My guess is..could be Panay Island Expressway with Toll Entrance like SLex in Northern Luzon. A highway that will connect Iloilo-Capiz-Aklan-Antique. Nami pa guid kontani kon matuman ang Iloilo-Guimaras Bridge para completo na guid! CHEERS! :)

“Iloilo City was selected as one of a small number of cities to become a ‘center of growth’ under the CDI because of its demonstrated economic potential. We applaud the commitment of Iloilo’s government to promoting good governance and attracting investment. It takes a strong partnership between the public and private sectors to work towards long-term and inclusive development,” Steele said............


The five-year project will include USAID’s technical assistance, feasibility studies and loan guarantees to stimulate investments and growth.:cheers:

industrial zone and logistic port along the shoreline of La paz and La puz

One thing more, the three cities choose by USAID, to be specific (Iloilo, CDO,

Batangas) have potential in heavy industry, the common of them, are that, they

have good sea port and have potential to expand and developed.

Watched TV Patrol Panay. Gina check gid gale ni Sen. Frank Drilon ang iya mga projects sa Iloilo personally. He went to Iloilo River Esplanade to check. Gin make sure nia gid guro sa contractor nga matapos on time kag dapat ma sunod ang plans...:cheers:

USS Chafee Departs Iloilo, Philippines

*ILOILO, Republic of the Philippines (Mar. 5, 2012) Guided-missile Destroyer USS Chafee (DDG 90) departed Iloilo on March 5 after a memorable port visit to support the US State Department program “America in 3D.” While in Iloilo, crewmembers participated in seven community service projects with local organizations, offering crewmembers a chance to engage with the local community.

*The events included two sports clinics, helping refurbish two Elementary School buildings, a 5k fun-run, and planting mangroves in the Iloilo River to help with a push for cleaning up the river. “I had a great time in Iloilo.* I really felt like my time and help while planting the mangrove saplings was helpful and meaningful to the city,” said Seaman Peter Davidson. “I was also really excited to be received so well by the people of the Philippines and would definitely love to return for another visit and to participate in further volunteering roles.”

*Sailors enjoyed their port visit to the fullest while learning about Ilonggo culture and language. The crew was grateful to have the opportunity for the port visit to Iloilo and help out in the community.* The USS Chafee is the first ship in many years to visit Iloilo. The crew could not say enough about the port visit and how friendly everyone was; the crew is thankful to have experienced so much in a very short amount of time. (From USS Chafee Public Affairs)

Drilon orders immediate
return of the Batiano River

ILOILO CITY – Senator Franklin M. Drilon ordered the immediate removal of fishponds constructed right in the middle of the Batiano River in Brgy. San Antonio, Oton and the return of the river to its 1913 original location.



Drilon led an ocular inspection of the area over the weekend and saw the actual condition of the river and some 10 hectares of fishponds reportedly owned by a Filipino Chinese businessman based in Iloilo City.



“The government has not approved any application for a foreshore lease agreement to anyone and I am sure there is no document legalizing these fishponds. I have checked with the concerned agencies and there is no record of allowing the proliferation of fishponds and dikes here in the river,” Drilon said.



The fishpond owner has diverted the river into a small canal outside his fishponds which flows out to the sea.



The Ilonggo senator maintained that the removal of illegal structures in the river that obstruct the river flow must be removed immediately as it cause frequent flooding in the area that also affects at least fiver river barangays in nearby Iloilo City and five in Oton.



Drilon assured that he see to it that the original river course will be restored as soon as the fishponds and high dikes are removed before the onset of the rainy season. Two houses also stood by the riverbanks and will be relocated as soon as possible.

‘It’s more fun in the barangay’ -– LnB-Iloilo

ILOILO CITY, March 6 (PNA) -– Barangay captains from 1721 villages in the province are expected to develop their tourism potentials in support to the Department of Tourism’s (DOT) initiative to promote the Philippines.

The strategies to strengthen the tourism industry in the barangay level will be discussed in the three-day provincial convention of the Liga ng mga Barangay (LnB) –Iloilo Chapter starting March 6.



LnB-Iloilo Chapter President Jeneda Salcedo-Orendain said the convention aims to gather ideas on how the barangays can be pro-active in this particular aspect of the economy.

It also serves as venue for the barangay leaders to exchange practices for better governance and to develop further camaraderie.

Special tour to aid Iloilo City tourism laws

ILOILO CITY, March 6 (PNA) –- The Iloilo City Tourism Council and the City Tourism Development Office will hold an actual city heritage tour for major players in the tourism industry and the city government on Thursday.

The tour is in connection with the proposed amendment of the Perimeter Boundary Ordinance (PBO) that seeks to regulate the entry of buses to the city jurisdiction.

City tourism officer Benito T. Jimena said the ordinance must be reviewed and amended to grant tourist buses a special permit to enter the city’s historical, cultural sites and attractions.

Jimena said the city was the showcase of Western Visayas and home of the world famous Dinagyang Festival. It is the regional capital as well as center for education, social and health services and tourism.

