon mo. Gee, pati sa ngalan baisan pa ini nila. I guess Perez is trying her best to take part sang opening sang bag-o nga airport and one way to make her presence significant is by doing this. Kadamo lang ngalan ang gusto nila i-attach di. May ara Iloilo International Airport, Western Visayas International Airport and now, Panay International Aiprort na naman. Makasalakit ulo ang RDC.

More and more controversial things are happening within Panay island. Whether each provices within the island is becoming more and more competitive, then we don't know. Pero kadamo sang mga projects subong sa Panay and it making waves na gid man. Of course, topping it all is Boracay tourism development and Iloilo economic sector. Damo nga mga inititatives ang nagasulu-lolpot recently. Hopefully, it's for the best of everybody.

Iloilo seems to be a good breeding ground for visual artists. A man by the name of Crispin Salcedo Villanueva, Jr., a living epitome of unprecedented Ilonggo artistry, is just one of them. Undeniably, Villanueva's talent has attracted the attention of art enthusiasts from around the world. Even Christie's, an international art auction house in London, is interested in his artworks.

Covers (Burn Them All)
Born from an Ilongga mom who hails from the famous Salcedo clan of Sara and a Batangueño dad, Cris spent his early childhood days here in Iloilo. His love for art sprung during his elementary years at the Colegio de Sagrado Corazon de Jesus and was further developed during his teens at the legendary St. Clements School. By attending series of workshops since he was a young boy, Cris has learned the perfect combination for award-winning masterpieces. His talent was polished and honed when he entered UP Diliman where he acquired a degree in Fine Arts major in Advertising.
After his few years stint as an art director for Image Dimensions, a respected advertising company responsible for some huge print and TV commercials, Cris finally decided to become a full-time man of art.

Better than the Gift
He participated in several renowned competitions and often went home with a prize. The most recent was the 2005 Philippine Art Awards sponsored by Philip Morris where his artwork "Something is Missing But Something is Found" took home PhP300,000.00 for the Grand Prize topping the 750 participants from all over the country.
Truly, this Ilonggo artist has gone a long way in the field of painting long enough to establish his own forte. He calls this revolutionary genre of art as bubble wrap.

Civilian Camouflage
A bubble wrap is an illusionary form of plastic wrap (often used in shipping furnitures) done over a painting in a canvass using oil as a medium. The idea was conceived while he was in San Francisco where he was sent as a sole delegate of the country for the Filipino-American Art Exposition. Upon seeing his 12 artworks still wrapped after shipping, his quick wit opened a new door for a well-embraced form of art.

Something's Missing but Something is
Found
In line with his newly-found theme, Villanueva has adopted a certain process called appropriation. In appropriation, the artist utilizes other works and wrap them in bubbles then consider them his own.
"The idea of bubble wrap is that half of the painting is concealed and the other half is disclosed" explains Cris who looks up to his mentor and UP professor Roberto Chavet and Russia-born American painter Mark Rothko.

Sealed Air
His artworks, which include collage as well figurative and abstract types of painting, will be on display at the Museo Iloilo by the second week of August. The one-man show dubbed as "Compared to what..." will feature 20 or more masterpieces which mirrors his evolution in the art industry as well as his prowess as polished by time. The show will open at 6:00 pm this coming August 11.
"I called it Compared to what... not because I'm comparing myself to other artists. The comparison lies on my past and present work," declares Villanueva who now resides in Antipolo.

Alternative Space
His paintings "Better than the Gift", an old European painting wrapped in bubbles as inspired by the old cliché that sometimes the wrap is better than the gift itself, and " Alternative Space", which plays on the idea that other artists don't approve on the idea of commercialism, will be included in the show.
The homecoming art exhibit will last until mid-September of this year.
Villanueva will simultaneously have a show together with a group of Manila artists at the Future Prospects Gallery in Cubao this month and will have another one in West Gallery, Quezon City at around September of this year.

It should be Iloilo, not Panay, insist city, prov’l officials

ILOILO – What’s in a name? A lot, according to the Sanguniang Panlalawigan of Iloilo Province and the Sangguniang Panlungsod of Iloilo City.
Naming the soon to be completed airport at the tri-boundaries of Sta. Barbara, Cabatuan and San Miguel towns “Iloilo International Airport” will bring myriad of benefits to the city and province, especially in their tourism industries, explained Provincial Board Member Domingo Oso.
Besides, Oso argued, the new airport is specifically located in Iloilo; Antique Gov. Salvacion “Sally” Zaldivar-Perez, the chairman of the Regional Development Council (RDC-6), recently revealed that President Gloria Macapagal-Arroyo is drafting an Executive Order to name the new airport “Panay International Airport.”
The Sanguniang Panlalawigan of Iloilo will pass a resolution today objecting to the Malacañang-proposed name.
Oso confirmed he will be sponsoring the resolution.
Panay is an island, Oso said. The name of the airport should be specific to where it is actually situated, he added.
In Iloilo City, Mayor Jerry Treñas is also objecting to the “Panay” name.
The City Council will pass a resolution similar to that of the Provincial Board, said Oso.
The resolutions will be sent to Office of the President and Secretaries of the Departments of Tourism and Interior and Local Government.
Gov. Niel Tupas and Treñas said they were not consulted on the plan to name the airport “Panay International Airport.”
Tupas said tourists might get confused. He also said Iloilo city and province are premier locations in Western Visayas.
The tourism industries of the city and province will be adversely affected if the airport is not named after Iloilo, he warned.
The New Iloilo Airport Development Project (NIADP) is worth P5.2 billion. It is being constructed on a 188-hectare area straddling the towns of Sta. Barbara, Cabatuan and San Miguel, around 24 kilometers west of Iloilo City.
The Japan Bank for International Cooperation (JBIC) is funding the international airport. Taisei-Shimizu Joint Venture is the contractor of the project.
The construction started on March 2004. The airport is expected to be operational by July 2007.
It will have state-of-the-art facilities including a modern terminal, control towers, buildings and landing and navigation systems.
It will have a runway 2.5 kilometers long and 45 meters wide, a passenger terminal with 12,000 square meters of space and a 1,281-square meter cargo terminal.

Drilon...so if you want to erase Drilon in the picture, you got to erase the name attached which is too identified with him.
We know that the new airport would benefit not only Iloilo but the whole region, pero indi naman na sakto nga ang recognition would be "hijacked" by just somebody who just came in and claim it like nga may effort sila to have it realized.

wala ta man ginapakalain si Perez but whats her part in the construction of Iloilo International Airport? Daw wala man ako kabati? Right now, no comment lang ako for the meantime. But sa akon iya, kung diin ang airport nahamtang ga lugar, dapat hatagan nila credit ang area nga naga-host sina.
Speaking sa aton mga kasimanwa sa Panay, I'm glad most of them are moving na. Aside from Iloilo, Aklan is doing very well especially sa ila tourism thrust. Capiz and Antique are slowly rising as well. If Antique will take enough risk sa ila promotion in erms of tourism and investment, they'll surely pull themselves out of poverty. More than anything else, with panay and guimaras, Antique gid ang dapat naton buligan. All for the most positive way.

In the case of Cebu, I guess they have to reclaim land because expanding inland is difficult because of the hills and mountains. Sa Bacolod naman, I don't know yet.
In Iloilo, most of parts of the CBD is reclaimed, that's why some consider Iloilo as a floating city like Venice. It was once sea and vast swamplands, but due to development that started centuries ago, it was slowly reclaimed.
2. How many kilometers is Miag-ao from the City proper? Sorry, but I'm using this as a gauge to compare in the UP in Mindanao.

I've spoken to some of my classmates in Central Mindanao ... N and South Cotabato (Koronadal, Cotabato City) .. they tell me Hiligyanon is their mother tongue kuno but I don't know exactly how big the influence of hiligaynon is in Mind.
I'm also interested to know how hiligaynon spread to some provinces in Mindanao (when did it start etc...).

