Ari na ako nag balik para i present ang akon master plan for the province of ILOILO.Basi masiling kamo puro lang ako hinambog kag politika.I will just make a summary picture of my plan. Here is it:

The plan is for ILOILO to utilize its fertile vast agicultural lands into crops which are neccesary in the production of ethanol and additives which will produce BIO DIESEL ,BIOGAS.What are these crops?Examples are cassava, kamote, sugarcane. These can be processed into gasoline and diesel additive for autos and all kinds of vehicles.Eventually even as additive for aviation gas.THIS TECHNOLOGY IS ALREADY IN THE NEWS,THE USAGE IS REQUIRED BY LAW,all we have to do is coordinate with government agencies in charge.

Health care business and retirement villages.

We have good and effecient hospitals in iloilo, why dont we expand these expertise into bigger business concept directed to expanded healthcare services and retirement villages. The national goverment is now very aggresive in this area.We only have to coordinate with these concerned agencies. This undertaking is now in the news.

Education of Ilonggos in IT related businesses

We should work on the target of having one computer in every ilonggo house. That way all of us are connected directly to the outside world. This is one way of educating our people.Using the computer for whatever purpose it may serve.

Development of Amusement parks and the like.

Resorts,amusement parks,theme parks,zoo,botanical gardens,forest parks,Horticulture related activities and businesses must be encourage.

These undertakings must be pushed vigorously in our province.TOURISM in ILOILO would benefit from this undertakings.

All the above is my draft activity plan for ILOILO.With proper programs and implementation we will never go wrong.Of course funding is also neccesary.
This plan will just support the present developments in iloilo. We can make use of idle lands for this purpose. As i observed there are ongoing infrastructure developments now in Iloilo. This draft plan of mine will just go hand in hand with the ongoing developments .

I have my own informal development plan folder containing the details of the above personal ideas. This folder is a compilation of ideas for 8 years or so starting in 1993 when i was exposed to the CEBOOM PHENOMENOM.My awareness of the development in Cebu encouraged me to draft a personal development plan for ILOILO.Now some ideas are in the news. That is why i am sharing this for whats its worth.

In the USA,they have NEW YORK,and OKLAHOMA or LOS ANGELES and MINNESOTA.In the Visayas we will have Cebu and ILOILO.

I do hope that this small piece of directional concept can be appreciated or perhaps be of help. For some this might be mediocre or pragmatic but it really doesnt matter, because i believe this idea will blend well with existing provincial developments.

MABUHI KA ILOILO!!!

Featuring Dagoy

Dagoy is towering six feet and nine inches tall, three-dimensional mascot that has evolved from just a mere icon. His birth is a product of imagination and desire, not just by a single person but also of people who are working diligently to make the Dinagyang festival a part of everyone's day-to-day life.

Iloilo Dinagyang Foundation Inc. (IDFI) Executive Director Ben Jimena related that the mascot now is the once caricature used by the marketing group headed by Francis de la Cruz as a promo material. This happened in 2002, the first time time the festival was handled by the foundation.

Chris Bayani, an artist from Manila, drawing inspiration from his adopted daughter, delicately prepared a sketch of the icon that was later made as the official logo of the festival. His faces then were seen on posters, T-shirts and streamers everywhere. Years later, the foundation tapped the expertise of the San Pablo Sineng Laya Corporation based in Las Piñas, Manila to prepare a life-size mascot of "Dagoy". Dagoy's first public appearance was on December 11,2004 at the The Fort in Taguig during the official launching of the festival in Manila. He made his presence felt in Iloilo City during Pamukaw on December 18,2004.

http://i40.photobucket.com/albums/e248/lewdsaint/dgdagoy2.gif

He has also attended the opening of the Dinagyang exhibits at SM City Iloilo on January 10, 2005, his first public appearance for that year. Jimena stressed though that aside from the Dinagyang-related activities, he is also expected to attend various special occasions of the city to make the public more aware of the festival. "Wherever Dagoy goes, people will be reminded of the Dinagyang festival", Jimena stressed. "Once Dagoy shakes your hand, it simply means that you are welcome in Iloilo". Jimena described Dagoy as a friendly Aeta kid. He's a loveable child and very attractive to other children.

Dagoy wears a fiber glass head dress bearing the picture of Santo Niño. The
dominant colors are black and gold. He also has a camel-colored bahag, the
typical attire of Aetas. He is holding a drum made of fiber glass bearing the
logo of Iloilo City government printed at the center. His hands and feet are
adorned with multi-colored bracelets similar to the one being worn by ati-ati
warriors. He is expected to have a change in outfit every year, though Jimena said that they are going to copy the costume of the tribe that will be declared as best in costume every Dinagyang contest.

Just like any other kid Dagoy was christened on January 14, 2005, a symbol of welcoming him to the Christian world, on the day of opening salvo at the San Jose Parish church in Plaza Libertad, Iloilo City. From there he will be placed side by side with the Santo Niño de Cebu in an open van and they are going to tour the city, following the route of parade.

In the coming years, expect more innovations to come, according to Jimena. He said their group never gets tired thinking of what is best for the festival. And the birth of Dagoy after 36 long years is just but one of these innovations they have made.

Update about the old Iloilo Airport

24 - DOF to finalize terms of reference for auction of old
Wednesday, January 24 2007 @ 05:52 PM GMT

The Department of Finance (DOF)committee tasked to look into the privatization of the Iloilo airport in Mandurriao district will meet here next month to finalize the terms of reference for the proposed auction of the said government property.

DOF Undersecretary John Sevilla informed Iloilo City Mayor Jerry P. Treñas about the meeting over the phone Wednesday. The agreed terms of reference will serve as basis for the pre-bid conference, the schedule of which will be decided later.

