These three law schools must work hard gid to be at par with Manila Law schools...taman kalayo...:nuts:

In the mid 1920s, the Philippines was considered as an important stopover for international flights, especially those originating from Europe. Pioneer flights from Italy and Germany were made to pass through the Philippines in order to reach their final destination.
A leading shipping magnate, Eugenio Lopez, after establishing land and sea transport services, formed the island's first Filipino-owned commercial airline on 3 February, 1933.
Lopez saw the future in air transportation following a visit to Indonesia. Up until that time, the closest thing to a domestic airline in the Philippines was an air ferry service called Philippine Air Taxi Corporation or PATCO. It was largely involved in servicing the requirements of the American-owned mining companies, occasionally carrying passengers and mail. The planes were spartan, small and rugged and passenger comfort was not a priority.
In 1932, just four years after Pan American Airways was founded, Lopez established the Iloilo Negros Air Express Company or INAEC. He purchased a pair of former American Airlines Stinson Trimotors (a ten passenger plane that has proven itself as a workhorse). The planes featured plush upholstered seats, reading lamps, a comfort room and air conditioning. These amenities were unheard of in those days. Two American pilots were hired to fly the service on the Iloilo-Bacolod and Iloilo-Manila routes. It soon added Cebu, Davao and Zamoboanga.
INAEC later operated their service flying Sikorsky S-43 amphibians.
Despite pressure from American interests to buy out the airline, Lopez reamined in firm control of the service until the outbreak of war.

Changes in city hall plan violate law – Lozada
ILOILO City – Unscrupulous persons are making money out of the changes made to the original plan for the new city hall, believes Jun Lozada, the whistleblower in the aborted national broadband deal that nearly caused the downfall of then President Gloria Macapagal-Arroyo.
He also said the changes that Mayor Jed Patrick Mabilog ordered to the original city hall plan do not qualify as “change order” under the law.
Under the Government Procurement Reform Act (Republic Act 9184), Lozada said, a government agency can only add up so-called “change orders” at a maximum of 10 percent of the original project cost.
The new city hall was bid out by contractor FF Cruz for P368 million. The Revision of Plans that Mabilog approved would need P260 million in additional loan – way over P36,800,000 which is 10 percent of P368 million.
For Lozada, the city hall project is no different from other rigged government projects. He knows what he is talking about. Having been a government consultant for years, he is familiar with how budgets of government projects are bloated.
“They will give the lowest price in the original contract so their favored contractor could come in. Then they will insert the additional items in the form of change orders. That’s where they add their kickbacks,” Lozada said.
The Revision of Plans for the new city hall include, among others, more expensive homogenous ceramic tiles (over P15 million), roll-up blinds for all windows (P11 million), change of offices from one floor to another (entailing P12 million), storage racks in the storage room (P8.7 million), closed circuit television cameras, air-conditioning units, additional elevators, toilet and pantry areas, fire exit stairs from the ground floor to the third floor, partition and modular system furniture, power cable distribution, transformer and generator sets, voice data system and uninterrupted power supply for the server room, water pumps, motors and pressure tanks, dental chair, examination beds for City Health Office, florescent tube lighting fixtures, safety vaults, solar panels, drainage outfall and wall insulation.
According to Lozada, “change order” is a “typical technique” used by government agencies to go around the Government Procurement Reform Act.
One of the major changes was the parking spaces allotted in the original plan (second and third floors). Mabilog decided to just do away with them and make use of the floors for additional office spaces.
Knowledgeable engineers and architects said constructing parking spaces on elevated floors is very expensive. That these were done away with actually gave the contractor big savings because these two floors of parking spaces were still included when the project was bid out, they said.
Concerned architects and contractors like Architect Ramon Teruel and Architect Melvin Lataquin of the United Architects of the Philippines (UAP) have previously expressed the view that the city hall is overpriced.
Even if the initial budget was only for the structure of the seven-storey city hall, they said, an additional P260 million for furniture and fixtures would still be too much.
Teruel recalled that UAP Hamili – the local chapter of the UAP – had estimated an eight-storey city hall at P350 million only (complete building already except for furniture and fixtures).
Even if furniture and fixtures will be added, the total cost would not reach P710 million as in the case of the current project, said Teruel.
He estimated the budget needed for the furniture and fixtures – to make the city hall building habitable and functional – to only reach around P50 million.
For his part, Lataquin said the changes to the original plan have also made the new city hall a violator of at least two provisions of the New Building Code of the Philippines.
Lataquin said the new city hall does not have a “setback” which is a requirement of the new law.
Another violation, he said, is the lack of parking spaces.
Mabilog had said the city government will purchase the lot adjacent to the city hall for parking spaces.
Such plan, however, is raising some eyebrows. The mayor was referring to the lot where the over a century-old Kerr & Co. building stands.
Kerr & Co. was one of the first British firms to operate in the country. Concerned sectors consider it already a part of Iloilo’s historical heritage.
Mabilog has denied that there was corruption in the city hall construction.
He also justified the changes he made to the original city hall plan by saying: “We want a city hall that all of us can be proud of. And because we want (good) quality, we are willing to pay the (high) price.”
In a technical conference he called on May 5, Mabilog said he would rather have the new city hall stacked with expensive yet high-end fixtures than spend public money for cheap ones with poor quality.
FF Cruz also denied that the project is overpriced.
“Lugi pa nga kami diyan dahil madaming pinabago,” an official said. “Pero okey lang kasi talagang gusto namin na matapos nang maganda,” an official of the company who requested not to be named said./PN

MAYOR Jed is now starting to show his real color. The City Councilors are the first to notice this. He is using as leverage the release of their social funds.
“Gapang-ipit na s’ya. Nahadlok guro,” a staff of one councilor who asked not to be identified said.
Some councilors have started to ask for the purchase requests and prices relative to the new city hall project. They want these documents now and not after the purchases have been made to make sure that everything is above board.
But Mayor Jed seems to have taken offense. What is he afraid of? He has nothing to worry if the transactions are all in order. Or is he hiding something?
“With what he is doing with the social fund, he is trying to show to the councilors who is the boss,” a city hall insider said.

THE unconscionable price of the new city hall is a broad daylight highway robbery.

What is despicable in all these is that the change order is more than what is allowed by the law.

But the cost of the change order would entail the city government to spend some P260 million more! This is already illegal and highly immoral.
What is this we heard that Mayor Jed has issued an order directing all city hall personnel not to release any document pertaining to overpriced projects without his permission?

Also, another inspiring thing about Kay Julius is, after he didn't make it on d first try, he worked for the presidential management staff in malakanyang during his review for the 2nd take.
By d way, trivia Lang, there are two ilonggos right now in the court of appeals, justice dacudao from CPU law and justice guarinia from San Agustin law. Hopefully either one of them maka saka sa supreme court later on.

IMHO, if the facilities are the same as that of Iloilo Sports Complex like swimming pool, basketball court, tennis court etc... it would be better to build a decent Football Stadium there that can hold International and Local Football Tournaments and best if its according to FIFA Standards with at least 40,000 seater and good lighting for night sports.

