IPOPHIL satellite office secures WV’s IP assets

WHEN the Intellectual Property Office of the Philippines (IPOPHIL) came into being a few years ago, one of the major tasks it undertook was to establish satellite offices in selected areas of the country. IPOPHIL headed by Director General lawyer Ricardo Blancaflor has put up nine of these offices in the cities of Baguio, Angeles, Legazpi , Iloilo, Cebu, Cagayan de Oro, Davao, General Santos, and Tuguegarao.

The main function of these satellite offices is to make the services of IPOPHIL available to IP stakeholders and ensure protection and commercialization of their intellectual property (IP) assets as a tool for national development.

Intellectual property (IP) refers to creations of the mind, inventions, literary and artistic works, and symbols, names, images, and designs used in commerce.
IP is divided into two categories. One is Industrial Property which includes inventions (patents), utility models, trademarks, industrial designs, and geographic indications of source.

The other is Copyright which includes literary and artistic works such as novels, poems and plays, films, musical works, artistic works (drawings, pain tings, photographs and sculptures), and architectural designs.

Rights related to copyright include those of performing artists in their performances, producers of phonograms in their recordings, and those of broadcasters in their radio and television programs.

IPOPHIL is in the process of putting personnel to man its satellite office here to keep its commitment of providing readily available services In Western Visayas. The satellite office, opened in November last year, is housed at the Iloilo provincial office of the Department of Trade and industry (DTI).

Both the DTI and the Department of Science and Technology (DOST) have welcomed the establishment of a local IPOPHIL satellite office.

DOST said they are encouraging inventors and innovators, in particular, to secure intellectual property protection for their works from IPOPHIL.

The DTI regional office here said there are aspects of the activities or operations of businessmen or entrepreneurs that may need IP protection. It may be the name or logo of their business, added the DTI.

The potential of Western Visayas to produce new inventions and innovations, in particular, was demonstrated during the 2010 Visayas Islands Invention Contests and Exhibits held here. The event was organized by DOST in collaboration with the Technology Application and Promotion Institute (TAPI).

In fact, entries from Negros Occidental dominated the Utility Model Category of the competition wherein the pedal-driven mobile shredding device, shredding and pulverizing machine assembly and mobile rock crushing device of Ramon Uy all got the top major prizes.

The services of IPOPHIL to secure protection for IP assets in the region will soon be more readily accessible once its satellite office here has the needed complementary personnel to accept applications and have them processed in Manila. (JSC/PIA6)

Better rice varieties suited for Iloilo farms

RICE production is a year-round activity in the province of Iloilo especially now that the rains have come early this summer. Iloilo farmers are eyeing harvest yield of more than 6 metric tons per hectare.

Similarly, Iloilo farmers are into modern technology including new and high yielding rice varieties, with maximum yield potential ranging from 9 to12 tons per hectares this season, according to the Department of Agriculture.

On the other hand, the Philippine Rice Research Institute (PhilRice) is promoting six high yielding rice varieties which posted rice production with a great advantage over the previously bred varieties in irrigated areas.
The agriculture department said that Iloilo, long considered as the rice granary of Western Visayas, is considering another production this summer with enough rains to feed the farms.

The inbred varieties, suited for the irrigated lowlands, include NSIC Rc212 (Tubigan 15), Rcc214 (Tubigan 16), Rc216 (Tubigan 17), Rc222 (Tubigan 18), Rc224 (Tubigan 19), and Rc226 (Tubigan 20). Registering better performance than the check varieties, PSB Rc82 and PSB Rc18, NSIC Rc212 and NSIC Rc214 could yield up to 10 tons per hectare when transplanted.

NSIC Rc212 matures within 111 and 115 days under direct wet-seeded and transplanted conditions, respectively. On the other hand, NSIC Rcc214 matures in 116 days when transplanted and 110 when direct wet-seeded. Both varieties have resistance against brown plant hopper (BPH), green leaf hopper (GLH), and yellow stem borers (YSB). However, the varieties are susceptible to tungro.

With an average yield of 6 tons per hectare, NSIC Rc216 and NSIC Rc222 are promoted for their moderate resistance against BPH, GLH, and YSB. However, they are likewise susceptible to tungro.

Rc216 matures in 104 days when direct wet-seeded and 112 days when transplanted. Rc222 has maturity days of 106 and 114 when direct wet-seeded and transplanted, respectively.

NSIC Rc224 has an average yield of 5.7-5.8 tons per hectare across season and matures in 111 days. The long and slender grained-variety is moderately resistant to GLH, BPH, blast, and stem borer. However, it is not for areas regularly stricken with tungro and bacterial leaf blight.

NSCI Rc226 is also an early maturing variety that produces an average harvest of 6.2 tons per hectare across season. It matures in 112 days when transplanted and 104 days when direct wet-seeded. The variety is also moderately resistant to GLH, BPH, and YSB. Unlike other varieties, Rc226 could moderately withstand tungro attacks.

Improvement of 12 Iloilo
district hospitals underway

A TEAM from the provincial government led by Provincial Administrator Raul Banias has already finished inspecting seven out of 12 provincial government-run hospitals as part of the thrust of the Defensor administration to improve all the hospitals in the province.

With Banias were personnel from the Hospital Operations and Management Service (HOMS) led by Dr. Judy Ann Dumayas, Provincial Health Officer Dr. Patricia Grace Trabado, Human Resource Department head Alma Ravena, and personnel from the Bids and Awards Committee (BAC).

Yesterday, the team inspected and had a dialog with the personnel of Dr. Ricardo S. Provido Memorial District Hospital in Calinog and Dr. Ricardo Y. Ladrido Memorial District Hospital in Lambunao.

Banias and his group checked the facilities and equipment of the hospitals and also identified their needs and concerns.

Issues about the lack of medical staff and other personnel were also raised by the respective hospital chiefs during the dialog.

Representatives from the BAC also briefed the hospital personnel about the proper procedures in the procurement of medicines and supplies to prevent delays in delivery.

Banias said the inspection aims to address the concerns and problems of the hospitals.

