THE Iloilo Business Club (IBC) is poised to interact with the academe, local government units and the private sector in helping shore up manpower for Megaworld Corp.’s P25-billion development at the 54-hectare old Iloilo airport lot in Mandurriao, Iloilo City.

Ma. Lea Victoria Lara, IBC executive director, said Megaworld’s projection to create 30,000 to 40,000 jobs is quite overwhelming and needs coordinated efforts between schools, the government and other manpower and service providers.

Lara said they got a picture of Megaworld’s planned developments when they met the other day with the firm’s first vice president for business development, Jericho Go and party.

“Imagine they will require 40,000 workers as they develop their hotels and other facilities at the old airport. That is just for the call centers, hotel, etc. and does not include allied services such as construction workers,” Lara said at the sidelines of a roundtable forum on Iloilo’s human resources mounted by the University of Iloilo (UI)-Phinma’s Center for Enterprise Development Thursday.

Lara said IBC wants to engage schools and the government in order to sustain Megaworld’s demands for competent labor pool.

“What attracted Megaworld and its locators to Iloilo is our human resources. We have to talk to the schools so that they can educate future workers on relevant industries and profession needed by Megaworld and other investors. We also need the government to train our existing and future manpower resources on skills needed for potential employment,” she added.

Megaworld’s initial development is the Richmonde Hotel Iloilo and Richmonde Tower. The 12-story hotel will host 90 guest rooms, ranging from superior rooms to junior suites.

Richmonde Hotel Iloilo is the third project of Megaworld under this hotel brand. The hotel is projected to serve businessmen and tourists.

The Richmonde Tower will occupy the second to sixth floors of the hotel, offering more than 9,000 square meters of office space for BPO locators. Both projects are scheduled for completion within the next two years.

A standalone BPO building and the Festive Walk comprised of retail establishments and restaurants will also be developed in the area.

The initial projects are expected to be finished in the latter part of 2012 and will cost P2.5 billion.

Further developments over 10 years will infuse P18 billion in Iloilo’s economy.



STRENGTHS AND WEAKNESSES



Professor Jigger Latoza, University of San Agustin’s director for research and publications, said while Iloilo City boasts of 30,000 fresh graduates annually, they have problems with communication and critical thinking skills.

Latoza, who presented the state of Iloilo’s human resources during UI-Phinma-led forum, cited the 2009 Philippine Cities Competitiveness Ranking Project (PCCRP) where Iloilo City topped other cities in terms of human resources due to the presence of seven on-site universities both public and private.

But the PCCRP report also noted that workers from Iloilo must improve communication skills.

Latoza also cited a recent study on the business processes outsourcing (BPO) industry which showed that more or less 2% of workers from Iloilo get hired by BPO firms. Dumaguete City in Negros Oriental tops Visayas area in hiring rate at almost 7%.

Latoza also batted for a “disaggregated database” of human resources to help major industries look for suited workers in their investments. The database should be split in sectors and classes to give investors an idea of labor profile in the region.

Dr. Chito Salazar, UI-Phinma president, said private higher educational institutions (HEIs) base their curriculum on the demands of parents and students, not necessarily on what the market needs.

Salazar said students sustain the operations of private HEIs through their tuition and matriculation fees, thus they are inclined to offer popular courses.

State colleges and universities can fill in the void for emerging academic curriculum, such as skilled and technical courses, as they are subsidized by the government, he said.

Florencio Sunico, regional director of the Technical Education and Skills Development Authority (Tesda-6), said most skilled workers in the region and even in the country went abroad for greener pastures.

Sunico said domestic industries might find it hard to hire accredited skilled workers such as welders and machinery operators because they prefer to go to other countries where they get better pay.

Tesda maintains a comprehensive database of trained and certified workers in its official website but Sunico said most of them are overseas workers already.

ILOILO CITY , June 24 (PNA)– Green Zone Corp., proponent of city garbage delivery to Passi City, is owned and controlled by a team of businessman Rommel Ynion, according to Passi City Mayor Jesry Palmares.

Ynion is reportedly a staunch critic of Iloilo City Mayor Jed Patrick Mabilog and heads a movement that criticized the construction of the new Iloilo City hall.

In an interview with Bombo Radio Friday morning, Palmares admitted that the group had approached him with a transaction to use the sanitary landfill of his city for the dumping of garbage from Iloilo City, some 40 kilometers away.

Palmares insisted that there was no offer from the Passi government for city garbage disposal and denied he was a member of the group. But he said that Green Zone was a legitimate private business corporation that has similar garbage transactions in Luzon areas.

The Passi City chief executive said that his city had the first existing sanitary landfill in Panay Island that accommodated more than 100 metric tons of garbage daily in the next 10 years.

Meanwhile, the Iloilo City Solid Waste Management Board (ICSWMB), through its technical working group, declined the proposal of Green Zone Corp. as not beneficial to the highly urbanized city.

