Pwede, indi ta na lang pag i-post ang mga press release ni Ynion diri? These news articles are passed off as legitimate news, but we all know that these are mere press releases to further the political ambition of Ynion and/or his handlers. We all know that almost all Iloilo Press Club (of which he is president) member media outlets in Iloilo are now under his influence.
Everytime we post these media outlets' propaganda here, we are also promoting those propaganda, and thus, are unwittingly supporting his agenda. IMO, Ynion should have no place here in SSC.
i disagree, by posting it here forumers would be able to critique on the news and therefore ascertain its veracity. It might be propaganda but every bit of information about what this man is up to makes anyone who does care about the city not complacent.

habagatcentral1 July 12th, 2011, 04:06 PM Ako, I would encourage to voice out about and speak out your opinion regarding Ynion's topic. If we suppress ourselves not to discuss the shenenigans that is happening, then we curtail our freedom to express our own opinions--sya man daug. If we are to discuss it, then at least we have a venue for discussing it, whether katalaka na gid sa pulitika ukon indi. Because in my opinion, politics still weighs heavy in Iloilo, especially when the city government itself prides its PPP thingy. It may be extra mileage puntos for Ynion, but at least we speak what our ideas are, kita man tao ang gadaug.
It's a damn if you do, damn if you don't situation. I opt to speak and discuss it instead.
Kon katalaka na, ti, talaka na eh.

'Tyo Tagoy' July 12th, 2011, 04:10 PM PPA sets aside P1.5-B for 2011 capital expenditures
MANILA, July 12 (PNA) -- The Philippine Ports Authority (PPA), the country's sole maritime gateway regulator, announced that it will be setting aside P1.5 billion for capital expenditures this 2011.
It added that the money will also use to complete port projects started by the previous administration as well as improve the Philippines' major ports.
PPA Assistant General Manager For Finance and Administration David Simon said ports targeted for modernization include those of Manila, Davao, General Santos, Cagayan De Oro, Zamboanga, General Santos, Batangas and Iloilo.
For the latter part of the year and until 2012, three projects will be implemented at Cagayan De Oro port in the Southern Philippines.
These are the paving of 20,500 square meters of newly developed operational back-up area to provide additional space for storage of container cargoes; construction of a two-storey passenger terminal building designed to accommodate 1,500 passengers at any given time; and construction of three roll on-roll off berths that would accommodate large long-haul RORO vessels of 6,500 to 19,000 metric tons and with a minimum draft requirement of seven meters.
Simon said these projects will cost P72.21 million, P250 million and P50 million, respectively.
Cagayan De Oro serves an average 1,200 passengers daily during regular season and 2,500 passengers daily during peak season. It handles an average 12,500 twenty-equivalent units a month and receives seven vessels a day ranging from superferries, liners and trampers while the wharf of Tacloban port in southern Philippines will also be expanded this year. Haldir07 July 12th, 2011, 04:58 PM Smart continues rollout of high-speed Internet in Vis-Min
By Mary Ann LL. Reyes (The Philippine Star)
MANILA, Philippines - As part of its mission to make high-speed Internet available to all Filipinos, leading wireless services provider Smart Communications Inc. continues to roll out Evolved High-Speed Packet Access (HSPA+) technology to more key areas in the Visayas and Mindanao.
HSPA+ is an upgraded version of High Speed Packet Access (HSPA) technology. Based on the standards set by the International Telecommunications Union (ITU), HSPA+ is the fastest form of 3G which Smart has been conducting tests since 2009.
According to PLDT and Smart technology group head Rolando Peña, a significant number of cities and municipalities in the central and southern parts of the Philippines now have access to HSPA+, including key areas such as Cebu City, Davao City, Iloilo City and Zamboanga City.
“We are fully committed to improving the Internet experience throughout the country and we believe that HSPA+ will play a big role in achieving that goal. More upgrades are slated in the coming weeks,” Peña said.
Last April, Smart introduced the country’s first and only Long Term Evolution (LTE) 4G network in Boracay. Earlier this month, Smart conducted the first public demo of LTE in Metro Manila.
Equally important in providing an extraordinary Internet service is a solid backhaul composed of fiber optic cables and microwave transmitters which deliver data from the wireless base stations to the core network. Smart, together with its parent company Philippine Long Distance Telephone Co. (PLDT), own the largest fiber optic network consisting of 42,000 kilometers of cables in a looped configuration for unparalleled resiliency.
“It is very important to ‘loop’ the cables because that allows for uninterrupted transmission even when the primary communication lines have been severed. By the end of this year, we’re looking to install an additional 3,000 kilometers of fiber optic cables,” Pena added.
Efforts to improve Smart’s network infrastructure is in line with what PLDT chairman Manuel V. Pangilinan refers to as the industry’s “Sputnik Moment”. The phrase, which was originally used by US President Barack Obama, is used to describe a time when companies have to make new investments to be able to move forward.
Similarly, Smart president and CEO Napoleon Nazareno said the conglomerate is committed to upgrading its network.
“We are undertaking a massive modernization program of our mobile and fixed networks. For the next two years, we have committed a total of P67 billion to expand and upgrade the core, access and backroom support elements of our network,” Nazareno said.

