RESCUERS GIVING UP Igbaras river tragedy death toll climbs to 41 By MONTESA GRIÑO IGBARAS, Iloilo – Rescue groups will stop their retrieval operation by 12 noon today. They have yet to find 19 more missing persons – all presumed dead by now – from the Tanggian River where they fell when the passenger jeepney they were riding plunged into the raging waters. If the missing are counted with those confirmed dead, the total number of fatalities in the accident would climb to 41. According to Sangguniang Bayan (SB) member Jose Nilo Braza, chairman of the Peace and Order Committee, the rescuers have been working since Monday afternoon right after the accident. “Kapoy na sila (They are exhausted),” he told Panay News yesterday. The rescue groups are the Royal Eagles, Black Panther, Mountain Tigers, Philippine Coast Guard, and volunteer groups from Barotac Nuevo and Pototan towns. This morning at 8 o’clock, there will be a Mass at the Tanggian River. Twenty-two passengers have been confirmed dead. The ill-fated passenger jeepney had some 60 passengers. Tuesday night, this town was placed under a state of calamity by its SB a day after the incident. The SB made the declaration during a special session called by Mayor Jaime Esmeralda. The accident happened on Monday a little over 12 noon. Esmeralda said the Municipal Disaster Coordinating Council (MDCC) recommended that Igbaras be placed under a state of calamity. The declaration would pave the way for the release of calamity funds to be given as financial assistance to the families of the dead, missing and injured. According to Daniel Mendoza, Municipal Deputized Disaster Coordinator, they are now processing the papers for the immediate release of the fund. Each family with a dead relative will receive P5,000. Mendoza also said that the Iloilo provincial government under Gov. Niel Tupas will be giving another P5,000 to each victim. The Regional Disaster Coordinating Council 6 (RDCC6) committed to release P10,000 for each affected family. The nearby town of Miag-ao promised to shell out P1,000 for each family concerned. Donations have also started to trickle in. The municipal government of Igbaras, said Mendoza, had received P23,000 from concerned individuals. For the time being, Mendoza said, part of this money will be given to a rescuer who was wounded while trying to save lives at the Tanggian River. Mendoza identified the rescuer as Ramil Esgra of Brgy. Barasan. He was brought to the Guimbal District Hospital for treatment after he fell off the concrete overflow where the passenger jeepney was swept by the river’s strong water current. It's somewhere in Panay. I need urgent help. I need to find a cheap but good resort either in Panay or Guimaras. I have 35 guys who can spend up to P350 for transport (from Miagao), food, and accomodation (tough budget isn't it?). Last year, we went to Raymen in Guimaras but it's now full of volunteers for the oil spill cleanup so they can't accomodate us. Racsos and Bantayan are off the list because we're always there. I hope some of you could suggest a beach or inland resort. Thanks! DOTC had already submitted to NEDA-ICC last April 17, 2006 the additional proposed Revised Cost for the airport in the amount of P2.572 billion. Once approved by NEDA-ICC, the cost of the New Iloilo Airport Project will increase from P6.187 to P8.759 billion. The cost increase is also due to 12% VAT, foreign exchange differentials, Custom’s duties, and additional works such as the construction of a 3 km x 2 lane secondary road via the Municipality of Cabatuan and the rehabilitation of the existing 1.6 x 4 lanes by-pass road located at Sta. Thanks, but they won't let us cram more than the number meant for each room. That's how we cut cost. Last year, we got away with it in Raymen by renting only one cottage. Those who couldn't be crammed inside anymore slept outside. We're trying to convince Baras Beach Resort. They have the perfect place but they might not accept 35 people since it could destroy the peaceful ambience. The finance committee approval came despite the bombing last Sunday of the Negros Occidental airport allegedly by communist New People's Army rebels. Some P30 million worth of equipment for the airport's construction were destroyed. The airport was set for completion in the second quarter of 2007. "The bombing of the Negros airport is certainly a setback, but the move of the committee today (Monday) to provide funding for this airport sends the signal that we are determined to push through with the project that will bring the region economic progress," said Sen. Franklin Drilon, chairman of the Senate finance committee. During the committee hearing on the P17.6 billion budget of the Department of Transportation and Communication (DOTC) for 2007, Drilon said the