In a comparative matrix for Green Zone proposal, it appears that the cost of garbage delivery to Passi City is disadvantageous and costly to the city of Iloilo with no social acceptability from residents of Passi and that of other local governments to be passed by the heavy garbage trucks.

The comparative study also shows that components of a sanitary landfill (SLF) of Iloilo City are already in place with its material recovery facilities (MRF), composting, waste segregation, recycling and trading.

The ICSWMB said that delivering city garbage to Passi SLF would cost P500.4 million in five years while the Iloilo SLF P376.4 million.

ILOILO CITY, June 24 (PNA) - The city council here confirmed on Wednesday (June 22) the memorandum of agreement (MOA) entered into by City Mayor Jed Patrick Mabilog and city lone district congressman Jerry P. Treñas relative to the solon’s assistance for the establishment of a scholarship fund for poor but deserving students in Iloilo City.

Treñas’ priority development assistance fund (PDAF) of more than P1 million will start the scholarship financial assistance of P600,000 for poor and deserving students of any college or technical courses, P200,000 college scholarships at the West Visayas State University (WVSU) and another P200,000 scholarships at the Western Visayas College of Science and Technology (WVCST).

Mabilog said the congressman’s assistance to poor and deserving students of this city is a big help to the city’s burgeoning number of college students of poor families who cannot afford to go to college.

Mabilog said that Iloilo City is known as the educational center of Western Visayas with several universities and colleges including technical schools offering specialized education. The city has also a ready pool of educated manpower for the city’s incoming investors and business locators.

The city government is also opening up a new community college by June 2012 for an initial two four-year bachelor college courses for graduates of city public high schools.

The community college will charge a minimum tuition as compared to those charged by private colleges.

Mabilog also said the city’s scholarship program is ongoing for deserving students in the second to fourth year college after the city closed down the acceptance of scholarships for city high school graduates in the first year. These students will have to qualify for acceptance at the new Iloilo City Community College by 2012.

The city government is also pursuing the masteral education of selected city government employees at the West Visayas State University and at the Ateneo de Manila University.

Ilonggos spend more,
save less – NSO survey

ILOILO City – Ilonggos spend more and save less, results of a survey conducted by the National Statistics Office (NSO) showed.

The Family Income and Expenditure Survey (FIES) was conducted in 2009 yet. The results were discussed only recently by the president of the Philippine Statistical Association - Western Visayas Chapter, Vicente Balinas.

The FEIS is held every three years.

According to Balinas, the percent share of average expenditure from the average income nationwide is 85 percent or a savings of 15 percent. In Western Visayas, however, the average share for expenditures is at 90 percent or a savings of only 10 percent.

Region 6 is the bigger spender compared to Central and Eastern Visayas which have 17-percent and 20-percent savings, respectively, revealed Balinas.

“Have the results validated the perception that we are quite extravagant compared to the regions in the Visayas? We Ilonggos spend more and save less,” Balinas said.

Another very noticeable data, he said, is that Region 6 has higher spending on special family occasions compared to the national rating.

The results showed that 3.5 percent of the average annual family income in Western Visayas is spent on special family occasions against the 2. 8 percent national rate.

“Again, has it validated the perception that as a group of people, Western Visayans are fond of having parties?" Balinas asked.

The expenditure on medical care has also surpassed the national rate of 2.9 percent with the region obtaining a 3.9 percent share.

Meanwhile, the FEIS result also shows that around 44.5 percent of the income earned by families in Western Visayas is spent on food and 10.9 percent on rental, followed by fuel, light and water at six percent. Other expenditures account for 9.3 percent.

The average annual family income in Western Visayas, according to Balinas, actually increased by 2.1 percent, putting into account inflation.

“At current prices, the annual family income in Western Visays increased by 22.3 percent, but adjusting to inflation between 2006 and 2009 at 2000 prices, the average annual family income increased only by 2.1 percent. That is the reason why we cannot feel the impact of this increase due to inflation. The purchasing power of the Ilonggos is eroded by high inflation,” he said.

FIES gathers data on family income and expenditures, determine the sources of income, levels of expenditure and spending, patterns and related information affecting income distribution and expenditure levels likewise the distribution and degree of inequality among families.

It also aims to provide benchmark information to update weights in the consumer price index (CPI) and inputs in poverty threshold and incidence.

In Western Visayas, the survey was conducted with 1,452 respondent families. It was twice enumerated.

The first visit was in July 2009 with the first semester (January to June) as the reference period and January 2010 with the second semester (July to December 2009) as reference period. (With a report from the Philippine News Agency/PN)

THE Iloilo Business Club (IBC) is poised to interact with the academe, local government units and the private sector in helping shore up manpower for Megaworld Corp.’s P25-billion development at the 54-hectare old Iloilo airport lot in Mandurriao, Iloilo City.

Ma. Lea Victoria Lara, IBC executive director, said Megaworld’s projection to create 30,000 to 40,000 jobs is quite overwhelming and needs coordinated efforts between schools, the government and other manpower and service providers.