Mayor Treñas was already furnished a copy of the document and has endorsed the copy to the City Legal Office for further studies.

The proposed auction of the airport is in preparation for the opening of the new Iloilo Airport with international standards situated at the Sta. Barbara-Cabatuan area.

Earlier, the committee pegged the floor price for the proposed auction at P900 million which might even run up to P1 billion. This means that each hectare was priced at P18, 000 or P1,800 for every square meter. The old airport has an area of 54 hectares.

At present, there are five developers that signified their interest to join the bidding. These are the Ayala, Rockwell, Filinvest, SM Prime and Robinson Land. (PNA)

Rockwell has joined the bandwagon, cool ... the price they'd set is too cheap, IMO. P18, 000 per hectare hmm....

P3-B earmarked for Iloilo irrigation

Iloilo City (24 January) -- Agriculture Secretary Arthur Yap said government has earmarked a historic high of P3 billion for irrigation projects covering about 98.000 hectares of croplands to increase farm yields and boost agricultural growth for about four to five percent.

He also said that with such amount the national Irrigation Administration (NIA) will be able to repair and rehabilitate irrigation facilities serving almost a hundred thousand hectares this year.

He added the P3-billion rehabilitation work is by far the biggest reform program for Philippine irrigation undertaken in the last 30 years.

The Department of Agriculture is also increasing public spending on seed technology and on infrastructure like irrigation systems and post-harvest facilities this year.

Yap said the government is pouring more money into the farm sector in 2007, where its sights are trained on making Philippine agriculture pull away in 2008.

This is based on what he said as a flood of agri-business investments from China that would cover1.2 million hectares in the next 12 to 18 months.

Yap said the P3-billion allocation for irrigation this year is anchored on the approval of the proposed 2007 General Appropriations Act, which includes a DA outlay that is roughly P5 billion more than its allotment last year. (PIA 6[top])

1.2 M visitors expected to grace Dinagyang Festival

By Lydia C. Pendon

Some 1.2 million visitors including Ilonggo balikbayans are expected to grace the highlights of Dinagyang Festival slated this weekend. Most of the visitors are also hoping to stay over for the grandest religious fiesta in the country, the Jaro Agro-Industrial and Charity Fair in Jaro district on February 2 and the Chinese New Year Festival on February 18.
Iloilo City Mayor Jerry P. Trenas said he was besieged with inquiries from abroad regarding hotel accommodations and homestay program from several Filipino communities in the United States who claimed they have seen Dinagyang Festival being played up in the internet and televisions.
Iloilo City is also hosting a Donors Forum on January 25-26 to be participated by several foreign funding organizations and countries. Among these are the USAID, AusAid, JICA, CIDA, GTZ, UNDP, ADB, European Commission, France, Germany, Japan, New Zealand, USA, Canada, leagues of provinces, cities, municipalities and ULAP, and government agencies such as DILG, DOF, BLGF, DBM and NEDA. More than 200 delegates and their staff are coming over for the forum and to see the world famous Dinagyang.
Several nongovernment organizations and government agencies are also holding seminars and conferences here to avail of the festivities after their seminars.

This year’s highlights include nine Kasadyahan tribes to perform on Saturday, January 27 and 20 ati-atihan tribes to perform on Sunday, January 28. Both competitions are expected to generate the crowd as Dinagyang is considered as the best tourism event of the country by the Association of Tourism Officers of the Philippines.

Treñas: Advocating progress for Metro Iloilo and Guimaras

True to its tag as “The Next Big Thing,” Iloilo City has now emerged as among the cities with an energized economy and populace.
With Mayor Jerry P. Treñas at the helm of local leadership, the City Government managed to sustain the drive for the protection of the environment, achieved a more efficient delivery of basic services, realized the maintenance of a stable and secure peace and order situation and has a renewed tourism campaign.
The efforts have now been replicated and strengthened in nearby Iloilo towns and the Province of Guimaras in a local governance partnership and linkage brought by the Metro Iloilo Guimaras Economic Development Council (MIGEDC).
Treñas chairs the MIGEDC with Guimaras Governor JC Rahman Nava as co-chair. Other member Local Government Units (LGUs) are Iloilo towns of Leganes, Pavia, San Miguel, Sta. Barbara in the Second District and Oton in the First District.
Under Treñas, the council has undoubtedly emerged into a unified and energized group comprised of local leaders with one shared vision of much-needed change and much-needed progress for the much-needed development.
Change, progress and development that will bring Iloilo City, the metro towns involved and the Province of Guimaras closer to the change progress and development aimed by the Western Visayas region in particular and the nation in general.
MIGEDC has championed the cause of improved and effective Official Development Assistance (ODA). A contributing lifeblood to the developing and struggling economies of LGUs, the ODA when better-used and best-managed spells the big difference with respect to capacity-building. P900-M BID FLOOR PRICE

5 bidders eye old
Iloilo airport area

-SM Prime Holdings, Robinsons Land, Ayala Prime Holdings are among the interested investors.

By Lydia C. Pendon

The Department of Transportation and Communications (DOTC) is set to conduct a pre-bid conference for prospective bidders of the old Mandurriao airport land area in Iloilo City by early February 2007.
This was announced by Iloilo City Mayor Jerry P. Trenas yesterday after receiving a communication from Assistant Secretary John Sevilla of the Air Transportation Office (ATO) to conduct the pre-bid conference in Iloilo City.
A total of five big time bidders are expected to come to Iloilo to see the area and among those interested are representatives of Ayala Prime Holdings, Rockwell, Fil-Invest, SM Prime Holdings and Robinsons Land. Of the five bidders, it was Ayala which showed early interest in developing the area.
Trenas said that he was informed that the more than 53 hectares of land comprising the Iloilo airport in Mandurriao district will have a bid floor price of P900 million or starting with P1,800 per square meter.
The national government is building a new airport of international standards at the boundary of Sta Barbara and Cabatuan towns in central Iloilo. Construction of the new airport costing more than P6 billion is expected to be completed by April 12, 2007 and test flights and testing of modern equipment will immediately follow.
Trenas said the national government is eyeing to build a new commercial center in the old airport area in a move to decongest the downtown city proper.
The center will have a complete IT park, offices and factories for light industries, commercial establishments such as banks, restaurants, hotels, shopping malls and other amenities in a contained area.
Trenas said that with this new development, the city is expected to grow and develop its facilities as a highly competitive city in the Visayas.

