Anyway, it goes to think that there are still some sectors of our politics that are still afraid to invest in such technology. Such a challenge for those who like to have the city move ahead.

^^ I really don't get the logic of discouraging PUVs to pass by the flyover. That move somehow supports traffic congestion because the PUVs can load and unload in areas where the street has been narrowed by the existence of flyovers.

I guess we're the only major city in the country that lacks traffic lights but we have so many Auxiliary Traffic Enforcers yet still has traffic issues. I would do suggest that if we are to restore the traffic lights, better buy new LED ones than repair and restore the old ones from I guess Malabor era?

:bash:

Ang Silay gani may ara na. Gensan gani nga wala man gawa isyu sa ila traffic may ara na. Ang Iloilo ya, duha na ang flyovers pero duro guihapon ang mga traffic enforcers ta. Heck, even our traffic signs are not at par with "international standards" since there are commercial signs below it.

 Thinking of short-term or remedy investments instead of long-term ones is one thing that is quite sickening with some of our kasimanwas. Just like vinyl tiles for flooring instead of granite tiles or the argument for usage of conventional methods instead of expensive yet sustainable green tech for the city hall.

Construction of 8 MRFs underway in Iloilo
--------------------------------------------------------------------------------

ILOILO CITY, Sept. 15 (PNA) -- The city government has welcomed the construction of eight Materials Recovery Facility (MRF) here to be funded by the Department of Public Works and Highways 6 (DPWH-6).

Five of these facilities will be placed in villages of Buhang, Lanit, San Isidro, all in Jaro district while two others will be stationed in villages of San Juan and Compania Central, all in Molo district.

Iloilo City Mayor Jed Patrick Mabilog said they are looking for other good sites where the three other MRF facilities will be placed, although, he said that they eyeing the villages of Tagbak in Jaro, Bo. Obrero in La Paz and Mohon in Arevalo district as the recipients.

Mabilog said these facilities will help garbage segregation and recycling of materials. He added that the eight MRFs will also cater to some cluster villages in this city particularly those villages without existing facilities.

The mayor is encouraging village officials to put up MFR in their locality to promote cleanliness and generate income. (PNA)

Investor eyes P10-M waste treatment facility in Iloilo City

--------------------------------------------------------------------------------

ILOILO CITY, Sept. 15 (PNA) -- A private investor from Cebu City wants to invest on a P10-million worth treatment facility that would cater to medical and hospital wastes here.

City councilor Lyndon Acap said right after his proposed ordinance on proper collection of solid, liquid and toxic wastes was approved on the first reading Wednesday last week, he received business proposal from PASS Inc. company.

On the proposed plan, Acap said this company will be the one in-charge in collecting all wastes, including medical and septic tanks from city’s hospitals without any single centavo taken from the city government. The investor, however, wants to use the 2,000 square meters of land within the Calajunan dumping site in Mandurriao district here.

He added the company will be the one to impose charges from these hospitals for the collection fees and a certain percentage will go to the city government’s fund.

“This will answer our problem on hospital wastes and unsanitary ways of collecting and disposing wastes that would endanger the health of the residents,” he said.

Acap said most of the city’s hospitals have no wastes treatment facility.

Acap further said his ordinance will ensure the proper handling in the collection of solid, liquid and toxic wastes especially coming from hospitals.

The ordinance is still pending for a thorough study and evaluation by the Solid Waste Management Board before the approval of the Sangguniang Panlungsod (SP). (PNA)

The ordinance looks good on paper. Hopefully same can be said about the reality once implemented.

City questions PECO rate hike
By: Lydia C. Pendon

THE Iloilo City government here acted as an intervenor when it filed recently a motion for reconsideration with the Energy Regulatory Commission (ERC) against the projected P3.20 rate increase per kilowatt-hour of Panay Electric Company (PECO).

PECO announced it is set to implement the increase starting September 2011 billing.

Mayor Jed Mabilog said his administration is “protecting the interest of city power consumers and it is the first time for the city to participate in the ERC hearing as an intervenor” through his executive assistant Victor Facultad.

Facultad said they are questioning the ERC decision which is based on the old PECO projections.

PECO justified the power hike for five years, from 2011 to 2015, at 1.72 percent growth on energy sales. The revised forecasts are based on the average growth rate in energy consumed over the period. There appears to have been a strong recovery in consumption in 2010 which may have resulted after the global financial crisis of 2008.

Facultad said the ERC is taking into account the competitive result from that of Cebu power rate by approving the capital recovery of PECO in justifying the Panay Energy Development Corp. (PEDC) power generation cost of more than 38 percent.

The ERC maintains that the first coal-fired power plant of PEDC in Iloilo was constructed in fishponds that needed millions of pesos worth of filling materials. While the Cebu coal-fired power plants were built on solid rocks that do not need filling materials.