My opinion is, gusto ko makabasa sang mga write up parte kay ynion because it is only thru this forum na maka speak out ako against sa iya na moves. I consider it actually my duty to at least share my thoughts about him and his activities, considering na Ynion already owns the Print, Radio and TV (Rekalmo Publiko program) media sa iloilo. So far, the only media that he has no complete control is the internet because there are some who can see right thru his motives and who dislike his kaplastikan and who hate what he is doing to our mayor's efforts to the point of sabotaging the good works of the mayor.
In my mind, if we do not post anything about ynion, we will not be able to comment about him, nor will we be able to keep ourselves aware of his latest move, PLUS, lurkers, both new and old will have no other source of information and insight and opinion about ynion except the newspapers, radio and TV media which he owns.
In my opinion, we forumers who choose to expose ynion's motives, schemes and manipulations, represent the few voices who cannot be muzzled by money, force and threats in order to give him (ynion) a positive view. We can expose his dark side (because we have the cloak of anonymity) and by doing so, we may just have a chance in preempting his strategy to sabotage our mayor, our city and our province.

I agree with Sam. I guess ang na-mean ni Sam is to refrain from subscribing to Ynion's publicity gimmick, such as the lapsus calami section. We may talk about him, expose his motives and schemes, but not to the point of posting everytime that section of PN. It's like were becoming an extension of that publication, a media-arm of whatever Ynion is planning to do. Afterall, that's what he is after, publicity.

Ako, I'm all for discussing, but I got Sam's point of not reposting "legitimate reports" about Ynion (that's legitimate with quotes). I guess there is no problem nga istoryahon naton ukon ikritiko ukon ipraise (if there are any) naton ang nagakatabu kay Ynion.
But what if Ynion won? What would happen to SSC? Would the forum be with him or against with him?
And yeah, katalaka na ang Lapsus. Daw kanami gani kadlawon.

LuckyLady July 13th, 2011, 03:16 AM If we publish and expose here in SSC the evil deeds of Mr lugaw, i don't think there's problem with that but well we can agree to disagree... Those who are in the know or at least are familiar with some issues about him should at least share it to others to let them be aware of his evil deeds or else how can others know if those who are aware would not be willing to spill the beans.

LuckyLady July 13th, 2011, 03:25 AM Ako, I would encourage to voice out about and speak out your opinion regarding Ynion's topic.
Kon katalaka na, ti, talaka na eh.
agree! anything that is beneficial for the city, for our province, is worth a space here in SSC...It should be discussed and spread out so that more people would be aware and be vigilant. There's no such thing as katalaka when it involves our future and the future of our beloved city.

Again, it is an SSC glitch. We're not alone with this issue and neither the administrators were able to answer our query. According to them, the largest cases are at SSC Philippines, especially aged users.

Its a system glitch, from what I noticed it depends on how many posts you have on the thread that got archived. For example, my post count on thread 131 was around 100+ (including other threads, I guess) then now, when the old thread got archived, its back to 11 (but I already have several posts in the new thread which is 132, this post is post # 12 for thread 132) so that means its back to zero unless before the thread got archived you did post a lot in other threads or active in other threads outside of the main Iloilo thread. So just to be off the radar of the glitch, when the thread nears closing try to posts in other Iloilo threads. That would be the only option.:ohno:
Just keep on posting guys, post number is not the end all, be all of everything. If I do really care about this post count thingy, I would have whined and whined since If I am not mistaken my post count should be around 3500+, same with other old timers here. ;)
As long as it shows the join date, that would suffice. Do not be disheartened guys, its just a minor irritation, I hope the admin, ITs, and mods are doing something about the error. What is important is we can posts to our hearts content and the post count is irrelevant to the importance of what is being posted. So, lets just live with it, thankful for the forum and still able to post though occasionally the glitch poses some vexation.
Have a great afternoon everyone! :)

but ngaa amo na? haayss?:ohno:
^^
I will try to answer your 'ngaa' question the best I can from what I noticed being an old timer here and with a little know how in IT. ;)
Hmm it seems that those new ones with 'linibo' post count are indeed 'lucky' since they are not moderated at all. So their post count is carried over to the next thread even after the old thread is archived.
Maybe (just maybe) those new ones were not at all involve in 'house cleanings'? Since 'house cleaning' were done in our thread several times (since 2005?) and IF you happen to be in it (or have posted on that thread during which some of your post was deleted or just having posted on that thread number), then, chances are you will be affected by the glitch. That seems to be the cause from what I notice, after those house cleanings everything went downhill or uphill LOL
So even if you are a newbie and you are active in Iloilo Main Thread, boy you are gonna get that glitch every time the old thread is archived.
This I think what caused the mess up in post count but of course I could be dead wrong.:nuts:
The only exception, somehow to my theory is Shyaman who I think was able to beat the glitch, maintaining his post count at 1000++ though he started here but now maintains his own thread. He was active here in 2006-2008 and every now and then would post here but he kept it at a minimum or when a certain topic simply caught his interest.
And its quite easy to achieve 'linibo' post if you are active and not moderated. In as 2-3 months time you can achieve that provided your are not moderated which is not the case here in our thread.
HTH somehow. :)
METROPOLITAN_ILOILO July 13th, 2011, 07:53 AM 5 of 6 Iloilo lawmakers favor RH bill
Tuesday, July 12, 2011
FIVE out of six congressmen in Iloilo support for the passage of the on reproductive health and responsible parenthood development bill.
During the opening program of the two-day 2nd Regional Population Congress held in Iloilo City on July 11, Population Commission (Popcom) Regional Director Vicente Molejona said the Iloilo lawmakers, namely Jeanette Garin of the first district, Arthur Defensor Jr. of the third district, Fejenel Biron of the fourth district, Niel Tupas Jr. of the fifth district, and Jerry P. Trenas of Iloilo City are strongly supporting the bill on reproductive health.
However, Congressman Augusto Syjuco of the second district of Iloilo reportedly withdrew his support on the bill slated to be included in the priority bills during President Benigno Aquino III’s State of the Nation Address (Sona) on July 25.
Syjuco instead filed a separate bill on the policy and management of the government’s program on responsible parenthood.
Also, 100 congressmen signified their support, while 30 others are still undecided and waiting for the Sona if the President will again certify RH as a priority bill in Congress.
Riza Hontiveros Baraquel, spokesperson of Akbayan Party-list, said the RH bill, principally authored by Congressman Edcel Lagman, had to undergo comprehensive interpellation in the Senate even if 20 senators have already signified their support to the pending bill.
Meanwhile, Iloilo City Mayor Jed Patrick Mabilog reiterated his support and cooperation with the responsible parenthood program of Aquino amid criticisms of the Catholic hierarchy.
Mabilog said the city is meeting the challenges of population growth rate, which the Popcom reported more than 418,000 city population in the 2007 census count. (Lydia c. Pendon)