Chain reaction ang nahitabo didto. One Ilonggo hardy pioneer relayed the info of good land and fertile soils of Mindanao to their relatives and thus start a chain reacrtion that lasts up to this day.
There are many reasons of migration but one was the fall of Iloilo in the 50's. It made Ilonggos move out of the Ilonggo heartland and Mindanao was an option.\
Thats why, kon naa di'ay ka sa Cotabato (South especially and Sultan Kudarat) a vast majority of the population is Ilonggo. The lumads and Muslims and other Christian groups in SouthCotabato, Sarangani and Sultan Kudarat know how to speak Ilonggo/Hiligaynon.
Koronadal City has a approximately 80-90% Ilonggo. Tacurong City is 75% Ilonggo. Kusog kaayo ang impluwensya sang mga Ilonggo sa SouthCentral Mindanao. :)

Cebu City has no choice but to expand outward to the sea, because it's coastal plain is very narrow. Bacolod's motivation is to have a "real deep-water port". Since it's waters are too shallow, they have to position the port outward and reclaim land in the process. It's main port (Banago) is just a platform, a couple of kilometers out in the open sea, connected to the shore by an access road supported by tresles. Iloilo's CBD on the other hand is technically not on reclaimed land, but on "improved" land, from what was then as swamps.
2. How many kilometers is Miag-ao from the City proper? Sorry, but I'm using this as a gauge to compare in the UP in Mindanao.
40 kilometers of smooth, scenic ride (along the seashore) towards the south. The campus itself is situated on picturesque hills everlooking Panay Gulf.

Oh, I didn't know it was that wide-spread there ... How about the other parts of mindanao, can people also speak hiligaynon well in areas like ... Zamboanga, Cagayan de Oro, Davao, General Santos.

re: Ilonggo's in Mindanao - as far as I can remember sa era ni Diosdado Macapagal or Ramon Magsaysay ata - yung Homestead Project.... for economic purposes - populate Mindanao and use the land for Agriculture... I think madamo sa Cotabato kag Sultan Kudarat.

Anwyay, in case of Iloilo, why reclaim? Kadamu pa sang duta pa ang pwede i-invest. Although Iloilo is one of the densest cities in the country, Mandurriao district in the Diversion Road highway is the place for business to be, since it is strategic for the rest of the city.
Ang sa Mindanao, eversince NLSA, Quezon era pa, me ara na Ilonggo na nagkadto didto. Most of them were former land tenants in Iloilo and Negros.
Kay ang duta sadto has an implication of big bucks and maayo nga pangabuhi.

btw, i think il be in iloilo during the span of time of your mini-meet, can i join? even if im not ilonggo?

ILOILO City narrowly missed winning the top award in the highly urbanized city category of the 2006 National Search for Excellence in Disaster Management and Humanitarian Assistance and contented itself with a second place finish after eventual winner Makati City.
The city earlier beat Bacolod City in the regional level and automatically qualified to compete in the national competition against the rest of the highly-urbanized cities in the country.
Area Coordinating Center chief Jose Papa said the competition is about the capability of local government units to provide medical and technical support services to communities, agencies and institutions in need of rescue operations.
The search is a yearly event spearheaded by the Office of the Civil Defense and the Department of National Defense.
The search, according to Papa, also provides official recognition to outstanding performance of Disaster Coordinating Councils, private volunteer organizations and government emergency responders as major stakeholders and partners in the implementation of disaster management programs and activities.
Papa explained that each of the participants were judged based on recorded documents, on the spot evaluation and interview of the four phases of disaster management, namely mitigation, preparedness, response and rehabilitation.
It was the national validating team composed of representatives from Phivolcs, NAPC VDC and the League of Province of the Philippines which judged the competition.

For the Ilonggo migration started half a century ago to southern Mindanao.
Chain reaction ang nahitabo didto. One Ilonggo hardy pioneer relayed the info of good land and fertile soils of Mindanao to their relatives and thus start a chain reacrtion that lasts up to this day.
There are many reasons of migration but one was the fall of Iloilo in the 50's. It made Ilonggos move out of the Ilonggo heartland and Mindanao was an option.\
Thats why, kon naa di'ay ka sa Cotabato (South especially and Sultan Kudarat) a vast majority of the population is Ilonggo. The lumads and Muslims and other Christian groups in SouthCotabato, Sarangani and Sultan Kudarat know how to speak Ilonggo/Hiligaynon.
Koronadal City has a approximately 80-90% Ilonggo. Tacurong City is 75% Ilonggo. Kusog kaayo ang impluwensya sang mga Ilonggo sa SouthCentral Mindanao. :)

I hope it will be finished on time and operate soon without any glitches (technical or political). The mountain range between Iloilo and Antique gives a nice backdrop to the airport.
Since the airport is situated outside the city, they can provide a shuttle service from the city to the new airport for passengers and greeters alike. Here in Manila, Philtranco is providing shuttle service to and from Diosdado Macapagal International Airport (DMIA) or the former Clark International Airport with pick-up /drop off point at the SM Megamall parking lot. Efficient transportation to and from the new airport is one aspect they should address prior to its opening to passenger traffic.
Whats in a name?
A name is what identifies one from another. This new airport was envisioned by Ilonggos so it is only proper to name it as the ILOILO INTERNATIONAL AIRPORT. The International Air Transport Association (IATA) code for the Iloilo Domestic Airport is ILO and such code can be transferred to the new airport once its operational and the old airport ceased to operate. I won't object if the naming is done to honor an Ilonggo National Hero. Perhaps it could be named as GRACIANO LOPEZ-JAENA INTERNATIONAL AIRPORT like what they did to the former MANILA INTERNATIONAL AIRPORT (MIA) now NINOY AQUINO INTERNATIONAL AIRPORT (NAIA). Naming it PANAY INTERNATIONAL AIRPORT makes it sound generic. It's like your renaming NAIA as LUZON INTERNATIONAL AIRPORT. Does it sound appealing to you?

ILOILO City Mayor Jerry P. Treñas yesterday said he will not attend the executive committee meeting of the Regional Development Council (RDC-6) at the National Economic and Development Authority (Neda-6) office here 10am today.
Instead, he directed Butch Peñalosa, chief of the City Planning and Development Office (CPDO), to represent him in the discussion of RDC executives chaired by Antique Governor Salvacion Z. Perez.
Treñas and Perez had a heated verbal exchange over the exclusion of Iloilo City in the Panay tourism plan which is the core of the Panay Development Authority (PDA) after reading its draft sent to President Gloria Macapagal-Arroyo for her signing.
The PDA was endorsed by the RDC-6 head and Department of Tourism (DOT) secretary Ace Durano.
Earlier, Treñas also complained about what he termed as the “leaving out” of Dinagyang, the city’s premiere festival, in the DOT advertisement.
A visibly irked Treñas tossed a copy of the PDA draft on the table where he was seated with Perez and Presidential Chief of Staff Mike Defensor who was the guest of honor for the awarding rites of the RDC’s best public sector projects in Sarabia Manor Hotel.

A lot of people here in Manila get surprised when I tell them that the Aranetas, Arroyos, Locsins, Lopezes, etc. are from Iloilo. These Ilonggo families have helped much in the development of our country.

Demy Sonza was once a vice Governor of Iloilo, a historian, and a Centralian(CPU). He wrote so many books about Iloilo's past which for me is a noble deed.
I don't know much about the whole story between the Ballerina and a Media Personality, but I quess it's the same as way back in the mid 90's that a Davao Congressman had an affair with a bank teller, who is also from Davao. Both of them were married too. hehe. no biggie.

freezing_pt August 10th, 2006, 02:57 AM i know some ilonggos have some negative sentiments regarding the current DOT secretary, and some even credit cebu's success in tourism due to the secretary's roots. but i think this should not be the case. iloilo can do better, and perform better regardless of who's who on the top, you dont need a top man in DOT to perform to the best of your capability. and in fairness to cebu, cebu was already a top tourist drawer even before durano. marketing and positioning while focusing in their strength was what put cebu in the limelight. iloilo just need constant promotion and exposure, while improving tourism infrastructure. the future looks bright and promising and this will start with the opening of the new airport. the new airport will open doors long kept locked in iloilo's rich potential.
btw, i think il be in iloilo during the span of time of your mini-meet, can i join? even if im not ilonggo?
You are right, this is not a cebu vs iloilo case. cebu has done well in the past decade to improve its tourism capability. The main difference though was that, during those years the DOT secretaries had been to the very least cooperative. We dont expect the current secretary to be very involved with our tourism undertakings but at the very least to cooperate.