Lara said they got a picture of Megaworld’s planned developments when they met the other day with the firm’s first vice president for business development, Jericho Go and party.

“Imagine they will require 40,000 workers as they develop their hotels and other facilities at the old airport. That is just for the call centers, hotel, etc. and does not include allied services such as construction workers,” Lara said at the sidelines of a roundtable forum on Iloilo’s human resources mounted by the University of Iloilo (UI)-Phinma’s Center for Enterprise Development Thursday.

Lara said IBC wants to engage schools and the government in order to sustain Megaworld’s demands for competent labor pool.

“What attracted Megaworld and its locators to Iloilo is our human resources. We have to talk to the schools so that they can educate future workers on relevant industries and profession needed by Megaworld and other investors. We also need the government to train our existing and future manpower resources on skills needed for potential employment,” she added.

Megaworld’s initial development is the Richmonde Hotel Iloilo and Richmonde Tower. The 12-story hotel will host 90 guest rooms, ranging from superior rooms to junior suites.

Richmonde Hotel Iloilo is the third project of Megaworld under this hotel brand. The hotel is projected to serve businessmen and tourists.

The Richmonde Tower will occupy the second to sixth floors of the hotel, offering more than 9,000 square meters of office space for BPO locators. Both projects are scheduled for completion within the next two years.

A standalone BPO building and the Festive Walk comprised of retail establishments and restaurants will also be developed in the area.

The initial projects are expected to be finished in the latter part of 2012 and will cost P2.5 billion.

Further developments over 10 years will infuse P18 billion in Iloilo’s economy.

Professor Jigger Latoza, University of San Agustin’s director for research and publications, said while Iloilo City boasts of 30,000 fresh graduates annually, they have problems with communication and critical thinking skills.

Latoza, who presented the state of Iloilo’s human resources during UI-Phinma-led forum, cited the 2009 Philippine Cities Competitiveness Ranking Project (PCCRP) where Iloilo City topped other cities in terms of human resources due to the presence of seven on-site universities both public and private.

But the PCCRP report also noted that workers from Iloilo must improve communication skills.

Latoza also cited a recent study on the business processes outsourcing (BPO) industry which showed that more or less 2% of workers from Iloilo get hired by BPO firms. Dumaguete City in Negros Oriental tops Visayas area in hiring rate at almost 7%.

Latoza also batted for a “disaggregated database” of human resources to help major industries look for suited workers in their investments. The database should be split in sectors and classes to give investors an idea of labor profile in the region.

Dr. Chito Salazar, UI-Phinma president, said private higher educational institutions (HEIs) base their curriculum on the demands of parents and students, not necessarily on what the market needs.

Salazar said students sustain the operations of private HEIs through their tuition and matriculation fees, thus they are inclined to offer popular courses.

State colleges and universities can fill in the void for emerging academic curriculum, such as skilled and technical courses, as they are subsidized by the government, he said.

Florencio Sunico, regional director of the Technical Education and Skills Development Authority (Tesda-6), said most skilled workers in the region and even in the country went abroad for greener pastures.

Sunico said domestic industries might find it hard to hire accredited skilled workers such as welders and machinery operators because they prefer to go to other countries where they get better pay.

Tesda maintains a comprehensive database of trained and certified workers in its official website but Sunico said most of them are overseas workers already.

Dr. Chito Salazar, UI-Phinma president, said private higher educational institutions (HEIs) base their curriculum on the demands of parents and students, not necessarily on what the market needs.

Salazar said students sustain the operations of private HEIs through their tuition and matriculation fees, thus they are inclined to offer popular courses.

State colleges and universities can fill in the void for emerging academic curriculum, such as skilled and technical courses, as they are subsidized by the government, he said.

Florencio Sunico, regional director of the Technical Education and Skills Development Authority (Tesda-6), said most skilled workers in the region and even in the country went abroad for greener pastures.

Sunico said domestic industries might find it hard to hire accredited skilled workers such as welders and machinery operators because they prefer to go to other countries where they get better pay.

Tesda maintains a comprehensive database of trained and certified workers in its official website but Sunico said most of them are overseas workers already.

3 WV airports to have latest navigation system

MANILA – The airports in Iloilo, Bacolod City and Kalibo, Aklan are among the airports in the country that will soon be using the latest technology in navigation system.

The Civil Aviation Authority of the Philippines (CAAP) said a full performance-based navigation (PBN) network will be implemented for the benefit of the country’s aviation. It is one of the requirements the International Civil Aviation Organization (ICAO) recommended to its member-countries.

The program will highlight the latest aircraft technologies, the Required Navigation Performance (RNP) program that allows an aircraft to fly precisely along a pre-defined route using state-of-the-art onboard navigation system and global positioning system (GPS) that reduces efforts relying on ground-based navigation aids.

CAAP Director-General Ramon Gutierrez said the Toulouse, France-based Quovadis, an Airbus-subsidiary company, would take part in the development of a full PBN network in the country’s aviation. However, he did not elaborate on the exact date of the implementation of the program.

