Anyway, it's good that they will build one here in our city...:cheers:

We no longer have a PAGASA weather station in Iloilo, the station on the old mandurriao airport closed , I think last year or last last year...

Comeback ni sang PAGASA sa Iloilo...:)

I am assuming this will openup job opportunities for Electronics Engineers/ ECE and Electrical engineers :)

This is good it can improve our forecasting in times of weather disturbance here

in visayas considering of the tragedy that happen in northern mindanao and

negros oriental.For us we can antipate and prepare in advance any eventuality

to minimise lost in time of typhoon and any weather disturbances.:)

Lain pa gd na ang radar for Air navigation use, may balita to dati nga nag hangdo si Mar Roxas nga mapa tindog sng Radar system di sa WV, si Arcabe ang mas may idea dira siguro :)

not sure about that circular structure; it could be a viewing deck or an existing structure at PAGASA station in Bato, Catanduanes.

Wow! butangan sang Vessel Traffic Management system ang port of Iloilo...

Amo na gid na ka busy ang ports ta?
Pero kung isipisipon mo masako man gid na da nga area na sa Iloilo Strait,may vessels sa Intl port and domestic port, ilo-bcd ferries, roro ferries, fishing vessels...d lng ko sure kung pati ang gagmay nga pumpboat ferries nga ilo-gui madala na sa VTMS..pero its a good step to ensure ang safety sang sea going vessels sa Iloilo strait.

Informal PPP gali ni eh no? daw SIM CITY gali gwa ta..at least maayo ining pirmi may presentation ang Public Sector sa Private at least in consonance pirmi ang hulag sang tanan..

Sa lapaz da actually, may diesel powerplant man da ang iya sang panay power,maliban sa PeDc cola pwerplant...duwa man na da ka diesel powerplant facilty..nalipat na ko galing kung pila ka diesel engines ang ara da sa duwa ka faciltiy sang panay power.

kon magkuha ka Business permit kag Building permit..may mapirma na da sa imo sa LAND USE AND ZONING.. kon nag apply ka nga wala sa lugar imo establishment..example, sa 2010 CULP sa Diversion puro na commercial zones..kag imo gusto industrial or manufacturing.. medyo violation ka..indi ka pagpasugtan magpatindog..:)

Cge lang...subong kay nakaplastar na sang mayo ang PPP sa aquino administration..malay mo ma okeyhan na basi next year or sa 2013.

Kung si Mar Roxas, improve kuno ang road systems, te tani i priority man inang road systems sa 2012 para matapos na...

Cgurado pag natapos na ang road systems, ang PRI revival indi na maglayo..

IMO, ang na envision ko ya nga need, mass transit system within Iloilo City Kay naga increase naman daan ang traffic activity sa city tapos ang mga interior jeepneys, vans and buses asta na lang daan sa terminals outside the city..

Kami ara sa ILECO II, so far daw okay man ang rate, mas manubo compare sa city, I think. Need to verify this with my relatives back home though.

diesel power plants ang source ta sang energy..sa Dingle kag sa Ingore Lapaz, plus ang power barges nga naka park da sa Lapuz, Diesel engines man :)

Tapos naka connect man ta sa national grid thru submarine cables, not sure lang kung ga kuha kita Power from the national grid sang una...:)

Tapos ang PECO da sa gen luna, bati ko may diesel man na da nga plant sang una, pero for napa andar lng kung mag peak or may shortages sa supply sang generation plants...amo na nga daw may chimney2x na ikaw makita dira..nga galabaw

Hmm I agree. More likely that will be the case, since from what I gather, the maintenance and operation of a diesel power plant is costly. Not to mention that diesel as a source of fuel is also expensive.

ERC green-lights SPC Island Power Panay project

THE Energy Regulatory Commission (ERC) has approved the issuance of a certificate of compliance for SPC Island Power Corp.’s (SIPC) 93.92-megawatt (MW) Panay Diesel Power Plant 8-unit complex (PDPP).


“SIPC will greatly help augment and improve the power supply in the Panay region with a 93.92 MW contribution and will reinforce the government’s agenda of attaining energy security and sustained economic growth,” Zenaida Ducut, ERC chairman, said.

The complex’s COC covers SIPC’s PDPP 1 with three units of generators and PDPP 3 with five units. Both power plants are situated in a contiguous area in brgy. Tinocuan, Dingle in Iloilo province.

The issuance of the COC to SIPC authorizes it to commence the commercial operations of the power plant.

ERC said SIPC’s generated output will be traded to the WESM until power supply agreements signed with Iloilo I Electric Cooperative Inc. and Iloilo II Electric Cooperative Inc. are filed with and approved by the ERC.

The ERC, upon inspection and evaluation, found SIPC’s facilities to be compliant with the technical, financial and environmental standards.

SIPC was also found to be compliant with the restriction on market share limitation, the Philippine Grid Code and Distribution Code, the Wholeale Electricity Spot Market rules, as well as various environmental and other applicable laws. The COC granted to SIPC is valid for five years or until November 28, 2016.

ERC said SIPC has a Transmission Service Agreement with the National Grid Corp. of the Philippines which will provide the necessary transmission services within Panay island.

SIPC is a wholly owned subsidiary of SPC Power Corp, a company that was incorporated and duly registered with the Securities and Exchange Commission in June 2001.

SPC’s primary purposes are to design, develop, construct, assemble, install, commission, rehabilitate, maintain, manage and operate diesel, hydro, turbine, thermal and other power generating plants and related facilities under contract with an entity engaged in the development, supply or distribution of electricity; act as consultants, contractors, or principals in the business of developing constructing, operating and maintaining power generating plants and the manufacture and repair of associated mechanical and electrical equipment; and carry on the general business of generation, manufacture, distribution, wheeling and transmission of electric power.

Two years after its groundbreaking ceremony, former Mina Mayor Rey Grabato hopes the proposed 17.5-megawatt (MW) Biomass Power Plant will finally start in their town early next year.