mirror747 July 13th, 2011, 11:18 AM Gov’t plans to revive Panay railways
Malaya News
July 13, 2011
PRESIDENT Aquino yesterday said government will attend to the proposed revival of the Panay railway system after it is finished with the Northrail and Southrail projects.
Aquino, in an ambush interview in Capiz, said Transportation Secretary Manuel Roxas II will focus first on the problems that he inherited from the Arroyo administration, which are the rehabilitation of the SouthRail from Manila to Legazpi in Albay and the controversial NorthRail project.
The rehabilitation of the Panay railway system, which would link Iloilo and Capiz provinces, is estimated to cost P16 billion
The first phase runs from Iloilo to Capiz, running through Ungka Jaro, to the new Iloilo Airport, and back to Loboc port in the Lapaz District.
Investors from China, South Korea and Europe are reportedly interested in the project.
Aquino said the Philippines will talk to the Japanese government if it is still possible to fund the Panay River Basin Flood Control Project in Capiz. The Japan International Cooperation Agency (JICA) withdrew funding for the project after Japan was struck last March 11 by a magnitude-9 quake and a tsunami. The Department of Public Works and Highways was supposed to look for alternative funding sources.
Aquino also said the people of Panay Island could use the harvesting of "diwal," a kind of shellfish, and similar seafood during low tide to draw tourists who are tired of sunbathing in Boracay.
He said "diwal- and halaan-harvesting" could be a huge eco-tourism opportunity, and government can assist in processing the shellfish.
Aklan Gov. Carlito Marquez received from the President certificates of award worth P26 million for various agriculture projects of his province, including micro-income generating projects, rice program, tramline and seven irrigation projects, livelihood assistance, high-value crops development, rehabilitation of bio-fertilizer facility and organic vegetable production.
The President also distributed to Capizeños various assistance, including supplemental feeding, social pension for the elderly, conditional cash transfer, PhilHealth membership cards, agricultural help, and certificates of land ownership. – Regina Bengco

PRE-WAR JAPANESE COMMUNITY IN ILOILO
BEFORE the war, there was a Japanese community in Iloilo City. They were led by Torakich Murakami who was their unofficial consul.
Mostly merchants, the Japanese operated bakeries, candy factories, flower/vegetable gardens and refreshment parlors for leche con hielo or mongo con hielo. Some were itinerant traders peddling goods in the interior towns and who, during the war, were found to be spies.
They had trading houses in Iloilo importing textiles, canned goods, soaps and paints. They were Osaka Boike Kaisha, Daido Boeki Kaisha, Nihon Yusen Kaisha, Osaka Shosen Kaisha and Murakami and Company.
Their big stores were Iloilo Bicycle Store of a certain Yoshida that was discovered during the war to be a colonel in the Japanese Imperial Army; La Camisiteria de Itoh, Murakami Bazaar and Fuji Bazaar.
Some prominent Japanese then were:
* Yoshiharu Watake, an engineer who built the Santa Barbara water reservoir
* Sheyeichi Umano who built the Panay Electric Company
* Miyoshi Harakoa, a boiler technician at Santos-Lopez Sugar Central
* Shozo Masumi, a mining supervisor in Concepcion
* Dr. Hashimoto
* Tatsuya Eiwaki, a mining engineer; and
* Tarakichi Murakami, president of the Japanese Association in Iloilo.
They also had a fishermen’s association composed of Manchurian (deep sea fishing) operators with Izao Takaizu as president.
There was, too, a Japanese school for Hojin (Japanese residents) children at Tanza (Iloilo Nihonjin Shogaku) established in the 1930s with Isao Kayamuri as its principal.
At the outbreak of the war, the Japanese in Iloilo City were concentrated first at the Iloilo Central School and were later transferred to San Enrique (Passi) Elementary School where they were found when the Japanese invasion forces landed in Panay in 1942. One of their guards was Sgt. Faustino Sorianosos of the Philippine Constabulary./PN

He has a point. But he can't blame the whole industry. It's 50% fault of the management of VAT and 50% fault by Craig. He was too trusting, that's weird he is was not getting good ROI for a year, he should have monitored the cash flow on the 1st year of operations. Also, he should have someone to monitor things in Iloilo in his stead. On one hand, Ms. Aurelio should be investigated. Since she is acting as co-investor he can file a case.
Actually, we need someone to inform the City Government and IFIT about this, so that they will be aware of this incident. So that, they can create policies that will protect the interests of foreign investors.