I know where my next get-away vacation will be: Iloilo. It may not sound faraway and exotic enough for the rest of you, but a recent working visit to this old rich city in central Philippines gave me a glimpse of what could amount to a real nice vacation.
First of all, it’s only an hour’s plane ride away, and there are enough flights a day to and from Iloilo (about 20 a day) to make booking a flight, even on the spur of the moment, not that difficult. For the more adventurous you can go by all manner of water transport, from the RORO to passenger ships to "fast boats".
There are quite a few hotels in town. The Grand Dame in La Paz is a charming, cozy boutique hotel that fulfills the requirement of offering genteel hospitality and modern amenities all in one. The amiable manager is often in the lobby to welcome you (he even opens the door for you), and the television in the room even has the Crime Suspense channel! They just need to iron out the kinks in the water heater.
One of the reasons I see Iloilo as a get-away vacation is that it transports me to another world, another lifetime. Visit any of the old houses–particularly Nelly Garden if you can arrange to get in–and catch a glimpse of an era when life was elegant, when women were always coiffed and dressed and perfumed, when parties were grand and guests dined on china and glass and guests around the dinner table had decent conversations which were interrupted only by giggles and laughter rather than beeps and rings of cellphones.
I love wandering around old houses–at least as much wandering as watchful caretakers will allow–gliding over wide wooden plank floors polished to a smooth shine by years of bunot and soft slippers. Old furniture and old photographs whisper stories, and when you look out the windows onto the gardens below–big wide windows of old always looked down onto big wide gardens–you will invariably spy a kid or two running around in playful abandon, chasing yayas optional.
Iloilo’s Nelly Garden is an imposing white structure set back from what used to be–maybe still is–Jaro’s main road. The lady of the house still occupies one room upstairs, which is definitely not open to vistors. (Taking of photos is not allowed inside the house.) It is still a functioning house, meaning family members and occasional VIPs (like President Corazon Aquino) actually stay there. It is thus a living museum, and we were told the guest houses outside can be rented, as well as the grounds and part of the main house for functions.
You can spend a whole week just visiting old mansions, and you won’t even have to go out of the city. The unusual Casa Mariquit, family home of the late Mariquit Lopez, has an old, old tree in front, a formidable sentinel that I am sure knows more secrets than even the family historian.
There are scores of other houses you can visit. The Sanson-Montinola Antillan house in Jaro, the Celso Ledesma mansion in downtown Iloilo, plus the homes of the Jalandonis, Lizareses, Monti-nolas, Villanuevas, various Lopezes... The Eugenio Lopez Sr. family’s Boathouse is an architectural gem. Some of them are still homes so touring them will require permission and prior arrangements.
Beyond the houses you have to see the churches too, at least the Unesco World Heritage Church of Sto. Tomas de Villanueva in Miag-ao, one of the most photographed churches in the country (even though that statue that somebody put up in front of the church makes it difficult to take dramatic photographs of the façade). Check out as well the cathedrals of Molo and Jaro, the former with all female saints and the latter all male (or is it the other way around?). Then try and figure out too why the belfry of the Jaro church stands apart from the church.
The other thing to do is to eat your way through a visit to Iloilo, and a good place to start is la paz batchoy. I purposely wrote that in lower case to denote the generic noodle soup dish that you’ll find around every corner.
Right across from the Grand Dame Hotel is what everyone agrees is the "original" la paz batchoy place: it’s called Deco’s and it’s the quintessential hole in the wall, airconditioned now but not much else is there by way of decor or amenities. But it’s the batchoy you come here for, and it’s worth the trip. A couple doors down is Ted’s, the "old-timer" batchoy. Ted’s has a lot of branches around town, which speaks of expansion and mass production, but there are those who swear by Ted’s.
All in all we had about half a dozen variations of batchoy during our two-day trip, which speaks of our near-obsession in finding the best batchoy in town (May 24 is the annual batchoy festival, held during the fiesta of La Paz). The most important thing about batchoy is that the broth has to be piping hot; anything less than that leaves you with an unpleasant cloying taste.
There are several "signature" bakeries around Iloilo that you can visit and load up on barquillos and hojaldres and tarts and other edible pasalubong: Bicocho Haus, Panaderia de Molo (visit this one if only to see their old cabinets; the story goes that this bakery started when all the egg yolks–discarded after the whites were used to build the church of Molo–were made into biscuits), Deocampo’s barquillos.
But the one I will list as a must is Panaderia de Pa-a, for the best pan de sal del suelo in the universe. This second generation bakery makes the crusty old fashioned pan the old fashioned way at the old fashioned time of two in the afternoon. Of course everybody knows that, and only tourists who don’t know any better will go and ask to buy pan de sal in the morning. The elderly but still spry Jose Uy now runs the bakery started by his father Uy Pa-a, and laments that none of his chldren seem keen on taking over.
At the risk of incurring the ire of the local tourism authorities, I will tell you not to bother with the Iloilo Producers Association store, until such time that they get their act together and get a better range of merchandise. Head out instead to Arevalo, to that famous old house where you can buy exquisite handweaves and other textiles and clothing upstairs, then stop off at the ground floor bakery for Mama’s Kitchen’s famous crisp cookies. You won’t regret either purchase.
We never got around to "studying" pancit molo (the pancit molo festival in turn is held on July 26, fiesta of Molo) the way we did batchoy, but that is reason enough for another trip (as if we needed an excuse). The best eats in Iloilo are, of course, in the homes where the kitchen tradition is strong, and every cook worth his or her salt has trade secrets that make a dish special.
Iloilo lechon is legendary and worth every cholesterol-laden mouthful. There was a crab dish at one dinner that completely made us forget to be dainty and polite, and a catfish cooked in coconut milk and ginger that totally negated the term "enough" and had us eating long after we were stuffed to bursting. The island has a wealth of seafood–fish and shellfish simply grilled that will make a feast out of any common repast. Needless to say, eating in Iloilo is definitely a communal undertaking–delicious food spiced with equally delicious stories and conversations.
There are many reasons to visit Iloilo; tourism officials will tell you to go in January for the Dinagyang, or in February for the blessing of the candles. Actually, anytime is a good time to visit Iloilo, simply because there’s food anytime!

Iloilo to be included in dev't plan; Perez says 'sorry'

TOURISM Undersecretary Salvador Sarabia Jr. withdrew the draft of the Panay Development Plan from the Office of President Gloria Macapagal-Arroyo.
His move came after Mayor Jerry Treñas was disappointed that Iloilo City was not included in the said plan.
Treñas welcomed Sarabia's move, but said that if he were consulted first and that the proper process was followed, the controversy was avoided.
The Regional Development Council will now include the city in its meeting and in the creation of the plan, its chairperson, Sally Zaldivar Perez said in yesterday's meeting.
Perez, who is also the Governor of Antique, apologized to Treñas for excluding Iloilo City in the plan. She reasoned that they were rushing to submit it to Presidential Chief of Staff Mike Defensor last August 3, when he was here in Iloilo City.
"We did not mean for it to happen," Perez was quoted as saying, over a radio broadcast.
It was learned that the revival of the Panay Development Authority, that is tasked to formulate the plan, was conceived by Treñas. He was the one who suggested that the group concentrates on promoting the island's tourism potentials.
Treñas was also the one who spearheaded the move to solicit some P1 million from the different Local Government Units in the Visayas to finance the plan.
Treñas was not present in Wednesday's meeting.