“Governor Defensor has made the priority of his administration the improvement of our hospitals and the enhancement of medical services for our people,” Banias said.

He added the governor has allotted funds in the 2010 and 2011 budget for the repair and rehabilitation of hospital facilities and equipment.

The problem on lack of medicines and supplies in the hospitals would also be addressed soon as Governor Defensor already agreed for the consignment of medicines in the hospitals, said Banias.

Earlier, the Sangguniang Panlalawigan (SP) has given Governor Arthur Defensor Sr. the go signal to enter into a loan contract with the Municipal Development Fund Project (MDFP) of the Department of Finance amounting to P500 million for the repair and rehabilitation of the 12 provincial government-run hospitals. Two ceremonies to highlight 66th
Panay liberation commemoration

REMEMBERING the heroic deeds of World War II Veterans leading to the liberation of Panay, Guimaras and Romblon islands from the Japanese Imperial Army will be highlighted with two ceremonies today and tomorrow.

Ms. Janet Faderan, head of the Philippine Veterans Affairs Office (PVAO-Iloilo), said a wreath-laying ceremony will be held today at the Balantang Memorial Cemetery National Shrine, Barangay Quintin Salas, Jaro, this City honoring the World War II heroes and General Macario Peralta.

This will be followed by a wreath laying ceremony at the statue of Gen. Macario Peralta at the mini Peralta Park, at the back of the Freedom Grandstand, Iloilo City.
The 604th Philippine Army will take charge of the volley of fire following the wreath-laying ceremony.

Faderan said it is a simple ceremony but it is something that should inspire the Filipino people particularly our younger generation, to have knowledge on the patriotism and gallantry of our World War II veterans who teamed up with the Allied Forces during World War II liberating Panay and Romblon islands from the Japanese Imperial Army on March 18, 1945.

The main activity on March 18 will start at 7:30am at the Balantang Memorial Cemetery National Shrine in Jaro with Administrator Ernesto G. Carolina of the Philippine Veterans Affairs Office as guest of honor, to be attended by the officials of the city and provincial governments of Iloilo, the veterans from various points in Panay, Guimaras and Romblon, and the other sectors of the community.

March 18 of every year was declared a special non-working holiday by virtue of former President Corazon Aquino’s Proclamation No. 430 or “An Act Declaring March 18 of every year as Victory Day in the Islands of Panay and Romblon including the cities of Iloilo and Roxas” issued in 1989.

As stipulated in Proclamation No. 430, March 18 is of great historical and sentimental significance to both the veterans and the people of Panay and Romblon because it was the day when the Panay Guerilla Forces launched the final assault on the Japanese Imperial Armed Forces.

City ready for community college

EVERYTHING is in place and the city government here is bracing for the operation of a new city community college by the opening of school in 2012.

Mayor Jed Patrick Mabilog said this year’s budget of P5 million for the city scholarship program will go the operation of the new community college.

He, however, assured the scholarship program for masteral courses of qualified city government employees will go on in the Ateneo de Manila and at the West Visayas State University and other state colleges and universities here.

Mabilog said that for the first year, the college will offer only two Bachelors of Science four-year courses. These are BS in Travel Management and Tourism and BS in Office Management.

The first batch of 100 students selected from 14 city public high schools here will be accepted in the community college. Gradually, the number of courses and students will be increased every year to reach the allowable 700-student capacity of the building.

The city mayor said the college term tuition fees will cost only P100 per unit.

The four storey building with 16 classrooms and costing P25 million was donated and constructed by Injap Corp. It is expected to be finished by June or July this year.

It has come to this point? na we can't even give out hints on future developments just because we want to avoid the raising of eyebrows by other people? Nanu na lang ni, it is as if we are being controlled, unwittingly, by them. Nanu na lang ni. Kung may future development, tani maski hint lang, i-balandra di sa thread imbes na mag hutik hutik kay na kulbaan kita na basi mag react naman ang iban. Kung may mag react, ti, let them raise their eyebrows and let them react.

I hope this will include Passi's deteriorating hospital. It never has any notable improvements for decades passed.

Sa may likod banda sang Passi National High School. Looking from outside, the hospital looks the same as it was in the 70s. :)
The hospital's official name is Don Valerio Palmares Sr. Memorial District Hospital.

Incidentally, if you google Passi Hospital, you will be directed to the site of Passi Hospital & Nursing Home in New Delhi, India. :D I should have looked for that hospital whilst I was in Delhi in December and take some pictures. Too late now... :D

Thanks for the info. Try ko gogle karon kung pila ang iya bed-capacity. I hope we can see bigger hospitals outside the city. Halos tanan ara na sa lang sa ciudad. Maybe Passi can host big private hospitals as well in the future.

Amendments to revenue code seen to attract more investors

The Iloilo City Government is looking forward to more investors coming in with the latest amendments in its tax ordinance – reduced initial capital for new commercial and industrial buildings to qualify for incentives as well as extending its years of provision.

The City Council unanimously approved the amendment of Section 37 of the Revised Local Revenue Code of Iloilo City on the annually imposed Ad Valorem Tax and other purposes.

Councilor Nielex Tupas, who authored the amendments, said the amendment reduced the initial capital for new commercial and industrial buildings to qualify for the incentive from P50 million to P30 million.

The incentive, in the form of exemptions and deductions on the basic real property tax of two percent covering the assessed value of new buildings, machineries and other improvements, was extended from two years to three years.

Tupas, chair, committee on trade and industry, said that the previous ordinance already sought the collection of the two percent basic real property tax on the third year while providing a 50 percent discount on the second year and full exemption on the first year.

Now, with the approved amendments, the qualified investor can avail of the full exemption from the two percent basic real property tax on the first year; 50 percent reduction on the second year; 25 percent discount on the third year and payment of the full two percent on the fourth year.

The cost shall be determined based on the declared cost per submitted occupancy certificate of cost findings of the City Assessor whichever is higher.

The amendment of the tax ordinance was the offshoot of a committee review on the existing incentives ordinances of the city upon order of former city mayor and now Rep. Jerry Treñas to mitigate “the possible adverse-effects of the global economic meltdown.”