Grabato, an executive assistant of Mina Skills Training Center in Mina, Iloilo and husband of present Mina Mayor Lydia Grabato, said there is quite a delay in the processing of documents from the Energy Regulatory Commission (ERC) regarding the rates.

Previously, he said the approved contract rate was P6 per megawatt. However, under the present administration of President Benigno S. Aquino III, there are additional requirements being required from joint investors Green Power Panay Philippines, Inc. and Global Green Power, Inc. which is being backed by British Ambassador Stephen Lillie.

“If ever there would be a change on the rates, this biomass power plant will still have lower generation charges as compared to other power-generating plants in Panay Island”, he said.

This project is good to go, I believe the minor 'issue' as cause of delay will be resolved ASAP since the solution is to adjust the rate and pass the additional requirements. :)

basta bal an powerplant ang pagahambalan damo pa na agyan nga proseso,halin sa proposal asta operation, mahinay maghulag ang DOE..

tapos kon tan awon mo subong ang trend subong..hydro, bio mass ang "in"..
and I rather have Hydro kay damo impact...kon solar power, medyo "infancy stage" pa ang source nga ina..masyado kadaku ang investment tapos indi pareho nga gabalik sa ekonomiya sang lugar kon gapatindog ka Hydro power plant.. and solar ya, baklon mo ang solar panel from abroad, sila mamanggaranon, kaungon pa sa dollars, hihihi..which, indi magrecycle balik sa lugar ang kwarta..hydro na lang kay ang materyales is sourced locally..:cheers:

“This will be our latest thrust in order to lessen the volume of plastics being disposed and ultimately rid our city of such wastes,” the mayor said.

Under the program, a ‘plastic-free day’ will be declared in areas like schools and the City Hall where everyone will bring a plastic bag full of plastics which will be carried by trucks to the city’s disposal facility in Brgy. Calajunan, Mandurriao.

The wastes will be processed from there and turned into profitable enterprise which will benefit the senior citizens, Mabilog stated.

Meanwhile, the mayor is encouraging the 25,000 indigent beneficiaries of the city’s gift-giving activity on Dec. 29 to bring with them plastic garbage.

Mabilog clarified it is not a requirement for receiving their gift packs but he would very much appreciate the gesture to help the city’s no plastic campaign.

The idea for the program started with the project the mayor launched in connection with the distribution of cash aid to some 6,000 Pantawid Pamilya beneficiaries here.

Each recipient of the national government’s cash transfer program brought a plastic bag full of plastics during their cash allocation distribution recently.

Mabilog said four trucks of plastics were collected.

Actually, when I was on vacation on January of this year, Power Interruptions by PECO is shown in cable tv, I think it was in the community channel of sort.
It is even announced on radio stations and sometimes you can read that in local dailies. :)

City launches innovation to battle plastic garbage

ILOILO CITY, Dec. 21 (PNA) – City Mayor Jed Patrick Mabilog here is asking the cooperation of city residents in getting rid of plastic garbage as the city embarks on a “no-plastic” community through simple and innovative means.

Mabilog said plastic bags cause mainly the clogging of city drainage system and prevent the flow of surface water during rainy days, thereby causing flashfloods especially in low-lying areas.

The war on plastic garbage is a continuous process and some 4,000 city beneficiaries of the Pantawid Pamilya Pilipino Program are being requested to bring in at least one bag of plastic bags in claiming the assistance checks every month.

“These plastic bags are brought to the Calajunan dumpsite and we are assured of several tons of plastic garbage not going to and clogging our drainage system,” Mabilog said.

The city government is also slating a massive Christmas gift-giving on December 29 to about 25,000 beneficiaries at the Iloilo Freedom grandstand. Although not obligatory, but each recipient is being requested to bring in at least one plastic bag of plastic thrash in claiming their gift from the city.

The plastic garbage will be brought to the dumpsite for sorting and the city is assured of another several tons of plastic garbage freeing the drainage pipes, the city mayor said.

Another innovation mulled is asking each city government employee to bring in at least one plastic bag of plastic bags every month. The city government employs 1,600 regular employees and some 3,000 casual workers.

On the other hand, the city council is studying the proposal ordinance of city councilor Nielex Tupas regarding the ban of plastic bags in supermarkets and public markets. Instead, the markets and consumers will have to use indigenous and biodegradable materials as bags for use during shopping. (PNA)

Even small karinderyas (plastic for primary packaging then brown paper bags), sari-sari stores, and sidewalk vendors when I bought pirated dvd a week ago, t'was wrapped in brown paper bag. :lol:

PBA “legends” regale Ilonggos in exhibition game

ILOILO CITY, Dec. 21 (PNA) -- About 5,000 eager fans trooped to the University of San Agustin Gym Tuesday evening, to watch retired Philippine Basketball Association (PBA) stars from the 90s era in a friendly game against a selection of young and promising Ilonggo basketeers playing for various collegiate teams from the NCAA and the UAAP based in Metro Manila, winning by six points, 109-103.

Showing that they still have the mettle to mix it up with players twice their age, the PBA legends team roared to an early six point lead early in the first quarter as twin towers Marlou Aquino and EJ Feihl teamed up to deny the young upstarts from encroaching the shaded lane, blocking shots and plucking rebounds at will to take the half, 57-45.

But the highlight of the match sponsored by the Liga ng Mga Baranggay Iloilo City Chapter belonged to erstwhile PBA streak shooter Ferdinand “Bong” Ravena, a native of Mandurriao district in Iloilo City and his 18 year-old son Kiefer Ravena, one of the hottest young players in the country today who guarded each other most of the way to the delight of the festive crowd.

Other former PBA players who showed up for the friendly match were Nelson Asaytono, Kenneth Duremdes, Bong Hawkins, Jerry Codinera, and Rodney Santos.

