Iloilo mayor favors Panay railway restoration
www.pna.gov.ph
--------------------------------------------------------------------------------

ILOILO CITY, Nov. 15 (PNA) –- Sta. Barbara Mayor Dennis Superficial favors the restoration of the old Panay Railway system because of the economic benefit derived from it as an effective mass transit and safer mode of transportation.

The proposed rehabilitation of the railway has already been approved in principle by the Western Visayas Regional Development Council (RDC) under a public-private partnership or build-operate-transfer scheme. So far, there are already four offers from big investors wanting to undertake the railway rehabilitation from Iloilo to Capiz and eventually up to Caticlan in Malay, Aklan.

Capt. Cesar Capillan, Panay Railway, Inc. director and officer-in-charge, said these interested companies are the group of industrialist Manuel V. Pangilinan, San Miguel Corp., Joey Antonio of Century Properties and a group of Korean investors.

The proposed railway project would need about P16 billion. (PNA)

Capturing Ilonggo taste for food, delicacies

By: Nestor P. Burgos Jr.

Inquirer Visayas

ILOILO CITY – There’s definitely more than bread in Iloilo’s Tinapayan.

For 37 years, the bakeshop has catered to Ilonggos, starting as a no-frills store and later evolving into a high-quality but affordable one.

Found exclusively in branches of Iloilo Supermart, it has become one of Iloilo’s models of successful family-owned and-operated businesses.

Tinapayan’s owner, Evelyn Que, says her family’s late patriarch, Que Hua Pho, opened a stall inside the family-owned Iloilo Supermart’s first branch on Valeria Street in 1974 with just a few products, including the “golden mamon,” “hopia,” “monggo ensaymada,” “pancho,” “half-moon” and “pandesal.”

Customers would bring home bread from the stall after doing their grocery, Que says.

In 1994, the bakeshop underwent a radical makeover in time with the opening of the Iloilo Supermart branch at the modern The Atrium, a mall on General Luna and Bonifacio streets.

Que, 45, the youngest of 10 siblings, assumed management of the bakeshop from elder sister, Madeline Que-Denate, in 1987 after graduating from college with a degree in medical technology.

High-quality vision

“We envisioned a high-quality bakeshop catering to the Ilonggos’ known taste for food and delicacies,” she says.

With her insatiable drive for baking, Que introduced more products she learned mostly from research and her travels.

“I was a one-person research and development team and I learned from recipes and experimented with new ones through trial and error,” she says.

With a modern look, Tinapayan quickly became a sought-after bakeshop. It offers high-quality pastries and breads including croissants, tortes, mini bars and ice cream cakes along with most of its original products.

It was among the first to sell an entire line of healthy food, including sugar-free “ensaymada” and “mamon,” and whole wheat, multigrain and vegetable-based bread.

“There is a steadily growing market for healthier food among Ilonggos and we have offered these products upon the prodding of our loyal customers,” Que says.

Food festivals

Tinapayan’s annual special preparations and festivals have become among the most anticipated events. It holds a chocolate festival dubbed “Sinful Desires” from the last week of September to October, featuring the latest trends and preparations of chocolate cakes, pastries and bread loaves.

From November to December, a “Gingerbread Village” festival displays miniature structures and people made of gingerbread and cinnamon.

Because of the constantly evolving taste of consumers, Que says the bakeshop continues to innovate. While Ilonggos prefer “soft and sweet” products, she says, they also look for new and unfamiliar ones.

Although a far cry from its original bread stall, Tinapayan has drawn a bigger number of loyal customers because it has kept its prices affordable. “The last time we had a price increase was three years ago and we have maintained a smaller profit margin even when prices of ingredients increase,” Que says.

Many of the products are tastier but cheaper than those offered by Manila-based pastry and cake chains.

Innovation

Tinapayan has expanded to the six branches of Iloilo Supermart. Its staff has grown from 15 to over 100.

Que now has a staff for research and development, but she is still hands-on in product development, inventory and quality control. At times, she brings some of the staff abroad to learn cake designs and preparations.

She says the work ethic developed among the siblings by their parents has helped her deal with the challenges of the business. The siblings had been required to help in running the supermarket during weekends and after classes.

Her passion for baking also makes her work fun and less tiring. “I have an advantage now of having more time to innovate because the business has already grown and become more stable,” she says.

DPWH allots P25M for a study on Metro Iloilo’s drainage system improvement

ILOILO CITY, Nov. 16 (PNA) – The Department of Public Works and Highways (DPWH) has allotted P25 million for the conduct of a master plan and feasibility study on the improvement of Metro Iloilo’s drainage system.

