Bukon pre ah. Isa man ko dya sa mal-it kang scc iloilo. Apr 2006 pa takon nag entra dya. Garing kay medyo nag lurk mode lang takon ti mga sangka tuig ah.
Man-an mo nga tamadan daan takon kon may inaway. Ti kay daw gahiri-usa ruman kita kundi balik ruman ko dya eh.

The last time I went to Rob Foodcourt, beside our table was Mel Carreon talking with an old man. Daw OK man xa, normal. Except lang gid kun ara na xa sa street kag mag wakal2. Hehehe!

Iloilo Province has its own version of MC. His last name is Gil. Tatay sang classmate ko sang elementary.

Drilon mum on graft raps against Jed, Jerry

“PABAY-I lang ang pamulitika (Let’s set aside politics).”

This was strongly emphasized by Sen. Franklin Drilon in the wake of a series of graft complaints filed against Iloilo City Mayor Jed Patrick Mabilog and Iloilo City Rep. Jerry Treñas.

But the Ilonggo senator refused to make any other statements on the complaints made by businessman and publisher Rommel Ynion against the tandem of Mabilog and Treñas.

Earlier this week, Ynion filed multiple charges of malversation of public funds against Mabilog and Treñas at the Office of the Ombudsman-Visayas. The duo allegedly misappropriated 92.62% of the more than P4 million of their representation expenses for fiscal year 2010.

Ynion also filed a case against Mabilog for the alleged overpricing of the construction of the seven-storey new City Hall and against Treñas for the alleged overpricing of the 16.2-hecatare relocation site in San Isidro village of Jaro district.

Meanwhile, Drilon stressed that he will continue to work with both Mabilog and Treñas for the development of Iloilo City.



Drilon met with members of the Iloilo River Development Council Friday for updates on the cleaning and dredging along the river, which will pave way for the Iloilo Esplanade Project he funded.

Department of Public Works and Highways (DPWH 6) will soon bid out the P150-million river park, which will feature a boardwalk and restaurants that gives a magnificent view of the Iloilo River.

Drilon is also looking into the proposed Iloilo Circumferential Road (C-1), which is seen to ease traffic in Metro Iloilo.

These infrastructures are meant to bring strong economic impact for the city and its residents.

Drilon to go to Iloilo but will avoid Treñas

Ilonggo Senator Franklin Drilon arrives in Iloilo City today for the golden anniversary of his high school class at the University of the Philippines in Iloilo City (UPIC), but he might not be too eager to meet a political ally who is embroiled in the alleged overpricing of a 16.2-hectare tract of land that is now known as the San Isidro relocation site.

Sources said Drilon, who funded the P63-million purchase of the property five years ago from his pork barrel fund through the National Housing Authority, is reportedly irked at Iloilo City Rep. Jerry Treñas after being apprised of the circumstances behind the alleged overpricing.

“(Sen.) Drilon feels betrayed that his sincere efforts to obtain funding for the relocation site have been tarnished by this controversy,” a source told The News Today.

Park now with city government

ILOILO CITY – The more then one-hectare Rotary Park at Fort San Pedro area is now covered with Presidential Proclamation 201 issued by President Benigno Aquino III that will give the local city government the right to start development projects in the site. The Proclamation dated July 17, 2011 was signed by Executive Secretary Paquito Ochoa and will pave the way for various development projects in the area formerly a park but abandoned by the Rotary Club of Iloilo City. City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras. A project study was completed by Concept Consultancy more than three years ago that also calls for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals. The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority. Mabilog said he is eyeing a public private partnership (PPP) in the area that will see the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters. More than 300 informal family-settlers at the Rotary Park were already given notices to evacuate while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office.

ILOILO CITY – The more then one-hectare Rotary Park at Fort San Pedro area is now covered with Presidential Proclamation 201 issued by President Benigno Aquino III that will give the local city government the right to start development projects in the site. The Proclamation dated July 17, 2011 was signed by Executive Secretary Paquito Ochoa and will pave the way for various development projects in the area formerly a park but abandoned by the Rotary Club of Iloilo City. City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras. A project study was completed by Concept Consultancy more than three years ago that also calls for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals. The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority. Mabilog said he is eyeing a public private partnership (PPP) in the area that will see the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters. More than 300 informal family-settlers at the Rotary Park were already given notices to evacuate while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office.

City gov't now operates, manages Iloilo Rotary Park

ILOILO CITY, July 25 (PNA) -– The more than one-hectare Rotary Park at Fort San Pedro area here is now covered with Presidential Proclamation 201 issued by President Benigno Aquino III that will give the local city government the right to start with the development projects at the site.

The Proclamation, dated July 17, 2011, was signed by Executive Secretary Paquito Ochoa and will pave the way for various development projects in the former park but abandoned by the Rotary Club of Iloilo City.

City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras.

A project study was completed by Concept Consultancy more than three years ago that also called for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals.

The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority.

Mabilog said he is looking at a public private partnership (PPP) in the area that will oversee the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters.

More than 300 informal family-settlers at the Rotary Park were already given notices to evacuate while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office. (PNA)

POVERTY LEVELS RISING IN REGION

POVERTY levels in Western Visayas increased between 2006 and 2009, according to the National Statistical Coordination Board (NSCB).

