yes but i'm with the operations division specifically the finance section. the technical divisions handle the other functions of NEDA such as project evaluation, policy formulation, project monitoring and knowledge management.

Daw sige sige man ta comment abi. Defend ta ng defend, istorya ta sang istorya sa ila reaction. Defend naman ang rason, cyclical dason sige ta siling "bay e da sila" paliwat-liwat. Its like we're also them on a different manner. Dason may isa sa aton nga gakadto to para man magpost nga i don't know what or dont like to know--then deny the fact that someone from us goes there too and post.

I miss the days when it was all just about developments, neverminding what other people say on their respective threads. At least daw may pulos pa ang mga post. Period. Just stop recycling anything over and over again. My opinion po mga señores as a forumer of this thread. Thank you.

mga migo indi kingahanglan mag quote pan diri halin sa piyak nga thread... anyway be confident lang that our city will always be the city we wanted it to be...

it's just normal for one to be defensive about their locality--- ika nga pride of place....

what's important is that the stores that recently opened in our city are doing very well beyond expectations....simply shows that there is really a market for these brands. That is why a lot are following suit. And we will be expecting expansions in the near future if business is doing well...

I like that, expansions...:lol:

ILOILO City Mayor Jed Patrick Mabilog admitted that the new seven-storey City Hall building currently being constructed at its old site fronting Plaza Libertad has no setback area.

Mabilog said the City Council passed a resolution in 2009 allowing no setback area for the new City Hall since the building will be constructed with seven storeys in more than 1,000 square meters lot.

The mayor is reacting to criticisms that the new building to house all City Government offices is violating existing rules of the National Building Code regarding the need for a setback area and a parking lot.

Mabilog said the new building can accommodate all offices, including some unused portions to be leased to private individuals and other National Government agencies.

The parking lot is also being eyed at the property of nearby Ker and Co., which the city is planning to buy at P35 million. The amount is included in the second loan of P260 million from Land Bank of the Philippines.

City Government vehicles can also use the side street behind the City Hall as parking area, including those vehicles of visitors, the mayor said.

Mabilog is reacting to criticisms of the United Architects of the Philippines (UAP) Hamili chapter, which said violations of the building code and discrepancies in the construction of the new City Hall.

The UAP has bid out as contractor of the new City Hall but it lost to winning bidder FF Cruz.

If they really wanted to build the new building, they could have lowered their bidding price, Mabilog said.

Nag bid gali ang UAP Hamili sa city hall. All bidders were issued the same bid documents and for sure, bal an nila kon ano ang scope sang gina pa bid. Kay napierde sila sa bidding, hambalon nila nga over price. Nga dako ba sa wining bid nga 365M sang FF Cruz ang bid nila. It does'nt make sense..
Regarding sa bag o nga additions, Over Over kuno. Lagtok nga paminsaron. Hindi puede yung "puede na". Dapat , we must think of world class... Hayy..... Anyway this project must open by August 25....

Sagad ta hambal nga indi na pagsapakon pero amo man gihapon. Kung gusto ta patyon ang kalayo, dapat indi ta na paggatungan. Basyahan ta tubig. Korek?

So amo pa ini diri ang parte sang Trenas Blvd? Diin ni sya nayon nga parte man? Daw indi ko mafigure out. Kahilira ini sya sang Marina restaurant sang una pakadto sa Gaiasano city kung sa Iloilo River ka mag-agi?

So manami na ini lantawon kon derechohon na sang kalsada - tani both sides of the river na. . . then we'll just imagine for the meantime (wala pa eh, pero I hope this will materialize), european-inspired restaurants along the river and gondolas crisscrossing the water. . . at night, both sides are well lighted with different colors. . .

I just want to ask a question. What do you think is the quality of Iloilo City (or Iloilo in general) that you can market to the Philippines in terms of tourism? What separates it from the other place? :)

for me iloilo is the best place to be... where fun and excitement never ends... hehehe.... the place, the foods, the people, the environment and the city it self is so great....

Another "wow!" pa gid... kanami tulukon sang building, bisan 3flrs lang pero ka iconic, mas maayo pa gid kun himuon bricks and dalan kag may mga streetlamp, plus mga kapehan sa gilid, daw ala europe gid :). mas nami kun i-retain nila ang color sang building, kuskusan lang sang mayo para mahukas ang tap-ing or kun pinturahan man, color white lang tani para daw well-preserved colonial buildings gid.. kalaw-ay kun butangan pa sang color neon yellow or pink kay daw indi authentic. Parehas sang plazuela, nami man tani design ya galing daw kalain sang pintura, mas maayo pa puro puti na lang kag (combined sang roofing nga color pula) para daw Italian style gid kun tulukon - Pero, overall nami man japon kay kanami sang design. :) hopefully ayuson na nila ang calle real, ASAP!!

I passed luna st. and E. Lopez st. just this afternoon,and i noticed many new establishments and and vertical constructions there,also WVSU is changing there fence,so madula na to ang pader nga may mga pinta and due to period of time daw vandalismo na sya.good to see lapaz and jaro is still in business bsan concentrated na ang mga major development sa mandurriao area,more than a year ako nadula sa iloilo so i can say i can more observe the changes.and that makes me think once more why they dont replicate the beuty of Gen. Luna on that area.being an illonggo raised in mindanao and just able to back here last 2001 wla gd may nahibal an sang istorya sina.:ohno:

^^possible para basi ma determine man ang exact boundary sg districts like dira asta sa mission road where e.lopez st. ends and luna st.starts marking the jaro-lapaz boundary. mas mayo gani this way to avoid confusion.

kalaw-ay man nga magparehas sa Ortigas Ave. nga tama ka laba thus gakaconfuse ka kung diin banda unless specific gid ang full address nga ihatag mo, bal-an mo dayon kung diin.

sa aton, if you say Luna St. bal-an mo gid nga sa Lapaz ina dayon.