Yup, If i have it my way, Football Stadium na lang... sans oval (hindi na sya advisable kung may Football Stadium na). So No to swimming pool, tennis court, basketball court, tennis court, badminton court, volleyball court etc...
Just plain Football Stadium of FIFA standards (pwede man siguro gamiton ini sa mga concerts).

that i agree -- I hope Lopezes will look at this kind of investment before setting up an airline industry in Iloilo. It would be good to have our own carrier based in Iloilo but the jobs the processing zones that'll create is far more huge. We'll see. ILOILO CITY, May 9 (PNA) – The lack of a bulk storage facility in Western Visayas is one of the major causes of higher pump prices of petroleum products in the region, big oil players here said.
It has been observed that fuel prices in the region are really very high, according to National Economic and Development Authority (NEDA) Regional Director Ro-Ann Bacal, citing the report of the Department of Energy price monitoring that was presented before members of the Regional Tripartite Wages and Productivity Board (RWTPB) recently.
“That is a bit of disadvantage because it means that there are no areas available to stock our petroleum products, and if there is, it’s not as big as the others. So the cost of freight coming to and from the other sources makes it more expensive,” she said.
Based on the petroleum pump price monitoring covering Iloilo and Bacolod cities provided to members of the RTWPB, the cost of diesel rose from P42.40 per liter as of Dec. 17, 2010 to P52 as of April 26, this year.
For gasoline, the price increased from P52.95 to P62.43 per liter in Bacolod City during the same period.
In Iloilo, the average price of P45.65 per liter of kerosene in December 2010 increased to P54.65 last April. (PNA)

ILOILO CITY -- The Regional Development Council (RDC) of Western Visayas has approved the expanded Panay railway rehabilitation project, and is set to endorse it to the National Economic and Development Authority (NEDA), an RDC official said here recently.
The project, which was initially supposed to just rehabilitate the existing Panay railway system, now aims to extend the line in order to shorten travel time on the island.
Upon completion in 2015, the line will link Iloilo City to Caticlan, gateway to Boracay Island.
Project cost has also increased to P23 billion from the original P16 billion due to the extension.
The RDC how hopes the National Government will include the project in its list of priority projects to be undertaken under the public-private partnership program.
The original proposal, which was approved by regional planners and offered under the build-operate-transfer scheme in 2009, was to rehabilitate the 117-kilometer Iloilo-Roxas (Capiz) line.
Erlinda B. Chua, officer-in-charge of the NEDA-Western Visayas Project Monitoring and Evaluation Division, said in a phone interview that the revised proposal was approved by the RDC during its quarterly meeting last April 16.
Ms. Chua said the project is now being evaluated again by NEDA’s Investment Coordination Committee, which will decide whether to endorse it to the NEDA Board -- which is led by President Benigno S. C. Aquino III -- for final approval, due to the changes in design and mode of implementation.
"At present, it is under review by the Investment Coordination Committee. After NEDA’s final approval, it will be endorsed to the Department of Transportation and Communications for publication of the project bidding [details]," she added.
Cesar S. Capellan, Panay Railways, Inc. (PRI) officer-in-charge, said the new plan has two phases.
The first phase covers the rehabilitation of the 117-kilometer line from Iloilo City to Roxas City at a cost of P16 billion.
The P7-billion second phase involves the extension of the line from Roxas City to Caticlan port.
New routes will be opened from Ungka, Jaro to the new Iloilo airport in Cabatuan-Sta. Barbara and from Ungka, Jaro to Loboc International Port.
Its main terminals will be in Jaro, Iloilo City; Passi City, Iloilo; as well as Dao, Capiz and Brgy. Lauan, Roxas City. Secondary terminals will be in Sta. Barbara, New Lucena, Pototan, Dueñas, all in Iloilo and in Dumarao, Capiz.
Trains will stop for 10 minutes at each terminal to load and unload passengers.
The railway is seen to cut travel time from Iloilo to Roxas City to one hour from the usual four hours on board a bus or passenger van.
"The new railway system is better than the previous one because it will be using a combination of locomotive engine with the backup of an electric motor," Mr. Capellan said. "It will have air-conditioned coaches that can accommodate 200 passengers per coach," he added.
Mr. Capellan said five companies from South Korea, Japan, China and Canada and Europe have expressed interest in participating in the first phase of the project.
"If we push through, we can see the whole project operational by 2015," he said.
At the same time, Mr. Capellan said PRI has arranged with local government units to provide financial assistance to families who will be displaced by the project. There are about 6,000 houses along the tracks from Iloilo to Roxas City that will be affected by the project.

THE Iloilo City Government conducted a one-day seminar workshop Tuesday on the Executive Legislative Agenda (ELA), which aims to strengthen development projects in the city for the next two years.
The seminar is in cooperation with the Department of Interior and Local Government, Canadian Urban Institute and selected non-government organizations (NGOs).
Vice Mayor Jose Espinosa III said the ELA is expected to prioritize the functions of both executive and legislative branches of the local government for a harmonious approach to projects for the next 730 days of their election term.
Participants include all city councilors and ex-officio members of the City Council, representatives of regional and city DILG offices, selected City Government department heads and NGOs.
The output will be collected to become the basis for concrete legislative and executive actions and to set the goals of the City Council on proposed priority local laws and joint action of the executive branch.
Espinosa said the ELA is the third to be conducted in the city, the first was being conducted during the term of former city mayor and now Congressman Jerry P. Treñas and the second during the first-year term of current city mayor Jed Patrick Mabilog.
The workshop was based on four important topics and sectoral groupings based on committee chairmanship of the City Council. These include the Good Governance Sector with the City Council committees on appropriations and ways and means chaired by City Councilor Perla Zulueta; rules ordinances, resolution style, justice and legal affairs chaired by City Councilor Joshua Alim; good government and public accountability chaired by City Councilor Jason Gonzales; urban planning, housing and development, zoning, expropriation, assessment and land acquisition chaired by City Councilor Edward Yee; and moral recovery chaired by Alim.
The Social Development Sector is composed of the committees on health sanitation and hospital services, cooperative and livelihood, games amusement and professional sports chaired by City Councilor Lyndon Acap; police and fire, penology, public safety, order and security, dangerous drugs and rehabilitation, urban, poor, human rights and minority groups by Alim; transportation, energy and public utilities chaired by City Councilor RLeonie Gerochi; education, science and technology, women and family relations chaired by city councilor Plaridel Nava II; social services and disaster relief chaired by City Councilor Rodel Agado; veterans retirees, elderly and disabled persons chaired by City Councilor Jeffrey Ganzon; barangay affairs and community development chaired by City Councilor Roberto Divinagracia; and youth and sports development by Sheen Marie Mabilog.
Economic Development Sector is composed of committees on engineering, construction and public works chaired by Gerochi; markets and slaughterhouse chaired by Agado; trade, commerce and industry, tourism, culture and historical affairs, information technology and computerization chaired by City Councilor Nielex Tupas; labor, employment, manpower and development placement by Nava II; communication and public information chaired by City Councilor David Raymund Jamora; and agriculture, fisheries, aquatic and natural resources chaired by Yee and City Councilor Ely Estante Jr.

RE ICSC--- I see so daw ala Araneta Coliseum/Ynares Center gle nga style ina. Pwede sa Sports, Conventions, Graduation etc. Tani aside from that our good Senator Frank Drilon together with Mayor JPM and Cong. JPT can lobby for a FIFA Standards Football Stadium. Amo lang na ya akon ginapangabay. Hopefully by 2013 kung 2 na ka-distrito ang Iloilo City kag may 2 na ka Congressman nga gapungko mas maayo kay mas dako na ang budget or pork barrel, basi pa lang ma push through ang ginahandom naton nga Football Stadium in Honor of Paulino Alcantra. :D

Perhaps Cong. JPT will fill his shoes or even Mayor JPM. Lately, Cong. Neil 'Junjun' Tupas Jr is making waves in the national scene. He might be elected a senator someday.
Hopefully Inday Miriam will pour projects in Iloilo too. Or she can give/add financial support to proposed projects by Sen. Drilon. Besides she authored the Bill: Iloilo Economic Zone... we will wait for updates regarding that. For sure, that will be one of her legacy for Iloilo.