allocation submitted for the new airport in Iloilo was at P2.712 billion and P2.788 billion for the Negros airport. Realizing that the new airport being built in his hometown in Iloilo is as vulnerable to attacks as the airport in Silay City, Drilon called on the police to intensify security measures at the Iloilo airport so as not to delay its opening on March 2007. "The rise of a first-rate airport in Western Visayas that is compliant with international standards is crucial to the development of the country. This will boost our air transportation services, making the Philippines more accessible to the rest of the world," Drilon, a native of Iloilo, said. Drilon played a lead role in the facilitation of the P6.2 billion Iloilo airport project for the past eight years. He is part of the steering committee that oversees project implementation. In November 1998, then President Joseph Estrada issued a memorandum creating the Iloilo Airport Coordinating Committee, with Drilon as adviser. Last September 29, Drilon had an ocular of the site of the new airport in Iloilo and was pleased to see that the construction of facility is within schedule. The three-storey passenger terminal, about 12,000 square meters in floor area, houses the baggage conveyor on the first floor, check-in area and the airline offices on the second floor, pre-departure area on the third, and arrival area along the corridors that lead to the first floor. The airport can accommodate six aircrafts simultaneously parking at a time. Air navigation systems, including a radar area, are also in place. "Iloilo, whose airport has the fourth highest passenger traffic in the country, will benefit from the influx of tourists and investors once the new airport becomes operational in March 2007," Drilon said. Drilon, along with President Arroyo and DOTC Secretary Leandro Mendoza, launched the project in Iloilo on January 2004. The airport is seen to increase air passenger and cargo traffic in the province and to boost economic development in Western Visayas. Calubiran Two of the city government's major projects are threatened by the possible cut on the city's Internal Revenue Allotment (IRA) should the creation of new cities in the Philippines including the municipality of Pototan pushes through. This includes the proposed construction of the multi-million new city hall building. Mayor Jerry Treñas said the city hall building project could be affected by the IRA cut even if the Land Bank of the Philippines already approved the city's application for loan. Treñas met with Department of Budget and Management (DBM) Secretary Rolando Andaya yesterday in this regard. The result of their meeting would be known today. The creation of new cities in the Philippines will automatically reduce the IRA of each city. The projected IRA share of the city government was used as one of the basis for the approval of the city's loan to Land Bank of the Philippines which amounted to P350 million. The bank approved the city's loan based on the IRA share of the city and its capacity to pay. Once there is a cut on IRA, the paying capacity of the city government is also slim. On the sanitary landfill, the city is working hard for the implementation of such project. In fact, several groups have already offered a design and services in constructing a sanitary landfill. The project cost millions of pesos. The sanitary landfill is a must for the city as mandated by law. The sanitary landfill is also supposed to address the worsening garbage problem in the city's dump site. Fernandez THE Asian Development Bank (ADB) is willing to provide funding for priority projects of the Metro Iloilo-Guimaras Economic Development Council (MIGEDC), according to Iloilo City Mayor Jerry Treñas. Why? Because ADB wants the MIGEDC to become a model collaboration among local government units (LGUs). Treñas, MIGEDC chair, met with ADB executives in Manila Wednesday to discuss the said plan. “We came up with a study amending some provisions of MIGEDC. After these are refined, we will ask them (ADB) to publish a booklet about MIGEDC’s best practices which will be ready by December in time for the ADB-led meeting of 10 cities from 10 countries,” Treñas explained. He said the MIGEDC will represent the Philippines during the ADB-initiated conference in the country. An ADB team was in Iloilo recently for a study tour to assess local economic situation. “The ADB has identified priority programs and projects like the new Iloilo airport, circumferential road system plan, solid waste management, Iloilo Flood Control Project, integrated water resource management, Iloilo River rehabilitation and Panay area business development projects,” Treñas stressed. “The ADB is willing to provide funds that the national government as well as the LGUs can