From what I've heard, they will just construct an SM Supermarket just like the one in Jaro after the Airport has transferred next year. I'm still looking into the details of it yet. And I think they already had a planned to have it in San Miguel because the Antique bound buses will also be transfering adjacent to the new San Miguel Public Market location closer to the proposed SM site.
Okay lang. As lkong nga ginbakal nila. For future expansion ina siguro. But still, it's a very promising move for SM and a very promising bid by San Miguel town. Indue time, makapatindog na gid man sila dira. Any idea Taga-uma kung san-o nila saylohon ang terminal sang Antique to San Miguel? Mas okay ini nga idea rather than dira sila sa Molo/Arevalo dampi. Welcome reform and development gid kung mag-amo sini. Does it mean (too) that San Remegio Road from Leon to Antique (San Jose) will be developed na into a superhighway? Mas madali kuno hambal nila mag-travel from San Jose to Iloilo via this route. Almost 30 to an hour cut off kuno sang time of travel between two places.

Nice one. Pero with a long drive then puliman dayon, medyo malisod ini. Manami tani kung may ara sila resorts or hotels didto. Biskan mga gagmayan lang for tourists or visitors. I haven't been to Sicogon pero if it suggests nga mapuli pa ako sa hapon after a long drive pagpakadto didto in the morning, then change of plan na lang siguro. It'll be a very tiring adventure. And kung limited man lang stay mo sa Iloilo, then going to Sicogon is a good option.

Besides, sa pagkalaw-ay gid man sang una nila ang proposal to. Basi ila architect to pasang awa man lang. Maayo lang kay may mga changes sa design. At least medyo nag-arang-arang ang itsura niya.

CITING the urgent need for a cheap and reliable power source to attract investors to Iloilo City, Mayor Jerry P. Treñas calls for the installation of a coal-fired plant as a major alternative to the city’s energy problems.
Treñas made the call in response to the pleas of investors in the booming information and communication technology (ICT) sector in the city.

He said power demand is increasing due to developments in the city. “I think we should have to work out the putting up of coal plant…and start generating cheaper electricity,” Treñas stressed.
But Treñas’ dream may not come soon as a coal-fired power plant takes three years to construct. Assuming an investor comes in and starts constructing such plant this year, that plant would be operational only in year 2010.

Last week, Ilonggos were treated to the spectacle of local politicians quarrelling over who gets a slice of the tourism pie in the region. As reported in several local media outlets, Iloilo City Mayor Jerry Treñas got pissed off during a Regional Development Council (RDC) meeting when he found out that his city was inadvertently excluded from the region’s over-all tourism masterplan under the newly-established Panay Development Authority. Directing his ire at RDC Chair and Antique Governor Sally Perez (who is incidentally also his relative by marriage), Treñas supposedly threw a tantrum during the meeting, shoving papers and refusing to be mollified despite verbal assurances to the contrary. Governor Perez attributed the omission of Iloilo City in the tourism masterplan to a typographical error.
Typographical error or not, it really seems outrageous that Iloilo City would be excluded in the region’s development plan. I would also be pissed if I were the mayor. And just in case you are wondering why Mayor Treñas is making such a big fuss over this seemingly simple error, let me just say that this small clerical error would have cost Iloilo City billions in foregone infrastructure projects. It would also mean that the Dinagyang Festival, which is one of the region’s most popular festivals, will not be included in the media promotions campaign of the government.
Ever since the President announced her “Mega Regions” concept in her SONA, our politicians are anticipating that billions of pesos of tourism-related infra projects will come pouring in to make Region 6 the country’s “Tourism Corridor.” Now, local officials are all eagerly awaiting the arrival of the promised projects. And many insiders see that the newly-resurrected Panay Development Authority will serve as the clearinghouse for most of these multi-billion peso projects. Naturally, our politicians will try to elbow each other to get a bigger piece of the tourism pie.
I really don’t buy Governor Perez’s alibi that the reason why Iloilo City was excluded from the Panay Development Authority masterplan is because the said agency was created during the Marcos era. I could probably understand if Palawan was excluded because it was only recently included under Region 6. But Iloilo City is and has always been the regional capital of Western Visayas ever since the Commonwealth period. For those who do not quite see why he is making such a big fuss over this seemingly simple error, let me just say that this small clerical error would have cost Iloilo City billions in foregone infrastructure projects. It would also mean that the Dinagyang Festival, which is one of the region’s most popular festivals, will not be included in the media promotions campaign of the government. Mayor Treñas’s temper tantrum therefore, is quite understandable.
Excluding Iloilo City from Western Visayas, to me, is unimaginable. Aside from being the seat of regional government, Iloilo City more importantly has the nicest hotels, old Spanish mansions, souvenir shops, shopping malls and restaurants in the region. It is one of the most progressive and highly urbanized places in the region. Therefore, a foreign tourist visiting Western Visayas would not be able to savor what being in Ilonggo country is all about if he skips Iloilo City. I would not want a foreigner to think that my region is a backward area, with only carabaos and rice fields in it. I also want them to see our people’s glorious past (through the old manors, Spanish churches, Museo Iloilo), our delicious cuisine (through Tatoy’s, Breakthrough Restaurant) and our educational institutions (UP, San Agustin, Assumption). In other words, I want them to see that Ilonggos have culture and that we are not a bunch of backward, primitive people. Now, if all the foreign tourists see during their visit to Western Visayas are the mountains of Antique, the fishponds of Capiz, the beaches of Aklan, Palawan and Guimaras, and the sugarcane fields of Negros Occidental, then they might leave having the wrong impression of Ilonggos as a people.
Iloilo City denizens should be proud that they have a mayor who is not afraid to fight for their city’s piece of the tourism pie, even if it means pissing off other local government officials. We should all be thankful that we have a mayor who is intelligent enough to know when other government officials are trying to pull a wool over his head.

THOUSANDS of environment concerned groups and individuals from the different cities, provinces, and municipalities of Western Visayas, have pledged support and commitment to the Green Philippine Highways Project (GPHP) of the Department of Environment and Natural Resources (DENR) headed by Secretary Angelo T. Reyes.
During the meeting with the Regional Technical Directors and key personnel in the region, DENR Regional Executive Director Julian D. Amador disclosed that based on the report of the different committee heads, all the LGUs, OGA, NGOs, Academe, Media and other environment groups and individuals were so enthusiastic to be part of this greening project.
This committee is specially created to closely and carefully carries out instructions to ensure successful implementation of this GPH Project.
Amador also informed the public during his media interviews that the scheduled briefing/orientation scheduled for Negros Occidental and Iloilo on August 15 and 16, 2006, respectively, would go on without any hassles.
These will be graced by no less than Secretary Reyes himself and expectedly to be attended by concerned LGUs, tree adaptors and stakeholders.
This briefing/orientation is a prelude to the massive tree planting activity on August 25, where each and everyone will set a landmark on Philippine history having the longest human chain of planting trees along the national highway roadsides from Laoag to Davao City.
Based on the map furnished by the Central Office, the approximate length for Western Visayas that will cover the Provinces of Aklan, Capiz, Iloilo and Negros Occidental is 341.80 kilometers with the additional target of the Province of Antique and Guimaras totaling to 496.47 kilometers.
RED Amador together with all the Regional Technical Directors and Key Officials are calling one and all to support and be part of this historic activity, where surely our children and children's children will reap the fruit of our noble endeavor.

Oil slick threatens W. Visayas coasts
BACOLOD CITY -- The Office of Civil Defense in Western Visayas warned that an oil slick was threatening certain coastal areas of Guimaras Island, Iloilo City and Negros Occidental province after a cargo ship carrying two million liters of bunker fuel for Petron Corp. sank off Nueva Valencia, Guimaras, at around 4 p.m. on Friday.
Local fishermen, passing ships and a coast guard helicopter managed to rescue 16 of the 18 crew of the 998-ton Motor Tanker Solar I.
Two crew members of the ill-fated tanker -- Victor Morados of Dumaguete City and Art Ian Nabua of Bataan -- were still missing, according to the OCD regional director, Rosario Cabrera.
Capt. Luis Tuason, of the Philippine Coast Guard in Iloilo City, reported yesterday that at about 4:10 p.m. on Friday, Solar I, owned by Sunshine Maritime Development Corp. of Manila and chartered by Petron, sank 30 nautical miles south-southwest of Iloilo City.
The vessel came from Lamao, Bataan province and was bound for Zamboanga City when it sank amid strong waves while passing Guimaras Strait. It began taking on water and tilted on its right side.
Cabrera said Tuason informed her that an aerial survey yesterday found an oil slick being drifted by the southwest monsoon to San Roque, Nueva Valencia, Guimaras, and the western portion of Negros Occidental, mainly Bago City and the towns of San Enrique and Valladolid, and Iloilo City.
PCG spokesperson Lt. Commander Joseph Coyme said the actual amount of bunker fuel that was spilled has yet to be determined.
Coyme said the PCG would put up an oil spill boom today to contain the spread of the oil.
Tuason said the Coast Guard had mobilized the Oil Spill Combat Teams with the assistance of Petron.
“We have sent teams to assess the damage and start the clean-up operation early tomorrow (Monday) morning to minimize the effects of spilt oil,” Tuason said.

Having problems of where to stay at Concepcion? Why don't you bring a tent? Hehe... There are actually privately owned cottages at Pan de Azucar itself. I guess you could negotiate with the locals. Same with Sandbar Beach Resort.
Regarding the oils spill, the SEAFDEC Mariculture Park is also at risk. Sayang naman ang mga sabalo nila dun... And yeah, Taklong Island. We're supposed to have a field trip there next month. Btw, the Semirara oil spill involved about 300K liters of oil. This one involves 2 million liters. Anyone with pics of the oil spill? Please post them here or PM to me... I need some for my Water Pollution report. Hehehe...