ILOILO CITY -- The Regional Development Council (RDC) of Western Visayas has approved the expanded Panay railway rehabilitation project, and is set to endorse it to the National Economic and Development Authority (NEDA), an RDC official said here recently.
The project, which was initially supposed to just rehabilitate the existing Panay railway system, now aims to extend the line in order to shorten travel time on the island.
Upon completion in 2015, the line will link Iloilo City to Caticlan, gateway to Boracay Island.
Project cost has also increased to P23 billion from the original P16 billion due to the extension.
The RDC how hopes the National Government will include the project in its list of priority projects to be undertaken under the public-private partnership program.
The original proposal, which was approved by regional planners and offered under the build-operate-transfer scheme in 2009, was to rehabilitate the 117-kilometer Iloilo-Roxas (Capiz) line.
Erlinda B. Chua, officer-in-charge of the NEDA-Western Visayas Project Monitoring and Evaluation Division, said in a phone interview that the revised proposal was approved by the RDC during its quarterly meeting last April 16.
Ms. Chua said the project is now being evaluated again by NEDA’s Investment Coordination Committee, which will decide whether to endorse it to the NEDA Board -- which is led by President Benigno S. C. Aquino III -- for final approval, due to the changes in design and mode of implementation.
"At present, it is under review by the Investment Coordination Committee. After NEDA’s final approval, it will be endorsed to the Department of Transportation and Communications for publication of the project bidding [details]," she added.
Cesar S. Capellan, Panay Railways, Inc. (PRI) officer-in-charge, said the new plan has two phases.
The first phase covers the rehabilitation of the 117-kilometer line from Iloilo City to Roxas City at a cost of P16 billion.
The P7-billion second phase involves the extension of the line from Roxas City to Caticlan port.
New routes will be opened from Ungka, Jaro to the new Iloilo airport in Cabatuan-Sta. Barbara and from Ungka, Jaro to Loboc International Port.
Its main terminals will be in Jaro, Iloilo City; Passi City, Iloilo; as well as Dao, Capiz and Brgy. Lauan, Roxas City. Secondary terminals will be in Sta. Barbara, New Lucena, Pototan, Dueñas, all in Iloilo and in Dumarao, Capiz.
Trains will stop for 10 minutes at each terminal to load and unload passengers.
The railway is seen to cut travel time from Iloilo to Roxas City to one hour from the usual four hours on board a bus or passenger van.
"The new railway system is better than the previous one because it will be using a combination of locomotive engine with the backup of an electric motor," Mr. Capellan said. "It will have air-conditioned coaches that can accommodate 200 passengers per coach," he added.
Mr. Capellan said five companies from South Korea, Japan, China and Canada and Europe have expressed interest in participating in the first phase of the project.
"If we push through, we can see the whole project operational by 2015," he said.
At the same time, Mr. Capellan said PRI has arranged with local government units to provide financial assistance to families who will be displaced by the project. There are about 6,000 houses along the tracks from Iloilo to Roxas City that will be affected by the project.

LOS BANOS, Laguna, May 10 (PNA) -- A National Capital Region (NCR) team made a grand exit from the Philippine Football Federation (PFF) Zuzuki competition while its brother team put on a fiery display of offensive might to put them in a position to advance to the next stage of the competition.
NCR Team A as coached by Anto Gonzales showed what they could do given enough time and preparation as they sent host team Laguna packing 3-0 over at the University of the Philippines-Los Baños pitch.
It was a king-sized upset considering that NCR was opening day 7-0 loser to Iloilo and on the business end of a 4-nil thrashing by Davao in the second day of the Group A quarterfinals of the PFF Suzuki U-23 National Cup.
Laguna, in the meantime, drew 2-2 with Davao and 1-1 with Iloilo. A win, especially by a huge margin, would have been enough to send them through.
Unfortunately, they were overconfident while NCR played with a purpose and a cohesiveness not seen in the first two matches.
Greggy Yang opened the scoring for NCR with a set piece that beat Davao keeper RS Mantos in the 7th minute. Arturo Enriquez added a second in the 34th minute while striker Anton Amistoso closed out the scoring in the 67th minute.

In the mid 1920s, the Philippines was considered as an important stopover for international flights, especially those originating from Europe. Pioneer flights from Italy and Germany were made to pass through the Philippines in order to reach their final destination.
A leading shipping magnate, Eugenio Lopez, after establishing land and sea transport services, formed the island's first Filipino-owned commercial airline on 3 February, 1933.
Lopez saw the future in air transportation following a visit to Indonesia. Up until that time, the closest thing to a domestic airline in the Philippines was an air ferry service called Philippine Air Taxi Corporation or PATCO. It was largely involved in servicing the requirements of the American-owned mining companies, occasionally carrying passengers and mail. The planes were spartan, small and rugged and passenger comfort was not a priority.
In 1932, just four years after Pan American Airways was founded, Lopez established the Iloilo Negros Air Express Company or INAEC. He purchased a pair of former American Airlines Stinson Trimotors (a ten passenger plane that has proven itself as a workhorse). The planes featured plush upholstered seats, reading lamps, a comfort room and air conditioning. These amenities were unheard of in those days. Two American pilots were hired to fly the service on the Iloilo-Bacolod and Iloilo-Manila routes. It soon added Cebu, Davao and Zamoboanga.
INAEC later operated their service flying Sikorsky S-43 amphibians.
Despite pressure from American interests to buy out the airline, Lopez reamined in firm control of the service until the outbreak of war.

ILOILO CITY -- The Regional Development Council (RDC) of Western Visayas has approved the expanded Panay railway rehabilitation project, and is set to endorse it to the National Economic and Development Authority (NEDA), an RDC official said here recently.
The project, which was initially supposed to just rehabilitate the existing Panay railway system, now aims to extend the line in order to shorten travel time on the island.
Upon completion in 2015, the line will link Iloilo City to Caticlan, gateway to Boracay Island.
Project cost has also increased to P23 billion from the original P16 billion due to the extension.
The RDC how hopes the National Government will include the project in its list of priority projects to be undertaken under the public-private partnership program.
The original proposal, which was approved by regional planners and offered under the build-operate-transfer scheme in 2009, was to rehabilitate the 117-kilometer Iloilo-Roxas (Capiz) line.
Erlinda B. Chua, officer-in-charge of the NEDA-Western Visayas Project Monitoring and Evaluation Division, said in a phone interview that the revised proposal was approved by the RDC during its quarterly meeting last April 16.
Ms. Chua said the project is now being evaluated again by NEDA’s Investment Coordination Committee, which will decide whether to endorse it to the NEDA Board -- which is led by President Benigno S. C. Aquino III -- for final approval, due to the changes in design and mode of implementation.
"At present, it is under review by the Investment Coordination Committee. After NEDA’s final approval, it will be endorsed to the Department of Transportation and Communications for publication of the project bidding [details]," she added.
Cesar S. Capellan, Panay Railways, Inc. (PRI) officer-in-charge, said the new plan has two phases.
The first phase covers the rehabilitation of the 117-kilometer line from Iloilo City to Roxas City at a cost of P16 billion.
The P7-billion second phase involves the extension of the line from Roxas City to Caticlan port.
New routes will be opened from Ungka, Jaro to the new Iloilo airport in Cabatuan-Sta. Barbara and from Ungka, Jaro to Loboc International Port.
Its main terminals will be in Jaro, Iloilo City; Passi City, Iloilo; as well as Dao, Capiz and Brgy. Lauan, Roxas City. Secondary terminals will be in Sta. Barbara, New Lucena, Pototan, Dueñas, all in Iloilo and in Dumarao, Capiz.
Trains will stop for 10 minutes at each terminal to load and unload passengers.
The railway is seen to cut travel time from Iloilo to Roxas City to one hour from the usual four hours on board a bus or passenger van.
"The new railway system is better than the previous one because it will be using a combination of locomotive engine with the backup of an electric motor," Mr. Capellan said. "It will have air-conditioned coaches that can accommodate 200 passengers per coach," he added.
Mr. Capellan said five companies from South Korea, Japan, China and Canada and Europe have expressed interest in participating in the first phase of the project.
"If we push through, we can see the whole project operational by 2015," he said.
At the same time, Mr. Capellan said PRI has arranged with local government units to provide financial assistance to families who will be displaced by the project. There are about 6,000 houses along the tracks from Iloilo to Roxas City that will be affected by the project.