zynet July 13th, 2011, 04:00 PM Iloilo City mayor orders follow-up survey of remaining airport squatters
ILOILO CITY, July 13 (PNA) - Mayor Jed Patrick Mabilog here has instructed the Iloilo City Urban Poor Affairs Office (ICUPAO) to conduct a follow-up survey of the remaining families of informal settlers at the 23-hectare Megaworld property at the old Iloilo airport in Mandurriao district.
The city mayor wanted the remaining families to avail of the awarded home lots at the relocation site bought by Megaworld Corp. more than two years ago in Barangay Lanit, Jaro district for the 334 affected families at the old airport site.
In a dialogue conducted at his office Wednesday, Mabilog said he wanted to help the affected families with relocation sites and eventual development of the site as a decent housing subdivision.
ICUPAO reported that only 180 relocated families with houses are in actual possession of the awarded homelots, seven unoccupied houses, 27 unfinished houses and 120 vacant home lots.
Some of the affected families with awarded home lots chose to remain at the old site which Megaworld wanted to be clean of informal settlers as the corporation is currently constructing a business complex at the site.
The affected informal settlers used to live at the perimeter area of the old airport bounded by Mandurriao barangays of Tabucan, San Rafael, Airport, Taft North and Sta Rosa.
City councilor Joshua Alim, chairman of the SP urban poor committee, said awarding of home lots is a long process and the lot awardee must construct a house at the relocation within 60 days.
Mabilog instructed ICUPAO chief Wilfredo Jurilla to send a notice to the remaining awardees and to give them another 60 days extension. Failure to construct and occupy the house in 60 days will compel the ICUPAO to give the said lot to another awardee.
The city mayor also said the awarded home lots could not be sold by the awardee to anybody but falls under a hereditary succession only. Similarly, the existing houses of other persons at the relocation site in Barangay Lanit must undergo due process by ICUPAO.
Mabilog also instructed the city legal office to look at the possibility of securing land titles to the awardees and for the city council to pass an ordinance calling for the titling of Megaworld site for the informal settlers.
The city mayor also urged the informal settlers to reorganize themselves and elect new officers of the Megaworld Homeowners Association on August 7, 2011 to facilitate development at the site. The association officers will sit starting January next year. (PNA)

Kay ang owner sang eversun before work as an employee man sa US then nag pirate man sang Client.

The story behind that was they pulled out of Callbox already since no one is available to update the website--especially Mondays. A particular web developer has been hired and (I'm sure Ken or Mawe knows him) has taken over the TDG website for some major improvements, hopefully including archiving. zynet July 13th, 2011, 11:31 PM TRABAHO SA PLAZA’
More job opportunities
for Iloilo City’s jobless
ILOILO City – The major plazas of this city will now be an avenue for jobseekers, unemployed, fresh graduates and displaced overseas Filipino workers to have easier and better access to employment opportunities.
The Iloilo City Public Employment Service Office has expanded the access of Ilonggos to job openings and opportunities through its “Trabaho sa Plaza” jobs fair which will be conducted in the major plazas of the six districts of the city.
PESO Manager Alan Zaldivar said the initiative is part of the efforts of the city government to reach out to residents who are looking for jobs or who are unemployed, so that they could participate in employment opportunities under their Project JED which stands for Jobs, Employment and Development.
“Mayor Jed Patrick Mabilog wants us to vigorously implement initiatives that will provide employment opportunities to the city’s residents to help them find jobs or sources of income, for them to have an improved and better life,” said Zaldivar.
The first “Trabaho sa Plaza” will be conducted tomorrow from 8 a.m. to 4 p.m. in Jaro Plaza.
Zaldivar said 50 companies will participate in the jobs fair -- 30 are local companies and 20 are overseas recruitment agencies.
Some of the available local job openings are waiters, food handlers, office staff, account specialist, encoders, salesmen, and management trainees and supervisors.
Overseas employments that will be offered include waiter, waitresses, drivers, nurses and para-medical, among others.
Applicants are advised to bring necessary documents such as resumé, transcript of records, ID pictures and certificate of employment for those who are previously employed.
The “Trabaho sa Plaza” jobs fair is the ninth job fairs conducted and supported by the Iloilo City PESO together with its various partners since January of this year, that have given employment to around 1,970 residents. (PIA-Iloilo)

steadyasweroll July 14th, 2011, 03:15 AM City upbeat on Injap tower’s prospects
By Karen Bermejo
Iloilo City remains optimistic that its newest addition to the city’s growing commercial establishment will not only boost the economy but will also generate more jobs for unemployed Ilonggos.
Injap Land Corporation opens another investment project, the Injap Tower, a 21-storey condotel and commercial building located at West Diversion Road, Iloilo City.
When completed, Injap Tower will be the tallest building in Western Visayas with 202 fully-furnished units of uniform areas.
The Injap Tower, designed by Asya Design, will have three commercial spaces at the ground floor. The 21st floor is a buffet lounge restaurant overlooking Iloilo City. It will be managed by China-based giant hotel Management Company and will be audited by top auditing firm in the country.
In its groundbreaking ceremony held recently, Mariz Sia, director of Injap Land Corporation, said there are existing condotels in the country but none have all units with uniform sizes and features and none are operated as a regular businessman’s hotel while unit owners hold on to their unit condo title.
Iloilo Rep. Jerry Treñas said Iloilo is indeed an investment destination. He said more investment means more jobs for people of Iloilo and urged private sectors and business groups to help propel the city’s growth.*

WAngZY July 14th, 2011, 03:37 AM I was thinking, what if we start closing Calle Real every Sunday? It can be another jogging and activity venue? I like the idea of making it a pedestrian way during Sundays (low traffic times) and make it as a bicycle and pedestrian zone for everyone during Sundays. It is a precursor of pedestrianization of Calle Real in the near future though.
^^ like that in Cebu City...they are closing the Osemeña Blvd every sunday...

Ilonggo ila roots, but they grew up in manila. Their parents used to cook sinugba for them when they were kids. They went into business selling just sinugba and nothing more, so it was just a koisk. Now, they have expanded, they have a branch in megamall. This will be their first venture outside of manila, back to the birthplace of the Sinugba dish.

So does this mean na indi na pang masa na condo ang tower ni injap? pang businessman na?