Facultad said the power rate in this city was indeed reduced by P2 last year from its existing power rate of more than P13/kWh. However, ERC has approved the PECO power rate application recently.

73 city families enjoy security of land tenure

By: Lydia C. Pendon

MAYOR Jed Patrick Mabilog leads in the awarding of land contract to another batch of 73 informal settler-families in Brgy. South Fundidor, Molo district that will give security of land tenure on the piece of land they are currently living.

Mabilog said the Iloilo City Urban Poor Affairs Office (ICUPAO) headed by Wilfredo Jurilla evaluated and processed the families in a city-owned 5,000 sq.m. lot in the barangay. Each family is a recipient of 52 square meters.

The contracts were recently approved and confirmed by the Sangguniang Panlungsod by authorizing the city mayor to sign the land awards that carry P220 monthly amortization in 10 years.

He said a land title will be awarded after the beneficiary families have fully paid their amortization.

Mabilog said the beneficiary families in various city relocation sites are currently being evaluated so that their land tenure will be confirmed by the city council and awarded by the city mayor.

Jurilla said the ICUPAO is also on the process of evaluating the informal settlers at the relocation sites in San Isidro Jar, Bitoon, Jaro and Uswag subdivision, also at the San Isidro site in Jaro.

....

Like! :okay: The City Government is now intervening in the process of questioning since power itself is a known public concern. Tani indi lang hasta questioning ini.

advantage sang roundabout compare sa intersection wala left turn. notice nyo once ara ka na sa sulod sang circle exit is always nasa right mo. amo na effective in eliminating left turn. the more bigger the roundabout the smoother negotiation of vehicles kag mas madali maka sulod ang salakyan sa circle especially sa heavy traffic areas. may ample time ka maka sulod compare sa gamay na roundabout kon kis-a ma hulat ka maka lagpas ang salakyan nga naka sulod na sa circle. ang iban nga roundabout where space is not a concern may mga service road na for turning right. so kon ma right turn ka hindi ka na mag sulod sa roundabout but just pass the service road. so straight, left kag u-turn direction lang ang maga sulod sa circle. sa abroad notice nyo no loading, unloading, parking zone na dira. if you have keen eyes may emergency lane mga roads nila where you can park your car in case of emergency antes sang mga roundabout. kis-a ang median puede ma gamit parking zone sa mga kitid nga dalan

MOA signing on three major Iloilo City projects set

--------------------------------------------------------------------------------

ILOILO CITY, Sept. 16 (PNA) -- Senator Franklin Drilon is scheduled to lead the signing Friday afternoon of the memorandum of agreement (MOA) on three important development projects in Iloilo City with members of the Iloilo River Development Council at the Hotel del Rio.

Iloilo City Mayor Jed Patrick Mabilog said the first MOA is between the city government and the Department of Agriculture Regional Office 6 on a P40-million development assistance for the upgrading of the city slaughterhouse to become a “Double A” category.

Last week, the city government received Senator Drilon's special allotment release order (SARO) for the upgrading of the city slaughterhouse in Barangay Tacas, Jaro into a modern facility being designed for pigs and cattle with complete waste water treatment plant, vehicles and drainage system.

The second project that will have a MOA signing will be the P150-million esplanade project that will cover 2.5 kilometers from Treñas Boulevard to the Railway Bridge.

The third project will be the P100-million additional support to the present P144-million worth of housing project in 5.6-hectare site in Barangay Lanit, Jaro for displaced riverbank dwellers with the National Housing Authority (NHA).

Mabilog said the construction of the housing units will have an allocation of P100 million, in which 75 percent will come from the NHA and 25 percent equity from the city government, payable in the next 10 years without interest.

On Thursday, Mabilog awarded land certificates to 15 homeless families living “on site” in Barangay South Fundidor, Molo district in this city.

These awardees are part of the 73 families who are the target beneficiaries of the said project covering the city-owned 5,000-square meter land. Each family will have 48 up to 52 square meters.

Each recipient will pay P220 monthly amortization within 10 years. One-time payment will cost P26,400. (PNA)

Iloilo City pins hope on Livcom Bursary Award
Thursday, 15 September 2011

The city government here hopes that at least one of its six environmental projects will make it to the Bursary Award of the prestigious Liveable Communities (Livcom) Awards 2011 during the awarding rites on October 27-31, 2011 in Seoul, South Korea.

Iloilo City Mayor Jed Patrick Mabilog said that aside from the Bursary Award, which provides a funding of £10,000 to the winning project, Iloilo City will also vie for two other categories -- the Whole City and Sustainable Projects.