THE Bangko Sentral ng Pilipinas (BSP) will conduct a Financial Education Expo May 11-12 in in Iloilo City to create awareness on availability and accessibility of financial education and consumer protection programs.
BSP Iloilo Branch Research Specialist Doreen Santerva said the financial advocacy program, which is spearheaded by BSP’s Finacial Consumer Affairs Group, was conceived to help increase the personal finance consciousness of the people.
Santerva said the Fin-Ed Expo will come in two sessions – May 11 for students and members of the academe and May 12 for members of the working sector.
The venue of the expo is Kalantiao Hall of Sarabia Manor Hotel.
The expo features mini sessions to be conducted in “learning booths” covering topics on financial system, currency concerns, financial products, consumer protection, and personal finance.
A primer hub will display information materials and interactive activities designed to enhance and sustain the learning experience gained by the participants in the learning booths.
The Fin-Ed Expo will also feature a booth of financial regulators manned by the Securities and Exchange Commission (SEC) and Insurance Commission.
The Consumer Consumer Affairs Group of BSP is mandated to handle consumer complaints, inquiries and requests from the public regarding financial services being provided by financial institutions.

THE almost-finished community college building funded by the Injap Foundation, Inc. was turned over to the city government through a memorandum of agreement signed Monday at the Iloilo City Hall.
Mayor Jed Patrick Mabilog and Injap Investments, Inc. vice president for operations Joel Adrias led the ceremonial signing of the deed of donation.
Adrias represented Edgar Sia II, the incorporating trustee of the Foundation.
The building shall be named Injap Foundation Building, while the school will be called the Iloilo City Community College.
Mabilog said he inspected the building over the weekend to see the progress of its construction.
The P25-million structure will open June 2012 even as it is expected to be finished within this year.
“This is the biggest donation a private person has given the city government,” Mabilog said.
The four-storey Iloilo City Community College will cater to indigent high school graduates who are residents of the metropolis.
It will be used solely for formal educational purposes that will provide quality teaching which is both competitive and values-forming.

THE Iloilo City government, in cooperation with the Department of Interior and Local Government, Canadian Urban Institute and selected non-government organizations, conducted a one-day seminar workshop Tuesday on the Executive Legislative Agenda (ELA).
The workshop aimed for a united and focused development projects for the city in the next two years.
Vice Mayor Jose Espinosa III said the ELA is expected to prioritize the functions of both executive and legislative branches of the local government for a harmonious approach to projects in the next 730 days of their election term.
The participants include all city councilors and ex-officio members of the city council, representatives of regional and city DILG offices, selected city government department heads and NGOs.
The output of the workshop will become the basis for concrete legislative and executive actions and set the goals of the city council on proposed priority local laws and joint action of the executive branch.
Espinosa said the ELA is the second to be conducted in Iloilo City. The first workshop was conducted during the term of former city mayor and now Rep. Jerry P. Treñas.
The workshop focused on four topics and sectoral groupings based on the committee chairmanship of the councilors.
The groupings are the Good Governance Sector composed of the committees on appropriations and ways and means chaired by city councilor Perla Zulueta, rules ordinances, resolution style, justice and legal affairs chaired by city councilor Joshua Alim, good government and public accountability chaired by city councilor Jason Gonzales, urban planning, housing and development, zoning, expropriation, assessment and land acquisition chaired by city councilor Edward Yee and moral recovery chaired by Alim.
The Social Development Sector is composed of the SP committees on health sanitation and hospital services, cooperative and livelihood, games amusement and professional sports chaired by city councilor Lyndon Acap, police and fire, penology, public safety, order and security, dangerous drugs and rehabilitation, urban, poor, human rights and minority groups by Alim, transportation, energy and public utilities chaired by city councilor RLeonie Gerochi, education, science and technology, women and family relations chaired by city councilor Plaridel Nava II, social services and disaster relief chaired by city councilor Rodel Agado, veterans retirees, elderly and disabled persons chaired by city councilor Jeffrey Ganzon, barangay affairs and community development chaired by city councilor chaired by city councilor Roberto Divinagracia, and youth and sports development Sheen Marie Mabilog.
The Economic Development Sector is composed of SP committees on engineering, construction and public works chaired by Gerochi, markets and slaughterhouse chaired by Agado, trade, commerce and industry, tourism, culture and historical affairs, information technology and computerization chaired by city councilor Nielex Tupas, labor, employment, manpower and development placement by Nava II, communication and public information chaired by city councilor David Raymund Jamora and agriculture, fisheries, aquatic and natural resources chaired by Yee and city councilor Ely Estante Jr.

THE P10-million rehabilitation and renovation of the Jaro Plaza in Iloilo City will begin before this year ends.
Mayor Jed Patrick Mabilog said Senator Juan Miguel Zubiri promised the P10 million from his priority development assistance fund (PDAF) to fund the rehabilitation of the historical plaza.
Ilonggo architect Rudolfo Depatillo designed the five main areas for renovation aimed to expand and facelift the plaza.
Jaro is the seat of the Roman Catholic archdiocese and the plaza is located in front of the Jaro Cathedral and the Archbishop’s Palace.
Mabilog said the renovation design includes a perimeter walkway and fence restoration, covered gym extension and renovation, sunken garden and waterfall, kids playground and entrance arch.
These new projects will be on top of the existing facilities inside the plaza such as the bandstand, skating rink, Graciano Lopez Jaena Park, Jose Rizal Park, flower garden and aviary.

