Paray indeed, but the description says "region." ;) And we couldn't deny the fact that in Iloilo's history, sugarcane played a vital role in the growth (and decline) of Iloilo City. Most of our old millionaires went rich because of it. We have to remember that the project of MW in Iloilo would incorporate Spanish to European and American colonial design and architecture. Its just that now that paray is the most important crop in the province.
And of course, other than paray, sugarcane is everywhere also in Iloilo, especially in Suague, Laglag and Jalaur River Flood plains.

Fort San Pedro
ONCE upon a not so distant past in Fort San Pedro, we enjoyed beautiful sunsets, relaxing afternoons with cold beer, and a panoramic view of the mysterious emerald island of Guimaras.
Evenings were spent in open spaces under starry, starry skies with fresh breeze gently blowing from the Guimaras Strait. Cold beer and hot chicken barbecue flowed freely with laughter and good conversation.
Fort San Pedro was then clean. It had a mixture of bucolic and urban ambiance. The streets were brightly lit.
Except for a few cases of criminal aberrations, Fort San Pedro was a place to go for relaxation. Families and students came in droves, lovers held hands and whispered sweet nothings. It was a paradise of sorts, and for many of us, a favorite watering hole.
But not anymore. The once beautiful Fort San Pedro is in a state of urban blight. It has become disheveled, rotten. Right before our eyes it mutated into something horrifying.
Here for instance are some vignettes we picked up from the internet. They are not ours but they might as well be:
“When I was small, I used to remember the whole family (and I mean the whole family — a throng of cousins, uncles and aunties, our yayas, even our dogs) going to this very relaxing and fun place. My father (tatay) would announce to the whole clan that we’re going to fort (‘pa-port ta’… I actually used to think it was called ‘Port’) and all of us would jump in excitement.”
Here’s another one: “I strongly advice tourists to avoid this Fort San Pedro. The surrounding area has been overrun by squatters. The Fort itself or any remnants of it no longer exists. What remains is just the collapsed breakwater. Not safe. On the once imposing structure now stands a seedy eatery. There is hardly any restroom facility and the place is generally filthy. Beware of bad elements (pickpockets, thieves, prostitutes and robbers) who live in the surrounding squatter area. On the bright side, the new city government will rehabilitate and try to restore the glory of the old Fort. Come back in two to five years.”
And another one: “Fort San Pedro played a significant role in the history of Iloilo. It represents the heritage of Ilonggos during the colonial period. It is a reminder of Iloilo’s beginnings and how events in time have changed and influenced the city and its people. A park has replaced the historic fort with a statue of Christ marking the spot where it once existed. Although the park used to be a favorite spot for watching the sunset, spending the night with friends and family, and eating inasal or chicken barbeque, it is currently in bad condition and is in dire need of rehabilitation.”
The three opinions mentioned here practically sums up the state of Fort San Pedro and how it has deteriorated into an eyesore, assuming the character of a pariah, something which must now be avoided.
To begin with, there was simply no city government initiative to arrest the growth of the stench and decay that was slowly creeping in at its early stage.
If political leaders had foresight and imagination, urban blight could not have characterized Fort San Pedro. Our question is why this malignancy grew at Fort San Pedro at such speed. In whose term as mayor did the decay begin to fester?
And why was there no commission or committee to oversee the survival of Fort San Pedro when the handwriting on the wall was clearly seen, when there were indicators that one afternoon we would miss the beauty of the sunset because on the side rearing its ugly head were thousands of shacks and hovels emitting the odor of human excrement.
But it’s rather too late in the day to raise questions like these. We ask now, what initiatives are being done to address this problem. Fort San Pedro has metamorphosed into a complicated political and social issue which needs strong political will to resolve.
Iloilo City, to re-assert its position as the gem of cities in the south, must address a hundred issues, and one of these is the revival of Fort San Pedro. It is not only the birthright of the city to reclaim what it once had, where not a few hundred people enjoyed, but thousands of residents did.
And reviving and cleaning Fort San Pedro, most of all, will give us a sense of pride and history.
As other cities are reviving heritage areas and beautifying it, Iloilo City must do the same.
Why don’t we start with analyzing what can be done, maybe form an inter-agency commission (private and government) to address the issue?
For it appears that political leadership has not done anything, nothing at all even just to take a glimpse of how Fort San Pedro is – a festering wound in the heart of this once majestic city.
We are left with two options: to address the problem head-on with ingenuity, resolve and foresight, envisioning a clean, safe people’s park, or leave it as it is -- unsafe, a haven of prostitutes and drug pushers, dirty, smelly, and a monument to moral decay./PN

One thing I like about ILO airport is it's airy design. Last April on my flight back to MNL the pre-departure area was able to accommodate all passengers for the 5 flights (all utilizing A320) that evening due to 2 delayed flights of 5J. I took 2P. :D

Precisely pre. Sarcasm aside, I'm pretty sure that if the richmonde hotel group finds it feasible to do business in our city, I'm pretty sure that they will keep on coming back in our region to replicate the success they have found here. I'm pretty sure they'll take a look on other sites, perhaps put up a resort in boracay and guimaras, and maybe, a hotel of a similar type in bacolod. All in all, potential sites in WV are probably four. =)

This has happened in Canada. People from the eastern side of the country (Totonto, Montreal, Nova Scotia, etc.) came /migrated to western side (Alberta, British Colombia, cities of Edmonton, Calgary, Vancouver) particularly to Calgary because of so many opportunities. So, people from Calgary started to complain because they were losing job to other Canadians (from other provinces). But nothing was done about it because they were all citizens of the country. What happened instead was for Alberta (the province where Calgary belongs) to close / limit its doors to foreign workers but not of course to fellow Canadians.

You got that right. My batchmates in highschool reflect that opinion of yours. about 70% of them are based here in WV, specifically iloilo and bacolod (and one in boracay). 20% are based abroad while 8% are in manila and 2% are scattered in other parts of the philippines.

vacancies are filled by qualifications, mabackfire man gyapon sa aton, what the city should do is anticipate the city going global. encourage the populace to prepare for the obvious.. set the schools to use the english language as a norm inside campuses. more on the job training programs, put on emphasis on improving skill sets..the potential is there, we should exhaust it on the maximum..

Yes, you are correct! But in some ways you know, it can also bring benefit to the city/province through the expenses in their day to day living and even on the transport system. There's also an economic return / benefit to the city, province and Panay as a whole.
What happens now because of the many applicants is "choose the best" and usually one of the qualifiers is "must be a resident of Iloilo or neighboring provinces."