The provision of tax incentives is expected to encourage more investors to establish businesses and eventually generate more employment and boost the local economy.

ILOILO CITY, Philippines (PNA) -– This city once again will cement claims as the Philippines’ convention destination when it plays host to two national conferences slated in April and June.

The events are the 2011 midyear convention of the Philippine Urological Association, Inc. (PUA) on April 13 to 16; and the 2011 National Convention 2nd Quarterly Conference and Seminar Workshop of the Philippine League of Secretaries to the Sanggunian (PLEASES) on June 1 to 4.

Mayor Jed Patrick E. Mabilog said he is “pleased with the city’s continuing attraction of groups and organizations preferring to prefer to hold their gatherings here.”

He said this would result to more visitors, boosting the tourism industry in the city and Iloilo province, giving additional economic opportunities for Ilonggos.

Last Tuesday, representatives of the PUA, led by Dr. Pedro Tingson Jr. who chairs the organizing committee for the Panay Group of Urologists, paid a visit to the mayor’s office to formalize their intention in holding their convention here.

The PUA is a subspecialty society of the Philippine College of Surgeons recognized by the Philippine Medical Association.

Representatives from PLEASES, meanwhile, were expected to come to the city yesterday for a preparatory and ocular visit.

ILOILO CITY, March 17 (PIA) – Ilonggos will be able to learn computer applications, troubleshooting and hardware maintenance as the city of

Iloilo is set to start its Computer Van Aralan (CVA) program.

Mayor Jed Patrick Mabilog said this initiative is a product of the active public-private partnership of the city government, this time, involving

the Filipino-Chinese Community.

The CVA is a program negotiated by the Chinese-Filipino Business Club-Iloilo chapter through its president, Oscar Chua, with the AiHu foundation.

Mabilog and Aihu Foundation Chief Executive Officer Billy Huang, will sign the memorandum

of agreement on March 24 to formalize the start of the CVA.

The van is a 40-foot air-conditioned container equipped with 20 computer units to be stationed at the Iloilo City Social Hall where it is safe and accessible.

A press release from the City Information Office said preferred

beneficiaries are the out-of-school youth, government and public officials,

non-professionals and students, residents of the city and have no knowledge of

computer and willing to participate and finish the training.

The applicants will be interviewed and screened by AiHu staff and those qualified will fill in the 300 target recipients.

There will be two trainors who will handle five classes of 20 learners each, daily, for three weeks, to cover besides computer skills, values

formation and personality enhancement.

The CVA program is TESDA-accredited, which means that those who pass the course, will receive a National Certificate II (NC II), serving as an added credential for employment.

AiHu, which means “love and care” in Mandarin is a non-profit organization dedicated to educate OSYs and adults by sharing computer

Guys, believe it or not i had a sneak tour of starbucks iloilo. Well i can stay it's pretty small compared to other stores i've seen. It's really small, nag bawi lang sila kay may second floor pero kung wala second floor, gamay gamay gid ya. Well that's my opinion. Hahaha! BUT, i learned that this store might not be the only Starbucks store in Iloilo. There MIGHT be another one in another location. Well, thats all for now. :)

Dito sa developed country, hindi naman palakihan ng Starbucks dito. May mga Starbucks na medyo restaurant pero karamihan ng nakita ko yung parang mga stalls lang sa gitna ng mall tapos napaligiran ng mesa at upuan just like those in Robinsons or SM dyan.

Meron dito malapit sa amin, sa loob ng mall, actually sa center pillar ng mall na may order counter lang then in the front are 10 to 12 small tables just enough for at least 2 to a maximum of 4 to sit around each.

Sa may likod banda sang Passi National High School. Looking from outside, the hospital looks the same as it was in the 70s. :)
The hospital's official name is Don Valerio Palmares Sr. Memorial District Hospital.

Incidentally, if you google Passi Hospital, you will be directed to the site of Passi Hospital & Nursing Home in New Delhi, India. :D I should have looked for that hospital whilst I was in Delhi in December and take some pictures. Too late now... :D

Let's all meet at Aliwan Fiesta this upcoming 16 April 2011 in Manila, together with SSC Manila. As of the moment, no final venue yet since I'm not sure if it's still MOA to Aliw Theatre or Quirino Grandstand to Aliw (or the other way around).

Ok lang na... A Starbucks shop in Tianjin, China gamay man ang first floor, wla gani table sa dalum... Bar kag counter lang nga dira ka ma order coffee, then sa second floor ang mga tables kag chairs... Daku ang space didto... May ara gid man nga magagmay na Starbucks...

Believe it or not... Diri gani sa Hanoi nga capital sang Vietnam, wala Starbucks... But mga local coffee shops damu damu gid ya... Sa isa ka street daw 5 guru... Indi diri ya big deal sa ila ang Starbucks since grabe pa sila gani mangape because of French influence... Starbucks is an overpriced coffee shop galing since in dira sa Pinas so kinahanglan ma go with the flow ang Iloilo... But at this time that all commodity prices is going up rapidly, we need to be practical with our spending habit...

Capitol to put up P5.9M
crisis center for kids, women

INDIVIDUALS, children, and women in crisis situation will soon have a home with the establishment of the Iloilo Provincial Development Center for Women and Children.

Provincial Social Welfare and Development Office (PSWDO) chief Dr. Neneth Pador said the crisis center will be put up at the Ramon Tabiana Memorial District Hospital compound in Brgy. Pungtod, Cabatuan, Iloilo.

Pador said the project was realized after Gov. Arthur Defensor, Sr. approved the budget for its construction amounting P5.9 million.
It is expected to be completed in 10 months.

Pador said the legal basis for the establishment of the crisis center is Article 4, Section 43 of Provincial Ordinance No. 2007-067 entitled Crisis Intervention Program – Establishment and Rationale of the Crisis Intervention Center of the Iloilo Province Local Code for Children.

The center, which will be under the management and supervision of PSWDO, will provide clients with temporary care and shelter for 24 hours a day, for a minimum duration of seven days and two weeks maximum period, serving as action center to immediately respond to crisis situation affecting individuals and families, children and women in need of special protection.