Gutierrez said the participation of Quovadis would look into the development of flight operations services, focusing on developing innovative flight operations to efficiently optimize aircraft and airspace utilization.

The CAAP honcho said that aside from the Ninoy Aquino International Airport (NAIA), a total of 11 other airports in the country would benefit from the program, which is also supported by the French Civil Aviation Authority.

The 11 airports are in Puerto Princesa, Zamboanga, Butuan, Dumaguete, Legazpi, Iloilo, Clark, Bacolod, Tacloban, Cagayan de Oro and Kalibo.

The program aims at consolidating CAAP skills and knowledge in various domains that are keys to a safe and efficient PBN implementation.

It also includes on-the-job procedure design and obstacles data survey trainings, and the training for air traffic controllers and flight safety inspectors.

“We are pleased to cooperate with Quovadis in this project as they have the right expertise and experience in supporting the states in their PBN implementation. RNP approaches will also bring airspace management improvement and operators will benefit from operational savings,” Gutierrez said.

He also said that to cover all the aspects of the program, Quovadis and its partners would also support the CAAP in developing its regulation and operational approval process and bring their expertise, design and validation.

RNP program is one of the strategic features that allow airlines to achieve substantial economic benefits, while at the same time reducing the environmental impact of their operations, according to a website that reviews the program.

Saving fuel and reducing carbon emissions are some of the key driving factors for the development of RNP procedures.

The GPS-based navigation technique, coupled with on-board systems, allows it to optimize the use of airspace, provides fully stabilized and managed approaches, and therefore significantly improves safety and reduces cost by shortening tracts and lowering weather stamina.

“As safety is our first priority, the PBN concept matches perfectly with the needs of the country. The CAAP is fully committed to intensively develop PBN as per International Civil Aviation Organization recommendations,” Gutierrez said. (PNA)

there in lies the problem, kay they werent able to pay it they spent more than what they can afford to pay in other words they defaulted, this included utang sa mga balay, properties etc. In a nut shell nag utang ka imu collateral utang man, so wala cash nga nag circulate and the rest was history.

ILOILO City – Ilonggos spend more and save less, results of a survey conducted by the National Statistics Office (NSO) showed.

The Family Income and Expenditure Survey (FIES) was conducted in 2009 yet. The results were discussed only recently by the president of the Philippine Statistical Association - Western Visayas Chapter, Vicente Balinas.

The FEIS is held every three years.

According to Balinas, the percent share of average expenditure from the average income nationwide is 85 percent or a savings of 15 percent. In Western Visayas, however, the average share for expenditures is at 90 percent or a savings of only 10 percent.

Region 6 is the bigger spender compared to Central and Eastern Visayas which have 17-percent and 20-percent savings, respectively, revealed Balinas.

“Have the results validated the perception that we are quite extravagant compared to the regions in the Visayas? We Ilonggos spend more and save less,” Balinas said.

Another very noticeable data, he said, is that Region 6 has higher spending on special family occasions compared to the national rating.

The results showed that 3.5 percent of the average annual family income in Western Visayas is spent on special family occasions against the 2. 8 percent national rate.

“Again, has it validated the perception that as a group of people, Western Visayans are fond of having parties?" Balinas asked.

The expenditure on medical care has also surpassed the national rate of 2.9 percent with the region obtaining a 3.9 percent share.

Meanwhile, the FEIS result also shows that around 44.5 percent of the income earned by families in Western Visayas is spent on food and 10.9 percent on rental, followed by fuel, light and water at six percent. Other expenditures account for 9.3 percent.

The average annual family income in Western Visayas, according to Balinas, actually increased by 2.1 percent, putting into account inflation.

“At current prices, the annual family income in Western Visays increased by 22.3 percent, but adjusting to inflation between 2006 and 2009 at 2000 prices, the average annual family income increased only by 2.1 percent. That is the reason why we cannot feel the impact of this increase due to inflation. The purchasing power of the Ilonggos is eroded by high inflation,” he said.

FIES gathers data on family income and expenditures, determine the sources of income, levels of expenditure and spending, patterns and related information affecting income distribution and expenditure levels likewise the distribution and degree of inequality among families.

It also aims to provide benchmark information to update weights in the consumer price index (CPI) and inputs in poverty threshold and incidence.

In Western Visayas, the survey was conducted with 1,452 respondent families. It was twice enumerated.

The first visit was in July 2009 with the first semester (January to June) as the reference period and January 2010 with the second semester (July to December 2009) as reference period. (With a report from the Philippine News Agency/PN)

The JRMP will be a supplement to the existing five irrigation systems that currently cover 22,340 hectares, bringing total irrigated area to 34,340 hectares.

At the same time, it will generate 11.5 megawatt of hydro-electric power. It will also supply domestic water for the locality which is soon projected to suffer from water shortage.

“The envisions the construction of 106-meter Jalaur hardfill dam and 46-meter Ulian hardfill dam and three catch dams including highline canal that would connect these dams to the existing irrigation systems,” according to a JRMP primer. The multi-purpose project, a program under the national government’s Public Private Partnership (PPP), will be implemented by the National Irrigation Administration over 12 years from 2012 to 2020.

