Tourism to boost in '07
By Lory Ann B. Bilbao

DEPARTMENT of Tourism Regional Director for Western Visayas Edwin Trompeta said that while the region has encountered upheavals this year, the next one would be better.

Optimistic, Trompeta said that though disasters like typhoons and catastrophe like oil spill in Guimaras, have devastated the region with millions worth of properties and livelihood affected, the region has nevertheless recovered and has even seen the plus side of these problems.

The Province of Guimaras, for one, has had suffered from oil spill which accidentally happened in its strait and affected its shores and the livelihood of its fishers, has had attracted the eyes of domestic and foreign tourists.

He called it a blessing in disguise.

The provinces of Capiz and Aklan, which suffered of agricultural and infrastructural devastation, have turned the heads of the political leaders for bigger growth and assistance.

Trompeta also projected that more domestic and foreign tourists would come over to the region to see more and more its beauty which was not yet unveiled.

According to Trompeta, around 3 million tourists, foreign and domestic, would come to the region in 2007. This is higher to the total 2.5 million foreign visits the region gets this year.

People from China, Korea, Taiwan, Hong Kong and Japan are likely coming over this year.

With the creation of convention centers here in Iloilo, the 88-room hotel in Boracay and two international airports in Iloilo and Negros Occidental, which would be operational next year, Trompeta is certain the region will turn heads and boost its economy.

City council OK’s P350-M
loan for new city hall

ILOILO CITY: The Iloilo City council has passed an appropriation ordinance of P1.2 billion for calendar year 2007 executive budget.

The Committee on Appropriations said the amount includes P350-million budget for the construction of a new city hall, which will be sourced as a loan from Land Bank of the Philippines.

The seven-story new city hall will house all city government offices under one roof including a parking area and a penthouse that could serve as a venue for special occasions.

The bidding for the construction will soon be published in local newspaper and national newspapers after all requirements for the design perspectives are completed.

City Mayor Jerry P. Trenas said the transfer of offices from the old city hall building will be implemented by February or March 2007.

The city government has more than 1,800 regular employees and more than 1,500 casuals and consultants.

There are also volunteer workers in the barangays numbering more than 600 such as barangay health workers, barangay service point officers, barangay nutrition scholars and barangay watchmen who are nonsalaried but receiving honorariums.

Trenas said he hoped that all regular and casual employees to be working in one place by early 2009.

______________
isn't it nice for a less than 70sq km city to have a budget of 1.2 billion? Again, Trenas surpassed its projection to have a billion budget by 2010. It's only 2007 but he already has a budget more than what he is expecting. Kudos to all working Ilonggos in our city hall. Actually, if you'll check previous posts, Iloilo City has even had a bigger annual budget than the whole of Iloilo Province. Let's wait for Tupas SOPA again next year should he wins the elections this May. Right now, the provincial budget is just above a billion peso. Not bad at all but not as impressive as well.

P20M for market rehabilitation

A TOTAL of P20 million has been allotted for the rehabilitation of dilapidated public markets being managed by the Iloilo City Hall.

Mayor Jerry Treñas said the multi-million funding for public markets came after several vendors at the Iloilo Central Market complained about their untidy situation despite the financial donation from Senator Mar Roxas intended to improve the facility.

Treñas said Roxas released P1,250,000 for the improvement of the Central’s meat section.

“Upon the release of funds, we implemented the project. It would be better if Senator Roxas gives additional amount – we will be very happy for that,” said Treñas.

Roxas initially pledged a total of P2.5 million to Iloilo City but he has yet to release the balance.

“We have continuous rehabilitation of the Lapaz market Central, and Jaro Big markets. Every market’s needs are different. But both Lapaz and Central markets badly need the improvement of restrooms, roofs and drainage system,” Treñas said.

“The city allocated a total of P20 milluion for all markets except Super (or the Iloilo Terminal Market which is still new) as we implement the rehabilitation works continuously every year.”

Treñas stressed the city markets’ “collections are increasing and they’re doing well every year” based on estimates although no exact figures were made available.

He added that Department of Justice Secretary Raul Gonzalez Sr. also initiated the face-lift of Jaro Small market.

Likewise, Treñas said he sent letter to Department of Agriculture Secretary Arthur Yap asking for funding assistance to develop the markets.

The city government is operating seven markets including Lapaz, Mandurriao and Arevalo, two in Jaro, Central market and Terminal Market.

Treñas’ wish: Completion of giant projects in 2007

Iloilo City Mayor Jerry Treñas wants to realize the multimillion development projects he envisioned next year.

This was the mayor’s “wish” for the incoming Year of the Pig aside from his New Year’s resolution “to quit smoking” which he said he has been trying to achieve but to no avail.

“There’s so many in store for us next year and I hope for the completion of these projects. And the most important will be the construction of the New City Hall,” Treñas said when asked about his expectations for 2007.

The City government already secured a P350-million loan from Land Bank of the Philippines to finance the construction of a modern City Hall.

Treñas also boasted the forthcoming construction of infrastructure projects like road networks and bridges which are seen to solve the heavy congestion of the city’s major thoroughfares.

President Gloria Macapagal-Arryo pledged the establishment of road systems during her visit here early this month.

Arroyo said the city needs road network because of the heavy traffic.

In his wish-list to Arroyo, Treñas asked for funding assistance for the construction of the P1-billion circumferential road linking Jaro, Mandurriao and Arevalo districts.

He also presented for Arroyo’s nod the P175-million “Iloilo Boulevard” project to be undertaken by the Department of Public Works and Highways (DPWH) which will include the construction of a pavement from Gaisano City parking lot in LaPaz to Jalandoni Bridge, City Proper district.

^^ I hope this program in Iloilo City will continue to progress with the help of United Nations. Being the host of UN's Dinagyang MDGs, it would be nice if projects like these to address poverty for our unfortunate kasimanwas will be provided properly with the aid of a multinational sector. With such a huge international organisation like UN Habitat, poverty alleviation and proper housing for squatters will be realised. Even destitute, our kasimanwas deserve a good shelter where the family can live and exist with society indiscriminately. Another good thing happening in Iloilo at present. Go, go, go Iloilo !
let's not forget our destitute kasimanwas. More than anything else dapat buligan naton sila. I hope UN will continue to address our pressing squatter and urban poor problems. It's high time for the city to step up to help the needy residents. I hope this project will be more fruitful in the future.

that's great. It's like having 5.8million per sq km budget. Maayo na ina siguro tan-awon.  . Si Tupaz medyo kuripot. Grabe ang budget-anay sa probinsiya ikumpara mo sa ciudad. Yet when it comes to surplus, the province does it really well. Amo naman ini ang bugal sang probinsiya iya. There's always a money to put on its kitty. And I guess it works too well between the province and the city when it comes to budgetting. At least we have arms to flex in times of crisis. :)

Region 5 finished with 57.38 percent then followed by Region 7, Region 13, Region 8, Region 12, Region 1, Region 2, and the last is Autonomous Region.

Molina vowed to continue their good performance and conduct more operations against illegal fishing in the region.

We need help with the HCS database of photos at http://heritageconservation.wordpress.com.

One reason people demolish old structures is because they do not realize that a structure is considered heritage. We are increasing the awareness of people by illustrating the broad range of built heritage resources which also includes industrial heritage such as sugar mills, power plants, bridges and lighthouses; commercial structures such as movie houses and old shophouses; etc.

Hope you could e-mail your photos (640 by 480 pixels) and a history of the structure to heritageconservationsociety@gmail.com. We will acknowledge your contributions. Thank you very much!

You really love Arroyo Fountain talaga. Is there something memorable with that icon/landmark? hehehehe! :D

At long last, they'll MIWD will be improving that historical fountain. I dunno but i'll try to search for the list if that fountain is enlisted in National Historical Institute and has a plaque on it. Anyway, hopefully heritage conservation will still push thru beyond elections.

By the waym Sir Jimena just replied. They've created a video for Dinagyang and is currently being assessed by Living Asia Channel if they will broadcast it by January. He said that they have been busy but are encountering little financial-sponsorship problems due to the event that is getting bigger.

Local taxes to boost city's 2007 income
By Lory Ann B. Bilbao

WITH the projected huge increase in the collection of taxes, the City Government's income is foreseen to reach P1 billion in 2007.

The calculations made by the Committee on appropriations chaired by City Councilor Joe Espinosa III, was noted as a "reasonable probability" by the members of the Local Finance Committee chaired by City Treasurer Katherine Tingson.

Espinosa, together with his members-Councilors Perla Zulueta and Eduardo Peñaredondo estimated that a total of P1,201,200,000 would be the income of the City Government for the whole year of 2007.That is 58.8 percent higher than the 2006 income-P756,043,397.

The Committee, in its report made after a series of budget hearings from November 2 to December 12, showed that the City's revenue would be enhanced by the city's big collections on local taxes.

They estimated that it would increase to 394,820,000 in the whole year of 2007 from only P347,520,000 during the year of 2006.

As shown, collections on business, franchise and real property taxes appeared to then increase next year.