tap for projects implementation. They are offering a 20-year loan with a five-year grace period and five to seven percent interest,” he said. Treñas pointed out the importance of identifying priorities to guide the LGUs on what projects to implement first. The MIGEDC is co-chaired by Governor of Guimaras with the municipal mayors of Leganes, Pavia, San Miguel, Oton and Sta. Franklin Drilon. Last October 9, the Senate Finance committee chaired by Drilon approved a P5.5-billion infrastructure fund that will pave the way for the operation next year of these two biggest airport projects in Region 6. "The bombing of the Negros airport is certainly a setback, but the move of the committee to provide funding for this airport sends the signal that we are determined to push through with the project that will bring the region economic progress," Drilon said Drilon called on the Philippine National Police (PNP) to implement appropriate security measures to ensure the safety of the New Iloilo Airport Development Project so as not to delay its opening amidst the bombing of the Silay airport project. Agustin De la Peña: The religious patriot During the Revolution against Spain, one native clergy in Iloilo province that stood up and responded to the call for support of the struggle was Fr. Agustin de la Peña, parish priest of Dumangas. Although he did not directly participate in the battleground, yet he helped keep the fight going by raising funds for the Iloilo revolutionary government. Father Agustin was born of an educated and landed family in Dumangas. Typical of any other child in the Philippines during the Spanish period, the young Agustin received his first lesson from his mother. Later, he matriculated in the escuela publica in his home town. After finishing his studies in Dumangas, he was sent to the Seminario de Jaro for religious education. It was in school and through his association with fellow ilustrado students that he learned the prevalent liberal ideas of the time. Some of his contemporaries also became prominent Ilonggo leaders, such as Quintin Salas, Praxedes Magalona and Silvestre Apura (Bernal, n.d.). Agustin passed the rigid training at the seminario and was, subsequently, ordained as priest. It cannot be ascertained as to what places he was assigned to serve after this. What has been established is that, prior to his homecoming in Dumangas, he served as coadjutor to Fr. Jose de los Reyes in Nabas, Aklan from 1893-1894. It was in 1895 that he was transferred to Dumangas to assist Fr. Rafael Murillo, the Spanish Augustinian parish priest. When the Revolution in Iloilo broke out in October 1898, Father Agustin was still serving as assistant parish priest of Dumangas (Fernandez, 1965). According to the study of De la Vega and Cadiz (1998), the native clergy and the local revolutionary leaders were in close contact during the Revolution. This was due to the fact that most native priests and the revolutionary leaders were classmates or contemporaries in the seminario. Again, Archutegue and Bernad (1971) pointed out that the Panay revolutionaries worked independently from the Malolos-created government and were closely assisted by clerical advisers and chaplains. By November 1898, the Spanish friars in Panay had fled or been captured, and the native coadjutors had succeeded to their vacated posts. Meanwhile, in Dumangas, Father Murillo sought protection from Col. Quintin Salas, the local revolutionary leader. This eventually led to the ascension of Father de la Peña to become the parish priest of the town. All throughout Panay, the native clergy took over the parishes to oversee the spiritual needs of the people during the revolutionary period. Because the revolutionary troops had closed in on Jaro, the Spanish bishop, Fr. Andres Ferrero, fled to Manila, leaving the diocese vacant. Father de la Peña, seeing the opportunity to get hold of the vacated bishopric, wrote Bishop Ferrero expressing his interest to take over the responsibility with a promise not to break any church law. Convinced of the sincerity and allegiance to his vows, Father de la Peña got the delegation as administrator of the diocese (Taylor, 1971). Father de la Peña, thereupon, seeing the immediate need to help his fellow Ilonggos, assumed the risk of putting the clergy into the service of the Revolutionary government and the army. The major function of the priests assigned by Father de la Peña was to act as collectors of funds and supplies to sustain the revolutionary operations. Aside from instructing native priests under his supervision to collect funds, Father de la Peña was always in contact with Gen Martin Delgado, the Commander-in-Chief of the Revolutionary troops, to decide on matters with religious bearing. Unfortunately, in December 1900, Father de la