For the first time in history, "lifestyle" diseases -- diabetes, heart disease, and some cancers -- are killing more people than communicable diseases. And treating these entirely preventable illnesses costs more than one-seventh of the U.S. GDP.
So it stands to reason that simply preventing these diseases could save the US health care system around one trillion dollars a year!
How do we prevent them?
By putting an end to this insane over-consumption of sugar.
A recent New York Times opinion piece discussed the dramatic health care savings promised by healthier lifestyle habits and diet:
"The many numbers all point in the same direction. Look at heart disease: The INTERHEART study of 30,000 men and women in 52 countries showed that at least 90 percent of heart disease is lifestyle related; a European study of more than 23,000 Germans showed that people with healthier lifestyles had an 81 percent lower risk.
And yes, we definitely know that people will buy anything that's marketed well. Unfortunately, our current food industry doesn't support a switch to whole, healthy foods. The food industry simply will not change without a fierce fight. Processed foods are HUGE business with great profit margins.
They have NO incentive whatsoever to switch to selling and marketing whole foods—unless the market absolutely demands it… I believe the current situation can change, but only if enough people understand the simple truths of healthy eating and refuse to buy sugar-laden processed foods.Dr. David Ludwig, a Harvard-affiliated pediatrician, recently wrote a commentary in JAMA , offering concrete suggestions to turn this disease-producing diet trend around, such as:
Restructuring subsidies
Regulating the marketing of food to children
Adequately funding school lunch programs
Using existing and future technologies to allow the food industry to retain profits while producing more healthful products
Those are all good suggestions, but while politicians debate and search for their moral compasses, I suggest you do your own homework and change your own diet. At least that way you won't be part of these sad disease statistics.
The Primary Reason Why Sugar is Such a Pernicious Toxin
Many conventional diet "experts" have strongly disagreed with Dr. Lustig. They contend that sugar in fruits and table sugar in moderation is just fine and part of a normal "healthy" diet. Well let me make it crystal clear that I could not disagree more strongly with that position.
What they completely fail to appreciate is the obvious fact that should be hitting EVERY expert on the head. Fructose is the NUMBER ONE source of calories in the US. It is beyond shocking that these supposedly intelligent "experts" fail to appreciate that, especially in light of the very carefully elucidated biochemistry that Dr. Lustig reviews.
The central issue is that fructose is so cheap it is used in virtually all processed foods. If one were able to assiduously keep their total grams of fructose to below 25 per day then it would not be an issue. But the key here is that while that is theoretically possible, precious few people are doing that.
Remember the average person is consuming 1/3 of a pound of sugar EVERY DAY which is five ounces or 150 grams, half of which is sugar, or 300 percent more than the amount that will trigger biochemical havoc. Remember that is the AVERAGE; many consume more than twice that amount.
The moment I first saw Dr. Lustig's presentation nearly two years ago, I knew he was right. I consider this NY Times article a true landmark story that comes out only once every few years. It has given me the foundation and courage to come out even stronger on this issue and you will see that position emphasized in all future newsletters.
I am going to be relentless about WARNING people about this danger in just about every article on weight, cancer, heart disease or diabetes. You might get tired of it but you have to be a beacon of light to your friends and family and let them know so they can change their eating habit and avoid this toxin.
Abnormally High Sugar Consumption Fuels Disease Rates
It's important to realize that when we talk about "sugar," ALL sugars are included. So when you're evaluating your sugar consumption, you can't stop counting once you've accounted for the number of spoons of table sugar you've added to foods and beverages. You must also include all other types of sweeteners, such as corn-based sweeteners like high fructose corn syrup (HFCS), honey, and agave.
As you probably know, obesity and diabetes rates have dramatically increased in the past 30 years. These increases dovetail nicely with a profound increase in sugar/fructose consumption with the advent of inexpensive HFCS, which is now found in virtually ALL processed foods. The prevalence of added HFCS in foods and beverages is now so great that the single largest source of calories for Americans comes from fructose.
It's loaded into your soft drinks, fruit juices, sports drinks, and hidden in most processed foods—from bologna to pretzels to Worcestershire sauce to cheese spread. Even most infant formulas contain the sugar equivalent of one can of Coca-Cola!
To put the US sugar consumption into further perspective, based on USDA estimates the average American consumes 12 teaspoons of sugar a day, which equates to about TWO TONS of sugar during their lifetime. Think about that...