Ilonggo tops Chemical Engineering board exam

ILOILO CITY, April 28 (PNA) - Economic deprivation has failed to dampen a poor, young man's desire to free himself from the shackles of poverty.

Twenty-two-year-old Luther Tabano from the town of Zarraga, in the province of Iloilo has proved that indeed his character is tough as bricks and hard as nails when he emerged first overall in the recent Chemical Engineering Board Examinations given by the Professional Regulation Commission (PRC).

Tabano, whose parents tend a small farm in Barangay Dawis confessed that even as a child he knew that his family was severely impoverished, hardly able to make ends meet.

But the economic hardships he suffered early in life became the driving force behind his unflagging resolve to conquer poverty, goading him to work hard as a student at the University of the Philippines in Diliman, Quezon City.

And finally, in a fitting recognition of his dogged efforts to rise from obscurity, Tabano bested 157 others in the Chemical Engineering Board Examinations with a rating of 84.60 percent.

OFWs Should Support PH Soccer

In practically all the major countries of the world in which there are OFWs, soccer or football is the number one sport. It is very likely, therefore, that sports-minded OFWs have been weaned off their obsession with basketball and are now familiar with such world-class teams as Manchester City, Chelsea, A.C. Milan, Inter, Barca and Real Madrid. They are no longer following closely the PBA tournaments.

OFWs must have noticed that the Philippine national soccer team, the AZKALS, are finally making waves. Although it is a very long way to the World Cup, the Philippine national team is getting to be known at least in the Asian region by winning some of its matches with traditionally stronger teams. Filipino soccer fans are on the increase. I hope we can count on OFWs to be among the supporters of the AZKALS.

The long-time dream of soccer fans in the Philippines that their favorite sport could at least be a poor second to basketball in national consciousness may have come. As I have written time and again in this newspaper, it doesn't make sense for Filipinos to be so obsessed with basketball. No matter how the genes of Filipinos are evolving as there are more intermarriages with Caucasians, it may take centuries before we can produce a generation of Michael Jordans and Pau Gasuls. We will always be handicapped in basketball global competition by our having more "unanos" (enanos in the original Spanish word) than giants. In contrast, soccer or football does not require very tall players. The three players who were nominated in 2010 for the World Player of the Year--Lionel Messi, Andres Iniesta and Xavi Hernandez--are all under six foot tall. Messi, who won the title for the second consecutive time, has the height of an average Filipino male today.

As usual, the person who can make things happen comes from the private sector, the famous businessman-sportsman Manny Pangilinan (usually referred to as MVP). Just before Christmas last year, MVP expressed the hope that a big boost can be given to Philippine football by the surprisingly outstanding performance of the Filipino booters in the semifinals of the AFF Suzuki Cup. They won over the reigning champions, the Vietnamese. They also gave a good fight to the Indonesians who come from a country where there is a national passion for soccer. MVP reminded all and sundry that football is "the greatest spectator sport in the world and we have to be up there in the map of the world and we are not there at all, except this time with the team having done well in Vietnam and Indonesia."

As famous sports commentator Ronnie Nathanielsz wrote in the Manila Bulletin (December 23, 2010), MVP could not have picked a better time to rally for football's cause. The seemingly eternal intramurals among officials of the Philippine Football Association stopped when the International Football Federation (Fifa) ended the leadership dispute by recognizing Mariano Araneta as President in lieu of Jose Mari Martinez. In a recent meeting in Qatar, officials of Fifa expressed their strong support for Mr. Araneta and company. I have personal knowledge of the fact that Fifa would be willing to help the Philippines put up a stadium somewhere in Manila if we can sort out our football politics. As Mr. Nathanielsz reported, Araneta himself said "it's time to move forward and capitalize on the momentum brought by the Azkals." He said his first priority will be "to prepare the team for the Challenge Cup this February." Mr. Araneta also expressed his full support for team manager Dan Palami.

MVP has made it clear that he cannot do it alone: "I hope other corporations, other individuals will support football and I hope the country does as well along with our people." I am sure there are a good number of football enthusiasts in the business community who will respond to the call of MVP. I know a few of them: Fred Uytengsu Jr., President of Alaska Milk Corporation that has been sponsoring the Alaska Cup for the youth for several years now; Hyundai Corporation that also sponsors nationwide tournaments; Danny Moran, one of the founders of Red Ribbon and national team player in the past. I am sure there are others. What is important is that MVP and the other business executives interested in the long-term development of Philippine soccer should get together with the officials of the Philippine Football Federation to prepare a strategic plan for the next ten years. There are no short cuts to developing a national sport.