Peña was arrested by the American soldiers. They took him out from his convent in Molo and was brought to the town of Banate. There the Americans subjected him to water cure to reveal the whereabouts of the revolutionaries who transformed themselves into guerillas. He refused to talk and so he was subjected to continuous torture for days which caused him his death. In effect, Father de la Peña died a martyr for the Revolution and for his people. I don't have figures for the 2005 statement of income but in 2004, Iloilo City has only 43.98% IRA-dependency Ratio. This might be high for MM cities, but outside MM it's just average (maybe even low)... But I do agree that Iloilo City is dependent on IRA (and locally generated income), in a sense that it doesn't immediately resort to borrowing money from banks for funds. I don't fancy calling a place a city when all I can see is a mere public market, a big plaza, and a large portion of agricultural land. We have so much cities back home already that some of them doesn't qualify as one, physical features and the like to be exact. Pototan needs to sell itself more, commercially and infra. Even Passi City looks like a mere district of Iloilo City only. We have to develop Passi City first, then Pototan can have a go with its own cityhood. Well, it's just my own opinion. I don't fancy calling a place a city when all I can see is a mere public market, a big plaza, and a large portion of agricultural land. We have so much cities back home already that some of them doesn't qualify as one, physical features and the like to be exact. Pototan needs to sell itself more, commercially and infra. Even Passi City looks like a mere district of Iloilo City only. We have to develop Passi City first, then Pototan can have a go with its own cityhood. Well, it's just my own opinion. A lot of business establishments had sprung up since I was there last and quite impressed by a small number of 'em. The Chan family's (Jose Mari Chan) have put their faith in a small city of Passi, although small (you've got to start somewhere), population is still growing. Population growth had somehow brought a quandary to the services sector and needed adressing. They said - although a bit cliche now, Rome wasn't built in just one day. It has squash courts, tennis courts, swimming pool and a golf driving range. We go there either to rollerblade or play tennis. The structures were already dilapidated and looked forlorn. Most of them have only the concrete structures left and stripped bare of its wood panellings. I was told that there used to be a bowling alley in one of the buildings but I wasn't able to verify it since access to the buildings were already restricted. Unbenownst to the caretakers, I ventured into one of the buildings and it's full of forms of the defunct International Bank (InterBank was merged with Union Bank[?] in the 90's). Only the tennis courts were opened to the public. The pool is already murky and was later drained. If I can remember it correctly, during the mid-nineties Marikudo was close-down (it defaulted on its loans) and was later reopened as the Jaro Country Club but I guess it never took off. Now back to the present... I don't know anything about their redevelopment of the area. But I'm sure they need to refit/renovate all the buildings there. A coat of pain will not do since its been neglected for a long time. Besides Marikudo looks like a non-existent entity for decades already, I guess so. I think the people that are currently developing it can make it better than Punta Villa. The former Marikudo property is really grand had it not been for the neglect of its former owners. I'm confident to say that this is not just a name changing thing that they are doing. I know they will be infusing millions to the redevelopment of this property. The quickest route to get here is through that street beside Petron and Wewin's (is it still existing there?) across the LTO office. There are quiet a few turns to take before you get to reach its gates. Right at the gates are two bridges over a creek. One huge building dominates the other two. This is not a teeny tiny building but a massive two storey building with looks like a fortress. To the right is another building which houses the squash courts. At the left is another two storey building but smaller in scale. I think this is a former bar or cafe. It offers a good view of people teeing their golf balls. Further back is a free-style swimming pool and a short walk to the left are four or five tennis courts. Even with these former developments, there are still plenty of areas to be developed. I heard that Marikudo used to have a golf course. A large portion of it, including the golf course, was sold and was later turned into subdivision. Since they lost their