DA is updating a feasibility study (FS) for the project which was earlier completed in May 2010.

Puyat said the completion of the FS will be significant in the financing of the project even as other types of financing may be obtained for the project.

ABCI vice president Roel Castro said the company, however, will start to build the first phase which is 100 MW.

Castro said they expect the financing closure by fourth quarter this year with estimated project cost of $200 million or P9 billion.

He said they would expand the project by another 100 MW if they would be able to enter into supply contracts.

“The second 100 MW will be assessed once the first 100 MW has been on commercial dispatch already. This will depend on the market situation by then,” Castro said.

If they would be able start construction last quarter of this year, Castro said they could go on commercial operation by 2014.

According to Castro, the power plant would help address the supply need of the Visayas region in the medium-term.

“The Concepcion plant is geared at addressing the projected power shortage in the Visayas by 2013-14 caused by demand growth and decreasing dependable capacities of old plants,” he said.



He said they expect to contract the entire 100 MW. “New and existing large industrial and commercial off-takers and distribution utilities (DUs) have expressed their interest to conract the capacity of the concepcion plant for the security of their power supply requirements,” he said.

But Castro said they would also be trading some of the capacity from the Concepcion power plant to the wholesale electricity sport market (WESM).

In late 2010, ABCI consummated the purchase of the majority stake of Concepcion plant from DMCI Power Corp.

“By December 2010, we finish majority of the documentary and reportorial requirements. This included the public announcements by both listed companies,” he said.

ABCI, also in the late 2010, formed two subsidiaries, Palm Thermal Consolidated Holdings Corp. (PTCH) and Panay Consolidated Holdings Corp. (PCLH) to handle the purchase of the Concepcion plant.

MANILA, Philippines -- Outgoing Secretary Jose “Ping” de Jesus might have spent only a year at the Department of Transportation and Communications (DoTC) but it was not too short a time for him and his team to jump-start, and even finish, several projects in the transportation sector.

Proof is the fact that incoming Transportation and Communications Secretary Manuel “Mar” Roxas II needed a series of briefing to be updated on the finished transportation-related projects and those still in the pipeline separately for the road, rail, aviation and maritime sectors.

Roxas will have his hands full of concerns starting July 1, beginning with transportation-related infrastructure projects that are set for implementation under the public-private partnership program of the Aquino administration.

During De Jesus’ administration of DoTC, bidding processes for the P15-billion contract to operate and maintain the Light Rail Transit (LRT) 1 and Metro Rail Transit (MRT) 3 and P1.5 billion contract to design and build the LRT-MRT Common Station in Quezon City have begun. At least 16 foreign and local firms have purchased bid documents for the LRT 1 and MRT 3 operation and maintenance contracts, while 10 contractors have expressed interest to bid for the LRT-MRT Common Station.

But because of the change in DoTC leadership, the special bids and awards committee (SBAC) facilitating the bid processes of the two contracts decided to suspend what it has started and wait for Roxas to review the undertaking and introduce his direction and input.

Once Roxas gives the green light for the two contracts’ bidding, it is expected that public biddings for the P1.72 billion contract to supply and maintain an automatic fare collection system for LRT and MRT by July, the P50 billion to construct the 12-kilometer extension of LRT 1 to Bacoor, Cavite by August, and the P10.8 billion to construct the four-kilometer extension of LRT 2 to Masinag, Antipolo by November, will start.

As for the aviation sector, the P4.5 billion contract to upgrade the Puerto Princesa Airport is scheduled for bidding by August; the P6.5 billion contract to develop Panglao Airport, the P4.3 billion contract to operate and maintain the Laguindingan Airport, and the P6.6 billion contract to develop the Daraga Airport simultaneously on October.

Privatization contracts for the ports of Davao, Iloilo, General Santos, Cagayan de Oro, and Zamboanga are also set for bidding, while those for the New Cebu Container Port and Cruise terminal is under study pending the completion of feasibility studies.

The planned Bus Rapid Transit (BRT) systems for Metro Cebu and Metro Manila, and proposed BRT for Makati and Northern Manila, are also under feasibility studies, just like the planned Manila Bay-Pasig River-Laguna Lake Ferry Service System. Also under feasibility reviews are the privatized upgrading of Laoag International Airport; de-velopment of the New Zamboanga International Airport and Alaminos Airport; and operation and maintenance of the Northrail, which will link Manila to Clark, Pampanga.

Upon his assumption as DoTC chief in July 2010, De Jesus’ first marching order to the department’s legal division is to review all contracts entered into by DoTC and its 14 attached agencies.

As De Jesus vacates his post this Thursday, the DoTC has cleared 126 contracts out of the 136 that were reviewed.