THE Uygongco Foundation Inc. (UFI) signed an agreement with several public elementary and high schools in Panay islands in a simple ceremony Tuesday.
Ma. Pia Paz Gan-Uygongco, UFI executive director, said the agreement aims to provide assistance to education for poor and disadvantaged children, as well as their school beneficiaries.
The project consists of training program for teachers, school facilities improvement program, alternative learning system program, free instructional materials and career and industry talks for high schools. It also provides technical and livelihood trainings to parents.
The foundation also conducts daily feeding programs for selected elementary schools aside from the financial assistance program through scholarships.
Uygongco said the project is part of UFI's commitment under its "Adopting Schools in La Filipina Uy Gongco Corp. (LFUGC) Communities" project in support of the Department of Education (DepEd), which it initiated since 2008.
Meanwhile, beneficiary schools shall identifying the needs of students, training needs of teachers and the facilities and instructional materials for improvement of the school, as well as choose 40 scholars or beneficiaries for the project. They are also encouraged to provide a venue for cooking and feeding beneficiaries.
UFI signed the agreement on Tuesday with the principal and school heads of Buntatala National High School in Leganes, Fort San Pedro National High School in Iloilo City, Jordan National High School in Guimaras, and Cabugcabug National High School in President Roxas, Capiz.
The agreement is also signed with the Bo. Obrero Elementary School, Hibao-an Elementary School, Ingore Elementary School, Jalandoni Elementary School, Rizal Elementary School in Iloilo City, as well as Jordan Central Elementary School in Guimaras, and President Roxas Elementary School in Capiz.
UFI also signed an agreement with the Bo. Obrero Day Care Center and Mansaya Day Care Center in Iloilo City.
Gabriel Pintor, principal of Rizal Elementary School in Iloilo City, said they are "overwhelmed with the help of the UFI to the scholars and the school."
This is the first time that the Rizal Elementary School is a beneficiary school of the foundation, he added.
Junifer Alejandra III, principal of Pres. Roxas Elementary School in Capiz, said the foundation has been supporting 40 scholars in their school for the three consecutive years. This is aside from the educational equipments, such as television sets, DVDs and schools supplies, every year.
The UFI is the social responsibility arm of the La Filipina Uy Gongco Corporation.

BACOLOD CITY – The SM group submitted its plan for a P2.5-billion convention center and commercial complex to be established on a provincial government lot Negros Occidental Governor Alfredo Marañon Tuesday.
Hans Sy, son of SM magnate Henry Sy, visited the governor along with Rep. Albee Benitez (3rd District, Neg. Occ) at the provincial capitol.
Sy told reporters that they envision a convention center good with a capacity of 3,000-3,500 persons and two hotels that can accommodate 200 persons and will be surrounded with a commercial complex.
Sy said the proposed project is still subject to negotiation, particularly the lot which would either be purchased or acquired through a lease agreement with the provincial government.
He said the project will take off in six months after the negotiations.
Sy brought with him technical persons to explain their proposal.
The site being eyed for the project is a six-hectare government property located at the reclamation area.
Marañon said the property will be evaluated for its value.
He said government offices in the said area will be transferred and the remaining squatters will be relocated.
Maranon stressed that while Sy’s investments will be advantageous to the city, the provincial government will also benefit from it.

ILOILO City Mayor Jed Patrick Mabilog admitted he is willing to listen to advice from friends and other persons, but will not allow any private person to dictate him what direction to take for the city.
Although identifying businessman Rommel Ynion as a friend, Mabilog said Ynion is a private citizen who cannot dictate him what to do for the city.
Ynion is reportedly criticizing Mabilog on the recent new city hall construction, saying it is overpriced, with unnecessary design revisions.
Ynion is currently in the United States, but Mabilog said he is going to talk to the businessman upon his return from travel.
Mabilog pointed out that he is not a member of the bids and awards committee and will not do any shortcut on the project.
"One thing I can assure the people of Iloilo City is that I have no kickbacks as alleged, and the new city hall will be completed as planned to become the pride of the people in the city," he said. (Lydia C. Pendon)

actually kung e review mo ang mga dating post, nakalagay SM city Iloilo expansion...New building, Condo complex,5 star hotel at theme park:banana: so posible kung ganito nga gawin ng SM dito sa Iloilo di hamak na mas malaki dito kasi sa theme park pa lamang nasa 2 bilyon na:lol: pero maari pa rin magbago ang plano nila...kaya hintay hintay lang..hindi naman siguro mag expand ang SM dito na pipitsugin lang dahil ang kalaban nila dito Megworld sa Likod nila haha

THE Azkals are coming to Iloilo.
Mariano “Nonong” Araneta Jr., president of the Philippine Football Federation (PFF), told The Daily Guardian that the famed national football team will be here May 23-24 for an exhibition game.
“It is more of a practice match,” Araneta said.
The Philippine Azkals is currently undergoing training for the 2014 World Cup qualifiers, which is slated June and July.
The Azkals will face Sri Lanka in a two-leg qualifying match. The first game will be held in Sri Lanka on June 29 and at Rizal Memorial Stadium in Manila on July 3.
The Azkals will show Ilonggos their collective strength and agility as they will play against the CPU International Football Team in Barotac Nuevo on May 24.
HOMECOMING
Even though the majority of the Azkals are Ilonggos, this will be the first time the team will play in Iloilo after its storied run in the Asian Football Confederation (AFC) Challenge Cup.
Ilonggo players in the team include co-captain Emilio “Chieffy” Caligdong, striker Ian Araneta, Mark Ferrer, Joebel Bermejo, Nestorio Margase, Roel Gener, Yanti Barsales, and Richard Becite III.
Araneta said it was Iloilo 4th District Rep. Ferj Biron who asked if the Azkals could play in Barotac Nuevo, considered as the Philippine football capital.
Araneta is urging the Ilonggos to watch and support the national team.
“We should rally behind them and be proud that majority of them are Ilonggos,” Araneta said.
The Azkals will arrive in Iloilo on May 23 and will hold a half-day practice in the town of Sta. Barbara before playing in Barotac Nuevo.

ILOILO City – This city’s electric jeepneys (e-jeeps) are now one of the most in-demand modes of transportation in the metropolis since it started operating last month.
Motorpool Division chief Engr. Johnny Daniel said the e-jeeps were able to service a total of 3,669 passengers for 219 trips from April 27 to May 3.
A total of 183 passengers were served by four e-jeeps that made 99 trips from April 27 to 29.
They ferried 82 senior citizens, 81 pupils and 20 guardians/nannies.
The big bulk of passengers were registered during the two-day transport holiday here on May 2 and 3 with a total of 2,486 passengers for 120 trips.
Mayor Jed Patrick Mabilog said the e-jeeps were really a big help to stranded commuters.
All 10 e-jeeps were deployed to give free rides for the duration of the transport strike.
Meanwhile, aside from their regular transport operation, the e-jeeps are also most requested by Ilonggos when they have activities that need transportation within the city.
Visitors likewise get the chance to ride in the vehicles whenever they want to tour the metropolis, upon request from the city government.
During regular weekdays, the e-jeeps give free rides to senior citizens and public elementary school pupils with proper identification.
They go around two designated routes in the City Proper area, traveling from 6 a.m. to 9 a.m., and from 3 p.m. to 6 p.m., Monday to Friday. (LMS, Iloilo City PIO/PN)

UPV’S DIWATA SHORE
THE Diwata Shore, a sort of big aquarium, has started to take shape in the University of the Philippines Visayas (UPV) Miag-ao Campus. It will display for public viewing various kinds of salt water and fresh water fishes because UPV’s focus is on fisheries.
The proposed project costs P72 million. The initial fund of P15 million comes from the Banat Partylist of Cong. Salvador “Buddy” Britanico who worked tirelessly to bring UPV to Iloilo.
The Diwata Shore’s construction started on the last week of April thru the efforts of Cong Buddy, Mayor Juliet Flroes of Miag-ao, Provincial Board member Gerry Flores and the good people of Miag-ao.

I think Metro posted a 2010 update here some few threads back, and ara na sa 3rd reading pre. The last stage.
After that, kung may ara counterpart bill sa House, both the senate and house bills will be reconciled in the bicameral committee. =)
After ma fully develop ang megaworld property, this proposed special economic zone will be the next big thing that will continue to propel growth in Iloilo. =)
The difference is, this time around, the investments will be about manufacturing, nor services. =)

Let's put it this way, whatever will be the final design is a product of countless days and nights of studies and restudies as what will the current short term,mid term and long term market requires and some additional concepts as projected by the study.
It's a win-win situation if you really ask me, that means the region as a whole is economically expanding..grasya sang iban grasya sang tanan.
If I put it bluntly, Iloilo City's economy could not stand alone, she needs her municipalities and closest SISTER City. and vice versa...but telling how fluid our system works..you never know.