Rockwell has joined the bandwagon, cool ... the price they'd set is too cheap, IMO. P18, 000 per hectare hmm....

Hmm anothere typo again from our local papers.. since 1 Ha is 10,000 sq.m that would simply means that per Has is (1800.00 * 10000 = 18,000,000.00 or 18M per Ha * 54 = P972,000,000.00 or 972M or 18m less to a Billion... so its actually 18M per Ha.

Btw its good to know that the Lopezes are having a comeback to their hometown thru Rockwell! The more the merrier!

Hala Bira! Dinagyang na!

My Dinagyang plan won't push thru due to high volume of calls in our site my VL is declined! Waaaaaaaaaa! :ohno: :ohno: :ohno:

All systems go for Dinagyang 2007

It's all systems go for this year's Dinagyang Festival.

Iloilo Dinagyang Foundation Inc. (IDFI) Executive Director Ben Jimena said financial contributions for the festivities keep on coming.

He said the foundation has collected and on the process of collecting the P10 million pledges.

Jimena said there is no cause to worry even if they are still waiting for some contributions. The contributions will come before the final celebration. Of the P10 million pledges, they have already collected the P3 million from the city government and the P520,000 from the United Nations Development Program.

"We are 99.9 percent ready," he declared.

Earlier, the foundation was rocked because of the financial constraint they are facing with the decreased of the financial contribution of Smart Telecoms. Last year, Smart donated P8 million to the foundation for the Dinagyang celebration.

The other pledges include P2 million from Globe; P2 million Smart; P1 million from Department of Tourism regional office; P500,000 from Representative Raul Gonzalez Jr.; P300,000 - Petron; P100,000 - PLDT/E-Ventus; P50,000 from Vitarich and P500,000 from the joint pledges of Pepsi, Coke, San Miguel Corporation and Asia Brewery.

He said the entire celebration needs P11 million budget and the pledges and contributions only amounted to P10 million. They will get the remaining P1 million from the sales of tickets in different judging areas, rentals of kiosks and donations from smaller corporations.

Moreover, Jimena said the city government through Mayor Jerry Treñas and with the approval of the Sangguniang Panlungsod has contributed another additional financial assistance to 15 competing tribes in the ati competition. Of the 20 competing tribes, only 15 tribes were given additional financial support.

Jimena said 13 competing tribes received P20,000 additional financial assistance and two tribes received P10,000 each. He did not specify which tribe received such amount. They received a total financial assistance of P220,000. The school-based competing tribes only received P100,000 financial assistance.

The executive director said they have no more problems with the different committees involved in the celebration. "We want to believe that we don't have problems anymore, " said Jimena.

IDFI executive director Ben Jimena said they expect to generate P1 million from other small donor-companies and ticket sales.

Cited for its “social artistry”, Dinagyang is the first festival worldwide to be supported by the United Nations.

The UN sees Dinagyang as an effective tool to promote its millennium goal of alleviating poverty.

With the UN citation, Dinagyang has achieved wider international recognition.

Mandurriao airport bid price: P1 billion
By Jeehan V. Fernandez

ILOILO City Mayor Jerry Treñas said the opening bid for the 55-hectare airport lot in Mandurriao district is P1billion.

Treñas said the airport site will have an initial floor price of P1,800 per square meter or P18,000 per hectare, adding that Department of Finance (DOF) Undersecretary John Phillip Sevilla will arrive in Iloilo City February to preside over the pre-bidding conference.

“We will discuss the final terms of reference for the auction of the airport. The City Legal Office has started checking the documents and legal implications (of the transactions) to the city government.”

He said five real estate giants – SM Prime Holdings, Robinsons Land Corp., Ayala Land, Rockwell and Filinvest – have signified their interest to join the bidding.

A previous assessment by consulting firm CB Richard Ellis tagged the airport at P900 million.

Treñas said it is the DOF that will determine the average of all price assessments before deciding on the bidding schedule which is expected to be finished before the new airport in Sta. Barbara-Cabatuan area opens in April.

Treñas is optimistic that the privatization of the old airport will benefit the city in the form of real property taxes (RPT) and employment opportunities for residents.

“The city government will have no direct share from the airport sale. Our benefits will be gained from real property taxes and jobs that will be created from the development of the airport site by private investors.”

The airport property is managed by the Air Transportation Office (ATO), thus, exempted from paying RPT. But it will become taxable the moment it is sold to private investors.

DOTC WANTS ILOILO PORT PRIVATIZED
By Jeehan V. Fernandez

THERE is no stopping the privatization of the operations of the Iloilo River Wharf (IRW), commonly known as the Muelle Loney port.

Mayor Jerry Treñas said local business leaders were informed of the proposed privatization to be initiated by the Department of Transportation and Communications (DOTC).

Treñas said DOTC secretary Leandro Mendoza and business groups recently met here to discuss the proposal.

He said “The businessmen were asked to submit their position papers after they were made to understand the situation…”

Last year, seven business groups in the city urged the Philippine Ports Authority (PPA) August to continue operating the IRW instead of returning it to private management.