Naghahanda nang umalis ang dalawang barko ng Philippine Coast Guard mula Maynila at Batangas upang rumesponde sa itinuturing na pinakamalaking oil spill sa bansa.
Anim na barangay sa bayan ng Nueva Valencia ang apektado nang tumagas ang langis mula sa lumubog na Solar 1 sa Guimaras noong Biyernes.
Kabilang dito ang Barangay San Roque, Barangay La Paz, Barangay Lukmayan, Barangay Tando, Baranggay Dolores at Barangay Cabalagnan.
Ayon sa Hukbong Himpapawid, ang oil spill na ito ang pinakamatindi sa kasaysayan ng Pilipinas dahil aabot sa dalawang milyong litro ng langis ang namataang nakakalat ngayong Linggo sa dagat ng Guimaras.
Lulan ng Coast Guard vessel na tutulak patungong Guimaras ang makina na may oil applicator para tunawin ang makapal na langis sa lugar ng oil spill.
Sinasabing pinakakontaminado ang Barangay San Roque at La Paz at posible ring kumalat pa ang langis sa siyam na katabing baranggay.

Is your batt rechargeable? if yes... then definitely there is something wrong with the batt and you need to buy a new one. However, if not then your camera needs to consult its doctor. :)

And the fact that not only Panay and Negros will be hit but tremendously to Guimaras, our little green island in the sea. Taklong Marine Reserve of UPV will be affected. Thousands will have their livelihoods lost and a tremendous damage in tourism and environment will affect the region if it will not be done immediately.
The hard fact that its 2million liters of bunker fuel, it dwarfed of that in Semirara. As of this time, the slick is drifting towards the northeast to Iloilo coast and the towns of San Enrique and Pulupandan in Negros. Nueva Valencia and Sibunag are already been affected by the spill.

We have a big problem to confront with and its just in our shores. The largest oil spill in the country's history (dwarfing Semirara's oil spill) is threatening our livelihood, environment, tourism and our promotion of Western Visayas as a tourist destination.
Guimaras is not the only island affected. If the 2 million litres of oil will still continue within the next few days, it'll cover the sands of Guimaras, Negros and Panay of slick, depriving the marine life of clean environment and as for Guimaras that is promoting tourism for its beaches.

General Santos City - Cebu Paci-fic is planning to open flights here in the first quarter, an airport official yesterday said.
Nathaniel Nazareno, General Santos International Airport manager, told BusinessWorld the airline company's management wants to service the GenSan-Iloilo-Manila route using an Airbus 320, and vice versa on a daily basis.
No airline company has been servicing that route in the last several years. "Considering that majority of people from South Cotabato and adjoining areas hail from Iloilo, there's actually a good market for this route," Mr. Nazareno said.
At present, he said passengers from South Cotabato have to go to Davao City because it offers many flight destinations, unlike at this city's airport.
Philippine Airlines and Air Philippines have daily flights here from Manila and vice versa in the past several years. Air Philippines flies to Manila and here via Cebu City. A new airline company, South Phoenix Airways, earlier considered servicing the GenSan-Iloilo route.
However, Mr. Nazareno said that executives of South Phoenix, a company owned by former pilots and executives of local aviation operators, have shelved the plan due to lack of airplanes.
In Bacolod City, Cebu Pacific is set to offer more flights between Manila and Bacolod at lower costs using the new Airbus A319.
Candice Iyog, marketing director, said travel time between Manila and Bacolod will also be reduced to 30-35 minutes from 45 minutes with the new plane.
Danilo Mojica, general manager, said the use of the new aircraft will boost passenger traffic between Manila and Bacolod.

Guimaras officials, Coast Guard mount cleanup task force

LOCAL officials of Guimaras and the Philippine Coast Guard (PCG) are racing against time as they try to contain some 2 million liters of oil leaking from a tanker that sank near Nueva Valencia coast.
The Guimaras provincial and the Nueva Valencia municipal governments have declared a state of calamity to pool all resources and efforts in cleaning up the oil sludge before it spreads across the Panay and Guimaras Straits.
Governor JC Rahman Nava yesterday met with key provincial and municipal officials, the Provincial Disaster Coordinating Council, PCG and Petron Corp. to discuss measures to address the oil spill.
PCG-Iloilo Commander Harold Jarder called the incident the biggest environmental disaster to hit the country.
“The Semirara oil spill December last year pales in comparison to the Guimaras incident,” Jarder said.
Nava said Guimaras’ tourism and fisheries sectors are being threatened by the oil spill.
“It will mean massive livelihood and social displacements of residents in the affected areas aside from the long term environmental effects,” Nava said.
The oil spill occurred after MT Solar I sank some 18 kilometers from the coastline of Nueva Valencia due to inclement weather and mechanical problem.
Solar I is operated by Sunshine Maritime Development Corporation, an oil hauler for petroleum giant Petron Corp. It was supposed to deliver bunker fuel from Bataan to Zamboanga Del Sur.
Based on the latest PCG surveillance report, the oil slick from the sunken tanker is already 15 nautical miles long, affecting 16 coastal barangays of Nueva Valencia and Sibunag.
The most heavily affected villages are Dolores, Tando, Lucmayan, San Roque, Lapaz and Cabalagnan in Nueva Valencia which are near the scene of the incident.
The oil spill has moved eastwards to the direction of Negros Occidental affecting islets, beaches, and fishponds in the area.
Residents in Brgys. Tando and Cabalagnan yesterday said in text messages to The Guardian that oil sludge on the shore was already four inches thick.
Punots or fishpens have also been contaminated with oil.
The oil slick is also threatening the University of the Philippines marine reserve, the Seafdec Marine Culture Demo Farm and diving sites in Nueva Valencia.
Foul odor has also been emanating from the sludge that gathered on the beach.
Local health officials have advised residents with respiratory diseases to stay away from the contaminated area.
According Capt. Luis Tuason Jr., PCG Western Visayas chief, it is possible that the oil slick will reach the town of Jordan on the western side of Nueva Valencia and even Iloilo coastline.
The oil spill may also reach the towns of Pulupandan, Valladolid and Pontevedra in Negros Occidental.
CLEANUP
But Tuason and Jarder said their most immediate concern is how to stop the leaking oil from the sunken tanker.
Tuason said their divers cannot reach the tanker in order to stop the bunker oil from flowing out of the 10 storage vents.
Based on their latest sonar reading, Jarder said the tanker is located some 585 fathoms or roughly 4,000 feet below the sea.
“We have to reach the tanker and find out if all the vents have leaks. No matter how much we clean up the area if the source continues to spill oil, our efforts will be in vain,” Jarder said.
Tuason said the sea pressure might forcibly open the tanker’s storage vents and release the oil to the sea, posing more serious environmental problems.
Tuason said they will try to contain the oil spill and prevent it from spreading to the Guimaras and Iloilo Straits.
The PCG central office has dispatched BRP Edsa II and Ilocos Norte to help in the cleanup efforts. Two oil spill collecting vessels have also been hired by the PCG.
Petron also deployed its own equipment and vessel as the firm’s vice president for operations Felimon Antiporda committed to help contain the oil slick. Antiporda arrived in Iloilo City Sunday to assess the incident.
Tuason said the cleanup may last to six months or even a year given the volume of oil leaking from the tanker.
The cleanup team will use dispersants and other materials that will dissolve the oil slick from the sea.
The PCG has urged residents to use indigenous materials such as rice stalks and other absorbent materials in collecting the oil sludge from the shorelines.
The provincial government has formed an interagency task force that will coordinate all aspects of cleanup and rehabilitation operations.

(UPDATE) THE island province of Guimaras has declared a "state of calamity" following what authorities have called the country's worst oil spill, as international lobby group Greenpeace urged the government to hold petroleum firm Petron and its partners “accountable” for the disaster.
"This is a very serious concern and we need all the help we can get because we have had no oil spill of this magnitude," Environment Secretary Angelo Reyes told reporters in central Bacolod City close to Guimaras Island.
The coast guard said in a statement it has sought the help of international oil spill response companies in dealing with two million liters (528,360 gallons) of industrial fuel leaking out of the tanker Solar I, which sank in rough seas Friday off the southern coast of Guimaras, about 500 kilometers (312 miles) southeast of Manila. Two of the 20 crew members were still missing.
It said the oil spill was a potential "environmental catastrophe" and considered it as "the biggest major oil spill that has hit our country."
The Guimaras provincial board held a meeting Monday in Nueva Valencia town and declared the entire province under a "state of calamity," which allows the speedy release of relief funds during a disaster, said town Mayor Diosdado Gonzaga.
Regional environment chief Julian Amador said 1,128 hectares (2,787 acres) of mangrove in Nueva Valencia and another 26 hectares (64.25 acres) on an island marine reserve have been damaged. The oil was about 10 centimeters (four inches) thick at the Taklong Island marine sanctuary.
Gonzaga said nearby Sibunag town also has been affected.
Officials in Valladolid on the southern tip of nearby Negros Occidental province also declared a "state of calamity" as the oil slick approached its shores late Tuesday.
The waters around the island resort of Inampulugan, part of Negros Occidental's Pulupandan municipality, was contaminated Tuesday.
Gonzaga said about 6,000 of his constituents, mostly dependent on fishing, have been affected but the number could increase after local officials complete a survey.
Emergency food supplies -- rice and canned goods -- have been distributed to residents of 11 coastal villages along 132 kilometers (82.5 miles) of the municipal shoreline, Gonzaga said.
"Our shorelines hit by the oil look like they were painted black. Anything it touches turns black," he told The Associated Press by cellular telephone.
He said the bunker oil was "very sticky, like molasses."
He said the oil spill has also spread to 24 hectares (59 acres) of seaweed farms, putting their harvests at risk.
Cmdr. Harold Jarder, the coast guard officer supervising the containment of the oil spill, said the tanker is more than 900 meters (3,000 feet) under water about 27 kilometers (16.5 miles) south of Guimaras.
"We have no capability in the Philippines to reach the bottom," he told the Associated Press.
He refused to speculate on how much fuel has already leaked out of the tanker since it sank, but said the oil slick Tuesday already was 27 kilometers (17 miles) long and about 50 meters (165 feet) wide and being swept by the currents southeastward toward Negros Island.
He said coast guard crews could not contain the spill over the site of the sinking with floating booms because of the big waves. He said they have resorted to spraying chemicals to disperse the fuel.
Meanwhile, the international environmental group Greenpeace, reacting to the spill, urged the government to hold petroleum firm Petron “and its partners accountable for damages to marine and coastal ecosystems and for their rehabilitation.”
“The scale of this oil spill may turn to be even larger than the Semirara oil spill last year and threatens at least three marine reserves in Visayas,” the group said in a statement, warning that the leaking fuel could cause “long-term and possibly permanent damage to the environment and livelihoods of people.”
Greenpeace suggested that regulations be crafted to enforce the “highest standards” on the shipping industry and those chartering vessels to prevent new spills.
“Oil causes climate change which in turn triggers extreme weather events. What is clear is that from oil spills to global warming, the price of oil is a lot higher than what we pay at the pump,” Greenpeace said.
But it added that the “only way to avert either of these environmental catastrophes is to reduce our dependence on oil.”