It will also provide services such as immediate rescue and material assistance, augmentation, assistance during disasters and referrals for immediate medical, legal, psychological and other services including temporary shelter to client. (ECGarcia/ Capitol News)

It is a highly urbanized city if we put that on Philippine standards. However, it seems that we are the only highly urbanized city that doesn't have a decent traffic lights and street signs...:lol:

OK man lang kon itago IF it is really intended for private conversations alone or due to confidentiality reasons of the developer, client or the people directly involved in it. In those grounds, we can surely understand why the PM.

Guys, believe it or not i had a sneak tour of starbucks iloilo. Well i can stay it's pretty small compared to other stores i've seen. It's really small, nag bawi lang sila kay may second floor pero kung wala second floor, gamay gamay gid ya. Well that's my opinion. Hahaha! BUT, i learned that this store might not be the only Starbucks store in Iloilo. There MIGHT be another one in another location. Well, thats all for now. :)

:angel:OK man lang kon itago IF it is really intended for private conversations alone or due to confidentiality reasons of the developer, client or the people directly involved in it. In those grounds, we can surely understand why the PM.

But if we can put it on rumors, then why not? This is our thread! If they mock, fine. If the rumors doesn't go through, ok...that hurts but it doesn't need to be a setback and cry over spilled milk forever, right? Heck, even Cebu has its own "Cebu Rumors" thread!

So I guess we shouldn't be afraid of what other people may think of us here. Delusional or what...this is our thread. As long as wala lang kita mag-batasan kasag ukon bastos then I guess my conscience is clear.

We discuss what are the important topics in infrastructural and social development of this particular locale.

I am with Bernie on this. I have also noticed that we are quite "reserved" from making comments here to avoid any unexpected word war. The bashing (direct and indirect) will always be there. Whether it is 21 knots or 21 feet or taking pictures of coffees. I have noticed that the actions of others prohibits us from making comments.

Let's us take pride of owning this thread. Let's share the good and bad news AS LONG AS we don't respond to bashing and we don't step on anyone's pride. If others will invade and ruin our discussion here so let them do it, after all we can answer their questions and critisisms in a nice manner.

AND if we are being bashed, please... do not respond to their bashing by going to their threads. Let's focus in our city. Think that we are only dealing with ILOILO and nothing else.

Fighting to prove something is sometimes tiring...

I just posted what I got. Biggie or no biggie, Starbucks is still an update related to Iloilo. And some of you guys may not really care about Starbucks here but I do and I know lots of people do too. :)

No, you're not... I like the idea of giving updates! Which is why i keep on asking about it. And others as well... I am not against Starbucks. And lucky for us to have one. Some cities also want to have starbucks.

How's the construction going? I know it's slow... but have they installed interiors already?

IMO sa mga PM's kag HH, I think if its still HH and definitely not sure yet, I agree with keeping it to ourselves. I'm not afraid of negative comments from other people cause I know that if a project comes to fruition, sila man lang na makaon sa ila napanghambal. What bothers me is that some people will pray for it not to happen. And some people will do everything for it not to happen. But I also believe that no matter what, if that project is meant for you, no matter how hard people will pray for its failure, it will still push thru.

I'm not afraid of negative comments from other people cause I know that if a project comes to fruition, sila man lang na makaon sa ila napanghambal. What bothers me is that some people will pray for it not to happen. And some people will do everything for it not to happen. But I also believe that no matter what, if that project is meant for you, no matter how hard people will pray for its failure, it will still push thru.

i didn't know some people will actually go to the extent of praying that good things that are in the pipeline will not materialize. hahaha! i'm not sure if somebody would really go that low. for me personally, to make our lives free of unnecessary stress, let's be happy for others' success and let's be thankful of our own! maayong hapon sa tanan!

I don't think they are that influential enough to influence the stakeholders. Biskan ipa-barang pa nila na or manuhol pa sila its always the positive thinking that prevents it from being a failure. I don't think they would go that low because we have this they have none or vice versa...Spongebob Squarepants even said, "everyone is best at something, but no one's best at everything." That's reality.

The question is, do we also pray nga tani indi man madayon ang ila projects?

If it indeed failed, I know that some of our egos would be affected. Yet that's normal.

I am for diplomacy. However, if it is just to suppress oursleves with the freedom to discuss our own development because it may become their topic for bashing, then I don't think its already right. Let's be vocal, basta we don't resort to negative campaigning and ill-wishing.

Nice ang photo ... probably the best dusk/nighttime shot of the river I've seen so far. It would be even striking to see elegant buildings lining the riverfront, highrises in the background, landscaped parks, and river ferries

Just bear in mind that "Nature" is watching. For every bad wish they make for a place, they get it 100 times more. Sa baba lang naman sila maayo kag sa mga bad wishes pero for the rest wala naman. . . What I can sya here is: "I did not take psychiatry for nothing." Sige lang ta sang "intelligent discussion, wala lang pa-alam alam diri." he he he. . . They have so many foul words and whether they like it or not "karma" is alive and they have to pay for all of these. If not now, then in some future times.

- forgive me if I am being ignorant or dumb but isn't that a bit stupid? kaya nya gani kita kadlawan kung gina bagyo kita, how much more nga pangadian lang nga indi madayon mga projects ta di?

It may be the stupidest reason but when you think about it, it happens everyday. I know some of them pray our 21 storey building will not push thru. They even doubt it, how much more pray against it?

I'm just saying this cause of experience. That has happened to me already. Its the same reason why sometimes, some of us keep our personal plans to ourselves until we are sure of it. We keep it private until its already happening cause whether you like it or not, some people will always pray for your failure.


regarding the "the question is" thing , I am absolutely not commenting on your point. I am asking why you keep on doing that. Adding " the question is " to your posts. I've seen you do that with your arguments with Samwise and another forumer here. It seems like our questions aren't smart enough that you have to run it over and ask another one.