These groups were represented by their respective presidents – Felipe Uygongco of Filipino Chinese Chamber of Commerce of Iloilo, Inc. (FCCCI-Iloilo); Cesar Ting of Iloilo Shipping Operators and Allied Service, Inc.; Henry Chusuey of Federation of Filipino Chinese Chamber of Commerce of Panay, Inc. (FCCC-Panay); Fanny Uy of Iloilo Multi-Sectoral Business Association; Angel de Leon of Chamber of Commerce and Industry of Iloilo, Inc.; Valerie Maravilla of Ilonggo Producers’ Association; and Atonio S. Jon of Iloilo Business Club, Inc. (IBC).

The Ilonggo businessmen and ship-owners and operators also sent a letter dated August 28, 2006 to Mendoza requesting the PPA to continue managing the port operations.

The business community came up with the position paper last year in reaction to reports on efforts by some politicians to return the IRW management to the Espinosa clan.

The business community highlighted the favorable business atmosphere brought about by a PPA-controlled IRW.

Businessmen feared that old problems will return at the port if its operations are given to a single family.

“For the last two years that the PPA has been operating the Iloilo port, the climate has become more business-friendly and professionalized. Port policies became transparent and service charges were more consistent and predictable,” the businessmen stressed.

Likewise, the business community attributed the development at the IRW to the presence of a police force in the area to secure shippers from criminalities, particularly extortion rackets.

“Law and order prevailed and doing business became smooth and efficient. The cost of doing business in Iloilo drastically went down,” the traders pointed out.

They added the PPA-run IRW has also been attracting prospective shippers.

“More vessels came to dock at the Iloilo port and many businessmen from other areas started to invest because the port has become a plus factor in doing business here.”

Business leaders asserted that a government-supervised port system should be retained as it creates a “smooth-sailing” trade in Iloilo.

“We thought that this was the kind of operation that ought to characterize the government’s commitment to efficiency and good governance – and the kudos for running such an exemplary service really goes to the concerned administration,” they told Mendoza.

However, key business leaders “were surprised that while PPA is doing so well”, there is a move to privatize the management therein.

“Sadly, this is a matter of ‘trying to fix something that isn’t broken’. We believe this does not give (PPA-DOTC) the credit it deserves for the job that has been well-done these past years.”

LOOKING BACK
The oldest golf course

By Ambeth Ocampo

ON a flight to Iloilo province recently, I was surprised to find former President Fidel V. Ramos in the economy section with me. Everyone wondered why Ramos was not upgraded to the business class section, which was half-full. Surely, he was more of a VIP or “VVIP” than the members of the fact-finding mission investigating the police siege of the Iloilo Capitol.

Ramos did not seem to mind. He carried his own bag, unlike the trying-hard VIPs with aides in dark glasses carrying their things. Ramos did not travel with security. He clowned around, and gamely posed for souvenir pictures. Passengers who saw him on a crummy aisle seat, two rows from the toilets, saw a man who was sure of himself, someone who by example demonstrated what true VIPs are like.

The sight of Citizen Ramos that day also showed me what it is like to be out of power. When this man was president, everyone crowded around him. Where are half of those people today?

Ramos traveled to Iloilo to play a round of golf in what has recently been acknowledged as the oldest existing golf course in the Philippines: the former Santa Barbara Golf and Country Club that has been known as the Iloilo Golf and Country Club since 1947.

Of course, there are other more famous clubs, like the Muni (short for Municipal) Golf course around Intramuros, Manila Golf (in Makati), Wack-Wack in Mandaluyong and, of course, the Baguio Country Club, which celebrated its centennial last year. All these clubs have golf courses that were set up after that in Iloilo.

It seems that in 1907, British engineers of the Philippine Railway Co. decided to play golf in Santa Barbara, a town about 15 km from Iloilo City. The American colonial government had planned a railway in Panay Island that would run from Iloilo to Capiz (now Roxas City), but what got established in the process was the golf course. One thread that requires further research is that Englishmen who worked in railroad construction in the Philippines were into golf. When Ramos told me that there was an old but underdeveloped golf course in Pangasinan, I wondered whether this could be linked to the construction of the Manila-Dagupan Railway.

The original course was a crude nine-hole field of about 2,000 yards close to the railway construction site. It is said that Scots were the first golfers there, and the other British railway engineers followed suit. We don’t know their backgrounds but three of the founding members were John Grieve, G. Alexander and a certain E. Black, who helped design Wack-Wack. A club grew out of the golf course and, of course, this was exclusive to expats in the beginning, but by 1920, Filipinos were allowed to join the club. Some prominent members were Tomas Confesor and the Lopez brothers, Eugenio and Fernando.

This club was also the first Philippine-based golf club accepted as an affiliate of the Royal and Ancient Golf Club in Scotland which was established in 1754 and is now considered the mother of all golf clubs. And to further validate its position as the oldest golf club, they have managed to preserve some memorabilia like beat-up trophies, silver cups like one given out by General Motors in 1927 and six ancient golf balls found in the water hazard during dredging operations in 1980. Two of these are rubber “gutta percha” golf balls of unique design. One is a Spalding, and the other a Wright Ditson, but what makes a historian or archeologist swoon is one that is marked “Pat. April 11, [18]99.”

I gave up golf many years ago because I could not wake up early enough to play a round with my parents, particularly my mother who played at dawn to avoid sunburn. Visiting this golf club made me reconsider a return to the driving range first and the golf course later so I can try and win some research money playing with FVR.

Filipinos are a sport-loving people and I wouldn’t be surprised if there will be research to establish the beginnings of basketball, "sipa," badminton, swimming, or football. So far, golf already has its place in history and the next thing to do would be to find out if there were historical events that happened in particular golf courses. For example, there was the failed assassination attempt on Jose P. Laurel in Wack-Wack. Then there were historical people who played golf. How did they play? What was their handicap?