The business taxes collections would rise to P156 million from only P136 million this year.

Next, the collection on franchise taxes from only P25 million into P28.5 million this year.

Then,on Real Property Taxes (RPT) from only P11.3 million would rise to P116 million next year.

Also, the collections on permits and licenses showed to be augmenting some more the total revenue of the city. The total estimated collections reached P10.03 million from only P8.285 million this year.

Building permit fees are to mount to P1.7 million from P1.5 million this year. Then, the mayor's permit fees from P1.5 million to also P1.7 million and collections on mechanical fee from P1 million to P1.5 million next year.

Notably, the city's service income on garbage fees, which increase into P22 million next year from P21 million this year, also augments the 2007 income. The total income on city's services fees was however projected to decrease into P32,640,000 from P33,400,000 in 2006. As shown, the tally was affected of the least foreseen fines and penalties in the same services in 2007, which was shown to only amount to P40,000 from the total of P40 million collected fines in 2006.

To add, business income would also help in the increase in the total income. The committee projected that a total of P 27, 360,000 would be collected in 2007 from only P26,745,000 this year.

The City's Internal Revenue Allotment (IRA) was reported to increase for 13.3 percent or from P43,456,603 from P326,543,397 in 2006.

Of the P1.2 billion, 45 percent of which or P362, 906,820 will go to Personal Services expenses, under which are expenses for salaries and wages of the employees including other pays, while P424.5 million would go to the city government's programs and projects and the rest for other non-office expenses.

Western Visayas now 2nd highest rice producer

ILOILO CITY -- From being the third highest contributor in terms of rice production in the country, Western Visayas is now the second biggest contributor to the national production.

Sun.Star Network Online's Christmas Special

Jindra Linda Demeterio, Agriculture Regional Executive Director, said this is a manifestation that Western Visayas retained its rice sufficiency and has more than enough supply to meet the demand in the region.

Demetrio stressed that from growth of around 1.9 metric tons last year, production has increased by around 2.9 metric tons this year based on preliminary data.

"We have retained our self sufficiency level much more than what is being consumed here," she said.

To further increase the production, Demeterio said her office is looking into clustering the rain-fed areas in the region and introduce to the farmers the use of certified seeds.

Just look at ll those projects IN LINE aside from PROJECTS that are ON GOING!

Iloilo Boulevard is just but a start same with road networks.! I can see more catalyst for growth for the Metropolitan ILOILO (MIGDC) as a whole in terms of INFRA and other projects like improvemnt in SERVICES as well!

Duenas, Iloilo: Surprisingly Surprising

http://i69.photobucket.com/albums/i62/Pacific_leopard/kxpzKH6RYz.jpg

The name Duenas is not an infriquent place in the Philippine folklore. It has been one the centers of eerie stories created by imaginative minds, thus giving the place an unlikely remark that may never interest a traveler. Ironically, the truth about Duenas is the antonym of the accounts written in folklore books. I may compare this tranquil Ilonggo town with Europe's Transylvania, a region believed to be the origin of an infamous mythical character. In reality, Transylvania is a rich religious place dominated by majestic Christian shrines, monasteries and temples. Like transylvania, Duenas is a victim of false perceptions, but the church of Duenas, perhaps one of the finest Baroque churches in the country, proves that this place is more than your usual expectations.
An extraordinary feeling Burgeoned me when I first saw the church. The belfries are yet the most extraordinary structures i had ever laid eyes on... It may be at par with Molo Church's, it may even outstrip them.. Then, I realized, they were the most beautiful belfries here in the Province of Iloilo... The architectural style is a tag of war between baroque and renaissance. a very fine retreat from its neoclassic facade. There is more of Duenas Church if one tries to explore every part of it... The central cupola of Duenas church is a secretive feature that may amaze a visitor...
I never thought such edifice like those one in Duenas existed in our Philippine soil, I never imagined that it was more beautiful than it was written on books and travelogues...

Villar, Gordon, Syjuco in prov'l liga gab
By Florence F. Hibionada

Senate President Manny Villar topbills the forthcoming provincial convention of the Iloilo Provincial Liga ng mga Barangay here alongside Senator Richard "Dick" Gordon and Secretary Augusto "Boboy" Syjuco of the Technical Education and Skills Development Authority (TESDA).

With some 5,000 barangay officials in expected attendance from Iloilo's 1,721 barangays, the event marks its 7th year with the theme "Citizen participation and neighborhood collaboration in the local development process."

In an interview, Board Member Angelo Briones, Provincial Liga Federation President said that among the focus of this year's gab will be on the issues surrounding comprehensive juvenile justice and welfare system.

TESDA Secretary Syjuco will also brief and update the liga assembly on the "Ladderized Education," -- the President Gloria Macapagal-Arroyo's way.

Further still, the barangay officials will have a closer look on the government's insurance scheme in a dialogue set to be led by Josefina Valera, Senior Vice President, General Insurance Group of the Government Service Insurance System (GSIS) Financial Center.

"Every year we take time out and gather together so the liga can be apprised of current government policies, programs and projects that we can bring back to our respective communities. With the massive preparations underway, we are hoping to have a bigger attendance than the previous years," Briones added.

KALAHI-CIDSS bares gains in WV

AFTER three years of implementation, the Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Project has posted significant gains in Western Visayas.

A total of 619 community support services and infrastructure projects were allocated funding in 16 covered municipalities in the provinces of Iloilo, Capiz and Negros Occidental.

The municipality of Concepcion, Iloilo – the Phase 1 area – was recipient of 42 projects during the three-year cycle implementation which concluded in June 2006.

For Phase 2, the covered municipalities and their respective number of prioritized projects are: Ajuy, 45; Barotac Viejo, 39; Calinog, 77; Carles, 42; Janiuay, 69; Lambunao, 60; Lemery, 37; Maasin, 53; San Dionisio, 42; San Rafael, 15; and Jamindan in Capiz, 35.

For Phase 3 areas, the Capiz towns of Dumarao had 19 projects prioritized for funding; Maayon with 13; and Tapaz with 20; and Cauayan in Negros Occidental with 20.

The bulk of these projects are as follows:

* road upgrading, construction and concreting — 175

* day care center – 64
* post harvest facilities, baby cono and warehouse – 56

The 619 projects have a total project cost of P666,254,225.55. Of this, KALAHI-CIDSS grantS amounted to P483,842,562.60 while local counterpart contributionS (LCC) in the form of cash and in-kind amounted to P181,761,662.95.

LCC encompasses assistance from the community, the provincial, municipal and barangay government units, Priority Development Assistance Fund (PDAF) and other external sources.

The KALAHI-CIDSS Project is implemented by the Department of Social Welfare and Development (DSWD). It gets funding support from the World Bank.

KALAHI-CIDSS employs a community-driven development approach by empowering people to be decision-makers through their enhanced participation in developmental activities contributory to the improvement of local governance and ultimately, reduction of poverty.

Only recently, the KALAHI-CIDSS Project was also launched in the municipalities of Moises Padilla, Don Salvador Benedicto and Hinobaan, all in Negros Occidental. (DSWD FO6)

WV rice sufficient despite typhoons

DESPITE the onslaught of typhoons in the region, Western Visayas remained self-sufficient in terms of rice supply. The region even climbed one notch higher among the top contributors to rice production in the country in 2006, according to the Department of Agriculture (DA-6).

DA regional director Jindra Linda Demeterio said Region 6’s rice production reached 2.1 million metric tons (MT) in 2006, higher than 1.9 million MT in 2005.

The increase made the region as the second top rice producer all over the country, said Demeterio.

“We have an increasing and retained self-sufficiency in rice, meaning we have more supply than what we consume. There is progress in rice farming,” Demeterio said.

Demeterio attributed the overproduction to huge rain-fed areas favorable to rice farmers.

“Initially, the data show that we can practically double the hectarage of rain-fed areas devoted to rice,” she said.

The region has some 320,000 hectares of rice land, 135,000 hectares of which rely on run-off irrigation system which is dependent on rain and is waterless during summer months. While some 180,000 hectares of farmland is considered rain-fed.

Extreme weather conditions such as El Niño or prolonged drought and La Niña characterized by rainy season and typhoons had cost multi-million damage to agricultural production.

But the increase in rice production overshadowed the damage, Demeterio stressed.

However, Demeterio said it is still “apparent that there are poor farmers.”

To improve the plight of small farmers, the DA-6 wants to prioritize the hybrid rice program in the year 2007.

“I have pitched for pushing certified seeds as what has been started by several cluster farms in Aklan. There were concerns from farmers about deteriorating quality of seeds they choose from their own harvest that’s why we have to introduce certified seeds. We are not giving up on hybrid seeds,” Demeterio said.

Demetrio said they are looking for ways on how to improve the return on investment such that “more than productivity, there should be income for the farmers.”

“It’s unfair the producers of food sometimes don’t have food.”

Demeterio said the region has a unique potential of going into two-cropping season for rice.