Remember the opinion of Jollygypsy that Luxury brands and banks shall occupy the calle real center? Imagine that, Gucci, prada, etc along the sides (the small traders have to be assisted by the city government to the Megaworld CBD for them to be in the center of the business activity in the city) and the entire pavement is pedestrianized with red/gray/yellow bricks, or whatever, put 19th century lamplights in the middle, rows and rows of benches and i'm pretty sure it would look great.
Of course, masyado ka ambisosyo ina kung gulpihon, plus ma protesta ang mga small traders da. But that's where your idea of closing the entire street during sunday mornings for pedestrianization comes into play, the idea gets introduced into the public consciousness little by little. Plus, if caterers would be invited to offer food along the sides, the atmosphere can turn out to be something like the legazpi market on sundays or salcedo park on saturdays in makati city.

This is Mini Hotel from UI Phinma. The one being constructed beside it is the new office site of lifebank foundation, they have plans to build thier own business center in Sta. barbara, similar to what TSKI in Pavia.they actually planning to expand 3 more lifebank branches this year.source?my brother is part of the company.
BTW Guys TSKI and Lifebank ranks 1, 2 or 3 in the whole philippines on micro finance. Truelly homegrown company.
Subedei July 14th, 2011, 06:52 AM Remember the opinion of Jollygypsy that Luxury brands and banks shall occupy the calle real center?

SamwiseGamgee July 14th, 2011, 07:28 AM Suggestion ko lang sa tanan:
Everyone has the right to critique on every news item, that is, if the news item is legitimate. IMO, every press release coming out of Ynion's minions nowadays are not legitimate news items but are propaganda designed to further his obvious agenda. To paraphrase, propaganda repeated a thousand times may become the truth, eventually.
Ako, I would encourage to voice out about and speak out your opinion regarding Ynion's topic.
I don't find it "katalaka" at all. I just find it irrelevant for SSC. Political propaganda designed to keep Ynion's name afloat in the airwaves, in the newspapers and in cyberspace, in the run up to the next election is not SSC material. As I have opined, we may be unwitting participants in his scheme, if we always give space to his propaganda.
well said...whats important is its being discussed and everyone is aware.
Aware of his propaganda? We don't need those here.
I respect your opinion pre.
Berns, please take note that your opinion is not mine, nor do I share it....pero similar kita opinion ah...
Then why don't you start an "anonymous" blog for us, all devoted to Ynion? :)
Exactly my point, Pre. :)
Hehe... Ynion winning is farthest in my mind. I have faith in Iloilo City's wise voters. Kita man sa track record ta. :)
BTW, I was also a big fan of Lapsus Calami before. But now, indi na bangod sg obvious reasons.
If we publish and expose here in SSC the evil deeds of Mr lugaw, i don't think there's problem with that but well we can agree to disagree... Those who are in the know or at least are familiar with some issues about him should at least share it to others to let them be aware of his evil deeds or else how can others know if those who are aware would not be willing to spill the beans.
We can always publish legitimate news from untainted sources, but not from his minions at the IPC. Ano nga mga media outlet ang indi under sa IPC man?
agree! anything that is beneficial for the city, for our province, is worth a space here in SSC...It should be discussed and spread out so that more people would be aware and be vigilant. There's no such thing as katalaka when it involves our future and the future of our beloved city.
Agree. But political propaganda should have no place here in SSC.

By: TWVillavert
RICE farming in Iloilo province is expected to double in efficiency with the implementation of the government’s rice mechanization program.
Dr. Ildefonso T. Toledo, Iloilo Provincial Agriculture Office head, said multi-million peso worth of farm equipment like hand tractors, four-wheel drive tractors, threshers, combined harvesters and flat bed dryers will be extended to the farmers here under the rice mechanization program.
Toledo said farmer associations and members are qualified to avail of the program.
“A 70-30 enabling scheme will help push this rice mechanization program which is anchored on food security and self-sufficiency,” said Dr. Toledo.
The government will shoulder 70% of the equipment’s value, while the remaining 30% will be paid for by the farmer or farmers’ association.
“For example, 70% of the price of a hand tractor valued at P130,000 will be shouldered the government and that is around P91,000 and the 30% which is P39,000 will be paid by the recipient,” Toledo explained.
Iloilo province under the rice mechanization program is allotted 97 hand tractors; 5 four-wheel drive tractors; 32 threshers; 4 combined harvesters; 11 flatbed dryers; and 8 multi-purpose drying pavements.

SENATOR Franklin Drilon's brother, Dr. Julius Drilon, is now the chief of hospital of Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) in Bacolod City.
Dr. Drilon has been serving the hospital for 48 days since his appointment by Health Secretary Enrique T. Ona on June 1, 2011.
He paid a courtesy visit to Bacolod City Mayor Evelio R. Leonardia on Wednesday at the Government Center and discussed matters on how they can better coordinate and help each other address some of the pressing concerns of the regional hospital.
Dr. Drilon said that he was grateful of the opportunity to serve his fellow Ilonggos. He said it never went in his wildest dream that he will be assigned in the Bacolod City.
But he said he never had doubts in accepting the appointment and came to Bacolod City with much enthusiasm to serve the people of Bacolod and Negros Occidental.