Andrew Tan-led Megaworld Corp. is setting the stage for the development of its business process outsourcing (BPO) "triangle" hub following the groundbreaking last week for the development of its Iloilo Business Park project, complementing the company’s office-space developments in Metro Manila and a similarly-planned development in Cebu Province.
Conceptualized in 2007, the plan took a lull for several years until last week’s groundbreaking.
The 54.5-hectare Iloilo project will initially have Richmonde Hotel/Tower as locator. Richmonde will be a combination of hotel and office building complex with a retail component which will be completed by the latter part of next year, the company said.
"The Iloilo Business Park is an important component of the BPO triangle I am envisioning that will make the Philippines an exciting and thriving BPO destination worldwide," said Tan, chairman of Megaworld.
Tan said this is the second leg of the BPO triangle.
Another project, the one in Cebu is yet to be formally launched.
Magaworld has set aside a 5,000 sq.m. development for an office space in the 25-hectare property near Shangri-La Resort Hotel in Mactan, Cebu.
"The Iloilo Business Park marks the second leg of our BPO triangle after our two cyberparks in Metro Manila, with the final leg to be launched in the next few years. Together, these will give BPO investors strong prospects not just based on location but the human resource component as well. Early on, we decided to launch our BPO presence (in Iloilo) considering that Ilonggos naturally have a pleasant vocal tone, are highly educated and are very hardworking," Tan said.
Both the Iloilo and Cebu properties were acquired by Megaworld in 2007.
Metro Manila is the apex of the BPO hub triangle.
The property used to be the site of an airport that Megaworld bought for P1.2 billion from the government through an auction.
Part of the company’s plan is to turn the area into a central business district in Iloilo, with BPO offices, office buildings, educational facilities, residential projects, a hotel, a convention center as well as retail and recreational areas.
The Iloilo Business Park was granted a certification by the Philippine Economic Zone Authority as an information technology (IT) park in January this year, ensuring BPO locators at Richmonde Tower perks such as income tax holidays, duty-free importation of office equipment and repatriation of earnings, among others.
At 54.5 hectares, Iloilo Business Park is the largest IT park yet of Megaworld.
Megaworld said it will be initially spend P2.5 billion for the Iloilo project which will be used to develop road network and finance the initial construction.
The 12-story Richmonde Hotel will host 90 guest rooms, ranging from superior rooms to junior suites.
Its seventh level amenities deck features play amenities such as a lap pool, children’s pool and fitness center, while the business center on the same level will include meeting rooms and a conference room.
Richmonde Hotel Iloilo is the third project of Megaworld under this hotel brand. The hotel is projected to serve businessmen and tourists who flock annually to witness Iloilo City’s historic and colorful festivals.
The Richmonde Tower meanwhile will occupy the second to sixth floors of the hotel, offering more than 9,000 square meters of prime office space for BPO locators. Both projects are slated for completion within the next two years.
Kingson Sian, executive director of Megaworld at the time of the unveiling of the BPO hub triangle said they were already talking with potential locators.
In Cebu, Megaworld is eyeing to spend P2.5 billion as initial outlay to develop the property.
The office space market continues to be dominated by offshore and outsourcing industry (O&O) which due to the attractiveness of lower wages in countries like the Philippines and the need to cut cost have encouraged companies to send their back-office operations offshore. This drove the need for office space in the Philippines which after the last economic crisis has yet to strongly pick up like in the mid-2000.
After initially locating in prime areas in Manila, these firms have trained their sites on second tier cities for their talent pool as well as lower rental rate, benefitting Megaworld’s push to have BPO hubs in areas like Iloilo and Cebu.
Property consultant Jones Lang La Salle said that given the projected growth of the BPO industry in the next couple of years, a deficit in supply starting late this year is expected. Between 2008 and 2014, an estimated 2.02 million sq.m. of new space is expected to have come on stream.
Demand, however, is seen at 75,000 sq.m. per quarter, or 300,000 a year.
Within three years, supply will take a dip with office space for this year seen to reach only 279,587 sq.m. and 163,313 sq.m. next year, and even lower by 2013 at 141,387 sq.m.
By 2013 and 2014, there is an expected deficit of "close to 100,000," (sq.m.) the consultancy firm said.
Most of Megaworld’s office space developments are in Metro Manila, notably in township projects like Eastwood Libis, McKinley Hill, and Newport City.

The Azkals will show Ilonggos their collective strength and agility as they will play against the CPU International Football Team in Barotac Nuevo on May 24.
HOMECOMING
Even though the majority of the Azkals are Ilonggos, this will be the first time the team will play in Iloilo after its storied run in the Asian Football Confederation (AFC) Challenge Cup.
Ilonggo players in the team include co-captain Emilio “Chieffy” Caligdong, striker Ian Araneta, Mark Ferrer, Joebel Bermejo, Nestorio Margase, Roel Gener, Yanti Barsales, and Richard Becite III.
Araneta said it was Iloilo 4th District Rep. Ferj Biron who asked if the Azkals could play in Barotac Nuevo, considered as the Philippine football capital.
Araneta is urging the Ilonggos to watch and support the national team.
“We should rally behind them and be proud that majority of them are Ilonggos,” Araneta said.
The Azkals will arrive in Iloilo on May 23 and will hold a half-day practice in the town of Sta. Barbara before playing in Barotac Nuevo.