ILOILO City – Sounds familiar? Regional Development Council (RDC) Chairman, Gov. Salvacion Zaldivar-Perez apologized for the non-inclusion of Iloilo City in the proposal reviving the Panay Development Authority.
Perez issued her apology before RDC Executive Committee members yesterday.
Last week, Mayor Jerry Treñas got angry for the city’s non-inclusion. He said the city was not given the recognition due it, being the center of commerce and industry in Panay Island.
Perez said President Gloria Macapagal-Arroyo assigned her and Tourism Undersecretary Salvador Sarabia to draft a resolution for the Authority, and because they were in a hurry to come up with a presentation for the RDC meeting last August 3, the City of Iloilo was inadvertently left out.
Perez said there was no intention to exclude Iloilo City. She said they were just rushing to finish it for presentation to Presidential Chief of Staff Michael Defensor, who was the guest during the RDC meeting last week.
Defensor will be the one to endorse the proposal to Malacañang.
As a peace offering to Treñas, Perez said she sent the city mayor a book about Graciano Lopez Jaen.
Treñas was not present in yesterday’s RDC Executive Committee meeting. City Planning and Development Office Chief Jose Roni Peñalosa represented the City of Iloilo.
Treñas insisted on the inclusion of this city in the Panay Development Authority.
“The City of Iloilo must be recognized and respected. Nangakig ako kay ang syudad naton wala ma-recognize,” added the President of the League of Cities of the Philippines in an earlier interview.
“I am sure Malacañang will not allow the exclusion of the City of Iloilo in the Panay Development Authority in view of its vital role in the development of the region,” Treñas stressed.
The law creating PDA was passed in 1964 yet but was never implemented, according to Treñas.
ALMOST LEFTOUT AGAIN
Iloilo City and nearby Bacolod were almost left out anew in the proposed Western Visayas Historical and Cultural Council of the RDC.
Were it not for the motion of Department of Tourism (DOT-6) Regional Director Edwin Trompeta, Iloilo City would have surely suffered another snob.
The RDC Executive Committee yesterday met at the National Economic Development Authority regional office and tackled the resolution creating the Western Visayas Historical and Cultural Council.
Trompeta noticed that the cities of Iloilo and Bacolod were left out in the resolution, so he moved that these two highly-urbanized cities of the region be included.
In RDC’s Resolution No.2 series of 2006 creating the Western Visayas Historical and Cultural Council, to compose the council membership are the chair/executive director of provincial historical council of the provinces in the region, or the appointed representatives of the six provinces – Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental.
The council will be launched on August 18. It will formulate policies for the preservation, promotion and development of the region’s historical and cultural heritage.
The RDC Chairman shall be the chairperson; the co-chair is former Iloilo Vice Governor Demy Sonza, a local historian. The secretary is the regional director of the Department of Education.
Other members of the council are the regional directors of the Commission on Higher Education, DOT, Department of Interior and Local Government and Philippine Information Agency, among others.
RDC Chairman and Antique Gov. Salvacion Zaldivar-Perez will donate P200,000 for the restoration of the Graciano Lopez-Jaena Shrine in Jaro district.

To broaden their knowledge on webpage posting & updating and news writing, a two-day seminar-training, sponsored by the Provincial Planning and Development Office (PPDO), was held for information officers (IOs) of the Iloilo Provincial Government lately at the Capitol's conference hall.
This activity served as follow-up of last year's training on the same areas but this time, a basic knowledge on writing press release and uploading were given emphasis to hone IOs skills as preparation to the re-launching of the province's website sometimes in September. It was learned Iloilo's webpage together with other 800 LGU websites in the country was hacked early this year.
Mr. Felipe Vista, IT Coordinator in Region VI, introduced Joomla!, a Content Management System (CMS) which is used in hosting the province's homepage: www.iloilo.gov.ph.
Through this simple, browser-based inference, uploading of press releases or news items, managing staff pages, job listing and creation of unlimited amount of sections or content pages become easy while editing of content and updating of images become simple even for non-technical users.
Mr. Ian C. Espada, web page Editor, handled the hands-on press release/news release writing to give IOs better understanding of basic news elements and proper format to follow when submitting their reports.
He also underscored IOs' functions and responsibilities as stipulated in the Executive Order No. 205 of Gov. Niel D. Tupas, Sr. from preparing weekly press releases highlighting offices' accomplishments to coordinating with municipal information officers in gathering news and information.
Mr. Mario Nillos, PPDO head, said his office will conduct an Internet Appreciation activity for capitol offices' chiefs to present the importance of Information Technology (IT) nowadays and to gain their support in the present initiative in bringing Iloilo to the rest of world through the cyberspace.
Meanwhile, Provincial Administrator Manuel P. Mejorada advised the IOs during the culmination program to do their share to sustain website's operation by diligently observing their duties and functions and at the same time sharpening their writing skills to come up with good article for uploading.

It's an alternative to already crowded Boracay. I hope to see the tourism sector improve in Iloilo kay daw cottage industry pa lang ina sa aton.
Accessibility, lack of promotion, and accomodation are factors why the place is not as popular.
@concepcion: From Iloilo City it's at least a 4 hour drive to the place + you have to take a boat ride to reach the islands. Tapos, there isn't any good resorts when you get there either ... It's more for the adventurous types (me included :D ), which isn't for the masses.
i know some ilonggos have some negative sentiments regarding the current DOT secretary, and some even credit cebu's success in tourism due to the secretary's roots. but i think this should not be the case. iloilo can do better, and perform better regardless of who's who on the top, you dont need a top man in DOT to perform to the best of your capability. and in fairness to cebu, cebu was already a top tourist drawer even before durano. marketing and positioning while focusing in their strength was what put cebu in the limelight. iloilo just need constant promotion and exposure, while improving tourism infrastructure. the future looks bright and promising and this will start with the opening of the new airport. the new airport will open doors long kept locked in iloilo's rich potential.
btw, i think il be in iloilo during the span of time of your mini-meet, can i join? even if im not ilonggo?

This is great news ... okay lang man kung simple galing tani presentable and professional man bala ang pag-ubra. It's a good thing that they're doing this training thing kay kulang guid sa online visibility ang local gov't when it comes to updates and developments.
Indi man sa pa hambog, pero at the very least they should be able to surpass what I've done with my website. They have all the resources to do that, and I'm sure there are a lot of people more talented to web designing and more dedicated and knowledgeable about Iloilo than me that they can hire to make a great website.

Actually I went there, but that was 2004 pa... daw indi man kaabot dako ang gastos kay you just take a van from Iloilo City to Estancia, then from the port you ride a boat going to Sicogon which is about an hour away..its a nice place...nami gid...the island is presently owned by the Marañons of Negros

re: Ilonggo's in Mindanao - as far as I can remember sa era ni Diosdado Macapagal or Ramon Magsaysay ata - yung Homestead Project.... for economic purposes - populate Mindanao and use the land for Agriculture... I think madamo sa Cotabato kag Sultan Kudarat.
Let me give you some history on why Ilonggos populated some parts Mindanao...During the World War 2, the only island not frequently bombed and visited by the Japanese was Mindanao because they were so afraid of the Moros (according to my lola who was just ten that time)...Actually majority of my great great grand parents went there and only two of them remained in Negros (which is the birthplace of my father, we now live in Iloilo)...so that time a lot of Ilonggos fled from Negros and Iloilo... and lived there.
If you chance to go there and ask them of the places where they came from they can answer you back easily (whether in Negros or in Iloilo) and also the unique way each family names were grouped in Iloilo where the first letter of your family name corresponds to the first letter of the town...I knew these because my grandmother went to locate them starting here in Iloilo up to some parts in Mindanao, like Davo City, Tagum, Digos, Tacurong, Marbel and a lot other places which speaks hiligaynon...there's even a place New Iloilo there...
My last visit to Davao City (Tagum City and Panabo City) brought me to people who were actuallymy relatives and I got the chance to know the only surviving great grand father I had...the youngest

The cross is also found in Cabatuan, it was planted at 1732, by the spaniards. It was so far from the poblacion that they made a replica on a much accessible hill...