The Iloilo City Hall yesterday pledged to help Guimaras in containing the oil spill which is feared to devastate the island’s tourism potentials.
Mayor Jerry P. Treñas said he already instructed City Environment and Natural Resources Office (Cenro) chief, Engr. Noel Hechanova, to coordinate with the Guimaras provincial government.
“We will provide whatever the city can give considering Guimaras has been our ally in tourism initiatives,” Treñas said.
Treñas also assured that the oil spill will not reach Iloilo City’s coastlines.
The oil spill caused by the sinking of MT Solar I, which was carrying 2 million liters of bunker fuel, off Nueva Valencia coastline is threatening to destroy the island’s pristine beaches.
Governor JC Rahman Nava expressed apprehensions on the effects of the oil spill on the promising tourism industry of the island.
The oil slick has already spread to 10 coastal barangays in Nueva Valencia and two coastal villages of Sibunag, threatening to spoil several popular beaches in the area.
Nava lamented that the sea disaster has created adverse impact not only to the environment but to the tourism sector which provides livelihood to the people.
The provincial government has declared Guimaras under the state of calamity.
Iloilo City and Guimaras have been partners in active tourism promotions.
The Guimaras-Iloilo City Alliance (GICA) was established to effectively promote tourism prospects of the two neighboring areas.
Both LGUs have considered putting up a tourist-friendly terminal in Iloilo City being the gateway to Guimaras.
Because of its tourism assets such as Boracay-like beaches, Guimaras was recently included in the Metro Iloilo Development Council (MIDC).

Iloilo City (24 July) -- About 45,248 or 22 percent of the 190,000 college enrollees in Western Visayas, are into the Business Education related courses which posted the highest number followed by 38,900 (21%) in Medical related courses, and 27,800 (15%) in Teacher Education.
The Academic year officially opened last June 5, in 134 higher education institutions (HEIs) in the region, with the private schools dominating the enrollment data with 116,677 or 61%.
Education Supervisor II/Planning Officer Rex Casiple of the Commission on Higher Education (CHED)said that Iloilo City had the highest share in the enrollment, with 59,360, followed by Bacolod City with 40,938.
There is, however, a 6.77 percent decrease in enrolment in Iloilo City and a 6.5 percent increase in the province. In Negros Occidental, enrolment in Bacolod City decreased by 2.4 percent, while enrolment in the province decreased by 3 percent.

Casiple said that the decrease is caused by the preference of many of the college students in Iloilo to continue their studies in public schools or in state colleges and universities situated in the rural areas rather than in public and private schools in the city.
He added that public schools are charging very low tuition and miscellaneous fees which are three to five times lower than that of the private schools.
CHED has issued a memorandum to the SUCs and public schools that there should be no increases in tuition and miscellaneous fees for School Year 2006-2007, to make higher education more accessible to a greater number of Filipino college students.
As part of the Arroyo administration's pump-priming thrusts, CHED continues to expand its financial programs for SUCs so that the latter can accommodate poor but deserving students. (PIA 6)

Iloilo City (24 July) -- About 45,248 or 22 percent of the 190,000 college enrollees in Western Visayas, are into the Business Education related courses which posted the highest number followed by 38,900 (21%) in Medical related courses, and 27,800 (15%) in Teacher Education.
The Academic year officially opened last June 5, in 134 higher education institutions (HEIs) in the region, with the private schools dominating the enrollment data with 116,677 or 61%.
Education Supervisor II/Planning Officer Rex Casiple of the Commission on Higher Education (CHED)said that Iloilo City had the highest share in the enrollment, with 59,360, followed by Bacolod City with 40,938.
There is, however, a 6.77 percent decrease in enrolment in Iloilo City and a 6.5 percent increase in the province. In Negros Occidental, enrolment in Bacolod City decreased by 2.4 percent, while enrolment in the province decreased by 3 percent.

Actually, Ilonggos (of Iloilo) are known to be frugal. It's quite the opposite lately. Now, they are somewhat indulgent in their spendings, which help drive the local economy.
Business has always been the lifeblood of the Ilonggos. A lot of our industries today are built or shaped by Ilonggo business luminaries. Some institutions founded by Ilonggos are ABS-CBN, University of Iloilo, Negros Navigation, Gregorio Araneta University, Aranata Center, Republic Flour Mills (now RFM Corporation), FEATI (before being bought by Philippine Airlines) and FEATI University. These are just some of them.
It's a good realization that the thrust now is in business education. Commerce is a big contributor to the dynamics of our economy. Let this be an impetus in making ILOILO - THE NEXT BIG THING!

This proposed building designed by Palafox Associates is part of the defunct Iloilo Corporate Center (ICC) of the Luzurriagas and Sorianos. I remember the hype during the launching of ICC at the then Sarabia Manor Hotel (now Hotel and Convention Center). The proponents even had full page ads in the Asia Edition of TIME Magazine. Had the project been realized, this could have been the new CBD of Iloilo. Envisioned were midrise buildings ranging from 5 to 12 storeys high. They were able to get ATO clearance to build such structures even if its location is beside the airport since it's not directly at the path of incoming and outbound planes. It was also proposed to complement the SM City being built at that time. But not all that begins well ends well. Various rumors abound why it was shelved (for good?). Some blame it to the 1997 Asian Financial Crisis. I think it's more personal. Maybe we should ask Mr. Henry Sy and Mr. Gerry Luzurriaga? ;)

Though not comparable to the oil spill of Exxon Valdez, its damage is still irreversible. Hopefully, the oil spill will soon be contained. Those liable must be punished severely. The Philippines has the most diversed marine ecosystem in the world. Such tragedy will have adverse effects and could reverberate throughout our marine & coastal resources.

Iloilo: The next big thing

THE city of Iloilo has just adopted the tag line, "the next big thing." It sees itself as a premiere city of Asia by 2015. It strikes anyone who is not from Iloilo as a bold vision. The obvious question that others ask is: Can they realize it?
To put Iloilo within striking distance of realizing its vision, the City Mayor along with the city’s other public officials have committed themselves to be on the lead "in the practice of participatory governance." In other words, responsible citizens of the city need to get involved, and the more of them as would get involved meaningfully and positively, the better.
It is the determination on the part of the governors and the governed of Iloilo to come together and work in mutual support of each other that would provide the coinage for "growth and development." These have to be speeded up and sustained. This would depend on the leadership of the city, of course; but it would also depend, in equal measure, on the social responsibility of its citizens, who are now called upon to take on and assume the collective burden of promoting the city’s progress. Together, city officials and responsible citizens of Iloilo should secure and speed up the pace of progress so as "to open up more and better opportunities for all."
Obviously, the Road Map that Iloilo has crafted is not for the benefit of the privileged few. The opportunities that progress opens up must be for the enjoyment of all its citizens.
Progress is for all; but contribution to that progress must also come from all!
In this light, two keys that would unlock progress have been identified, and they can be obtained only through the contribution from, and involvement of, the responsible citizens of Iloilo.
The first of the keys would entail the "upgrading of the standards of education, ethics, and transparency in government." High standards of education and ethics would need to be observed by all; and transparency in government would also require the participation of a socially concerned citizenry. After all, it takes two to tango. So, if government needs to be transparent in all its transactions, then citizens who are the other party to the transactions must not only demand, but also cooperate in securing, such transparency.
The second of the keys would entail the "expansion and improvement" of the city’s infrastructure. The aim is nothing less than to "secure a dynamic, safe, peaceful and healthy environment conducive to learning, sports and eco-cultural tourism." Such an environment would be impossible to create without the citizens’ deep and substantive involvement.
Iloilo clearly sees itself as a "premier city" by becoming a vibrant and prosperous city, characterized mainly by its being "conducive to learning, sports and eco-cultural tourism." This would give it a distinctive character, which it can forge by its "full dedication to the preservation and further enrichment of (its) cultural heritage."
The city would need to give great importance to its culture, which it must keep enhancing and enriching. It would also need to train its focus on education and learning, bringing up its standards for these so it would get to the top ranks of academic excellence. Finally, it would need to put much greater premium on its natural and physical environment so as to attract and benefit from eco-tourism and the active pursuit of sports.
Culture, education, and the environment are the critical concerns upon which the city must invest its attention and resources. Only if it does so would it place itself within hailing distance of becoming "the next big thing" and of realizing its vision as "a premier city of Asia by 2015."