Is it any wonder then that the United States is the fattest of 33 countries, with a whopping 70 percent of Americans crowding into the overweight category, according to a report by the Organization for Economic Co-Operation and Development (OECD) issued last year?
No, there can be no doubt whatsoever that this is a direct result of excessive sugar consumption, and the fact that this sugar-rich diet also fuels a number of deadly diseases is another no-brainer. Yet conventional medicine keeps ignoring the basics, seeking to find magic solutions in the form of a pill...
Do yourself and your family a huge favor, and educate yourself on the health effects of sugar instead, because the truth is, simply making this ONE lifestyle change—drastically reducing your sugar consumption—is the "miracle cure" everyone is seeking!
Do You have Any Idea How Much Sugar You Consume Every Day?
It's interesting to note that we've long acknowledged that the Western diet is associated with increased rates of obesity, diabetes, heart disease, hypertension, and cancer. Yet the conventional paradigm is extremely reluctant to accept that it is the sugar content of this diet that is the primary culprit! Doctors and health officials alike are still trying to make you think that you can have your cake and eat it too, as long as it's in moderation.
Well, that's the whole point. If you eat a diet consisting primarily of processed foods, moderation immediately goes out the window!
Cutting out a few desserts will barely make a dent if you're eating a "standard American diet"—in fact, I've previously written about how various foods and beverages contain far more sugar than a glazed doughnut. Take Vitamin Water, for example. One 20 oz bottle contains 33 grams of sugar, which equates to THREE Krispy Kreme original glazed doughnuts! Another common lunch staple for many kids is Oscar Mayer Lunchables, but just one box of crackers with processed turkey and American cheese contains 36 grams of sugar.
It's like sending them off to school with three-and-a-half doughnuts...
Unfortunately, the Institute of Medicine (IOM) still has not been able to come up with any sort of guidelines on sugar consumption. They acknowledge that there's plenty of research incriminating sugar in increasing disease rates, but have yet to nail down any recommendations for upper limits.
However, if you look at historical data, back in the 1700's, the average person consumed a mere 4 pounds of sugar per year. By the 1800's it had increased to about 18 pounds a year. The primary difference is that they didn't have processed foods back then, so you didn't get 36 grams of added HFCS in your cracker and cheese lunch...
Hence, the answer the sugar over-consumption dilemma should be obvious, but I'll spell it out anyway: Return to a diet of natural, whole foods and avoid all processed foods and sweetened beverages!
How Sugar Turns to Fat and Destroys Your Health
We now know that fructose elevates uric acid, which decreases nitric oxide, raises angiotensin, and causes your smooth muscle cells to contract, thereby raising your blood pressure and potentially damaging your kidneys. Increased uric acid also leads to chronic, low-level inflammation, which has far-reaching consequences for your health.
For example, chronically inflamed blood vessels lead to heart attacks and strokes; also, a good deal of evidence exists that some cancers are caused by chronic inflammation.
There are more than 3,500 articles to date showing a strong relationship between uric acid and obesity, heart disease, hypertension, stroke, kidney disease, and other conditions. In fact, a number of studies have confirmed that people with elevated serum uric acid are at risk for high blood pressure, even if they otherwise appear to be perfectly healthy.
Uric acid levels among Americans have risen significantly since the early half of the 20th Century. In the 1920s, average uric acid levels were about 3.5 ml/dl. By 1980, average uric acid levels had climbed into the range of 6.0 to 6.5 ml/dl and are probably much higher now. When your uric acid level exceeds about 5.5 mg per dl, you have an increased risk for a host of diseases, including:
Hypertension
Kidney disease
Insulin resistance, obesity, and diabetes
Fatty liver
Elevated triglycerides, elevated LDL, and cardiovascular disease
For pregnant women, even preeclampsia
This is exactly why I am so passionate about educating you about the dangers of sugar, particularly fructose! I am thoroughly convinced it's one of the leading causes of a great deal of needless suffering from poor health and premature death.
Additionally, sugar/fructose:
Leads to insulin resistance, which is not only an underlying factor of type 2 diabetes and heart disease, but also many cancers. Researchers from the World Health Organization's International Agency for Research on Cancer have reported that those who are obese and/or diabetic are at greater risk of cancer.
Tricks your body into gaining weight by fooling your metabolism, as it turns off your body's appetite-control system. Fructose does not appropriately stimulate insulin, which in turn does not suppress ghrelin (the "hunger hormone") and doesn't stimulate leptin (the "satiety hormone"), which together result in your eating more and developing insulin resistance.
Fructose rapidly leads to weight gain and abdominal obesity ("beer belly"), decreased HDL, increased LDL, elevated triglycerides, elevated blood sugar, and high blood pressure—i.e., classic metabolic syndrome.
Fructose metabolism is very similar to ethanol metabolism, which has a multitude of toxic effects, including NAFLD (non-alcoholic fatty liver disease). It's alcohol without the buzz.
The Sugar/Cancer Connection
The factor that links obesity, diabetes, and cancer is insulin resistance.
According to Lewis Cantley, director of the Cancer Center at Beth Israel Deaconess Medical Center at Harvard Medical School, as much as 80 percent of all cancers are "driven by either mutations or environmental factors that work to enhance or mimic the effect of insulin on the incipient tumor cells," Gary Taubes reports, adding:
"As it was explained to me by Craig Thompson, who has done much of this research and is now president of Memorial Sloan-Kettering Cancer Center in New York, the cells of many human cancers come to depend on insulin to provide the fuel (blood sugar) and materials they need to grow and multiply. Insulin and insulin-like growth factor (and related growth factors) also provide the signal, in effect, to do it.
The more insulin, the better they do.
Some cancers develop mutations that serve the purpose of increasing the influence of insulin on the cell; others take advantage of the elevated insulin levels that are common to metabolic syndrome, obesity and type 2 diabetes.
Some do both.
Thompson believes that many pre-cancerous cells would never acquire the mutations that turn them into malignant tumors if they weren't being driven by insulin to take up more and more blood sugar and metabolize it."
Some cancer centers, such as the Cancer Centers of America, have fully embraced this knowledge and place their patients on strict low-sugar, low-grain diets. But conventional medicine in general has been woefully lax when it comes to highlighting the health dangers of this additive.
It's quite clear that if you want to avoid cancer, or are currently undergoing cancer treatment, you absolutely MUST avoid all forms of sugar!

I hope MIGEDC has placed proper planning and not lead to overrunning resources and overcrowding is a no-no.
IMO, for Iloilo, its better to stay as predominantly agricultural-service and light industrial than heavy ones.

Iloilo continues to get more investments
ILOILO, May 2 (PIA) -– Iloilo City continues to get more investments, particularly those involving public-private partnership (PPP) projects.
According to Iloilo City Congressman Jerry Trenas in a radio interview, “I am excited about this development as this will bring more jobs to Ilonggos.”
He cited the first of three buildings which Ayala is building at the Ayala Technohub, which is almost complete and the soon to groundbreak project of Megaworld on May 6, 2011. Trenas said Megaworld will be spending between 30 to 40 billion pesos for the development of the 54 hectare project.
According to reports, Super Max Rider International, a Korean firm is bent on putting up a theme park between the Megaworld area and SM City with 14 major rides.
To sustain investments in the City, which the National government under President Benigno S. Aquino is supporting, Trenas cited the need for the further improvement of the submarine cable bringing electricity to Panay, for additional standy power which is vital to industries.
Trenas said, he and the other leaders in Iloilo are also working for the improvement of water facilities by pushing for the inclusion of the Jalaur River Multi-Purpose Project II as a Public-Private Partnership project.
According to Trenas, both Secretaries Proceso Alcala of the Department of Agriculture and Cesar Purisima of the Department of Finance have already agreed to include it as a PPP project of government.
Earlier, it will be recalled, the Regional Development Council (RDC) endorsed the proposed Jalaur River Multi-Purpose Project II (JRMP II) worth P19.2.
With all these, Trenas said “the leaders of Iloilo are trying to see to it that Iloilo City will continue its path towards being a premier city by 2016.”

Paray indeed, but the description says "region." ;) And we couldn't deny the fact that in Iloilo's history, sugarcane played a vital role in the growth (and decline) of Iloilo City. Most of our old millionaires went rich because of it. We have to remember that the project of MW in Iloilo would incorporate Spanish to European and American colonial design and architecture. Its just that now that paray is the most important crop in the province.
And of course, other than paray, sugarcane is everywhere also in Iloilo, especially in Suague, Laglag and Jalaur River Flood plains.