IMPRESARIO August 11th, 2006, 11:14 AM City Council OK's P350M loan to build new City Hall

Mayor Jerry Treñas has all the reason to smile as the Sangguniang Panlungsod (SP) gave him authority to negotiate with the Land Bank of the Philippines (LBP) to borrow P350 million for the construction of a new six-storey city hall building in its present site in Plaza Libertad.
In last Wednesday's session, the council approved a resolution authorizing the chief executive to negotiate, enter into a memorandum of agreement with the LBP, subject for the ratification of the Sangguniang Panlungsod of Iloilo, laws, rules and regulations.
The said resolution was authored by Councilor Jed Mabilog, chair of the committee on engineering, construction and public works. Mabilog said the city needs a city hall which will serve as the window to showcase the city to all the tourists coming here.
Mabilog added the city, being a highly urbanized city in the Philippines, needs a spacious city hall to accommodate all its employees in a single building. Presently, the city government offices are situated in different locations.
The City Mayor's Office, City Treasurers Office, General Service Office and several others are housed in the old city hall building while the SP are occupying the second floor of the Iloilo Terminal Market. There are also city government offices that are located in the old Commission on Audit (COA) building which is adjacent to the old city hall building in Plaza Libertad.
Mabilog said the existing city hall is already dilapidated and not conducive to the public and employees alike.
Meanwhile, Majority Floor Leader Eduardo Peñaredondo said the city has the capability to pay the loan. The city government has the credit line as high as P2.5 billion in the LBP.
Peñaredondo said the credit line is based on the city's 20 percent Internal Revenue Allotment (IRA) and amount of business taxes collected. Currently, the city is paying only the loan it acquired from the housing project. The city has already finished paying the loan from its Regional Cities Development Project (RCDP).
As soon as the MOA is confirmed at the city council, the funds will be released for the construction. He said the construction will tentatively start this October. The building is a blend of the old and modern architecture.

SM City Iloilo along Diversion Road in Mandurriao district is offering to host the temporary offices of the Iloilo City Hall.
The relocation of City Hall offices was made imminent by the plan of Mayor Jerry Treñas to construct a new government building to replace the dilapidated one located across Plaza Libertad. Treñas said construction works will start late this year.
Treñas disclosed that two SM executives met with him at his office yesterday to discuss the said plan, but he clarified no definite agreement was made yet.
SM City made the offer several days after Treñas first broached the relocation plan to the management of another giant mall, Robinsons’ Place.
Treñas explained he asked the Robinsons management if they could accommodate certain City Hall offices for free, meaning the city government will not pay for the rent of the spaces its offices will occupy but will shoulder its own electricity bills.
Treñas said the relocation would be mutually beneficial since Robinsons Place will also gain from the big number of people who will visit Robinsons to transact business with concerned City Hall offices.
But Treñas said Robinsons’ management has yet to respond to his request.
The mayor said Robinsons is the most ideal place since it is “the closest to the existing City Hall, thus accessible to the public while SM City is quite far from the city’s center.”
The six-storey new City Hall will sit on the old building’s 12,000-sq.m lot.
Its estimated total funding of P350 million will be sourced through a loan with the Landbank.

Come August 17, 2006, Ombudsman Merceditas N. Gutierrez will officially inaugurate the opening of the Ombudsman Regional Office (Visayas) in Iloilo City.
The office situated at the Ground Floor of CAP Building, Gen. Luna St., Iloilo City will be initially manned with 14 personnel headed by a Graft Investigation Officer II, who is a lawyer.
The opening of the regional office is one of the thrusts of Ombudsman Gutierrez when she assumed office in December last year. She wants to bring closer the Office of the Ombudsman to the people as effective measure to curb corruption and inefficiency in government service.
The move is a welcome development since people from Region 6 will now have an easy access to the Ombudsman without the need of going to Cebu City where the sectoral office for the Visayas is located.
The regional office in Iloilo shall render Public Assistance and Corruption Prevention functions which are considered the most dynamic functions of the Ombudsman aside from the aggressive investigation and prosecution of cases. These functions include the building up of cases under fact-finding investigation, community linkages insofar as the implementation of various anti-corruption programs is concerned, as well as rendering of public assistance.
The Office of the Ombudsman is created pursuant to Republic Act 6770 otherwise known as the Ombudsman Act of 1989 which serves as the protector of the people. As such the office is clothed with peculiar function of acting promptly in investigating complaints against public officials and employees in any manner or form. The Ombudsman is also mandated by law to investigate any act or omission committed by public officials and employees which appear to be illegal, immoral, improper, unjust or inefficient.

The indigenous fabric formerly used for ceremonial occasions is taking a new form. Well, the one from Iloilo, at least.
For the province of Iloilo, hablon-weaving remains a cottage industry. The art of weaving is passed on from one generation to another. For some people in the municipalities of Miag-ao, Oton and some parts of Igbaras and Dueñas, loom weaving is their source of livelihood. They were able to send their children to school and finish a bachelor's degree because of loom weaving.
Along with the government's efforts to upgrade the quality of the handloom fabric is the call for a new image to distinguish it from all the rest.

Hablon is not just a provincial fabric. There are different varieties from the municipalities in Iloilo producing it. What is being done now is the upgraded fabric, with the help of internationally-recognized Ilonggo designers, PJ ARAÑADOR and NONO PALMOS, with noted local designers from the Designers Guild of Iloilo (DGI), ANGELETTE BORJA-RAGUS, ROMEO “BO” PARCON, DON PROTASIO, and JAKI ALCANTARA-PEÑALOSA, they are pushing for its own identity.
With existing products such as pillowcases, place mats, table runners, tote bags and wallet, the fabric is now popularly used for elegant evening gowns and even for stylish barongs.
For the past years, the Department of Trade and Industry with its partner-designer, International Lifestyle Designer, PJ ARAÑADOR, is aiming for a new scheme that was unfeasible in the past, given that our weavers, mostly from Miag-ao, and a number from Oton, Igbaras and Dueñas, depend on the inadequate supply of surplus materials. The trend now is that, weavers have color charts enabling them to provide fashion designers with swatches for their orders.
Quite a delicate material for designers, efforts are now being done to produce bigger and wider looms in contrast to its narrow width of 30 inches.
Although most of our weavers claim the lack of a bigger capital and better access to markets, with the identity makeover and full support on the part of local government agencies in Iloilo, hablon is now being pushed for widespread use such as incorporating these local fabrics in government uniforms as well as private institutions. Thanks to a memorandum from the Office of the President requiring all government agencies to use the local fabric for their office uniforms.
Producers with the talent and creativity of Ilonggo designers have taken to join trade exhibits here and in Manila, Bridal fairs and fashion shows to promote it. This signals the return of the good old fabric and this time, an exclusive shop that breathes in classiness into the native look.

For the first time, stakeholders and other players in the corn industry from the three regions in the Visayas islands will gather here in this city on August 21 to 23, 2006 for the 1st Visayan Corn Congress.
Department of Agriculture (DA) 6 Regional Director Jindra Linda Demeterio said this an opportunity to promote the corn industry in the region as she cited the importance of the sector in the country's agriculture.
Larry Nacionales, DA 6 Regional Technical Director said the holding of the activity is being initiated by the Northern Iloilo Corn Producers Association Incorporated (NICPAI), an association of private corn producers in Iloilo province and facilitated by the DA. However, it was Philippine Maize, Inc. who conceptualized the activity.
"This event will be beneficial to the participants since this will cover topics and other activities relevant to the development of the corn industry", Nacionales said.
After the opening ceremonies on August 21, participants will be given overview of the National Corn Program Agenda and Government Interventions, status of the Corn Industry in Visayas as well as updates on the corn sector.
The three-day event will also involve sessions on investment prospects, marketing and government financing, effective corn production, technological development and updates and a field tour to Sara, Iloilo, one of the largest corn growing municipality in the province of Iloilo.
Invited to keynote the event is Agriculture Secretary Domingo Panganiban.