Thousands of domestic and foreign tourists come to the city every week and the Dinagyang Festival held last January drew in more than a million spectators and visitors.

The city tourism office has drawn up a monthly list of tourism activities from January to December starting from the Dinagyang, Chinese New Year in late January to Jaro Fiesta in early February, Paraw Regatta in middle of February, Holy Week in first week of April, May Flower Festival for the whole month of May, City Charter Anniversary celebration for the whole month of August, and other festivities until December.

Jimena said the present tourism needs of the city demanded an amendment to the existing PBO, or a new city ordinance be enacted to showcase the city as a Museum City or Heritage City in line with the tourism and investment program enshrined in the tagline “My City, My Pride” recommended by city mayor Jed Patrick Mabilog.

The city tourism officer said the city heritage tour was in aid of legislation and participants included the chairman and vice chairman of the city council’s committee on transportation and tourism, TMTRO chief, ICPO chief of police or designates, executive assistant Dominador Co of the city mayor’s office, representatives from the permits and license division and other offices an agencies and the media.

The free-of-charge city tour will start 2 p.m. from the Freedom Grandstand, to Plaza Libertad, Fort San Pedro, Port of Iloilo and Muelle Loney, Nicolas Loney monument, JM Basa, Plazoleta Gay, Arroyo fountain, provincial capitol, Bonifacio Drive, Forbes Bridge, La Paz public market, St. Clement’s church, Boat House, Pink House, Colonial Mansion, WVSU, INHS, WVSU Medical Center, Nelly’s Garden, Sanson-Montinola Antillan House, Colegio de San Jose, Jaen Montinola House, St Vincent Seminary, Deocampo's Barquillos, Casa Mariquit, Lizares Mansion;

US: Iloilo to become center of growth in Visayas

ILOILO City – The United States Agency for International Development (USAID) has committed to help this city reclaim its crown as “Queen City of the South” by unlocking the city’s growth potentials.

USAID Mission Director Gloria Steele said they wanted the city to be the “center of growth” not only in region but in the wider Visayas.

To achieve this, Steele said, they will be working closely with the city government to address the key “constraints” to economic growth and investment here.

These key areas that are subject for US’ technical and financial support include education, energy, environment, health and business.

All these development initiatives from the American government will run for about five years beginning this year, she said.

Iloilo City has been chosen as one of the cities in the country that will directly benefit from USAID’s Cities Development Initiatives (CDI).

Others beneficiaries are Cagayan de Oro City in Mindanao and Batangas City in Luzon.

CDI seeks to promote growth in urban centers by using a “cross-cutting” approach and strong private-public partnerships.

The memorandum of understanding between the two parties was signed on March 2.

The historic pact was executed by US Deputy Mission Chief Leslie Bassett, who signed in behalf of American Ambassador to the Philippines Harry Thomas Jr.; Steele for USAID; Mayor Jed Patrick Mabilog for the city government; and Sen. Franklin Drilon as witness.

The signing was part of the “America in 3D” – a road show of America’s “Diplomacy, Development, and Defense” which ended on Sunday.

The initiative was part of the US-Philippines Partnership for Growth (PFG) which was launched in November 2011 during the signing of Statement of Principles by Secretary Hillary Rodham Clinton and Department of Foreign Affairs Secretary Albert del Rosario./PN

Sabi pa nga nya gusto nya bumalik to really explore the place at dahil pwedeng magbus papuntang Boracay, he would pass by Boracay before going back to Manila.

That's why it is best for us to promote Iloilo and be tourism ambassadors in our own little ways. A lot of them haven't gone to or gone back to the provinces. Much of them still thinks that it is still rustic or rural in the countryside.

I also talked to a lot of people, taxi drivers or those who have migrated in Manila and haven't gone home to their provinces for more than a decade, to return or visit back to their places of origin and see the difference...and potential opportunities for them when they go back. :)

One thing more, the three cities choose by USAID, to be specific (Iloilo, CDO,

Batangas) have potential in heavy industry, the common of them, are that, they

have good sea port and have potential to expand and developed.

Yes! as I said before, I've rather like Iloilo to expand the port than to have an International Flight. And I think the DOTC and PPA really gets it. Good Job guys. A province will grow faster when have a international port than an international airport.
Just an example Kaohsiung City, Taiwan. 15 years ago, the local people there says the are ashame if they says they are from Kaohsiung because the place is a poor province, undeveloped, full of garbage and pollution. But since Taiwan put up their biggest port there the place dramatically change faster into a main City in the south. The equipments and developments grows rapidly. Some local people says it is even better than Taipei City and even featured as Mega City in national Geographic Channel.
Yes we also need an international airport for more tourist and local people travels easily, but we need to develop our province first, bring more equipments, materials and infrastructures first for them to come. We need our local groups to do the work first.

Business comes when more opportunity is there!:):):):):):)

US: Iloilo to become center of growth in Visayas

ILOILO City – The United States Agency for International Development (USAID) has committed to help this city reclaim its crown as “Queen City of the South” by unlocking the city’s growth potentials.