Iloilo City Mayor Jed Patrick Mabilog led the opening ceremony attended by other city officials. (PNA)

I believe this is doable, I have seen that in Antipolo City's NO PLASIC & STYRO ORDINANCE (http://www.antipolo.gov.ph/SANGGUNIANG_PANLUNGSOD/City%20Ordinance%20No.%202009-370.pdf), effective November this year: Jollibee, McDonalds, Mang Inasal etc uses papers for take out and for Jollibee and McDonalds no styros for pack meals or as plates, its all microwaveable paper now. :okay:

As for supermarkets, Super8, Shopwise, Budgetlane etc are using paper bags (like in US) and 'karton' for groceries with the exception of wet products, it has to wrapped first in plastic then paper. Also, if you purchase a reusable bag from these supermarkets and you use it every time you buy your groceries from these stores your are entitled to a discount of sort or shopping points.

If I remember not so long ago, they said that Panay Island is not ready for hydroelectric powerplants since water is not as enough as it is in Luzon, but there you go...hydroelectric and agricultural dam on the rise.

Just as like a few years ago, a lot are in doubt that high-rises or condominiums are impossible for Iloilo since the market is not ready, but again there you go--we got projects and one would be a high-rise.

Who would have thought that from a swampy, mosquito-ridden, fishermen's village would rise up to become one of the Philippines' premiere cities, second to Manila for its importance in the colony. And I guess, if our ancestors did it, so do we.

^^ He was said to be born from Guinatilan in Cebú although there have been a lot of conflicts about his origin. This is the difficulty of 17th century documentation in the Visáyas, not unless someone can find or research the name in the Baptismal Records of the Church (which either Molo Parish, Archdiocese of Jaro, Archdiocese of Cebú or Manila have--but given it comes from 17th century Philippines is a daunting task on itself.) Or either way, you might see several Pedro Calungsods too in one period.

The official documentation and research that the clergy passed to the Vatican for beatification may shed light on his origins.

TWO generals from the Philippine Military Academy (PMA) Class of 1979 are being eyed as strong contenders for the top position of the Philippine Air Force (PAF) with the impending early retirement of Lt. Gen. Oscar Rabena in January.

Rabena, a member of PMA Class 1978, has opted to retire early to “give chance for a younger officer” to lead the Air Force.

He, however, declined to give a date when he will retire but reliable sources said he is ready to relinquish his position on January 7.

His mandatory retirement is on July 25, 2012, but his three-star rank will expire on March 6 based on the military law on attrition.

Military insiders said that the name of Maj. Gen. Jose Tony Villarete of Class 1979 is on the top of the list of the Board of Senior Officers, which is in charge of the selection of recommendees for submission to the Board of Generals (BOG).

Villarete is the commander of the 3rd Air Division based in Camp Edwin Andrews Air Base in Zamboanga City. He assumed the position on August 1, 2011.

Prior to his present assignment, Villarete served in key positions such as acting Deputy Chief of Staff for Plans (J-5), Wing Commander of the 15th Strike Wing, and Wing Commander of 570th CTW.

Villarete hails from Molo, Iloilo.

He was a second-year college student taking up Bachelor of Science in Mechanical Engineering in University of San Agustin, Iloilo, before he joined the PMA. He finished his Undergraduate Pilot Training in May 1981.

Villarete distinguished himself as a combat pilot, instructor pilot, management and operations officer, safety officer, among others.

He completed his Master in Management major in Public Administration from the University of the Philippines in 1986. He completed an impressive list of foreign and local schooling, seminars and other trainings despite the bulk of primary and additional duties.

He will reach mandatory retirement in the service on January 17, 2013.

Villarete’s closest rival for the coveted position is his classmate, Maj. Gen. Ricardo Banayat, the current commander of the 1st Air Division based in Air Force City in Clark, Pampanga. Banayat assumed the post on September 23, 2010.

Before his present assignment, Banayat served as Wing Commander of the 520th Air Base Wing, Deputy Commander of the 1st Air Division and acting Deputy Chief of Staff for Logistics (J-4).

A native of Naguilian, La Union, he was taking up Bachelor of Laws in St. Louis University, Baguio City, before he joined the PMA. He also took up Basic Ranger Course in Tanay and later finished Undergraduate Pilot Training in May 1981.

Banayat was designated to handle positions with varying degrees of responsibility—combat pilot, flight instructor, management and operations officer, safety officer, among others.

A sharp logistics planner, he completed the Project Management Course from the Asian Institute of Management in 1996, one of the many foreign and local schooling, seminars and other trainings he attended despite the bulk of primary and additional duties. He will retire on April 26, 2013.

Iloilo Governor Arthur Defensor, Sr. has already signed the Executive Budget for 2012 in the amount of P1,093,064,284.00 for the General Fund and P717,497,864.00 for the Local Economic Enterprise contained in Appropriation Ordinance Nos. 2011-08 and 2011-08A, respectively.

In his Budget Message, Defensor stated that next year’s Executive Budget, totaling P1,810,562,148.00, is anchored on the principle and commitment of Reform and Change which is the rallying agenda of his administration.

Included in the Executive Budget is the implementation of the Salary Standardization Law 3 – Third Tranche and the continuous implementation of the benefits under the Magna Carta for health personnel of the Iloilo Provincial Government.

The appropriation ordinance also provides for the creation of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) pursuant to Republic Act 10121.

Also integrated in the 2012 Budget are the amount of P300,000 appropriated for the Senior Citizens Program and P275,000 for the Differently-abled persons as contained in 2012 Annual Investment Plan for empowering, capacity building and training of the members of the two sectors.

Iloilo Governor Arthur Defensor, Sr. has already signed the Executive Budget for 2012 in the amount of P1,093,064,284.00 for the General Fund and P717,497,864.00 for the Local Economic Enterprise contained in Appropriation Ordinance Nos. 2011-08 and 2011-08A, respectively.