Iloilo City is a metropolis in constant metamorphosis. Its position as the main gateway to business and tourism hot spots in Western Visayas promises so much for its future growth and appearance.
Iloilo City, too, has a unique character as a city of great attraction and potential – a potential that many investors and tourists now are just beginning to discover. This unique character is important as a basis for the city’s development. But the attractiveness also demands good conditions for business and visitors, for housing, for cultural events, for national and regional events, for elite gatherings and conventions.
As the City Mayor, one of my tasks is to find ways to sustain the city’s development and create conducive conditions for investments. While doing these, I must preserve and strengthen our unique character as a flourishing population center.
That Iloilo City is an attractive investment site in Western Visayas in information and communication technology, tourism, agribusiness and in many other fronts is without question. In fact, the city’s current development tack leans towards enticing more investments here.
Let us look at some current developments.
The wide area from the Kapideco (Kauturan Pison Development Corporation) Estate to the Megaworld property (old Mandurriao airport site) is fancied as Iloilo City’s next Central Business District. The area, located in Barangays Tabucan and San Rafael in Mandurriao, will soon be a beehive of activity after the Megaworld groundbreaking slated today. The Kapideco Estate is also home to Ateneo de Iloilo’s new campus.
The recently completed Plazuela de Iloilo of the Florete Group is a commercial development located in a 12,533 square meter lot beside SM City Iloilo. The project includes a commercial strip with 8,600 gross leasable area and spaces for business process outsourcing firms like call centers.
Another planned development is revitalizing Calle Real, Iloilo City’s Central Business District. Calle Real, encompassing J.M. Basa and Iznart Streets, is the Central Business District’s seat of vitality. At last count, there are 18 heritage buildings in this area and we are inviting investors to help develop the area into a commercial and tourism center so it can accelerate economic resurgence in this once majestic landmark.
It is hard to think about Iloilo City’s development without thinking about developing the major access points between the city and Guimaras Province. From today, plans to build the Guimaras-Iloilo Ferry Terminal at the mouth of the Iloilo River are brewing.
Of course, we can’t have all these development going and then running government in a mall. The seat of the city government will migrate by August this year to the New Iloilo City Hall Building which is nearing completion. The eight-storey building will alter the skyline at the downtown area.
And while we eagerly await the August transfer, the INJAP Land Corporation’s 21- storey commercial and residential building at the corner of Jalandoni Street and Diversion Road in Mandurriao will open for business. It will have commercial units in the ground floor, multilevel parking and residential condo units. This new INJAP building will add to Iloilo City’s growing prominence as the nation’s next investment hub.
If Megaworld is here, can Ayala be far behind? Don’t bet on it.
In a recent statement, developer Ayala Land announced it is building a three-building complex in Iloilo City to house business process outsourcing firms. The announcement signals the continued interest of the land developer in growing office spaces in Iloilo City.
According to the Ayala statement, the first building in this BPO complex will incorporate retail at the ground floor and will be adjacent to the Smallville Business and Leisure Park and the Boardwalk Leisure Center. Ayala has reportedly secured Hinduja Global, one of India’s biggest BPO firms, for a 2,500-square-meter area in the BPO hub. Hinduja, one of our more recent investors, offers client servicing to Western firms engaged in insurance, telecommunications and consumer electronics.
There are also major projects amounting to P276 million outlined for Iloilo City this year to help us become more competitive and investment-friendly. The ones referred by Congressman Jerry P. Treñas to the DPWH for implementation include the Fort San Pedro seawall rehabilitation, Ticud Bridge construction, Diversion Road widening and Dungon Bridge rehabilitation, and the coastal road rehabilitation from La Paz district to Leganes.
Space, however, prevents us from enumerating all the planned and ongoing projects for developing Iloilo City. But one thing is certain, though. I strongly believe that developing Iloilo City is not just about government. It is also about every Ilonggo, every private and public organization and anyone else who plays a role and shares in the improvement. Getting involved is the cornerstone of our growth.
Developing a city is not just writing a plan now and then. It is more like everyday engagement in the advancement and design of our communities.

WE have no personal grudge against Mayor Jed.
The issue on the highly overpriced city hall building involves public interest. It is a moral issue that the people are so interested about. It is the people’s money.
For example, many people are asking: Is Mayor Jed a thief?
Frankly, we cannot answer that directly and brutally. But as a member of the press and voice of the people, we will continue to ask this legitimate question of the public.
For 25 years, the people of Iloilo will be bound to pay for the gargantuan loan that would reach almost P1 billion plus interest and other charges.

UPV’S DIWATA SHORE
THE Diwata Shore, a sort of big aquarium, has started to take shape in the University of the Philippines Visayas (UPV) Miag-ao Campus. It will display for public viewing various kinds of salt water and fresh water fishes because UPV’s focus is on fisheries.
The proposed project costs P72 million. The initial fund of P15 million comes from the Banat Partylist of Cong. Salvador “Buddy” Britanico who worked tirelessly to bring UPV to Iloilo.
The Diwata Shore’s construction started on the last week of April thru the efforts of Cong Buddy, Mayor Juliet Flroes of Miag-ao, Provincial Board member Gerry Flores and the good people of Miag-ao.

IMO open skies policy will lead to cheaper fares and better airline service. Our local airlines may only have the capability to fly international routes to and from major airports they already serve due to budget constraints etc. With their limited capability it is unlikely for the local airlines to open international routes to new airports. I think the open skies policy of bringing foreign airlines into the country capable of flying domestically and international will be a good welcome. I suggest the mayor should talk with local airlines first and ask them to open an international route in Iloilo. If local airline companies can not do that, the next thing will be to ask interested foreign airlines to do so. These foreign airline companies may not only open domestic flights but foreign routes as well, most likely their home base country or a very viable destination. Just sharing my views, good day!

Well, we don't have any idea if the iloilo expansion of SM would be of the same extent as that of bacolod. Personally though, if there will be an expansion, I think it will be on a smaller scale as that of BCD. This is because SM's lot in the diversion area is limited, there's megaworld's IBP just behind SM's. Plus, there are lots of other SM brands scattered all throughout the city. So Iloilo is pretty much well covered by SM.
If it were up to me however, I wish that SM would put up branches in Roxas and Kalibo, so that there would be a stimulus to trade and more people would be given jobs. Unfortunately, there are groups with strong vested interests, both in capiz and aklan that have opposed the presence of SM for various reasons. That's why in panay, SM is stuck in iloilo....for the moment...
Let's put it this way, whatever will be the final design is a product of countless days and nights of studies and restudies as what will the current short term,mid term and long term market requires and some additional concepts as projected by the study.
It's a win-win situation if you really ask me, that means the region as a whole is economically expanding..grasya sang iban grasya sang tanan.
If I put it bluntly, Iloilo City's economy could not stand alone, she needs her municipalities and closest SISTER City. and vice versa...but telling how fluid our system works..you never know.

Sakto na pre. Bacolod's continued rise can be harnessed by iloilo city. We can benefit (meaning, make money out of it) from bacolod's progress especially in areas where iloilo is catching up. For example, in BPOs (im pretty sure i'll get criticized for this, but I think, mas damo didto BPOs), to sustain the hiring rate of prospective employees over a long period of time*, the HR of the BPOs have to expand their source, getting from another BPO hub on the other side of Negros (Dumaguete) and from Panay. Iloilo based universities can capitalize on this by ramping up the training of the skills of "Near hires" (meaning, those who were very close to being hired were it for some little defect in their skills). That's one way to make money and many more.
*If, for example, for every 100 applicants per day, only 40 people were qualified to join the workforce, then HR has to maintain that flow of 100 people per day just to find 40 qualified applicants and to offset the attrition rate.
To maintain that flow of 100 applicants per day, you can't just rely on sourcing your manpower within one city. True, ma sustain ina in 5 years, na sa city ka lang ga source....but will that still be sustainable 10 years from now?
you hit it right @ 4th, the bigger it will be means that there's a market for it. We're glad that both cities will have future expansions of SMs.(It's good news for the Ilonggo economy or isn't?). :)
But for me though, I still prefer factories for job security of our fellow ilonggos, and I think that will be realized soon.:)
For the factories pre, that will come, especially kung matuman na ang gina propose ni senator Miriam and Jinggoy na special economic zones in Oton and Ajuy, respectively. =)

IF you read the article, it highlights how past admins from Cory, FVR, GMA policies regarding the industry, what did we got? when Pareng Erap went the other way, what did the country went?
and besides air travel for developed countries are far more different from this part of the globe.

the reason is our aviation industry was stripped with category 1 status by the US FAA, ICAO conformed with that as FAA is the only capable civil aviation authority to conduct testing and inspection on personnels (Pilots, ATC, Air Nav Engrs.). Our country failed on these tests, we were put to category 2, that's why CAAP was created and replaced the old and corrupt office that is ATO.
The Pnoy gov't has given CAAP one year to comply, if that status will be returned to us, then that's the time our local carriers could also penetrate markets of Europe and other countries which still prohibits us.:)

Personally though, if there will be an expansion, I think it will be on a smaller scale as that of BCD. This is because SM's lot in the diversion area is limited, there's megaworld's IBP just behind SM's. Plus, there are lots of other SM brands scattered all throughout the city. So Iloilo is pretty much well covered by SM.
If it were up to me however, I wish that SM would put up branches in Roxas and Kalibo, so that there would be a stimulus to trade and more people would be given jobs. Unfortunately, there are groups with strong vested interests, both in capiz and aklan that have opposed the presence of SM for various reasons. That's why in panay, SM is stuck in iloilo....for the moment...