This year, Demeterio said they are eyeing a 10 percent increase in rice production through the establishment of post-harvest facilities to minimize wastage and farm-to-market roads to provide easier access to farmers.

WV economist bullish of Philippines' growth

ILOILO City – The mid-term elections in May 2007 will trigger a stronger and a more vibrant economy for Philippines in the first semester of the year, predicted Arturo Valero, pfficer-in-charge of the National Economic Development Authority (NEDA) in Western Visayas.

In 2006, the country's economic growth was at the tail-end of its target growth which was between 5.5 to 6 percent but Valero made it clear that the official figure has yet to be known.

He said last year's dismal performance was triggered by the various calamities and disasters that have affected the country.

Meantime, he said this year the economic performance would be briskier, as it would be driven by the various activities in line with the election preparation.

A lot of money would be poured into the economy and consumption activities will surely perk up the economic activities, he said.

On the other hand, he said that the economic performance in the remaining semester of the year would be dependent on the outcome of the election. He cited specifically the result at the local level.

If election turns out to be peaceful and orderly, the economy would be able to maintain faster growth as it would have done in the first half of the year, he added.

I never thought such edifice like those one in Duenas existed in our Philippine soil, I never imagined that it was more beautiful than it was written on books and travelogues...

the tale of the White Lady still haunts the Roblee Science Hall of CPU ... whew!
Btw, i'm kinda interested with CPU putting up a belen for Christmas. I haven't seen one before. Are they stretching their tolerance in respect to our traditions? If I'm not mstaken, it was CPU who led the 2005 Dinagyang Festival Opening Parade. A major step for the baptist-inspired school. Thanks to the new administrations of Dr. Acanto. Keep it up, Sir !
Wala ko ma-experience-siyahan ang white lady dira sa Roblee. It's a tale handed from our old centralians way back then. Ambut kung ngaa nangin famous man ina nga estorya? Even Franklin and Weston halls (boys and girls dormitories respectively) is haunted by same ghost tales. Thank God I wasn't there when they appeared sa mga nakanita. Basi siya pa mahadlok sa akon. he he he.

With regards to tolerance and resilience sang school subong, I hope ma-continue ini. besides, they should start separating the uni or academic teaching from religiosity kay ang iban nagaka-apektuhan. A good move from unis board of trustees kung they'll embrace academia separately sa ila religious teaching. Masabad kung kaisa.

This are pictures from me and pacific's trip to some of Iloilo's Central Towns
First up is Pototan ... Only visited the Plaza and the Cemtery, I've read in the official Iloilo Province that there's a resort there already ... It would be nice to visit that place in the future but in the meantime, asta plaza lng kami anay.

The structures in the plaza and the surrounding buildings are mostly neoclassic

http://farm1.static.flickr.com/140/339443279_4ad7aecfac_o.jpg

Pototan once has an old Spanish church but it was destroyed. This is the new church

Some houses in the Plaza Area, they are probably colonial houses but we're not sure

From Pototan, Dingle is just a jeepney ride away. Before entering the poblacion area, you'll first pass by the cemetery.

http://farm1.static.flickr.com/128/343595427_cbd5246069_o.jpg

What's left isn't as intricate is the other cemeteries in Iloilo.

http://farm1.static.flickr.com/159/343595916_2b2d878d79_o.jpg

Though what's left of the capilla is one of the largest.

http://farm1.static.flickr.com/134/343595749_881dd17b86_o.jpg

The structure is hexagonal and roof is not-extant ...

I'll just leave the architectural descriptions to Pacific, hehe ... This is the Dingle Church

http://farm1.static.flickr.com/144/343597665_c6ad08f6fc_o.jpg

Inside is an ongoing rennovation of the roof ... It will look really nice when it's done, can't wait to visit it again.

Greater fortune in '07: Treñas
By Lory Ann B. Bilbao

ILOILO City Mayor Jerry P. Treñas is positive that the year of the boar would bring greater fortune for the city of Iloilo.

He said that 2006, the year of the firedog, was good for the city. This was made obvious with the increase of the City's annual budget of more than 50 percent.

In 2007, more projects and foreign funding are anticipated to rise in the city to offer better services to the Ilonggos.

Treñas said these include the nationally funded expansion of the city's roads and the creation of two skywalks and some more road networks to ease traffic congestion in the city.

He added that President Gloria Macapagal Arroyo will be here this month for an ocular inspection of the city's road networks and hopefully to provide funds for more projects.

She has earlier promised billions of pesos for the pursuit of the Iloilo Flood Control Project.

Also, the most- anticipated Dinagyang festival, an internationally acclaimed happening in the city is again set to be placed in the national and international limelight on Jan. 28 to 29, 2007.

Earlier, the Asian Development Bank cited Dinagyang as successful because of the good relationship between the City Government and a non-government organization, the Iloilo Dinagyang Foundation Inc., hailed by the Asian Development Bank (ADB).

From Dingle, you'll have to take a tricycle to go to the highway and from there, you'll have to go in a Bus bound for Passi, which will drop you off in Duenas.

Showing to you the beautiful church of Duenas ... another hidden gem in Iloilo that we'll be one of the first to promote.

check with the latest Dinagyang's feat. The Hala Bira's simply just began !

He also revealed the different feats that Dinagyang festival has garnered in the national and global level.

He said that Dinagyang was adjudged by the Association of Tourism Officers of the Philippines (Atop) as the Best Tourism Event of the Philippines.

Dinagyang is also the only festival in the world that is supported by the United Nations to promote its millennium development campaign.

On the other hand, the Asian Development Bank (ADB) cited the festival organizer's and the City Government's cooperation as the Best Practices in Good Governance for the Private Sector and an NGO.

"Dagoy (the festival mascot) was also featured on national television. He was featured in one program of Wowowee. The Atub-Atub tribed performed in Unang Hirit. Last December 10, Dinagyang was launched at the Mall of Asia," Jimena said.

Jimena made special mention of SM's support by giving the venue for free, providing mannequins for the costumes and for the cocktails for the media. He also thanked Mang Inasal for providing food.

"We also made an impact in Muñoz City, Nueva Ecijua during their festival. For the first time, people engaged in real street dancing. Dinagyang was also showcased in the Bangus Festival of Dagupan, Pataraday of Santiago City, Sandugo Festival and the Independence Parade at the Quirino Grandstand," Jimena said.

ILOILO STARS ON THE RUNWAY

Eric delos Santos, Cosmo Iloilo’s fashion czar, recently added punch to the fashion runway as he unveiled his latest fashion statement in a wide array of vivid and eye-catching wearables during a glittering fashion event at the Grand Ballroom of the posh Iloilo Grand Hotel two weeks ago.

Aptly titled “Iloilo Stars on the Runway”, the fashionable nite brightened with the powerhouse Manila-based Ilonggo mannequins who sashayed Eric’s creations in front of Cosmo Iloilo’s fashion mavens.

They were: Best Model Phils. Finalists Everille Aparicio, Janice Moriente, FJV finalists Kris Moriente and Ivy Albacote along with Iloilo-based models, Risa Rojas, Laarni Aparicio, Dimples dela Cruz, Steff Gumban and Sue Aldea.

Adding glamour to the glitzy nite was the powerhaus cast of Iloilo society figures who also modelled in the grand finale.

“Iloilo Stars on the Runway” was spearheaded by the Rotary Club of Iloilo to raise funds for its various humanitarian projects.

Fashion Icon 2006
A Fashion Show for a cause
By Ivan L. Lawag (WVSU)

Filipinos regard education as an important tool in improving their lives. But based on statistics, only 2 out of 10 Filipino students finish with a college degree. It means that only few can get access to better jobs and stable lives.

Mr. & Ms. Fashion Icon 2006:
Evemar Carl Cabatian &
Donnah Mae Bayogos These realities prompted Ateneo de Manila University and Ford Foundation to formulate Pathways to Higher Education. Pathways is a non-government organization that aims to help poor, less fortunate, but deserving students to have a better access to quality education. The said organization does not only give scholarships to its beneficiaries but also trains them holistically to ensure that they can attain quality education. Pathways faithfully obtain its funding by partnering with co-NGOs and soliciting the help of generous donors. Pathways Youth Groups are actively working for its vision in different parts of the country.

Ms. Fashion Icon 2006:
Donnah Mae Bayogos Here in Iloilo, Pathways students from the West Visayas State University (WVSU) and Western Visayas College of Science and Technology (WVCST) formulated a project that could aid them in their fund raising schemes. WVCST Pathways DALAN and WVSU Project SULAT and the Student Government Federation of WVCST organized FASHION ICON 2006, a ramp modeling contest for a cause.

1st Runner-up Jun Jacar Ten males and ten females from both schools joined the said modeling competition. The males and females showcased the ever elegant and ever sophisticated masterpieces and creation of Mr. Mandy Salcedo, Iloilo's Newest Prince of Fashion. The show was held at WVCST last December 14, 2006.

The stage was covered with shades of red as the models showcased their production number with elegant Red Collection. Hues of black and white overshadowed the serene center stage with Mandy's Black and White collection.