With all due respect..Iloilo didn't learned its lessons early. It also fell prey to the crisis, although earlier in occurrence. It was the over dependence on sugarcane through trans-shipment that resulted the decline in Iloilo's economy in the 1950s. A lot over-relied on it, to the point of fighting for Muelle Loney.
As known, a sugar central in Barotac Nuevo fell prey on the sugar crisis, and so was Panay Railways--sans conspiracy theories. :D

the formed committee's next responsibitility comes in, find a philantropist, find a organization, find sponsors.. that will help.
in return, the commititee will give them a palque of appreciation, and the marker will bear their name and a program ceremony that all tri media(local print, tv, radio) will witness and report to the public.
the City could provide the manpower, damo di pintor sa syudad.
the materials, finance, will be shouldered by sponsors.
the committee could tap the architect's organization, UAP-PIA etc. the Civil Engr. org. the PICE. iloilo based Triple AAA contractors. real estate developers. biskan guro SSC- Iloilo pwede man nila ma tap, damo di overseas..hehehe,
they could request the BOYSEN, DAVIES, DUTCH BOY, for paints at a discount price or for free.. in return upod man sila sa marker...

Looks like we'll be raising the red flag for Ker and Company Building. According to the source, a few months ago, Mayor Jed is bent on keeping the said heritage structure as "Mayor's Mansion," similar to that of Malacañang's heritage houses. However, due to the criticisms today regarding the city hall has no parking lot, they may resort to acquiring the said structure and destroying the old building in process.

Iloilo continues to get more investments
ILOILO, May 2 (PIA) -– Iloilo City continues to get more investments, particularly those involving public-private partnership (PPP) projects.
According to Iloilo City Congressman Jerry Trenas in a radio interview, “I am excited about this development as this will bring more jobs to Ilonggos.”
He cited the first of three buildings which Ayala is building at the Ayala Technohub, which is almost complete and the soon to groundbreak project of Megaworld on May 6, 2011. Trenas said Megaworld will be spending between 30 to 40 billion pesos for the development of the 54 hectare project.
According to reports, Super Max Rider International, a Korean firm is bent on putting up a theme park between the Megaworld area and SM City with 14 major rides.
To sustain investments in the City, which the National government under President Benigno S. Aquino is supporting, Trenas cited the need for the further improvement of the submarine cable bringing electricity to Panay, for additional standy power which is vital to industries.
Trenas said, he and the other leaders in Iloilo are also working for the improvement of water facilities by pushing for the inclusion of the Jalaur River Multi-Purpose Project II as a Public-Private Partnership project.
According to Trenas, both Secretaries Proceso Alcala of the Department of Agriculture and Cesar Purisima of the Department of Finance have already agreed to include it as a PPP project of government.
Earlier, it will be recalled, the Regional Development Council (RDC) endorsed the proposed Jalaur River Multi-Purpose Project II (JRMP II) worth P19.2.
With all these, Trenas said “the leaders of Iloilo are trying to see to it that Iloilo City will continue its path towards being a premier city by 2016.”

Defensor's reaction came in the wake of negative responses coming from provincial inhabitants in Panay Island who fear that the passage of the ordinance could trigger mass layoffs.
In relation to the proposed ordinance by Nava, who practiced Law before turning to politics, insiders from the influential Iloilo Business Club said many store owners view the proposition unfavorably as majority in their employ are from the rural areas.

ILOILO CITY, May 2 (PNA) – The National Statistical Coordination Board (NSCB) has released the 2008 Good Governance Index (GGI) of municipalities and provinces of Western Visayas showing remarkable improvement of measures in good governance in three years.
The municipality of Malay in Aklan made it to the top among the most improved municipalities in the region for the measured results in 2005-2008.
Malay successfully improved its GGI from an index of 308.19 in 2005 to 538.29, posting a remarkable increase of 230.11. This ranked Malay first among the 117 municipalities in the region and 18th among the 1,493 municipalities in the country.
Interestingly, four municipalities in the region successfully retained their 2005 rank in the 2008 GGI, namely; Malay in Aklan; Pulupandan in Negros Occidental; and Pavia and Zarraga in Iloilo.
The rest of the municipalities either improved or dropped their 2005 ranks in the 2008 ranking, like Madalag in Aklan which rose from rank 7th in 2005 to 6th in 2008.
Three municipalities dropped their ranks, namely: Kalibo in Aklan, from 5th in 2005 to 7th in 2008; San Jose in Antique from 8th in 2005 to 9th in 2008; and Murcia in Negros Occidental from 9th in 2005 to 10th in 2008.
Across provinces, the NSCB good governance index showed Guimaras posting the highest GGI of 120.59 in 2008. It retained its rank 1 in 2008 with slight improvement of 6.66, from 113.93 in 2005 to 120.59 in 2008. Following are Aklan, Iloilo, Negros Occidental and Capiz with 116.73, 114.62, 112.49 and 112.11, respectively.
Antique had the lowest GGI in both 2005 and 2008 among the six provinces of Western Visayas. Guimaras ranked 38th among the 78 provinces of the country while Aklan ranked 44th, Iloilo 47th, Negros Occidental 51st and Capiz 52nd. Antique ranked 71st.
On the whole, the most improved provinces in terms of GGI are the provinces of Iloilo with 14.45; Aklan with 10.22 and Negros Occidental with 10.16, in that order.
GGI aims to come up with objective, comprehensive and comparable measures of good governance based on outcome indicators in order to guide policy makers and stakeholders in the country in assessing local and national performance, thereby promoting more evidence-based policy making and decision making towards good governance. Wow...plainly stupid. I can go for 10%, but not as far as 50%! It's defying simple logic as most people are moving towards the MIDC areas for residence to escape the expensive living of the city. And the city needs non-city residents to have
Migratory manpower is needed in order to fuel the economy of the city. That fuel's a regional city's economy, stupid. What Plaridel Nava (which McCoy pointed out his family as one of the culprits of Iloilo's decline in the 1950s) did was very counter-productive to what Iloilo City is supposed to be.
Example, call center agents. They come and go. Alangan nga mangita sila sang 50% lang sa ciudad kag bawal ang taga-gwa. Ti, madulaan manpower ang company kay tungod sa sini nga counter-progressive ordinance.
Hay, why do we have these kind of morons running our public offices? First, the PBO's flawed provisions, now another stupid idea that may cause regression in Iloilo City's economy. What's next, all non-Iloilo City residents NEED passport to come to the city? :doh:

Airports in Asia and in Europe allows the passengers to carry lag (liquids, aerosols, and gases) items to be handcarried inside the plane, especially if you are on a direct flight. Ang strikto man lang is the airports in the USA, Australia, and in New Zealand wherein kun may lag items ka it should not exceed 100ml per item and should fit in in 20cmx20cm transparent resealable bag, Kon sobra na sa 100ml dapat icheck in mo na guid na ang item mo. If may transit flight ka naman between countries in asia and in europe, lag items should be put in a secured tampered evident bag (steb) which is indi mo na pwede mbuksan ang bag nga na until you arrive at your final destination. Usually kon may mga customers kami di na mga kapwa Ilonggo nga gabakal liqours diri sa duty free, sa steb na namon ginasulod. :cheers:

As far as Megaworld is concerned, low and mid-rise structures are to be made. No high rises in plan yet. The Marriott report was made by Sir Ben Jimena a year ago, which turned out to be Richmond. Just for clarification lang po.