City council supports Jed’s
actions at the Iloilo River

ILOILO CITY – The Sangguniang Panlungsod here gave its nod to city Mayor Jed Patrick Mabilog’s initiative with a resolution expressing full support to the city chief executive in the exercise of his executive powers in implementing relevant laws pertaining to the preservation and conservation of the Iloilo River.

City councilor David Jamora, chairman of the SP committee on the environment, sponsored the resolution during the Wednesday regular session that will pave the way to clothe the city mayor of legislative support to demolish all illegal structures at the Iloilo River.
Mabilog said the SP resolution strengthens his campaign against illegal structures in the river and has ordered the demolition of specific illegal river structures by April 1, 2011.

The city mayor is also expected to start implementation of several projects to rehabilitate and preserve the dying river and make it a tourist spot and focal hub of economic activities of the city.

The Department of Environment and Natural Resources has already empowered Mabilog through a letter dated March 9, 2011 by Secretary Ramon Paje to demolish all structures at the river contrary to existing laws.

The DENR also identified 4 prominent illegal structures to be demolished as soon as possible. These include Barbecue Park restaurant owned by city councilor Edward Yee, Ryans Seafood and Grill owned by Rogelio Fanuñal, the yacht docking site owned by contractor FF Cruz and the old barangay hall of Taal, Molo district.

Mabilog is also set to demolish through Task Force Asis the river fishpens and fishtraps owned by 75 river fishpen operators and provide financial livelihood assistance to the dislocated operators.

ILOILO’S prized products are now on display at the National Trade Fair which kicked off Thursday at the SMX Convention Center in Pasay City.

Participants from Iloilo included the Boyel Marketing, Iloilo Home Fair and the Taytay sa Kauswagan, Inc. (TTSKI), according to Trade and Industry Iloilo director Wilhelm Malones.

Boyel Marketing is the maker and supplier of furniture products made of bamboo, nito and abaca intended for home and hotels. The TTSKI puts on display some of the crafts produced by their clients.
The Iloilo Home Art on the other hand is displaying Ilonggo’s famous pastry and confectionery products.

Malones said the three-day fair is an opportunity for Ilonggo producers to expand their market, generate sales and establish vital market relationships.

The fair is also participated in by producers from other regions and buyers worldwide, especially their purchasing officers based in the Philippines.

The National Trade Fair is spearheaded by the Center for International Trade Expositions and Missions (CITEM), DTI's Regional Operations and Development Group and the Bureau of Domestic Trade (BDT). (PNA)

‘DIWATA’ IN UPV

ANOTHER educational facility and tourist attraction will soon rise in the Miag-ao Campus of the University of the Philippines Visayas (UPV) – the “Diwata Shore.”

It will have a Diwata Aquascape, Water Garden and a hostel.

The UPV officials principally behind this project are Chancellor Minda Formacion and Vice Chancellor for Planning Alice Ferrer.

Cong. Salvador “Buddy” Britanico contributed his inputs and P15 million from his Priority Development Assistance Fund or pork barrel.

Iloilo Provincial Board member Gerry Flores and Mayor Juliet Flores are actively supporting the project.

By the way, it was Cong. Buddy who was responsible for the establishment of the main campus of UPV in Iloilo, instead of Cebu or Leyte.
The bright solon has visionary leadership.

Drilon to Yee: Be a statesman

SENATOR Franklin M. Drilon urged the owner of Barbecue Park to be a statesman and cooperate in the bid to clean up the banks and waters of Iloilo River.

Drilon directed the message to Iloilo City Councilor Edward Yee, owner of the controversial restaurant, as the March 31 deadline for owners of illegal structures on and along the river nears.

The senator arrived in Iloilo City Friday to follow up the progress of the cleanup efforts, including the removal of fishing vessels and other derelicts.

Drilon said Yee should not show any resistance and give way to the Iloilo River Development Council and the City Hall in cleaning the city’s main body of water.

The only relief Yee has against the looming demolition of his business is a temporary retraining order from the court. But Drilon said while Yee has the right to seek legal remedies, he should set an example to other owners of illegal structures on the river.

The Department of Environment and Natural Resources (DENR) has classified Barbecue Park as a nuisance per se for lack of a foreshore lease agreement from the government.

“I hope that the rule of law will prevail. Let us set aside our personal and business interests for the good of the people. If our business is not in compliance with our laws, let us voluntarily comply,” Drilon said.

Drilon said he also directed Community Environment and Natural Resources Office chief Bernabe Garnace to “talk nicely” to Yee and other owners and convince them to cooperate.

“All of us are equal under the law. If we move the 486 small informal settlers from the river to a relocation site, I expect owners of bigger establishments to also move because we have to apply the law equally,” he added.

Drilon said the river council and the city government will counter any legal move Yee will undertake to save Barbecue Park from demolition.

Meanwhile, City Mayor Jed Patrick Mabilog said he assured owners of fish pens on the river that they will get sustained assistance from the City government.

A total of 75 owners of fishpens and fishtraps on the river will be demolished after receiving P10,000 livelihood assistance each from Senator Franklin Drilon and the City government.

Mabilog said that aside from the money, the fish pen owners will be trained so they can start their respective businesses.They can continue to fish in the river but they will only use hook and line instead of stationary contraptions such as fish pens.

Iloilo City to host major confabs

ILOILO City -- This city once again cements it claim as the Philippines’ convention destination. It will host two national conferences in April and June.

The events are the 2011 Midyear Convention of the Philippine Urological Association, Inc. (PUA) from April 13 to 16; and the 2011 National Convention 2nd Quarterly Conference and Seminar Workshop of the Philippine League of Secretaries to the Sanggunian (PLEASES) from June 1 to 4.

WVRAA MEET OPENS TODAY
Public-private partnership highlights reg’l sports event

ILOILO City – The Division of Iloilo has tapped as partners various groups and individuals for the smooth staging of the Western Visayas Regional Athletic Association (WVRAA) Meet that officially opens today.

Dr. Ma. Janelyn Fundal, secretary-general and co-tournament director, identified some venues of the games as SM City-Iloilo, Plazuela de Iloilo and Gaisano City Mall.

Other civic-minded persons and sports enthusiasts have extended material and financial support to the WVRAA Meet, the premier school-based sports event in Region 6.