After a year of reviewing contracts, the De Jesus-led DoTC recommended the restructuring of the Northrail project scope of work and renegotiation with the Chinese contractor on financial details of the long-overdue infrastructure project. The DoTC also recommended the restructuring of project scope and renegotiation of contract for the Greater Maritime Access project of the previous administration, which involves the setting up of at least 70 modular ports nationwide.

The DoTC also recommended the termination of individual contracts of the Manila International Airport Authority and negotiated with Japanese firm Takenaka Corporation for the completion of the structural integrity tests for the Ninoy Aquino International Aiport Terminal 3, which the Department targets to be fully operational by next year.

ELECTRICITY rates in Iloilo City will go down by more than 2 pesos in the next monthly billing with the reduction of generation charges Panay Electric Co. (Peco) pays to suppliers.

In an advisory, Peco said the reduction is due to the approval by the Energy Regulatory Commission (ERC) of the petition of Peco and Panay Power Corp. (PPC) to reduce their contracted capacity from the 82-megawatt diesel-fired power plant, which PPC operates, from 75MW to 15MW.

The two firms requested the reduction in the contracted capacity after Peco signed an electric power purchase agreement (EPPA) with Panay Energy Development Corp., which operates the 164MW coal-fired power plant in LaPaz, Iloilo City.


PEDC and PPC are both subsidiaries of Global Business Power Corp. under the Metrobank group.

Under the 25-year EPPA, Peco will source 65MW from the coal-fired power plant for its baseload requirement while 15MW will come from the diesel plant to fill in the city’s peak requirement.

Peco said the reduced contracted capacity will further reduce generation charges of consumers by P2.69 per kilowatt-hour (kWh).

The city’s lone power distributor has initially reduced its generation charges by P2.0125 per kWh after it began drawing power from PEDC late last year.

The second round of reduction will peg the city’s generation rates at P7.71 (from a high of more than P11 last year), which would be the lowest in the country.

Power from the coal plant also reduced brownouts from more than one hour per day to less than three minutes.

Peco’s distribution rates remain the same although the ERC is currently hearing the latter’s petition to adjust its rates by 33 centavos spread over a five-year period under the Performance-Based Regulation in setting new rates.

Peco operations manager Randy Pastolero said the increase would be very minimal if ever ERC approves their application for its Annual Revenue Requirement and Performance Incentive Scheme.

Pastolero said proceeds of the collection will be used to put up a new Peco office and for the acquisition of new equipment to improve their services.

although you pointed that out in jest, the fact that you even have to go that far suggests the undesirability of that person to be given a position of legitimate public power.

unless it's seditious, you guys have the right to assemble yourselves without fear from anybody.

here in our country sometimes common sense would tell us that when we're againts or critical of someone's evil deeds and then by exposing it on public, we are to seek for our utmost protection. Yes we don't need to fear but we have to be careful as much as we can. Sad to say this but every now and then this is tested and proven, by the number of deaths of our media men especially. Anyway, imo it's better to be careful than sorry. Aside from this fatso guy, I think all of us here have to be careful also of stalkers. :cheers:

MANILA, Philippines - A. Brown Co. Inc. (ABCI), the investment arm of businessman Walter Brown, is putting up a 200-megawatt (MW) clean coal-fired power plant in Concepcion, Iloilo.

ABCI vice president Roel Castro said the company, however, will start to build the first phase which is 100 MW.

Castro said they expect the financing closure by fourth quarter this year with estimated project cost of $200 million or P9 billion.

He said they would expand the project by another 100 MW if they would be able to enter into supply contracts.

“The second 100 MW will be assessed once the first 100 MW has been on commercial dispatch already. This will depend on the market situation by then,” Castro said.

If they would be able start construction last quarter of this year, Castro said they could go on commercial operation by 2014.

According to Castro, the power plant would help address the supply need of the Visayas region in the medium-term.

“The Concepcion plant is geared at addressing the projected power shortage in the Visayas by 2013-14 caused by demand growth and decreasing dependable capacities of old plants,” he said.



He said they expect to contract the entire 100 MW. “New and existing large industrial and commercial off-takers and distribution utilities (DUs) have expressed their interest to conract the capacity of the concepcion plant for the security of their power supply requirements,” he said.

But Castro said they would also be trading some of the capacity from the Concepcion power plant to the wholesale electricity sport market (WESM).

In late 2010, ABCI consummated the purchase of the majority stake of Concepcion plant from DMCI Power Corp.

“By December 2010, we finish majority of the documentary and reportorial requirements. This included the public announcements by both listed companies,” he said.

ABCI, also in the late 2010, formed two subsidiaries, Palm Thermal Consolidated Holdings Corp. (PTCH) and Panay Consolidated Holdings Corp. (PCLH) to handle the purchase of the Concepcion plant.

ELECTRICITY rates in Iloilo City will go down by more than 2 pesos in the next monthly billing with the reduction of generation charges Panay Electric Co. (Peco) pays to suppliers.

In an advisory, Peco said the reduction is due to the approval by the Energy Regulatory Commission (ERC) of the petition of Peco and Panay Power Corp. (PPC) to reduce their contracted capacity from the 82-megawatt diesel-fired power plant, which PPC operates, from 75MW to 15MW.