USAID Mission Director Gloria Steele said they wanted the city to be the “center of growth” not only in region but in the wider Visayas.

To achieve this, Steele said, they will be working closely with the city government to address the key “constraints” to economic growth and investment here.

These key areas that are subject for US’ technical and financial support include education, energy, environment, health and business.

All these development initiatives from the American government will run for about five years beginning this year, she said.

Iloilo City has been chosen as one of the cities in the country that will directly benefit from USAID’s Cities Development Initiatives (CDI).

Others beneficiaries are Cagayan de Oro City in Mindanao and Batangas City in Luzon.

CDI seeks to promote growth in urban centers by using a “cross-cutting” approach and strong private-public partnerships.

The memorandum of understanding between the two parties was signed on March 2.

The historic pact was executed by US Deputy Mission Chief Leslie Bassett, who signed in behalf of American Ambassador to the Philippines Harry Thomas Jr.; Steele for USAID; Mayor Jed Patrick Mabilog for the city government; and Sen. Franklin Drilon as witness.

The signing was part of the “America in 3D” – a road show of America’s “Diplomacy, Development, and Defense” which ended on Sunday.

The initiative was part of the US-Philippines Partnership for Growth (PFG) which was launched in November 2011 during the signing of Statement of Principles by Secretary Hillary Rodham Clinton and Department of Foreign Affairs Secretary Albert del Rosario./PN

I was hoping more of like what they have here in Global City (HP, MSI, Teradata, Accenture(lol Makati toh), HTC.....) and some big telecoms company like PLDT, SMART, GLOBE, Sun.... I think semicons should be placed more in Metro Towns... (Sta Barbara/Cabatuan areas are the perfect spot for this)... Pavia is more on food factory so most likely butang dah mebe Monde Nissin and such......

That's why it is best for us to promote Iloilo and be tourism ambassadors in our own little ways. A lot of them haven't gone to or gone back to the provinces. Much of them still thinks that it is still rustic or rural in the countryside.

I also talked to a lot of people, taxi drivers or those who have migrated in Manila and haven't gone home to their provinces for more than a decade, to return or visit back to their places of origin and see the difference...and potential opportunities for them when they go back. :)

i agree.. kulang lng gd sa pag promote kag daw mau na sbng kay daw isa sa mga gna prioritize nla sbng ang tourism ka iloilo.. nice job dot oic catalbas..

Facing the photo, ang rightside sang picture ginaamat-amat dira clean up kag wala na mga derelict nga barko. Several months ago nagbisita si Drilon dira kag may plan ang city government nga obrahun ina nga Lapuz District Plaza kag may promenade.

According to some sources, groundbreaking will either be March-June. No definite date. They are on pre selling now so we will expect it on the coming months.

It will be Iloilo City's 2nd High Rise Building after Injap Tower.

Can't wait to see our skyline by next year with these new buildings in Mandurriao

10 storey- Medicus Medical Center
12 storey-Richmonde Tower
11 Storey- Diversion 21 Hotel
21 Storey- Injap Tower
18 Storey- One Front Tower

not to mention the other Uhongs that will be launched this year...:)

Special tour to aid city tourism laws
The Iloilo City Tourism Council and the City Tourism Development Office will hold an actual city heritage tour for major players in the tourism industry and the city government on Thursday.
The tour is in connection with the proposed amendment of the Perimeter Boundary Ordinance (PBO) that seeks to regulate the entry of buses to the city jurisdiction.
City tourism officer Benito T. Jimena said the ordinance must be reviewed and amended to grant tourist buses a special permit to enter the city’s historical, cultural sites and attractions.
Jimena said the present tourism needs of the city demanded an amendment to the existing PBO, or a new city ordinance be enacted to showcase the city as a Museum City or Heritage City in line with the tourism and investment program enshrined in the tagline “My City, My Pride” recommended by city mayor Jed Patrick Mabilog.
The city tourism officer said the city heritage tour was in aid of legislation and participants included the chairman and vice chairman of the city council’s committee on transportation and tourism, TMTRO chief, ICPO chief of police or designates, executive assistant Dominador Co of the city mayor’s office, representatives from the permits and license division and other offices an agencies and the media.

With regards to IT..Sa subong may Ayala Techno Hub kag Plazuela De Iloilo man nga space for such companies and BPO.

ETA Air yesterday started its domestic routes flying to Catarman, Calbayog and Tacloban. The airline will soon offer Cebu to Bantayan, Masbate and Camiguin routes.

indi siguro CVG migs.. di daw sila kay almost 40-50% sang ila agents taga ilo2 and damu TL's nga taga ilo2 man.. kung ma put up daw sila center sa ilo2 basi kulangon ang ila agents for bacolod site.. Kung may ara lang isa ka callcenter nga makasulod sa ilo2 nga maka compete sa rate sang CVG im pretty sure nga amo man na japon matabo.. damo japon sa ila mga agents nga taga ilo2 ang masaylo...