In his Budget Message, Defensor stated that next year’s Executive Budget, totaling P1,810,562,148.00, is anchored on the principle and commitment of Reform and Change which is the rallying agenda of his administration.

Included in the Executive Budget is the implementation of the Salary Standardization Law 3 – Third Tranche and the continuous implementation of the benefits under the Magna Carta for health personnel of the Iloilo Provincial Government.

The appropriation ordinance also provides for the creation of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) pursuant to Republic Act 10121.

Also integrated in the 2012 Budget are the amount of P300,000 appropriated for the Senior Citizens Program and P275,000 for the Differently-abled persons as contained in 2012 Annual Investment Plan for empowering, capacity building and training of the members of the two sectors.

Detailed plan on P11-billion Jalaur Project out next year

THE NATIONAL government will release next year funds for the drafting of the detailed engineering of the P11-billion Jalaur River Multipurpose Project (JRMPII).

The National Irrigation Administration (NIA) said some P450 million will be spent on the detailed engineering of the biggest dam project outside Luzon.

Based on the timetable from NIA, the preparatory works of the project will begin January 2012 until the first half of 2013. Actual construction is expected to start in the second half of 2013 until 2016.

The first phase of the project is funded by an P8.95-billion soft loan from the Korean Eximbank while the Philippine government will provide P2.2 billion. The first phase will include the dams and irrigation systems.

The second phase, which includes the hydropower plant and domestic bulk water system, will be outsourced to investors under the public-private partnership (PPP) scheme of the national government.

Engr. Manuel Corsiga, NIA-6 regional manager, said the dam project will benefit 25 towns in terms of irrigation and potable water supply.

Corsiga said the hydroelectric components of the JRMPP can churn out 6.6 megawatts of electricity while it can supply 85,000 cubic meters of potable water daily.

The irrigation project will provide year-round water supply to 31,840 hectares in five existing River Irrigation Systems (Suague, Jalaur, Sta. Barbara, Aganan, and Sibalom) in Iloilo Province and open up 9,500 hectares of new areas, effectively increasing the irrigation service areas by 10%.

The national government has greenlighted the project after the National Economic and Development Authority Board chaired by President Benigno Aquino III approved the JRMPP evaluation.

Iloilo to get P30M for obtaining ‘Seal of Good Housekeeping’

THE PROVINCE of Iloilo is a recipient of Local Government Support Fund (LGSF) amounting to P30 million for successfully obtaining the Seal of Good Housekeeping from the Department of Interior and Local Government (DILG).

This was relayed by DILG Secretary Jesse Robredo to Governor Arthur Defensor Sr. through a recent official communication.

Robredo said the fund shall be utilized as capital expenditures and shall be used to augment the approved 2012 Annual Investment Plan of the province.

Specifically, Robredo wrote, the fund shall be used for implementation of any or combination of the following projects “only”: a) Rural electrification, b) Local roads connecting national roads, c) Arterial farm-to-market roads and bridges, d) Local economic enterprises, e) Flood control and drainage, and f) To support the following priority projects of the National Government: Millennium Development Goals (MDG), Philippine Disaster Risk Reduction and Management Act of 2010, and Solid Waste Management Act of 2000.

Iloilo Province and 17 of its municipalities bagged this year’s “Seal of Good Housekeeping” award given by the DILG in recognition of their exemplary performance in governance, transparency and accountability.

Defensor expressed gratefulness for the achievement, saying the P30 million will be a big help to the various development projects of his administration.

Earlier, the province of Iloilo also received the Excellence in Administrative Governance and Excellence in Local Legislation Awards in the 2011 Excellence in Local Governance (EXCELL) Awards also organized by the DILG.

“These are proofs that we have made already inroads in our bid to restore the people’s trust and confidence in the provincial government of Iloilo,” Defensor said.

“The awards and achievements that we have received inspire us to do more for our province and our people,” he added. (ECGarcia)

I believe this is doable, I have seen that in Antipolo City's NO PLASIC & STYRO ORDINANCE (http://www.antipolo.gov.ph/SANGGUNIANG_PANLUNGSOD/City%20Ordinance%20No.%202009-370.pdf), effective November this year: Jollibee, McDonalds, Mang Inasal etc uses papers for take out and for Jollibee and McDonalds no styros for pack meals or as plates, its all microwaveable paper now. :okay:

As for supermarkets, Super8, Shopwise, Budgetlane etc are using paper bags (like in US) and 'karton' for groceries with the exception of wet products, it has to wrapped first in plastic then paper. Also, if you purchase a reusable bag from these supermarkets and you use it every time you buy your groceries from these stores your are entitled to a discount of sort or shopping points.

Even small karinderyas (plastic for primary packaging then brown paper bags), sari-sari stores, and sidewalk vendors when I bought pirated dvd a week ago, t'was wrapped in brown paper bag. :lol:

Sa may muntinlupa, bawal naman ang plastic.. kay sa ila nga robinson supermarket sa starmall da sa alabang..paperbag ang suludlan :)

Phase 1 is 11 Billion. 8.95 Billion from the Koren Bank and 2++ billion from the National Government(counterpart).

The total cost is 19 Billion but it was cut to 11 since gin PPP ang Phase 2 which includes a hydropwer plant etc...

That's the way I understand it based on the news I've read...:)

It is actually played in a loop in Mang Inasal Isetann. Ate there last week after I attended a mass in Quiapo. But I have to endure a long queue and almost half an hour wait for my PM1.

I am not sure about that. Unless the data can be provided. But 6.6 MW is I think, is already enough to supply several towns in the 3rd district (or majority portion of it) that for me is already good and a reason to celebrate. :)

Iloilo film fest task force formed

ILOILO CITY, Dec. 22 – The city government has organized a group that will oversee the management of an international film festival slated here next year.

The Iloilo Film Festival Task Force, created under Executive Order No. 79 series of 2011, will actively collaborate and work with the Film Development Council of the Philippines (FDCP) in the conduct of the 2012 “Sineng Pambansa” International Film Festival.