In the short run, the national team may be bolstered by imports from abroad like the Younghusband brothers and the goalkeeper Neil Etheridge. There is no substitute, however, to a long-term talent development plan that can be patterned after the famous La Masia school that has brought FC Barcelona (Barca) to the top of world's football. I know I am partly dreaming because such a system requires a lot of financing. But we can start with what we have. First let me explain what La Masia is in Barcelona. It is a training camp put up by the Football Club of Barcelona that takes in boys as early as nine years old. In a business case developed by Professor Pablo Cardona of the IESE Business School, the school is described in great detail. The Financial Times carried an article by Professor Cardona last January 13, 2011. Let me quote from the FT article: "La Masia has been home to more than 500 players over three decades, as both a training academy and boarding house. The original aim of the school was to develop successful football players. It sought out players who were talented, but also had the drive to win and the ability to work as part of a team. Personal development and athletic performance are made inseparable in the lives of young players...Young players are expected to adopt the team's fast-paced style of play early on. This means they will be able to integrate quickly when the big moment arrives and they join the starting team...La Masia's renown for instilling strong personal values in young players has played a vital role in the school's success. It has also helped convince many parents to let their children join the club, even though the chances of becoming a member of Barcelona's first team are slim."

FC Barcelona has helped put up similar schools in Mexico, Argentina and other Latin American countries. It is not overly ambitious to ask FC Barcelona to do the same thing in the Philippines, either directly or through the Spanish embassy that may have grants for soccer development. I know for a fact that Congressman Charlie Cojuangco has gotten help from another famous Spanish soccer club--the one in Sevilla-- to help train Filipino youth in soccer in Negros Oriental. The important thing is to start somewhere and somehow. My preference is to put up such a school in the city that is the soccer center of the Philippines--Iloilo City, where the costs of living are lower and where there are less distractions for the youth than Manila. One of the most famous players of FC Barcelona was Paulino Alcantara whose mother hailed from Iloilo. In fact, I already have in mind a small school which can be the seed of our version of La Masia. This is called Westbridge High School in Iloilo City. The school has a football team that has beaten all the high school teams in Iloilo City. This is quite a feat in a city where there is a passion for football.

Only through a systematic talent development program can we hope to ever send a Philippine team to the World Cup. I think some of our football officials got carried away by their enthusiasm after the Suzuki Cup victory. Some dared to mention that we may be able to qualify soon for the World Cup. This prompted a cynical remark from a long-time Spanish resident, who played for the famous Real Madrid in his younger days and who has been coaching soccer teams in Manila. I did agree with his cynicism: "Not in our lifetime." It may take decades before we will be ready for the big league. But, as I told him, the journey of a thousand miles starts with the first step. So let us start that version of La Masia somewhere in Iloilo and with Westbridge as a possible cooperating school. For comments, my email address is bvillegas@uap.edu.ph.

ILOILO City Mayor Jed Patrick Mabilog admitted that the new seven-storey City Hall building currently being constructed at its old site fronting Plaza Libertad has no setback area.

Mabilog said the City Council passed a resolution in 2009 allowing no setback area for the new City Hall since the building will be constructed with seven storeys in more than 1,000 square meters lot.

The mayor is reacting to criticisms that the new building to house all City Government offices is violating existing rules of the National Building Code regarding the need for a setback area and a parking lot.

The parking lot is also being eyed at the property of nearby Ker and Co., which the city is planning to buy at P35 million. The amount is included in the second loan of P260 million from Land Bank of the Philippines.

City Government vehicles can also use the side street behind the City Hall as parking area, including those vehicles of visitors, the mayor said.

Mabilog is reacting to criticisms of the United Architects of the Philippines (UAP) Hamili chapter, which said violations of the building code and discrepancies in the construction of the new City Hall.

The UAP has bid out as contractor of the new City Hall but it lost to winning bidder FF Cruz.

If they really wanted to build the new building, they could have lowered their bidding price, Mabilog said.

Both cannot accept the FACT that they cannot get something they WANT. The former, a brilliant lawyer that was not appointed in MIWD, the latter, lost bigtime in the New Iloilo City Hall bidding (though I admit that the 'experts' behind UAP Hamili are also great if not topnotch architects when it comes to designing buildings)

Nag bid gali ang UAP Hamili sa city hall. All bidders were issued the same bid documents and for sure, bal an nila kon ano ang scope sang gina pa bid. Kay napierde sila sa bidding, hambalon nila nga over price. Nga dako ba sa wining bid nga 365M sang FF Cruz ang bid nila. It does'nt make sense..
Regarding sa bag o nga additions, Over Over kuno. Lagtok nga paminsaron. Hindi puede yung "puede na". Dapat , we must think of world class... Hayy..... Anyway this project must open by August 25....

I just want to ask a question. What do you think is the quality of Iloilo City (or Iloilo in general) that you can market to the Philippines in terms of tourism? What separates it from the other place?

A comprehensive Direction Signs for Iloilo City is deemed lacking.

Being the regional center of Western Visayas and a city of festivals it is expected that there are a lot of non-locals who will be coming to the city. It is only apt that city will provide them with Direction Signs. It shows courtesy and that we value them. Isn't it exasperating when you don't know which goes where?

My suggestion is we come up a comprehensive and informative direction sign within the city.

Here's of an example of what I have in mind. Such sign is helpful to both drivers and commuters.

A direction sign should at least show, if possible:
1. police station
2. fire station
3. hospital
4. points of interest
5. location
6. possible destinations
7. malls/commercial center/town center
8. transport terminal

Also, I hope more gantries are built for road signs.