What about those who are remembered for playing badly? For example, I have never attempted to tee off in Baguio Country Club Hole No. 1, fearful of the spectators having breakfast or lunch at the verandah. How about incidents that can get you a prize for funny videos? A Japanese academic gifted me with an NHK video documentary on the Philippines, and from what I could make out of the pictures rather than the sound, it had something to do with Philippine society in the post-Ferdinand Marcos or the Cory Aquino period. The only part I enjoyed and understood was the part showing Fernando Zobel de Ayala doing a butterfly on film and having it recorded for posterity.

History, it seems, can be found in the most unlikely places. It may not always be about battles, massacres and the (mis)deeds of great men but also about the establishment of golf courses or even restaurants.

http://www.exploreiloilo.com/wp-admin/post.php?action=edit&post=360

The test flight is scheduled today, Franklin Drilon is going to grace the event since the airport is his pet project since the beginning.

ByPass in the Sta. Barbara Highway (they are still not expanding the highway from St. Barbs to Iloilo City ... they should have done this before the airport opens, it's a bit disappointing to still have to pass by the 2 lane "highway")

Each aero bridge has 2 links or connections to parked planes. It's like an alien limb with 2 fingers. NAIA T3 has similar aerobridges.

isnt those of naia3 for the 2 doors of an aircraft? Kind of impossible for 2 planes to simultaneously use an aerobridge..considering the spread out of their wings..

Nope. Only the door close to the cockpit will be linked to the aerobridge for each plane. The position of 2 planes are already considered in the aerobridge spacing and position and there will be markings on the tarmac for the planes' exact location.

I had once jpeg copies of artist's rendition of NAIA 3's bird's eye view, as well as airside and landside views when I was still working with one of the contractors who built it. The renditions show the planes' positions. I tried to dig my e-files so that I can post said pictures but can't find them.

Dinagyang impresses foreign dignitaries

The energetic performance of Dinagyang tribes impressed foreign diplomats who witnessed the annual mardi gras event. (J. Trimañes photo)

By Jeehan V. Fernandez

DINAGYANG Festival, Iloilo city’s premiere fiesta event, mesmerized foreign dignitaries, said Mayor Jerry Treñas.

“It was a very organized and well-prepared festival,” Treñas said quoting representatives from the United Nations Development Program (UNDP) and Canadian and Australian embassies who witnessed the “best tourism event in the country.”

Several UNDP officials graced and witnessed Dinagyang which is the first tourism event chosen by the UN to promote the Millennium Development Goals (MDGs) aimed at arresting poverty.

UNDP extended P500,000 financial support to the Iloilo Dinagyang Foundation, Inc. (IDFI) – the organizer of the mardi gras – and the MDGs’ localization in the city.

Meanwhile, the Canadian and Australian diplomats earlier attended a Donor’s Forum here which assessed local priority projects for future funding assistance.

The mayor described Dinagyang’s 2007 edition – from the preparation to technical works and performance of the 20 competing Ati tribes – as “the best ever” in the festival’s 39 years of existence.

He also credited the tribes’ performers for spending months in preparations. “Even with little budget, they had been practicing almost everyday and even until the wee hours, of the morning.”

“The performance has been evolving as the tribe managers and choreographers have been undergoing seminars on innovative approach. If there is already no evolution in the performance, we will be tired of watching Dinagyang every year,” Treñas said.

He added that the IDFI also imposed regulations and changes, one of which is the proposed trimming down of the number of participating tribes to 15 next year based on their ranks.

Treñas said the IDFI has been “transparent and sensitive to public opinion and immediately seeks solutions for the successful hosting of Dinagyang.”

IDFI executive director Ben Jimena said the Dinagyang awed everybody – domestic and foreign tourists alike – who jampacked the five stages around downtown area.

“Dinagyang has become world-class,” Jimena said.

Jimena said no less than Cultural Center of the Philippines (CCP) President Nestor Jardin served as one of the judges in the Dinagyang.

Jimena said they had also implemented an orderly way of accommodating the guests and spectators on the Iloilo Freedom Grandstand while there were no disruptions during the festival highlights.

Tribu Ilonganon retains its crown after winning the 2007 edition of the Dinagyang Festival (T. Yap photo)

By Francis Allan L. Angelo

TRIBU Kahilwayan and Ilonganon dominated the Kasadyahan and Ati-ati contests, respectively, during the Dinagyang Festival 2007 highlights over the weekend.

Ilonganon, which is composed of the Jalandoni Memorial National High School (JMNHS), defended its 2006 crown under the baton of JMNS principal Dr. Blesilda Floro and renowned choreographer Rommel Flogen.

As the Ati-ati contest champion, Ilonganon won a special trophy and P100,000 cash prize. The tribe also copped the best in performance and best in costume awards.

Tribu Ilonganon introduced an innovation in the Ati-ati dancing competition with its warriors making three changes of costume during their performance.

Tribu Paghidaet of the Lapaz National High School won 1st runner-up, Ang Taga-Jaro copped 2nd runner-up, Tribu Silak of the Iloilo City National High School landed 3rd runner-up while Tribu Atub-Atub won 4th runner-up honors.

Although it did not win the championship, Paghidaet reaped the best in choreography, best choreographer, best in music and best in street dancing awards.

In the Kasadyahan cultural dance competition, Tribu Kahilwayan of Sta. Barbara, Iloilo emerged overall champion after a year of hiatus. The tribe won a trophy and P100,000 cash.

Kahilwayan also won the best in performance, best in choreography, best choreographer and best in music awards.

Winning the 1st runner-up honors is Tribu Ilahas of the Tinu-om Festival of Cabatuan, Iloilo aside from winning the best in street dancing award.