Mayor Jed Patrick E. Mabilog heads the honorary committee with Vice Mayor Jose Espinosa III as vice chairperson, and councilor Nielex Tupas as member.

Mabilog said the event will further firm up the city’s claim as ideal location for foreign and locally produced movies and source of potential talents in the film industry.

Scheduled on January 18 to 20, 2012, this is the second year that the city will host the film festival as one of the major side events of Dinagyang Festival.

A memorandum of agreement was signed last month between the city government and the FDCP, represented by Undersecretary Briccio Santos, to jointly hold the event.

The steering and working committees are composed of individuals from the government and private sector.

“We are once again showcasing how public-private partnership has been instrumental in the successful operation of the film fest,” Mabilog said.

The steering committee co-chairpersons are Joe Marie Agriam of the Iloilo City Chamber of Commerce and Industries and Benito Jimena, city tourism officer.

Various groups comprise the working committee, namely finance, marketing, publicity and media, events, and stage management.

Phase 1 is 11 Billion. 8.95 Billion from the Koren Bank and 2++ billion from the National Government(counterpart).

The total cost is 19 Billion but it was cut to 11 since gin PPP ang Phase 2 which includes a hydropwer plant etc...

That's the way I understand it based on the news I've read...:)

Iloilo Governor Arthur Defensor, Sr. has already signed the Executive Budget for 2012 in the amount of P1,093,064,284.00 for the General Fund and P717,497,864.00 for the Local Economic Enterprise contained in Appropriation Ordinance Nos. 2011-08 and 2011-08A, respectively.

In his Budget Message, Defensor stated that next year’s Executive Budget, totaling P1,810,562,148.00, is anchored on the principle and commitment of Reform and Change which is the rallying agenda of his administration.

Included in the Executive Budget is the implementation of the Salary Standardization Law 3 – Third Tranche and the continuous implementation of the benefits under the Magna Carta for health personnel of the Iloilo Provincial Government.

The appropriation ordinance also provides for the creation of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) pursuant to Republic Act 10121.

Also integrated in the 2012 Budget are the amount of P300,000 appropriated for the Senior Citizens Program and P275,000 for the Differently-abled persons as contained in 2012 Annual Investment Plan for empowering, capacity building and training of the members of the two sectors.

The Executive Budget also allocates P202,196,048.00 for the various undertakings in the economic sector which covers agriculture, veterinary, environment, livelihood, employment, investment and tourism promotion.

For the General Public Services, the allocation is P428,356,122 distributed to programs that will promote order and public safety and for the Judiciary, Administrative Overhead and regulatory functions of the province.

An amount of P118,568,976 was allocated for the delivery of social services intended for the members of the marginalized sector of the community.

Meanwhile, the Special Account on Hospital Operations and Health Services as well as Hospital Equipment and Facilities was removed in the General Fund to make a separate appropriation ordinance for the Local Economic Enterprise as an offshoot of Provincial Ordinance No. 2011-091, “An Ordinance Creating the Hospitals as Economic Enterprise for the Province of Iloilo and Establishing the Hospital Management Office of the Province of Iloilo.”

To note, the 2012 Executive Budget is lower than the 2011 Executive Budget which is P2,161,538,797.00. (ECGarcia/ Capitol News)

This is a fantastic idea! Why not? So that bloggers or even IDFI or City Government itself can do webcast and live webcam coverage. After all, these two telcos have provided WiFi to some events and conferences that happened in Iloilo. :okay:

And looks like the two giants will be part of the festival once more. All it takes is a convincing power. Para naman mas damu kita options para ibroadcast sa kalibutan ang nagahitabu sa Dinagyang, especially sa mga nahidlaw nga mga Ilonggo.

By the way, with regard to the traditional promotional media such as posters at LRT/MRT and billboards, we won't be seeing that. IDFI has cancelled this method in order to "save money." IDFI argues that since Dinagyang's promotion through the years since 2000s have already gained momentum, there is no other reason why Dinagyang should be marketed as such and instead use social media.

Although the market of social media audience are the ones who are willing to travel to Iloilo to watch Dinagyang, there is still clout or impact when we are to use the traditional base of promotion, especially the masses--leaving an imprint in the social mass consciousness.

Anyway, improvements for street dancing area. Since people are fond of taking photos of the Ati tribesmen while dancing on the streets and interfere with their choreography, it has been suggested that there would be a separate area for: 1. judging street dancing competition only (only spectators, no "pasikat audience" in the middle); 2. social integration - this is where the audiences, photogs without passes and spectators would join the tribe in dancing. This way, we are able to return back the original Dinagyang, the Iloilo Ati-Atihan that the old-timers missed, and at the same time the new Dinagyang of the youngsters which involved snappy choreography.

Iloilo City to send water treatment facility to CDO flood victims

THE Iloilo City Government is set to send its water treatment facility to Cagayan de Oro (CDO) City to give safe and potable water supply to the victims of Tropical Storm Sendong.

City Mayor Jed Patrick Mabilog said the facility was donated by the Spanish government last 2008, after the city suffered severe devastation due to Typhoon Frank that left the city with no safe water for several weeks.

“We know and understand what is happening to Cagayan de Oro and Iligan after both cities were devastated by Typhoon Sendong over the weekend. We sympathize with the people there and hopefully, our assistance will help them,” Mabilog said.

The water treatment facility will be brought soon to Mindanao by city environment and natural resources officer Noel Hechanova who will stay there for few days to teach someone from CDO on how to operate the water treatment facility.

The facility will stay in CDO for sometime or until its City Government recovers from the flood devastation and operates its own water district.

Hechanovas was also authorized by Mabilog to bring the City Government assistance of P100,000 to Cagayan de Oro and another P100,000 to Iligan.