The NSCB said the poverty threshold in the region increased by 28.9% from 2006 to 2009, compared to only 17.8% between 2003 and 2006. Poverty threshold refers to the minimum income/expenditure required for a family/individual to meet the basic food and non-food requirements.

Basic food requirements are currently based on 100% adequacy for the Recommended Energy and Nutrient Intake (RENI) for protein and energy equivalent to an average of 2,000 kilocalories per capita and 80% adequacy for other nutrients.

Basic non-food requirements, indirectly estimated by obtaining the ratio of food to total basic expenditures from a reference group of families, cover expenditure on: 1) clothing and footwear; 2) housing; 3) fuel, light, water; 4) maintenance and minor repairs; 5) rental of occupied dwelling units; 6) medical care; 7) education; 8) transportation and communication; 9) non-durable furnishings; 10) household operations; and 11) personal care and effects.



Because of the increase in poverty threshold, a family of five in Western Visayas needs P4,689 monthly income to meet the basic food needs and P6,682 to stay out of poverty.

Capiz posted the highest poverty threshold of P17,306 which is way higher than the regional poverty threshold by P1,270. Negros Occidental recorded the lowest threshold at P15,217 while Aklan posted P16,907, Iloilo - P16,584, Guimaras - P16,265, Antique - P15,902.

Poverty incidence among families slightly increased from 22.1% in 2006 to 23.8% in 2009. Aklan had the highest poverty incidence of 38.1% followed by Antique with 29.1%; Negros Occidental - 24.4%; Capiz - 22.6%; Iloilo - 19.9%; and Guimaras - 13.3%.

The NSCB noted that only the provinces of Guimaras and Antique succeeded in alleviating poverty as indicated by consistent decline of poverty incidence in their areas.

Guimaras has lowered its poverty incidence from 30.9% in 2003 to 13.3% in 2009 while Antique reduced poverty from 35.7% in 2003 to 29.1% in 2009.

Poverty incidence in Aklan and Negros Occidental consistently increased in the six-year period.

From 30.2% in 2003, Aklan’s poverty incidence shot up to 38.1% in 2009 while Negros Occidental’s poverty incidence increased from 21.5% in 2003 to 24.4% two years ago.

Iloilo also showed a slight decrease in poverty incidence from 21.8% in 2003 to 19.9% in 2009.

In terms of magnitude of poor families, there was an increase of about 42,867 from 302,836 in 2006 to 345,703 families in 2009. The figure is nine times higher than the 4,778 families added to those below the poverty threshold in 2006.

Among the six provinces of the region, Negros Occidental continued to have the biggest share in the total number of poor families in the region accounting for 41.9% in 2009 followed by Iloilo with 26.0%.

Guimaras recorded the least number of poor families at 4,834 or 1.4% of the regional total.

Ang bal-an ko, mel is an insurance salesman with very idealistic principles and one of his principles is that, he will not join any political party because dito nagsisimula ang pamulitika and patronage system. So, bilang isang independent, he will not be tied down with party loyalty when making decisions.

I want my vote to be a slap on the face of rommel "sibuyas" ynion because he is fake, he thinks he can win the trust and confidence of voters by bullying them and buying them, same to his backer, raul gonzales.

ILOILO CITY: The one-hectare plus Rotary Park at Fort San Pedro area covered by Proclamation 201 issued by President Benigno Aquino III paves the way city government the to start development projects on the site.

The proclamation dated July 17, 2011 was signed by Executive Secretary Paquito Ochoa and will pave the way to refurbish the erstwhile park abandoned by the Rotary Club of Iloilo City.

City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras.

A project study completed by Concept Consultancy more than three years ago also calls for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals. The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority.

Mabilog said he is eyeing a public private partnership (PPP) in the area that will see the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters.

More than 300 informal family-settlers at the Rotary Park were already given n otices to vacate the area while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office.

ILOILO CITY, July 26 (PNA) – The Iloilo Provincial Development Council (PDC) approved on Tuesday the amount of P3.66 billion for their Annual Investment Plan (AIP) for 2012.

The PDC meeting presided by Vice Gov. Richard Garin as acting governor has been attended by the different heads of the capitol offices, non-government organizations and private sector.

Of the total amount for the AIP, the amount of P489,084,881.51 has been allotted to the general public sector; P1,943,063,150.74 to the social services sector; P1,196,631,822.91 to the economic services sector; and others in the amount of P35,221,000.

Garin said that because of the limited budget of the provincial government, they have to prioritize the programs and projects that would be included in the AIP.

Likewise, Iloilo provincial administrator Raul Banas said that the thrust of Gov. Arthur Defensor Sr. such as the upgrading of the health services, environment, education and social services has been given priority under the AIP.

Gov. Defensor in his state of the province address on July 20 said that when he assumed office in 2010 the hospitals and other health facilities were in a state of disrepair, thus, he immediately responded to it and currently wants to pursue the upgrading and expansion of the catchment hospitals in the province.

The governor also mentioned his environmental program Action for Re-greening and Transformation (ART) which targets to plant one million trees this year.