golf course, they built a driving range for golfers instead. This I have yet to verify. This is the Marikudo I once knew. History has always recognized and even honored countless men who have starring roles in the advancement of civilization, both in war and in peace. Women, on the other hand, had only supporting roles and, in most parts of human development, were nameless, faceless and voiceless. Their heroic exploits and achievements have been regulated into the dustbin of history. Women, it appears, had no significant participation in history. Nevertheless, in the annals of the struggle of the people in Western Visayas against the Spaniards and the Americans, women were clearly visible. They were appreciated because of the very significant roles that they played in this respect. They challenged the might of the Spanish colonizers and the emerging imperialist America. Indeed, it is the pride of the Ilonggos to have produced distinguished women such as Patrocinio Gamboa of Jaro, Nazaria Lagos of Dueñas, Francisca Cabañas of Cabatuan, and of course, Teresa Magbanua of Pototan. Teresa Magbanua, or Nanay Isa to those who knew her personally, was born in Pototan, Iloilo on October 13, 1863. She can be singled out as the bravest of the Ilonggo women patriots because she actually fought in the field. She was the second child of Don Juan Magbanua and Doña Alejandra Ferraris, both belonging to prominent families in Pototan. Don Juan was a judge of a sala of the Court of First Instance of Iloilo while Doña Alejandra was the daughter of Capitan Benito Ferraris. (Sonza, Illustrious Illongos). Despite her orientation and training under the Spanish puritanical Castillian mode of what a woman should be, she turned out to be liberal and outgoing and did not fit the image of a 19th century very religious and uncritically submissive woman. She is remembered by her sister Paz as having a "dynamic personality, always restless for action and afraid of no man" (Torio, 1990). Her grandson, Ramon Magbanua Bernasol, also has recollection as her maisog (brave) but matinatapon or caring (Interview, October 12, 2006). her playmates were her younger brothers, particularly Manuel and Elias. For a woman of the Spanish time, she received an excellent education. She started her formal education at the Colegio de San Jose in Jaro. After this, because her family had the means, she was sent to Manila and was able to study in three different girl schools, namely: Colegio de Santa Rosa, Colegio de Santa Catalina, and Colegio de Santa Cecilia (Sonza, Illustrious Ilonggos). It was in Manila that she finished her "carera de maestra". When she went home to Iloilo, she taught in her hometown and developed the reputation as a strict disciplinarian. Later, she moved to Sara where she met and married Alejandro Balderas, a wealthy farmer who owned wide tracts of lands. Nay Isa gave up teaching and helped her husband with the farm chores. Because of their wide lands, she learned how to ride the horse and how to fire the pistol and the rifle. Unfortunately, the couple did not have children. (Sonza, Illustrious Ilonggos). When the Revolution against the Spaniards broke out in Iloilo province in October 1898, Nay Isa lost no time, despite the protest of her husband, in presenting herself to Gen. Perfecto Poblador, her uncle, who had been designated as the commander of the Northern Zone. After the initial hesitation, General Poblador relented and Nay Isa was given command of a bolo battalion. Nay Isa proved her mettle and bravery in two battles against the Spaniards in Yating, Pilar, Capiz and in Sap-ong Hill in Sara, Iloilo in November and December 1898. The following year, in February 1899, Nay Isa participated in the Battle of Balantang against the Americans where she exhibited her courage. Later, she joined the guerrilla war against the Americans but was forced to surrender in 1900 when she realized the futility of continuing with the fight. When the Japanese occupied the country in 1942, Nay Isa, despite her advanced age, supported the local guerrilla unit providing food and other supplies. After the liberation, she went to Zamboanga through the invitation of one of her brothers who was residing there where she died in 1947 (Bernasol, Interview, October 12, 2006). Certainly, her heroism in the struggle against foreign imperialists had no equal in Western Visayas. As early as 10th century, medical practitioners in Persia recognized the use of a wine agent that produces unconsciousness during Cesarean operations. From then on, different kinds of chemicals such as nitrous oxide, diethyl ether or sulfuric ether and chloroform were utilized. Cocaine, considered as the first local anesthetic, was initially utilized by Karl Koller as suggested by Sigmund Freud for opthalmic surgery.