= di blah ang PPP is working well in Iloilo? May be the city should initiate the move to bury these cables. Strategies nga himuon?
1. call all companies using the posts - with cables, for a meeting, of course agenda is about those cables.
2. discuss the objectives / plan of the city to beautify / clean the city of those ugly cables;
3. solicit their solutions if they have; if none, then give recommendations;
4. have them make their plans - in black and white / nakasulat dapat sa papel - with timelines
5. get everyone's commitments (to remove those cables / bury those posts & cables); make them sign in their commitments;
6. monitor according to their plans / timelines and make kulit once in a while.

note: there should be a designated office to do these activities.

Nabakal na ang swamp lands sa tupad sang Prime Estates. Ila man gyapon. So gai dugay ma expand na ina sila. Kaso ang ila commercial lots damo ga back out nga buyers kay may extra tax daw i don't really understand pero something about tax amo na hina ila sales. Pero ang residential, puno na as of the latest update.

Zarraga, Iloilo officials prioritize production of catfish

ILOILO CITY, April 28 (PNA) - The fourth class municipality of Zarraga, Iloilo will increase its financial support to the backyard hatchery of catfish locally known as “pantat” or “African hito,” which is one of its major industries.

Mayor Gregorio Brazas said P1 million was allocated to support the catfish production and ensure the sustainability of this livelihood program this year.

He added that apart from backyard hatchery, some fishpond operators are also being financed by the town, which supplies feeds and fingerlings.

Currently, there are about 200 fishermen engaged in the backyard industry which produces 50 metric tons of catfish annually. The product is being sold at P100 per kilo.

Aside from enhancing family income, Brazas said this catfish production has also contributed to the town’s gross income.

Further, it boosted the town’s tourist industry as he admitted that there were lots of tourists both local and foreign who had visited their town to see and taste their cultured catfish.

The town’s Pantat Festival was an offshoot of its successful catfish industry. Its tribe, "Tribu Pantat" was declared first runner up during the recent Aliwan Fiesta held in Manila weeks ago.

Meanwhile, the local chief executive is encouraging investors to visit their town and invest in its catfish industry and farming of agricultural products such as vegetables, watermelon, and root crops and among others.

Kite-flying competition to add color to local festival of Iloilo town

ILOILO CITY, April 29 (PNA) -– Multi-colored kites in various sizes will fly over the skies of Barangay Trapiche, Oton this weekend as one of the highlights of the municipality of Oton’s Katagman Festival.

"Katagman" used to be the seat of the oldest town in Panay Island, currently named as Barangay San Antonio.

The competition dubbed as “Borador sa Katagman" is one of the events lined up for the festival in celebration of the town’s 439th founding anniversary.

Ami Rodrigo, in-charge of the competition said that they are looking forward to not less than 50 participants from various local government units in Iloilo and Guimaras.

There was even a time in the past six years when some 80 kites flew simultaneously over the skies of Trapiche.

Bombette G. Marin, officer-in-charge of the Iloilo provincial tourism office said that the kite-flying competition has “staged a colorful and exciting twist to the annual festival celebration.”

“Their objective is to revitalize Ogtonganons’ love for indigenous activities, which has been part of their culture however seemed virtually unknown among the youth nowadays. The activity encourages one to go out and enjoy nature,” Marin said.

Marin added that the kites range from the “traditional bamboo and paper type to modern ones made of light plastic and fabric; to gigantic novelty and three-dimensional kites.”

“Kite flying combines the study of science, art, and culture. It investigates cultural importance of kites around the world and the development of flight. It teaches us how to retell kite legends and stories from various cultures,” he underscored.

Panay Island’s oldest town celebrates 439th foundation year

ILOILO CITY, April 29 (PNA) – The municipality of Oton is celebrating its 439th foundation anniversary with the staging of the six-day "Katagman Festival" that kicked off Thursday.

The municipality of Oton, some 10.6 kilometers south of this city, is the oldest town in Panay Island.

Oton tourism officer Irene Otero said that Katagman, which is currently Barangay San Antonio, used to be the seat of government in the 13th century.

It is near the Batiano River, which also served as the center of commerce and trade between Chinese traders and the local folks.

The Katagman Festival, now on its 10th year, kicked-off with the agri-fair, garden show, plant sale and showcase of the town’s One Town-One Product (OTOP). An exhibit of various memorabilia depicting the history of the municipality dubbed as “Memorabilias de Alcaldes” added interest to the celebration.

On Friday, "Laro ng Lahi" was held followed by the search for Ginoong Erpat and Ginang Ermat in the evening.

Other events include the fun run, airsoft competition, fishing tournament, exhibition of remote controls, "Borador sa Katagman," awarding of Outstanding Ogtonganons and Young Achievers, Porma Baras, motorboat race and on-the-spot painting contest.

For projects, I would start with what is the most feasible and doable. My priorities would be:
1. removing filthy structures and cleanliness - electrical cables, ugly structures, etc., cleanliness along sidewalks in both downtown area and districts
2. repainting old buildings in the downtown core -
3. improving / replacing street signs -
4. streetlights / traffic lights - replacement / installation
5. inventory / improving heritage buildings / possible declaration of Iloilo City as heritage city

What have to be done:
1. mobilize bgay chairpersons - regardless of political affiliation, it's not politics that will worked for after all
2. encourage/ solicit participation of private, social, and religious sector - again politics is not the issue here but making the city a more liveable place.
3. conduct a workshop involving all sectors, including the bgays. - determine their priority projects
4. establish a timeline for all the projects and appoint an office to do the function especially on monitoring / evaluation of accomplishment.
5. monitoring and evaluation of projects/ activities
6. provide feedback - whichever means like a forum / or holding again another workshop to improve activities that were done.