Defensor dismayed with Nava's proposed ordinance
LOILO CITY, May 1 (PNA) -- Iloilo Governor Arthur Defensor Sr. has expressed dismay over Iloilo City Councilor Plaridel Nava's proposed ordinance requiring business establishments to fill 50 percent of their labor force with workers who are registered voters of this city, saying that the motion is discriminatory and certainly a violation of the country's Labor Code.
Defensor's reaction came in the wake of negative responses coming from provincial inhabitants in Panay Island who fear that the passage of the ordinance could trigger mass layoffs.
In relation to the proposed ordinance by Nava, who practiced Law before turning to politics, insiders from the influential Iloilo Business Club said many store owners view the proposition unfavorably as majority in their employ are from the rural areas.

I enjoy watching coasters, buses (mini ceres buses and iya sang mga gov't agencies), e jeepneys, taxi, afp vehicles, and private vehicles plying the city roads.
Diri amon office sa Jaro Plaza so kit-anon diri saka panaog sang mga pasahero. Kadlaw ko sa dispatcher kay galalain xa. Ang gabantay nga mga pasahero paglabay sang ceres bus sakay sila. La sila ya nagsalakay sa jeep. Free ride daan courtesy of Mayor Jed and the city gov't.
Ang e-jeep gaagi naman di sa jaro. Daw la lang strike kay dmao gihapon private vehicles pero mga jeep especially halin sa kabanwahanan nag join sa trasport holiday a.

LAND developer Megaworld Corp. will break ground its multibillion project at the old Iloilo airport in Mandurriao, Iloilo City.
In an interview with Serbisyo Publiko hosted by Councilor Perla Zulueta over Sky Cable Sunday, Iloilo City Mayor Jed Patrick Mabilog said Senator Franklin Drilon informed him that Megaworld will hold the groundbreaking May 6.
Mabilog said the Andrew Tan-owned firm will spend P20 billion over a 10-year period to develop the 54-hectare old airport lot.
“That P20-billion investment is just from Megaworld alone. The company also invited other firms that will invest in Iloilo City particularly at the old airport site,” Mabilog said.
Among the initial developments Megaworld will put up on the site is a hospital to be run by a group of doctors from UP-Philippine General Hospital and a theme park.
Megaworld bought the Iloilo airport from the national government in October 2007 for P1.2 billion.
The developer plans to develop the 54.5-hectare lot into the Iloilo Business Park with facilities such as hotels, hospital, convention facilities and business process outsourcing offices.
In a presentation to the Iloilo City government, Megaworld announced that the old airport runway will be converted into an eight-lane highway which will become the main artery of the business park.
The buildings will be mostly low-rise to mid-rise buildings (up to 12 floors) for commercial spaces.
At the center of the property is a large space for a 5,000-seat convention center and a hotel. The southern end of the property is reserved for a hypermart and a theme park.
Megaworld envisions the project “to become a magnet for major business process outsourcing (BPO) companies interested to set up shop in the Visayas region.”
Megaworld timed the groundbreaking with the launching of the commercial operations of the first coal-fired power plant in Iloilo City owned by Panay Energy Development Corp.
Mabilog said the availability of cheap and stable power became a factor in Megaworld’s decision to start its multibillion project in Iloilo City.
Megaworld is the pioneer developer of urban information technology/BPO parks in the country starting with the Philippine Economic Zone Authority-accredited Eastwood City CyberPark. The CyberPark is a centerpiece of Eastwood City, its premier live-work-play project in Quezon City.
Megaworld replicated its initial success in Eastwood City in other parts of Metro Manila, namely, Newport City at Villamor Air Base in Pasay City and McKinley Hill at Fort Bonifacio in Taguig City.