Boxing will be staged at Plazuela de Iloilo, taekwondo at Gaisano City activity center, table tennis at SM City-Iloilo activity center, chess beside SM City Iloilo cinema and volleyball at SM City Iloilo parking area, among others.

Ball games, athletics and other events will be contested at the Iloilo Sports Complex.

WVRAA winners will represent the region in the Palarong Pambansa to be held in Dapitan City from May 8 to 14.

GRAND OPENING
An afternoon grand parade marks the start of the WVRAA Meet opening. It will be participated by thousands of competing athletes, coaches, trainers and school officials of various elementary and secondary schools in the region.

The parade starts at 3 p.m. from Jaro Plaza in Jaro district to the Iloilo Sports Complex in La Paz district.

Iloilo Schools Division Superintendent Dr. Raymundo Lapating said teen singer-actor Sam Concepcion, the Department of Education’s ambassador and spokesperson for the youth, will be the guest speaker.

Retired professional basketball player Kenneth Duremdes, former Philippine Basketball Association Most Valuable Player, will deliver an inspirational speech before the athletes.

The athletes and crowd will also be entertained by intermission numbers from child stars Johanna “Kiray” Ismael Celis and Zaijian “ZJ” Jaranilla of giant broadcast network ABS-CBN.

‘FULL FORCE’

Fundal said the Division of Iloilo is expecting a total of 3,200 VIPs, heads, staff, athletes, coaches, chaperones, trainers and cultural competition participants from six provinces – Iloilo, Capiz, Antique, Guimaras, Aklan and Negros Occidental.

The billeting areas are as follows:

* Negros Occidental – La Paz 1 Elementary School
* Capiz – Jalandoni Memorial National High School
* Guimaras – Graciano Lopez Jaena Elementary School
* Aklan – Iloilo Central Elementary School
* Antique – Jaro 1 Elementary School; and
* Iloilo – Iloilo National High School.

Negros Occidental has the biggest delegation with 646; Iloilo, 585; Capiz, 584; Aklan, 582; Antique, 514; and Guimaras with 296.

The Division of Iloilo ensured that each billeting area has its own set of security personnel and focal persons to cater to the needs of the delegations.

Athletes in the elementary level are set to compete in 15 sports events: arnis, athletics, badminton, baseball, basketball, boxing, chess, football, sipa, softball, swimming, table tennis, taekwando, tennis and volleyball.

There will be 14 sports events in the secondary level: archery, arnis, athletics, badminton, baseball, basketball, boxing, chess, football, softball, swimming, table tennis, tennis and volleyball.

UPDATE OF RESULTS

Gilbert Solidum, WVRAA technical coordinator and at the same time the official media spokesperson for the entire event, said unofficial tally and official results will be distributed to the media and likewise posted in the website of the Division of Iloilo at www.depediloilo.net for quick reference on the standings of provinces.

The Regional Office Technical Team Records Center shall distribute the official results twice a day at 11 a.m. and 3 p.m.

The consolidated official results for the day shall be posted in the website and released to the media around 6 p.m.

Solidum said point system shall be applied to determine the standing of each province.

Liza Balogo, WVRAA media coordinator, said there will be focal persons to face queries from the media regarding the results and other information on the sports meet every afternoon, at 3 p.m., at the media center.

The WVRAA Media Center is located at the ground floor of the Iloilo Sports Complex beside the Office of the Commission on Human Rights.

In the same location are the WVRAA Operations Center and Records Center from whence the official results will be released./PN

Iloilo City to host major confabs

ILOILO City -- This city once again cements it claim as the Philippines’ convention destination. It will host two national conferences in April and June.

The events are the 2011 Midyear Convention of the Philippine Urological Association, Inc. (PUA) from April 13 to 16; and the 2011 National Convention 2nd Quarterly Conference and Seminar Workshop of the Philippine League of Secretaries to the Sanggunian (PLEASES) from June 1 to 4.

actions at the Iloilo River

ILOILO CITY – The Sangguniang Panlungsod here gave its nod to city Mayor Jed Patrick Mabilog’s initiative with a resolution expressing full support to the city chief executive in the exercise of his executive powers in implementing relevant laws pertaining to the preservation and conservation of the Iloilo River.

City councilor David Jamora, chairman of the SP committee on the environment, sponsored the resolution during the Wednesday regular session that will pave the way to clothe the city mayor of legislative support to demolish all illegal structures at the Iloilo River.
Mabilog said the SP resolution strengthens his campaign against illegal structures in the river and has ordered the demolition of specific illegal river structures by April 1, 2011.

The city mayor is also expected to start implementation of several projects to rehabilitate and preserve the dying river and make it a tourist spot and focal hub of economic activities of the city.

The Department of Environment and Natural Resources has already empowered Mabilog through a letter dated March 9, 2011 by Secretary Ramon Paje to demolish all structures at the river contrary to existing laws.

The DENR also identified 4 prominent illegal structures to be demolished as soon as possible. These include Barbecue Park restaurant owned by city councilor Edward Yee, Ryans Seafood and Grill owned by Rogelio Fanuñal, the yacht docking site owned by contractor FF Cruz and the old barangay hall of Taal, Molo district.

Mabilog is also set to demolish through Task Force Asis the river fishpens and fishtraps owned by 75 river fishpen operators and provide financial livelihood assistance to the dislocated operators.

SENATOR Franklin M. Drilon urged the owner of Barbecue Park to be a statesman and cooperate in the bid to clean up the banks and waters of Iloilo River.

Drilon directed the message to Iloilo City Councilor Edward Yee, owner of the controversial restaurant, as the March 31 deadline for owners of illegal structures on and along the river nears.

The senator arrived in Iloilo City Friday to follow up the progress of the cleanup efforts, including the removal of fishing vessels and other derelicts.

Drilon said Yee should not show any resistance and give way to the Iloilo River Development Council and the City Hall in cleaning the city’s main body of water.

The only relief Yee has against the looming demolition of his business is a temporary retraining order from the court. But Drilon said while Yee has the right to seek legal remedies, he should set an example to other owners of illegal structures on the river.