Tribu Tultugan of Maasin won 2nd runner-up, Tribu Mandurrianon of Mandurriao, Iloilo City got 3rd runner-up and Tribu Saad of Leganes was hailed 4th runner-up.

Ilonganon and Kahilwayan will represent Iloilo to the annual Aliwan Festival in Metro Manila.

Dinagyang in full color

Photos by Tara Yap and James Trimañez

This year’s Dinagyang Festival was yet another bonanza of culture and religion exploding in full colors and energetic performance of contesting tribes. With the support of the local government, the private sector and the other stakeholders, Dinagyang showed once more why it is the best tourism event in the country.

Local and foreign visitors were mesmerized by what they saw, a unique synergy of the Ati culture and modern choreography.

New Iloilo Airport now ready for test flights

By Erly C. Garcia

Senator Franklin Drilon along with Transportation and Communications Secretary Leandro Mendoza on Friday led the topping ceremony of the almost completed New Iloilo Airport Development Project (NIADP) in Sta. Barbara-Cabatuan area.

The new airport which is of international standard is expected to start commercial operations by April this year.

Other officials like Presidential Adviser for Western Visayas Rafael Coscolluela, Representative Arthur Defensor of the third district, Governor Niel Tupas Sr., and Air Tranportation Office Manager Allan Java also joined the activity.

The group aboard a convoy of vehicles toured the airport's 2.5 kilometer runway and then had a glimpse of the airport's state of the art passenger terminal.

NIADP project manager Eduardo Mangalili said the entire structure is 97 percent completed and will be ready for test flights in the next few days.

Upon seeing the progress of the works, all Drilon could say was: "I feel fulfilled."

Drilon along with then Governor Defensor was very instrumental in the initiation of the project.

For Defensor the NIADP is a "dream come true."

"After all the troubles, problems and challenges we now see the fruit of our hard work," Defensor said of the new airport which was initiated during his term and was implemented during the time of Governor Tupas.

Secretary Mendoza, on the other hand, expressed that the new airport would spur the development of Iloilo and the entire Western Visayas.

"Aside from passenger traffic we also expect a big volume of seafood cargo going direct to countries like Canada and the United States," Mendoza said.

Equipped with modern equipment, the NIADP which will be operational 24 hours a day could accommodate bigger aircrafts like Airbus 330 and Airbus 340 and even Boeing 747.

Mendoza said, initially the airport would accommodate domestic flights but it will be opened to international flights later.

Disposing old airport site

Meanwhile, the Asset Disposition Committee (ADC) of the Department of Finance is now on the process of disposing the existing 54-hectare Iloilo Airport site in Mandurriao district which will eventually be closed when the new airport starts operation.

Drilon said ADC will open the property for public bidding.

Initially, the senator said, the proposal is to develop the old airport site into a second urban center in the city of Iloilo. This means the area will be converted into a commercial complex.

Drilon, however, warned officials of the Air Transportation Office to ensure that the airport site will not be intruded by squatters once it is already vacated.

Need for stable energy

Further, Drilon expressed the province's need of a stable power supply to complement the expected entry of investors in the city and province of Iloilo.

Drilon noted the present problem on energy as the province is dependent on power coming from diesel plants of the National Power Corporation.

Drilon said there is an immediate need to attract investors in the power sector to address this problem.

Dinagyang success marred by dispute among rival TV stations’ talents
THE SOUTHERN BEAT By Rolly Espina
The Philippine Star 01/30/2007

Everybody had agreed. The Dinagyang this weekend proved a very dramatic success. There were hordes of foreign visitors and many important persons who had attended the affair.

But this was marred by dispute between two rival TV stations — GMA 7 and ABS-CBN later in the afternoon. This was what Sunshine Dizon claimed when the rival ABS-CBN knocked off her microphone when she was about to warble a song. Later, the anchor of the GMA Network also lost her sound.

I had to restrain my mother because she is an Ilongga, she could not tolerate that insult against me," Ms. Dizon stressed.

The GMA anchor, however, glossed over the incident pointing out that she had intervened and ironed out differences with the ABS-CBN whose manager had said that the reason for that was their talents were scheduled to leave for Manila at 7 p.m. and there was no more time to wait for their share of the coverage time.

Otherwise, Dinagyang went out without a hitch. Thousands crammed the various areas where the tribes performed. The Freedom Grandstand, which had been extended to accommodate more visitors, remained crowded. Tickets had ran out much earlier than had been anticipated by the organizers, according to Iloilo City Mayor Jerry Trenas.

One of the arresting VIPs was Ms. Lorna Tolentino. And there were many others, including Senate President Manny Villar and several top officials of the government.

Police managed to cope with the crowd. In contrast to previous years, yesterday’s revelers appeared to have been better-behaved. While they jostled for vantage point at the Freedom Park, there was none of the pushing and shoving that had characterized the fight for a chance to better see the going on.

There's a pump boat going to Guimaras everyday ofcourse (Iloilo City-Jordan or Buenavista Port), but on the "day that people go for pilgrimage or something like that (good friday?), there's a direct pumpboat route to the base of Balaan Bukid.

You planning to spend the holy week here :)?

I think the Jaro Fiesta, which draws a much bigger crowd of devotees than the Dinagyang, will come first on February 2. PEZA approves first IT location in Iloilo City
Tuesday, January 30 2007 @ 04:16 PM GMT

Business
The Philippine Economic Zone Authority (PEZA) has approved the accreditation of the Amigo Terrace Hotel, the first to receive an approval from the said government agency for its commercial center to be utilized by information technology providers.

Iloilo City Mayor Jerry P. Treñas, who was informed of the approval weeks ago, added that two more commercial centers, the SM City and Robinson's Iloilo, are still waiting for their own PEZA accreditation as well.