BANTAY Suba has launched ‘Sinadya sa Suba’ as an environmental initiative in coordination with the city government of Iloilo.

It aims to jumpstart efforts to rehabilitate the Iloilo River by way heightening the Ilonggos environmental awareness, particularly riverside residents.

Brgy. Capt. Jolly Penales, executive director of Bantay Suba, said the Iloilo River has become cleaner through the campaign of Bantay Suba.

He explains that ‘Sinadya sa Suba’ aims to persuade residents of Iloilo to voluntarily participate in the rehabilitation of the Iloilo River.

Events for Sinadya sa Suba are slated on May 20-21 tentatively set at the stretch from the Quirino Lopez Bridge to the Carpenter’s Bridge.

Events include ‘Tipon Basura’, a mass mobilization for garbage collection and disposal. It is a two-hour event from the stretch of Treñas Boulevard to Quirino-Lopez Bridge with participants on-board a balsa.

Another event is ‘Waswas Pamunit’, an inland fishing competition in partnership with Panay Anglers and other fishing organizations. The venue of the event is the stretch of Forbes Bridge down to Quirino Lopez Bridge.

Evening activities are ‘Konsyerto sa Suba’, an environmental concert and food festival either the promenade in Brgy. Rizal, LaPaz or in Treñas Blvd.

THE Office of the City Mayor has released a briefer for investors that will serve as guide for economic ventures in Iloilo City.

Mayor Jed Patrick E. Mabilog commissioned the publication of the material to be distributed during the city’s planned business summit, and in his economic trips and trade missions abroad.

Select potential investors who come to the city are given copies.

The briefer shows Iloilo City as “open for business”, presenting a definitive perspective of all available business and trade opportunities.

It includes essential information on starting a business and encourages potential investors to invest here.

It also props up the city’s claim as the country’s investment destination.

“This will not only serve as an indispensable guide for investors, but also as an indicator of our people’s accomplishments in pushing Iloilo City forward to socio-economic stability despite the current uncertainties in the world,” Mabilog said.

The publication was a result of a public-private partnership that is well-ingrained in the city, he added.

Contained in the briefer are fast facts about Iloilo City; infrastructure and facilities; transportation and communication facilities; priority investment areas; investment opportunities; business environment; business permit processing and incentives; and cost of doing business. i voted for Japan, im quite impressed by their work and also with their work ethics, pag hambal sang hapon nga 3 moths tapos na, barring red tape in 3 moths tapos gid. Also in terms of technical support, mas easyt o souce out ang Japan, due to proximity to our country. Kung Europe layu and it would take time to request the vendors to come in country and fix things just in case.

Tour guide chastises garbage dump tour

“WHY are you bringing tourists to see the Calajunan dumpsite!”

This was the lamentations of Mario Lazarito, former tourism officer of Concepcion town and a freelance tour guide, on the city’s existing ordinance that bans tour buses.

Lazarito is set to facilitate the arrival of 40 students of Singapore Management University (SMU) on May 1 for a 20-day project site in northern Iloilo as part of the Youth Expedition Program of the Republic of Singapore.

“Upon arrival, the SMU Project Coordination Office arranged a half day heritage tour of Iloilo City to showcase its rich history and culture,” Lazarito said.

Lazarito appealed to Mayor Jed Patrick Mabilog to give a special permit for a tour bus carrying the Singaporean students to enter the major streets of the city. This includes Jaro district, Molo district, and the downtown area, wherein remnants of heritage structures that dates back to the Spanish colonial period still exist.

Under the perimeter boundary ordinance (PBO) authored by then city Councilor Erwin Plagata, tour buses are only restricted within the boundaries of transportation terminals. If they have to go within the city limits, they are made to take alternative routes like in Calajunan in Mandurriao district and Tanza in Molo district.

“How do you sell the city when you let them see the dumpsite?” Lazarito noted.

Lazarito urged the city government to amend the existing city ordinance as it adversely affects the image of Iloilo.

He explained that foreign tourists may not only come here to visit, but may look into Iloilo as a possible business site.

“Instead of luring investors, they are showing the ugly side of the city,” Lazarito lamented.

In his appeal letter, Lazarito appealed to be given a permit to pass along the streets of E. Lopez, Iznart, J.M. Basa, Gen. Hughes, Ledesma, Gen. Luna, M.H. del Pilar, Benigno Aquino Avenue, and Bonifacio Drive.

The issue of the banning of tour buses in Iloilo City was addressed in a two-day consultative meeting by both the provincial and city government.

The Mabilog administration has earlier pronounced that it will be open to suggestions in crafting a better guideline

Also, Iloilo City tourism officer Ben Jimena has previously noted that the city has failed to land in the country’s top 10 tourist destinations and cited the PBO as one of the problems

Zarraga, Iloilo officials prioritize production of catfish

ILOILO CITY, April 28 (PNA) - The fourth class municipality of Zarraga, Iloilo will increase its financial support to the backyard hatchery of catfish locally known as “pantat” or “African hito,” which is one of its major industries.