The Department of Environment and Natural Resources (DENR) has classified Barbecue Park as a nuisance per se for lack of a foreshore lease agreement from the government.

“I hope that the rule of law will prevail. Let us set aside our personal and business interests for the good of the people. If our business is not in compliance with our laws, let us voluntarily comply,” Drilon said.

Drilon said he also directed Community Environment and Natural Resources Office chief Bernabe Garnace to “talk nicely” to Yee and other owners and convince them to cooperate.

“All of us are equal under the law. If we move the 486 small informal settlers from the river to a relocation site, I expect owners of bigger establishments to also move because we have to apply the law equally,” he added.

Drilon said the river council and the city government will counter any legal move Yee will undertake to save Barbecue Park from demolition.

Meanwhile, City Mayor Jed Patrick Mabilog said he assured owners of fish pens on the river that they will get sustained assistance from the City government.

A total of 75 owners of fishpens and fishtraps on the river will be demolished after receiving P10,000 livelihood assistance each from Senator Franklin Drilon and the City government.

Mabilog said that aside from the money, the fish pen owners will be trained so they can start their respective businesses.They can continue to fish in the river but they will only use hook and line instead of stationary contraptions such as fish pens.

IMO sa mga PM's kag HH, I think if its still HH and definitely not sure yet, I agree with keeping it to ourselves. I'm not afraid of negative comments from other people cause I know that if a project comes to fruition, sila man lang na makaon sa ila napanghambal. What bothers me is that some people will pray for it not to happen. And some people will do everything for it not to happen. But I also believe that no matter what, if that project is meant for you, no matter how hard people will pray for its failure, it will still push thru.

WVRAA 2011 OPENS WITH A BANG

ILOILO City – Spectacular opening rites opened the Western Visayas Regional Athletic Association (WVRAA) 2011 Meet yesterday, with over 3,000 officials, sports and cultural delegates filling up the Iloilo Sports Complex (ISC) for a glimpse of the premier sports event in the region.

A grand parade kicked off at 3 p.m. from Jaro Plaza in Jaro district to the ISC in La Paz district.

Iloilo Schools Division Superintendent Dr. Raymundo Lapating said the activity has gathered one of the biggest crowds in any sports event in the region. Negros Occidental delegation has the biggest with 646; Iloilo, 585; Capiz, 584; Aklan, 582; Antique, 514; and Guimaras, 296.


The Department of Education’s (DepEd) ambassador and spokesperson for the youth, teen pop star Sam Concepcion, was the guest speaker. He emphasized teamwork and the significance of school-based sports initiatives in discovering new talents.

Kenneth Duremdes, retired professional basketball player in the Philippine Basketball Association (PBA), gave an inspirational message to the athletes.

Duremdes was also a former PBA Most Valuable Player in 1998 and a former member of the Philippine national basketball team.

Earlier in the day, Duremdes conducted a sports clinic to coaches and officials of the sports meet.

Child stars Johanna “Kiray” Ismael Celis and Zaijian “ZJ” Jaranilla of giant broadcast network ABS-CBN also entertained the athletes and crowd with their intermission numbers.

The surprised crowd applauded as both child stars emerged from the troop of athletes dotting the field.

The most captivating episode was the Olympic-style athlete formation and the lighting of the torch with Iloilo Gov. Arthur Defensor Sr. handing the symbolic arc with two children flanking him.

The lights were then turned off as an archer prepared to shoot an arrow towards the WVRAA urn.

With the urn finally alight, dazzling pyrotechnics followed, lighting up the night sky.

Dr. Lapating said that he did not include any political speeches during the opening rites so as not to taint the sports activity with any political color.

Moreover, Lapating emphasized that the participants and the athletes would be the center of theactivities.

Lapating, in his speech, requested the audience for a minute of silence for the prayerful solidarity of hope and encouragement to the people of Japan that they may rise above the current catastrophe and crises caused by the 8.9 magnitude earthquake last week.

Today, sports events will be held at the ISC and various activity centers in the metropolis.

Lapating had earlier said they have tapped various groups and individuals as partners for the smooth staging of the WVRAA.

Some venues of the events are SM City-Iloilo, Plazuela de Iloilo and Gaisano City Mall.
Other civic-minded persons and groups extended their support to maximize the settings of sports events.

Boxing will be staged at Plazuela de Iloilo, taekwondo at Gaisano City activity center, table tennis at SM City–Iloilo activity center, chess beside SM City Iloilo cinema and volleyball at SM City Iloilo parking area, among others.

Ball games, athletics and other events shall be held at the Iloilo Sports Complex.

Unofficial tally and official results will be distributed to the media and likewise be posted on the website of the Division of Iloilo (www.depediloilo.net) for quick reference on the standings of provinces.

The Regional Office Technical Team Records Center shall distribute the official results twice a day at 11 a.m. and 3 p.m. The consolidated official results for the day shall be posted on the website and released to the media around 6 pm.

GROUNDBREAKING OF TENEMENT IN LAPUZ

ON Thursday, March 24, at 4 p.m., there will be a groundbreaking of a five-storey tenement in Brgy. Libertad, Lapuz, Iloilo City.
Rommel Ynion, Iloilo Press Club president and business tycoon, will again donate the building to homeless squatters in the said barangay for free.
About 40 families will benefit from this project, according to Baranagy Captain Mack Nava.
Ynion, who also donated a press club building that is worth P30 million and residential lots to members of the Iloilo Press Club, has already started giving foodstuffs to indigents from 56 barangays last week.
Indigents from other barangays who failed to avail themselves of the foodstuffs because their respective village leaders are under strict order from powerful politicians not to get the food provision, are urged to go personally to the house of Rommel Ynion after two weeks.
Barangay Captain Rafael “Citoy” Palmares Jr. will promptly announce the date.

If the rumor is true that Ynion is a GL, then he is amassing millions everyday. The good thing is that 'maalwan sya kag hindi dalok' now, if he will run for office someday that remains to be seen. But for me it is unlikely, for one, sigurado number one issue ni sa iya ang pagka-GL nya.