Treñas expressed hope that the accreditation will pave way for more IT investments in Iloilo City.

The mayor explained that locators are after the PEZA accreditation because they are entitled to avail of huge tax incentives.

Treñas added that the city has long been ready to accommodate call center investors citing its preparedness when it comes to providing them with steady power supply, infrastructure and foremost is the manpower.

It was learned that the two existing call centers here, the Callbox and E-PLDT Ventus, have an agreement with the Panay Electric Company (PECO), the power distributor here, that they should be the last group to be affected should power failure happens.

Likewise, Iloilo City has one of the most advanced infrastructures, in such case, the fiber optics that could respond to the need of service providers.

Most importantly, the success rate when it comes to manpower resources here is very high.

A week ago, the TeleTech, another service provider that conducted a jobs fair for call center agents, was able to hire 400 applicants. The company was expecting to hire some 1,000 applicants.

The TeleTech made the success of the hiring rate as its gauge whether or not to operate a call center in Iloilo City.

The mayor was informed that representatives from the TeleTech have already surveyed the commercial center of the Amigo Terrace Hotel for a probable site.(PNA)

DOT-6 prepares for Regatta
Tuesday, January 30 2007 @ 03:52 PM GMT

Tourism

The Department of Tourism (DOT) in Region 6 is preparing for the 2007 Paraw Regatta, to be held on Feb. 17 and 18 in this city, some three weeks after the successful holding of the Dinagyang Festival 2007.

DOT Regional Director Edwin Trompeta said that they are now finalizing the activities for the Paraw Regatta, a sail boat racing being held usually at the beachfront of Arevalo district.

Trompeta said that this forthcoming big event is significant as it will showcase the Ilonggo culture and history. The Ilonggos in early times used the sailboats for their livelihood and as their mode of transportation in going to the nearby island of Guimaras and other neighboring places.

Because of the fanfare and importance of the sailboats for the Ilonggo people, the Paraw Regatta has been known as the oldest sailboat race in Asia. Up to this date, Ilonggos still love to do boat sailing not so much as their mode of transportation but because of their sea conquering spirits.

This year's Paraw Regatta has slated 12 activities which are in the final stages of organization. These will include the Slalom, a shorter boat race along designated areas. (PNA)

Waterfront Philippines Inc. is considering the expansion of its new G Hotel brand of boutique deluxe hotels by at least seven more branches after the success met by its first branch which recently opened along Roxas Boulevard.

....

Gatchalian said the firm is also looking at acquiring or building new Waterfront hotels in Manila, Cebu, Davao, Iloilo, Cagayan de Oro and Bacolod on expectations of a rise in the number of visitors to cities with big airports.

Creation of 12 new cities approved
By MARIO B. CASAYURAN
Manila Bulletin Online

The Senate approved yesterday 12 House of Representatives bills creating 12 cities throughout the country.

Before this legislative fiat, there were 118 cities in the nation. This brings to 130 the total number of cities in the Philippines.
This came after Sen. Alfredo S. Lim, chairman of the Senate Local Government Committee, successfully led on the Senate floor the approval of the 12 House bills that had not been approved by three past Congresses.

Lim said the attainment to cityhood of these municipalities would have a beneficial effect on their future as they can now undertake their own infrastructure projects as investors are likely to go to cities.

The 12 new cities are Baybay (Leyte), Tayabas (Quezon), Catbalogan (Samar), Lamitan (Basilan), Tandag (Surigao del Sur), Tabuk (Kalinga), Batac (Ilocos Norte), Carcar (Cebu), Bayugan (Agusan del Sur), Cabadbaran (Agusan del Norte), Borongan (Eastern Samar), and Bogo (Cebu).

wala na approve ang Pototan?
that is kung nag apply gid man sya

habagatcentral1
February 2nd, 2007, 09:22 AM
^^ I think indi man sanda nag-apply. Kay guinhambal man ni Congressman Defensor nga daw alanganin pa ang Pototan subong. Indi pa sya ripe for cityhood. Anyway, Pototanhons can still enjoy lower tax payments from the citizens as of now.

This thread has seen some historical, controvertial and cultural vistas as Iloilo makes way for February 2007.

The Capitol was at turmoil. Dinagyang was a success. The Airport will be opened in April.
January 2007 is a month that Ilonggos would never forget.

The Ilonggo Spirit lives on to see another day! Paraw Regatta and the Candelaria Fiesta is on its way as well as other festivals in the Provincia.

The Paraw regatta is a race among seafarers on colorful sailboats called Paraws in the straits between Guimaras Island and the city of Iloilo. The present-day paraw managed to maintain its original design from the sailboats of the first settlers from Borneo who were in search of a peaceful home in 1212 A.D. Surviving centuries, the paraws have become a vital part of the Filipino seafaring life.

The first race started in 1973 with the mission to preserve the historic value of the paraws. It is held every 3rd weekend of February at Tatoy’s Manokan, Sto. Nino Sur, Villa, Iloilo City. Today, the event has grown from being a boat race to a festival with various interesting and exotic activities. This year the Paraw Regatta will be held on February 17-28 2007.

And as Ilonggos take pride of their history and culture, so do the sailors and the boat makers who have inherited a legacy that became synonymous to the birth of a province and the Hiligaynon-speaking region of the country.

Included in the yearly celebration is the Pinta Paraw, where sails are painted by professional and amateur artists a day before they actually take off to sail. Another fascinating event is called the Pintawo body-painting contest.

Miss Paraw, Beach Volleyball, and Paraw Regatta Photo Competition are the other events included in the celebration. Also, one of the highlights of this sea festival is the Iloilo Governor Fishing Contest, a campaign against dynamite fishing.

Come to Iloilo and marvel at the sight of colorful paraws!