Amo ini ang guinatawag nga Iloilo City Business District! Maayo pa guid kon may US Embassy diri sa Iloilo para nga indi na kita mag sale pakadto pakari sang mga paper works, kag ala-Makati Medical Center nga hospital kompleto sa mga moderno nga mga gamit kag Specialists nga mga doctors bala! Going back and forth Iloilo-Manila for treatment and paper work takes a lot of guts! Been there, and experienced such shyts when I was in Iloilo! MANILA, Philippines - Now more than ever, opportunities in the real estate office market have never been more attractive even in the key cities outside of Metro Manila like Iloilo, Lipa, Bacolod and Davao.
With revenues of close to $9 billion in 2010 or 26 percent more than 2009, Business Process Outsourcing (BPO) firms have been driving the growth of the office market throughout the country. Until recently, call centers and related firms who require an estimated 300,000 sqm. of additional office space a year had focused operations in Metro Manila and the country’s second largest city, Cebu City. In a search for even more call agents and knowledge workers, BPO firms are now seeking to hire employees in cities outside the two metropolitan centers.
Cities benefitting from BPO presence have been those where local government, academe and real estate developers have collaborated to provide these firms the manpower, facilities and infrastructure they need, according to Phillip Anonuevo, associate director of Jones Lang LaSalle Leechiu (JLLL), a global real estate services firm. He disclosed that JLLL has transacted 80 percent of all the sites outside Metro Manila occupied by BPOs today.
Among the firm’s most recent transactions involved 2,500 sqm. at the Iloilo Technohub in the Mandurriao district. As the tenant representative of Hinduja Global Solutions Ltd., JLLL serves as the company’s strategic adviser offering the company various appropriate options and managing lease negotiations with the goal of maximizing workplace flexibility and productivity. Hinduja is one of India’s biggest BPO players offering client servicing to firms in the West in the insurance, telecom and consumer electronics sectors.
According to Lylah Fronda, JLLL senior manager, Hinduja narrowed down its choice of location to Iloilo City because of three factors: the presence of 17,000 graduates a year who have a natural proficiency to speak English, the opening of the Ayala Land-developed Iloilo Technohub and the recent completion of the 164-megawatt, coal-fired plant Global Business Power Corp. The new power plant offers Iloilo users among the most competitive power rates in the region.
Property giant Ayala Land envisions the Iloilo – AyalaLand Technohub as a three-building complex with support facilities and amenities sought out by BPO firms. The first building in this BPO complex incorporates retail at the ground floor. It is also close to the Smallville Business and Leisure Park and the Boardwalk Leisure Center, which accommodate restaurants and entertainment facilities favored by call center agents.
Anonuevo notes: “All these developments were accomplished with the encouragement of a pro-active local government focused on availing opportunities for pump priming the local economy.”
He observes that a number of critical factors are usually considered by its BPO clients in selecting office space. Key among these are a location that is accredited by the Philippine Export Zone Authority and where business processes are streamlined to allow IT locators to avail of incentives. “ In addition, the location needs to be easily accessible to potential employees and must provide room for the firm’s growth,” he notes. “Locations with food and convenience outlets for the benefit of employees who work through the night when many other stores are closed, are added bonuses.” In addition, all BPO work facilities require back-up power and a cable backbone for multiple data and telecommunication services.
Anonuevo observes that a number of global factors have driven firms operating in multiple locations in various countries to focus on maximizing workplace productivity. “Conducting public hearing for this contract is already too late and in case they will, I will charge them in court. Indi ko iya magpasugot nga ibutang nila sa alang-alang,” Mabilog said in reaction to the request of Councilors Jeffrey Ganzon and David Jamora.
Ganzon and Jamora have withdrawn their support for the additional loan agreement, and have demand that the City Council conduct a public hearing.
In their letter to Vice Mayor Jose Espinosa III, the two councilors regretted not having raised objection to the additional loan.
Upon consultation with architects and engineers, the two said they realized that the additional loan was unnecessary.
They said they now believe that the initial P455-million loan incurred by the city government under then Mayor Jerry Treñas for the new city hall was more than enough to complete the building.
“We realized that it was wrong to approve a highly technical matter which we could not comprehend, much less analyze due to the absence of explanation from technical men,” they said.
The two councilors also filed a joint resolution calling for another consultation with the Philippine Institute of Civil Engineers, the United Architects of the Philippines, Integrated Institute of Electrical Engineers, Philippine Society of Mechanical Engineers, and Electronic and Communication Engineers of the Philippines.
They said a public consultation has to be done for the sake of transparency and to put an end to the issue of city hall “overpricing.”
Mabilog, however, said there is no more need for consultations because the City Council has already made its decision approving the loan.

ILOILO CITY, May 3 (PNA) -– The provincial government here, with the support of the academe, tour operators, media, bloggers group and other stakeholders, came up with a plan on how to best position Iloilo as a tourist destination.
Bombette Marin, officer-in-charge of the provincial tourism office, said that they started with a discussion on positioning the province’s 42 municipalities and one component city. The main thrust is to promote per district focusing on their main attractions.
He added that the town’s respective festivals will just serve as additional factor in the promotion. Almost one-half of the 43 local government units (LGUs) of the province have already their own local festivals, according to Marin.
Festival season always draws tourists, he said.
Based on the plan, the first district of Iloilo will be promoted as heritage destination; second district as eco-agricultural; third district, eco-cultural; fourth district, historical-adventure; and fifth district, resorts.
Currently, the provincial tourism, according to Marin, is working on the documentation of the festivals and tourists destinations even as he also encouraged each LGU to come up with a photo or video bank of their festivals. (PNA)

A high-end hotel under the Richmonde Chain will be among the first establishments to rise in the much awaited Iloilo Business Park located in Mandurriao District, Iloilo City. Just recently, a sneak peak of the interiors of this upcoming hotel was released by, hotel design firm, Gettys. Design Sketches of Richmonde Park Hotel Iloilo include the main lobby, lobby lounge, full service restaurant, and the grand ballroom. The Richmonde Hotel Chain has two existing hotels in Metro Manila, particularly in Eastwood City and Ortigas Center. The proposed Richmonde Park Hotel in Iloilo definitely looks to be at par with the other luxury properties of the company.
According to their website, Richmonde Hotel is affiliated with property developer, Megaworld Corportation headed by real estate mogul Andrew L. Tan. The said company is also the developer of the Iloilo Business Park, which is poised to be Iloilo City’s premiere business district.

ILOILO CITY, May 3 (PNA) – Senator Juan Miguel Zubiri on Wednesday will visit several projects in selected municipalities of Iloilo which were recipients of fund assistance from his office way back when he was still at the House of Representatives.
Zubiri will first visit the Aleosan District Hospital which is a recipient of some P500,000 to P1-million fund assistance. Aleosan serves municipalities of Alimodian, Leon and San Miguel all at the southern part of Iloilo province.
Thereafter, he will proceed to the municipality of San Miguel to grace the kick off the celebration of the town’s municipal fiesta.