Engr. Cecil Caligan, the assistant chief of the DPWH 6, said that the fund will come from their central office and will be used for consultancy services in the formulation of the Drainage Master Plan for Metro Iloilo and the planning and design of Rizal, Bo. Obrero, Calajunan and Dungon Creeks.

Currently, the term of reference (TOR) and the approved budget for contract (ABC) are under review in the Bureau of Design at the DPWH central office.

The status of the project was also presented during the committee meeting of the Infrastructure Development Committee (IDC) of the Regional Development Council (RDC) chaired by Mayor Jed Patrick Mabilog on Tuesday.

During the meeting, Mabilog urged the DPWH to coordinate all plans relative to the drainage system with the Iloilo City Engineering Office (ICEO) to ensure that their plan coincides with the city’s drainage system.

The mayor emphasized the need for coordination as he cited that the city has been embarking on the improvement of its drainage systems.

To recall it was Secretary Rogelio Singson during one of his visits here who pushed that a comprehensive drainage master plan be prepared for this city.

Meantime, Engr. Caligan also announced that the DPWH has already conducted a study on the formulation of the master plan and FS for the improvement of the drainage system of Bacolod City last Nov 4.

The DPWH has allotted some P6 million from its savings for the said study, he added. (PNA)

Mabilog pushes for improvement of Iloilo Fish Port

ILOILO CITY, Nov. 16 (PNA) –- Iloilo City Mayor Jed Patrick Mabilog, in his capacity as chair of the Infrastructure Development Committee (IDC) of the Regional Development Council (RDC), is pushing for the improvement of the Iloilo Fish Port.

This, he announced during Tuesday’s meeting of the IDC-RDC when the National Economic Development Authority (NEDA) presented the infrastructure component of the proposed establishment of additional fish ports in Western Visayas as part of its area plan on fisheries-related development.

Mabilog said the proposal here is to establish more fish ports even as the existing Iloilo Fish Port could not be maintained and is prone to big waves.

The mayor said that he wanted the improvement of the fish port be included in the proposal of the NEDA to make it safe to fishing vessels and become fully functional.

Instead of spending on many projects which may not be completed due to budget challenge, he said it would be better if the existing port is developed.

The Iloilo Fish Port, which has been operating for about 25 years, is currently servicing some 180 fishing vessels but some could not be accommodated during bad weather due to lack of breakwater. (PNA)

Iloilo City mayor to meet Roxas on proposed int'l flights

ILOILO CITY, Nov. 16 (PNA) -– Mayor Jed Patrick Mabilog here is set to hold exploratory talks this weekend with Secretary Mar Roxas of the Department of Transportation and Communications (DOTC) on the possibility of having direct flights from the Iloilo airport of international standards in Cabatuan, Iloilo to other cities in Asia, particularly to Incheon International Airport in South Korea.

Mabilog said the direct flight is needed as Iloilo city and province are currently booming with foreign students and tourists.

The city chief executive said his exploratory talks with Roxas aim to bring Iloilo closer to Asian neighbors, especially China, Korea and Japan which are currently having thousands of business travelers and tourists going to the Philippines.

The Iloilo airport was built some five years ago but only caters to domestic flights although it is of an international standards complete with all the amenities of an international airport.

Mabilog said it is about time the Ilonggos have a true international airport to serve the needs of local travelers to Asian countries as well as students and tourists of Korea, China and Japan going directly to Iloilo.

The city mayor said that he recently went to Korea to see the Incheon international airport and was told by Korean officials that they are willing to have connecting direct flights to Iloilo.

Mabilog said that Roxas is the key person in this grand project. (PNA)

(PNA)

Iloilo posts remarkable rise in rice, corn production

By: Francis Allan L. Angelo

MORE than half of Western Visayas’ palay and corn production during the first three months of 2011 came from Iloilo, according to the National Statistics Coordination Board (NSCB).

Citing data from the Bureau of Agricultural Statistics (BAS), the NSCB said Region 6’s 1st quarter palay and corn production significantly improved by 52.3% and 78.7%, respectively.

“More than half of the region’s total production comes from the province of Iloilo being the top producer of palay and corn in the region,” the agency said.

Palay production for the 1st quarter reached 642,749 metric tons (MT), higher by 220,675MT than previous year’s production of 422,074MT.