Sakto na pre. Bacolod's continued rise can be harnessed by iloilo city. We can benefit (meaning, make money out of it) from bacolod's progress especially in areas where iloilo is catching up. For example, in BPOs (im pretty sure i'll get criticized for this, but I think, mas damo didto BPOs) it's obvious pre, but if you actually check out their respective HR, you might be surprized with the statitics.
to sustain the hiring rate of prospective employees over a long period of time*, the HR of the BPOs have to expand their source, getting from another BPO hub on the other side of Negros (Dumaguete) and from Panay. Iloilo based universities can capitalize on this by ramping up the training of the skills of "Near hires" (meaning, those who were very close to being hired were it for some little defect in their skills). That's one way to make money and many more.Agree on this, set up training schools and establish additional technical courses that supports the industry. I will require them to undergo OJT programs first. let them feel their way before putting them on actual jobs.
*If, for example, for every 100 applicants per day, only 40 people were qualified to join the workforce, then HR has to maintain that flow of 100 people per day just to find 40 qualified applicants and to offset the attrition rate.
To maintain that flow of 100 applicants per day, you can't just rely on sourcing your manpower within one city. True, ma sustain ina in 5 years, na sa city ka lang ga source....but will that still be sustainable 10 years from now?
10 years after?sure, BPO's are the trend this decade, but in the future, we have to prepare for traditional industries that cater globally.. ships, cars, computers, electronics.

Basically, kung mag invest ang mga high income corporations sa isa ka locality, ma jack up ya ini ang mga real estate prices. So, kung damo ang ma sulod na high income corporations, its very possible that a wide swath of kalibo will have the value of their real estate increase exponentially.
And because their land value will increase, then the real property tax that is being levied by the local government will also increase. Therefore, you pay increased real estate tax to the municipal government.
That has already happened in iloilo city. We have read some threads back, may nag post diri na forumer about a newspaper clip na ang city government will increase the real property tax rate, I think si luckylady pa ang nag comment or nag oppose about this.
The real property tax was increased by the city government of iloilo because certain na that time na mag sulod ang Megaworld, ang Ayala nag patindog na sang ila na initial project and other investments were also coming in.

yes but not all..have you noticed that PAL has no flight sa Europe? that's one reason, they don't want pilots from the Phils. to fly on their country for the reason that our regulating agency, former ATO has test pilots that were only trained on cessna 150 plane, so how can that be? you give clearance and renew pilot's license of 747 planes while you are only rated on a small plane?

Iloilo City Jed Patrick Mabilog said not one of these billboards is registered in the city since the Department of Public Works and Highways (DPWH) is the one in-charge of their permits, especially those measuring 25-30 meters.
Mabilog, however, said he wants a review of all the permits of these billboards regardless of its sizes because since some of them are located along the Iloilo River, they are also considered illegal structures. The mayor particularly mentioned the giant billboard beside the demolished property of City Councilor Edward Yee along Diversion Road in Mandurriao district here.
The city chief executive also said the billboards without permits will be included in the demolition process.
Mabilog has tasked City Administrator Norlito Bautista to get the list of these billboards before the end of the month.
“After reviewing their permits, the billboards with permits that post danger to motorists will not be renewed,” he said. (PNA)

DR made a very good suggestion, not necessarily raw materials will be processed in the point of origin, all we need is a superb road networks that can be used to safely transport the goods to the facilities, which for me would be ideally located in Central Panay, Panay as a whole offers different types of produce that we could eventually supply Mega Manila at competitive prices to their traditional suppliers...and I prefer facilities that has a close proximity to the railways. in which the easy access to the trains means faster and scheduled delivery of the products to Roxas-Iloilo-Caticlan seaports for nationwide distribution and to our airports as well for a small scale export considered by our brothers as delicacy from their motherland :).. The good thing about Panay's road networks is majority of our Roro nautical highways are already established, although there are petty crimes from time to time, over all the security situation is more than above average.
and also fish and alike processing facility can be located in Estancia, wide open space, plenty of manpower, nevermind the LGU, decent port facility with direct link to Manila. i think someone whispered to me about a proposed fish can industry to be put up somewhere up north..
I did see and ate a canned milkfish sardines from Victorias Milling Corp. long time ago. Now that is a good blueprint, Is it still being produce today? calling SSC- Bac Lurkers...

I would prefer Guimaras as our Panay's Palawan, our last frontier,
retirement villages, large parcels of land suited for private estates..
nature tourism such as village resorts and eco-sports activities. religious retreats. of course the white beaches with Marinas to boot.
the mangoes should go to central Panay for processing. and the "kasoy nuts"..
a small concrete airstrip would be a decent pet project..

Tani ang dako nga billboard dira sa soccoro ayon kwaon may kay daw ga pa guba guba lang sila.
sa billboards daw ok man, ang problema is kung regulated ina, ang dira dampi sa soccoro part sang una daw nami guid ubrahon nga ala New York Times Square plus the E-billboards, what do you think? hehehe..
and siguro mga street signs ta dapat i-update na sang syudad, kay ang nakita ko nga daku nga signage daw iya man lang ni Lopez-vito, daw indi man nami nga pati ngalan nya upod pa.:ohno:

Rolls-Royce May 12th, 2011, 10:19 AM Electronic billboards are best suited where Socorro drugtore is now, or at least right around that area. I think that obelisk whatever memorial thingy that one is called is an eyesore. It would have been nicer if they revamped that whole area, put an added attraction by putting another fountain, albeit smaller scale with few steps on it, where people can sit down and watch the world go. It'll be a magnet for tourists just like what it did to London. It'll look like Times Square in NYC as well as Piccadilly Circus in London. Hmm just my wild idea though.

bulabog jalaur May 12th, 2011, 11:28 AM IMO, if iloilo has to improve its manufacturing industry, it should start with food-processing... come up with products that use local agricultural products, process and market them, first, nationwide, then, globally... that way, the poorer folks in the agricultural sector also get to have their slice of the cake...
for example
Agricultural products------processed products for marketing
1. rice--------------------milled rice, other rice derivatives
2. sugarcane--------------sugar
3. corn--------------------cobs, popcorn, flour, chips, flakes, tacos, etc...
4. mangoes----------------fresh, dried, juice, candy, jam, etc..
5. watermelon--------------fresh, juice, processed, etc..
6. livestock and poultry-----fresh, canned, others...
imagine how much the farmers, the factories, the factory workers, the international port would maake... imagine its impact to the local market with more products available... with more manpower in all industries=more production=more income=more buying power=more dynamic local economy...

If RAIC were successfully implemented in the early 90s i think iloilo by today maybe considered one of the powerhouse exporter of agri base product in the country, but due to political, wrong zoning, issue of power and ill advised implementation, are some factors in which the project did not take off.
Now i think we should go back in drawing board again...:ohno:

UPV’S DIWATA SHORE
THE Diwata Shore, a sort of big aquarium, has started to take shape in the University of the Philippines Visayas (UPV) Miag-ao Campus. It will display for public viewing various kinds of salt water and fresh water fishes because UPV’s focus is on fisheries.
The proposed project costs P72 million. The initial fund of P15 million comes from the Banat Partylist of Cong. Salvador “Buddy” Britanico who worked tirelessly to bring UPV to Iloilo.
The Diwata Shore’s construction started on the last week of April thru the efforts of Cong Buddy, Mayor Juliet Flroes of Miag-ao, Provincial Board member Gerry Flores and the good people of Miag-ao.