The Aid to Individuals in Crisis Situation since July 2010 has been increased to P10 million with more clients served. The provincial government has also allocated P30 million for the renewal of the PhilHealth membership with the current 92,219 figure.

The provincial school board also assisted the Department of Education (DepEd) in delivering quality education to school children with the release of P14.5 million to various schools for improvement of school buildings and other education facilities. (PNA)

27 passengers rescued from capsized inter-island passenger banca off Iloilo Strait

ILOILO CITY, July 26 (PNA) -- The 27 passengers aboard a motorized passenger banca which capsized in between Guimaras and Iloilo City on Tuesday morning were rescued by the alert personnel of the Philippine Coast Guard (PCG) here.

Petty Officer First Class Edmundo Hechanova of the PCG Station in Parola, this city, said the motorized passenger banca, Linda 3, skippered by Randy Natividad together with two other crew members, were carrying 27 islanders aboard when it capsized midway in Iloilo Strait 9:50 a.m. Tuesday morning.

Hechanova said the motorized passenger banca reportedly left Buenavista wharf in Guimaras on its way to the Parola wharf here when strong waves struck the vessel, wrecking its port side that allowed the entry of surging waters inside its hull before capsizing.

But the Coast Guard personnel on duty at the Parola Station sighted the ill-fated motorized banca from its watch tower and immediately alerted the Philippine Coast Guard rescue vessel which proceeded to the area.

It took the Coast Guard rescue vessel less than five minutes to finish the rescue task without much ado.

Hechanova said the inter-island passenger vessel is complete with navigational safety equipment even as the distance between the island-province and mainland Iloilo need only 15 to 20 minutes travel time.

The erratic climate prevailing Tuesday morning due to tropical storm Juaning that exited the Visayas region caused turbulent waves in the waters of Iloilo Strait, a narrow water body separating Guimaras and mainland Iloilo. (PNA)

DPWH commits support for city’s drainage master plan

ILOILO CITY, July 26 (PNA) -– The Department of Public Works and Highways (DPWH) will assist in the formulation of an integrated drainage master plan for Iloilo City.

This was the commitment made by DPWH Secretary Rogelio Singson during his recent visit and inspection of sites of proposed priority projects that are being funded by the department.

“We have committed that we will start drawing up a drainage master plan for the city of Iloilo so that we will be able to reduce the flood prone areas. Unless we do a master plan for the city of Iloilo I think doing segments without an integrated master plan will not address the whole situation. We always want to look at it in terms of an integrated master plan,” he said.

Engr. Al Fruto, the head of the Iloilo City District Engineering Office, said that the pronouncement of the Secretary could be an offshoot of their field inspection during the latter's visit last Friday.

He underscored though that the Regional Development Council (RDC) has also endorsed the establishment of an integrated drainage master plan for cities of Iloilo and Bacolod.

Engr. Fruto said that probably Secretary Singson also saw the difficulty of maintaining national roads if there is a lack of an integrated drainage system.

On the other hand, he affirmed that the city government has already sought the DPWH's help in coming up with a project proposal for the availment of assistance in drawing up of the said master plan. (PNA)

napansin ko lang po na kung bandang mga 12 nn po sa airport, wala na maupuan sa lounge... palakihin sana ung lounge ng twice.. haha.. kasi ang daming natutulog eh. and ung check in area po twice din para maka accomodate ng mas madaming tao.... please senator...

sana po magkaroon ng MRT sa iloilo going to leganes ga agi sa tagbak. from atrium ang line. hehe.. daun ga agi sa san agustin.. para di na ko mabudlayan. hehehe..

City gov't now operates, manages Iloilo Rotary Park

ILOILO CITY, July 25 (PNA) -– The more than one-hectare Rotary Park at Fort San Pedro area here is now covered with Presidential Proclamation 201 issued by President Benigno Aquino III that will give the local city government the right to start with the development projects at the site.

The Proclamation, dated July 17, 2011, was signed by Executive Secretary Paquito Ochoa and will pave the way for various development projects in the former park but abandoned by the Rotary Club of Iloilo City.

City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras.

A project study was completed by Concept Consultancy more than three years ago that also called for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals.

The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority.

Mabilog said he is looking at a public private partnership (PPP) in the area that will oversee the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters.

More than 300 informal family-settlers at the Rotary Park were already given notices to evacuate while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office. (PNA)

POVERTY LEVELS RISING IN REGION

POVERTY levels in Western Visayas increased between 2006 and 2009, according to the National Statistical Coordination Board (NSCB).

The NSCB said the poverty threshold in the region increased by 28.9% from 2006 to 2009, compared to only 17.8% between 2003 and 2006. Poverty threshold refers to the minimum income/expenditure required for a family/individual to meet the basic food and non-food requirements.

Basic food requirements are currently based on 100% adequacy for the Recommended Energy and Nutrient Intake (RENI) for protein and energy equivalent to an average of 2,000 kilocalories per capita and 80% adequacy for other nutrients.

Basic non-food requirements, indirectly estimated by obtaining the ratio of food to total basic expenditures from a reference group of families, cover expenditure on: 1) clothing and footwear; 2) housing; 3) fuel, light, water; 4) maintenance and minor repairs; 5) rental of occupied dwelling units; 6) medical care; 7) education; 8) transportation and communication; 9) non-durable furnishings; 10) household operations; and 11) personal care and effects.