WAngZY July 14th, 2011, 09:05 AM Remember the opinion of Jollygypsy that Luxury brands and banks shall occupy the calle real center?
Plus, if caterers would be invited to offer food along the sides, the atmosphere can turn out to be something like the legazpi market on sundays or salcedo park on saturdays in makati city.
simply perfect!!!!....:applause::applause::applause:

House body endorses Customs Modernization and Tariff Act (http://www.philstar.com/Article.aspx?articleId=702346&publicationSubCategoryId=66)
By Paolo S. Romero (The Philippine Star)
MANILA, Philippines - The House Committee on ways and means has endorsed for plenary approval the proposed Customs Modernization and Tariff Act (CMTA) of 2011 that seeks to modernize customs administration in the country.
Batangas Rep. Hermilando Mandanas, chairman of the panel and author of House Bill 4788, said the measure will also set international standards in customs operations, and make import trade transactions faster, predictable, efficient and transparent, among others.
The committee report was already submitted to Speaker Feliciano Belmonte Jr.
The bill will promote and secure international trade, protect and enhance government revenue, prevent smuggling and other fraud against customs and modernize customs and tariff administration, Mandanas said.
He said the bill complies with the Revised Kyoto Convention (Convention on the Simplification and Harmonization of Customs Procedures) of the World Customs Organization to which the Philippines is a signatory.
“The bill will make import trade transactions faster, predictable, efficient and transparent and will also gain the confidence of investors in customs procedures, which will ultimately increase the inflow of goods,” Mandanas said.
The bill seeks to repeal of Presidential Decree 1464 or the Tariff Customs Code of the Philippines, as amended, except Section 104 (Rates of Import Duty) and Section 514 (Export Products Subject to Duty and Rates).
The bill provides for the general customs principles based on the General Annex of the Revised Kyoto Convention and defines what is a free, regulated and prohibited importation and exportation.
Mandanas said the measure also provides instances of abandonment and destruction of goods and the manner of their disposition.
“It seeks to allow deferment of payment of duties and taxes for a certain period of time for government importation and in some instances for private importers and exporters. It allows refund of duties and taxes in case of overcharging as a result of an error in the assessment of goods,” he said.
The bill also aims to empower the Bureau of Customs (BOC) to have control over all persons and properties within its territory, and seeks coordination with other government agencies, including free zones authorities, and the customs stakeholders in general to enhance customs control. The BOC shall use audit-based controls and risk management systems, and adopt a compliance measurement strategy to support risk management.
Under the bill, the BOC may adopt non-intrusive inspection based on internationally accepted standards subject to random checking, post entry audit, and under certain conditions to be prescribed by rules and regulations. The Commissioner may exempt from examination importations belonging to importers accredited as Authorized Economic Operators (AEO) or under any existing trade facilitation program according to the bill.
It also provides that when there is a declaration of a state of calamity, clearance of relief consignments shall be a matter of priority and subject to a simplified customs procedure.
The BOC shall promulgate rules and regulations to allow manual and electronic lodgment of export declarations and to make available and accessible all the information of general application to any interested person for legitimate use.
The bill mandates the BOC Commissioner to submit an annual report to the President, which shall among other things contain a compilation of the quantity and value of the articles imported to the country and the corresponding custom duties, taxes and other charges assessed and collected on imported articles itemized; percentage collection of the peso value of the imports; quantity and value of conditionally-free importations; customs validation over and above letters of credit opened; value and quantity of tax-free imports; and quantity and value of articles exported from the Philippines as well as the taxes and other charges assessed and collected on them from the preceding year.
The bill also seeks to apply information and communications technology to enhance customs control and support a cost-effective and efficient customs operations geared towards a paperless environment using internally accepted standards.
It proposes that sea port and airport authorities and private port operators shall provide free of charge facilities like X-ray scanners to help the BOC perform its mandate.
The bill provides that operators of bonded warehouse shall be liable for the payment of duties and taxes in case of loss of imported articles stored. The government assumes no responsibility in respect to the safekeeping of articles stored in any customs warehouse, shed, yard or premises.
The bill defines “customs transit” and “customs transshipment” which shall not be subject to the payment of duties and taxes by complying with the conditions set by the BOC. It likewise defines misdeclaration, misclassification, undervaluation in goods, and provides stiffer penalties for such fraudulent acts.
The co-authors of the bill are Reps. Rufus Rodriguez (Cagayan de Oro City), Maximo Rodriguez (Party-list, Abante Mindanao), Reynaldo Umali (Oriental Mindoro), and Rodolfo Farinas (Ilocos Norte), chairman of the subcommittee on customs, tariff and related laws.

Freska was recently featured in a GoNegosyo TV program and the opening spiel of the host was something like: "Iloilo, known for the famous La Paz Batchoy, Pancit Molo, fresh seafoods, and everyone's favorite - the Inasal..." :)
Freska also features last saturday on 24 Oras Weekend edition. It features best of FRESKA.

habagatcentral1 July 14th, 2011, 12:53 PM Remember the opinion of Jollygypsy that Luxury brands and banks shall occupy the calle real center?
Actually, that's the whole thing about Calle Real restoration, the eventual pedestrianization of the entire JM Basa Street. However, we should start implementing it bit by bit.
And since every Dinagyang or every activity that the city engages on a Sunday does involve the closure of Calle Real, in which people are so used to it, then it may pave the way to implement some activities such as sports or concerts on the road, market or anything.
Kay kinahanglan guid gradual ang implementation ta sa Calle Real--not sudden.

Restoration of old Iloilo capitol underway
ILOILO CITY, July 14 (PNA) – The restoration of the old Iloilo capitol is now underway after its architectural perspective was approved by the provincial government.
Iloilo Gov. Arthur Defensor Sr. said that architect Guillermo Hisancha has already presented to him the perspective and that they are now rushing the program of work necessary for the bidding.