2nd Runner-up Val Jireh
Billiones A sensational heat flourished inside the hall as the models showcased the designer's unique and daring masterpiece of Summer Resort Wear. After that, the audience was then amazed by how Iloilo's Newest Prince of Fashion transformed ordinary denims into an astonishing one with his Denim Collections.

The models lastly, paraded with the designer's excellent shades of colorful gowns for the ladies and elegant black suites for the males.

2nd Runner-up Dona Dee
Taytayon Male model Evemar Carl Cabatian won the title as Mr. Fashion Icon 2006. He was also awarded as Mr. Photogenic, Mr. Popularity, and Best in Red Collection. Jun Jacar was 1st runner up. He was also adjudged as Best in Black and White Collection and Best in Summer Resort Wear. Val Jireh Billiones was judged 2nd Runner-up. Rio Mark Bentulan, on the other hand, took the Best in Denim Wear and Best in Formal Wear award.

For the ladies, Donnah Mae Bayogos of WVCST High School Department earned the title Miss Fashion Icon 2006 and was also awarded as Miss Popularity. 1st Runner-up is Ms. Ronaly Juliano. She was awarded as Best in Denim Wear and Best in Formal Wear. The 2nd Runner-up is Ms. Dona Dee Taytayon. She took the Best in Red Collection, Best in Black and White Collection and the Best in Summer Resort Wear Collection. Ms. Jorja Cantillas was awarded as Miss Photogenic.

The judges who carefully scrutinized and picked the winners were: Designer Mandy Salcedo as the chief judge, Ms. Jane Palmares, Ms. Ciela Brazas, Mr. Japhet Jimenez, Lorvic Palma, and Reeve Pagran.

The sponsors were Mr. Mandy Salcedo, Mang Inasal, Winner's Gym, WVCST, The News Today, Pepsi Cola, Alex Flower Garden, CocoGrill Restaurant, Sarah O. Pena's RS Development Center, Mr. Lex Tupas, ABS-CBN TV-10 Iloilo, and J and R Family Studio.

Mandy Salcedo with Sarah O. Peña The program coordinators of Fashion Icon 2006 are Mr. Bonnie S. Arenal, Ricky A. Quibingco, Jeniel Perez, Caren Jan Arsenio, Naneth Decipulo and Concordio Lloyd M. Diel IV, Coordinator, Pathways Visayas.

Passi has a small city feel ... but it's not like an urban core or something, medyo ok lng man ang stretch of commercial establishments did2.

ipost ko pa sa dason ang City Hall sang Passi, which is located far far away from the city center.

mot bad for a very new city. I hope Passi will develop more in terms of infras, commercialism, industrial and tourism. They need to diversify their source of income if they want to progress. Sugar central(s) alone cannot make Passi a competitive city in the future.

^^ good news. Dako gid maulig niya sa aton mga kasimanwa sa sgwa sang ciudad. I hope medical aid will be available within reach sa aton community. Indi lang naka-situate sa ciudad. Remember, health is wealth. Our government should invest more in our health care system back home. Til now, most gov't hospitals are toally crap and undeveloped. Wala gamit, wala bulong, and lacking emergency and definitive equipments for skilled procedures and the like. San-o pa ayhan ma-improve aton health care dira considering that we are number 1 producers of nurses in the world and so many doctors are graduating and passing the board every year. Diin na ang mga bag-ong graduates? Amo man sa gihapon. Kulang man gihapon. And they blame it to exodus which is very unlikely kay layo gid nga makulangan kita health professionals. Just look at the board exams every 6 to 12 months. Diin na ayhan sila nagkaladto iya kay indi man puwede nga after pasar lakat dayon. A sour-graping state indeed for a very bad governance.

Agree gid ko sa imo Space. Passi City government should look for more alternatives rather than sticking with agri-based industry. Though agriculture in Iloilo is doing great, it is nowhere a good base for any place's income. Agri production is highly influenced by nature, which at present is very vague and distress due to global warming. Passi City's location as Iloilo gateway from provinces of Capiz and Aklan will be highly intensified if their city government will look for better investment to augment city's commercialism and tourism bid. Big shopping center is the best way to attract people to visit Passi as far as Dumarao in Capiz or more. They must be aggressive in promotion when it comes to tourism and probably create an agency to help spur economic activities in this northern city of Iloilo.

it goes down to passi City's government na lang siguro Weck. Depende kung paano sila mag-promote sang ila ciudad. After Palmares, Passi City became a sleeping town. Wala ka gid mabati-an kung ano ang pagbag-o didto. I'm not so sure on whether it due to politics or what pero it looks like their city government is not exerting right effort or kung may ara man, it is channled in a wrong way. This city needs new, dynamic and hands-on leader to make it more progressive. He should shy away from politics, rather focus intensely and critically sa situation sang ila ciudad subong. passi like Iloilo will become dynamic depende kung sin-o ang naga-uyat sang puwesto. Also, people should become involved and vigilant sang nagakatabo. It's high time for Passi to shine.

City Hall to work overtime on biz permits processing

ELATED by the huge amount of business taxes coming into Iloilo City’s coffers, Mayor Jerry Treñas yesterday directed the City Treasurer’s Office (CTO) and Permits and Licenses Division (PLD) to work overtime in processing business permits starting Monday, Jan. 8.

Treñas said the two offices will accommodate applicants from 5-9 pm daily.

The CTO and the PLD will also open on weekends (Jan. 13-14 and Jan. 20-21) to process registration for new enterprises and renewal of business permits before the Jan. 22 deadline.

The mayor initiated the overtime processing scheme in order for applicants to beat the deadline and avoid overcrowding when the deadline nears.

Treñas said the City Hall is trying to emulate online the permit processing system of Bacolod City which faster and easier to businesses.

The German Technical Cooperation (GTZ) is now working to install a computerized system to fast-track the permit processing operations.

Treñas and GTZ program manager Martina Vahlhaus recently signed a memorandum of understanding on the Small and Medium Enterprise Development for Sustainable Employment Program (SMEDSEP) for the computerization of the City Hall’s business and building permit processing.

The city government allotted P100,000 as counterpart fund to the GTZ-initiated project.

“I foresee that GTZ’s support will be a big help to our financial management and easier registrations of businesses in the city,” Treñas said, adding the online system might be operational by March.

The computer-aided method is seen to ease the problem of applicants crowding the City Hall.

The City Hall processed some 10,000 business permits last year.

Treñas said they reached the quota as early as third quarter of 2006 which can generate P20-25 million in 2007.

Applicants can now download the permit registration form from the website www.iloilocity.gov.ph so they don’t even have to visit City Hall when filling up the document.

Treñas also encouraged businessmen to register or renew their licenses early to avoid fines and other conveniences.

The penalty for late registrations and renewals is 25 percent surcharge and two percent monthly interest.

guys, a thing to ponder:

I have a superior knowledge about economics ..... that Iloilo City is fast progressing and under the administration of Mayor Jerry Treñas. Its development is inexorable.

Years ago I was host to two journalists from Europe, a writer from Le Monde in Paris and a writer for the London Times. Both rhapsodized about the beauty of Iloilo City. The London Times reporter was ecstatic and remarked that among the cities he visited in the Philippines, “only Iloilo City has history written all over it for many of the buildings display the patina of age.”

Except for a few benighted and illiterate members of the local media, Iloilo City is one place where the people evince a high level of civilization.

Iloilo City is home to thousands of professionals and intellectuals. We have more Doctors of Philosophy, more lawyers, more doctors of medicine, more active and intelligent members of the media and outstanding achievers than any community in the country. Iloilo City is world-class in terms of amenities.

We have a population of about four hundred thousand and an influx population of more than half a million everyday.

Why are so many people drawn to Iloilo City?

Because we are the best, we are second to none.

Kudos !

@Duenas Aswangs. Tinyente Gimo's story of "aswang" was of political propaganda during those days. Duenas officials have already declared Kapamilya station a somewhat "persona non grata" after they have shown a aswang-biased documentary (Nginiig, Kontrobersyal, etc) that have tainted Duenas' name.

Agriculture sector spurs
economic growth of WV

ILOILO City – This year will be a favorable period for Western Visayas. The Department of Agriculture (DA) did not declare 2007 as El Niño year, according to the National Economic and Development Authority (NEDA) here.

NEDA Officer-in-Charge Arturo Valero said the region's economy remains dependent on agriculture.

The non-declaration of El Niño year is a positive development for the sector, as this will give way to a stronger production.

"It is this sector that will push and have a bigger contribution to the economy," he said. "It is its behavior that will determine the performance of the economy."

Recently, DA Regional Executive Director Jindra Linda Demeterio announced that this region is now No. 2 when it comes to rice production in the country.

Likewise, she announced the plan to assist farmers in the rain-fed areas and encourage them to shift to certified seeds.

Nevertheless, Valero mentioned that the region would still have to take into consideration its utmost concerns such as power supply.