Because of the increase in poverty threshold, a family of five in Western Visayas needs P4,689 monthly income to meet the basic food needs and P6,682 to stay out of poverty.

Capiz posted the highest poverty threshold of P17,306 which is way higher than the regional poverty threshold by P1,270. Negros Occidental recorded the lowest threshold at P15,217 while Aklan posted P16,907, Iloilo - P16,584, Guimaras - P16,265, Antique - P15,902.

Poverty incidence among families slightly increased from 22.1% in 2006 to 23.8% in 2009. Aklan had the highest poverty incidence of 38.1% followed by Antique with 29.1%; Negros Occidental - 24.4%; Capiz - 22.6%; Iloilo - 19.9%; and Guimaras - 13.3%.

The NSCB noted that only the provinces of Guimaras and Antique succeeded in alleviating poverty as indicated by consistent decline of poverty incidence in their areas.

Guimaras has lowered its poverty incidence from 30.9% in 2003 to 13.3% in 2009 while Antique reduced poverty from 35.7% in 2003 to 29.1% in 2009.

Poverty incidence in Aklan and Negros Occidental consistently increased in the six-year period.

From 30.2% in 2003, Aklan’s poverty incidence shot up to 38.1% in 2009 while Negros Occidental’s poverty incidence increased from 21.5% in 2003 to 24.4% two years ago.

Iloilo also showed a slight decrease in poverty incidence from 21.8% in 2003 to 19.9% in 2009.

In terms of magnitude of poor families, there was an increase of about 42,867 from 302,836 in 2006 to 345,703 families in 2009. The figure is nine times higher than the 4,778 families added to those below the poverty threshold in 2006.

Among the six provinces of the region, Negros Occidental continued to have the biggest share in the total number of poor families in the region accounting for 41.9% in 2009 followed by Iloilo with 26.0%.

Guimaras recorded the least number of poor families at 4,834 or 1.4% of the regional total.

Iloilo City to receive more than P1-B worth of projects

ILOILO CITY, July 26 (PNA) – Mayor Jed Patrick Mabilog is looking forward for more than a billion peso project to be implemented starting this year until 2012.

Department Works and Highways (DPWH) Secretary Rogelio Singson on Friday visited this city where it was disclosed that the department has allotted some P800 million for various priority projects in this city on 2012.

Singson and Senator Franklin Drilon also discussed with Mabilog and Lone District Rep. Jerry P. Treñas the status of the projects being pushed by the Ilonggo legislator for this city.

DPWH regional director Evelyn T. Barroso, in her presentation cited that for 2012, said the DPWH has committed P283 million for the two road sections of the proposed circumferential road; P217 for the Metro Iloilo Radial Road; and P100 million for the road from Hechanova towards Diversion Road.

Senator Drilon, meantime, has already released P100 million from his Priority Development Assistance Fund (PDAF) for the Tacas, Jaro to Leganes road while Treñas shelled out P20 million from his own PDAF.

This year the Esplanade, which is also one of the pet projects of Drilon as part of the Iloilo River Rehabilitation Project costing P150 million is expected to commence. It will also be funded through his PDAF and regular fund of the DPWH.

In his statement, Drilon emphasized the role of President Benigno S. Aquino III as he stressed that without his and that of Sec. Singson’s approval the projects will not be realized.

“The directive of the Secretary (Singson) is to complete the program of work (POW) by end of the year so that we commence construction by summer of next year. Make sure that POW is submitted so that it can be approved and we are assured of releases immediately,” Drilon said.

Mayor Mabilog said that the projects would make a great impact as he quoted Treñas that it would be the first time that this city is going to receive a huge amount for just a period of one year.

“President Aquino is very high on us on local leaders that’s why they gave preference to our city,” he said.

Mabilog added that the more or less P800 million is just the initial amount as he cited the P100 million fund that will have to be sourced out for the construction of the resettlement of informal settlers that will be affected by the river rehabilitation project.

@zynet and @labeth, sakto si zynet. In the unlikely event that mayor jed will be disqualified and be kicked out of his elected post, it is JOE III who will succeed because he is the vice mayor.

Raul Gonzales will not be proclaimed as mayor even if he has the 2nd highest no. of votes last elections because according to the supreme court in a line of cases that they have decided, declared since the 2nd placer did not garner the most number of votes, this means that he did not get the majority of votes. As a result, the 2nd placer's number of votes does not reflect the will of the majority of the electorate.

Another reason can be given by way of an example:
For example, there are five candidates for mayor:

(1) Mayor Jed
(2) Mel Carreon
(3) Rommel Ynion
(4) Raul Gonzales
(5) Larry Jamora

The results of the elections were as follows, kuno abi:

(1) Mayor Jed-----------67%
(2) Mel Carreon---------17%
(3) Rommel Ynion------03%
(4) Raul Gonzales------02%
(5) Larry Jamora-------11%

^The above illustration would show na mayor jed got the top number of votes at 67%, 2ND is mel carreon at 17% and 3RD is Larry Jamora at 11%

Kung ma kick out si mayor jed, it does not follow that mel carreon will succeed because if that is allowed, mel carreon will be the mayor of a city where approximately 83% of the voters did not want him to be the mayor.