Come Friday, May 6th, Megaworld Corp. will break ground at the 54-hectare old airport lot in Mandurriao as a formal start of their construction project.
The world-class developer expects to spend some P20 billion stretched over a 10-year period to turn the airport lot which it bought in 2007 into a modern mix of buildings and convenience facilities. The early developments consist of erecting a hospital and a theme park. A cyberpark and a hotel under the Richmonde chain are also included in the preliminary works.
All told, Megaworld committed to make Iloilo their hub for real estate development in the same manner that Ayala Corp. made Cebu theirs.
Megaworld is just one of the growing number of investors exuding confidence in the potential of Iloilo City as an excellent business site. These investments offer not only employment opportunities for Ilonggos but also infuse fresh spending capital to our metro economy.
Indeed, hardly a day passes without this public servant receiving investment proposals from foreign and domestic business concerns. Let me cite the most serious ones.
An Indian company, Asia Pacific Communities Associates (APCA) Global Ltd., is planning to put up a $100-million solar farm in Iloilo City in 2012. I’ve had two significant meetings with APCA Global officials led by Nikesh Sinha in Metro Manila and in my office at Iloilo City Hall.
With fossil fuel prices soaring like mad, solar energy is the most sought-after power source nowadays. It is clean and environment-friendly. In fact, I plan to install solar panels at the New City Hall Building as an alternative power source given the recurring outages.
The United States and many other European countries are wide users of solar energy. Philippine industries are now taking a serious look at the unlimited power offered by the sun even as I write.
If the solar farm investment plan pushes through in Iloilo, and I’m confident it will, we can augment the power currently supplied by Panay Power Corp. and its sister company Panay Energy Development Corp. with clean power from the sun. APCA Global’s solar farm will produce 10 megawatts during its early run, but will increase this with another 15 megawatts later for a 25 megawatts total.
Then, there’s Super Max Rider International, a Korean firm bent on putting up a P2- billion theme park in Mandurriao district. I had the pleasure of discussing the proposal with Super Max Rider International company chairperson Cha Jin Kook. Kook expressed his company’s interest in building a theme park with 14 major rides and bigger than Star City in Metro Manila. The Koreans are eyeing the two-hectare lot between the Megaworld property and SM City as the site for their investment.
I am delighted with the Super Max Rider International investment proposal. This is because its officials also visited Bacolod and Dumaguete, assessed their potential as possible locations, before finally deciding to set up the theme park in Iloilo City. They are now asking for a certificate of no objection which we will only be too glad to issue. Their target date to start construction is either June or July this year before opening it to the paying public by October 2011.
Here’s a partial list of ten investments proposed over the past ten months of our incumbency. Some in the list have already started construction, some have finished setting up and are running, and some are still scouting for ideal locations.
These are: 1. Megaworld Corp., P20-billion business park; 2. 50-million Upgrading of Iloilo City Slaughterhouse; 3. Redevelopment of the old Central Market site into a mixed use complex; 4. P2-billion Super Max Rider International theme park; 5. US$100-million APCA Global Ltd. 25-MW solar power farm; 6. P25-milion Injap Corp. five-storey Condotel; 7. 21-storey Injap Tower Condotel; 8. P200-million Plazuela de Iloilo; 9. Bali Hotel; 10. Ayala Technohub with Hinduja Global Solutions (BPO); 11. P660-million Park Medical Center; 12. P150 million-Iloilo River Esplanade; 13. Smallville 21 Hotel; 14. Richmonde Hotel; 18. P50-million renovation of the Eagle Building for IT/BPO; and 15. P15-billion Panay Energy Development Corp. (PEDC).

Investments galore (conclusion)
The future of Iloilo City as the nation’s next investment hub is, indeed, never brighter than the present time.
Recently, another investor came to us offering a P500-million investment portfolio. The appealing proposal is to convert the defunct Rotary Park at the Fort San Pedro area into a modern shopping mall complete with a hotel and other services. The investor is also throwing in a ferry terminal for pump boats plying the Iloilo-Guimaras strait route.
Unfortunately, we may have to defer this proposal until the issuance of a Presidential Proclamation. The national government owns Rotary Park, and we’re seeking to have the ownership transferred to the city government before any development of the place can start. Anyway, a draft proclamation is now in Malacañang awaiting the President’s signature.
The area selected by this investor is also the proposed site for the Guimaras Iloilo Ferry Terminal (GIFT) Project under the Private Public Partnership (PPP) program of the President. I see the GIFT Project modernizing and expanding the passenger ferry terminal in Iloilo City, including the municipal ports of Jordan and Buenavista in Guimaras.
Anyway, the Asian Development Bank (ADB) is ready to extend the credit facility to fund the Private group who would like to partner with the city government.
The Lopez Group of Companies is also interested in putting up major development projects in Iloilo City. Rafael Alunan III, president of the First Philippine Infrastructure Development Corp. under the Lopez Group, recently visited us to look about the possibility of conducting business investments. The former DILG Secretary also offered to help the city attain its development goals.
Many investors are now training their sights on Iloilo City because they see dynamic potential writ all over our metropolitan landscape. No investor will dare put up venture capital in a dry location and Iloilo City simply promises good returns on investment.
Some of the current investment opportunities in Iloilo City are developing tourism circuits and community-based tourism, and diversification of urban tourism products. As a matter of fact, MIGEDC (Metro Iloilo Guimaras Development Council) recently was granted a P10-million grant for tourism by the Local Government Services Program. We also have crystal business opportunities awaiting investors to revitalize the historic Iloilo City Business District, upgrading of seaports and ferry terminals, and investments on resorts, business hotels, and multi-purpose centers.
Apart from tourism, the city also offers potentials and opportunities in agribusiness and information technology. Prospective investors who get to read this article can just see me at City Hall and present their proposals. We have many incentives to offer that space prevents us from listing here.
The reason big name investors are casting serious business looks our way is simple. Iloilo City’s central location and our closeness to Asian markets is an asset not many cities in the country have. We are blessed with a natural harbor, and we have excellent land-sea access from several points in the archipelago via the Philippine Nautical Highway. We have excellent air access to domestic markets.
And speaking of excellent air access, I am happy to report the airport in Cabatuan, Iloilo will soon allow international airplanes to land and receive passengers for other countries.
I have personally requested President Benigno Aquino III on his visit last April 1st to include Iloilo Airport in the open-sky policy. This was announced by DOT Secretary Alberto Lim that may open direct flights to Hong Kong, China, and Korea, where Ilonggo overseas contract workers, tourists and investors can directly fly to and out of Iloilo as they will no longer pass the international airports of Cebu or Manila on their way here.
I have complete trust in the President’s assurances. This gives me total optimism that we will soon experience the open-sky policy for the Iloilo Airport as this serves as gateway to Iloilo City and the rest of Panay.
I’ve said it many times before. The city government has many plans to fulfill, and we contrive most of them to make Iloilo City a tourist destination, a hub for long-term investments, and a place where everyone will love to be at.
Our visions include everyone and these visions are all about making Iloilo City THE place to live, THE place to work, THE place to be, THE place we could be proud of.
Criticisms, whether deserved or undeserved, are thrown now and then to this public servant for my zeal and determination to make Iloilo City a place every Ilonggo can be proud of. But I take them all in stride, careful not to lose focus in pursuit of the vision.