He said the opening of the 50-megawatt Kanlaon Geothermal Plant this year would be a big boost to the region.

it goes down to passi City's government na lang siguro Weck. It's high time for Passi to shine.
politically, Passi is run by only few people. Notably are the Palmares' clan. Though there's few gaps man kung tan-awon mo. Pero kalabanan gid iya from Palmares family.
Anyway, ano ayhan vision sang Passi in 5 years time? Will there be a great improvement sang ila ciudad or they're taking a very slow pace in attracting investors? Daw wala man naga-promote ila mayor subong?

Infra projects generated more jobs, says DOTC
By Sandy Araneta
The Philippine Star 01/05/2007

Infrastructure projects of the administration of President Arroyo has resulted to more jobs to the Filipino people, Department of Transportation and Communications (DOTC) Secretary Leandro Mendoza said yesterday.

In a statement, Mendoza said that the infrastructure projects, included in the Arroyo Administration’s economic program, have resulted in more employment and growth in commerce, agriculture, industry and tourism.

Mendoza said that the government will continue to pursue several strategic infrastructure projects in 2007 which is vital to the country’s economic and social progress.

Some of the infrastructure projects including the rail systems — Metro Rail Transit (MRT) and Light Rail Transit (LRT) — are aimed to decongest Metro Manila and improve the country’s civil aviation, road transport, railways and maritime transport networks.

"Vastly improving our transportation networks is a cornerstone of the government thrust to further improve the economy through commerce, industry and tourism," Mendoza said.

"The bottom line of all of these is the delivery of public service, providing the foundations for economic growth," Mendoza also said.

Mendoza also cited the development of new airports.

The Ninoy Aquino International Airport (NAIA) upgrading and rehabilitation of runway 13-13 is completed. The DOTC said the NAIA Terminal 3 (NAIA-3) will open during the first quarter of this year.

The New Iloilo Airport is 97 percent complete and will start commercial operations in April 2007, he said. The Bacolod (Silay) Airport project which is 80 percent complete is targeted for completion by July 2007.

The Zamboanga Airport runway overlay is 90 percent complete and the expansion of the Diosdado Macapagal International Airport Passenger Terminal Building is ongoing and is targeted for completion by September 2007, Mendoza said.

Among the secondary airports, the upgrading and rehabilitation of Plaridel and Tagbilaran Airports are completed.

Mendoza said being undertaken now is the upgrading and rehabilitation of Ozamiz, Virac, Dipolog and Tuguegarao Airports which are targeted for completion in 2007.

In the upgrading and rehabilitation of trunkline airports, Puerto Princesa Airport has been completed, while the Kalibo Airport Air Navigation facilities are 43 percent completed, and the Cotabato Airport runway overlay is 20 percent finished.

Mendoza said that the construction of new feeder airports such as the M’lang Airport has been completed, while the San Antonio Airport is targeted for completion by this month.

The development of RORO (Roll On-Roll Off) transport network in the Siquijor, Maasin, and Balanacan Port in Mogpog, Marinduque was completed. RORO upgrading of the Pantao Port is 85.30 percent complete, that of Dingalan Port, 71.38 percent; the Lucena Port, 85 percent, and the Cawayan Port, 41.41 percent complete.

Under procurement are materials for the development of the Aroroy, Ezperanza, Maripipi, Naval, Limasawa, and Mabajao Ports.

For the development of gateway ports, the Batangas Port access road and flyover construction is 41 percent complete. The Iloilo Port is 92.4 percent, the Zamboanga Port 90.2 percent, the Jagna Port 80.52 percent and the Cagayan de Oro Port is 58.63 percent complete. The development of Davao Port as gateway port is ongoing.

Ilonggos enjoy high hiring rate for call center

THE Ilonggos seem to have a “calling” in the booming call center industry.

Iloilo City Mayor Jerry Treñas yesterday said that Ilonggos have a hiring rate of 50 percent for ePLDT Ventus, the first call center company to open in the metropolis in 2005.

He added the city’s potential for call center business is very much higher compared to the national hiring rate of only three percent “that’s why we have to return to the basics of speaking English well.”

This was the mayor’s assessment after another multi-national call center firm TeleTech eyed Iloilo City as pool of human resources to work for their Bacolod City and Cebu operations.

TeleTech executives visited the mayor’s office yesterday to discuss the company’s possible plans of branching out in the city.

TeleTech will conduct a two-day jobs fair on Jan. 20-21 at SM City Iloilo to screen prospective and qualified personnel.

“They will assess the city’s potential of hosting their office depending on the results of the jobs fair if they could get a lot of interests here,” said Treñas.

It was not clear, however, on how many TeleTech are actually hiring but Treñas encouraged the applicants to try their luck in the jobs fair.

Fewer warriors join Dinagyang '07
By Marie Katherine Villalon

LESS dancers and drummers have signed up for Dinagyang 2007.

This was revealed by Ben Jimena, executive director of the Iloilo Dinagyang Foundation, Inc.

He cited that the villages could no longer tap the youth to join them because they opted to join in their school tribes.

This information was relayed to him by the Association of Tribes of Iloilo (ATI).

Accommodations

Meanwhile, hotel rooms are already fully booked for the festival, according to a report over Aksyon Radyo Thursday.

In fact, some tourists have booked rooms in Bacolod City, just to avail of an accommodation. Iloilo City is only an hour's ferry ride from Bacolod.

Mayor Jerry P. Treñas encouraged Ilonggos that if ever they have available rooms at home, they should let their guests stay there instead of hotels.

More hikes in salaries in '07
By Lory Ann B. Bilbao

THE casual employees, day care workers, judges, prosecutors and teachers are among the people who shall get hike in pays this year.

This was the result of the projected increase in the city's annual income next year, boosted by the city's collection on the local and business taxes.

Prepared by the committee on appropriations chaired by City Councilor Joe Espinosa, the allocations of the City Government showed that allowances of Regional Trial Court (RTC) and Municipal Trial Court (MTC) Judges will be increased from P1,000 per month into P2,000 per month.

The same with the city and state prosecutors who were receiving P1,000 per month would get P2,000 per month this year.

The registrar of deeds and clerk of courts would also get a raise in their allowances from P500 into P800 per month this year. Elementary and secondary school teachers would earn increases from P550 to P800 per month.

Also, there was an increase in the allocation for the monthly take home pays for casuals, from P220 into P231 per day; day care workers from P4,500 per month into P5,000 per month.

The City also appropriated for the increase in the budget for the traffic control program from P4,500 into P5,000 monthly; supplemental feeding program from P 600 per month into P800 per month; village health services from P600 to P800 per month; family planning services from P600 to P800 per month.

New appropriations included P800 per month for the City Director of the Department of Interior and Local Government Unit (DILG) and for the Commission on Elections (Comelec) Registrar.

The allocations were made out of the city's "mandatory, statutory and or contractual obligations. The Office of the Mayor made the appropriations for the said personnel and programs "in line with National Government's thrust to alleviate poverty and accelerate economic grants."

The Committee eyes a 58.8 percent increase of the city budget this year. It has earned P756,043,397 in 2006 and is anticipating a total of P1,201,200,000 this year out of its collections on city taxes plus its internal revenue allotment (IRA).

Hoefully, they'll get vote a leader that can transform Passi City into a city with sustainable economic development and very much competitive with other major cities in the coubtry. Iloilo Parol Festival awarding ceremony held

ILOILO City's largest leisure, dinning and convention hub, The Centennial Resort Hotel and Convention Center celebrated Christmas and New Year meaningfully with the awarding ceremony of the first-ever Iloilo Centennial Resort Parol Festival on the evening of Dec. 30, 2006 at Bernwood Gardens.

Assistant City Planning and Development Coordinator, Nathaniel Guillergan conveyed an inspirational message in behalf of Iloilo City Mayor Jerry Treñas while Aksyon Radyo anchor and commentator Joel Tormon hosted the affair.

This year, a total of ten participating barangays made it as finalists. The winners were finally bared: Lourdes Calijos Valero of Bo. Obrero, Lapuz, La Paz took home P20,000 for the first place while Celestino Decena of San Antonio, Oton, Iloilo was declared second placer and he received P15,000; and Jonathan Jalandoni of Barangay Ingore, La Paz won P10,000 for the third place.

Likewise, the consolation prizes of P2,000 each were awarded to Benjamin Tanaleon, Julius Sobusa of Barangay Zone III, Sta. Barbara, Iloilo, Jansen Felimon of Brgy. Dela Rama Compound City Proper, Jeffrey Ilisan, Noe Piodena of Brgy. Buray, Oton, Iloilo and Joseph Andrada of Brgy. Burgos, La Paz.

The affair finally concluded after the closing remarks of The Centennial Resort Hotel and Convention Center's Chief Executive Officer, Felix Tiu.

The 1st Iloilo Centennial Resort Parol Festival will hopefully become a yearly event and project of The Centennial Resort Hotel and Convention Center in partnership with ABS-CBN and Aksyon Radyo. With the support of the Department of Tourism (DOT) Region VI, City Government and generous sponsor such as Pepsi Cola Phlippines, this laudable project aims to highlight the ingenuity and creativity of the Ilonggos in parol making.