Yes! as I said before, I've rather like Iloilo to expand the port than to have an International Flight. And I think the DOTC and PPA really gets it. Good Job guys. A province will grow faster when have a international port than an international airport.
Just an example Kaohsiung City, Taiwan. 15 years ago, the local people there says the are ashame if they says they are from Kaohsiung because the place is a poor province, undeveloped, full of garbage and pollution. But since Taiwan put up their biggest port there the place dramatically change faster into a main City in the south. The equipments and developments grows rapidly. Some local people says it is even better than Taipei City and even featured as Mega City in national Geographic Channel.
Yes we also need an international airport for more tourist and local people travels easily, but we need to develop our province first, bring more equipments, materials and infrastructures first for them to come. We need our local groups to do the work first.

Business comes when more opportunity is there:):):):):):)

please check your facts before you make comparison. Taiwan Kaohsiung airport has been existing since the 1960's. And when they perhaps say Kaohsiung is full of garbage and pollution it's because the traditional/heavy industries (dirtier/more polluted) firms are located there contrary to the north where hi tech manufacturing firms are located. And Kaohsiung can never be better or can never replace Taipei because Taipei is the capital and the financial center of Taiwan.

US: Iloilo to become center of growth in Visayas

ILOILO City – The United States Agency for International Development (USAID) has committed to help this city reclaim its crown as “Queen City of the South” by unlocking the city’s growth potentials.

USAID Mission Director Gloria Steele said they wanted the city to be the “center of growth” not only in region but in the wider Visayas.

To achieve this, Steele said, they will be working closely with the city government to address the key “constraints” to economic growth and investment here.

These key areas that are subject for US’ technical and financial support include education, energy, environment, health and business.

All these development initiatives from the American government will run for about five years beginning this year, she said.

Iloilo City has been chosen as one of the cities in the country that will directly benefit from USAID’s Cities Development Initiatives (CDI).

Others beneficiaries are Cagayan de Oro City in Mindanao and Batangas City in Luzon.

CDI seeks to promote growth in urban centers by using a “cross-cutting” approach and strong private-public partnerships.

The memorandum of understanding between the two parties was signed on March 2.

The historic pact was executed by US Deputy Mission Chief Leslie Bassett, who signed in behalf of American Ambassador to the Philippines Harry Thomas Jr.; Steele for USAID; Mayor Jed Patrick Mabilog for the city government; and Sen. Franklin Drilon as witness.

The signing was part of the “America in 3D” – a road show of America’s “Diplomacy, Development, and Defense” which ended on Sunday.

The initiative was part of the US-Philippines Partnership for Growth (PFG) which was launched in November 2011 during the signing of Statement of Principles by Secretary Hillary Rodham Clinton and Department of Foreign Affairs Secretary Albert del Rosario./PN

Hoping for an IT Park here as well or I hope that there would be an investor who would be willing to construct a business center outside Iloilo City and within MIGEDC.

I think this was taken in the 70's. There's a Mobil gas station near the back of YMCA that time. This looks like the area across the Uygongco flour mill.

please check your facts before you make comparison. Taiwan Kaohsiung airport has been existing since the 1960's. And when they perhaps say Kaohsiung is full of garbage and pollution it's because the traditional/heavy industries (dirtier/more polluted) firms are located there contrary to the north where hi tech manufacturing firms are located. And Kaohsiung can never be better or can never replace Taipei because Taipei is the capital and the financial center of Taiwan.

I didn't even know why they Taiwanese said that. I wonder how the place was called so dirty before because when I went there the place is so clean and organize. Even my American boss in the Philippines discourage me to work in Kaohsiung as he said the place was dirty and smelly. People suffers skin disease and the air is polluted. May be its because of lots of oil refinery and metal works there. But when I came there, its not the way I thought. The place is so organize and clean.

The local people says the place rapidly change a decade ago. The love river which is so dirty full of waste became a tourist attraction. They converted garbage landfields into parks with methane gas deposits converted into electricity. They are working 10 lines of mass transportation with 3 lanes already running. Maybe they just said that Kaohsiung is much better because Taipei City is too crowded already while Kaohsiung is newly developed, well planned urban area and still have plenty of area to develop. But obcourse, Taipei is still their capital City, but Kaohsiung's potential to be a better city is there.

The big port help them a lot to put up other business and industry in there with manufacturing companies also to established in and they develope their port. I think it is true, because Taiwan really lucks resources. They actually need to import raw materials to process it into finish products. It also helps a lot to improve their infrastructures with the new technologies that came there.

I think we should learn from other cities. We should have a good urban planning now for us not to suffer in the future. A well planned city makes it more faster to develop and will became a great place to live. We are not aiming to become better cities than the others right? we just want our province to be better place to live.

Mayor vows reforms to spur city’s socio-economic growth

MAYOR Jed Patrick Mabilog is pushing for policy reforms to spur the socio-economic growth of Iloilo City.