Ang RADAR nga install sa BSA is the SSR RADAR which is for air navigation, may transponder ang airplane that's why maka communicate sya sa equipment by sending data (height, speed, type and aircraft ID).:)

This is one good way to organize Dinagyang! I remember ang amon pirmi photo ops sa mga tribes dra sa atubang sang Atrium, samtang ga Streetdance sila or pagkatapos na magperform sa Capitol area amo man 'ambush' amon nga papicture-picture sa ila, kaisa gaka-delay ang mga tribes. :)

City Mayor Jed Patrick Mabilog said the facility was donated by the Spanish government last 2008, after the city suffered severe devastation due to Typhoon Frank that left the city with no safe water for several weeks.

“We know and understand what is happening to Cagayan de Oro and Iligan after both cities were devastated by Typhoon Sendong over the weekend. We sympathize with the people there and hopefully, our assistance will help them,” Mabilog said.

The water treatment facility will be brought soon to Mindanao by city environment and natural resources officer Noel Hechanova who will stay there for few days to teach someone from CDO on how to operate the water treatment facility.

The facility will stay in CDO for sometime or until its City Government recovers from the flood devastation and operates its own water district.

Hechanovas was also authorized by Mabilog to bring the City Government assistance of P100,000 to Cagayan de Oro and another P100,000 to Iligan.

Iloilo City, 5 towns to benefit from potable water component of Jalaur River Project

ILOILO CITY, Dec. 22 (PNA) -– Five municipalities from the province of Iloilo including this city are expected to benefit from the potable water component of the billion-peso Jalaur River Multi-Purpose Project Stage II (JRMP II) undertaken by the National Irrigation Administration (NIA).

The JRMP II is a two-phased project; Phase I covers the irrigation component that will be funded by the Export-Import Bank of Korea (Eximbank) and the national government while the Phase II is composed of the power generation and the domestic water supply component that will be implemented through public-private partnership.

During a recent briefing with the business sector and members of the local media here it was disclosed that municipalities of Cabatuan, Sta. Barbara, Pavia, San Miguel and Oton are the recipients of the potable water supply component.

The potential for bulk water of the project is at 1-2 cubic meter/second or 85, 000 cubic meters/day which is expected to respond to the present and future demand of this city and nearby municipalities.

On the other hand, two electric cooperatives, Iloilo Electric Cooperative 1 and 2 are the preferred recipients of the 6.6 megawatt (MW) power component. The power will be sold to them for distribution to their consumers.

Another option is to sell the power supply to the National Grip Corporation of the Philippines (NGCP) for its distribution in areas within the coverage of the Panay grid.

Senator Franklin Drilon announced during his recent visit here that works for the dam engineering design of the JRMP II is expected to commence next month.

Drilon has been throwing his all out support to the JRMP II in addition to his other infrastructure projects in a bid to revive the Iloilo River. (PNA)

I think mas economical kag logistically better kung sundanay lang sila...two separate events means that they have to be organized separately. Sa subong na setup both ati atihan and kasadyahan share the same judging areas kag ang preparations share man sila halos tanan...

Pero kung separate sila tapos at another date or time of year we can have dinagyang on January..Paraw Regatta on February..Kasadyahan abi for example in another month...means tatlo man ka beses kita mag attract sang tourists to go to iloilo

THE Iloilo City Government and the Iloilo Dinagyang Foundation Inc. both eye a safe and trash-free Dinagyang Festival celebration on the fourth week of January 2012.

City Mayor Jed Patrick Mabilog said he wants the city to be free from criminal elements and be environment-friendly during the festival that is expected to draw more than one million people.

City tourism officer Benito Jimena said various special events are focused towards the environment with the festival theme “Beyond Awards: A Culture of Excellence.”

Jimena said the organizers are devising ways to free the city from piles of garbage during and after the weeklong celebration. Various non-government organizations have volunteered their services to keep the festival clean.

Dinagyang, voted as the undefeated best festival in Western Visayas by the Association of Tourism Officers in the Philippines, is a triumvirate celebration by the City Government, Iloilo Dinagyang Foundation Inc. and the San Jose Parish Church.

Pageant director Rowena Diaz said the Dinagyang Newspaper Fashion Festival will complement the beauty and talent search with a coronation ceremony for Miss Iloilo Teen Dinagyang 2012 on January 16.

Judging for the fashion show will be based on the teen candidates’ parade of newspaper casual wear, fantasy headdress and newspaper gown.

The candidates will undergo seven contest categories such as Dinagyang-inspired costume, newspaper gown, swimsuit/playsuit, evening gown, interview, talent and advocacy project.

Diaz said the candidates and their supporters are currently making the newspaper gowns made of old newspapers, magazines and other indigenous materials.

The teen candidate shall be active advocate of the local tourism and environmental projects of Iloilo City.

Cash prizes, trophies and scholarships await the winners of major, minor and corporate awards.

ang problema pre kay daw wala man na implement sang maayo ang correct size sang mga signages kon sa mga heritage buildings ang mga stores nabutang kag kon may ara guid man.

Also, only Jaro Plaza is under the jurisdiction of ICCHCC under its current mandate of the local ordinance. Other than that, it may take an extra effort to the private sector in restoring the building.

This is great! With the exception of Iloilo City and Cabatuan, all the towns mentioned were in 2nd District including my hometown! :okay:

As for the power component, hopefully the recipients will be ILECO 1 and 2! (Not exactly sure which towns it covers, but our Aleosan District is under ILECO 1 or 2 I think)

Now its getting clearer as more info is being outed in the public! :)

RE: Kasadyahan as a separate festival.

Here is my take.