This southern city in central Philippines was declared a finalist in the Livcom Awards with six nominations in the Bursary Award, two in Sustainable Projects and as a Whole City.

The six environmental best practices of Iloilo City vying in the Bursary Award are the Livelihood Enhancement Project for Sidewalk Vendors in the Heritage Area; Disaster Risk Reduction Initiatives; Pilot Integrated Coastal Environment Sanitation Project; Tuberculosis Social Mobilization: Iloilo City Experience; Composting: Alternative Livelihood for Wastepickers; and the Bamboo Reforestation in Maasin Watershed.

Mabilog said these projects must show sustainability, how it affects the family beneficiaries and the future it brings to the families.

The Livcom Award is participated in by more than 50 countries in the nominations and the selection of 60 towns and cities, 50 sustainable projects and 18 Bursary Award applications.

In 2010, Iloilo City was declared a Gold Awardee for its river development project and was finalist in three best practice projects.*PNA

P2.4-B projects to start construction in November

WITHIN the next two to three years, Iloilo City will have better infrastructure support with the construction start of P2.4-billion worth of various projects starting November.

This was announced by Ilonggo Senator Franklin Drilon Friday during the meeting of the Iloilo River Development Council (IRDC) where he also announced that the bidding for the projects will start October 7.

Drilon said he will attend the bidding to “assure transparency” as he invited the presence of the tri-media.

“We will be starting portions of the project so that this will signal the start of the construction of the projects,” he pointed out.

The projects include the P217-million Iloilo Radial Road; P1.7-billion Iloilo Circumferential Road; P423-million Jaro-Leganes Road and the P70-million Esplanade which is seen to develop the Iloilo River as tourist spot.

“This is the support that President Benigno ‘NoyNoy’ Aquino is giving to our city and province to enable us to improve our infrastructure. We are very inadequate at the city in terms of infrastructure,” he said.

The senator emphasized the need for infrastructure to develop the city, generate economic activity and consequently employment.

“It is very critical that we execute these projects because these will go a long way and these will help us in improving the economic situation here in our city and province of Iloilo,” he added.

Iloilo City Mayor Jed Patrick Mabilog thanked the senator as he looked forward to the huge development the projects would bring to the city.

“This is what we call Christmas in September,” he said, adding that “there are more things to come, more things to do.”

He further underscored the need for citizen’s support in the common goal as he banked on the continued assistance of President Aquino and Senator Drilon in bringing progress for the city. (PNA)

(PNA)

P2.4-B projects for Iloilo City to start construction in November

--------------------------------------------------------------------------------

ILOILO CITY, Sept. 16 (PNA) – Within the next two to three years, this city will have improved infrastructure support with the construction of P2.4-billion worth of various projects to commence mobilization sometime in November this year.

This was announced by Ilonggo Senator Franklin Drilon Friday during the meeting of the Iloilo River Development Council (IRDC) here where he also disclosed that the process of bidding for the projects will start on October 7. He added that he will be attending the bidding to “assure transparency” as he invited the presence of the tri-media.

“We will be starting portions of the project so that this will signal the start of the construction of the projects,” he pointed out.

The fund will cover the P217-million Iloilo Radial Road; P1.7-billion Iloilo Circumferential Road; P423-million Jaro-Leganes Road and the P70-million Esplanade. “This is the support that President Benigno “NoyNoy” Aquino is giving to our city and province to enable us to improve our infrastructure.

(PNA)

Iloilo prov'l govt prepares for holding of 2 environment-oriented projects

--------------------------------------------------------------------------------

ILOILO CITY, Sept. 16 (PNA) - The Iloilo provincial government is now preparing for the holding of back-to-back environment-oriented projects by next month.

On October 1 (Saturday), the province will hold the second phase of the Action for Regreening and Transformation (ART) which targets to plant one million trees. The first phase of the project held last June 25 successfully planted over 700,000 trees.

The October 1 tree-planting will be this year’s Pyesta sa Kakahuyan. Though the tree-planting will be province-wide, a ceremonial activity will be held at the West Visayas State University (WVSU) reservation in Sitio Agdalusan, Barangay Hayubo in Lambunao, Iloilo.

Iloilo Governor Arthur Defensor said 10,000 trees will be planted in the area aside from a medical mission to be conducted by provincial doctors and the Philippine Army.

On October 2, the province will launch ART 2 or the Artificial Reefs for Transformation. This project attempts to complete the ridge to reef loop and is envisioned to be implemented in the 22 coastal municipalities of Iloilo.

The launching ceremony will be held at Sitio Lacaran, Barangay Ermita in Dumangas where hundreds of mangrove seedlings will be planted.

The ART 2 project will have as components the coastal resource assessment, coral reef survey, alternative livelihood, policy formulation, enforcement of laws and ordinances and strengthening of coastal alliances.