This is in response to Iloilo City having been chosen by U.S. Agency for International Development (USAID) as one the three pilot sites for the Cities Development Initiative (CDI) program.

“I would like to express the city government’s commitment to key policy and institutional changes in order to achieve a sustained and high level of inclusive socio-economic growth for Ilonggos,” Mabilog said.

CDI is a five-year program of harnessing the potential economic growth of non-Manila urban areas under the U.S.-Philippines Partnership for Growth signed in November 2011 during the visit of U.S. Secretary of State Hillary Clinton.

Gloria Steele, USAID Mission Director for the Philippines, has earlier said Iloilo City has been selected as it has a lot of potential for economic growth.

CDI works on the premise that economic growth and employment opportunities are parallel with urban development.

Steele explained that once the economic potentials of Iloilo City are harnessed, it will pave way for the eventual development of nearby areas in the same manner that Metro Manila has grown.


Path to development

CDI is designed to find solutions on constraints of economic growth and development through a partnership between USAID, the city government, the business sector, civil society, and the academe.

“It is the city government’s intention to mobilize resources to address the most serious constraints to economic growth and development in Iloilo City,” Mabilog said.

CDI will tackle issues including lack of stable electric power and water supply, poor health facilities, and improving the conduciveness of doing business.

“This partnership provides a new framework for deepening and strengthening the engagement of Ilonggos and Iloilo City with the U.S. government,” Mabilog added.

USAID and the city government of Iloilo signed a memorandum of understanding during the three-day road show of the U.S. Embassy known as “America in 3D” last March 2-4.

Aside from Iloilo, Batangas and Cagayan de Oro are also CDI pilot cities.

Maasin’s bamboo, abaca industry – model sustainable livelihood project

AN UPLAND community-based bamboo and abaca industry in Maasin, Iloilo has been hailed as a model for sustainable livelihood projects in environmentally critical areas.

The livelihood project of Katilingban sang Pumuluyo sa Watershed sang Maasin (KAPAWA-Maasin) is included in the “Guidebook on Environment and Natural Resources Enterprises Development and Management” of the Department of Environment and Natural Resources.

The handbook provides a step-by-step process in “establishing, managing and sustaining small enterprise that depends on forest products and at the same time conserving and protecting the upland.”

The DENR said the handbook highlights the link between economic activity and environmental protection and the capability of the People’s Organizations (POs) to become responsible forest stewards.

Known for its abundant bamboos and abaca, Maasin became the pilot area of the DENR upland project. The agency focused on bamboo mattresses and abaca hemp production of upland communities in the watershed area.

KAPAWA-Maasin has 1,253 members including 689 males and 564 females who underwent training in enterprise and capability enhancement.

The Fiber Industry Development Authority (FIDA) extended technical support in the production and classification of abaca fibers while the Department of Trade and Industry (DTI) provided market outlets and promotion for the products.

DENR-6 Regional Executive Director Julian D. Amador said the also project provided tools and machinery to KAPAWA-Maasin.

Presently, KAPAWA-Maasin has purchased a delivery truck using their income for easy transportation of their products to the market. An air drier is also being constructed for faster processing and drying of abaca fibers.

Maasin is one of the Community-based Forest Management Project (CBFMP) sites in the region practicing sustainable forest management through the guidance of the DENR.

THE PREMIER business organization in Iloilo will spearhead two activities focusing on major development issues.

Today, the Iloilo Business Club (IBC) will meet with the Department of Public Works and Highways (DPWH) to get updates on ongoing road projects which the business club pushed to promote growth in Metro Iloilo area.

Ma. Lea Victoria E. Lara, IBC executive director, said that aside from updates, the DPWH will also present its convergence program with the Department of Tourism (DOT) which aims to construct and improve road networks to key tourism destinations.

“They will also present their proposed road projects for 2013 so that we can sit together and discuss what projects we will again endorse to the national government,” Lara said.

Lara said the Research, Education and Institutional Development (REID) Foundation will also help in the meeting-cum-workshop at Sarabia Manor Hotel and Convention Center. The foundation helped in formulating the rules and guidelines of the DOT-DPWH convergence program at the national level.

Aside from the REID foundation, the Asia Foundation and United States Agency for International Development are also assisting IBC in the project.

The IBC and REID foundation are responsible for the realization of the P1.9-billion circumferential road or C1 project spanning Jaro and Arevalo districts in Iloilo City via Pavia and Oton towns.

The 14-kilometer road will be constructed in five phases and covers 8.28 kms in Iloilo City, 2.70 kms in Pavia and 3.20 kms in Oton.

Aside from reducing traffic from the old route from Jaro to Arevalo-Oton areas, the new road is seen to boost growth in the areas where it will traverse.

The IBC also pushed for the construction of the P217-million Metro Radial Road and the widening of the highway from Tabuc Suba, Jaro to Zarraga town.