Gov’t zeroes in on containment, clean up of Guimaras oil spill
FRIDAY, AUGUST 18, 2006 | ENVIRONMENT
Government agencies are now working round-the-clock to contain the massive oil spill off Guimaras island to prevent further damage to the environment and the surrounding communities.
This, Press Secretary and Presidential Spokesman Ignacio R. Bunye emphasized today even as the Department of Environment and Natural Resources (DENR) and the Philippine Coast Guard started fast tracking the investigation of the incident per instructions of President Gloria Macapagal-Arroyo.
"As we zero in on containment and cleanup, the DENR and the Philippine Coast Guard are fast-tracking the investigation on this incident," he said in a statement.
The probe, Bunye said, would also encompass recommendations on how to prevent a recurrence of such ecological disasters and the reparations due for the rehabilitation of damaged marine resources.
Motor Tanker Solar I owned by Sunshine Maritime Development Corporation sank in the Panay gulf off the Guimaras island province on August 11, leaving two of the 20 crewmen missing. Although only one of the ship’s 10 containers ruptured, it emptied more than 50,000 gallons of oil into the sea.
The oil spill has polluted 1,100 hectares of mangroves and 26 hectares in the Taclong Island Marine Reserve.
The environmental disaster has affected 239 kilometers of coastline, damaging mangrove swamps, seaweed plantations and coral reefs containing popular diversities.
The Philippine Coast Guard has ordered Petron Corporation which chartered the tanker to hire a salvage company capable of safely recovering the remaining cargo and the firm was also tasked to pay for the entire cost of cleanup including the fuel for the Coast Guard and other vessels involved.
Residents of Guimaras including the fishing town of Nueva Valencia have been warned against bathing, swimming, washing clothes or wading in the affected bodies of water while the sale of fish and shellfish harvested on these areas is discouraged.
The Coast Guard had warned that the spill could get worst if the sunken tanker, still loaded with some 450,000 gallons of fuel off the ocean floor, would not be lifted as soon as possible.
It said the tanker’s hold could break anytime, releasing more oil and dramatically worsening what is already acknowledged as the worst oil spill in the country’s history.

The Pisons, Floretes, Sorianos & others own huge tracks of undeveloped lands in Mandurriao District. They are just waiting for that moment. :)

Pisons are already in the process in selling/leasing/renting the lands for commercial/industrial/residential purposes. Although Iloilo's area may be small and one of the densest cities in the country, it doesn't need reclamation of land from the sea (issue pa da sa relcamation kay gamay ang Guimaras Strait so basi mag-gamay ang right of way sang barko) kay damu pa duta sa Mandurriao kag Jaro kag expansion sa lain pa nga banwa. :)

Although it's possible since the channel between Iloilo and Guimaras is a bit shallow due to the Oton Bank, an extensive shoal of soft muddy sand, that extends to about 13 kms out at its widest point and 80 meters at its narrowest point.
There are still plenty of idle lands in the Districts of Jaro, La Paz and Mandurriao. But the ones located near or along Sen. Benigno Aquino, Jr. Ave. (Diversion Road) in Mandurriao are the most ideal for mixed-use land development being centrally located and accessible to public transportation. I envision Mandurriao to be the new Iloilo Central Business District.

Before Boracay, there was Sicogon
Before Boracay attained international renown, Sicogon island in Iloilo province used to be a favorite destination of tourists. Situated at the north-westernmost part of Panay, Sicogon is part of the Higantes group of islands which is under the territorial jurisdiction of Carles, a small 4th class municipality in Iloilo.
Sicogon used to be popular to tourists for its long stretch of white sand beach, said to be longer than Boracay’s 7-kilometer stretch. It is also known for its lush coral reefs ideal for scuba diving and snorkeling. In fact, the sea surrounding the Sicogon-Higantes island chain is the traditional fishing ground of local fishermen due to its abundant marine life. Unfortunately, unrestricted cyanide and dynamite fishing have done much damage to its once-lush coral reefs. Local environmentalists and cause-oriented groups have been advocating for a “moratorium” to wide-scale commercial fishing in the area to give the marine ecosystem time to regenerate itself. But since people have no other means of livelihood, the proposal has not gained much public support.
Anyway, to get to Sicogon, one can either take public transportation from Iloilo City or rent a van for the 3-hour drive to Carles. Upon arriving in Carles town, one can hire a banca (motorized outrigger canoe) to bring you to Sicogon island. If you are coming from Manila, you can also take the Roxas City route because Carles is more or less equidistant to both Iloilo and Roxas City. All in all, getting to Sicogon would take up half a day and an overnight stay there is bitin. One has to stay at least two days to really explore and enjoy the island. The downside (or the upside depending on what you want) is that facilities at Sicogon are not exactly world-class and tourists must “rough it up” a little. Cottages are just simple nipa hut affairs and there is no plumbing. Sicogon would appeal more to adventurous tourists, backpackers and nature-lovers than city-slickers accustomed to the comforts and amenities of home.
Things were not always this way at Sicogon. In the 1970s up to the early 1980s, Sicogon had a world-class resort which was supposedly visited by Hollywood celebrities and moneyed sun-worshippers from all over the globe. There even used to be a private airstrip and helipad on the island which was built by a Marcos crony. Unfortunately, the resort owner defaulted on his loan and the resort facility is now owned by the Philippine National Bank (PNB). To date, no developer is willing to touch the island because of this huge debt, which is said to run in the hundreds of millions of pesos.
My cousin, Dr. Boy Dumayas, used to be mayor of Carles town and tried to promote Sicogon as an alternative eco-tourism destination in Iloilo. But sadly, he lost his reelection bid (as usual, he was cheated) and the new mayor (a retired military officer) is not exactly an eco-tourism activist and environmentalist, to say the least.
Anyway, there are two other things Sicogon is famous for aside from its white sand beach. One is its giant clams, which can grow up to 4 feet in diameter. You can see these giant clams near the entrances of some old Spanish churches being used as vessels where you dip holy water. Sicogon is also famous for its siyukoy (a merman or a male version of the mermaid). According to local lore, the siyukoy is said to bring bad luck to fishermen and cause excursionists to drown.
But neither the siyukoy nor the inadequate facilities have stopped people from visiting the area. In fact, more and more Ilonggos are rediscovering Sicogon. For years, local residents and knowledgeable foreign tourists have tried to keep the secret to themselves lest Sicogon turn into another Boracay. I've been to Sicogon during the late 80's. There were still a number of foreign tourists going there at that time. I got to see Sicogon before Boracay. I have a good impression of the place - the turquoise sea, white sand and crystalline water. There were plenty of dead branching corals along the beach and we picked up some of them. At that time, it's not prohibited yet (as far as I know 'coz nobody told us not to). The island is bit far out into the sea. Took us more than an hour or so to get there but it was a fun and memorable experience for us. :)

Hi bernie... I hope what they have for ur beloved school in Miami will be realized soon. I've been to UPV a number of times and I love it - got a commanding view of the ocean. I have a friend who used to work there. I enjoyed getting off on top of the hill (instead of going directly at the bottom) and take the stairs - 133 of them - to get down there and climbing up again. :)

ILOILO City -- For the first time, stakeholders and other players in the corn industry from three regions in the Visayas will gather here today until August 23 for the 1st Visayan Corn Congress.
Department of Agriculture (DA-6) Regional Director Jindra Linda Demeterio said the congress is an opportunity to promote the corn industry in the region. She cited the importance of the sector in the country's agriculture.
Larry Nacionales, DA-6 Regional Technical Director, said the holding of the activity is being initiated by the Northern Iloilo Corn Producers Association Inc. (NICPAI), an association of private corn producers in Iloilo province and facilitated by the DA. However, it was Philippine Maize, Inc. who conceptualized the activity.
"This event will be beneficial to the participants. This will cover topics and other activities relevant to the development of the corn industry," Nacionales said.
After the opening ceremonies on August 21, participants will be given an overview of the National Corn Program Agenda and Government Interventions, status of the Corn Industry in Visayas as well as updates on the corn sector.
The three-day event will also involve sessions on investment prospects, marketing and government financing, effective corn production, technological development and updates and a field tour to Sara, Iloilo, one of the largest corn growing municipality in the province of Iloilo.
Invited to keynote the event is Agriculture Secretary Domingo Panganiban.

Hmmm.... I really can't confirm not deny it. I was still small since I last step foot there (I'm not really that old to rememeber everything...). My recollection of the physical characteristic of the place is kinda vague. I'll try to show the pics to my brother and confirm with him. He's been there a few years ago. And about the pictures... I'll try to find some... :)

Medyo dugay na ang construction ka expansion sng Castle Hotel. Umpisa naga-operate pa ang old wing samtang naga-construct sila sng annex pero gin-shutdown gid nila ang operation nila later on. I've heard nga may indoor swimming pool sila nga ibutang. Construction was stopped previously or basi amat-amat lng ang pag-ubra kay tunggod kulang or bitin ang pondo? At least now the structure is almost done. I'm afraid (out of delicadeza) to ask the son of the owner the cause of the delay. :D

Now, I'm going for an interprofessional clinical governance course na naman for a year starting Sept 2006 to July 2007. So much readings and paperworks, etc. And all of them are eating up my time. Not to mention my clinical work and travels, too. Anyhow, if I can pick up with time later, I'll start posting here again. And hope to post more newsbits that'll create horrendous reactions. Cheers mate!