Lines Across Time: An architectural journey

http://www.thenewstoday.info/2007/02/02/museo.iloilo1.jpg
A plan for a house of a government official. Such
houses served as residences and offices.
Architects of the period made sure these structures
were spacious and airy, with large windows and
courtyards that provides breathing space and
adequate ventilation.

The streets of Vigan and Iloilo along with the archaic infrastructures and majestic century-old houses reminds us of the suffering we have endured and the glory we have won under the Spanish regime. The remarkable structures remind us not only of the Spanish colonization but of Malay, Hindus, Chinese and Japanese influences on our architectural patterns.

Lines Across Time, an exhibit of photographs depicting the Filipino lifestyle during the later years of the Spanish colonization, will be at the Museo Iloilo this coming February 12 to March 3 of this year. Heritage genius Toti Villalon has worked together with creative director Teresa Custodio and model artist Ignacio Perez to show how the Philippine life was changed by the transformation brought about by Spanish colonization. The show has three parts -- House, Infrastructure and Everyday Life.

Yahoo!!! Hala! Sadya na ni! For such a small city of only 360,000 (as of 2000), we have already 7 universities. We have the edge in education in this side of the country. Hopefully, the universities would train students to be globally competitive.

The 2nd thing to do is to make Iloilo REALLY the next big thing by providing employment to those who graduate in her schools. The trend of out-migration of talented workforce might be minimized if drastic measures such as slashing off the price of utilities (pisti PECO!!!! :bash:) and improvement of infrastructures and social services.

Iznart is VERY FORTUNATE to have those vestiges of urban nightmare (flyovers) out of its historical block. I think traffic management is better implemented in the downtown area than constructing modern infrastructures. :)

It was first constructed made out of wood and was replaced as a church made of nipa by P.Jose Ma.Sichon in 1863. The plan to construct a stone church was laid out in 1866 and was approved by Bishop Mariano Cuartero in 1869. The current church has a architectural style of Gothic-Rennaisance and was established immediately after it was approved and honored in the name of Saint Anne. It is also known as "Women's Church" because there are 16 statues of women saints inside the church. Dr. Jose Rizal visited the church because of the Biblical paintings in 1896. It became an evacuation center in World War II and was partially destroyed during the "Liberation". It was restored by Rep. P.Manuel Alba with the help of the community after the "Liberation".*

SAVE JARO CATHEDRAL
Francis Allan L. Angelo
2007-02-03

IT’S a race against time as the Archdiocese of Jaro tries to save the centuries-old Jaro Cathedral from ruin.

In his homily for the fiesta of Our Lady of Candles yesterday, Jaro Archbishop Angel Lagdameo urged Ilonggo Catholics and other sectors to help renovate the cathedral, especially its half-century old roof.

The project, with an estimated cost of P20 million, will be completed in 11 months, thus it is dubbed 20/11 BC

“I join, support, endorse and recommend the Cathedral’s ‘20/11 BC’ Project as also a moment of grace not only for this place of worship, but also for those who will become participants in this project called ‘20 Million project in 11 months para sa Balay ni Cristo kag Balay sang Candelaria, Before it collapses.’ And so (the name) ‘20/11 BC,’ Lagdameo said.

Cathedral caretakers said parts of the church are already leaking and showing cracks because of its age.

HISTORY

The Jaro Cathedral was built in 1864, the year the district was named a diocese by Pope Pius the IX.

The cathedral’s style is basically Baroque, with the addition of Gothic elements over many renovations.

The cathedral is home to the Nuestra Señora de la Candelaria, whose image is perched on a glass encased shrine carved out of the facade.

Marian devotees claim the limestone image of the Candelaria is believed to be continuously growing, and has already become too large to for its original niche just above the present one.

Her shrine is visited often by many devotees who believe the statue to be miraculous. The Lady of the Candles is the “only rose” among the all-male collection of statues which line the walls of the cathedral’s interiors.

Lagdameo said the image was transferred to its present site after it was crowned by Pope John Paul II in 1981, the only Philippine Madonna or Marian image that has been personally crowned by the late Pontiff. He also declared the Candelaria as Patroness of Western Visayas.

Pope John Paul II also held mass at the cathedral in the same year.

The cathedral is considered unique among Philippine churches because its belfry is separated from the main structure, just across the street near Jaro plaza.

Historically, the tower functioned as a “lookout” post for sea raiders and pirates.

Iloilo City to host int’l convention

By Jeehan V. Fernandez

ILOILO City will host its first-ever international convention next month.

Mayor Jerry Treñas yesterday said Save the Children, a global organization advocating children’s welfare, will hold the convention in a hotel resort in Jaro district March 6-10.
Treñas noted the Save the Children has informed his office about the affair which will gather delegates around the world.

In its official website, Save the Children is recognized as “the leading independent organization creating real and lasting change for children in need in the United States and around the world.”

The group is under the umbrella of the International Save the Children Alliance which is composed of 27 national Save the Children organizations working in more than 100 countries.

“The approach (is) working with families to define and solve the problems their children and communities face and utilizing a broad array of strategies to ensure self-sufficiency is the cornerstone of all Save the Children’s programs,” the website said.

“Through the decades, we have evolved into a leading international relief and development organization. Countless events and achievements have shaped the development of our organization and helped change the lives of the children we serve.”

Treñas said he is optimistic that the international event will promote the city to foreign delegates aside from the benefits that local business will gain from the convention’s multiplier effects.

The mayor also said some 1,500 Filipino surgeons will also hold their national convention here in April.

“I am very happy to welcome these big conventions here. If each participant will spend P500 – that would translate to millions of pesos while they stay in the hotels, dine in restaurants, shop at business establishments, visit tourist spots and buy souvenirs and pasalubong,” said Treñas.