Mayor Gregorio Brazas said P1 million was allocated to support the catfish production and ensure the sustainability of this livelihood program this year.

He added that apart from backyard hatchery, some fishpond operators are also being financed by the town, which supplies feeds and fingerlings.

Currently, there are about 200 fishermen engaged in the backyard industry which produces 50 metric tons of catfish annually. The product is being sold at P100 per kilo.

Aside from enhancing family income, Brazas said this catfish production has also contributed to the town’s gross income.

Further, it boosted the town’s tourist industry as he admitted that there were lots of tourists both local and foreign who had visited their town to see and taste their cultured catfish.

The town’s Pantat Festival was an offshoot of its successful catfish industry. Its tribe, "Tribu Pantat" was declared first runner up during the recent Aliwan Fiesta held in Manila weeks ago.

Meanwhile, the local chief executive is encouraging investors to visit their town and invest in its catfish industry and farming of agricultural products such as vegetables, watermelon, and root crops and among others.

Iloilo City offers guide for investors


THE Office of the City Mayor has released a briefer for investors that will serve as guide for economic ventures in Iloilo City.

Mayor Jed Patrick E. Mabilog commissioned the publication of the material to be distributed during the city’s planned business summit, and in his economic trips and trade missions abroad.

Select potential investors who come to the city are given copies.

The briefer shows Iloilo City as “open for business”, presenting a definitive perspective of all available business and trade opportunities.

It includes essential information on starting a business and encourages potential investors to invest here.

It also props up the city’s claim as the country’s investment destination.

“This will not only serve as an indispensable guide for investors, but also as an indicator of our people’s accomplishments in pushing Iloilo City forward to socio-economic stability despite the current uncertainties in the world,” Mabilog said.

The publication was a result of a public-private partnership that is well-ingrained in the city, he added.

Contained in the briefer are fast facts about Iloilo City; infrastructure and facilities; transportation and communication facilities; priority investment areas; investment opportunities; business environment; business permit processing and incentives; and cost of doing business. Tour guide chastises garbage dump tour

“WHY are you bringing tourists to see the Calajunan dumpsite!”

This was the lamentations of Mario Lazarito, former tourism officer of Concepcion town and a freelance tour guide, on the city’s existing ordinance that bans tour buses.

Lazarito is set to facilitate the arrival of 40 students of Singapore Management University (SMU) on May 1 for a 20-day project site in northern Iloilo as part of the Youth Expedition Program of the Republic of Singapore.

“Upon arrival, the SMU Project Coordination Office arranged a half day heritage tour of Iloilo City to showcase its rich history and culture,” Lazarito said.

Lazarito appealed to Mayor Jed Patrick Mabilog to give a special permit for a tour bus carrying the Singaporean students to enter the major streets of the city. This includes Jaro district, Molo district, and the downtown area, wherein remnants of heritage structures that dates back to the Spanish colonial period still exist.

Under the perimeter boundary ordinance (PBO) authored by then city Councilor Erwin Plagata, tour buses are only restricted within the boundaries of transportation terminals. If they have to go within the city limits, they are made to take alternative routes like in Calajunan in Mandurriao district and Tanza in Molo district.

“How do you sell the city when you let them see the dumpsite?” Lazarito noted.

Lazarito urged the city government to amend the existing city ordinance as it adversely affects the image of Iloilo.

He explained that foreign tourists may not only come here to visit, but may look into Iloilo as a possible business site.

“Instead of luring investors, they are showing the ugly side of the city,” Lazarito lamented.

In his appeal letter, Lazarito appealed to be given a permit to pass along the streets of E. Lopez, Iznart, J.M. Basa, Gen. Hughes, Ledesma, Gen. Luna, M.H. del Pilar, Benigno Aquino Avenue, and Bonifacio Drive.

The issue of the banning of tour buses in Iloilo City was addressed in a two-day consultative meeting by both the provincial and city government.

The Mabilog administration has earlier pronounced that it will be open to suggestions in crafting a better guideline

Also, Iloilo City tourism officer Ben Jimena has previously noted that the city has failed to land in the country’s top 10 tourist destinations and cited the PBO as one of the problems

Tomorrow is May 1, I hope they can do something about this issue. While the intention of PBO is good, exemptions of Tour Buses will make this Ordinance effective in the long run and not counterproductive.

some suggestions:

1. Open our airports to international flights. More tourists, more income for the city and businesses, therefore more projects.
2. Revise the garbage collection system of the city. Disseminate the anti littering/cleanliness ordinances down to the barangay areas. If there’s an extra budget, we need to use the media, by making catchy/creative ads to disseminate these gov’t ordinances/policies to the public.
3. Simplify the BIR Business Permit processing. It would be much better if they can convince an accredited banks to put up a branch near BIR office for better facilitation. Right now processing is quite time/effort consuming since one need to go/run to the downtown area to deposit payments to accredited banks and then return again to BIR to continue processing . In short, right now, everything, from applying for business TIN and paying taxes is so inconvenient to applicants and taxpayers. By simplying the process in business application or whatever applications in the gov’t agencies, we are helping eradicate fixers and as well as lower level of corruptions.
4. Road Rehab,
5. Drainage rehab, most barangay roads right now have only single drainage. In the downtown areas alone a lot of drainage are non functional.
6. Augmentation of City’s income thru creation of parking lot with fee. Aside from augmenting gov’t income, this will create more jobs for the public since there would be a need of people to issue parking tickets to users.
7. Augmentation of City’s income thru leasing out gov’t idle lots to the private or business sectors.
8. More greeneries. Tree planting should be included in all sectors of our society. Schools, gov’t agencies, private companies, etc..should be obligated to do something to our environment. There should be a collective effort in protecting our environment.
9. Training and giving certificates/logo/incentives to taxi companies, drivers, restaurants, etc. or those who would join in the effort of the gov’t in attracting more tourists to the city and province. We should be vigilant in duplicating the scenario in Manila airports where there are lots of opportunistic drivers that turns off the tourists. Take note that they will be the first person to give impression to the tourists of our city so their role is very important so let’s not take this for granted. Train the drivers on how to deal with tourists who have different nationalities.
10. Barangay captains should be enjoined to the policies, programs, activities of the city. The public should be given a power to recall them once they are laggards/ non functional. The mayor should give them duties to report their accomplishments every week. If we can have a working mayor, it is not impossible to require this barangay captains to do as well.