The remarkable rise was brought about by 78.9% increase in rainfed palay production and 35.5% hike in irrigated palay. High yield was recorded in the provinces of Antique and Iloilo posting a growth of 114.2% and 93.4%, respectively.

Corn production in the region increased by 78.7% (47,615MT) during the same period. Iloilo province improved its production by 131.1%, from 31,138MT in the 1st quarter of 2010 to 71,956MT in 2011.

Iloilo contributed 66.6% to the regional total corn production while Negros Occidental posted an increase of 31.3%, from 16,860MT in 2010 to 22,144MT this year.

Capiz is next to Iloilo in terms of palay production, contributing 15.3% to the regional total followed by Negros Occidental (14.3%) and Antique (11.0%).

For corn, Negros Occidental followed Iloilo with 20.5% share. Guimaras had the least contribution for both palay and corn production during the 1st quarter of 2011.

Agriculture Secretary Proceso Alcala expressed confidence that province of Iloilo can regain its position as the number one rice producing province in the country.

SOURCE (http://www.iamafilipino.com/da-sec-expresses-confidence-iloilo-can-regain-rice-production/)

No less than DA Secretary Proceso Alcala said this is possible with the rehabilitation of the Jalaur River Irrigation System during the recent Agricultural Machinery (Agri-March) and Equipment Road Show-Visayas.

“With the rehabilitation, almost 34,000 hectares of rice in Iloilo will be irrigated,” Secretary Alcala said.

Currently, Iloilo is the third top rice producer in the country.

Data from the National Statistical Coordination Board revealed that Iloilo rice production dropped in 2010 to 659,970 metric tons from 944,050 metric tons in 2009.

Iloilo Gov. Arthur Defensor Sr. said the rehabilitation of the irrigation system will surely boost the production of rice yield of Ilonggo farmers.

Iloilo set to receive funds for housing project

ILOILO CITY -- The Iloilo City government is set to receive a total of P244 million for the resettlement of more than 1,000 families affected by the Iloilo River rehabilitation project.

Mayor Jed Patrick E. Mabilog said P144 million of the funding would come from the National Housing Authority (NHA) while another P100 million will come from the Office of the President.

“The money will be used to construct homes for the affected families who once resided on the banks of the river and its tributary creeks,” Mr. Mabilog said.

The housing project will be established at the 5.6-hectare relocation lot in Barangay Lanit, Jaro district.

Mr. Mabilog said part of the funding is a P97-million grant from NHA while the remaining funds were realized through a loan with the same agency payable in 10 years without interest. The remaining P100 million is a grant from Malacañang.

“The beneficiaries will pay less than P300 monthly amortization in 10 years. Each housing unit will have an area of 50-60 square meters,” he added.

ILOILO CITY – A high-end hospital patterned after the Makati Medical Center in Makati City will soon rise in the Ayala property within the Smallville complex here.

City Mayor Jed Patrick Mabilog said the Ayala hospital is another major investment by the Ayala group in showing its appreciation and trust on his administration.

Ayala has already built a multi-million investment property consisting of high rise commercial buildings in its property and the hospital project is another P600 million investment on top of its buildings.

A memorandum of agreement (MOA) was signed on Friday, November 11, 2011 for the hospital to be be partnered by a group of local doctors in this city.

AGREE 100% with you Simplegurl18 :). The whole Island of Panay can benefit it! We don't need to travel to Manila for medication kon ang aton diri hospital high-end man! Doble gastos pa ina, kag makapoy sa pasyente kag caregiver sang pasyente, kag tiempo nga ma kunsomo. I think we Ilonggos are grateful for these developments in our dear city. Thanks to MEGAWORLD, Ayala, SM, Injap, to the Ques and other investors, and MORE blesssings to come! Thank you GOD!!!:cheers::cheers::cheers::cheers::cheers::cheers::cheers::cheers::cheers:

UPMC is affiliated the University of the Philippines - PGH. They started out in PGH along Taft Ave. about 2 years ago.

They are staffed and owned by UP alumni doctors, but because it is a private entity, they cannot use the full name of UP on trademark grounds, so they changed the letter P to Physicians. But to reiterate, they are affiliated with the University of the Philippines.

Ayala is spending maybe more than a billion peso na since they started investing in ILOILO just more than a year ago......Hindi nga 10-15 years sila naga exist diri, daw sang san-o lang sila ya nag tuhaw sa ILOILO, kag wala man ta gani ga ASA sang dako nga investments sa ila kay we thought they prefer to invest more to other places.....