(Where did we get the 83%? add the percentages of mayor jed, rommel ynion, gonzales and jamora)

ALSO, it may be possible na ASSUMING THAT MAYOR JED DIDN'T ENTER THE ELECTIONS IN THE FIRST PLACE, it is not a guarantee that the 2nd placer will be chosen candidate of the voters, BECAUSE NOW, THE SCENARIO HAS CHANGED, THE DYNAMICS OF THE POLITICS ARE NOW VERY DIFFERENT.

Example, assuming mayor jed did not participate in the election, the candidates would be four only:

(1) Mel Carreon
(2) Rommel Ynion
(3) Raul Gonzales
(4) Larry Jamora

The results may possibly be like this:

(1) Mel Carreon------23%
(2) Rommel Ynion---15%
(3) Raul Gonzales----20%
(4) Larry Jamora-----42%

^The above example shows that there is a diffusion of the votes that were supposed to be meant for mayor jed. The sentiments will change if there is a different set of candidates.

Therefore, assuming that Jed did not enter the elections for any reason as when he was disqualified to be a candidate from the begginning, then this means that THERE WILL BE A SHIFT IN THE PREFERENCES OF THE VOTERS, THERE WILL BE A CHANGE IN THE DYNAMICS AND THEREFORE, THE WILL OF THE PEOPLE AS REFLECTED WILL DIFFERENT FROM THAT AS COMPARED TO WHEN MAYOR JED WAS A CANDIDATE, since this means that the voters will choose the best candidate in the field and if the voters think that Larry Jamora will be the best out of the four candidates, then the voters will choose him.

The PDC meeting presided by Vice Gov. Richard Garin as acting governor has been attended by the different heads of the capitol offices, non-government organizations and private sector.

Of the total amount for the AIP, the amount of P489,084,881.51 has been allotted to the general public sector; P1,943,063,150.74 to the social services sector; P1,196,631,822.91 to the economic services sector; and others in the amount of P35,221,000.

Garin said that because of the limited budget of the provincial government, they have to prioritize the programs and projects that would be included in the AIP.

Likewise, Iloilo provincial administrator Raul Banas said that the thrust of Gov. Arthur Defensor Sr. such as the upgrading of the health services, environment, education and social services has been given priority under the AIP.

Gov. Defensor in his state of the province address on July 20 said that when he assumed office in 2010 the hospitals and other health facilities were in a state of disrepair, thus, he immediately responded to it and currently wants to pursue the upgrading and expansion of the catchment hospitals in the province.

The governor also mentioned his environmental program Action for Re-greening and Transformation (ART) which targets to plant one million trees this year.

The Aid to Individuals in Crisis Situation since July 2010 has been increased to P10 million with more clients served. The provincial government has also allocated P30 million for the renewal of the PhilHealth membership with the current 92,219 figure.

The provincial school board also assisted the Department of Education (DepEd) in delivering quality education to school children with the release of P14.5 million to various schools for improvement of school buildings and other education facilities. (PNA)

DPWH commits support for city’s drainage master plan

ILOILO CITY, July 26 (PNA) -– The Department of Public Works and Highways (DPWH) will assist in the formulation of an integrated drainage master plan for Iloilo City.

This was the commitment made by DPWH Secretary Rogelio Singson during his recent visit and inspection of sites of proposed priority projects that are being funded by the department.

“We have committed that we will start drawing up a drainage master plan for the city of Iloilo so that we will be able to reduce the flood prone areas. Unless we do a master plan for the city of Iloilo I think doing segments without an integrated master plan will not address the whole situation. We always want to look at it in terms of an integrated master plan,” he said.

Engr. Al Fruto, the head of the Iloilo City District Engineering Office, said that the pronouncement of the Secretary could be an offshoot of their field inspection during the latter's visit last Friday.

He underscored though that the Regional Development Council (RDC) has also endorsed the establishment of an integrated drainage master plan for cities of Iloilo and Bacolod.

Engr. Fruto said that probably Secretary Singson also saw the difficulty of maintaining national roads if there is a lack of an integrated drainage system.

On the other hand, he affirmed that the city government has already sought the DPWH's help in coming up with a project proposal for the availment of assistance in drawing up of the said master plan. (PNA)

Mabilog said he is eyeing a public private partnership (PPP) in the area that will see the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters.

More than 300 informal family-settlers at the Rotary Park were already given n otices to vacate the area while most have already dismantled their huts to transfer to other locations. Capitol sets 2012 ‘shopping list’

ILOILO mayors met Tuesday with officials of the Iloilo provincial government for the initial planning and presentation of next year’s expenditures and “shopping lists.”

In a meeting called by the Provincial Development Council (PDC), programs, projects and activities needing Capitol funds were laid down to eventually form part Iloilo’s Annual Investment Program (AIP).

Sectors comprising the general public services, social services and economic services were in attendance with the deliberations led by Vice Governor Oscar “Richard” Garin Jr. as acting governor as Governor Arthur Defensor Sr. was unable to return from Manila in time for the PDC meeting.

Total “desired” expense budget if all the requests are to be considered is at P3.6-billion mark, with the biggest slice of P1.9 billion set aside for the social services sector.