METROPOLITAN_ILOILO July 14th, 2011, 06:17 PM Iloilo City's senior citizens to receive package of benefits
ILOILO CITY, July 14 (PNA) - The city government here is planning a package of benefits to register senior citizens on top of the monthly cash allowance given to them by the national and city governments.
Mayor Jed Patrick Mabilog said the city and SM Cinema will soon draw a memorandum of agreement to allow free movie passes to senior citizens every Tuesday. The free movie will be launched on August 25 during the Charter day celebration of the city.
On the other hand, Ilonggo Senator Franklin M. Drilon is set to give financial assistance to the city senior citizens for their hospitalization at the Western Visayas Medical Center (WVMC).
Senator Antonio Trillanes IV is also set to give financial assistance to senior citizens hospitalized at the WVSU Medical Center in this city.
Mabilog said he is also eyeing a regular feeding program for all senior citizens, especially those abandoned in the barangays. The budget for the feeding program will be included in the 2012 city budget.
The city mayor instructed the City Social Welfare Office to identify and list down the names of senior citizens in the barangays for them to avail of the feeding program. (PNA (http://www.pna.gov.ph/index.php?idn=&nid=2&rid=359344))

METROPOLITAN_ILOILO July 14th, 2011, 06:21 PM New hotel violates building code
ILOILO CITY, July 14 (PNA) -– The office of the building official under the office of the city engineer has already sent at least five notices of illegal construction to the owner of new Bali Hotel, owned by businessman Rommel Ynion, at Brgy. Sto Rosario in the city proper to ask for the immediate stop of all illegal building activities within the premises.
The latest notice of illegal construction with No Renovation Permit was dated July 14, 2011, signed by building official Engr. Llane Opinion and countersigned by Engr. Karl Quimsing and team leader Herman Balleras.
Other violations include No Demolition Permit as shown in the September 22, 2010 notice, No Building Permit as shown in the September 2, 2010 and July 8, 2010 notices, and No Renovation Permit as shown in the June 2, 2011 notice of illegal construction.
Construction and renovation of the multi-million peso hotel started in early 2010 after Ynion reportedly bought the property, formerly known as The Royal Palms Hotel, from the family of the late businessman William Bayani.
A check with the office of the building official also showed that the finished building has No Occupancy Permit even if it is already on its soft opening stage and slated for a grand opening by next week.
It also appears that, for not having a building permit, the building contractor also failed to secure a permit from the Bureau of Fire Prevention (BFP) and has no waste water treatment as a prerequisite for hotels and restaurants operating in the city.
On the other hand, city mayor Jed Patrick Mabilog said the city is definitely not singling out Bali Hotel for its numerous construction violations as the city government is strict and not giving any exemption in implementing the law on construction and safety to the community.
Mabilog said he welcomes all kinds of business investments here but the investors must also comply with the requirements of local and national governments. (PNA (http://www.pna.gov.ph/index.php?idn=&nid=2&rid=359343)) DCT/AJP/LCP/vlo

METROPOLITAN_ILOILO July 14th, 2011, 06:24 PM 45 agencies join job fair at Jaro plaza
ILOILO CITY, July 14 (PNA) - A total of 45 agencies are joining the job fair organized by this city’s Public Employment Service Office (PESO) at the Jaro covered gymnasium on Friday, 8 a.m. to 4 p.m.
The agencies are composed of 34 local companies and 11 firms recruiting for jobs abroad.
Dubbed as “Trabaho sa Plaza,” the job fair is Mayor Jed Patrick E. Mabilog’s way of bringing employment opportunities closer to the people by holding such events in district plazas which are accessible to applicants.
The activity is under the city government’s Project JED or Jobs, Employment and Development promoted by the PESO.
To be offered at the job fair are locally available work opportunities like supervisors, management trainees, account specialists, salespersons and medical representatives, among others.
Needed abroad are waiters and waitresses, food handlers, service crew, skilled workers, paramedical professionals, and nurses.
PESO Iloilo City manager Alan Zaldivar said applicants need only to bring their resume, while having a passport is a requirement for those applying to work abroad.
The “Trabaho sa Plaza” is PESO’s 10th job fair this year, more than their target of seven for 2011.
This is because the mayor has encouraged the holding of job fairs at least every month, Zaldivar stated.
All district plazas will be venues of PESO’s job fairs after the Jaro event.
“Trabaho sa Plaza” is supported by the Office of the City Mayor; ABC-Jaro district; Department of Labor and Employment; Philippine Overseas Employment Administration; HALIGI Foundation; Daughters of Mary Immaculate, Inc.; ABS-CBN; Public Information Office; and Iloilo City Hall Press Corps. virginmonkey July 14th, 2011, 06:28 PM New hotel violates building code