I'd like to know, is asphalt truly better than concrete, overall? Asphalt absorbs plenty of heat from the sun and radiates this to the surrounding air to the detriment of pedestrians. Concrete on the other hand reflects much more heat back to the sky.

Iloilo City offers guide for investors


THE Office of the City Mayor has released a briefer for investors that will serve as guide for economic ventures in Iloilo City.

Mayor Jed Patrick E. Mabilog commissioned the publication of the material to be distributed during the city’s planned business summit, and in his economic trips and trade missions abroad.

Select potential investors who come to the city are given copies.

The briefer shows Iloilo City as “open for business”, presenting a definitive perspective of all available business and trade opportunities.

It includes essential information on starting a business and encourages potential investors to invest here.

It also props up the city’s claim as the country’s investment destination.

“This will not only serve as an indispensable guide for investors, but also as an indicator of our people’s accomplishments in pushing Iloilo City forward to socio-economic stability despite the current uncertainties in the world,” Mabilog said.

The publication was a result of a public-private partnership that is well-ingrained in the city, he added.

Contained in the briefer are fast facts about Iloilo City; infrastructure and facilities; transportation and communication facilities; priority investment areas; investment opportunities; business environment; business permit processing and incentives; and cost of doing business. This includes Jaro district, Molo district, and the downtown area, wherein remnants of heritage structures that dates back to the Spanish colonial period still exist.

Under the perimeter boundary ordinance (PBO) authored by then city Councilor Erwin Plagata, tour buses are only restricted within the boundaries of transportation terminals. If they have to go within the city limits, they are made to take alternative routes like in Calajunan in Mandurriao district and Tanza in Molo district.

“How do you sell the city when you let them see the dumpsite?” Lazarito noted.

Lazarito urged the city government to amend the existing city ordinance as it adversely affects the image of Iloilo.

He explained that foreign tourists may not only come here to visit, but may look into Iloilo as a possible business site.

“Instead of luring investors, they are showing the ugly side of the city,” Lazarito lamented.

In his appeal letter, Lazarito appealed to be given a permit to pass along the streets of E. Lopez, Iznart, J.M. Basa, Gen. Hughes, Ledesma, Gen. Luna, M.H. del Pilar, Benigno Aquino Avenue, and Bonifacio Drive.

The issue of the banning of tour buses in Iloilo City was addressed in a two-day consultative meeting by both the provincial and city government.

The Mabilog administration has earlier pronounced that it will be open to suggestions in crafting a better guideline

Also, Iloilo City tourism officer Ben Jimena has previously noted that the city has failed to land in the country’s top 10 tourist destinations and cited the PBO as one of the problems

Bilib ako sa iya kay naimplement nya ang PBO despite opposition from transport groups and Iloilo provincial towns...pero kadamu naman sa mga flaws nga prone to either corruption or hindering sang progreso sang banwa. It is such a stupid act to ban ALL buses, and that includes tourist vans and buses--and worse, they need permit just to get into the city's major thoroughfares! Headache man guid. If they have to go within the city limits, they are made to take alternative routes like in Calajunan in Mandurriao district and Tanza in Molo district.“How do you sell the city when you let them see the dumpsite?” Lazarito noted.

Lazarito urged the city government to amend the existing city ordinance as it adversely affects the image of Iloilo.

He explained that foreign tourists may not only come here to visit, but may look into Iloilo as a possible business site.

“Instead of luring investors, they are showing the ugly side of the city,” Lazarito lamented.

In his appeal letter, Lazarito appealed to be given a permit to pass along the streets of E. Lopez, Iznart, J.M. Basa, Gen. Hughes, Ledesma, Gen. Luna, M.H. del Pilar, Benigno Aquino Avenue, and Bonifacio Drive.

The issue of the banning of tour buses in Iloilo City was addressed in a two-day consultative meeting by both the provincial and city government.

The Mabilog administration has earlier pronounced that it will be open to suggestions in crafting a better guideline

honestly, it is really a stupid idea to ban tourists vans/buses to the city. someone has to do the wiping of that plagata's a**:bash:

maybe the ordinance was a bit draconian, that tour buses which are not that many i think was included on the ban. A tweak is in order to accomodate them, but the PBO should not be abolished. As a motorist i experienced the benefit of limiting provincial transportation entering the city, the congestion eased and your day could be more productive. In a sense the ordinance can be revisited but in no way should it be scrapped.