Some P1.1 billion is for the economic services sector and the least at P489 million for the general public services.

“This is just a proposal that will have to be deliberated further with expected cuts once it reaches the governor and eventually, the Iloilo Sangguniang Panlalawigan,” Vice Governor Garin said. “It is important that we heard the priorities and requests of our mayors in order for the Provincial Government to be most responsive to the public’s needs.”

From concreting of roads, to construction of new facilities, human resource development, solid waste management, environmental protection programs and sports development, specifics were identified and indicated by the proponents during the meeting.

With the mayors were capitol department chiefs and private sector groups accredited by the Iloilo provincial government.

The planning also laid down the need for animal health management programs of the Capitol which included some P2.1 million in projected expense for the Provincial Canine Rabies Action Program.

Food security for Iloilo was extensively discussed alongside risk-reduction moves of the Capitol.

DPWH sets P200M for Iloilo City river projects

SENATOR Franklin M. Drilon, together with City Mayor Jed Patrick Mabilog and lone district Representative Jerry P. Treñas met last Friday officials of the Department of Public Works and Highways Secretary Rogelio Singson and Regional Director Evelyn Barroso to discuss the implementation of various river park projects worth more than P200 million starting this year.

The funds will be sourced out from the priority development assistance fund (PDAF) of Drilon and DPWH regular budget for projects with some assistance from foreign agencies.

The DPWH says the priority river projects include the cleaning and removal of sunken derelicts in the river, removal of fish pens, ceasing of operations of establishments that contribute water pollution, dredging of the Iloilo River and its tributaries, and upgrading of the existing Treñas Boulevard.

DPWH has already dispatched the Dredge Visayas 2 dredging equipment while sandbagging of the temporary disposal site for the dredged materials is almost complete.

The Sangguniang Panlungsod recently approved a resolution allowing a portion of an area near the Quirino Lopez Bridge beside the Iloilo provincial Capitol to Lapuz area as temporary disposal site of dredged materials.

The DPWH said that Drilon has earmarked P150 million for the construction of Esplanade, a curvilinear park with view decks and walkways and an al-fresco dining along the Treñas Boulevard to be developed as a family park and people’s fun area especially during weekends and holidays.

A design was executed by international-famous architect Paolo G. Alcazaren that will upgrade and develop the existing boulevard into a fun center and family park along the river.

The DPWH will also start developing the Carpenter’s Bridge to the Diversion Bridge followed by the construction of the Iloilo-Jaro Diversion Bridge and a footwalk crossing the Dungon Creek which will be connected to Forbes Bridge.

The site is the project area of JICA fund-assisted Iloilo flood control project that involved the construction of the Treñas Boulevard as a component of the multi-billion peso mega dike flood control project.

investment plan for 2012

ILOILO -- The Iloilo Provincial Development Council (PDC) has approved the Annual Investment Program (AIP) for calendar year 2012 during a meeting at the Sarabia Manor Hotel and Convention Center yesterday.

Vice Gov. Richard Garin presided the meeting on behalf of Gov. Arthur Defensor Sr. who is in Metro Manila on official business.

The AIP amounting P3,664,000,855.16 is divided into three sectors -- General Public Services, Social Services and Economic Services.

General Public Services sector amounted to P489,084,881.51; Social Services sector, P1,943,063,150.74; and Economic Services sector, P3,628,779,855.16.

The AIP is based on the Defensor administration’s strategic themes:

1) improved health and nutrition through accessible and better health facilities and services

2) healthy living environment through environmental protection and rehabilitation

3) improved farm household through improved agriculture productivity

4) enhanced quality of life through quality and accessible education, social welfare and related services

5) improved household income through entrepreneurship and employment opportunities

6) enhanced accessibility through better infrastructure and other support services

7) good governance through transparency, service competencies and good fiscal position, and

8) efficient government service through better government facilities.

The AIP is considered as the governor’s “shopping list” for next year’s executive budget which will be deliberated starting October this year.

Garin said the Local Finance Committee will determine the availability of funds for the project proposals while the Governor will have the final say on what projects will be given priority in the executive budget. (ECGarcia, Capitol News/PN)

Raul Gonzales will not be proclaimed as mayor even if he has the 2nd highest no. of votes last elections because according to the supreme court in a line of cases that they have decided, declared since the 2nd placer did not garner the most number of votes, this means that he did not get the majority of votes. As a result, the 2nd placer's number of votes does not reflect the will of the majority of the electorate.

Another reason can be given by way of an example:
For example, there are five candidates for mayor:

(1) Mayor Jed
(2) Mel Carreon
(3) Rommel Ynion
(4) Raul Gonzales
(5) Larry Jamora

The results of the elections were as follows, kuno abi:

(1) Mayor Jed-----------67%
(2) Mel Carreon---------17%
(3) Rommel Ynion------03%
(4) Raul Gonzales------02%
(5) Larry Jamora-------11%

^The above illustration would show na mayor jed got the top number of votes at 67%, 2ND is mel carreon at 17% and 3RD is Larry Jamora at 11%

Kung ma kick out si mayor jed, it does not follow that mel carreon will succeed because if that is allowed, mel carreon will be the mayor of a city where approximately 83% of the voters did not want him to be the mayor.