METROPOLITAN_ILOILO July 14th, 2011, 06:29 PM Iloilo City’s ambient air quality still good--CENRO
by TWVillavert
ILOILO CITY, July 14 (PIA) -- The City Environment and Natural Resources Office (CENRO) Chief Noel Hechanova said that Iloilo City’s ambient air quality is still good.
Engr. Hechanova said that this is based on the DENR’s monitoring for the last five years, and still the air quality remains good as monitored by the Hong Kong Polytechnic University.
Only three weeks ago, the interns from the Hong Kong Polytechnic University with a scientist consultant set up their equipments in strategic areas, and their monitoring results came out that air quality in the City is still good. It was some kind of a validation to the DENR’s monitoring in the last five years with the same results, Hechanova said.
Hechanova emphasized however that the monitoring gave a general condition of the ambient air, but in a particular area like the city proper, there is an urgent concern that must be attended to because of the street level air pollution that is easily observed during peak hours as caused by transportation emissions.
He said that there are more than 5,000 registered vehicles in the city, and not included in the said figure are vehicles from other parts of the region entering Iloilo City, and from that scenario you can imagine the volume of emissions inhaled by the people.
“Two years ago we initiated to bring the DENR monitoring device in the city proper and it registered a poor quality air, and to validate the result we borrowed a smoke emission testing machine from a private testing center and about 60 percent of the vehicles are considered contributing to the air pollution in the city,” Hechanoca said.
Hechanova said that the CENRO’s concern is the emissions from diesel fueled jeepneys, because most jeepneys here are run by diesel fuel and we learned that air pollution has direct link with lung cancer.
“We are coming up with a clean air plan to address this particular health concern, and this clean air plan is supported by German Technical Cooperation or GTZ. Soon we will also come up with an emission inventory in the whole city,” Hechanova said.
In line with environmental protection, DENR Secretary Ramon Paje said in Pilipinas Natin program over NBN 4, that the government has made giant strides in protecting the environment.
On air pollution, the government has brought down the number of suspended particulates in Metro Manila’s air from 166 micrograms (mcg) in June 2010 to 120 mcg in June this year.
He said a stricter implementation of administrative reforms concerning the environment is needed to bring the pollution count down to the normal level of 90 mcg.
The DENR Secretary said that in line with President Aquino’s directive to clean up the environment, the Cabinet Cluster on Climate Change has been working continuously to come up with ways and means to address the effects of the worsening global climate situation.(JCM/TWV/PIA6-Iloilo (http://www.pia.gov.ph/?m=1&t=1&id=43473))
METROPOLITAN_ILOILO July 14th, 2011, 06:34 PM Regional fish ports up 93%
By MARVYN N. BENANING
July 14, 2011, 3:27pm
MANILA, Philippines — The Philippine Fisheries Development Authority (PFDA) has reported significant increases in arrivals in eight regional fish port complexes for the first quarter.
PFDA general manager Rodolfo Paz Jr. reported to Agriculture Secretary Proceso J. Alcala that fishing arrivals rose at an average of 93 percent for the regional fish ports in Navotas, Iloilo, and Sual.
“This scenario reflects a faster turnaround of fishing vessels and bancas as a result of an increase in fish production,” Paz noted.
“It should be noted that fish unloaded at the Navotas Fish Port in the first quarter of the year was registered at 27,492 metric tons (MT), up by 45 percent from 18,909 MT during the same period last year,” he added.
Paz said the Davao Fish Port Complex reported a similar positive trend in fish unloading, with a 40 percent growth from 812 MT last year to 1,134 MT in the first quarter.
This performance comes in stark contrast to the report of the Bureau of Agricultural Statistics (BAS) that commercial fishermen produced 234,960.12 MT of fish for the first quarter, 57,120.78 MT lower than last year’s record.
Production shortfalls were largely attributed to the lesser unloading of Indian sardines in Zamboanga City, which was down by 16,893.75 MT from 26,812.25 MT for a similar period last year, or 9,918.50 MT lesser.
Frozen tuna from foreign vessels unloaded at the PFDA fish ports in General Santos City was down to 19,178.07 MT.
Commercial fisheries contributed 19.38 percent to the total fisheries production during the first quarter of 2011.
On the other hand, municipal fisheries production at 322,597.MT was down by 3.22 percent or 10,723.98 MT from last year’s level, according to BAS.
The volume of fish unloaded by marine municipal fishing boats decreased by 4.71 percent, equivalent to 13,706.37 MT.
Inland fishing households produced 7.02 percent or 2,982.39 MT more during the reference period.
Of the total municipal fish production, 85 percent came from the marine sub-sector which recorded an output decline.
Municipal fisheries accounted for about 26.60 percent of the total fisheries production in the first quarter of 2011, BAS noted.
Meanwhile, ice production also grew 148 percent from 238 MT last year to 591 MT this year at the Camaligan Fish Port, while the General Santos Fish Port Complex registered a 50 percent increase in ice production from the 2,546 MT produced last year.
The Infanta Municipal Fish Port also experienced the same positive growth with fishing vessel arrivals increasing by 21 percent and fish unloading activity by 44 percent from last year’s figures.

anthraxx July 14th, 2011, 08:01 PM Everyone has the right to critique on every news item, that is, if the news item is legitimate. IMO, every press release coming out of Ynion's minions nowadays are not legitimate news items but are propaganda designed to further his obvious agenda. To paraphrase, propaganda repeated a thousand times may become the truth, eventually.
oh i disagree, that is a very cynical way of looking at peoples capacity to determine the truth. No matter how much you have said it a lie is a lie, one might twist or revise a story, even forget, but the stench of a lie will always come out, history has proven that.
I don't find it "katalaka" at all. I just find it irrelevant for SSC. Political propaganda designed to keep Ynion's name afloat in the airwaves, in the newspapers and in cyberspace, in the run up to the next election is not SSC material. As I have opined, we may be unwitting participants in his scheme, if we always give space to his propaganda.
one mans garbage is another mans treasure, it might be useless information to you but others might find it helpful, lest we forget he is building all sorts of structures in the city, albeit illegally its very important to know which business ventures he is involved in so that one can stay away from it. Case in point is his Bali hotel which was disclosed here to be violating all sorts of codes in the city. This was brought to light just recently and it all started because his "antics" were discussed here. If that is not SSC material i dont know what is.
Aware of his propaganda? We don't need those here.
Exactly my point, Pre.
We can always publish legitimate news from untainted sources, but not from his minions at the IPC. Ano nga mga media outlet ang indi under sa IPC man?
Discussing it is a far cry from ascribing to it. If you think its propaganda then all you have to do is dismiss it, besides one can only know its propaganda or not if its brought to ones attention. Bottom line is legitimate or not it is a determination which can only be done by each and every individual forumer.
Agree. But political propaganda should have no place here in SSC.
i can only speak for myself, but if i do publish something, its up to me to determine and defend its relevance in SSC, your always welcome to disagree with it.

The date is correct. :okay:

I am not sure if CSJ is indeed the oldest college in Iloilo.