Investments galore
Come Friday, May 6th, Megaworld Corp. will break ground at the 54-hectare old airport lot in Mandurriao as a formal start of their construction project.
The world-class developer expects to spend some P20 billion stretched over a 10-year period to turn the airport lot which it bought in 2007 into a modern mix of buildings and convenience facilities. The early developments consist of erecting a hospital and a theme park. A cyberpark and a hotel under the Richmonde chain are also included in the preliminary works.
All told, Megaworld committed to make Iloilo their hub for real estate development in the same manner that Ayala Corp. made Cebu theirs.
Megaworld is just one of the growing number of investors exuding confidence in the potential of Iloilo City as an excellent business site. These investments offer not only employment opportunities for Ilonggos but also infuse fresh spending capital to our metro economy.
Indeed, hardly a day passes without this public servant receiving investment proposals from foreign and domestic business concerns. Let me cite the most serious ones.
An Indian company, Asia Pacific Communities Associates (APCA) Global Ltd., is planning to put up a $100-million solar farm in Iloilo City in 2012. I’ve had two significant meetings with APCA Global officials led by Nikesh Sinha in Metro Manila and in my office at Iloilo City Hall.
With fossil fuel prices soaring like mad, solar energy is the most sought-after power source nowadays. It is clean and environment-friendly. In fact, I plan to install solar panels at the New City Hall Building as an alternative power source given the recurring outages.
The United States and many other European countries are wide users of solar energy. Philippine industries are now taking a serious look at the unlimited power offered by the sun even as I write.
If the solar farm investment plan pushes through in Iloilo, and I’m confident it will, we can augment the power currently supplied by Panay Power Corp. and its sister company Panay Energy Development Corp. with clean power from the sun. APCA Global’s solar farm will produce 10 megawatts during its early run, but will increase this with another 15 megawatts later for a 25 megawatts total.
Then, there’s Super Max Rider International, a Korean firm bent on putting up a P2- billion theme park in Mandurriao district. I had the pleasure of discussing the proposal with Super Max Rider International company chairperson Cha Jin Kook. Kook expressed his company’s interest in building a theme park with 14 major rides and bigger than Star City in Metro Manila. The Koreans are eyeing the two-hectare lot between the Megaworld property and SM City as the site for their investment.
I am delighted with the Super Max Rider International investment proposal. This is because its officials also visited Bacolod and Dumaguete, assessed their potential as possible locations, before finally deciding to set up the theme park in Iloilo City. They are now asking for a certificate of no objection which we will only be too glad to issue. Their target date to start construction is either June or July this year before opening it to the paying public by October 2011.
Here’s a partial list of ten investments proposed over the past ten months of our incumbency. Some in the list have already started construction, some have finished setting up and are running, and some are still scouting for ideal locations.
These are: 1. Megaworld Corp., P20-billion business park; 2. 50-million Upgrading of Iloilo City Slaughterhouse; 3. Redevelopment of the old Central Market site into a mixed use complex; 4. P2-billion Super Max Rider International theme park; 5. US$100-million APCA Global Ltd. 25-MW solar power farm; 6. P25-milion Injap Corp. five-storey Condotel; 7. 21-storey Injap Tower Condotel; 8. P200-million Plazuela de Iloilo; 9. Bali Hotel; 10. Ayala Technohub with Hinduja Global Solutions (BPO); 11. P660-million Park Medical Center; 12. P150 million-Iloilo River Esplanade; 13. Smallville 21 Hotel; 14. Richmonde Hotel; 18. P50-million renovation of the Eagle Building for IT/BPO; and 15. P15-billion Panay Energy Development Corp. (PEDC).

ILOILO CITY, May 3 (PNA) -– The provincial government here, with the support of the academe, tour operators, media, bloggers group and other stakeholders, came up with a plan on how to best position Iloilo as a tourist destination.
Bombette Marin, officer-in-charge of the provincial tourism office, said that they started with a discussion on positioning the province’s 42 municipalities and one component city. The main thrust is to promote per district focusing on their main attractions.
He added that the town’s respective festivals will just serve as additional factor in the promotion. Almost one-half of the 43 local government units (LGUs) of the province have already their own local festivals, according to Marin.
Festival season always draws tourists, he said.
Based on the plan, the first district of Iloilo will be promoted as heritage destination; second district as eco-agricultural; third district, eco-cultural; fourth district, historical-adventure; and fifth district, resorts.
Currently, the provincial tourism, according to Marin, is working on the documentation of the festivals and tourists destinations even as he also encouraged each LGU to come up with a photo or video bank of their festivals. (PNA)

According to him pag matapos ang bidding nga gusto entrahan sang 5 foreign counties (Korea, China, Japan, Canada kag Austria) ang construction masugod next year kag mangin operational ang train service in 2015. The operation will be handled and managed by the winning party via BOT scheme for 25 years or so.
Hopefully madayon na guid ini nga major project for the good of whole Panay island.

ILOILO City – Mayor Jed Patrick Mabilog said he will be forced to sue the Sangguniang Panlungsod should it revoke its approval of the city government’s P260-million additional loan with Land Bank of the Philippines for the new city hall.
The loan agreement is now deemed “final and irrevocable,” he stressed.
“Conducting public hearing for this contract is already too late and in case they will, I will charge them in court. Indi ko iya magpasugot nga ibutang nila sa alang-alang,” Mabilog said in reaction to the request of Councilors Jeffrey Ganzon and David Jamora.
Ganzon and Jamora have withdrawn their support for the additional loan agreement, and have demand that the City Council conduct a public hearing.
In their letter to Vice Mayor Jose Espinosa III, the two councilors regretted not having raised objection to the additional loan.
Upon consultation with architects and engineers, the two said they realized that the additional loan was unnecessary.
They said they now believe that the initial P455-million loan incurred by the city government under then Mayor Jerry Treñas for the new city hall was more than enough to complete the building.
“We realized that it was wrong to approve a highly technical matter which we could not comprehend, much less analyze due to the absence of explanation from technical men,” they said.
The two councilors also filed a joint resolution calling for another consultation with the Philippine Institute of Civil Engineers, the United Architects of the Philippines, Integrated Institute of Electrical Engineers, Philippine Society of Mechanical Engineers, and Electronic and Communication Engineers of the Philippines.
They said a public consultation has to be done for the sake of transparency and to put an end to the issue of city hall “overpricing.”
Mabilog, however, said there is no more need for consultations because the City Council has already made its decision approving the loan.
“Nga-a subong lang nila ini ginpabutyag? Ginapakita lang nila nga wala sila hinalong-ong sang mga bagay nga ila ginapangpermahan (Why are they saying all these only now? This only shows that they did not fully comprehend the documents they signed),” he lamented.
Mabilog said the City Council made a series of consultations with technical men, specifically architects and engineers, about the new city hall since 2009.
Ganzon is on his third and last term as councilor. Jamora is a first-termer./PN

Ang hambal ni Capt. Capillan Iloilo-Roxas pa lang anay. 2 years ang construction sang 117 kms included na da ang pag relocate sang around 6,000 houses. Good thing kay upod sa P16 B ang money nga pagagamiton para sa relocation sang mga informal settlers. Tapos ang halin sa Ungka, Jaro pakadto sa Loboc pier mahimo sila sang bag-o nga linya para malikawan ang madamu nga pamalay nga maapektuhan sang railway track.