(Where did we get the 83%? add the percentages of mayor jed, rommel ynion, gonzales and jamora)

ALSO, it may be possible na ASSUMING THAT MAYOR JED DIDN'T ENTER THE ELECTIONS IN THE FIRST PLACE, it is not a guarantee that the 2nd placer will be chosen candidate of the voters, BECAUSE NOW, THE SCENARIO HAS CHANGED, THE DYNAMICS OF THE POLITICS ARE NOW VERY DIFFERENT.

Example, assuming mayor jed did not participate in the election, the candidates would be four only:

(1) Mel Carreon
(2) Rommel Ynion
(3) Raul Gonzales
(4) Larry Jamora

The results may possibly be like this:

(1) Mel Carreon------23%
(2) Rommel Ynion---15%
(3) Raul Gonzales----20%
(4) Larry Jamora-----42%

^The above example shows that there is a diffusion of the votes that were supposed to be meant for mayor jed. The sentiments will change if there is a different set of candidates.

Igbaras joins hablon craze

The municipality of Igbaras in the first district of Iloilo will present selected fashion wear made from hand loomed hablon, sinamay and patadyong.

A fashion show supported by Igbaras Mayor Juvic Escorpion will be spearheaded by the Napulac Ladies Club of Igbaras. It will feature women’s wear on August 27 at SM City Iloilo to focus on the creations of homegrown fashion designer Sidney Eculla.

Connie Le Goanvic, the club’s spokesperson, said the fashion designer has already created waves in the local fashion industry with his avant garde creations.

This time, Eculla will create high fashion gowns, casual wear and sports wear using hablon made in Igbaras as the main fabric.

Eculla will also use other locally made fabrics to complement the designs while Igbaras ladies will be his mannequins who will model the creations in a fast-paced fashion show to be choreographed by Bombette Marin.

Iloilo City to receive more than P1-B worth of projects

ILOILO CITY, July 26 (PNA) – Mayor Jed Patrick Mabilog is looking forward for more than a billion peso project to be implemented starting this year until 2012.

Department Works and Highways (DPWH) Secretary Rogelio Singson on Friday visited this city where it was disclosed that the department has allotted some P800 million for various priority projects in this city on 2012.

Singson and Senator Franklin Drilon also discussed with Mabilog and Lone District Rep. Jerry P. Treñas the status of the projects being pushed by the Ilonggo legislator for this city.

DPWH regional director Evelyn T. Barroso, in her presentation cited that for 2012, said the DPWH has committed P283 million for the two road sections of the proposed circumferential road; P217 for the Metro Iloilo Radial Road; and P100 million for the road from Hechanova towards Diversion Road.

Senator Drilon, meantime, has already released P100 million from his Priority Development Assistance Fund (PDAF) for the Tacas, Jaro to Leganes road while Treñas shelled out P20 million from his own PDAF.

This year the Esplanade, which is also one of the pet projects of Drilon as part of the Iloilo River Rehabilitation Project costing P150 million is expected to commence. It will also be funded through his PDAF and regular fund of the DPWH.

In his statement, Drilon emphasized the role of President Benigno S. Aquino III as he stressed that without his and that of Sec. Singson’s approval the projects will not be realized.

“The directive of the Secretary (Singson) is to complete the program of work (POW) by end of the year so that we commence construction by summer of next year. Make sure that POW is submitted so that it can be approved and we are assured of releases immediately,” Drilon said.

Mayor Mabilog said that the projects would make a great impact as he quoted Treñas that it would be the first time that this city is going to receive a huge amount for just a period of one year.

“President Aquino is very high on us on local leaders that’s why they gave preference to our city,” he said.

Mabilog added that the more or less P800 million is just the initial amount as he cited the P100 million fund that will have to be sourced out for the construction of the resettlement of informal settlers that will be affected by the river rehabilitation project.

Also the city has to need another P44 million for the site development of their relocation site in Barangay Lanit, Jaro. (PNA)

SENATOR Franklin M. Drilon, together with City Mayor Jed Patrick Mabilog and lone district Representative Jerry P. Treñas met last Friday officials of the Department of Public Works and Highways Secretary Rogelio Singson and Regional Director Evelyn Barroso to discuss the implementation of various river park projects worth more than P200 million starting this year.

The funds will be sourced out from the priority development assistance fund (PDAF) of Drilon and DPWH regular budget for projects with some assistance from foreign agencies.

The DPWH says the priority river projects include the cleaning and removal of sunken derelicts in the river, removal of fish pens, ceasing of operations of establishments that contribute water pollution, dredging of the Iloilo River and its tributaries, and upgrading of the existing Treñas Boulevard.

DPWH has already dispatched the Dredge Visayas 2 dredging equipment while sandbagging of the temporary disposal site for the dredged materials is almost complete.

The Sangguniang Panlungsod recently approved a resolution allowing a portion of an area near the Quirino Lopez Bridge beside the Iloilo provincial Capitol to Lapuz area as temporary disposal site of dredged materials.

The DPWH said that Drilon has earmarked P150 million for the construction of Esplanade, a curvilinear park with view decks and walkways and an al-fresco dining along the Treñas Boulevard to be developed as a family park and people’s fun area especially during weekends and holidays.