THERE’S an excellent exhibit, “Handurawan,” at the 3rd Floor of SM City mall in Mandurriao, Iloilo City, running up to May 30. Part of the National Heritage Month celebrations, “Handurawan,” which means a glimpse of the past, is actually several exhibits rolled into one, organized by the University of the Philippines (UP) in the Visayas.
One photo exhibit focuses on the “nikkei-jin,” people of Japanese descent, on Panay Island. The exhibit is the product of laborious research conducted by Prof. Maria Luisa Mabunay of the UP. I have written about her work in a previous column.
Another exhibit looks at the “patadyong,” that versatile cotton weave, with 20 samples of different geometric designs, each with their own name -- like “binuskay gamay” [small pebbles], “pulahan” [lots of red] and the “linibat” [literally, cross-eyed, referring to asymmetrical designs].
A third exhibit is devoted to photographs of Iloilo’s old buildings in the central business district, around what used to be called Calle Real (Royal Street, or translated by a 19th-century British writer as High Street) but since renamed J. Basa Street.
I was fortunate to be with Leo Quintilla and his wife Zen. Leo is a historian and an anthropologist teaching at UP. He had pulled me out of the hotel to visit some heritage sites in Iloilo. The instant tour included a sunset peek at the ruins of the old Casino Español and dinner in an old house, reincarnated as Afriques restaurant, and a drive around the central business district.
The district, which includes Basa, Mapa, Guanco, Aldeguer, Guanco and Iznart streets, is home to many old buildings built from the 1920s to the 1950s, mostly in Art Deco style. Many are still functional, the first floor used as shops, and the upper floors as residences. The combinations are wonderfully eclectic -- one of my favorites has a bakery on the first floor, while the second floor has residences with wide windows through which you can peek in to catch exquisite woodwork.
Model
Iloilo could be a model for other Philippine cities when it comes to the preservation of heritage sites, which they define as any place more than 50 years old. The city government has passed a World Cultural Heritage Conservation Ordinance, together with guidelines for conservation planning and development.
That same day I was in Iloilo, a local newspaper, The Informer (with an Inquirer look-alike masthead), publicized a campaign to save Calle Real. That article led me to the website of the Canadian Urban Institute (www.philippines.canurb.com), where I was able to download a hefty 10 megabyte document describing the conservation ordinance and providing guidelines.
The document should be required reading for college students, in or out of Iloilo. The city government, in partnership with local architects and conservationists, has done its homework describing the historical context of the buildings, from Iloilo’s sleepy beginnings as the village of Arevalo in the 16th century, through its urban development in the 19th and 20th centuries. There’s a catalogue of heritage buildings, from religious houses to Lucky Auto Supply, with architectural drawings and descriptions of the façades.
The document gives a rather glum description of the current situation in the central business district. While many buildings are intact, many are deteriorating. Others have been “maligned” by ugly signs (one photograph showed a “Wanted GROs” sign posted on one of the old buildings). The guidelines are almost confessional, admitting that the city government’s own skywalks (overhead pedestrian bridges) have “blighted” the historical landscape.
Incentives
The conservation law offers some hope by forbidding the buildings’ alteration or demolition without permission from the city government. There’s a list of prohibited uses for the buildings -- new warehouses to funeral parlors, and “recreational activities, lewd shows, betting and gambling stations, massage and saunas.”
The ordinance offers incentives by way of tax exemptions, for property owners who will spend for conservation. This is where the guidelines come in, with suggestions on everything down to garbage bins. The guidelines explain what can be done in the area of architecture -- for example, the space between buildings, and the preservation of “arcaded sidewalks” for pedestrians. Reading that section on the sidewalks reminded me of how so many of these old buildings are actually so much friendlier to people—the building owners sheltering passersby from the sun and the rain. Of course, their intentions were also to attract possible shoppers, who would pause and look at their display windows, but the arcaded sidewalks were so much more humane, and aesthetically pleasing, than our malls today.
Public, private
Yes, I did realize the irony of a heritage exhibit in a mall like SM City, but maybe the exhibit did speak, too, of how heritage preservation need not clash with modernity, or with commercial interests.
Easily, as the central district goes through a renaissance, the city gains as well. Property values are bound to soar and businesses prosper. This could mean the district becoming too upper-class or too “touristy,” and that, too, would be a shame. The city government might want to think of ways of keeping it friendly to all Iloilo residents or tourists, rich or poor alike. There are plans for sidewalk cafés and a night market, properly integrated, of course, into the overall design of the area. Providing fairly low rentals could make the market friendlier to all classes.
Iloilo’s conservation guidelines keep going back to the point of making a heritage site more people-friendly, not necessarily just for shoppers and consumers. The guidelines emphasize convenience for pedestrians as they walk through, and the removal of any obstructions that might prevent them from appreciating the heritage sites.
In a way, that conservation ethic is reflected as well in the “Handurawan” exhibit, which gets people to appreciate a whole range of our heritage, from the designs on the “patadyong” to the fine architectural details of old buildings.
Conservation is, of course, more than visual stimulation. The revival of Calle Real can be catalyzed, too, by breathing in culture, allowing it to become a venue for cultural events. Iloilo is, after all, home to so many great artists, from the Kabayao family of musical virtuosos, to the painter Rock Drilon.
With well-planned public activities and public education (a good start is the way they’ve offered a raffle for MP3 players to people who send in comments on the conservation guidelines), Iloilo’s residents -- young or old, rich or poor -- will understand they’re conserving not just buildings and public space, but their identities as Ilonggos, as Filipinos. Eventually, they’ll feel they have stakes in keeping all of Iloilo a city of Royal or High Streets.

The first time I visited Iloilo City I was charmed with the old buildings and ancestral homes there. Unlike Vigan where the houses are centuries old but are sadly in disrepair, Iloilo City has kept its buildings and homes in constant use. They may need repainting but the original structures are still intact, some with the dates of their construction prominently marked on their facades.
My first visit was on the invitation of Maridel and Benedict Uygongco, the young couple who own the Amigo Terrace Hotel to attend the Dinagdyang festival held in late January. The Dinagdyang dancers represent 17 tribes of Iloilo and their costumes are charmingly original, colorful and ethnic.
Iloilo City is located along Iloilo River on the southern tip of Panay Island, the opposite end of which is Kalibo, Aklan, and Boracay.
A decade since my last sojourn there, the airport is still tiny and laidback but our Cebu Pacific flight was smooth. There are 12 domestic flights daily to and fro Manila–Iloilo including four flights of Cebu Pacific, with 50 minutes travel time. One can also hop from Cebu and Davao or take the ferry (8 trips a day) from Bacolod City or a 21 hour boat ride from Manila.
Thank goodness, Iloilo City has changed little except for the new hotels and office buildings. Neither has its people who in our group included Ilonga–born Narzalina Lim, formerly of the Dept. of Tourism, who remains active in the tourism and travel industry. She also represents the Macau Tourism office in the Philippines.
With us also was Rex Drilon who escorted our group from Manila but had to fly back the next day to celebrate his silver wedding anniversary with his wife Annabel and three children. Rex who is COO of the Ortigas & Company, hails from Dumangas, Iloilo, and, like Nars Lim, is an active member of the Iloilo City Convention Bureau (ICCB), our host for this familiarization tour, along with the Dept. of Tourism, courtesy of DoT Director Edwin Trompeta, and Cebu Pacific.
We were met at the airport with leis of shell and capiz and streamers all over the city welcoming us. We felt like celebrities!
We checked in at Hotel Del Rio, one of the city’s oldest hotels with 59 rooms, where we were welcomed by the GM Jesse Ledesma. Lunch was at Breakthrough restaurant in nearby Arevalo, the "town of flowers."
Breakthrough, owned by Raymundo "Munding" Robles, a marine biologist, stands smack on the beach where whitecap waves roared to shore that day. A stone’s throw away is Tatoy’s, the first seafood eatery where we were told 10 years ago that you "haven’t been to Iloilo unless you’ve eaten at Tatoy’s".
Well, I believe Breakthrough deserves that boast now. With Nars Lim as our food guide, we feasted like it was our last meal. Iloilo’s cuisine is a delicious mix of dishes familiar to most Filipinos, many of which are mistakenly credited to elsewhere. But let me talk about that another time.
Iloilo prides itself as a hub for both businessmen and students in the Western Visayas. It traces its history back to 10 Bornean datus long before Miguel de Legaspi set up the first settlement in Uton, circa 1562.
In this "Queen City of the South," one finds the ancestral homes of prominent Filipinos, notably former Vice President Fernando Lopez whose "Nelly Garden" white house is a landmark in Iloilo city. Then, there’s the "Boat House" of the Lopezes, so called because it is built like a ship, art deco style… the Lizares mansion, now housing Angelicum school … etc.
Quaintly historic is the 200–year old house on Sta. Isabel St. in Jaro where Mariquit Javellana Lopez grew up before she eloped with Fernando Lopez at age 16. Built by banker Ramon Javellana, her grandfather, the house is a typical 18th century wood and stone structure made with huge molave posts, featuring wrought iron tracery railings. Because it doubled as a "bank", Javellana reportedly kept the money in a hole under the floor.
Robert Lopez Puckett, a grandson of Mariquit, restored the house, painstakingly chipping off centuries of paint to reveal the original red bricks and wooden walls.
The Ilongos still mourn the demolition of the Cacho building built in 1915 by Luigi Vernazconi, an exquisite specimen of art deco along Calle Real, the main thoroughfare of Iloilo City.
Churches dot the provinces that are remarkably well preserved where thieves have not yet carted off the religious images.
Most impressive and to my mind, the prettiest if that adjective were appropriate for churches is the Miag-ao Church, 45 minutes drive out of the city which is listed by Unesco as a World Heritage site. Like other churches all over the country, the 18th century Miag-ao Church was nearly demolished by earthquakes, fire and the war. Fortunately, its picturesque facade, made of yellowstone and featuring the different crops of Iloilo and a frieze of St. Christopher carrying the Infant Jesus, stood firm between the twin belfry towers.
Its newly restored interiors (circa2001), courtesy of Msgr. Claudio Sale, is dominated by a R4.9 million gold leaf altar and was copied faithfully from historic records from the time of its construction (circa 1787–97).
The Cathedral of Molo, a Gothic Rennaisance structure with its two towering red spires and ornate windows, is the church of 16 female saints while the church of Candelaria is the church of the male saints. No one can explain this segregation of sexes.
Candelaria is also known for its statue of the Virgin Mary which, according to legend, has "outgrown" its niche (from one foot to three feet tall, if you can believe that) and so had to be transfered into a glass covered cage.
Less known than the Sto. Nin Cebu and in Tondo is the Sto. Nie Arevalo which is reputed to be the third oldest image, circa 1566. It is believed that this "miraculous" image of the Infant Jesus saved Iloilo during the El niONT>o drought in the 1970s when a downpour drenched a procession seeking rain.
Having established itself as the "university town" of the Visayas with 30 colleges, three medical schools, and six universities including the University of San Agustin now celebrating its centennial Philippine Central University, and University of the Philippines Visayas, Iloilo city aims to promote itself as a convention center.
There are three first-class hotels, 14 standard hotels with a total of over 1,000 rooms, equipped with ballrooms such as in Sarabia Manor Hotel and Amigo Terrace, not to mention the gyms of the different universities. The sole purpose of the Iloilo City Convention Bureau, a private organization of hoteliers, is to entice conventions to their city.
Iloilo City Mayor Jerry Trewho won in a landslide victory in the recent elections, with his wife Ma. Theresa (nee Sarabia) fortunately recognizes tourism as the future of his city.
Interestingly, the La Fiesta Hotel with 29 rooms is what one calls a "laboratory hotel" because while operating as a regular hotel, it is here where HRM students of St. Therese MTC Colleges do their practicum.
"Hablon," the once famous silky fabric of Iloilo circa the 1960s, still thrives in Bgy. Indajaan near Miag–ao and is handwoven in varying blends of cotton, polyester, etc. to make fabrics, shawls, placemats, atbp. Cecilia Jison at Villa Arevalo inherited her mother’s skills for spinning beautiful sinamay from banana and pineapple fibers, a gossamer silk which makes beautiful shawls and barongs.
Must-see also is the lace handcrafted with bobbins and embroidery by former leper patients at the Mother Marie Louise Miester Hall under the wing of the W.U.T.H.L.E. The lace is made into doilies, glass holders, religious images, tablecloths, and lace for wedding gowns, etc. and exported to Belgium.You can find them at the monthly bazaars of the American Women’s Club.
At the Museo Iloilo, we learn about Nicolas Loney, the British Vice Consul circa 1856, to whom Iloilo owes its sugar export industry. The waterfront boulevard in Iloilo city is named Muelle Loney.
We were even brought to a riding academy, the Casa Fiammetta run by Nonel Gemora (a brother of actor Audie Gemora) in Barotac Nuevo, a sugar producing town. Nonel tells us that the Casa is used also for stay–in seminars, workshops, and vacation camps.
For sure, there was still much to see and discover in Iloilo. This calls for another visit…. soon, we hope!