The governor will convene a meeting with stakeholders and partners starting next week in preparation for the two upcoming activities.

Gov. Defensor is encouraging the entire community to participate in the project which, he said, will benefit the future generation. (PNA)

Mayor urges participation in coastal clean up
--------------------------------------------------------------------------------

ILOILO CITY, Sept. 16 (PNA) – Mayor Jed Patrick E. Mabilog is enjoining every Ilonggo to join the International Coastal Cleanup Day on Saturday.

“This is one occasion when we can all show our love for the environment, especially our oceans and seas, by ridding them of wastes and thus preserving the natural habitat of marine resources,” he said.

The mayor will be one of the speakers during the program to be held 7 a.m. at the foot of Carpenter’s Bridge in Molo district where the clean-up will start.

Together with the city government, volunteers from various schools, government offices, private groups and villages here will join the activity.

Some 46 kilometers of shoreline in 56 coastal barangays are expected to be covered by the clean-up.

A covenant signing on the protection of the marine resources will also be done during the program.

Signatories will include the city government, Department of Environment and Natural Resources, councilor David Jamora, and the presidents or chairpersons of participating groups.

This is already the 9th year that the city is joining the International Coastal Clean-Up Day.

This year’s theme is “Trash-Free Seas.” (PNA)

Iloilo City to ink cooperation agreement with Korea

--------------------------------------------------------------------------------

ILOILO CITY, Sept. 16 (PNA) – The city government is set to sign soon a Cooperation Agreement with Korea’s Gwangju Metropolitan City after the Sangguniang Panlungsod passed Resolution No. 2011-996 during their regular session recently.

Through the resolution, Mayor Jed Patrick E. Mabilog has been granted authority by the City Council to sign for and in behalf of the city government.

The Cooperation Agreement is in connection with the 2011 Gwangju Summit of the Urban Environmental Accords (2011 UEA Gwangju Summit) to be held on Oct. 11 to 13.

Gwangju is known as environment-friendly, technologically advanced and highly industrialized city in South Korea.

“We want to establish a link between the two cities to exchange information and share necessary expertise and experiences in climate change, transportation, waste management, and waterworks and sewage treatment management,” Mabilog said.

The summit will bring together over 100 cities worldwide who have endorsed the UEA to promote environmental protection and preservation, and to showcase best practices of different countries.

(PNA)

about sa bag o nga poll survey si istarmal akon guin vote. very catchy eh kay guin sal-ot sa usual mall players. i smell something hehehe. ang iban abi mahilig sa suspense sang ila HH. sa maalwan daw dugay naman wala sang grasya nag sulod sa inbox ko. ahehehehe

^^
As I have said before Starmall, in a higher probability will be incorporated into Savannah's Community (of course with access to outsiders) or their version of a Commercial Strip/Complex in the not so distant future. Now, that there is an HH circulating around that a new player in Iloilo's real estate is said to be building a Mall of their own. Of course, this gives me more reason to suspect that Savannah will not take this sitting down (considering ATM they are the biggest real estate developer in Iloilo) and maybe, just maybe having that Starmall around is sooner than we think. Again, let me stress this fact, I use Iloilo in my sentence above. So that means something and not the other thing! If you know what I mean by that.

Lastly, just like everything else we see, read or hear... take this with a grain of salt. This is just me saying my 0.02. ;)

I lista ta abi ang mga projects nga i monitor ta for this month:

EL 98 street,Jaro - road widening

Iloilo City to ink pact with Korean city

THE Iloilo City Government is set to sign a cooperation agreement with Korea’s Gwangju Metropolitan City after the Sangguniang Panlungsod passed Resolution No. 2011-996 during their regular session recently.

The resolution authorized Mayor Jed Patrick E. Mabilog to sign the pact for and in behalf of the city government.

The cooperation agreement is in connection with the 2011 Gwangju Summit of the Urban Environmental Accords (2011 UEA Gwangju Summit) on October 11 to 13.

Gwangju is known as environment-friendly, technologically advanced and highly industrialized city in South Korea.

The summit will bring together over 100 cities worldwide who have endorsed the UEA to promote environmental protection and preservation, and to showcase best practices of different countries.

The UEA is an agreement developed by mayors from 52 cities to celebrate the World Environment Day in 2005 and the 60th anniversary of signing the Charter of the United Nations in San Francisco, California. (Lucy Montealto-Sinay)

^^
Apart from occasional Clean Up, I hope that ordinances will be made (if there aren't any existing) and implemented fully to further protect our coastal areas. As always, prevention is better than a ton of cure. In similar manner that there is no thrash to clean if there aren't any thrash thrown by nearby coastal residents.

(PNA)

This is just me saying my 0.02. ;)

(PNA)