The two firms requested the reduction in the contracted capacity after Peco signed an electric power purchase agreement (EPPA) with Panay Energy Development Corp., which operates the 164MW coal-fired power plant in LaPaz, Iloilo City.


PEDC and PPC are both subsidiaries of Global Business Power Corp. under the Metrobank group.

Under the 25-year EPPA, Peco will source 65MW from the coal-fired power plant for its baseload requirement while 15MW will come from the diesel plant to fill in the city’s peak requirement.

Peco said the reduced contracted capacity will further reduce generation charges of consumers by P2.69 per kilowatt-hour (kWh).

The city’s lone power distributor has initially reduced its generation charges by P2.0125 per kWh after it began drawing power from PEDC late last year.

The second round of reduction will peg the city’s generation rates at P7.71 (from a high of more than P11 last year), which would be the lowest in the country.


Power from the coal plant also reduced brownouts from more than one hour per day to less than three minutes.

Peco’s distribution rates remain the same although the ERC is currently hearing the latter’s petition to adjust its rates by 33 centavos spread over a five-year period under the Performance-Based Regulation in setting new rates.

Peco operations manager Randy Pastolero said the increase would be very minimal if ever ERC approves their application for its Annual Revenue Requirement and Performance Incentive Scheme.

Pastolero said proceeds of the collection will be used to put up a new Peco office and for the acquisition of new equipment to improve their services.

Tree Planting in Iloilo hits target of almost half a million trees

ILOILO, June 27 (PIA) -- In a fast-tracked tree planting activity on Arbor Day, June 25, the province of Iloilo was able to hit its target of planting more than 400,000 trees in 721 barangays.
The provincial government mobilized its personnel, the different local government units, and other stakeholders in a simultaneous tree planting, favoured by a good weather.
Governor Arthur Defensor said the province is targeting one million trees this year, where all residents are encouraged to plant trees in their farms, backyards, school yards or wherever there are areas open and for the respective communities to take care of them.
Defensor said those planted in forest areas and watersheds, and communities are taken cared of by the barangay officials and the barangay service point officers.
He also said that he is pleased that tree planting for sustainable rural development is made more vigorous by the Aquino administration, through the National Greening Program (NGP).
The province launched the NGP on June 9, with some 4,327 seedlings planted in a 10-hectare lot in Mt. Bayoso, Bgy, Abaca, san Enrique, Iloilo.
The province is targeting to cover 868 hectares under the NGP. Defensor said, tree planting should become a culture and a habit, because “it feels good to be protecting the environment.”
Meanwhile, Environment Secretary Ramon Paje said in a press release, that all nature-loving Filipinos should observe Arbor Day every day, as this becomes more compelling, given the high precipitation, favorable to growth of trees.
Paje also said the Aquino administration’s pursuit of a clean and viable environment can be achieved through the convergence of the DENR, the Department of Agriculture and the Department of Agrarian Reform, and the full support of the Cabinet, as specified in the NGP implementation. Sy leads 11 PH billionaires on Forbes list

The Filipino rich are richer than ever thanks to the “booming” stock market, and mall magnate Henry Sy remains on top for the fourth year in a row, according to the latest list by Forbes magazine.
It said the stock market boom expanded the Philippines’ billionaires’ list to a record 11, with the combined wealth of the 40 richest also hitting an all-time high.
The 86-year-old Sy has a net worth of $7.2 billion, up from $5 billion last year, according to Forbes’ list posted on the magazine’s website on June 22.
The Sy family owns shopping mall developer SM Prime, as well as SM Investments and Banco de Oro Unibank.
The Philippines’ richest are collectively worth $34 billion, up from last year’s $22.8 billion.
“The stock exchange’s composite index is up 27 percent since last year, surpassing its 2007 benchmark,” Forbes said. “This lifted the fortunes of the country’s richest to an all time high.”
Forbes noted that the number of billionaires in the Philippines more than doubled this year to 11, “a record haul.”
Six Filipinos became billionaires for the first time as the paper value of their shares in listed companies soared.
Ongpin, biggest gainer
“The Philippine economy grew only 4.9 percent in the first quarter of the year in part because of a drop in trade and lower infrastructure spending by government, off from 8.4 percent in 2010, but the country’s stock market is booming,” Forbes said.
Thirty-two of the 40 tycoons are richer this year.
The biggest gainer in percentage terms is former Trade Minister Roberto Ongpin, 74, whose fortune increased more than fourfold to $1.3 billion, according to Forbes. Ongpin has interests in mining firm Atok-Big Wedge.
Youngest billionaire
Among the new billionaires is port operator Enrique Razon, 51, whose net worth jumped to $1.6 billion from $975 million in 2010. He is also the country’s youngest billionaire.
A minimum of $85 million was needed to make the list this year, up from last year’s $50 million.
Richest 11
Following Sy on the list is tobacco magnate Lucio Tan, 77, with a net worth of $2.8 billion. Tan owns the national flag carrier Philippine Airlines and Hong Kong-based Eton Properties.
John Gokongwei, 83, founder of JG Summit, a conglomerate with interests in airlines, telecoms, power, banking and real estate, and owner of Robinson’s department stores, is third with $2.4 billion.
Andrew Tan, 58, of the Alliance Global Group, owner of the country’s McDonald’s franchise, is fourth with a net worth of $2 billion.
David Consunji, 90, who founded construction company DMCI Holdings in 1954, is in fifth place with $1.9 billion. He climbed up the list from 12th place last year.
Jaime Zobel de Ayala, 77, chairman emeritus of Ayala Corp., one of the country’s largest conglomerates, is sixth with a net worth of $1.7 billion, followed by Razon, at 7th.
Eduardo Cojuangco Jr., 76, who controls food and beverage conglomerate San Miguel Corp. (SMC), is in eighth place with $1.4 billion, followed in 9th place by Ongpin.
The Supreme Court recently affirmed with finality Cojuangco’s hold on 20 percent of the shares of stock in SMC, ruling that it wasn’t ill gotten, as alleged by the Presidential Commission on Good Government.
In 10th place is Metrobank founder George Ty, 78, with $1.1 billion.
The last billionaire on the list is Jollibee Foods’ Tony Tan Caktiong, 58, with a billion dollars.