Iloilo City's bid to free itself from the tag "The Dirtiest City" in the Philippines after it landed last in the Clean and Green contest years back got a much-needed shot in the arm after it was chosen as pilot area for a capacity-building initiative for solid waste management.
The program, a grant from the German Technical Cooperation (Gesellschaft für Technische Zusammenarbeit, GTZ), supports Iloilo City's plan to implement an integrated solid waste management system in an economically and environmentally sustainable way.
On top of this is the improvement and rehabilitation of the Calajunan dumpsite in Mandurriao, the acquisition of heavy equipment and the establishment of a sanitary landfill to conform to the requirements of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.
The program will be initially financed with a P90-million loan from the Development Bank of the Philippines (DBP). The Iloilo City Council on July 26 approved Resolution No. 1017 authorizing Mayor Jerry Treñas to sign the loan agreement with the bank.
The funds will be used specifically to expand the capacity of the materials recovery and composting facility (P20.225 million), acquire heavy equipments (P50 million), close the existing mounds of garbage and establish a three-hectare sanitary landfill (P 20 million) for the Calajunan dumpsite.
"The existing condition of the Calajunan disposal area requires major rehabilitation works and improvement … At present, disposal of waste does not follow proper operational protocol," says a 10-page report prepared by GTZ, and submitted by Dr. Johannes Paul, GTZ team leader.
"Leachate of old dumps are not collected and treated. Other issues concerning the existing disposal site are inadequate compositing area, materials recovery facility not optimized, burning of wastes, and many other environmental, health and social issues surrounding the operation of the disposal facility," adds the report.
The 23-hectare Calajunan dumpsite receives 160 tons of solid waste every day, a rate enough to fill the area to the rim in five years.
The proposed improvement of the dumpsite involves three phases – the expansion of a materials recovery and composting facility, the establishment of a transition disposal site, construction of access roads, administration building and parking, closure of open dump and greening of the area, which will pave the way for the eventual implementation of the sanitary landfill, expected to be operational by 2008.
"In preparation for the sanitary landfill system operation, the existing disposal area will be transformed into a transitional disposal site or low-level landfill, which is located in the central part of the Calajunan disposal site," says the GTZ report.
The transitional landfill site will serve as the training ground for local government partners and private operators in adapting a new disposal system, which includes daily waste compaction, covering and physical improvement of the area and leachate treatment.
Heavy equipment will be used during the pre-implementation such as bulldozer, backhoe and heavy dump truck. Equipment to be acquired include two bulldozers, one backhoe, two heavy dump trucks and a set of weighbridge.
The establishment of the transitional waste disposal site will also include fencing, construction of access road and leachate collection and recirculation.
Aside from the MRF and composting facility, other improvements under the first phase of the project includes the construction of an administration building, a parking area, a drainage system, roads, open spaces, greening areas, and a lagoon.
Once completed, the MRF can accommodate a maximum input of 40 tons per day while the composting facility can receive a maximum of 30 tons per day.

SAN JOSE, Antique – In an unprecedented event, the Regional Development Council of Region VI-Western Visayas (RDC VI) chaired by Antique Gov. Salvacion Z. Perez made another first as it launched the Western Visayas Historical and Cultural Council (WVHCC), last August 18 at the Educational Media Center of the Central Philippine University in Jaro, Iloilo City.
This launching was done barely a month after RDC VI also pioneered the first ever search in the country for best public sector projects in the region.
The creation of the WVHCC aims to preserve, promote and enhance the historical awareness among the people of the region, through its rich cultural and historical heritage.
As a special body of RDC VI, it has the mandate of formulating policies and ensuring the preservation, promotion and development of the region’s cultural and historical richness.
WVHCC will also serve as the advisory council of the RDC and will ensure that relevant information is available to legislators in the region and even in Congress on matters relevant to the region’s history and culture.
The WVHCC will be headed by Perez as chair of the RDC, with Iloilo’s former Vice Governor Demy Sonza as Co-Chair.
The Regional Director of the Department of Education (DepEd) will serve as the secretariat. Other council members are Regional Directors of the Commission on Higher Education (CHED), Departments of Tourism and Local Government, Philippine Information Agency (PIA), representatives from the provinces of Western Visayas (Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental), and local chief executives of the two highly-urbanized cities, Iloilo and Bacolod.
There will also be representatives from non-government organizations (NGOs) who will be appointed by the RDC to promote culture and heritage.
The council will also have committees on Education, Preservation, Monuments and Heraldy, Research and Publications, whose members, preferably from the private sector, will be appointed also by the RDC.
Perez said WVHCC will serve as an umbrella organization of all historical and cultural councils in the region. As a prime mover of Antique’s cultural and historical awakening, she believes that arts, culture and history should be given the attention they deserve.
A Certificate of Affiliation from the National Historical Institute was conferred by Executive Director Ludovico Badoy in recognition of WVHCC’s legitimacy. He lauded RDC for organizing the council that supports the national government’s thrusts of making its people active members of the society, by awakening their sense of nationalism through historical and cultural awareness.
He also pledged to present RDC VI as a model in the Federation of RDCs, to encourage them to form their own councils.
Commissioner Cecile Guidote-Alvarez of the National Commission for Culture and the Arts was represented by Ferdinand Isleta and Lutgardo Labad.
NCCA pledged to strengthen and support the council. Also present in the launching were Luzviminda dela Rosa of the DepEd Special Event Unit and Dr. Juanito Acanto – CPU President.
The launching of the WVHCC was concurrent with the kick-off for the 150th Birth Anniversary of Graciano Lopes-Jaena and fund campaign for the restoration of a shrine in his honor which will also house the memories of other heroes of the region.
Antique, through Gov. Perez, had earlier donated P200,000 for the project. The
celebration will serve as the take-off activity of WVHCC.

NEXT to Lapaz batchoy, Western Visayas’ contribution to the national cuisine is the inasal or roasted chicken in skewers. The inasal as a dish has acquired a character all its own that now it refers specifically to chicken. Hence, to say chicken inasal has become redundant and chicken barbeque reeks of colonial mentality and ignorance.
The inasal has asserted itself as the Filipino taste, having made its way into international franchise Kenny Roger’s menu. They now have the Inasal flavor, not only in the Iloilo branch, but also in Manila. I saw the billboard along EDSA advertising
the Inasal flavor instead of the Classic/Western herbed flavor, a clear indication that local taste has won over foreign taste.
Once we had dinner at Aristocrat, one of Manila’s famous chains of family-owned restaurants. The house specialty is chicken barbeque, and a serving of three slices costs nearly three hundred bucks. For all its claims as the family’s most well-guarded recipe, I’d say it is blah to the sidewalk inasal easily obtained anywhere in Iloilo City, and to think that we could spend less than fifty bucks for a thigh of inasal.
Inasal comes from the Kinaray-a word “asal,” which means “to skewer or to pierce with a stick.” In Kaufmann’s Visayan-English dictionary, the entry says it comes from the Spanish “asar,” which means “to roast, especially to roast on a spit.” But Kaufmann’s definition tells only half the story, because any Karay-a knows what “asal” means. Ever heard of the expression, “Asal anay antes kasal?” (literally, skewer first before the wedding). Well, that gives the inasal a Freudian dimension, and perhaps it is this graphic representation that makes the inasal popular.
In her book “Aphrodite: A Memoir of the Senses,” Isabel Allende, on aphrodisiacs, said they are most often activated by the imagination. Some function by analogy, others by association, or through suggestion. Let me quote in part this paragraph: “Patriarchal societies….are characterized by a real obsession with virility and its symbol: the penis. One must, after all, produce children – male, of course – to guarantee succession and maintain the power of the family.”
In Iloilo, the success of Mang Inasal in the restaurant business is phenomenal. Its growing number of branches speaks for it. Before Mang Inasal were other pioneers like Nena’s Manokan in the eighties, Bacolod Inasal, Barrio Inasal, Pecho Pak, and that Cebuano-chain that’s now somewhere in oblivion. They each had their own period of fame and glory. We thought the inasal market was saturated until Mang Inasal came with a fastfood concept. Until when Mang Inasal holds its chunk of the market depends on consumer taste and how well they maintain good service.
Is it purely a marketing coup? Or is there something beyond economics that explains Mang Inasal’s success? Doesn’t Isabel’s (yes, we’re on first name basis) observation present a psychological explanation of local consumer habits?
“Mang Inasal” is a male persona. “Mang” is the Filipino address to a man. Commonly we say, “Manamit ang manok ni Mang Inasal,” acknowledging Mang Inasal as the representation of the establishment and that his roasted chicken in skewers tastes good. “Nena’s Manokan” therefore would be an ineffective oxymoron. Nena is a woman, and for her to have a poultry would get the ire and envy of the many. Chicken establishments must have male names: Max’s, Kenny Roger’s, Nando’s, even KFC had to deploy a Colonel to project a man behind the chicken. Chicken Nene, which I would vote as the most creative name for a chicken restaurant, would sound like a sissy. If you haven’t noticed yet, Andok’s is hatching in every corner in Iloilo City.
The chicken is iconic in the folk consciousness as the male member. A folksong goes: “Ang manok ko Maring sa guwa ang atay/ ang manok ko Maring, ang lambi gawatay/Ang manok ta Maring kon magsampokanay/ Imo ang ginbuno, akun ang nagbuno, akun ang nagdunglay.” (My cock, Maring, its liver is outside/ My cock, Maring, its comb is hanging/ Our chicken Maring, should we let them fight/ Yours is stabbed by mine, but mine will die.)
And there’s the popular ditty “Ang manok ni San Pedro” (St. Peter’s Cock), which diefies the holy chicken, thus: “Ang manok ni San Pedro, nga ugit ang balahibo/ Ang manok ni San Pedro pustai kay sigurado” (St. Peter’s cock is losing its feathers/ St. Peter’s cock is a sure winner). In the seventies we were glued to our transistors every night to listen to a radio drama called “Itlog ni Kulas.” Kulas has a magical cock that gives him extraordinary powers.
The chicken, in relation to the egg, is the very symbol of manhood, not only in the Filipino psyche, but universally. The “bulang” or cockfight is a popular male preoccupation, perhaps a sublimation of a desire to see one’s cock superior than other cocks. “Cock” is the English slang for that bird with livers outside its body, and “cocky” is an adjective for that superior, bold acting male. As long as we are a society obsessed with male superiority, I guess we are a bona fide chicken country.