The Centennial Resort Hotel and Convention Center takes pride of its 2,700-seater Iloilo International Convention Center and upcoming vast leisure, dining, wellness and adventure amenities. The region's biggest resort and hotel complex is conveniently located at Marikudo St., Alta Tierra Village, Jaro, Iloilo City had its soft opening last Dec. 15, 2006.

Now serving delectable buffet, ala carte and catering to functions are Oasis Pavillion and Asyana, an Asian fusion restaurant while Sidewalk Café serves tasty coffee concoctions.

Function rooms are open for bookings on special occasions and parties. For reservations and inquiries, please call 320-2277 or 508-3364.

okay gid if ESTANCIA and DUMANGAS ports are expanded to be the main ports of the ISLAND
since Iloilo Seaport are under renovation and expansion, I hope next time, they'll focus more efforts in upgrading the new Dumangas and Estancia ports. These two ports are also vital to Iloilo province progress. Estancia was established as "Alaska of the Philippines" due to abundance of fishes. It would further help its claim if they'll become more accessible to other parts of the country. In saying this, there's already few inter-island vessel like Negros Navigation and WGA Superferry using Estancia as their port of call in Iloilo. But I wish they'll expand the seaport of Estancia more.

On the other hand, Dumangas Port is relatively new. But still needs expansion since the Iloilo International Port can not hold four bigger ships at a time. Duwa or tatlo lang yata sang international vessels ang makaya niya. The Old Pier in San Pedro is the busiest of all and there's no more area for future expansion.

HELLO HELLO HELLO sa inyo tanan. Kalit lang ko di magbasa sang mga posts nyo. Inayawan ko basa ba. 5 pages ang namiss ko. Post lang ko sang kis-a kay natuyo pa ko. Just got back from a 3-day and 2-night road trip to Canberra and outlying cities/towns. Kapoy gid katama.

Chy, thanks for the magnificent pictures of central Iloilo towns. Ugaling bitin ko ugaling sa Passi pics mo. I have a correction about your description of Passi church pics. The current entrance is actually the original entrance and facade which was re-opened by the current church leader a few years back. The opposite end which you described as the original façade served as the main entrances (coz of 2 doors) before the reconfiguration. The altar was used to be located behind the walls of current main entrance.

Wecky, Space ang Kirby, korek gid kamo tanan. The current political leadership of Passi is a mess. Maski paryente ko ang current mayor subong, waay gid ko bilib sang iya pagdumala sang ciudad. The city infrastructure is not improving, business ventures did not come in easy... can’t say more… basi matiruhan ko di.

The Palmares politicos are coming back for this year’s local election. Right now, I don’t see any personality that I know of who has the capacity to govern the city except from their clan. Rumour has it that it’s Palmares vs Palmares for the mayoral post. I really don’t mind a political dynasty as long as the city is ushered to a better future.

i'll let passinhons answer sang query mo diri Wecky. I'm not too familiar with their political air sa Passi. Hoefully, they'll get vote a leader that can transform Passi City into a city with sustainable economic development and very much competitive with other major cities in the coubtry. It's not wishing upon a star strategy. Pero kung ang leader maayo, ma-uswag gid ang ciudad. Take Iloilo for example. Once a sleeping city, it starts bouncing back to life .... with a vengeance!   Kadali man lang gali kung gustuhon di ba?
it remains to be seen pa @Space. Passi is growing, no doubt about it but ang ila growth is just equal or even less sa iban nga dalagko nga banwa sa Iloilo. And it's not fair for Passi being the province's newest city. I'm sure politics play a major role diri but as a city with high income, politics' effect will be hindsight lang. It's the leader of the city ang natinguha to improve sa iya constituents. Their mayor should roam around and not stuck in his seat sa city hall. Wala ka makuha nga investors kung magpungko ka lang. Sorry to say, but their mayor is way too lame and a "can't-be-bothered" type. Kung gusto niya mag-improve ila ciudad, may mahimo gid siya. But there you go. I'm not from Passi to really push some things. People should learn kung ano nga klase lider ang ila gusto. For me, I would like to see Passi blooms. since Iloilo Seaport are under renovation and expansion, I hope next time, they'll focus more efforts in upgrading the new Dumangas and Estancia ports.

Totally agree with you @Kirby. Let's move our focus away from Iloilo City. There's a lot of things need improving in Iloilo's coutryside.

I really don’t mind a political dynasty as long as the city is ushered to a better future.
halong lang tuod @Shyaman kay basi matiruhan ka. Makilala ka gid sina kay makita picture mo di sa SSC. :) I personally wish that Passi will take a good economic leap in a very near future. The second city of Iloilo should move fast and be aggressive when it comes to economic ventures. luring investos, etc. I'm sure Passi will never become a city for nothing. It has a role to play in Iloilo's economy. It should start playing the game really well. If you know what I mean.

Saviour International Hospital – An inspiration of caring and service

http://www.theguardianiloilo.ph/special/photo/special5.jpg http://www.theguardianiloilo.ph/special/photo/special1.jpg
Story by Francis Allan L. Angelo
Photos by Tara Yap

MOST businesses are born by the desire for profit, others for prestige.

But there are ventures that were inspired by fellowship, compassion and care for their respective communities.

Such is the inspiration behind the Saviour International Hospital (SIH), a tertiary care hospital with hotel amenities located at Brgy. Tap-oc, Molo, Iloilo City.

SIH chief executive officer, Dr. Evangeline “Gigi” Johnson has actually established six other hospitals in the country and the US. Already, Dr. Johnson has established her own name in the field of corporate medicine here and abroad.

But prestige is not the main motivation of Dr. Johnson in investing her resources and ability in SIH.

“My retirement goal is to give something back to the people. I have the will and desire to be of service to the people. And I envision this hospital to be my legacy to my fellow Ilonggos,” Dr. Johnson said.

SIH is also Dr. Johnson’s testament of gratitude to the Divine Providence after she survived a stroke she suffered recently.

“This is a payback for my second lease on life. And I intend to stay another 20 years to serve the people,” she said.

Dr. Johnson envisions the SIH to become a premiere hospital in the Visayas in terms of specialized medical services.

With an initial bed capacity of 75, the SIH is up for expansion within this year to increase its rooms to 200 more.

SIH also boasts of brand new and state-of-the-art equipment in its laboratory and departments.

The structure is also patterned after international standards: “No ladders, only ramps for easy access to various floors and departments,” Dr. Johnson said.

Dr. Johnson also envisages the SIH to become the first heart and lung center institute in this part of the country. And, perhaps in the future, too, the SIH will also become an eye and kidney center in the Visayas.

With the fast-paced growth of the medical tourism sector, the SIH will also cater to clients who want to undergo cosmetic surgery and the like while enjoying the tourist destinations in the region. The hospital even has its own helipad where a chopper transporting patients and clients from other areas can land.

And, of course, the medical personnel are also the cream of the crop led by Dr. Victoria Gendrala, hospital director, and Dr. Felix Ray Villa, chief of clinic.

As to the rooms and wards, SIH offers the amenities of a hotel at very competitive rates, comparable to the charges of other tertiary hospitals in Iloilo City.

Dr. Johnson likes to call SIH a “hospitel” because of its unique features.

For our less fortunate folks, SIH has set aside 80 service ward beds and air-conditioned Philhealth wards.

Dr. Johnson summed up the SIH ideals and mission in four words: “We care. We serve.”

though I love the city too much, I think it's high time to look at the province development, too. The province should be more competitive than the city due to its massive land area and several components. At present, the city overpowers the province due to its clout and role as the regional center of Western Visayas. It seems to me that all is centralised in Iloilo City, and hoping we'll expnad the horizons by considerably pushing countryside development within Iloilo Province. I hope Tupas will going to make this thing happens.

Approved mining rights covers 2,000 has. in WV

MORE than 2,000 hectares of Western Visayas land area is covered by approved mining rights, according to the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources.

As of December 15, 2006, the MGB issued mining rights on 2,022,311 hectares in the region, about 1.30% of Western Visayas land area.

Pending applications cover about 12.70% of Region 6.

Approved mining rights comprise of 11 approved Mineral Production Sharing

Agreement (MPSA), 1 Exploration Permit, 7 Industrial Sand and Gravel Permit and

8 Mining Lease Contract (MLC).

Of the 11 approved MPSAs, 6 are in Negros Occidental, 2 in Iloilo and 1 each in Capiz Antique and Guimaras.

There is one approved Exploration Permit (EP) in Antique and is subject for renewal at the present. This covers 1.51% of the province’s total land area or 0.19% of the region’s total land area.

Of the seven approved Industrial Sand and Gravel Permits, six are in Negros Occidental and one in Aklan.

There are eight approved MLCs – six in Aklan, one in Negros Occidental and one in Iloilo.

MLCs are mining rights issued before the approval and implementation of the Mining Act of 1995.

Pending mining rights applications comprise of 35 MPSA, 7 FTAA, 34 EP, and 2 ISAG.