Come August 17, 2006, Ombudsman Merceditas N. Gutierrez will officially inaugurate the opening of the Ombudsman Regional Office (Visayas) in Iloilo City.
The office situated at the Ground Floor of CAP Building, Gen. Luna St., Iloilo City will be initially manned with 14 personnel headed by a Graft Investigation Officer II, who is a lawyer.
The opening of the regional office is one of the thrusts of Ombudsman Gutierrez when she assumed office in December last year. She wants to bring closer the Office of the Ombudsman to the people as effective measure to curb corruption and inefficiency in government service.

As soon as the MOA is confirmed at the city council, the funds will be released for the construction. He said the construction will tentatively start this October. The building is a blend of the old and modern architecture.

Iloilo to be included in dev't plan; Perez says 'sorry'

TOURISM Undersecretary Salvador Sarabia Jr. withdrew the draft of the Panay Development Plan from the Office of President Gloria Macapagal-Arroyo.
His move came after Mayor Jerry Treñas was disappointed that Iloilo City was not included in the said plan.
Treñas welcomed Sarabia's move, but said that if he were consulted first and that the proper process was followed, the controversy was avoided.
The Regional Development Council will now include the city in its meeting and in the creation of the plan, its chairperson, Sally Zaldivar Perez said in yesterday's meeting.
Perez, who is also the Governor of Antique, apologized to Treñas for excluding Iloilo City in the plan. She reasoned that they were rushing to submit it to Presidential Chief of Staff Mike Defensor last August 3, when he was here in Iloilo City.
"We did not mean for it to happen," Perez was quoted as saying, over a radio broadcast.
It was learned that the revival of the Panay Development Authority, that is tasked to formulate the plan, was conceived by Treñas. He was the one who suggested that the group concentrates on promoting the island's tourism potentials.
Treñas was also the one who spearheaded the move to solicit some P1 million from the different Local Government Units in the Visayas to finance the plan.
Treñas was not present in Wednesday's meeting.

PEREZ: I AM SORRY

ILOILO City – Sounds familiar? Regional Development Council (RDC) Chairman, Gov. Salvacion Zaldivar-Perez apologized for the non-inclusion of Iloilo City in the proposal reviving the Panay Development Authority.
Perez issued her apology before RDC Executive Committee members yesterday.
Last week, Mayor Jerry Treñas got angry for the city’s non-inclusion. He said the city was not given the recognition due it, being the center of commerce and industry in Panay Island.
Perez said President Gloria Macapagal-Arroyo assigned her and Tourism Undersecretary Salvador Sarabia to draft a resolution for the Authority, and because they were in a hurry to come up with a presentation for the RDC meeting last August 3, the City of Iloilo was inadvertently left out.
Perez said there was no intention to exclude Iloilo City. She said they were just rushing to finish it for presentation to Presidential Chief of Staff Michael Defensor, who was the guest during the RDC meeting last week.
Defensor will be the one to endorse the proposal to Malacañang.
As a peace offering to Treñas, Perez said she sent the city mayor a book about Graciano Lopez Jaen.
Treñas was not present in yesterday’s RDC Executive Committee meeting. City Planning and Development Office Chief Jose Roni Peñalosa represented the City of Iloilo.
Treñas insisted on the inclusion of this city in the Panay Development Authority.
“The City of Iloilo must be recognized and respected. Nangakig ako kay ang syudad naton wala ma-recognize,” added the President of the League of Cities of the Philippines in an earlier interview.
“I am sure Malacañang will not allow the exclusion of the City of Iloilo in the Panay Development Authority in view of its vital role in the development of the region,” Treñas stressed.
The law creating PDA was passed in 1964 yet but was never implemented, according to Treñas.
ALMOST LEFTOUT AGAIN
Iloilo City and nearby Bacolod were almost left out anew in the proposed Western Visayas Historical and Cultural Council of the RDC.
Were it not for the motion of Department of Tourism (DOT-6) Regional Director Edwin Trompeta, Iloilo City would have surely suffered another snob.
The RDC Executive Committee yesterday met at the National Economic Development Authority regional office and tackled the resolution creating the Western Visayas Historical and Cultural Council.
Trompeta noticed that the cities of Iloilo and Bacolod were left out in the resolution, so he moved that these two highly-urbanized cities of the region be included.
In RDC’s Resolution No.2 series of 2006 creating the Western Visayas Historical and Cultural Council, to compose the council membership are the chair/executive director of provincial historical council of the provinces in the region, or the appointed representatives of the six provinces – Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental.
The council will be launched on August 18. It will formulate policies for the preservation, promotion and development of the region’s historical and cultural heritage.
The RDC Chairman shall be the chairperson; the co-chair is former Iloilo Vice Governor Demy Sonza, a local historian. The secretary is the regional director of the Department of Education.
Other members of the council are the regional directors of the Commission on Higher Education, DOT, Department of Interior and Local Government and Philippine Information Agency, among others.
RDC Chairman and Antique Gov. Salvacion Zaldivar-Perez will donate P200,000 for the restoration of the Graciano Lopez-Jaena Shrine in Jaro district.

disaster management
ILOILO City – Iloilo City narrowly won the top award in the highly-urbanized city category of the 2006 National Search for Excellence in Disaster Management and Humanitarian Assistance and contented itself with a second place finish after eventual winner Makati City.
The city earlier beat Bacolod City in the regional level and automatically qualified to compete in the national competition against the highly-urbanized cities in the country.
Area Coordinationg Center chief Jose Papa said the competition is about the capability of local government units to provide medical and technical support services to communities, agencies and institutions in need of rescue operations.
The search is a yearly event spearheaded by the Office of the Civil Defense and the Department of National Defense.
The search also provides official recognition to the outstanding performance of Disaster Coordinationg Councils, private volunteer organizations and government responders as major stakeholders and partners in the implementation of disaster management programs and activities.
Papa explained that each of the participants were judged based on recorded documents, on-the-spot evaluation and interview of the four phases of disaster management, namely mitigation, preparedness, response and rehabilitation.
PHILVOCS, NAPC VDC and the League of Provinces of the Philippines judged the competition.
Olongapo City placed third.

ILOILO City – One of the biggest call center institutions in Iloilo City is expanding its operations here and is currently looking for additional capable personnel.
ePLDT Ventus has, in fact, informed the city government that opneings for customer service manager for operations, customer service representatives (CSRs) for domestic and international, customer service supervisor supervisor, deputy operations manager, English communications training specialist, HR benefits admin staff, MIS assistant-Iloilo based, payroll staff-Iloilo, resource center specialist, team leader for a technical support program-international and technical support representative-international are available to qualified applicants.
EPLDT Ventus began its operations in the city on October 2004. From an intitial batch of 28 CSRs, the communications firm now has 350 CSRs servicing both international and domestic accounts. The company management hopes to increase this number to 500 CSRs by year’s end.
Mayor Jerry P. Treñas welcomed the expansion of ePLDT as it provides Ilonggos with employment opportunities and the chance to take active part in the communications industry.
Treñas said ePLDT Ventus has also been providing emplyment to college students and part-timers during the business peak months from November to May where an average of 500 CSRs are hired on a project basis.
Aside from call center operations, ePLDT Ventus tied up with several major universities in Iloilo that offer call center fundamental courses as an elective to students intersted in starting a career in the industry. Among these universities are Central Philippine University, West Visayas State University, University of San Agustin and University of Iloilo. colleges and universities in the city produce some 16,000 graduates each year.