HONESTLY there's more to that than just the PBO. Even with all the heritage structures we have in the city it still pales with what other places can offer IMO.

Bilib ako sa iya kay naimplement nya ang PBO despite opposition from transport groups and Iloilo provincial towns...pero kadamu naman sa mga flaws nga prone to either corruption or hindering sang progreso sang banwa. It is such a stupid act to ban ALL buses, and that includes tourist vans and buses--and worse, they need permit just to get into the city's major thoroughfares! Headache man guid. yeah i'm not suggesting also to scrap that pbo just remove that section banning tourist vans/buses in the city please. heck, some cities even have free tours/transpo for city tours, ours we ban them, what a brilliant idea!!! :lol::bash:

Recommendations/suggestions for Iloilo city:
1. Relocate the squatters along villa beach (for safety - tsunami avoidance - and common good reasons) and transfer them to somewhere safe and accessible to commerce.

a.Once relocated, the highway along villa beach should be widened by about two lanes in each way, all the way to Oton, in order to serve as an alternative route. Grabe daan traffic sa current highway esp. during morning and afternoon rush hours.

b.Squatters above mentioned should be housed in a rent-free tenement apartment complex, similar to Rommel Ynion's initiative, but only bigger and taller - like those in hongkong - in order to save on land area, which can be utilized for commercial uses.

2. Push for the expansion of the airport to accommodate more passengers, since data has shown that it is now operating at near max capacity. Alongside this, lobby or push for international flights to be directed to the iloilo airport.

3. Fund, or start the initiatve for a bridge that would span Panay-Guimaras-Negros Island. This will really increase trade and investments among the three islands.

4. Help in the funding, or push for the revival of the trans-panay railways that will also include the kalibo international airport and iloilo airport along its route. The trains must not only have capacities for passengers, but also for high volume cargo as well, like machineries, livestock, agricultural produce and manufacturing products.

5. Introduce a counterpart bill in the senate which would convert the WVCST into a full fledged state University focusing on engineering, science and technology, we badly need it, to be named as the Metropolitan Iloilo Institute of Science and Technology, which shall be complementary to the graduates of the Phil. Sci. High School in Jaro. Currently, Trenas has such a bill in the House of Representatives.

6. To acquire idle lands in or around the city, in order to be donated to other manila based educational institutions like UST, FEU, San Beda, Lyceum, etc. in order for iloilo city to attract more investments from the BPO sector.

7. To transfer the capital of Iloilo province from iloilo city mismo, to the municipality of calinog - para man na mag develop na ang interior na kabanwahanan and to decongest iloilo city's traffic volume.

- Corollary to this, the railway lines should also pass calinog and that new roads and highways be constructed in order for all towns in iloilo province to have better access to calinog.

8. To remove the designation of iloilo city as the regional center of western visayas and instead, transfer it to the municipality of lambunao - para man na mag develop na ang interior na kabanwahanan and to decongest iloilo city's traffic volume and so that the provinces of antique, capiz and aklan will be more accessible to the national government's regional offices. For the provice of Neg. Occ, national government agencies must put up satellite offices in bacolod, so that no need na mag tabok-tabok, esp. since kung Lambunao na ang regional center, mas layo na ang byahe.

- Corollary to this, the railway lines should also pass lambunao and that new roads and highways be constructed in order for all provinces in panay island to have better access to Lambunao.

9. To support the bills of sens. Estrada and Defensor santiago which both seek to establish special economic zones in ajuy and oton, respectively.

THE Office of the City Mayor has released a briefer for investors that will serve as guide for economic ventures in Iloilo City.

Mayor Jed Patrick E. Mabilog commissioned the publication of the material to be distributed during the city’s planned business summit, and in his economic trips and trade missions abroad.

Select potential investors who come to the city are given copies.

The briefer shows Iloilo City as “open for business”, presenting a definitive perspective of all available business and trade opportunities.

It includes essential information on starting a business and encourages potential investors to invest here.

It also props up the city’s claim as the country’s investment destination.

“This will not only serve as an indispensable guide for investors, but also as an indicator of our people’s accomplishments in pushing Iloilo City forward to socio-economic stability despite the current uncertainties in the world,” Mabilog said.

The publication was a result of a public-private partnership that is well-ingrained in the city, he added.

Ang problema ang lokal naton, im refering to the provincial government, nga gina pangonahan sang aton gobernador Artur Defensor...waay nya ni makita nga advantage ini sa probinsya. Ang ginatawag nga AGRI tourism....pessimestic gani sya sa opening sang iloilo airport for international.:ohno: Eastern europe is famous for agritourism like lithuania, romania, etc.
Iloilo province can take advantage for this, being a highly diversified agricultural province...look what have done by camarines sur , villafuerte take and develop their advantages like in sport tourism.

Same for iloilo take our advantages.. agriculture!!!!

Ang problema ang lokal naton, im refering to the provincial government, nga gina pangonahan sang aton gobernador Artur Defensor...waay nya ni makita nga advantage ini sa probinsya. Ang ginatawag nga AGRI tourism....pessimestic gani sya sa opening sang iloilo airport for international.:ohno: Eastern europe is famous for agritourism like lithuania, romania, etc.
Iloilo province can take advantage for this, being a highly diversified agricultural province...look what have done by camarines sur , villafuerte take and develop their advantages like in sport tourism.

Same for iloilo take our advantages.. agriculture!!!!