ILOILO City – The National Historical Institute (NHI) recognizes the Western Visayas Historical and Cultural Council (WVHCC) as a legitimate historical-cultural organization during the launching at the Educational Media Center of the Central Philippine University, Iloilo City, recently.
NHI Executive Director Ludovico D. Badoy said that “the richness of our local histories is interwoven and crucial in the fabric of our development as a nation.”
Badoy encouraged the WVHCC to align all their efforts and agenda with “our national development goals and mission of reaching out to a greater majority of marginalized Filipinos”.
Antique Gov. Salvacion Z. Perez, who is also the chairperson of the Regional Development Council and the newly organized WVHCC, emphasized the significance of the council’s establishment.
“History reminds us of the fearless struggle of our heroes who died to protect our land, and to preserve our cultural heritage,” Perez said.
Perez said that the council will serve as the umbrella of all existing historical organizations and councils that promote and preserve arts, culture and history of the region.
She expressed hope that the council will contribute to the upliftment of the people in Western Visayas.
“Let our songs, dances, visual arts and history unite us so that we can achieve peace love and good will,” she further said.
The WVHCC launching also marked the launching of the 150th birth anniversary celebration of Graciano Lopez-Jaena.

Yeah, after three days.. I was about to post pics last time but SSC was unavailable. I don't have them now. One of the pics was a pic of Sandbar Beach Resort at Concepcion from Panay News. The oil spill has totally ruined the place. What was once white sand is now black-as in BLACK. I was extremely saddened to see the pic. I'll post it here sometime.

Mayu man because Guimaras is now getting a lot of attention, not only by media and by the President herself, but also foreign countries such as Australia and France and foreign orgs like the UN. Petron is now also helping the provinces affected by the oil spill.
But admidst this crisis that is still going on, and an even bigger catastrophe is looming (if they don't retrieve the bunker fuel still inside the vessel), it's important to note that not all of Guimaras is affected. Vast stretches of beaches are still oil spill free and the inland attractions are still intact

Yeah, after three days.. I was about to post pics last time but SSC was unavailable. I don't have them now. One of the pics was a pic of Sandbar Beach Resort at Concepcion from Panay News. The oil spill has totally ruined the place. What was once white sand is now black-as in BLACK. I was extremely saddened to see the pic. I'll post it here sometime.

This house is affectionately called as the "Strawberry Mansion" because of its distinctive red paint. It's owned by the Rosales family. The structure was partially gutted by a pre-Christmas dawn fire a few years ago. It's good that the Rosaleses were able to restore it. The only thing that I consider an eye-sore is the Mama Tsina located right smack in front of the house. I think this is owned by her daughter. Located at the back is the former AM station DYRP and Eros Pension House, which is both owned by them. During the early nineties, the family is selling the whole property along Gen. Luna and my friend's family almost bought it. :)

I have watched the Iloilo documentary and they say it was formerly an Archbishop's Palace...
By the way, accuse me of having a late response but I've heard that Cebu Pacific will revive the Iloilo - General Santos flight. A good news for Mindanao students based in Iloilo (most of them are from Soccsksargen/Cotabato-GenSan area). :D

Because I hope they take consideration of a big Mindanaoan/Soccsksargenhon college student population. I was one of them. SuperFerry is always fully booked during Xmas, Sembreak and Summer and Pasukan. Now, if CebuPacific would take consideration of having a NON-STOP flight from Iloilo to GenSan instead of passing by Cebu, it would be a convenience to the students and the rest of the Ilonggo/Negrense people who have relatives in Mindanao. Ti, daku pa ila nga ganansya sa rutang sina, di bala? :D
Re: Guimaras: Starting from this day forth, we will no longer call the catastrophe that happened in Guimaras as "Guimaras Oil Spill" as most of Guimaras is belived to be unaffected. The exhibit is divided into several chapters: Evangelization; Government; Agriculture, Commerce and Communications; and Education.
It also chronicles the colorful life of Legazpi as a sailor and his adventurous voyage to the Spice Islands and his arrival to the Philippines, where he established the new Kingdom of Castille and the City of Manila.
The exhibit lasts until September 5, 2006 at the Mentrida Hall (University of San Agustin College Chapel).
Legazpi arrived in the Philippines in 1565, together with the five pioneering Augustinian Friars, Andres de Urdaneta, Andres de Aguirre, Martin de Rada, Diego de Herrera, Pedro Gamboa. His remains are entombed at San Agustin Church in Intramuros, Manila.
The exhibit forms part of the week-long activities of the University in celebration of the Patron Saint's Day.

i think you are quite ignorant about the power grid within the panay negros and cebu, the power barge that will be docked in cebu will still supply the whole grid and not just cebu FYI. dont try to sound too heroic.... it gets cheesy and overacting sometimes. familiarize and educate yourself about the topic before making heroic comments. peace out brotha!

Got your point there however Iloilo City is cut off from the rest of Panay during peak hours because PECO will only connect with NPC during off-peak. This is still on negotiation though. In other words, FYI Iloilo City is not completely connected with the Visayas grid as of this moment.
As a matter of fact, although Panay Island itself as stated in DOE's report, has excess power supply, PECO chose to monopolize the electricity by providing their own power supply in LaPaz (owned by Panay Power and Mirant is a part-owner) which cannot sustain the growing electricity needs of the city.
That's why I'm making heroic comments Val, because the city needs it badly.
So before judging me as ignoramus, familiarize and educate yourself about the topic before making comments. peace out brotha! :)

Chy and Iloilo peeps, is there any news with Riverside Boardwalk? What happened to the road improvement projects (widening, asphalting, etc?) Zyanz told me that there are some streets in Iloilo that are being widened. Hay, tani ang Cuartero, Jaro ma-widen na nila!
But if I'm not mistaken, the construction of a bridge at the border of Leganes and Zarraga is designed for a four-laned highway.
According to City Planner Peñalosa, the road-widening project will start ar Zarraga plaza all the way to Tabuc Suba. Good news, because the traffic volume in Iloilo City and the suburbs is increasing by the year. If you've got time, take a pic of it. At least the LGUs are addressing the problems bit by bit.
I remembered the title in Mabuhay Magazine last year: "Iloilo: Moving Forward Slowly but Surely!"
Iloilo and Guimaras is in the headlines and on national media's spotlight these days, kaso negative ang projection. (FYI, not all of Iloilo, Guimaras and Negros Occ is affected!)

Bayanihan spirit prevails in oil spill incident

THE bayanihan spirit of Filipinos is ever present in times of crisis and catastrophe.
Ilonggos showed this unique display of unity when the oil slick from the ill-fated M/T Solar I reached the coastal villages of Concepcion and Ajuy in Iloilo.
Solar I of Sunshine Maritime Development Corp., a hauler for Petron Corp., was carrying some 2 million liters of bunker fuel when it sank near the southern coastline of Guimaras last August 11, 2006.
Yesterday, a team tasked by Gov. Niel D. Tupas Sr. to monitor the extent of damage of the oil sludge in Iloilo province visited the coastal barangays of Concepcion, 111.4 kilometers north of Iloilo City.
The team is composed of personnel from Provincial Planning and Development Office (PPDO) and Provincial Information Office (PIO).
From the town’s wharf, the team was accompanied by Romeo Lanciola, Deputized Civil Defense Coordinator, Sangguniang Barangay Member Jose Val Bracamonte and Emilida Abyan, designated Coastal Resource Management Officer.
On board the town’s Sea Squadron vessel, the group first visited Brgy. Bagongon, 12 km from the town proper.
Brgy. Bagongon’s powdery white sand is now stained with black oil sludge although the damage is not as heavy compared to Guimaras.
Petron has hired residents, who are paid P300 daily, for the cleanup of the coastline supervised by Melchor Doromal. Each resident receives P300.
Petron also provided them with mask, gloves and boots.
According to Doromal, they are almost halfway of their clearing up operation.
As of yesterday, almost 2,000 liters of oil sludge and numerous sacks of debris mixed with oil were collected. The collected wastes were secured in the highland and covered with tarp to avoid the oil from streaming down the sea.
In an interview with fisherfolks, they said their livelihood is so much affected by the oil spill. Once teeming with pelagic fish and squids, the fishing ground has become an empty tank.
Before the oil spill, the fisherfolks used to catch two to four kilos of squid and fish but this time they only get two or three pieces.
The same thing is true in Brgy. Plandico, considered as the depressed barangay of Concepcion. As oil spill has driven away fishes from the island, fisherfolks eventually lost their livelihood.
Fishermen’s wives in the area are now weaving mats as alternative source of income.
Brgy. Kagawad Rodrigo Sarsi said although they have not received any donation from Petron yet, they continue their cleanup drive every morning.
With the joint efforts of residents of Ajuy and Concepcion, they installed improvised oil spill booms made of indigenous materials such as bamboo poles with floaters and rice straw to help keep the oil away from shallow water and the shoreline.
This oil booms are placed along Apitong Pass between the Brgy. Puente Bunglas of Ajuy and Brgy. Plandico of Concepcion
On the other hand, other members of the team guided by SB Member Jun Garilba visited Brgy. Nipa.
About 221 families are affected. Cleanup drive is ongoing and they have already collected more than 300 sacks of oil debris in the shoreline.
In response to this calamity, the municipality of Concepcion has formulated various plans to rehabilitate the areas affected.
These include integrated hazard map development/risk identification; profiling of families/person at risk; formulation of oil spill disaster preparedness plan; rapid assessment and survey of oil spill affected areas; creation of task force oil spill in affected barangays; networking with Petron.; daily monitoring and evaluation; submission of reports to concerned agencies.
As of this writing, a total of 11 barangays in Concepcion were already contaminated with oil affecting some 782 families or 3,660 persons.
Some 184 families are from Bagongon; Dungon with 95; Lo-ong with 108; Nipa with 221; Plandico with 80; and Polopiña with 94.
Brgys. Botlog, Macatunao, Malangabang, Maliog-liog and Tambliza have yet to report the number of affected families although is present in their shores.