I will go with Kasadyahan as a separate festival as planned. Why? Because it deserves to be a festival all in its own. Its long overdue. And I prefer that it will be held in a month where there is less activity in the city, so that every quarter there should be something to watch out for or look forward to in Iloilo City. We just need the to check the calendar of events in Iloilo City for that. And certainly NO, for the 1st quarter of the year since you already have Dinagyang Festival, Candelaria (Festival of Candles) + The Famous Candelaria ____ (insert number here hehehe) Cock Derby, Chinese New Year and Paraw Regatta. This quarter is toxic. :nuts:

I have no idea what is going on in the Q2, Q3 or Q4. But one thing is certain, there is a long lull after the Q1 extravaganza in Iloilo City. So taking a cue from this: Q2 is a good alternative since these months are actually travel season the only downside is, the schools are closed in the early to middle part of the quarter (vacation time) and opening of school year in the latter part (take note, some of the Kasadyahan Tribes are from colleges and universities in Iloilo City/Province)

What about Q3 and Q4?

For Q3 this is the rainy season, AKA typhoon season in the Philippines, unless the festival is held indoors, its okay but if its on the streets of Iloilo City, we will for sure encounter weather problems or weather not cooperating at all. :nuts:

Q4 seems a very logical choice. I prefer Kasadyahan to be held in this quarter. ;):okay:

Now, the organizers, I believe will have great ideas on how to market this 'new' Kasadyahan Festival. And will also make this a week long celebration with the Kasadyahan on a Sunday as the highlight of course! Now this is the interesting part, the side events should be something that will showcase our culture and heritage. Like include an Arts Festival including competition for amateurs (good venue to discover new talents/artists), Ilonggo Song Festival, Dance Festival, Food Festival (include Food fairs) and Agro-Industrial Fair too. So since Kasadyahan is the highlight which is usually Sunday, what will happen on the day preceding that?

Well, that is a good point to ponder: Split Kasadyahan into two! Saturday is exclusively for Iloilo based schools/university's tribes and town festival winners (examples are Binanog Festival, Kahilwayan Festival, Tultugan Festival winners etc) and this will focus on our very own Ilonggo culture, heritage and traditions. In short Iloilo-wide and take note that is 42 towns and 1 component city + schools/universities to choose from! :)

And Sunday is the highlight: as is the case now, make it Panay/Region wide (of course Iloilo based Festivals can still opt to join like Kasag Festival winner, Pantat Festival winner, Pintados de Passi Festival winner etc if they choose to) with an open theme. This way, it will be BIG, of course the contingents (usually existing winning tribes from other festivals outside Iloilo) from other places will have its own 'fanbase' and they too will travel to Iloilo City to watch or support their own team.

As for Logistics, initially of course the Iloilo City LGU will have to subsidize majority of the expenses including promotion (have to spend money to earn money, aight?) but they can always look for sponsors or they can make the prize money BIG so that they do not have to subsidize the participating tribes esp in the Panay/Region wide category IMHO.

Its outside. The surrounding areas of the six district plazas are not included in the ordinance. Only the plazas themselves (unfortunately for now).

Hence, the demolition of Locsin Ancestral House in Molo in which ICCHCC has no power to prevent it.

Yup. That's a recognized weakness of the ordinance. Only Calle Real area and the six district plazas are under their jurisdiction. It would take beyond cultural mapping and convincing powers to the stakeholders (especially private individuals owning ancestral houses which is more difficult than commercial establishments).

Regarding Kasadyahan, 11 has already confirmed as per Sir Ben. This does not include MassKara yet, which would make it to at least 12 tribes joining, as compared to just 5 when it was limited to Iloilo and Panay. The number increased after Kasadyahan was opened as a region-wide competition. It is a good development for this tourism event in Western Visayas. Although the downside is that Kasadyahan might overshadow Ati-Ati competition, which has 13 tribes if I'm not mistaken.

Even up to now, it is still a question whether Kasadyahan should be removed and transferred to a later date and what will eventually replace Kasadyahan.

It might be later that we may have two categories, just like in Sinulog (which as Sinulog-based and Free Interpretation categories) which are Ati-Ati and Kasadyahan.

What's your opinion about this development?

Iloilo-based software firm to expand local employment

RS2 is an international software house specialized in software for the financial industry focusing on creditcard business with offices and clients around the globe.

About two years ago, RS2 opened its technical office in Tigbauan, Iloilo from where it serves the Asian market, including the Philippines, with the company’s marketing office based in Manila.

While RS2 has been employing Filipinos in its European offices for the last 10 years, the firm started to bring work to the Philippines (rather than sending Filipinos to work in branches abroad) with the opening of the company’s office in Tigbauan, Iloilo two years ago.

“This change in approach, which reflects our desire to keep Filipino family life intact without the necessity of Filipino employees to move abroad, but still achieving an over average income while working in the Philippine shores The RS2 office in Tigbauan, Iloilo is spearheading the trend to spread the operations to the country side, away from metropolitan areas, as one can already see now in Europe,” said RS2 president Rheinhold Scheaffter.

RS2 in Tigbauan is currently employing 25 IT staff members and due to the outstanding expertise of Filipino IT professionals, the firm will increase this compliment to 175 between 2012 and 2013.

Good news to Ilonggo film makers!
An Ilonggo Short Film Competition will be showcased in the 2nd Iloilo International Film Festival of Sineng Pambansa 2012 on Jan. 20 as one of the special events of Dinagyang Festival.

The contest is divided into two divisions – Academic and Municipal – with entries highlighting the theme “Ang Ilonggo.”
The director should be at least 16 years old and must have not joined any major film competition.

The contestant should be from Iloilo city or province. For non-Ilonggos, participants must have at least one (1) year of residency here.
Any digital camera may be used (including cell phone).

The video should be 3-10 minutes long (including OBB/CBB).

The use of copyrighted music is prohibited, unless allowed by the owner of the material.
Nudity, foul language, slur on religious belief, or any other form of offensive content shall likewise be prohibited.

Film may be in native tongue or dialect but must have readable English subtitles.
All entries should be submitted in DVD format.
Deadline for submission of entries and stints will be on Jan. 12, 2012.