Iloilo is not only known for its people’s warmth and fine dishes. Above and beyond these trademarks is the Ilonggos’ deep piety.
A verdant hub for the Marian devotion is how some quarters regard Iloilo now. Having a unique fondness for her, the Ilonggos have made it a tradition to mark every feast day of the Blessed Virgin Mary, under her countless titles, with fitting tribute and pomp.
Long lines of the Catholic faithful tag along her image in every religious procession and a big number pack the church where Mary is venerated as the Mother of God.
For that reason, in Iloilo, Marian Day is not only Sept. 8, the Feast of Mary’s Nativity, but all through the year.
Three essentials explain how the Ilonggos developed their strong faith and passionate love for Mary: First, the first Carmelite settlement in the country, the Jaro Carmel, was established in Iloilo.
Second, the patroness of Western Visayas, Our Lady of Candles, is in Iloilo, enshrined at the Jaro Cathedral.
And, third, it was in Iloilo where the maiden novena to Mary, under her title “Our Mother of Perpetual Help,” was first held.
While it was the Carmelite nuns who brought to Iloilo the devotion to the Brown Scapular and to Mary, Our Lady of Mt. Carmel, it was the Redemptorist Fathers who initiated what is now nationally known as the novena to Mary, Our Mother of Perpetual Help—in compliance with Pope Pius IX’s instruction to the Redemptorist Congregation in 1865, to “make Mary known throughout the world.”
According to Fr. Frank Tobin, parish priest of the Redemptorist-run Our Mother of Perpetual Help Parish in La Paz District, the novena began in Iloilo and not in Baclaran (Parañaque City). Today, Baclaran houses the Our Mother of Perpetual Help National Shrine.
God’s Army
Strangely enough, Tobin said it was not a group of religious men who introduced the devotion to the Ilonggos but the American soldiers during World War II. Many of them hailed from Boston, Massachusetts where the novena was a tradition among Catholics, he said.
Tobin, 67, a native of Ireland, traced the beginnings of the novena in the Philippines to the time of the late Fr. Patrick Nulty, a fellow Redemptorist.
In a document published in the Golden Jubilee Magazine of the Redemptorists in Iloilo in 1978, Nulty recounted how the American soldiers hungered for the novena shortly after the close of World War II.
“Many of them were in the habit of attending the novena in Boston. Now, they felt a great longing to have this same devotion here. It was an appeal we could not refuse. Although we knew almost nothing about it (the novena), relying on the power of Mary and the deep love of these good and sincere soldiers, we decided to start on 13th May 1946, on the Feast of Our Lady of Fatima,” said Nulty.
As the number of people attending the novena grew because of answered prayers, Ilonggos in Manila asked that this be copied there, he said.
“Thus began the marvelous growth of the Manila novena. People attended the Baclaran novena from all over the Philippines. So today Baclaran has become the greatest novena in the world.”
In her own account, published in the same magazine, Domiciana Asico of the Oblate of the Redemptorist Congregation said Nulty started the novena in thanksgiving.
She said that during World War II, a bomb fell beside the St. Clement’s monastery, but providentially, only a window was slightly damaged.
Nulty must have also been moved by the faithful’s answered petitions, she said.
“Father Nulty always read some letters of thanksgiving at each session. People came to see that many of their prayers were being answered and they encouraged others to attend the novena. The rector of Baclaran came to visit St. Clement’s and he was so impressed with the novena that he later started it in Baclaran,” Asico told Fr. Tom Groarke, the magazine’s editor, in an interview.
Because many people had heard of the graces, Asico said Nulty was all the more inspired to go on with the novena and even doubled its schedule.
“At first, the novena was held on Mondays at 6 p.m. The attendance was quite small at the start but gradually the crowd increased and, in less than a year, a second session was begun at 5 p.m.,” she narrated.
Today, novena masses are held every Wednesday, from 6 a.m. to 7 p.m.

ILOILO City – One of the biggest call center institutions in Iloilo City is expanding its operations here and is currently looking for additional capable personnel.
ePLDT Ventus has, in fact, informed the city government that opneings for customer service manager for operations, customer service representatives (CSRs) for domestic and international, customer service supervisor supervisor, deputy operations manager, English communications training specialist, HR benefits admin staff, MIS assistant-Iloilo based, payroll staff-Iloilo, resource center specialist, team leader for a technical support program-international and technical support representative-international are available to qualified applicants.
EPLDT Ventus began its operations in the city on October 2004. From an intitial batch of 28 CSRs, the communications firm now has 350 CSRs servicing both international and domestic accounts. The company management hopes to increase this number to 500 CSRs by year’s end.
Mayor Jerry P. Treñas welcomed the expansion of ePLDT as it provides Ilonggos with employment opportunities and the chance to take active part in the communications industry.
Treñas said ePLDT Ventus has also been providing emplyment to college students and part-timers during the business peak months from November to May where an average of 500 CSRs are hired on a project basis.
Aside from call center operations, ePLDT Ventus tied up with several major universities in Iloilo that offer call center fundamental courses as an elective to students intersted in starting a career in the industry. Among these universities are Central Philippine University, West Visayas State University, University of San Agustin and University of Iloilo. colleges and universities in the city produce some 16,000 graduates each year.

Definitely a good news for Iloilo City and the rest of the province. If this indeed is true, then power problem in Iloilo City is on the road to recovery, making it more investor-friendly as ever. As PECO and other companies are upgrading their services and equipments, NAPOCOR is "NOW" giving assurance of uniterrupted power supply in the city. Go, go, go!

Indi manami tulukon ang sobra ka modern nga city hall for Iloilo. And I hope maka-star na sila dayon by October and finish before the Dinagyang Festival by January 2007.
I agree gid Space. A modern edifice with a touch of an old world will surely make Iloilo City Hall one of a kind. And mas maayo gid man kung matapos nila before Dinagyang 2007 para may kadtuan man ang mga dingitaries rather than ang makita nila ang bulok nga city hall naton. It's dilapited and definitely needs urgent replacement.
Btw, I like the design, and even ang heights. Indi gid sobra kataas kay medyo law-ay na siya tulukon. Tama-tama lang ang six storeys. If they can, siguro puwede gid ka-extend til nine storeys. More than than, medyo indi na siya maayo tulukon with such design.

what do you mean by landbank Van? I don't think nga mall gid man ang ipatindog nila if it'll be in San Miguel. Tag uma says it would be a standalone supermarket. But the size of San Miguel public Market at present is way too big for a stand alone grocery store. Anyway, let's just wait and see na lang guro. But I'm sure it's unlikely to be another mall of SM in Iloilo right now. As you said earlier, two of its malls are planning to expand (SM City and SM Delgado), with the possibility of converting SM Jaro into a mini-mall, too, making 3 SM malls in the city already. Pero it would be nice gid man kung may ara SM Supermarket sa San Miguel. Pamangkot lang galing, would SM "truly" consider San Miguel over Pavia or Sta Barbara if they want to expand their business in Iloilo?

The indigenous fabric formerly used for ceremonial occasions is taking a new form. Well, the one from Iloilo, at least.
For the province of Iloilo, hablon-weaving remains a cottage industry. The art of weaving is passed on from one generation to another. For some people in the municipalities of Miag-ao, Oton and some parts of Igbaras and Dueñas, loom weaving is their source of livelihood. They were able to send their children to school and finish a bachelor's degree because of loom weaving.
HablonAlong with the government's efforts to upgrade the quality of the handloom fabric is the call for a new image to distinguish it from all the rest.
Hablon is not just a provincial fabric. There are different varieties from the municipalities in Iloilo producing it. What is being done now is the upgraded fabric, with the help of internationally-recognized Ilonggo designers, PJ ARAÑADOR and NONO PALMOS, with noted local designers from the Designers Guild of Iloilo (DGI), ANGELETTE BORJA-RAGUS, ROMEO “BO” PARCON, DON PROTASIO, and JAKI ALCANTARA-PEÑALOSA, they are pushing for its own identity.
HablonWith existing products such as pillowcases, place mats, table runners, tote bags and wallet, the fabric is now popularly used for elegant evening gowns and even for stylish barongs.
For the past years, the Department of Trade and Industry with its partner-designer, International Lifestyle Designer, PJ ARAÑADOR, is aiming for a new scheme that was unfeasible in the past, given that our weavers, mostly from Miag-ao, and a number from Oton, Igbaras and Dueñas, depend on the inadequate supply of surplus materials. The trend now is that, weavers have color charts enabling them to provide fashion designers with swatches for their orders.
HablonQuite a delicate material for designers, efforts are now being done to produce bigger and wider looms in contrast to its narrow width of 30 inches.
Although most of our weavers claim the lack of a bigger capital and better access to markets, with the identity makeover and full support on the part of local government agencies in Iloilo, hablon is now being pushed for widespread use such as incorporating these local fabrics in government uniforms as well as private institutions. Thanks to a memorandum from the Office of the President requiring all government agencies to use the local fabric for their office uniforms.
HablonProducers with the talent and creativity of Ilonggo designers have taken to join trade exhibits here and in Manila, Bridal fairs and fashion shows to promote it. This signals the return of the good old fabric and this time, an exclusive shop that breathes in classiness into the native look.