The town of Igbaras is about 39.9 kilometers from the City of Iloilo turning right at Km. 30 mark at Santa Rosa, Guimbal along the national highway going to the Province of Antique.

You are quite uninformed about the Visayas grid. NAPOCOR's Visayas grid is not the main source of power for PECO and VECO. They have their own independent power producers, and are only augmented by the NAPOCOR, either through their existing transmission lines or through their power barges.
If the power barge in Cebu "will still supply" the whole "grid", then why didn't they dock the power barge in Iloilo instead, as they have promised? From Iloilo, the barge can still supply Cebu, if we follow your thinking, right?

ILECO I, II AND III, AKELCO, ANTECO and Capiz Electric are connected in the Visayas Grid, however Iloilo City isn't. That's why they have power plants in Ingore, LaPaz District and a powerbarge of NPC.
That's why the monopoly must stop! Enough of profits and more on public service. Enough of words but more on action.

Got your point there however Iloilo City is cut off from the rest of Panay during peak hours because PECO will only connect with NPC during off-peak. This is still on negotiation though. In other words, FYI Iloilo City is not completely connected with the Visayas grid as of this moment.
As a matter of fact, although Panay Island itself as stated in DOE's report, has excess power supply, PECO chose to monopolize the electricity by providing their own power supply in LaPaz (owned by Panay Power and Mirant is a part-owner) which cannot sustain the growing electricity needs of the city.
That's why I'm making heroic comments Val, because the city needs it badly.
So before judging me as ignoramus, familiarize and educate yourself about the topic before making comments. peace out brotha! :)

P10B needed to realize Negros-Panay bridge

AT LEAST P10 billion or P1 billion per kilometer is needed for the proposed Negros-Panay Translink Bridge said Negros Occidental Governor Joseph Marañon Wednesday.
That is, if his preferred alternative route, which is from Tomongtong Point in Negros' E.B. Magalona town to San Juan Point in Banate town, Panay island is carried.
The Tomongtong-Banate route has an actual distance of 15.5 kilometers. However, the government can cut on cost for at least 5.5 kilometers, thus reducing the budget to only P10 billion instead of the P15.5 billion.
Marañon said the 5.5-kilometer distance will not cost as much because these portions are shallow and would not need as much materials as those in the deeper portions.
The proposal was presented Wednesday during a special meeting of the Visayas governors held at the Negros Occidental Governor's Conference Hall.
"The project is expected to be completed in three to four years, and considering the magnitude of the budget, it would need foreign assistance," Marañon also said.
Meanwhile, Marañon is also set to ask Bohol Governor Erico Aumentado, president of the League of Provinces of the Philippines, to request the National Government for foreign funding or access to foreign loans at a concessional rate should the proposed bridge push through.
The Negros-Panay bridge is part of the proposed Cebu-Negros-Panay (CNP) bridge aimed at physically linking these three islands and boost its tourism, trade, commerce and investments. It is a part of the Trans-Visayas bridges, which will link the islands of Bohol, Mactan, Cebu, Leyte, Negros, Guimaras, and Panay.
All these are under the Trans-Visayas-Mindanao Highway/Waterway Linkage, generally known as the Strong Republic Nautical Highway (SRNH) of the Mega Region project of President Gloria Macapagal-Arroyo.
The SRNH, connecting the islands of Luzon, Mindoro, Panay, Negros, and Mindanao, has enhanced the public access to goods and services aside from creating new and bigger markets for inter-island trade and tourism activities, Marañon said.
He backed his claims by presenting a data, which showed that Leyte and Panay islands constitute more than 60 percent share of the total cargo by seaports.
Leyte ranks first in passenger traffic, Aklan, Iloilo, and Negros Occidental are the most visited places in Western Visayas, while Cebu enjoys the lead in the distribution of travelers in Central Visayas.
Meanwhile, the Department of Public Works and Highways, (DPWH) also presented a separate proposal to construct a bridge connecting Panay and Guimaras island, and another connecting Guimaras and Negros island, Marañon said.
The Negros-Guimaras bridge, however, would cost a bigger budget compared to the proposed Negros-Panay bridge.
This as Negros to Guimaras is about 22 kilometers in distance while the route from Tomongtong Point in E.B. Magalona to San Juan Point, Banate in Panay island is only 15.5 kilometers.
As construction cost estimates is pegged at P1 billion per kilometer, the Tomongtong-Banate route, which can be cut by 5.5 kilometers, can be reduced to only P10 billion, as against the P20 billion needed for the Negros-Guimaras bridge, Marañon said.
A more accurate estimate would be disclosed after a feasibility study shall have been conducted, he said.
Marañon said the Banate-Tomongtong option is cheaper because both Banate and Tomongtong are less than three kilometers away from the national roads and will thus be more accessible to commuters.
Farfetched
"The Negros-Panay bridge seems a farfetched goal, but we have to start it now. If not now, then when? And if not us, who else will?" Marañon queried.
As a result, nine out of the 16 Visayas governors that came to the meeting agreed with the proposed project Wednesday.
These include Governors Salvacion Zaldivar-Perez of Antique, JC Rahman Nava of Guimaras, Neil Tupaz of Iloilo, Marañon of Neg. Occ., Erico Aumentado of Bohol, Gwendolyn Garcia of Cebu, George Arnaiz of Negros Oriental, Orlando Fua Sr. of Siquijor and Rogelio Espina of Biliran.
Presidential Adviser for Western Visayas Rafael Coscolluela, Philippine International Trading Corporation Chairman and President Roberto Pagdaganan, and Armed Forces of the Philippines Chief Hermogenes Esperon were also present.

^^ Hiligaynon is one of the languages in the country that is heavily Hispanized. Iloilo was the last capital of the Spanish Empire in Asia. We were 2nd to Manila during the late Spanish regime towards World War II.
It does acknowledge Hispanic culture though. This year, the Fil-Span Friendship Day activities were held here but I don't thing that it acknowledges more than other Filipinos. Ilonggos has their own native culture, pre-Hispanic which can be still manifested up to this day. Folklores and beliefs and practices. :)

Mt. Manaphag or Pan de Azucar, Concepcion, Iloilo (Picture taken in San Dionisio, Iloilo - about 2kms. away from the proposed power plant in Concepcion)
This iconic island of Concepcion is roughly 30-45 minutes away from the municipal fishing port. The Tampisaw Festival of Concepcion is held in this island, specifically in Brgy. Tambaliza, which is at the other side of island (at the base of the mountain) based on this photo.
One can rent a pumpboat (read: small motorized fishing boats sans life jackets and very unlike those found in Boracay or Iloilo-Guimaras route) and go island hopping if you wish. Price range is P1,000-2,000 (depends on how good you are in haggling) for a day around the islands. Another way to get there is taking the erratic schedule trips going to the different islands daily at the fishing port. You just have to ask the people there which boat is going where.
There are some cottages in Brgy. Tambaliza providing basic amenities (no power). It's been a while I haven't visited the islands so I'm not sure if they have finally upgraded. It's really for the adventurous type. The beach here isn't that great especially during low tide since its a bit rocky but great for collecting shellfish.
Another destination in Concepcion for adventure seekers is the small island of Agho, named for the trees that abound the island though not as much as before. It's much farther than going to Pan de Azucar but you'll be rewarded once you get there. One can walk around the island in 30-45 minutes. It's a private island owned by my cousin (former mayor of Concepcion) but is open to others as long as you get a permit (fee is P150 before). You can get it at SBS Iyang Beach Resort or at their store (also SBS....). I suggest you get it at their store since its in the poblacion and near the fishing port. You are issued a slip (much of a gate pass) which you will present to the caretakers at the island once you get there.
Only those with permits are allowed to dock/get off there. Since this is a secluded island, there is only one hut and one open cottage for visitors. Call of nature is done with nature of course! :) It has a sand bar which is constantly moved by the prevalence of Habagat and Amihan winds. One section of the island is white sand (although not as fine as Boracay's) and the other is pebbly beach and rocky cliffs (this part is facing the open sea - Visayan Sea). Other inhabitants of the island (other than humans) are the Tabon birds that lay eggs in the sand. You are not allowed to kill or hunt them. You can also do some trekking by climbing up to the highest hill in the island. At the top, you have a view of the surrounding islands and there's a dilapidated structure which once served as a lookout. There also appears a sealed off tunnel which leads to the bottom of the cliff. The area below where the other sealed opening can be found has been covered by rocks due to a landslide a few years ago.