International flights
Lara said the IBC will also participate in a meeting of key national government agencies on Friday relative to the proposed international flights at the Iloilo airport in Cabatuan-Sta. Barbara towns.

The meeting will be attended by, among others, officials from the DOT, Civil Aviation Authority of the Philippines, Department of Justice and Bureau of Immigration, Department of Health and Bureau of Customs.

Top provincial and city officials will also join the discussion.

Lara said the meeting will discuss the concerns that hamper the launching of international flights from Iloilo airport.

During a brainstorming session at the DOT regional office last February 8, it was learned that problems of lack of customs, immigration and quarantine services (CIQS) hamper the entry of international carriers to Iloilo.

Another concern is the exorbitant fees for CIQS personnel who will be deployed at the airport, on top of the lack of viable market for international flights.

The Iloilo airport also operates on a limited time period instead of a 24-hour operation needed to cater to international flights.

Lara said they want to know from the agency what the problems are then find solutions.

“We will meet and find solutions instead of dwelling on the problems. The airlines are ready to serve international flights but these fine points must be addressed first,” she added.

Iloilo City council holds session at the new city hall

ILOILO CITY, March 7 (PNA) – The Sangguniang Panglunsod on Wednesday holds its regular session at the imposing new city hall building now serving as its permanent home after transferring offices last week from the Iloilo terminal market building to the whole sixth floor of the new building.

City Vice Mayor Jose Espinosa III said that each city councilor is given a spacious room for their staff and visitors complete with new furniture such as cabinets, chairs and tables including a big executive table for each city councilor.

The spacious SP session hall is complete with new tables and chairs including observers and the media people covering the sessions every Wednesday afternoon.

Espinosa said they can now concentrate on their legislative work inspired by new and clean spacious surroundings with new furniture and space-planned offices.

The vice mayor said the new city hall building is a pride of city residents in having a presentable and world-class building of the people and for the people. (PNA)

Lara said the IBC will also participate in a meeting of key national government agencies on Friday relative to the proposed international flights at the Iloilo airport in Cabatuan-Sta. Barbara towns.

The meeting will be attended by, among others, officials from the DOT, Civil Aviation Authority of the Philippines, Department of Justice and Bureau of Immigration, Department of Health and Bureau of Customs.

Top provincial and city officials will also join the discussion.

Lara said the meeting will discuss the concerns that hamper the launching of international flights from Iloilo airport.

During a brainstorming session at the DOT regional office last February 8, it was learned that problems of lack of customs, immigration and quarantine services (CIQS) hamper the entry of international carriers to Iloilo.

Another concern is the exorbitant fees for CIQS personnel who will be deployed at the airport, on top of the lack of viable market for international flights.

The Iloilo airport also operates on a limited time period instead of a 24-hour operation needed to cater to international flights.

Lara said they want to know from the agency what the problems are then find solutions.

“We will meet and find solutions instead of dwelling on the problems. The airlines are ready to serve international flights but these fine points must be addressed first,” she added.

City gets P14 million for health facilities

ILOILO City – The city government has received P13.6 million worth of projects from the Department of Health – Center for Heath Development Western Visayas (DOH-CHD WV) for the improvement of some health facilities in various villages here.

Mayor Jed Patrick Mabilog said the fund is part of the P71.4-million allocation approved by the Department of Budget and Management (DBM) for the 2011 Health Facilities Enhancement Program of the DOH-CHD WV for both infrastructure and equipment components.

he Sub-Allotment Release Order from DBM has already been received by the regional DOH.

Mabilog said Cong. Jerry Treñas has helped make possible the funds for the improvement of nine health facilities here.

“We want to bring these health stations closer to the people in the community,” the mayor said.

The health facilities that are up for construction, repair, renovation or expansion are:

* Baldoza Birthing Clinic in La Paz district

* Arevalo Rural Health Unit

Iloilo: Appreciating the past to prepare for the future

The past is still very much present in progressive Iloilo. Old
buildings have been converted into banks, restaurants or
schools (although century-old structures like the University of San Agustin from 1906 and the Colegio del Sagrado Corazon de Jesus from 1917 operate intact).

Furnishings take on antique accoutrements: the handles of coal-burning irons attached to cabinet doors, the pedal of a sewing machine as the base of a table, old railroad tracks and carriage wheels converted into a bench.


The Nelly Gardens in downtown Iloilo continue to be a popular party venue. Its Beaux Art style combines Gothic and Art Deco influences.

Well-represented is the traditional stone house (or “balay nga bato” as the Ilonggos say) as well as its fancier hybrid of “architectura mestiza.” The latter consists of Gothic revival and baroque churches, American colonial public buildings and Art Deco structures amidst malls and homegrown food establishments like the ubiquitous Mang Inasal.

You’ve even got the Casa Mariquit in Jaro, ancestral house of Mariquit Javellana Lopez (wife of former Vice-President Fernando Lopez), which by reputation is haunted and yet inhabited. While we tourists gawk at the imposing wood-and-stone structure, the inhabitants rush about on benign busywork. That’s the beauty of the Ilonggo lifestyle; they’re quite comfortable with their ghosts.