...The other thing to do is to eat your way through a visit to Iloilo, and a good place to start is la paz batchoy. I purposely wrote that in lower case to denote the generic noodle soup dish that you’ll find around every corner.
Right across from the Grand Dame Hotel is what everyone agrees is the "original" la paz batchoy place: it’s called Deco’s and it’s the quintessential hole in the wall, airconditioned now but not much else is there by way of decor or amenities. But it’s the batchoy you come here for, and it’s worth the trip. A couple doors down is Ted’s, the "old-timer" batchoy. Ted’s has a lot of branches around town, which speaks of expansion and mass production, but there are those who swear by Ted’s....
...We never got around to "studying" pancit molo (the pancit molo festival in turn is held on July 26, fiesta of Molo) the way we did batchoy, but that is reason enough for another trip (as if we needed an excuse). The best eats in Iloilo are, of course, in the homes where the kitchen tradition is strong, and every cook worth his or her salt has trade secrets that make a dish special...

BACOLOD CITY -- The cities of Cebu, Bacolod, Iloilo and Dumaguete were listed among the potential destinations for outsourcing services outside Metro Manila.
The list was prepared by NeoIT in its study, "Outsourcing to the Philippines: Metro Manila and Beyond," which aims to identify the most attractive destinations for information technology (IT) and business process outsourcing (BPO) services as well as the cities that are likely to emerge as centers of excellence in this field.
Bacolod City Councilor Jocelle Batapa-Sigue, chairperson of the Bacolod City Information Technology (IT) Team, said the inclusion of Bacolod in the list should encourage the local government and the private sector to work harder in developing this city into an IT hub.
"We cannot afford to waste time. The momentum we need is here. Our local officials, our schools, our IT professionals and the business sector must join hands to further propel Bacolod’s competitiveness," she said.
In terms of offshore city competitiveness, Cebu topped the list, followed by Davao, Clark, Cagayan De Oro, Iloilo, Bacolod, Baguio, and Dumaguete. The study showed that Metro Manila is still the most popular outsourcing destination in the country. The government, however, is preparing smaller cities for BPO services.
Bacolod ranked second in terms of the financial factor which includes cost of living, cost of doing business and availability and cost of real estate. It ranked fifth in terms of people factor or the size of labor pool, number of tertiary schools, English language proficiency and labor quality.
Another factor in the study was infrastructure, which includes telecommunications, power, airports, and transportation. Also considered were the catalyst factor or government support and initiatives, social and political stability, presence of IT and BPO companies, climate, and key developments catering to the information and communications technology (1CT) industry. -- Robert Leonoras

read it now Bern. thanks a lot. I hope this little help from NAPOCOR is a good start na. mabudlay gid nga daan nga pirmi lang naga-brownout. As said earlier, though PECO had interconnected with NAPOCOR already, kinahanglan pa gid naton ang extra investors for our power supply. It should be sustainable.
May ara article about building a hydro plant in Lambunao but it would take 10 years pa. A coal-plant will even take longer pa siguro. But we need more investors right now. Ang Iloilo City is very dependent sa diesel-operated power plant amo ina nga mahal aton kuryente sa tanan.

It seems they havent consider about parking... sa diin nila ibutang ang mga salakyan? sa tunga plaza libertad? looking at it there's is no provision for podium parking unless they'll just do basement parking. pero pila gid ka level mabutang nila nga basement parking? dapat panumdumon nila nga lapit sa Iloilo River ang location ka city hall...

Yeah, you're right Kirb. I didn't mention the word mall. From what I've heard, they will just construct an SM Supermarket just like the one in Jaro after the Airport has transferred next year. I'm still looking into the details of it yet. And I think they already had a planned to have it in San Miguel because the Antique bound buses will also be transfering adjacent to the new San Miguel Public Market location closer to the proposed SM site.

Landbanking...accumulating lands just what real estate companies do...they just buy lands for future or possible expansion...but I think with the present situation an SM in San Miguel is not a better idea...they would rather expand elsewhere...having 4 SM supermarket is already "excessive" for the market in Iloilo. If I were to ask, I would rather put an SM in Passi rather than in San Miguel...where the captured market will be Northern Panay provinces.

Glad to hear that Taga Uma. It would not be feasible at present for Iloilo to have another SM Mall kay almost ang retail market is saturated na. Thw present of two SM malls and another 2 SM Supermarkets in Iloilo City is way too much na UNLESS the new airport will be fully operational. The Aleosan District alone could not sustain kung amo na basehan ta lang. But if Antique bound buses will be near the area, then an addition of SM Supermarket is really a good idea. Besides, San Miguel is developing by leaps, too. Halos dira na nagapasulod ang mga developments subong especially when it comes to gated communities. But then, medyo hulat-hulat ta lang. Kay at present, I've heard SM is acquiring lands in Iloilo, in different towns especially ang sakop sang Metro Iloilo Development Council.

I've heard about it, too Van. SM is busy acquiring lands in Iloilo, and I think even in Passi may ara sila nga duta. It was revealed before especially sang time nga nagapatindog pa ang KLT processing. And as much as I would like to hear more SM expansions, I think 4 SM Supermarkets in Iloilo City is already too much. They are eating Iloilo's big market na. Time for other players to expand, too. And with suggestion of having SM in Passi, aprubado gid ako dira. Like you, Northern Iloilo and Northern Panay gid ang ila market and it's way too big compare kung sa San Miguel ibutang. Kung dira sila mapatindog sa Passi, they'll surely get more of Capiz and Aklan market kay sila ang main entry point sang mga probinsiya nga ni going to Iloilo. But hey, we'll see. Basi may ara man nakita ang SM nga potential nga wala naton iya makita bay. remember nga may ara sila feasibility study sini before sila magpatindog sa isa ka area, which I believe SM thrive so well. And mas maayo gid man kung matapos nila before Dinagyang 2007 para may kadtuan man ang mga dingitaries rather than ang makita nila ang bulok nga city hall naton. It's dilapited and definitely needs urgent replacement.
Btw, I like the design, and even ang heights. Indi gid sobra kataas kay medyo law-ay na siya tulukon. Tama-tama lang ang six storeys. If they can, siguro puwede gid ka-extend til nine storeys. More than than, medyo indi na siya maayo tulukon with such design.

So far so good naman. Things are moving in right directions. With PECO interconnedted with NAPOCOR right now, Iloilo City will soon experience more changes and improvements. Though in my opinion I don't consider it as the ultimate solution sa aton problem. Iloilo City should continue luring other ower investors to the province. Mas importante gid ini.

Dira na lang sila parking sa may likod sang Freedom Grandstand. Or bakbakon na lang nila ang DBP sa kilid and himo sila multi-level parking area dira. Di ba ang GSIS building is another option man, just in case?

Pan de Azxucar siguro sa akon Kirb. It's look very green and beautiful. Daw virgin island kung tan-awon mo. Wala pa ma-explore maayo. Sa liwat, medyo malayo lang galing.