Of the 35 pending MPSA applications, 18 are in Negros Occidental, 8 in Iloilo, 4 in Aklan, 3 in Capiz, and 2 in Antique.

There are 4 pending applications for FTAA in Negros Occidental, 1 in Antique, and 2 in Aklan.

The 2 pending applications for ISAG are both located in Negros Occidental.

Geological mapping and sampling of previous workers in the region identified the presence of copper, gold, massive sulphides, and chromite, in northern Iloilo, Capiz, the Buruanga Peninsula within Aklan and Antique), and the mineral district in Southwestern Negros.

For non-metallic deposits, clay is abundant in the flat lands of Iloilo Province and Negros Occidental, and Aklan.

Limestone used for lime production cement raw materials are found in Guimaras; Dingle and Passi in Iloilo, Dumarao in Capiz, and north-northeast of Negros Occidental.

Other non-metallic deposits of economic importance found in the region are guano and phosphate, dolomite, silica in rock and sand form, marble/re-crystallized limestone that can be utilized as dimension stone.

Under the Mining Act of 1995, areas covered with approved for mining rights are subject to area relinquishment.

This requires the mining right holder/s to relinquish the contract area at the end of the exploration period, and only a maximum of 5,000 hectares or less per project area or 6.17% of the original approved contract area is retained.

I believe everyone in Passi is hoping that the city will be back on the track of progress. Hopefully, this year's election will serve as the catalyst for better things to come.

I remember when I was in high school, there was a Passi jingle that we often sing during a group performance at student conferences, jamborees, seminars and the likes. I just don't know if the jingle is still sung today. Anyway, it speaks of Passi's progress and it has a catchy marching tune. Asta subong, memorize ko man guihapon ang jingle. Let me share the lyrics with you guys. I can't give credit to the composer though kay daw sa waay man ginpamaan sa amon sadto kung sin-o. Here it is:

Passi, Passi, Passi
Ya ngaran ka banwa namon

Pagasa receives Korean grant for rainfall monitoring
By Helen Flores
The Philippine Star 01/07/2007

The Climatology and Agrometeorology branch of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) would receive a grant assistance from the Korean government to improve its rainfall monitoring and flood forecasting system.

Rosalina de Guzman, supervising weather specialist, said the Korea International Cooperation Agency would be providing early warning system devices such as rain gauges to Pagasa in the middle part of the year. A rain gauge costs $15,000.

De Guzman said the whole project costs millions of pesos, which would be piloted in the river basin in Iloilo City.

The project also includes the installation of rain gauges in Aurora and Mindanao river basins.

She said the equipment would enhance Pagasa’s monitoring of drought and flooding. It would also help the agency in assessing climate change and its impact on water resources and flood, including agriculture production.

De Guzman said they are currently conducting a study on climate change in the country and its effect to the agriculture sector.

Meanwhile, she said the peak of the El Niño phenomenon was experienced last December in Mindanao, specifically in Bukidnon, while below normal rainfall was experienced in the Visayas in November.

Luzon, however, experienced above normal rainfall in December, she said.

De Guzman said the weak El Niño will continue to prevail until the first half of the year.

^^ It will depend on the scenarios that will happen within 3 weeks of January. There's a job opportunity that is waiting for me in Cebu. It will depend on what will be the outcomes within 3 weeks.

If ever I get a job, I can go back to Iloilo whenever I want to. But right now, I might sacrifice Dinagyang for my career. Its sad but have to face it. Cheer up, dont worry. Dinagyang will still be there next year if ever I cant get home this year. But February may seems to be a good month. ;)
Good decision Bernie. Budlay ang wala trabaho. And you're right to say that Dinagyang will always be there pag may kuwarta ka na. Goodluck for your new job, Bern. Hala Bira amigo!

I worked in PAGASA for my practicum when I was still in high school. Their station in Mandurriao is in a very sorry state. When I was there, their phone line was only recently restored but their electricity was still 'cut'. So we had to make do with manual weather monitoring using crude equipment. When they give weather forecasts at night over radio stations, they read it out very, very slowly. That's because they're doing it with candle light.

If they do not allocate sufficient budget to pay for electricity, these equipment will be useless. I do hope the PAGASA station at present is in a much better condition.

Tribu Bola-Bola Will Not Join Dinagyang 2007 And Other Updates

Tribu Bola-Bola of Iloilo National High School will not be joining the Dinagyang Festival 2007 main event, ati-ati contest. This was confirmed by Mr. Ben Jimena of Dinagyang Executive Committee. The group has yet to disclose their reason for not joining the contest.

The Dinagyang Executive Committee is contemplating on reducing the number of tribes to perform from the current 22 tribes down to 15 tribes. Mr. Jimena cited the purposed of the reduction is to increase the time and quality of each tribe performances.

oh my... INHS will not be joining, again?

i really can understand why mr ben jimena said that they would reduce the numberof tribe to increase time for each tribe to perform....

MY COmment>>> Hello! sang last year 22 tribes tag 12 minutes each. isnt that enough? i guess the 12 minutes alotted for each tribe is enough. cebu has i think 5 minutes performance time. Aliwan fiesta has 5, Masskara 2006 kas 7 mins.

very ambitious vision from the owner. May lugar pa ayhan sila for expansion? Actually, I haven't seen the hospital per se but looks like the space is too small for further expansion. Di ba sa atubangan niya sina, squatter's area?

Anyway, the hospital looks beautiful and first class. I've seen few more photos of the hospital amenities in The Guardian. patterned siya sa US. I think the owner of Saviour International Hospital owns few more hospitals in the USA. Again, this is another addition to a thriving medical and health industry in Iloilo City.

Private:
Iloilo Doctor's Hospital and Medical Center
St Paul's Hospital
Iloilo Mission Hospital
Seamen's Hospital
St Therese Hospital

There's no increase of incidence (right now) pero wala pa ma-eradicate totally ang TB sa Pinas. It'll be a TB Center after the one in Metro Manila though the center will also cater general medicine. Siguro nasayangan ang TB Society nga indi magamit ang ila old building. It's not totally dilapidated. Kinahanglan lang nila i-renovate ang building. But kung matabo ini, it'll be the third tertiary government hospital in Iloilo city after WVMC and WVSUMC. Another boost for Iloilo City health industry.

How will the relegated tribes prove themselves then? dapat may systema ini cya para fair, cguro dapat may ma judge man sa ila during their performance in the fluvial procession or make a separate event for them, para ma judge man ila performance as basis for them joining the next dinagyang competition the following year. like ang top 3 sa relegation will replace the last 3 low ranking tribes joining this year for next years' event. para fair di bala? kag may system on w/c the tribes will be able to aspire too, motivate and improve themselves.

^^ ^^ re: reduction of number of competing tribes - for me it's really fair to decrease the number of tribes in Dinagyang especially during Ati competition. Ang biente sobra na gid ina kadamo especially kung kada-isa sa ila will be given 15 or even more minutes to perform. Accdg sa article they'll decrease the number tungod sa wala or kulang ang mga participants. Dapat tuod nga ang iban i-merge na nila. However, I belive in fairness of the decision, too, like Incognito. Tani man lang, before they';; decide to cut the tribe from the competition their should be a mini-showdown and be adjudged kung sin-o ang i-eliminate rather than hukson lang nila ang indi nila magustuhan nga tribu.

Hopefully next year they'll continue to limit the number of participating tribes kay kadamo gani, mas magamo. And I believe in saying that "too many hands spoilt the broth". Kung i-limit lang nila ang competing sa exact numbers then mas maayo kay masala maayo ang gusto mag-entra.

It's not a totally abandoned building, Shy. I've heard the rumours 2 years ago pa for its revival pero hasta subong wala pa sang nagakatabo. Who knows one day, we'll just realised that one company brought the site and revive it to make a new hospital again. The building looks nice for me, old, ruined but nice.

Wherever your travels take you in Iloilo, you will experience the unique charm of this historic province. A relatively short trip, and you are magically transported to a totally different environment, an extra ordinary destination of remarkable sights.

Standing at the crossroads of the Orient and the developed Western world, ILOILO lies in the Heart of the Philippines, stretching 4,663 square kilometers. This strip of land is cut by the Iloilo and Salog Rivers, looking like a nose, hence, the name "Irong-Irong," and later, Iloilo was given. Occupying the southern and northeastern portion of Panay Island, to the north of Iloilo lies the Province of Capiz and JIntotolo Channel, Guimaras Strait washes its southern shores, to the eastern side, the calm waters of Panay Gulf and Iloilo Strait, and the Province of Antique is our western neighbor.

Composed of 42 municipalities and a component city, Iloilo is readily accessible to the different regions of the country. Its unique location has made Iloilo the commercial, cultural and intellectual center of Western Visayas from the dawn of history. Strategically, it is considered as one of the main tourist’s entrance here in the region. Iloilo City, the vibrant provincial capital, is a booming financial center.