Museum and streetscape

Upon the invitation of the Iloilo Economic Development Foundation (ILED), we went to Iloilo last weekend where we were billeted at the newly-renovated Hotel del Rio (the oldest hotel in the city, built in 1965 by Manuel Loring, grandson of the former mayor of Iloilo City during the Spanish-American transition), Sarabia Manor Hotel and Convention Center, and The Grand Dame Hotel designed by architect Gerry L. Contreras.

Midpoint between the hotels is the Museo Iloilo built by Ilonggo architect Sergio Penasales, with a bas relief by Ilonggo artist Tim Jumayao. (Entrance fee is P5 for children, P15 for adults. It stays open Monday to Saturday from 9 a.m.-5 p.m.)
Designs etched on stone at the entrance were donated by the family of Eugenio M. Jamerlan, local historian and member of the Heritage Council of Iloilo, who would prove an invaluable fount of information during our tour.

The permanent collection dates from the pre-colonial period (pottery and weaponry) and Spanish-era (textiles, an issue of the La Independencia, a cadaverous rebulto of Christ and a 17th-century carving of a suffering Christ by a local Panay carver) to WWII (Mickey Mouse money and a bombshell, among others).

The revolving exhibit usually features local artists. More will be added later this year, as the museum is scheduled for renovation. There are 750 small museums in the city -- managed by maritime schools, universities, churches -- and a project for the future is to create a tour linking all.

After the museum, one has several options for heritage hunting. Along Iznart Street and J.M. Basa (formerly Calle Real), buildings may date as early as 1910, designed by architect-engineers educated at the University of Rome and the University of Philadelphia. Some are commercially viable, others unkempt and merely used as storage. The old homestead of Serafin Villanueva now houses RCBC but has kept its 1920s look. Of the old theaters, the Cine Aguila is gone, and the existing Regent features bomba films.

At the Plaza Libertad, the defunct PNB building, the first bank in Iloilo built in 1916, still stands. What used to be the old Mirasol residence is now a branch of local restaurant Afrique’s. And on Rizal St., what used to be the Celso Ledesma town house designed by architect-engineer Mariano Salas is still intact and in use. And so it goes, depending on who owned the original structure and their views on heritage preservation.

Houses of repute

If one leaves the museum and moves along M.H. del Pilar St. down to San Pedro St., past Molo Church or Santa Ana Church (the oldest church in the city built in the neo-Gothic style in 1831, famous for its collection of all-female saints that gave succor to female weavers of the old Chinese district) and bypassing Panaderia de Molo which is even older than the church (incidentally, the eggwhites used to fortify wet cement used by church masons came from the panaderia, which used the egg yolks to make barquillos), one reaches Avanceña St.
Here, Avanceña House (formally the Camiña balay nga bato, home of Gerard and Luth Camiña) is the best example of an Iloilo-style bahay na bato. It was built in 1865 by Padre Anselmo Avanceña with hardwood brought in by carabao from the mountains (it took four-and-a-half years to complete, now all that wooden flooring takes P1,500 to wax).

The good padre is best known as someone who contracted cholera while aiding the sick and burying the dead during the cholera epidemic. He is also brother to Fernando Avanceña, and uncle to Ramon Avanceña, who was the legal adviser of the Philippine revolutionary government and would later be named Chief Justice -- the house still has his writing desk. Mr. Camiña would tell you, however, that he would rather memorize everything than risk sensitive information.

Meanwhile, on the opposite end of the city on the way to Jaro and its cathedral, Sta. Isabel de Ungria Cathedral circa 1874 (incidentally, the saints here are all male), is Nelly Gardens, the Beaux Art mansion built by Don Vicente Lopez (with the help of Engr. Salas) for his wife Elena Hofileña, on what is now E. Lopez St.

It’s built on two hectares of riceland that was sold for a mere P1 per square meter, and it’s a unique combination of European-influenced architecture, using local tindalo wood in a rare shade of red for the floors and narra for the walls, floral murals from the House of Puyat instead of wallpaper, and a dining room that whispers southern gentility.

The mansion is a remnant of another time, when duennas would stay on the balconies and gossip about the party-goers dancing below, and children would be circumspect in the background until their official debut into society. The mansion would have been destroyed along with other homesteads burned during WWII to keep the Japanese army out, on orders from guerilla leader Gen. Macario Peralta, but overzealous looting and the timely arrival of the occupying forces prevented it.

To this day, Elena Lopez Jison-Golez, granddaughter of Don Vicente and current resident of this “living museum,” ironically states that “The Japanese saved this house.”

You’ll find a portrait of the young Elena done by Fernando Amorsolo at the parlor, also with its own ironic tale -- they were bought for P200 from the then unknown painter in Quiapo, who offered another painting up for sale that her mother refused. The painting is now the most sought-after Amorsolo, “The Burning of Manila.”
It is these stories that give character to Iloilo city and its inhabitants and that flesh out impressions for the visitor.