A design was executed by international-famous architect Paolo G. Alcazaren that will upgrade and develop the existing boulevard into a fun center and family park along the river.

The DPWH will also start developing the Carpenter’s Bridge to the Diversion Bridge followed by the construction of the Iloilo-Jaro Diversion Bridge and a footwalk crossing the Dungon Creek which will be connected to Forbes Bridge.

The site is the project area of JICA fund-assisted Iloilo flood control project that involved the construction of the Treñas Boulevard as a component of the multi-billion peso mega dike flood control project.

ILOILO -- The Iloilo Provincial Development Council (PDC) has approved the Annual Investment Program (AIP) for calendar year 2012 during a meeting at the Sarabia Manor Hotel and Convention Center yesterday.

Vice Gov. Richard Garin presided the meeting on behalf of Gov. Arthur Defensor Sr. who is in Metro Manila on official business.

The AIP amounting P3,664,000,855.16 is divided into three sectors -- General Public Services, Social Services and Economic Services.

General Public Services sector amounted to P489,084,881.51; Social Services sector, P1,943,063,150.74; and Economic Services sector, P3,628,779,855.16.

The AIP is based on the Defensor administration’s strategic themes:

1) improved health and nutrition through accessible and better health facilities and services

2) healthy living environment through environmental protection and rehabilitation

3) improved farm household through improved agriculture productivity

4) enhanced quality of life through quality and accessible education, social welfare and related services

5) improved household income through entrepreneurship and employment opportunities

6) enhanced accessibility through better infrastructure and other support services

7) good governance through transparency, service competencies and good fiscal position, and

8) efficient government service through better government facilities.

The AIP is considered as the governor’s “shopping list” for next year’s executive budget which will be deliberated starting October this year.

Garin said the Local Finance Committee will determine the availability of funds for the project proposals while the Governor will have the final say on what projects will be given priority in the executive budget. (ECGarcia, Capitol News/PN)

I don't know but this is all seems too vague for me. Good but not quite. Its like pointing in all directions but none in particular. :nuts:

So far it seems nothing is new really to the point that this theme could only compete with boredom. Are they out of ideas there in the Provincial Capitol? Sad to say but the next two years in that edifice will be a suck fest!:bash:

We will see in the coming days IF the Governor will give us the specifics of these 'strategic themes' mentioned above.

I hope the Governor could do something about Tourism, Job Generation and Sports Facilities notably Football (I hope the themes number 5, 6 & 8 addresses those concern of mine)

But until I see something concrete and specific... the Governor needs to IMPROVE dramatically or else it will be bash fest again here in SSC Iloilo.

Sigh! Even bashing the Governor bores me now. Same old, same old! :lol:
The least he could do now is go beyond my usual expectations, but would he? :nuts:

I hope the First District or Southern Iloilo will be the center of this Textile/Weaving industry. Prior to the coming of Sugar Industry, the Weaving Industry was the main industry of Iloilo. Ferry terminal to rise in Iloilo park

ILOILO CITY: The one-hectare plus Rotary Park at Fort San Pedro area covered by Proclamation 201 issued by President Benigno Aquino III paves the way city government the to start development projects on the site.

The proclamation dated July 17, 2011 was signed by Executive Secretary Paquito Ochoa and will pave the way to refurbish the erstwhile park abandoned by the Rotary Club of Iloilo City.

City Mayor Jed Patrick Mabilog said the city will now be ready to start its multi-million peso Guimaras Iloilo Ferry Terminal project (GIFT) that will construct a modern passenger terminal in the area for commuters between Iloilo City and the municipalities in Jordan and Buenavista, Guimaras.

A project study completed by Concept Consultancy more than three years ago also calls for Asian Development Bank (ADB) to fund the modernization of the Guimaras municipal ferry terminals. The ferry terminal in the Rotary Park will be upgraded while the district office of the Philippine Coast Guard will be transferred beside the perimeter fence of the Philippine Ports Authority.

Mabilog said he is eyeing a public private partnership (PPP) in the area that will see the construction of a multi-story passenger terminal building and the construction of a shopping mall and hotel to serve the ferry commuters.

More than 300 informal family-settlers at the Rotary Park were already given n otices to vacate the area while most have already dismantled their huts to transfer to other locations. Only few informal settlers are qualified to seek a city-owned relocation site as attested by the Iloilo City Urban Poor Affairs Office.

My problem is to create an iconic structure that will exhibit the Ilonggo culture. Can somebody share some information regarding how the Ilonggo differs from other Filipino or an icon that will identify Ilonggo.

Put a pancit molo, batchoy, dagoy of dinagyang, mango from guimaras ang from leon Iloilo, Churches of Iloilo (like miag-ao, molo, jaro), the historic calle real of Iloilo city, the sicugon island, the racsos resort, the beautiful jeepneys (design differs from manila), the lizares masion in jaro, the very effective flood control project, the iloilo airport (most beautiful in philippines for me), the treñas boulevard, the football capital of the Philippines, graciano lopez jaena, the sta. barbara golf course, the bamboo craft industry, the hablon industry, the baye baye, the the bandi at marami pa, pili ka lang pare...