The provinces’ geographical structure and makeup has, in fact proven to be an advantage to the traveler, particularly the adventurous, daring and enterprising. The province is connected by a network of modern roads and bridges that traverse towns in the south with their old churches and Antillan houses; the cool, mountain haven of pine trees, flowers and wildlife sanctuaries in central Iloilo; and the stunning land and seascapes with strings of resorts in the north.

But, for many visitors to Iloilo, their enduring memory of their travel will always be the people. Considered as the birthplace of Malayan civilization in the Philippines, present-day Ilonggos are a complex lot, most come from Malay stock, with varying infusions of Chinese and Spanish ancestries. Ilonggos are gregarious, fun-loving people whose hospitality is legendary. Their amiable faces, always ready with a warm smile and a cheery welcome, embodies a beautiful culture with pleasing voices that echo a proud past. Ilonggos are proud of their legacy as people normally entertaining their guests with tales of their cultural affluence. Moreover, Iloilo is steep in historical significance. Its contribution to history is valuable. It is home to freedom fighters, outstanding legislators, legal geniuses, noted business pioneers and famed musicians. Ilonggo’s zest for life has made us a world-class professional human resource.

Wherever your travels take you in Iloilo, you will experience the unique charm of this historic province. A relatively short trip, and you are magically transported to a totally different environment, an extra ordinary destination of remarkable sights and attractions: a rendezvous of street dancing in January, retreat in April, beachcombing in May, from June to October, it is bustling education center, and the closest thing to white Christmas in December

There will definitely never be a dull moment here. Many who visit over and over again, and who have definitely fallen in love with the place, would attest to the charm, beauty, and magnetism of Iloilo.

No billboards for city
By Lory Ann B. Bilbao

THE Iloilo Ciy Government started to tear down billboards last week.

City Mayor Jerry Treñas said the move is upon the directive of the Department of Public Works and Highways (DPWH). They wanted to eliminate billboards that pose danger to the public, especially during calamities.

Treñas cited Manila as an example of the incidents where billboards hurt several people during calamities.

The City Council earlier passed an ordinance disallowing the putting up of billboards in some points in the city.

Thousands worth billboards should now get a warning. The City Government somehow see it as hindrances even to public transportation.

^^ And I agree. There was one giant billboard in Taft North (corner Diversion Road and El98-Desemparados) that fell several years ago due to habagat or southwest monsoon. And guess what kon ano guinbagsakan sang billboard.... Houses. Good thing though that no one was hurt. But that giant billboard doesnt exist anymore.

And I would strongly approve the removal of tarpaulin billboards in Calle Real area since its an eyesore and doesn't blend well with the old buildings.

Iloilo Province champions regional search for Gawad Pangulo sa Kapaligiran

The Province of Iloilo was adjudged once again as the regional champion of the 2006 Regional Search for Gawad Pangulo sa Kapaligiran in the Province Category during the Pagdayaw 2006 of the Department of Interior and Local Government (DILG) held at the Iloilo Grand Hotel lately.

This is already the fifth time that the Province was awarded as regional champion in this category since 2001.

The municipalities of Guimbal was named champion in Category B (4th – 6th class municipalities) while Miagao placed 1st runner up in Category A (1st –3rd class municipalities).

Miagao and Guimbal topped the Gawad Pangulo sa Kapaligiran search for the cleanest and greenest municipalities in the Province of Iloilo to earn the right to represent the Province in the regional search.

The Province of Iloilo was adjudged 2nd runner up in the 2003 and 2004 Gawad Pangulo sa Kapaligiran, a nationwide search for country’s cleanest and greenest communities but the national government suspended the national search in 2005 due to lack of fund. However, Western Visayas officials decided to continue the program because of its favorable impact on the environment and community mobilization efforts.

In fact, Iloilo Governor Niel D. Tupas, Sr. has a continuing parallel program dubbed as Project Cleaning and Greening, which was launched in 2002 chaired by the province First Lady Myrna C. Tupas.

Ms. Marylou B. Sumbing, Provincial Information Officer and Task Force Clean and Green project coordinator said that this government program had come a long way in its implementation and would like to commend the leadership of the municipal mayors and the people of the province who have adopted cleanliness and greening as their way of life.

The Gawad Pangulo sa Kapaligiran was launched as program to preserve and improve our environment. Presidential Memorandum Order No. 187 dated September 10, 1993, called for a search for the cleanest and greenest local government units to generate multi-sectoral advocacy, recognition and support towards a clean and green environment that is fit for human existence and ultimately rehabilitate and sustain the integrity of the environment.

Here are the list winners of the Gawad Pangulo sa Kapaligiran:

Province Category: Iloilo Province, 1st place; Capiz, 2nd place; Antique, 3rd place; Negros Occidental, Hall of Fame awardee

Highly Urbanized City: Iloilo City

Component City Category: Kabankalan City, 1st place; Escalante City, 2nd place; Cadiz City, 3rd place; Roxas City, Hall of Fame awardee

Category A (1st-3rd Class Municipalities): Dumarao Capiz, 1st place; Miagao, 2nd place; San Jose, Antique, 3rd place

Category B (4th-6th Class Municipalities): Guimbal, Iloilo 1st place; Dao, Capiz, 2nd place; Numancia, Aklan, 3rd place

Inland Body of Water: Bugang River, Pandan, Antique, 1st place; Jalaur River, Dingle, 2nd place; Talos River, Don S. Benedicto, 3rd place

Cleanest Public Market Restroom in Cities: Roxas City, 1st place; Iloilo City, 2nd place; Kabankalan City, 3rd place

YEARENDER: DOTC driving onwards to improve its services

The Department of Transportation and Communications (DOTC) has gained headway in providing integrated and cost-efficient transportation (air and land) and communications services in the country in 2006.

DOTC Secretary Leandro R. Mendoza said that programs have been reoriented toward the development of sustainable transportation and communications systems in line with President Gloria Macapagal Arroyo's development initiative and global competitiveness to attain a strong republic.

In 2006, a number of strategic and priority infrastructure projects have been completed and started by the DOTC, together with its various sectoral offices and some in partnership with the private sector...

AIR TRANSPORTATION

... The DOTC has given special attention to air sector to promote the Philippines as a transport trade and tourism center in the region, and, in particular, as an Asia Pacific hub for travel and cargo movements.

The liberalized environment that have been put in place in domestic air transportation served the country in good stead. In spite of the many fuel price increases, the airfares have remained within reach of most air travelers due to the mature market forces in the sub-sector...

... The P6.2-billion new Iloilo International Airport (IIA) located in Cabatuan-Sta. Barbara which will be operational commercially in April 2007, will attract more tourists both local and international.

The new airport was approved by the National Economic and Development Authority (NEDA) in March 2000 and was partly funded by the Japan Bank for International Cooperation (JBIC)...

Hotel-like hospital in Molo opens

Saviour International Hospital (SIH), a tertiary care hospital with the amenities of a modern hotel officially opened its doors to the public last Saturday, January 6, 2007.

The four story hospital is located in Brgy. Tap-oc, Molo district.

SIH chief executive officer Dr. Evangeline Johnson said the hospital initially has a 75-bed capacity. She boasted that it is equipped with state of the art medical equipment and facilities which are of international standards. Also, the hospital has the ambiance of a hotel with its well-furnished rooms and amenities.

Dr. Johnson said SIH aims to become the Kidney and Heart Center of Western Visayas. It has the following specialty programs: Renal Care Program, Heart Care Program, Medicare Cataract Program, Programa Para sa MASA, Diabetes Testing and Program, Cosmetic and Laser Surgery, Geriatric Care Program and Cancer-screening and Therapy.

SIH is also equipped with more than P40 million of modern apparatus and machines. It has two brand new ambulance vehicles which are loaded with US-standard life-saving and support devices. With the state of the art ambulance, Johnson said a patient immediately gets more than just first-aid treatment while on the way to the hospital.

SIH caters mainly to retired US military servicemen, overseas Filipino workers and their dependents but it is also open to ordinary individuals.

Its roster of medical specialists boasts of luminaries in their specific field, most of whom are trail-blazing in the practice of their expertise. The hospital director is Dr. Victoria Gendrala, MHA and the Chief of Clinic is Dr. Felix Ray Villa.

Comment:
very ideal setting for a first-class medical institution. I hope to visit the hospital when I get there. The last time I've seen it was two years ago, and was a Riverfront International Hospital then - closed pa ina. There was a very doubtful future kung ma-open gid man ina hambal nila. But now I'm happy to know nga at last nagbukas na gid man siya. It took the family for more than a year to settle things, and even change the name of the hospital from Riverfront to Saviour. More than anything else, it eludes my expectations considering Dr Johnson's vision of turning the institution into a highly-specialised medical center. Iloilo City will soon see better future in the field of medicine once all these visions will be realised.

Rako lang tana si Space ti arte.
La Metropoli Real means "The Royal Metropolis" - ano ayhan ang gina-mean sini ni @Space? Basi Royal siya in a sense that it was honoured by the Spain's Queen in the past which earned Iloilo a title "La Muy Leal y Noble Ciudad de Iloilo" or basi may iba man?
Pais De Dinagyang is "Dinagyang Country"