These stories also remind Ilonggos of their ties to the place, and why keeping heritage structures alive is just as important as building upon that thriving commercial and entertainment district they call Smallville, or the latest SM mall on what were salt beds once upon a time.

“We’re thinking of making local heritage part of the curriculum from grade school to university... we want this program to interpret local history and make it more relevant, because otherwise people would be familiar with national history but won’t even appreciate what’s around them,” Mr. Jamerlan said.

“We have to involve the community... especially the old citizens who are the caretakers of memory. They have to understand that heritage is for everyone, not just the upper 10%; everyone is a participant,” he added.

I didn't even know why they Taiwanese said that. I wonder how the place was called so dirty before because when I went there the place is so clean and organize. Even my American boss in the Philippines discourage me to work in Kaohsiung as he said the place was dirty and smelly. People suffers skin disease and the air is polluted. May be its because of lots of oil refinery and metal works there. But when I came there, its not the way I thought. The place is so organize and clean.

The local people says the place rapidly change a decade ago. The love river which is so dirty full of waste became a tourist attraction. They converted garbage landfields into parks with methane gas deposits converted into electricity. They are working 10 lines of mass transportation with 3 lanes already running. Maybe they just said that Kaohsiung is much better because Taipei City is too crowded already while Kaohsiung is newly developed, well planned urban area and still have plenty of area to develop. But obcourse, Taipei is still their capital City, but Kaohsiung's potential to be a better city is there.

The big port help them a lot to put up other business and industry in there with manufacturing companies also to established in and they develope their port. I think it is true, because Taiwan really lucks resources. They actually need to import raw materials to process it into finish products. It also helps a lot to improve their infrastructures with the new technologies that came there.

I think we should learn from other cities. We should have a good urban planning now for us not to suffer in the future. A well planned city makes it more faster to develop and will became a great place to live. We are not aiming to become better cities than the others right? we just want our province to be better place to live.

Maybe your american boss is an ignoramus. Tell him next time to visit Kaohsiung and ask him if what he said is still true.

As to you well i am just advising you to check your facts before you write something here especially about other places or countries. Not because the local says it is dirty, poor, etc...then it's already true. who knows maybe they're just too humble or maybe they just have higher standards, etc... And you've been there already and have seen that it's not true the more that you shouldn't have been writing it here. Yes, i agree that Kaohsiung is quite polluted AS A COMPARISON TO OTHER CITIES IN TAIWAN, for the reason i have already written here and that i know you're also aware that Taiwan traditional industries are located there, oil refineries, metal, and all those dirtier firms etc...etc...but it is changing now due to better management of their officials.

Kaohsiung have changed into a better place and i agree that the Love river we can learn a lot from it. It stinks before not until the new party DPP came into power there then everything changed. They transformed the river into one of the tourist spots in Kaohsiung. They also constructed a world stadium that hosted world events and put Kaohsiung into the world map. We in Iloilo can learn a lot from them. That stadium is solar powered, i don't know if it's first in the world or not.

Iloilo Business Park

The Iloilo Business Park will adopt a concept of a mixed use master-planned community in a 54.50 hectare property in the old airport of Iloilo City. It will have BPO offices, hotels, a convention center, commercial and retail centers, skills training center, recreational facilities and a transportation hub, all at the heart of the new growth center in the Visayas.

Iloilo Business Park Project Overview
- 54.5 hectares total land area, the largest IT park yet of publicly-listed Megaworld Corporation
- P18B investment by Megaworld over the next 10 years
- P2.5 billion initial investment over the next two years to develop the road network
- Expected to create 24,000 BPO seats, 200,000 square meters of commercial space, and around 35,000 jobs.
- A six-lane highway will serve as the main artery running through the entire length of the property
- Philippine Economic Zone Authority certified (IT) park in January 2010. BPO locators will be entitled to income tax holidays, duty-free importation of office equipment and repatriation of earnings, among others.


Richmonde Hotel Iloilo and Richmonde Tower
- 12-storey building
- Hotel component will host 90 guest rooms, which will cater to businessmen and tourists
- Seventh level amenities deck features play amenities such as a lap pool, children’s pool and fitness center, while the business center on the same level will include meeting rooms and a conference room.
- Richmonde Tower will occupy the second to sixth floors of the hotel, offering more than 9,000 square meters of prime office space for BPO locators.
- Projected completion in the last quarter of 2012

Festive Walk
- Two kilometers total length, which will be the longest shopping and dining strip in the Philippines
- Initial 200 meter section of the Festival Walk will be opened alongside Richmonde Hotel Iloilo and Richmonde Tower

Le Grand Richmonde Hotel
- High-end Hotel counterpart of Richmonde Hotel Iloilo with convention facilities
- Construction to begin after the completion of Richmonde Hotel Iloilo

Two Addt’l BPO Towers
- Five storey twin towers
- Construction to begin after the completion of Richmonde Hotel Iloilo and Richmonde Tower