Entries should be submitted to Atty. Dan Cartagena, FDCP local coordinator at Cartagena & Associates, Jamerlan Building, Iznart Street, Iloilo City. For queries, please contact 09394519045 and 09179898661.

The announcement of the finalists will be on Jan. 18, 2012.

A total of seven festival groups have confirmed their participation to the Kasadyahan celebration on January 21, a prelude to the Dinagyang Ati Tribes competition the next day.

Those who are joining from Negros Occidental are El Cinco de Noviembre of Bago City and Kansilay of Silay City; from Iloilo are Salakayan Festival of Miagao and Montogawe of Mina; Sinadya sa Halaran of Roxas City, Capiz; and Sinulog and Palayag of Guimaras province.

Kasadyahan committee chairperson, Dr. Eden Deriada, said they are still waiting for the confirmation of Antique’s Binirayan Festival, Bacolod’s Masskara Festival and Kalibo’s Ati-Atihan.

She said the celebration next year is expected to be more spectacular as fiestas and festivals from all over Western Visayas gather here to compete for Kasadyahan 2012 for the first time.

ILOILO CITY – The Philippine Amusement and Gaming Corp. (Pagcor) has granted a franchise to a Divinagracia-led business firm to operate a Pagcor e-Games Station (PEGS) at the Amparo Hall of the posh Sarabia Manor Hotel and Convention Center in this city.

Jorge V. Sarmiento, Pagcor president and chief operating officer, granted the provisional certificate to operate the electronic casino last September 29, 2011 after the JD Feeling Lucky Inc. headed by Jeffrey Divinagracia, complied with all the needed requirements and documentation.

Similarly, Pagcor also granted a permanent franchise to the PEGS last December 14, 2011 to operate the electronic casino and games.

The city government here had granted a business permit after the operator complied with the zoning board requirements to operate a Pagcor-accredited e-games station.

Atty. Anthony Porras of the city legal office said the granting of business permit to the franchisee need not pass the city council anymore. The accredited PEGS operator is a mere extension of Pagcor and its operation is covered the provisions of Presidential Decree 1869.

Porras said the city business permit and licensing division granted the business permit after the operator secured a zoning board clearance and complied with the mandated actual location line.

PEGS had a measurement of 260 meters beyond the center line of actual business location as over the mandated 200 meters away from the school.

Porras said the Supreme Court has already declared that a local ordinance in conflict with a state law of general character and statewide application is universally held to be invalid.

The principle is generally expressed in the declaration that local authorities, under general grant of power, cannot adopt ordinances which infringe the spirit of a state law or repugnant to the general policy of the state.


The city legal officer pointed out that there is no more need for public acceptance as Pagcor is operating legally under the law.

ILOILO CITY – The first large scale reservoir dam outside Luzon area will be completed in the province of Iloilo before the term of President Benigno Aquino III ends in June 2016.

This was assured by Senator Franklin M. Drilon to the Ilonggos after the detailed engineering design and preparatory works started this month for the P11.2 billion Jalaur River Multi-purpose Project Phase II (JRMP II) until first half of 2013. Actual construction works will start on the second half of 2013 until 2016.

Drilon said the Investment Coordination Council technical board has endorsed the project and the President and National Economic Development Authority approved it.

Once completed, the project will catapult the province of Iloilo as the top rice producing area in the country with an expansion of irrigated areas from 22,340 to 31,840 hectares. It will likewise, improve rice yield from 3,25 to 5.20 metric tons per hectare every cropping season.

The service area coverage are the 24 municipalities Iloilo province and Iloilo City. Other benefits and opportunities include flood mitigation, generate massive employment for 17,000 workers during construction, increased irrigable lands and provide livelihood opportunities for fishery and tourism, expected conversion to rice production of some 2,500 hectares of sugar lands, diversified cropping, increase delivery of water supply and stimulate tourism prospects in Iloilo.

Drilon said the JRMP II is being packaged in two phases. Phase I entails the construction of the Jalaur and Alibunan dams, the afterbay, highline canals ad other appurtenant structures for irrigation component with a total cost of P11.2 billion.

Of this amount, P8.95 billion will be funded by the Korean Eximbank as an official development assistance (ODA) loan and P2.2 billion will be funded by the Philippine government. The loan is for 50 years at 6 percent interest per annum with a 10 year grace period.

Phase II of the project is envisioned to be packaged under a public private partnership (PPP) to include the construction of a power plant to generate 6.6 megawatts and bulk water supply of additional 85,000 cubic meters daily for domestic and industrial uses for Iloilo City and five other municipalities.

ILOILO City – The city government hopes to make this metropolis “plastic-free” next year. Its thrust is to lessen the volume of plastics being disposed and ultimately rid the city of such wastes.

For starters, a “plastic-free day” will be declared in areas like schools and the city hall, said Mayor Jed Patrick Mabilog.

Everyone will be asked to bring a plastic bag full of plastics; these will be transported by trucks to the city’s disposal facility in Brgy. Calajunan, Mandurriao district.

The plastic wastes will be processed from there and turned into something profitable for the benefit of senior citizens, Mabilog said.

The idea to make the city plastic-free is not new. As early as 2009, then Councilor Eldrid Antiquera made such a proposal.

Antiquera specifically called for regulation on the use of plastic bags and plastic cellophane or polyethylene as packaging materials in business establishments within the city.

But nothing came out of Antiquera’s proposal after some of his colleagues sought some “modifications.”

In Iloilo province, the municipality of Sta. Barbara in 2007 became the first local government to enacted an ordinance prohibiting business establishments in the town from using plastic bags as packaging material for items sold to consumers.

The municipality was subsequently honored by the Regional Development Council as an outstanding local government unit in Western Visayas in solid waste management. The town achieved zero plastic wastes in its dumpsite.

Such feat did not escape the attention of Ilongga senator Loren Legarda, an environment advocate.

“All it takes is political will,” she stressed.