So far, he is instrumental in really alleviating the lives of the poor in Iloilo City, for me, this is very laudable. It shows that one shouldn't be in the office to help, just to have a generous heart is enough and of course a 'well-oiled machinery.' Add to that a mouthpiece to trumpet the great news. :D

agree with you on this. so tani indi na lang sya mag padalagan sa Iloilo kay te ubos ya na nga daan pambakal pati media te sin o na lang na mga critic sa iya kon ara pa gid sya sa poder. If he is genuine enough, he don't need to run to help the poor just what he is doing now is enough. A long as you have money or even don't have but a heart to give you can always help those needy.

Grabe experience ko sang friday(18 March) pag sale sang SM ba, traffic ko from Saint Joseph more than 1 hour, maayo lang gani kay wala ko upod sa salakyan, ako lang isa kumod

e, tapos ang gwapo pa guid kay pag-abot ko parking wala na space, daw first time ko kita napuno ang parkingan sang SM. Agaway parkingan mga sobra naman ko isa ka oras

pangita, ang iban sa PDI kag sa tabok SM na gapark..wala guid ko nag expect nga amo to kadamu tawo kag salakyan.:)


But overall nice guid ang deal sa pag bakal namon sa SM appliance using SMAC.

Iloilo retains championship in WVRAA Literary Musical Contest

ILOILO CITY, Mar 21 (PIA). Iloilo emerged anew as the over-all champion of the Literary Musical Contest in the 2011 Western Visayas Regional Athletic Association Meet which opened here in Iloilo City, yesterday, March 20.

Based on the over-all consolidated results obtained from the 2011 WVRAA Meet Press Center, Iloilo came out as champion in both elementary and secondary levels of the contest. The provinces of Capiz and Negros Occidental ranked first runner-up and second runner-up, also in both levels, while Guimaras tied in the 3rd place with Negros Occidental in the secondary level.

Contestants in the secondary level showcased their talents in six categories such as English and Filipino declamations, impromptu speech, vocal solo (classical and pop categories), and folk dance. In the elementary level, the same contests were held minus the imprumpto speech.

Top winners in the various contests in the secondary level are the following: for the English declamation-Japhet Khid Duenas of the Maayon National High School; for Filipino declamation – Laires Jan Sobremente of Pavia National High School; for the Impromptu Speech-Augil Marie Robles of Carlos Hilado Memorial State College, Negros; for the Vocal Solo (classical) -Merrel Mei Secondes of Den Felix Serra National High School, Iloilo; for the Vocal Solo (pop) Dorothy Joy Siy of Capiz National High School; and folk dance-Colegio de la Purisima, Capiz.

In the elementary level, winners include: for the English declamation- Danelle Rose Ampunan of the West Visayas State University; for the English declamation-Lizziel Faith Delamide of Pilar Elementary School, Capiz; for the Vocal Solo (classical)-Ann Mariel Salazar of Libacao Central Elementary School, Aklan; for Vocal Solo (pop)-Lirah Lin Paz Bermudezof Pres .Roxas A. Roxas SPED SPED, Capiz; and for the folk dance- Pavia Elementary School, Iloilo.

For the first time, the contest was held at SM City Cinema 6 last Sunday, April 19, as part of the innovations implemented by the Department of Education-Division of Iloilo to make this year’s WVRAA different and more exciting to the participants in partnership with the private sector. Fisheries dev’t bureau earmarks P3.5 million for hatchery in Iloilo

ILOILO CITY -- The provincial government of Iloilo will receive P3.5 million from the Bureau of Fisheries and Aquatic Resources (BFAR) for the establishment of a multi-species fish hatchery.

Provincial agriculturist Ildefonso T. Toledo said in a recent statement that the local government will provide P1.2 million as its counterpart fund for the project.

The hatchery will be set up inside the Iloilo Provincial Integrated Jail compound in Brgy. Nanga, Pototan town.

Mr. Toledo said a 1.5-hectare lot within the jail complex has been identified as project site.

A memorandum of agreement between the Fisheries bureau and the provincial government was signed early this month to pave for the release of funds that will jump-start implementation of the project.

Iloilo Governor Arthur D. Defensor, Sr., who signed the agreement, said the project could serve as a model for other provinces in Western Visayas.

"We have lost a lot [from natural calamities and illegal fishing] when it comes to our natural resources, but there is still hope," the statement quoted Mr. Defensor as saying. "All we need is commitment to restore whatever we can restore in so far as our agriculture and fisheries is concerned."

BFAR regional director Drusila Esther E. Bayate, who represented BFAR during the signing of the agreement, said the project aims to make Iloilo a regional center for the culture and propagation of catfish, tilapia and other freshwater fish species.

Before the multi-species hatchery project was conceived, BFAR-Western Visayas and the Iloilo provincial government collaborated on growing iridescent shark (Pangasius hypophthalmus) -- a type of catfish -- inside the same jail complex. -- FALA

"The runway of the old airport will be turned into an 8 lane highway and will be the main artery of the Iloilo Business Park. At the center of the property is a large space for a 5,000 seater convention center and a hotel. Watching the impeachment proceedings against Merci on GMA News TV last night, I can't help but notice at how our very own Ilonggo politicians have been at the forefront of every significant event in our country's politics.

Rep. Junjun Tupas is the main protagonist in the drama, being the main sponsor of the resolution to impeach Merci, as well as being the chairman of the justice committee, which heard the impeachment complaint.

Rep. Jeanette Garin, at one time, acted as chair of the proceedings in the plenary, in lieu of deputy speaker Puentebella. Garin is also one of the main sponsors of the reproductive health bill.

Rep. Boboy Syjuco also participated in the heated debate later in the evening.

Rep. Toto Defensor came to mind, being also one of the main protagonists of the impeachment proceedings at the committee level.

Rep. Biron was also at the forefront of the generics issue in the last Congress, being the main sponsor of the cheaper medicines act.

For these, I am proud - sort of - of our representatives in Congress.

Incidentally, I saw Rep. JPT on his desk, looking bored and lonely. :D