Four on the 2010 Forbes list didn’t make the cut.

Sa Dasmarinas city sa Cavite...naka CCTV cameras man sila...
Lapta sa mag major roads...kag crossings...

Tapos...ang nami pa kay naka broadcast sa local nga cable tv...naga switch camera every 2-3 seconds

Ang vacant space tubang WVSU Med. Ctr. idevelop daw. Patindugan commercial-used building. Wala sila yata fund from the government or if may ara, gamay lang. Dependent sila sa donation and income from their operation e. Gin-istorya abi kami parte sa amon machine dira nga area. : )

If you are a mod, you can trace it. But that's just a series of numbers, no GPS coordinates there. However, IP addresses are unreliable physical location finders.

thats a big advantage if ur using DHCP (Dynamic Host Configuration Protocol), a protocol commonly use in WIFI..dynamic na ang location mo, dynamic pa ang ip address mo..your invisible..But what about if your using static ip add..in a static location..eventually they will trace your IP address)..then they will track ur ISP..and know ur institution/office..Extra carefull lang ta ah...

here in our country sometimes common sense would tell us that when we're againts or critical of someone's evil deeds and then by exposing it on public, we are to seek for our utmost protection. Yes we don't need to fear but we have to be careful as much as we can. Sad to say this but every now and then this is tested and proven, by the number of deaths of our media men especially. Anyway, imo it's better to be careful than sorry. Aside from this fatso guy, I think all of us here have to be careful also of stalkers. :cheers:

of course, we do need to be careful. but the fact that we even have to go that far speaks well of the acute unfitness of that guy to be a city dad, just in case he's setting his sights on that position. could we, for example, imagine mayor mabilog and others to project the same threat against anybody? the mere thought of somebody curtailing my freedom is, for me, a crime against my fundamental rights. he doesn't have the right to threaten other people's existence. if indeed, that is the case, then what a shame!

that area is definitely big...too big for a small-scale go hotels, IMO...if king Go Hotel gd man da,maybe with a Cybergate just like in Tacloban, go hotel with a BPO something like that...

TF Asis eyes demolition of sidewalk structures at Fort San Pedro area

ILOILO CITY, June 28 (PNA) -– Some 50 sidewalk structures belonging to Fort San Pedro Livelihood Cooperative are considered public nuisance and must go.

The Task Force on Anti-Squatting and Illegal Structures (TF Asis) is ready to demolish these structures after due process is given to the owners to vacate the sidewalks and return the same to the people of Iloilo City.

TF executive director Engr. Bobby Dumanil said they are exercising extreme caution and has already called for a meeting the owners of illegal structures standing at the sidewalks of Fort San Pedro.

The structures are near the Iloilo commercial port and pumpboat terminal and boat personnel usually go to the area for drinks and women entertainment. These are mostly KTV bars and stores selling liquors and alleged to be prostitution fronts during the nights.

City Mayor Jed Patrick Mabilog has already issued an executive order and sent to cooperative president Federico Silvestre regarding the peace and order situation at Fort San Pedro and the June 30 deadline to get rid the area with KTV bars.

The mayor’s action was prompted by a barangay resolution of Brgy. Veterans Village which asked assistance in maintaining peace and order in the area.

Dumanil said the task force is giving another month for owners to vacate before they demolish the illegal structures. (PNA)

Ang Lampirong gamay, amo na ang Scallops..(usually mag order sang talaba sa villa kung kaisa may dala tag 2 or 3 ka lampirong gapilit man sa shell sang talaba)
Ang bay-ad naman mas lapad kag mas dako... :cheers:
